Transforming a State’s Digital Presence Public sector organisations are being tasked to modernise their IT capabilities to support better citizen engagement and improve service delivery levels. But sometimes there is a misalignment between digital priorities and business needs, as well as a resistance to change that sometimes exists in government agencies.

In addition to these challenges, governors and their CIOs are under the spotlight for a portfolio of underperforming projects, legacy systems that are consuming significant resources, and the ever-evolving risks associated with poorly protected networks and cybersecurity concerns.

On top of all of this, is the competition for top IT talent in large metropolitan areas like most state capitals. The fight for real IT talent that can lead statewide digital transformation efforts.

CHALLENGE: A large U.S. state government IT organisation had found it challenging to meet the needs of a digital transformation. The state had recently revamped its IT organisational structures and job classifications, in addition to facing 21st century technical challenges like utilisation of cloud services and updating legacy systems to modernise web applications.

The state’s IT department is made up of roughly 1,500 staff members that are supporting over 38,000 employees and serving 6.6 million residents.

THE SOLUTION: The state embarked on a journey to consolidate agencies for shared services and updated IT job classifications. With the knowledge that well-skilled staff are the foundation of a successful digital transformation, the state developed an enterprise training program to provide their employees with the 21st century skills to support a digital transformation. This enterprise training program operates as a state-run professional development hub and serves more than 1,500 state IT employees with the knowledge, skills, and abilities to support their agencies and customers. The multi-year program includes the delivery of instructorled courses across more than 20 curriculum paths with a specific emphasis on skills spanning multiple job classifications focused on digital transformation.

The state built an IT enterprise training program which operates as a professional development hub serving more than 1,500 state IT employees.

Solutions included: A catalog of training content including major digital technology partners like Microsoft, Adobe, Tableau, and Oracle.

Cloud Computing modules that include best practices on leveraging a hybrid or multiple-cloud environment.

Deliverables This statewide program has emerged as an ambitious, highly effective entity to train staff and support the needs of a modern IT workforce, including the state’s digital transformation efforts.

A robust program supporting multiple job classifications that support a digital transformation including Network Engineers, Web Administrators, Software Developers, as well as Enterprise Architects and IT Leadership.

Results At the midway point of this workforce development program, the state has seen significant increases in the skills of their employees in critical digital transformation areas like cloud computing, data science and information security. Examples of these increases in competency have been reported by the state’s central IT organisation, as well as over 30 state agencies.

• The state’s project managers are utilising state-specific methodologies to support the digital transformation needs of a 21st century government agency.

• Multiple state agencies successfully implemented Oracle and SQL Server database skills to better organise and more easily access information.

• The state continues to decrease the volume of physical servers in a shift to a cloud-based environment.

• The state is leveraging their investment in Tableau software to improve the quality of their data visualisations.
