forces through a dedicated volunteer network. “The response to SnowCare for Troops from caring professionals and military families has been tremendous and we are challenging our supporters to double the participation for the 2011-12 snow season,” said Mark Klossner, marketing manager for THE BOSS Snowplow. “We want to thank everyone who gave countless hours in heavy snow, sleet and ice to back up our country’s selfless military families this past winter. As the brand that backs up snow removal professionals, we’re asking for their help to spread the word and expand participation this year. We know they’ll get back tenfold what they put into it.” Snow removal professionals and other volunteers have many ways to support the SnowCare for Troops program, including: • Offering free snow removal services throughout the winter to one or two families in their service area; • Loaning snow removal equipment to volunteers or groups; • Donating money, transportation or gas cards to offset snow removal and maintenance costs; and • Referring friends and/or military families they may know to sign up for the program. THE BOSS generously underwrites the SnowCare for Troops program. It’s open to anyone with a plow or other snow removal equipment who wants to lend a hand. Through its active backing and participation, BOSS provides funding support and helps build awareness for SnowCare for Troops to encourage grassroots involvement. “SnowCare for Troops got off to a roaring start, and we want to thank BOSS Snowplow for backing up military families once again through its integral support,” said Project EverGreen executive director Cindy Code. “When a loved one is serving overseas in the armed forces, having the
added burden of snow removal lifted from the shoulders of the one left behind is a priceless gift.” Project EverGreen’s SnowCare for Troops and its sister program GreenCare for Troops are serving thousands of military families through a coast to coast network of lawn care, landscape and snow care professionals and volunteers dedicating thousands of service hours to military families. Project EverGreen has 12,000 military families in its database, more than 3,500 green industry participants and nearly 1,000 snow care professionals and volunteers. U.S. Transportation Secretary Ray LaHood announces $16.2 million in grants for New York highway projects Funds will help create jobs by replacing bridges, maintaining the roadways and making crucial ferry improvements WASHINGTON — U.S. Transportation Secretary Ray LaHood today announced more than $16.2 million in grants for New York to fund an array of highway related efforts ranging from upgrading the Staten Island Ferry to environmental improvements. “Transportation investments like these will create jobs and improve the quality of life for New York residents as well as strengthen the state’s economy,” said Secretary LaHood. “The demand from the states for these funds shows just how critical the need is for infrastructure investment.” The Federal Highway Administration (FHWA) invited states to apply in June for federal funding from 14 grant programs. Requests poured in from every state, Puerto Rico and Washington, D.C. — more than 1,800 applications, totaling nearly $13 billion, which is more than 30
times the funds available. “At a time when states are facing serious budgetary constraints, these grants will help fill a critical need,” said Federal Highway Administrator Victor Mendez. “Investments like these are immediate and long lasting and will help create jobs.” Congress created the discretionary grant programs to give FHWA the latitude to support projects that maintain the nation’s roads and bridges, improve roadway safety and make communities more livable. In previous years, Congress designated some of this grant money for specific projects and FHWA awarded the remainder through a competitive process. Because the FY11 budget passed by Congress last April directed that all such funds be discretionary, FHWA awarded these funds through a competitive process. by John Allin Recently, while reading through some threads on the various discussion forums for snow contractors, I read about someone saying they were “outbid” on a snow project for last winter. As I read more and more of that particular discussion, I became agitated about the whining that was happening about being “outbid.” Unfortunately, in the snow industry (and in most service oriented industries) the “bid” mentality seems to come to the forefront much more than it should. To me and many others — especially those on the “other side,” the word “bid” is property manager speak for “low price.” In my opinion “bid” has nothing to do with quality at a fair price. “Bid” is
all about “cheap.” Bad form from my point of view. “Cheap” means “low profit.” It also can mean “substandard service” in order to achieve a viable margin. This does not benefit the customer or the contractor. This is true in the tree care industry, the landscape industry and the snow industry as well. As snow and tree care professionals, we should be providing “proposals” or “quotations” for services rendered. Rarely do we see some larger organization (except for a governmental entity) have a Request for Bid. On the other hand, Requests for Proposal (RFP) or Requests for Quotation (RFQ) happen all the time. If you figure out how to accomplish the project for much less cost

than the competition by utilizing advanced methodology or updated technology — OK, you might have the lowest end user cost if you are quoting “cost plus margin,” assuming your margins are viable and can sustain your overhead and necessary profit. But, to bid a project just to get work is a fast track to the poorhouse. One organization holds classes on how to “build a bid.” Sounds like a class to learn how to “quote cheap.” Is that how you want to be known in your chosen profession — the “cheap guy?” Going to a class to learn how to bid a project (i.e. give out a low number) seems like a giant waste of money when few in attendance at such classes advertise “LOWEST PRICE CONTRACTOR IN THE MARKET.” I once ran into a “competitor” who advertised just that — and from experience, we figured out he actually showed up 70 percent of the time, too! Great average in baseball — but for a snow contractor, not so much. When prospective customers used to call me asking for a bid on a snow contract, my response was always, “Why did you call me?” After hearing how they knew of us by name and reputation, my next question was “why are you looking for pricing?” If they came back and said that the incumbent provided lousy service — I would respond with, “tell me what you were paying.” Often, the price
they were paying justified lousy service. I would explain that we provide outstanding service and outstanding service does not come cheap. If they responded that they were instructed to “bid it out,” I would ask if they were happy with the guy from last year. If so, I would ask what price they were paying last year, and tell them I would quote higher so they could keep the incumbent. (Really — I did this a lot.) Lowering the price to take the business away from someone they were happy with seemed counter productive to me. What would make the customer think we could provide outstanding service at a cheaper price? If the customer would respond to my original question about why they were soliciting proposals (notice I didn’t say “bid”) with “last years contractor went out of business” — I would ask what price they paid. Surely they didn’t think we would quote lower and stay in business, did they? Look what happened to the incumbent. Also, bidding work for the sake of throwing a wide net to see what new business you can garner is dangerous. Target marketing your services to a specific clientele will allow for a better overall customer base. Bidding work requires no sales effort — just a sharp pencil. The contractor who said he was “out-

However, we need to convince the prospective customer that we are worth the additional expense they will pay by hiring us. One way is the three option, two choice rule. Every customer has three options in the process of hiring a snow contractor: Good, fast and cheap. The customer can pick two. It makes a difference. They cannot have all three. It isn’t possible to achieve all three and keep a customer happy. If you look long, hard
and honestly at your previous sales opportunities, you will see these insights are true of almost every proposal outcome, whether for or against you, whether in tree care or snow plowing. True snow professionals should lose the word “bid” from their vocabulary. In fact, those snow contractor clients who hire me as a consultant know that I ban the use of the word in their organizations altogether. There are ways around the dreaded “bid” scenario. And, at all costs — contractors should avoid “bidding” work. It is an unfair term that is
not indicative of snow professionals’ market position — unless, of course — you don’t care about your position in your marketplace. There are only two reasons not to close a sale; 1. you cannot do what the customer wants, or 2. you got outsold. That’s it. Only two. Of course, if the customer wants you to do a $500 per push plowing project for $100 — you cannot do what the customer wants. However, if you lost the project over five or 10 percent — you were outsold. Some would kid themselves in justifying failure by saying, “the other guy quoted a lower price.” No property manager wants the

ACRI from 7 Since April, 2010, when the enhanced inspections began, citations and penalties have risen steadily. “MSHA has definitely ramped up the number and variety of citations it’s issuing,” said Mr. Savit. “It is clear that MSHA leadership favors more stringent enforcement as the primary way to ensure safety, and they are taking unprecedented action as of late.” Mine operators are particularly vulnerable to MSHA enforcement actions, as many citations carry penalties that can cripple the operating budget of a mining company. “I’ve never seen anything like this before,” said Mr. Savit, remarking on a recent case in which a small stone quarry was assessed over $500,000 in MSHA penalties. Savit, who began his career at the U.S. Dept. of the Interior where he headed MSHA’s special investigation unit, said: “The only way a mining company can operate in this regulatory climate is to become as familiar as it can be with the MSHA citation process. The risk of being unprepared for a significant MSHA enforcement action can be
devastating.” Scott McKenna, a MSHA certified instructor and owner of Catamount Consulting LLC, agrees. “Mine operators need to know about and respond to any violations on their sites before MSHA does, and they need to know how to deal with citations,” said McKenna. “Ignorance of rights, responsibilities, the Code of Federal Regulations and the ACRI process is simply reckless.” ACRI, the Alternative Case Resolution Initiative, is a MSHA program in which ACRI trained, non-attorney MSHA specialists resolve or adjudicate select enforcement disputes with mine operators arising from citations under the Mine Act. The use of the ACRI process has spread to every type of citation except where serious, disabling or fatal injuries are involved. The ACRI Workshop is a two and a half day seminar covering the legal and procedural processes involved in field inspections, citations and ACRI resolution. The ACRI workshop provides mine operators and their representatives the skills necessary to participate in

The meeting part would wait. For the groundskeepers, there was the Husqvarna Zero
Turn Lawn Mower Timed Obstacle Course Challenge. The participants with the fastest course times were awarded trophies with the champion racer winning a “Green,” one person transportation unit, AKA a Trek Model 820 21 speed mountain bicycle. That lucky contestant was NJLCA member Eric Jepsen of Wayne Jepson Landscaping in Raritan, NJ. For the arborists, tree surgeons and anyone else wanting to give it a shot, there was the Husqvarna Chain Saw Tree Massacre Competition. Using a
chain saw, contestants had to take two slices off a log as quickly as possible. The one with the fastest time of all was NJLCA member Steve Smorong of Dobra Property Maintenance in Colonia. He won a brand new Husqvarna chain saw. The outdoor event ran late but the race track and chain saw logging areas were lit up like daylight with light towers supplied from Gamka’s rental fleet. Nolan noted that the Kubricky Construction (member of D.A. Collins Companies) “[put forth] exemplary efforts and meeting tasks.” A crew of 15 worked through the winter months, with 30 workers on site after the winter weather subsided. Subcontractors include EMI, Collins Construction and D.A. Collins Companies. EMI was involved with the bridge rail and signs. Collins Concrete Construction did all of the granite curbing, while D.A. Collins did the steel erection and rebar installation. Early work included moving the 8-inch sewer line that traversed the lake via the bridge. According to John Walsh, project manager with Kubricky Construction, crews used directional drilling to bury the sewer lines 30-foot below the bottom of the lake.

Rt. 9 Bridge from 16 They also relocated electric and phone lines (which were at the time of this writing are still temporarily resting on the bottom of the lake in two conduits). Walsh said that (by the time this story is published) National Grid and Verizon were expected to be on site to install replacement lines across the new bridge and the old ones would be taken up. Although the northeast winter brought the area a record snowfall with an abundance of spring rain that increased water levels of the lake, the high water level did not greatly affect work on the bridge project. Aside from some overtime hours to get the project back on schedule, Walsh said that work progressed nicely. Carol Breen, Public Information Officer with NYSDOT said via e-mail correspondence, “I think one of the most important aspects of this bridge is that we were able to come up with a solution to save taxpayers money while reducing impacts to the surrounding community. We saved approximately $5 million on the $10.8 million project by completely closing the bridge to traffic during construction instead of using staged construction. We used pre-cast concrete piles for the piers, which helped speed construction. By using the pre-cast piers, we were able demolish the old bridge and build the existing structure in nine months. (Preliminary work began in April 2010 and some drainage and landscaping work will continue through the summer, but the bulk of work was completed in nine months). “We closed the bridge to traffic after Labor Day weekend last year and committed to have the new bridge open to traffic by Memorial Day weekend this year so that we would not impact the busy summer travel and tourism season, which is so important to the Saratoga Lake community. The contractor worked hard this winter — one of the snowiest in recent history —to get the bridge done on time,” she said. Improvements One of the biggest improvements to the bridge is the inclusion of sidewalks on both sides of the span. These walkways will accommodate more pedestrian and bike traffic, a popular attraction for the lake.

On the south side of the bridge, the sidewalks are being extended to Stewarts, which we consider a generator of pedestrian traffic. On the north end, we are working in conjunction with the City of Saratoga Springs to extend the sidewalk to Regatta View Dr. We are providing no specific paths to private property, but we have worked with the NYS Office of Parks, Recreation and Historic Preservation to provide a path connecting the sidewalk to the Boat Launch Park.” “Recreational events in the vicinity of the bridge
were considered to the extent feasible in our design, Filkins said. “Sidewalks on both sides of the bridge meet NYSDOT policy. For this project, the policy was reinforced by the extent of pedestrian traffic and recreational use of the bridge.” On May 26, a ribbon cutting ceremony for the bridge re-opening took place. Final changes to the project will continue until work is completed. According to Nolan, the temporary bulkhead will come out after some painting is completed.

Association of Equipment Manufacturers presents revenue neutral solution to rebuilding America’s interstates Multi-year highway bill can be fully funded without raising the gas tax WASHINGTON, D.C. — The Association of Equipment Manufacturers (AEM) has released a revenue neutral solution to rebuild and modernize America’s interstates without raising the gas tax.
The proposal, advanced by AEM in an ongoing effort to reinvigorate the stalled debate on infrastructure investment financing, was developed by Jack Schenendorf, former vice chairman of the National Surface Transportation Policy and Revenue Study Commission, of
Counsel, Covington & Burling LLP, and Elizabeth Bell, Associate, Covington & Burling LLP. As the deadline looms to reauthorize U.S. surface transportation policy by Sept. 30, Schenendorf unveiled two alternative solutions to supplement cur-

MD Drilling & Blasting receives Associated General Contractors Safety Award MILFORD, MA — MD Drilling & Blasting was honored with an Associated General Contractors (AGC) of Massachusetts Merit Award for an exemplary safety record for the year ending Dec. 31, 2010. The Merit Award is given to AGC of Massachusetts members that achieve an incident frequency rate 25 percent lower than the state industry average. In addition to incident rate measurement, the criteria included company manage-
ment, active employee participation, safety training, work site hazard identification and control and safety program innovation. The AGC of Massachusetts had 48 firms that participated in 2010, 13 receiving an AGC Merit Award. But neither has been able to come up with a funding solution to pay for the increased investments. This proposal will provide the critically needed funding to modernize our surface transportation system, and allows Congress to increase transportation investment without raising motor fuel or diesel fuel taxes and with no increase to the debt or the deficit,” asserted Schenendorf. The revenue neutral transportation funding proposal offers two alternative solutions: a Federal Interstate User Fee
(FIUF) and a Federal Motor Carrier User Fee (FMCUF). How it works: Federal Interstate User Fee. • All vehicles using the Interstate Highway System would pay a user fee. The fee would be collected through an “EZ Pass” type system, which would be entirely electronic. There would be no toll booths; • All of the revenues generated by the fee would be deposited in a special account in the Highway Trust Fund. The revenues would be used exclusively to restore the Interstate Highway System to a state of good repair and to expand and modernize it to meet the challenges of the 21st century; • The fee structure would be set annually, by an independent group of experts, at the level necessary to reimburse the states in accordance with policies established by Congress for the federal share of these improvements. No higher, no lower. The fees would not be designed to control the level of traffic or to “price out” drivers from using the Interstate; and • This user fee would restore the Interstate Highway System to being the crown
jewel of the U.S. surface transportation network and the envy of the world. Federal Motor Carrier User Fee. • This fee would be imposed on commercial trucks’ usage of all roads and would be collected through GPS like systems currently being used by many trucking companies; • Importantly, trucks would not be double charged for miles traveled on the Interstate; rather, those miles would be recorded through the Federal Interstate User Fee program; • All of the revenues generated by this fee would be deposited in a special account in the Highway Trust Fund and would be used exclusively for freight related improvements; • The same independent entity discussed above would set the fee structure at the level necessary to reimburse the states in accordance with policies established by Congress for the Federal share of these freight improvements. No higher, no lower; and • This user fee would play a critical role in improving the movement of freight, thereby helping to make U.S. businesses more competitive in today’s global marketplace.

Kenworth announces transfer case PRO option package on all wheel drive medium duty trucks Kenworth first in industry to offer factory installation KIRKLAND, WA — Kenworth Truck Company announced that its all wheel drive Kenworth T270 Class 6 and T370 Class 7 models now can be factory ordered with a power takeoff option (PTO) on the two speed transfer case. “Kenworth is the first in the industry to offer a factory installed PTO output drive on the transfer case on a medium duty chassis,” said Judy McTigue, Kenworth’s director of marketing planning and research. “This is a great option for our vocational customers who want to run their body mounted equipment with a PTO. It’s a cost and time saver too. Those operating other brand trucks must purchase an aftermarket retro kit, which can be costly and time consuming.” The new transfer case PTO option for

Geocomp Corporation expands and relocates to Acton, MA Geocomp Corporation, has relocated their headquarters from 1145 Massachusetts Ave. in Boxborough to 125 Nagog Park in Acton, MA. Established in 1982, Geocomp is a global leader in geo engineering, having developed some of the most technologically advanced products and solutions available for management of the risks related to large civil construction and infrastructure projects.
