CIM announces donation by Mack and McNeilus for seventh Annual Auction at World of Concrete LAS VEGAS, NV — The Concrete Industry Management (CIM) program — a business intensive

program that awards students with a four year bachelor of science degree in Concrete Industry

Management — is pleased to announce the signature item for its seventh annual auction at Mack Truck model GU813 equipped with a McNeilus 11cubic-yard concrete mixer donated by Mack Trucks, Inc. and McNeilus Co., a Division of Oshkosh Truck. World of Concrete is a Mack Truck model GU813 equipped with a McNeilus 11-cubic-yard concrete mixer donated by Mack Trucks, Inc. and McNeilus Co., a Division of Oshkosh Truck. “To have a signature item such as this truck chassis donated by Mack Truck and an 11-cubicyard concrete mixer donated by McNeilus Company is the strong foundation needed to help ensure a successful CIM Auction at the 2012 World of Concrete,” said Eugene Martineau, CIM Auction Committee chairman. “The fact that these two industry leading manufacturers have donated the ready mix truck and mixer speaks volumes of their commitment to the concrete industry and the importance they place on the CIM program. The 2012 CIM Auction now has the potential to be the best ever as the overall response of donated items from both producers and suppliers to the concrete industry has been outstanding,” he added. The truck is a 2012 Mack GU813 set back front axle and includes: • MP7-395C engine; • Allison Automatic RDS 4500 transmission; • Air Ride cab; • Front Axle = FXL23 23,000-pound Mack; • Rear Axle = Meritor RT46160 46,000-pounds; • Frame = 9.5MM x 300 x 900 with full liner; and • Rear Engine PTO for mixer hydraulics. The mixer is a McNeilus standard 11-cubic-yard transit and includes:

• 11-cubic-yard, 42inch opening; • Eaton Hydraulics 54 Series; • ZF 7300 Drum Drive; • Slump Meter ; • Front and Rear Roller Guards; • 150 Gallon Aluminum Water tank, side mounted; • Air Lift Charge Hopper; • Rear Tow Loop; and • Air Chute lock. The seventh annual auction will be held on Wed., Jan. 25 in the North Hall Room N262 of the Las Vegas Convention Center. The silent auction will be held from 11 a.m. to 1 p.m. and the live auction begins at 1 p.m. Once again this year, internet bidding will be available on the Ritchie Brothers website, www.rbauction.com. To participate in electronic auction bidding, bidders must register a week in advance. Those participating in the auction at WOC can register on site. For a full list of items, please visit www.concretedegree.com/auction. Those interested in making a donation should contact CIM Auction Committee Chairman Eugene Martineau at eugenemartineau@comcast.net or 904-735-5537. Receiving tremendous support from the concrete industry, the CIM program was the first of its kind in United States — a four year Bachelor of Science degree in Concrete Industry Management. The need for such a program was recognized through the RMC 2000 movement in 1994

Fonda bridge completion will bring welcomed relief to vehicle traffic in the area by Jon M. Casey

A new, NYS Route 30A traffic bridge over the CSX rail right of way in the village of Fonda, NY, will include a new intersection at NYS Route 5 that features turn lanes onto and off of the bridge. While every roadway bridge is important to the allow vehicles to travel over the railroad tracks easily people who have to travel over it every day, none is and safely, but it will also provide a new widened more important than the bridge that traverses the intersection for vehicles traveling in both directions. CSX railroad tracks in Fonda, NY. Known as the NYS It will feature new turn lanes onto the bridge from Route 30A and Route 5 traffic, this aging bridge is Route 5 from the east and west, and a new left turn being replaced with a new structure that will not only lane exiting the bridge from Route 30A onto Route 5, west and northbound. “More than 1,400 tractor trailers travel over this bridge during every 24 hour period,” says NYDOT Project Engineer Rob Mosconi, during a recent interview at the jobsite. “There is a Wal-Mart Distribution Center in Johnstown, which is a few miles north of Fonda. That accounts for many of the trucks that go over the bridge. Accordingly, the need for safe turning at this intersection is exaggerated because of its importance.” Mosconi said that crews from Tioga Construction Company, the contract award winner, have found the job challenging because of the need to keep the existing roadway open and because of the closeness of the new structure to the historical Fonda Fairgrounds facility, to the east. He said that since several of the Fairgrounds buildings are currently on the national historical register, the need for a way to preserve the safety and security of these buildings is imperative. Not only is the safety of these structures during the building process important, but because they are located within 10-feet of the approach to the new bridge, they become an ongoing concern over the lifetime of the new structure. Accordingly, to help protect the fairgrounds property, crews will be installing a retaining wall that will contain the approach’s fill and buttress the roadway the entire length of the approach to the new bridge. Project Engineer, Rob Mosconi, shows us a sample of This design also allows for a boundary that provides the Geo-Grid material used to reinforce the entire 468a 10-foot roadway between the bridge and the foot approach to the new bridge. The material is buried fairgrounds property line. embankment area. In this configuration, the straps become surrounded and permanently embedded in the embankment material. The gravel embankment material is tested and has to meet certain requirements for gradation and corrosion potential. “The exterior panel that faces the fairgrounds, is a Cruciform style panel,” he said. “On a typical panel there are three lower straps and three upper straps. The wall we are installing is designed by the Reinforced Earth Company.” “The 468-foot approach to the bridge also includes a 3-foot undercut that has been reinforced with a bi-axial, Geo-Grid material that adds strength to the ground beneath the approach,” said Mosconi. “The Geo-Grid material acts much in the same way as rebar does in concrete projects, and this new product offers lateral support, at 90 degree angles, in two directions, for added strength. Since there was little initial excavation in preparation for the new bridge, the necessary fill material will come from the Johnstown area.” The new bridge building project began in March 2011 and will have an elevation that is five feet higher than the old bridge. The added height will not only allow for more clearance for the trains passing beneath, but it will also allow for easier turning onto the roadway at the north end of the bridge. The work is currently on track for the intended completion date in June 2012, despite substantial flooding in the surrounding area from Tropical Storm Irene. When the work is completed, the $5.3 million project will be a welcomed addition for the travelers who pass through the area on a regular basis.

One of the challenges of the new bridge construction is how close it is to the historical buildings on the Fonda Fairgrounds property. Only 10-feet will separate the bridge from the property, allowing for an access road in between for bridge inspection and service vehicles.

More than 1400 tractor trailer rigs pass over this bridge every day. One of the local destinations for these trucks is a regional distribution warehouse for WalMart, Inc. located in nearby Johnstown, NY.

The Geo-Grid material can be seen protruding from beneath the aggregate fill material. The inset photo gives readers a view of the worksite in which the Geo-Grid underlayment is being installed.

A crew works on the approach to the new bridge that will stand five feet higher than the old bridge.

and was put into action by the Tennessee concrete industry. The end result was a partnership between the concrete industry and Middle Tennessee State University (MTSU) to develop the CIM program, implementing it with its first two students in 1996, and producing its first graduates in 2000. Since its humble beginning, the CIM program has expanded and now in addition to MTSU, it is offered at Arizona State University, California State University, Chico, Texas State University and the New Jersey Institute of Technology. Today there are over 600 students pursuing degrees in Concrete Industry Management, and hundreds of CIM graduates working in the concrete industry.

such as finance, marketing, management and business law are also taken throughout the length of the program.

The goal of the program is to produce broadly educated, articulate graduates grounded in basic construction management, who are knowledgeable of concrete technology and techniques and are able to manage people and systems as well as promote products or services related to the concrete industry. It entails a broad range of courses, from English and history to science and mathematics. A series of required business courses

In 2011, an executive MBA program was added by the CIM National Steering Committee. The CIM Executive MBA is specifically designed for individuals with five or more years of experience in the industry.

The concrete specific courses teach the fundamentals of concrete, properties and testing, concrete construction and more. All of these courses provide much more than what is simply in the text — they emphasize problem solving, quality assurance and customer satisfaction. They utilize practical case studies and an internship to make sure the student obtains real world experience essential to starting a successful career. Additional opportunities include oncampus socials and other events providing industry networking and professional development.

The CIM program has and continues to provide future leaders for the concrete industry. To learn more about the program, visit www.concretedegree.com.

2012 Transportation Construction Market Outlook mixed, ARTBA annual forecast finds WASHINGTON — No matter how you slice it, the outlook for the 2012 transportation construction market is mixed, the American Road & Transportation Builders Association’s (ARTBA) senior economist said in her annual economic forecast during a 90 minute webinar for Wall Street analysts and construction industry executives. “There is good news and bad news for 2012 depending on the mode of transportation,” according to ARTBA’s Alison Premo Black. First the bad news: the highway and bridge construction market is expected to contract 6 percent, to $72.6 billion from an estimated $77 billion in 2011. The subway and light rail markets will be down even more. “The main factors driving the decline in highway and bridge construction are not surprising: the winding down of infrastructure investment under the American Recovery & Reinvestment Act (ARRA), continued weak growth in the U.S. economy, persistent state and local budget challenges, and a static federal aid highway program,” Black says. Black cautions the long delayed highway/transit reauthorization bill remains a “wild card.” If Congress in early 2012 passes a multi-year bill, that at minimum, maintains current investment levels, it could help interject greater certainty in the market. Both the Senate and House proposals also contain language to expand the Transportation Infrastructure Finance and Innovation Act (TIFIA), which if leveraged quickly, could offer another market boost, she says. The good news in the ARTBA forecast: the railroad market, driven largely by private sector investment, is expected to increase by nearly 4 percent; and the value of construction for ports and waterways is expected to grow by 6 percent, driven by work on both coasts in preparation for the 2014 expansion of the Panama Canal.

Also good news, the transportation construction market sector will remain the most stable industry sector as it has been for the past five years. Between 2007 and 2011, the real value of highway and bridge construction, adjusted with the ARTBA Price Index for material prices, wages and inflation, fell only 10 percent. Over the same period, the real value of total construction work in the U.S. fell by one third from $1.1 trillion to an estimated $769 billion. And the real value of residential construction tanked more than 50 percent from $500.5 billion in 2007 to $236.5 billion in 2011. The historical stability of the transportation market is in large part due to the role of public sector financing, ARTBA says. Despite the national downturn in market activity, some states are poised for growth, Black notes. There are 18 states where the value of state and local government highway and bridge contract awards for fiscal year 2011 is higher compared to fiscal year 2010. This is an indicator that the value of work in those states will likely increase in the coming year as those projects are underway. The value of contract awards is down in 24 states and Washington D.C. Contract awards in the remaining eight states were relatively stable, either up or down within five percent. ARTBA’s 2012 forecast for other transportation modes: Bridges The value of bridge work is expected to drop by 10 percent from $26.3 billion to $23.6 billion, primarily because nearly all the projects that include ARRA investments are finished or underway and state/local DOTs are pulling back on new projects. This is likely due to a combination of the delayed federal reauthorization bill, and continued state and local budget challenges. Airports The value of work done on airport runways is expected to fall 4 percent from $4.9 billion in 2011

to $4.7 billion, primarily because of flat funding for the Airport and Light Rail. After a decade of growth, the real value of subway and light rail construction is expected to drop nearly 16 percent

from $5.4 billion in 2011 to $4.6 billion. Contract awards for subway and light rail are down sharply in 2011, indicating transit agencies are pulling back on projects. ARTBA has a series of

econometric models that take into account current economic conditions, state and local funding and federal investment. The ARTBA forecast model assumes: 1. the U.S. economy will continue to show

modest growth in the coming years; 2. material prices and project costs will be in line with inflation; and 3. there is no major increase or decrease in federal investment over the next five years.

Each year, regardless of weather, the show consistently draws from 6,000 to 8,500 attendees. Contractors who value the show, many of whom attend every year, are involved in excavation, paving, underground utility construction, bridge construction, concrete work, construction/demolition, general construction, and landscaping to name the most popular. These are people who have to work on-site. For many their trailer and truck is their mobile office. Everything they use on the job has to be portable. DPW officials who attend include local highway and parks superintendents, state facility managers that oversee maintenance or construction departments as well as county and state highway officials. Industrial facility managers, purchasing agents and equipment bid spec agents that have Industries they represent that utilize construction equipment and supplies for some of their departments also attend the Hard Hat Expo on a yearly basis. The range of merchandise displayed and sold runs from crushing plants, screens, dozers, loaders, excavators, light and medium duty construction equipment, hand and power tools, clothes, and other construction related equipment, supplies and services. Hey Fred -

Hey Jeannie -

Recently, I’ve noticed that the maintenance fees for our accounting software are through the roof! With as much as we’re paying, we could easily afford a new accounting package. What is a reasonable expectation when it comes to increases in maintenance fees? - Jeannie

That’s a great question. The undeniable truth is that software vendors must increase their maintenance fees for a variety of reasons — many of which benefit you and your business. For example, accounting software vendors will raise their maintenance fees in order to compensate for investments they are making in their prod-

With that said, it’s important to monitor maintenance fee increases carefully and to make sure that you are receiv-

ing value for your dollar. I would say that a 1 to 5 percent increase each year is acceptable, and you should be seeing regular product updates with enhanced features throughout that year. Product support should also be strong. Remember — you’re paying money and you should be getting something in return. If maintenance fees are ridiculously high and you’re not getting regular updates or receiving acceptable product support, then it may be time to consider switching to another package. You do have the option to continue using the

same software and discontinue maintenance, but I strongly advise against it. To me, it is like putting a temporary bandaid on a bigger issue. The fact is that you are working with a company who’s more committed to their bottom line than to creating better products and services that will help your business grow.

Expanded hours to be offered at all Ben Weitsman & Son locations All Weitsman scrap yards now open Sunday Now, customers of all Ben Weitsman & Son scrap recycling locations can take advantage of convenient Sunday hours starting Sunday, Nov. 6. Previously, Sunday hours were available only at the company’s Scranton yard. “Sunday is one of our busiest days in Scranton,” said Adam Weitsman, president of Upstate Shredding and Ben Weitsman & Son. “Expanded weekend hours can accommodate all of Ben Weitsman & Son’s retail, commercial and industrial accounts. The additional hours are an added convenience for our customers,” he said. Ben Weitsman & Son locations in Owego, Rochester, Binghamton, Jamestown and Syracuse, NY join the Scranton, PA, facility in opening for business on Sunday from 8 a.m. to 1 p.m. As always, those bringing scrap to Ben Weits-

man & Son locations will be paid top of the market prices, in cash, the same day they sell their metal for recycling. “Expanding operating hours help us increase scrap volume and further develop our footprint in these markets. We realize people are very busy and we want to make doing business with our yards as convenient and rewarding for our customers as we possibly can,” Weitsman said. In addition to eight scrap yards in New York and Pennsylvania, Upstate Shredding — Ben Weitsman & Son, with headquarters in Owego, NY, has shredding facilities in Owego and Rochester. These facilities will allow the company to process more than 800,000 tons of ferrous scrap and 150-millionpounds of non-ferrous scrap this year. For more information on the company, visit www. upstateshredding.com.

Hey Fred

ucts. Committed vendors can spend upwards of hundreds of thousands of dollars on research and development efforts so that they can offer various product updates, new features and even new products that can help to increase your efficiency and profitability. Maintenance fees also increase because software vendors are working to provide better support. And let’s be honest, quality support is well worth the money.

STV Group, Inc. announces executive appointments NEW YORK — The Board of Directors of STV

Group, Inc., an engineering, architecture and

construction management company with

1,700 employees, has announced the appointment

of Dominick M. Servedio, P.E., as executive chairman and Milo E. Riverso, Ph.D., P.E., as president and chief executive officer, effective immediately. As executive chairman, Servedio will remain chair of the Board of Directors, and he will focus his attention on seeking long term strategic business opportunities, expanding STV’s markets and finding opportunities to build greater shareholder value. Servedio has served as chairman and CEO for the past decade. Riverso will assume full responsibility for the daily operations of STV and work to position the company to achieve its short and long term strategic goals. He will also work in tandem with Servedio on strategic planning issues. Riverso’s emphasis will be on business operations, financial performance, business development, technology and human capital. He has served as president and chief operating officer for the past two years and was appointed to the STV board earlier this year. “Our strategic plan sets forth a vision for success in a highly competitive national and global marketplace,” said Servedio. “These executive changes pave the way for a smooth transition of executive responsibilities and ensure that we maintain a competitive edge as we approach a second century of growth.” “This is an exciting time for STV and I am honored to become chief

executive officer and take on the challenges of this position,” said Riverso, who joined STV as a senior vice president in 2005 and became executive vice president in 2006. STV is a leading, award winning professional firm offering engineering, architectural, planning, environmental and construction management services. In 2012 it will celebrate its one hundredth year as a company. STV consistently ranks among the country’s top 25 firms in education, highways, bridges, rail and mass transit. Throughout the United States, STV’s 1,700 professional, technical and support personnel offer services to a broad and ever expanding client base. The firm provides planning, environmental, design, program and construction management and specialty services for the transportation, design-build, institutional and commercial building, advanced technology, industrial and defense markets.

Upstate Shredding - Ben Weitsman hires two new executives Industry veterans will oversee industrial accounts, operations Two scrap industry veterans have been tapped to help lead the Upstate Shredding — Ben Weitsman & Son family of companies into the next phase of development and expansion. Norb Klebanski, who worked for Liberty Iron & Metal for nearly 24 years as a senior buyer, has been named commercial manager for Ben Weitsman of Scranton and Ben Weitsman of Liberty. In his previous position, Klebanski called on industrial scrap accounts, steel mills and foundries in seven states and Canada, buying for the company’s shredders. He will have similar duties at Ben Weitsman of Scranton as well as Ben Weitsman of Liberty, which will open later this fall. “Norb is perfectly positioned to strengthen our industrial accounts division and build upon our existing relationships,” said Adam Weitsman, company president. Klebanski, a native of Pittsburgh, lives in Erie, PA, with his wife Kathleen and three boys. He graduated from Gannon University in Erie in 1983 with a B.A. in Communication Arts. E.J. Watson has been hired as operations manager to oversee the company’s Riverside Engineering 10,000 hp mega shredder located in Owego, NY, the new Riverside Engineering mega shredder being installed at Ben Weitsman of Rochester, and nine feeder yards. Originally from Gary, IN, Watson has more than thirty years’ experience in the scrap industry. “E.J. is an expert in ramping up scrap operations and operating and maintaining our shredder,” Weitsman said. “His skill set is invaluable to us as we open new facilities and bring additional mega-shredders online.” For the past 20 years, Watson was chief of operations for Tube City and Tube City IMS where he oversaw operations at new and existing facilities

along with all projects, repairs, upgrades and new installations of processing equipment. “Norb and E.J. both bring extensive knowledge of the scrap industry to our company, and that knowledge will be invaluable as we continue to grow,” Weitsman said. “They are perfectly suited to our team as we grow in current and new markets.” Upstate Shredding — Ben Weitsman & Son, with headquarters in Owego, NY, has shredding facilities in Owego and Rochester and scrap processing facilities in Owego, Rochester, Binghamton, Jamestown, Ithaca, Liberty and Syracuse, NY, and Scranton, PA. Working toward a goal of $1 billion in annual, debt free sales, the company will process more than 800,000 tons of ferrous scrap and 150 million pounds of non-ferrous scrap this year. Valerie Montecalvo, president, Bayshore Recycling Corp. receives the Environmental Leadership category award Bayshore Recycling Corp receives Governor’s Environmental Excellence award WOODBRIDGE, NJ — Bayshore Recycling Corp. (Bayshore) President Valerie Montecalvo received the Environmental Leadership award at the New Jersey Department of Environmental Protection’s (NJDEP) 12th annual Governor’s Environmental Excellence awards ceremony. This event was sponsored by the New Jersey Corporation for Advanced Technology (NJCAT) and the New Jersey State League of Municipalities. These prestigious awards are presented in nine categories annually to individuals and organizations that have gone above and beyond in the protection of New Jersey’s environment. Candidates were judged and scored under specific criteria: documented environmental benefit, leadership, innovation, education and outreach. The panel of judges received more than 60 nominations, selecting those applicants exhibiting excellence in environmental management. Topping the Environmental Leadership Category, Montecalvo demonstrated tireless passion and perseverance in the development of Bayshore, where she directs and motivates her dedicated team. She truly is the driving force behind the success of Bayshore’s 52 acre ecocomplex and energy campus. Bayshore and its affiliated companies operate six different NJDEP approved recycling businesses which involve: recycling concrete, asphalt, brick, block and

glass cullet into aggregate materials; remediation of petroleum contaminated soils; materials recovery of mixed construction and demolition debris into secondary products such as landscaping mulch and biofuel, full service metals recycling, recycling of consumer electronics and acceptance of dredge material at an existing barge terminal. Bayshore sits as one of the largest and most vertically integrated recycling facilities in the Northeast. When the ecocomplex build out is completed, Bayshore will operate 100 percent green businesses powered by 100 percent renewable energy. Beyond its sustainable recycling operations, the facility currently receives 40 percent of its energy for its soil operation from 9,365 solar panels — just the beginning of Montecalvo’s renewable energy vision. Montecalvo’s blueprint is to add more solar, wind, tidal and biomass to energy technologies to complete the progressive business plan. Established in 1995, Bayshore was coined as the “Mega Mall of Recycling,” by Lisa Jackson, former commissioner of the NJDEP and current administrator of the USEPA under President Obama. In accepting the award, Montecalvo recognized her dedicated team, consultants and customers, without whom, this honor would not be possible.
