Seventy five percent of NYC construction workers live in the five Boroughs, according to the NY Building Congress analysis of Census data Minorities comprise 60 percent of construction workforce — percentage of uninsured workers rising A New York Building Congress analysis of the U.S. Census Bureau’s 2010 American Community Survey found that 75 percent of New York City construction industry workers live in the five boroughs, led by residents of Queens and Brooklyn. As of 2010, there were 224,500 men and women in the construction industry, down 3.8 percent from 2009. The census data include both white collar and blue collar positions in private firms and on government payrolls. The construction trades accounted for 165,300 of these positions, down from 171,000 in 2009. The analysis is based on personal responses to the Census Bureau survey and incorporates both union and nonunion labor, as well as management positions, architects, engineers, office support and other service workers connected to the construction industry. Because the results are self-reported by individuals rather than by employers, the survey captures the participation of “off the books” workers throughout the industry. In 2010, White non-Hispanic men and women accounted for 88,700 (40 percent) of the 224,500 workers. Hispanics made up 80,700 (36 percent) of the total workforce, followed by Black non-Hispanic at 31,600 (14 percent) and Asian workers at 21,200 (nine percent). One percent identified themselves as multi-racial. From 2009 to 2010, the number of White non-Hispanic and Hispanic workers decreased (by eight and five percent respectively). The industry’s Asian workforce jumped 12 percent. The number of Black non-Hispanic workers increased two percent. Of the 168,200 construction industry workers who lived in New York City in 2010, 63,600 were Queens residents. Another 53,700 lived in Brooklyn, followed by 24,200 from The Bronx, 14,400 from Staten Island and 12,300 who lived in Manhattan. Non-United States citizens accounted for 39 percent of the total construction industry workforce and 45 percent of all construction trades workers. In addition, 56 percent of all respondents said they speak a language other than English in their homes. After English speakers, the largest percentage of workers speak Spanish (34 percent), followed by Chinese (3.2 percent) and Polish (2.7 percent). The industry also is maintaining its reputation as a haven for middle class employment, with 49 percent of all workers living in households with in-
comes between $50,000 and $125,000 annually. Just eight percent of all workers in the construction industry self-reported household earnings of less than $25,000 in 2010. The data, however, indicate that construction workers are increasingly going without health insurance. Forty nine percent of all construction industry workers lacked health insurance in 2010, up from 45 percent in 2009. In addition, 55 percent of construction trades workers were uninsured in 2010, up from 53 percent in the previous year. By contrast, just 25 percent of white collar workers in the industry reported having no health insurance — though even that number is up from 20 percent in 2009. Additional 2010 demographic statistics include: • Males accounted for 93 percent of the overall workforce in 2010; • 28 percent of the industry workforce is between 40 and 49; 27 percent are in their thirties; 19 percent are in their twenties; and 18 percent in their fifties; • 22,700 workers lived on Long Island and 19,100 lived in New Jersey. Another 12,400 lived in the mid-Hudson region counties while 1,200 commuted from Connecticut; and • 64 percent of all construction industry workers never attended college. “New York City’s construction industry has been and remains a vital source of meaningful employment opportunities for recent immigrants and residents of all educational backgrounds,” said New York Building Congress President Richard T. Anderson. “These data demonstrate the important role the industry continues to play, especially during periods of high unemployment for the city as a whole and the middle class in particular.” Mr. Anderson added, “It is disconcerting, however, to find that the number of workers who go without health insurance — which was unacceptably high to begin with — continues to rise, especially among the skilled trades. Given that the City’s unions provide health benefits to all members, it is obvious that those working at non-union sites are overwhelmingly going without such benefits for themselves and their families.”

Working closely with Titan Trailers to develop the right trailer for today’s municipal customer leads to a successful long term business plan. INGERSOLL, ON — For those who regularly travel the Highway 401 corridor west of Toronto, Ontario, the sudden influx of sleek aluminum transfer trailers painted with the words “Driven to Succeed” was an unmistakeable change in the local landscape. The larger fleet of smoothside trailers built by Titan Trailers is a new addition for Verspeeten Cartage, based in Ingersoll, Ontario. Verspeeten is well known in the area, principally as a full load carrier with an excellent record of providing just in time service to the automotive assembly plants throughout
North America. In January of 2011, however, Verspeeten’s distinctive new equipment began to roll out on the highway with 60 loads of municipal trash per day to deliver from Toronto to the City’s new Green Lane landfill site 120 miles west, near the City of London. Verspeeten had taken on trash contracts in the past, but nothing on this scale. The Toronto contract required the purchase of 37 new moving floor trailers. For Scott Verspeeten, general manager, making the right business decision for the new fleet was an easy one. “We wanted a 10 year trailer,” Verspeeten declares. “We didn’t go anywhere else.”
Verspeeten’s 9
The Paramax suspension, unique to Titan, provided the Verspeeten fleet of Titan Trailers the additional clearance and protection against air bag and tire damage.

Kenworth T ruck Company offers advice on spec’ing for mixers A mixer is a highly specialized piece of equipment, which is expected to put in a number of years of service. To ensure efficiency over the life of the vehicle, it’s important to spec wisely. A key consideration to spec’ing is the local length and weight regulations since these will dictate the axle spacing needed to maximize payload. Some states require compliance with the Federal Bridge Formula; others don’t. This will have a big influence on how the axles are set up and spaced. “The intent of the Federal Bridge Formula truck spec is to spread the weight over the longest wheelbase, which defines where the steer axle goes and has a direct impact on frame dimensions,” says Alan Fennimore, vocational marketing manager for Kenworth Truck Company in Kirkland, WA. “In most cases, a set forward steer axle with a flying tag is a common mixer spec. The Kenworth W900S is an example of a chassis designed specifically to meet the Federal Bridge Formula with its set forward front axle and 28-inch bumper setting.” To maximize compliance with the Federal Bridge Formula, operators must keep several important measurements in mind. The truck must not exceed an overall length of 40-feet. The measurement from the centerline of the front steer axle to the centerline of the booster axle must exceed 30-1/2-feet (427-inches or greater) to provide the maximum allowable 66,000-pounds GVW on four axles. Any length less than 427-inches reduces the maximum GVW. However, some states do allow exceptions of up to 45-feet in overall vehicle length, so check with local and state authorities. “Since the rear mudflap is usually 25-inches from the center of the booster axle, the steer axle needs to be within 28-inches of the front bumper, which is characteristic of the Kenworth W900S,” Fennimore says. “Also, be careful not to spec a permanently mounted tow hook which extends out front, since it could make your truck over length.” In states where operators aren’t required to comply with the Federal Bridge Formula, mixer trucks can be specified shorter and with a setback axle to make them more maneuverable on jobsites. The Kenworth T800 short hood and the Kenworth T440 are examples of trucks that work well for these mixer applications. “You may need to spec lift axles to distribute more weight of the mixer over more axles. That’s because those states often have limits on the amount of weight each axle or each wheel may carry. This may apply to both Federal Bridge and non-bridge law configurations,” notes Fennimore. Depending on the weight carried by the steer axle and the laws in your state, you may also need to spec widebased front tires. “This would require a 425/65R22.5 tire size to get to the 20,000-pound rating on the front axle,” says Fennimore. Another option is the Kenworth T800 twin steer model, which may be more suitable for certain state weight requirements. This model is based off the set back axle T800 with the second steer axle located 72-inches rear of the front steer axle. The maximum front GAWR is 40,000-pounds. In some cases, this configuration can operate without a pusher for up to an 80,000-pound GCW, where state regulations allow. 2010 Engines ¬ SCR or EGR It’s especially important to understand how the 2010 federal engine emissions standards may require some changes to be made when spec’ing for new truck purchases compared to your current mixer spec, which may include a 2007 emission compliant or older engine. “The extent of these changes depends upon each mixer operator’s choice between selective catalytic reduction (SCR) and increased exhaust gas recirculation (EGR) engine technologies, which may also affect truck performance and operating costs over its lifetime,” Fennimore says. SCR mixes a reductant — most commonly a solution
of urea and deionized water known as diesel exhaust fluid (DEF) — with the oxides of nitrogen (NOx) in exhaust gases. The exhaust then passes through a catalyst, where the DEF reacts with the NOx to convert it into nitrogen and water. Increased EGR reduces NOx by boosting the amount of exhaust gases in the engine cylinder, then slowing and cooling the combustion process inside the cylinder resulting in different and reduced pollutants. The increased heat created with the enhanced EGR approach requires greater engine cooling capacity. Increased EGR also requires more fuel to be injected into the DPF for active regenerations. The increased heat that an advanced EGR engine has to deal with will most likely affect overall engine life as well. According to Fennimore, it is important for operators choosing SCR to consider DEF tank capacity and placement. “To support SCR system integration, Kenworth provides a range of exhaust and DEF tank sizes and locations designed for mixers. This helps mixer operators maintain their wheelbase and body configuration when spec’ing Kenworth trucks with 2010 EPA compliant engines,” Fennimore says. “For mixers where truck frame space is often critical, Kenworth provides a 5.6 gallon DEF tank with a clear back of cab option unique to the industry. The tank provides a range of 800 to 1,200 miles between refilling with the range dependent on duty cycle and fuel economy. When combined with an in-cab battery box and a Kenworth SCR and DPF package located under the cab access step, there’s essentially no impact to the customer as far as valuable frame space compared to a pre 2010 emissions truck,” he said. Not all SCR technology engines are the same, however. “An aftertreatment catalyst using copper zeolite is more efficient than one with iron zeolite at reducing NOx at normal engine operating temperatures,” says Fennimore. “That’s why engines using copper zeolite may offer better fuel economy than engines using iron zeolite.” PACCAR engines and Cummins engines both use copper zeolite. A Green Option: Natural Gas
A modern fuel option is the natural gas powered version. A green option is natural gas. While it does not have the high energy density of diesel fuel, it does provide a cleaner burning fuel without the need for complex emission reduction technology. Natural gas is domestically produced, so it reduces reliance on foreign oil. The drawback can be a higher initial engine and fuel storage system cost. However, an estimated $2 plus savings per gallon on natural gas compared to diesel makes the ROI very attractive, Fennimore says. Some state and local air quality control agencies may offer grant programs to help offset the additional cost of the alternative fuel engine technology and fueling stations. Plus, by deleting the additional weight associated with the SCR or EGR emission control systems, a natural gas powered mixer may be able to carry more payload over a comparable diesel engine. Natural gas powered engines, such as the Cummins Westport ISL G engine, are available for heavy duty Class
Conventional concrete trucks like these are the choice of many of today's ready mix concrete companies. 8 trucks, including the W900S and T440. The ISL G, which is rated at 320 hp and 1,000-pound-foot of torque, uses a maintenance free, three way catalyst and is 2010 EPA and CARB compliant without the use of SCR technology or a DPF. The ISL G is available with an Allison 3000 or 4000 series transmission. It’s important to work with your truck salesperson and mixer body builder to assess which fuel storage system — compressed natural gas (CNG) or liquefied natural gas (LNG) — will work best for you. “Your decision may be determined by the availability of CNG or LNG fuel in your area,” Fennimore says. “Currently, CNG is the preferred fuel storage system for mixer applications.” The Drivetrain Whether operators choose natural gas or diesel fuel powered engines, big horsepower is generally not a requirement for mixer applications. “You should get just enough horsepower to do the job,” says Kenworth’s Fennimore. “Engines with 320 to 350 hp should be plenty for most applications. Extra horsepower just uses more fuel, puts more strain on the rest of the drive train, costs more and adds weight.” Truck models with the versatility to span class 7 and class 8 ratings, such as the set back axle Kenworth T440 and T470, can offer operators the widest array of choices to build mixers that will meet their operational needs, Fennimore says. “With the Kenworth T440, for example, operators have a choice of front axle ratings from 12,000 to 22,000pounds, rear axles from 21,000-pound single to 46,000pound dual drives and three frame rail sizes to match strength and weight requirements,” he adds. “Plus, the T440 can be spec’d with the PACCAR PX-8, which offers a range of power choices from 260 to 350 hp and from 600 to 1,000-pound-foot of torque.” In cases where additional power and payload is required, the Cummins ISL9 is available with ratings up to 380 hp and 1300-pound-foot of torque. When additional power is required for a larger mixing drum, or where weight is not as much an issue, a PACCAR MX 12.9 liter or Cummins ISX11.9 engine offers excellent performance. In addition, the larger engines will last longer. These medium displacement engines are available in the set forward W900S and the set back T800 short hood. According to Fennimore, the rear axle ratios should be evenly matched with the transmission so that engine speed is around 1,600 rpm at highway speeds. “You should also be able to go as slow as 1.5 mph at 1,400 or more rpm,” he says. “A 4.30:1 ratio with 11R22.5 tires and the 9ALL transmission works well. With a six speed automatic transmission, use a 4.88:1 or lower ratio.” Automatic or Manual Transmission The transmission you put behind the engine needs a wide ratio range to have good startability and gradability around jobsites and on the highway. “The Eaton 9ALL is a common transmission spec for mixers. It has a really low ratio for crawling while pouring curbs or other continuous pours. But there’s also a high enough top end for traveling at highway speeds,” he says. In addition to the standard manual transmission,

Eaton offers the vocational series of UltraShift® Plus available specifically designed for mixer usage. This automated manual includes the following vocational specific features: Hill Hold and Creep Modes. “We’re seeing more automatic and automated manual transmissions being spec’d for mixer use,” Fennimore notes. “With the electronic controls on the newer automatics, the shifting is very smooth and responsive. They’re easier on drivers and reduce stress on the drivetrain, and the truck can keep up in traffic much easier.” Operators may also want to consider a transmission that can automatically select between economy and performance shift schedules based on the vehicle’s actual payload and its operating grade. “The addition of Allison’s load based shift scheduling (LBSS) can allow the mode button on the transmission’s shift selector to be programmed for controlling other vehicle functions, such as body builder functions or power takeoff (PTO) operation,” Fennimore says. “The economy mode is used when the truck travels on level terrain with an empty or diminishing load. The performance mode is used when the vehicle is heavily loaded or on a grade.” Operators can choose LBSS on select Allison transmissions, such as the company’s 3000 and 4000 series. The Allison 3000 series is limited to a GVW of 60,000pounds, and is available on the Kenworth T440 and W900S mixers only with the PACCAR PX-8 or Cummins ISL9 engines. One additional Allison transmission gaining popularity in mixer applications is the 4700 RDS, which offers a 7.63 to 1 low first gear and optional second reverse. This helps give drivers extra control while pouring curb or backing down that steep incline to pour a footing. Another 4700 RDS feature is a converter lockup mode in first gear, which reduces excess heat being returned to the cooling system from a slipping torque converter without this feature. Front Engine or Rear Engine PTO The PTO must come directly from the engine in order to provide enough power for the mixer system. Whether you use front engine or a rear engine PTO depends on the chassis configuration. Fennimore recommends a rear engine PTO any time you can make it fit. But in those areas where the front pedestal must be mounted immediately back of cab, a front engine PTO is the only alternative. “A front mounted PTO makes sense in states like Florida, where the weight laws give you an incentive to get more load on the steer axle,” he says. The Kenworth T470 — with its full parent rails front frame configuration — is an excellent model for FEPTO applications. “With 2010 engines rejecting more heat, a larger radiator is needed to cool the same horsepower, especially if you choose an engine that uses increased EGR technology to reduce emissions. In cases where high horsepower is required, both the Kenworth T800 FEPTO and the Kenworth C500 models offer great cooling capacity,” Fennimore says. “If you spec an automatic transmission, you’ll definitely want a rear engine PTO because it will provide 30 percent higher output speed due to the gearing at the flywheel,” he says. “This allows much less slip in the torque converter when you are crawling along and want to keep the drum speed up to pour the concrete. Too much slip in the torque converter can lead to overheating the transmission or the engine’s cooling system.” For high PTO torque requirements, the PACCAR MX offers 612-pound-foot of output torque from the rear engine PTO. Location Issues Mixer specifications are also influenced by the type of

delivery locations for the concrete. The heavier the load and the rougher the terrain, the more the chassis and suspension need to be beefed up. “If your mixer chassis needs to get into some pretty rough jobsites,” says Fennimore, “be sure to spec a suspension with a lot of articulation.” Good examples are the Chalmers 854 series and the Hendrickson HAULMAAX® tandem suspensions, which both offer good off road articulation and durability. The frame rail specs are impacted by the type of mixer barrel used. “If the barrel has a subframe welded to the chassis rails that is approved by the OEM, a single 115/8-inch frame is fine,” says Fennimore. “You’ll want a transition plate bolted to the frame at back of the cab which goes as far forward as possible. This help ease stresses on the rails.” “But if the mixer pedestals are mounted directly to the frame rails, you’ll need an inserted frame of at least 103/4-inches,” he says. “Remember, it’s not just strength you’re looking for, but stiffness, too. And, if you have more than one pusher axle, an inserted rail is recommended to help withstand the higher side loads.” Some of Kenworth’s mixer specific options from the factory are fully huck bolted frames, factory installation of up to three pushers and prepunched holes in the frame rails to assist body builders with installation, among other options. Another thing to remember about the frame: mixer manufacturers often request crossmembers in specific locations. It’s a good idea to check with them before the truck is built. Kenworth offers a custom frame layout option that keep specific areas of the back of cab clear for customer installed options. The type of construction sites typically visited by your mixers will affect the amount of traction required. “I always recommend side to side differential locks in both rear axles for traction off the pavement,” says Fennimore. “In areas with sandy soil, such as Florida, we’ve seen operators spec’ing a 6x4 configuration with active tire pressure control systems (such as Eaton’s central tire inflation system or CTIS), which allow the driver to reduce tire pressure when off road to obtain the needed traction in the sand.” The 2010 compliant emissions engines used in the U.S. mixer market typically use an engine mounted air cleaner, which does not require a pre-cleaner. But in dusty conditions, a Filter Minder® air restriction gauge mounted on the air cleaner should be ordered and checked on a regular basis. Another option is to order the optional Filter Minder gauge in the dash to monitor the air cleaner performance from inside the cab. Kenworth is standard with a pop up gauge on the air cleaner under the hood. Weight Watching Weight is an issue with mixers, but you have to save a lot to be able to haul an extra half yard of concrete, or about 2,000-pounds. The cost of light weight components has to be considered. You can slim down by spec’ing components — such as wheels, air tanks and clutch housings — in aluminum rather than steel. “Use the smallest fuel tank you can get away with,” Fennimore adds. “Most mixer applications burn about 4 to 4-1/2 gallons per hour. So, a 56 to 75 gallon tank is usually plenty of fuel for one shift.” Fennimore suggests engines such as the Cummins ISL9 to save up to 800-pounds compared with a 13 liter block in areas that do not require long runs away from the batch plant or have minimal steep grades. “With 350 horsepower and 1,250-pound-foot of torque, these 9 liter engines offer the power most operators will need.” Also, the ISL engines can be mated to the Allison 3000 series automatics which will save an additional 250-pounds over the Allison 4000 series transmissions. One of the limitations of the 3000 series is reduced payload capacity of up to 62,000-pounds GVW in a mixer application. Another option for saving additional weight, though more expensive, is spec’ing disc brakes on the steer and drive axles. This option can reduce another 100-150pounds off the chassis weight as well as dramatically reducing stopping distances and annual maintenance costs compared to drum brakes. Going with an in-cab battery box, which Kenworth offers, and a deleted passenger seat can eliminate between 90 and 150-pounds, depending on selecting either a 2 or 3 battery option. The three battery option is
recommended in colder climates. Valuable pounds can also be saved in your suspension selection. “The difference can be as high as 400pounds,” Fennimore says of the different suspension options. “You can leave shock absorbers off the rear because the weight of the mixer means you will never be running light.” Using wide base “super single” tires instead of duals on the rear can save hundreds of pounds in wheel and tire weight. “The trade off is that you get a narrower track if you stick with standard track axles,” he says. “You can go with a wider track axle, but then you may not have the option to go back to duals later because the dual configuration will now be over width.” Driver Performance Items With more trucking companies vying for good drivers, operators can’t afford to neglect driver comfort and driver performance related items, Fennimore says. When it comes to visibility, Fennimore says try to spec as many windows as possible. “In addition to the standard Kenworth DayLite® doors, consider rear corner windows behind the doors,” he says. “It’s a good idea to mount the tailpipe behind the cab rather than at the side to keep out of the way of the corner windows.” “I suggest picking low replacement cost windshields when they’re available,” he adds. “Most mixer fleets replace at least one windshield side per truck per year. Two piece flat glass windshields with roped-in seals can be replaced in half an hour for a typical total cost of under a hundred dollars. This can save thousands of dollars over the life of the truck.” For a different look and more aerodynamics, select the two piece curved glass option (one piece is also available). To make mixers with lift axles easier to drive, it’s smart to get a six channel ABS system. “Lift axles, especially steerable ones, are normally over braked for the load,” Fennimore says. “By including them in the ABS system, it’s much easier for the driver to avoid locking them up and flat spotting the tires.” The Bendix® ESP* (Electronic Stability Program) system is available with both the bridge formula mixer configuration and with the standard mixer bodies. To offer drivers the best turn performance and road feel, Fennimore recommends dual steering gears, rather than a large single steering gear with a steering assist ram. The dual system usually requires less maintenance than a single system with assist. Assist cylinders tend to be high maintenance and are typically more prone to leak or fail. The Kenworth W900S comes standard with dual steering gears, he noted. Two additional driver performance items that Fennimore recommends are the Kenworth Extended Day Cab and Kenworth QuietCab® package. “The spacious Kenworth Extended Day Cab enhances driver comfort with an additional 6 inches of length and 5-inches of cab height compared to Kenworth’s traditional day cab. It also has two more inches behind the wheel, additional leg room, up to 21 degrees of driver’s seat recline and two extra cubic feet of storage behind the driver’s seat,” he said. “The Kenworth QuietCab option helps to significantly reduce in-cab noise by two decibels, or by almost 50 percent, compared to Kenworth’s standard cab. These options may help to reduce driver fatigue, enhance productivity, and aid driver retention,” concluded Fennimore.

Verspeeten’s from 5 Scott Verspeeten was already familiar with Titan Trailers when Toronto released its tender for the Green Lane project. Established in 1953 and now operating a fleet of more than 1,400 units, his firm first began haul-
ing waste from Toronto to Michigan in 1998. Titan, also headquartered in southern Ontario, had been making a name for itself in the waste industry with its patented THINWALL body construction, based on a
lightweight interlocking extruded aluminum panel designed by the company’s President, Mike Kloepfer. In 2003, Verspeeten bought its first Titan trailer, but opted at the time for their traditional steel
post and panel trailers. Changes in the business “Trailer weight was not so important then as it is now,” he explains. “We simply ordered the Titan equipment to match the other traditional transfer
trailers in our fleet.” By the time of the Green Lane tender, though, the business profile had changed. At
the old Michigan landfill, trailers unloaded on a tipper stand and the site

Hey Fred
are definitely becoming a more prominent part of the construction industry, and the great part is that these devices can provide many benefits for both small and large contractors alike. One example of how mobile technology can benefit a construction company is by bridging the communication gap between field operations and the office. For instance, mobile devices can tie in with your accounting software, providing real time data and eliminating many day to day entry functions. Workers in the field are able to enter time, production and equipment data into handheld devices and seamlessly send that data back to the office where it ties in with the software you use to

Verspeeten’s from 9 maintained a clear lane to the tipper. At the new landfill, the trailers simply drive over the trash to their designated unloading area to self-unload with a moving floor. More importantly, Verspeeten’s customers are now paying its contractors by the truckload, not by weight. They demand maximum weights on every load, so the payload capacity of the trailer became a significant factor in Verspeeten’s bid. For Verspeeten, the highway distances, the site conditions and the payload requirements all weighed in favour of Titan’s THINWALL trailers. The extruded panel of the THINWALL body are assembled horizontally, allowing the trailer to resist twisting stresses as it flexes over uneven ground. The all aluminum body achieves significant weight reductions while the extruded hollow core panel allows higher cubic capacity than traditional post and panel trailers. With the new trailers, Verspeeten can deliver on the customers’ goal of maximizing the amount of waste moved in every load. At the Toronto transfer station, Verspeeten’s closed top trailers are loaded using compactors that can add severe stresses to the sidewalls and bulkheads. But Scott Verspeeten is confident that the THINWALL body can take the compaction stresses and still live out the 10 year span he required for his business plan. “The bulkheads were bowing under the pressure,” he notes, “but they returned to form as soon as the load came off. There was no stress cracking we could see at all.” Since then, Verspeeten has worked with the transfer station operators to moderate compaction pressures and to distribute loads more evenly. “Compaction amplifies any irregularities in loading,” he continues. “Too much wet material concentrated at the front can get us into trouble at the scales. We’ve had great cooperation to make the project work for everyone.” Getting it right the first time While the Titan THINWALL body offers inher-
ent advantages for this application, Verspeeten also found that Titan and their local dealer, Titan Trailer Sales of Brantford, Ontario, were also willing and knowledgeable partners in developing the best trailer for the job. “We wanted a flawless
start,” says Verspeeten. “Our plan was to buy one early, to run it through the Spring and Summer, monitor results in our shop and give the feedback to Titan before the new trailers went into production.” Titan supplied a prototype to test out the design on the loading ar-
eas of the transfer stations and landfills served by Verspeeten. To ensure consistent reporting to the maintenance and engineering group, Verspeeten assigned one driver to pull the test trailer. As Scott recalls, “Mike Kloepfer Titan’s president and members of the
Titan design team came right down to the loading facilities with us to see how our trailers were getting loaded; they looked at the ramps and the scales. The people from Titan Trailer Sales, Rob Janiec and Gary Luska, were there, too. We appreciated that they all
made so much effort to make sure we had what we needed. Mike Kloepfer, he’s not your typical owner. He gets right in there. He’s very hands-on and, you can tell. It flows down through his management and all his people.
Verspeeten’s 11
They’re all the same. Getting it right was as important to them as it was to us.” Making good ideas better One result of the trial run was a design update to Titan’s recently launched Paramax steering axle suspension. Titan developed the Paramax system specifically for off road requirements, but the Verspeeten driver reported that at some of the transfer stations, the steering axles were still rubbing over the ground while in the lift position as the trailer rolled through a hole. Titan modified the axles with longer shocks and switched to low profile super single tires providing the Paramax suspension with 10-inches of up-travel. With the new
design, Verspeeten has seen no issues with air bag damage or tire wear. Titan experimented with more design ideas in an effort to improve fuel efficiency, durability and overall profitability before Verspeeten gave the go ahead to build the next 36 trailers. “Sometimes, they would see issues before we did, and came right in to make a change. They suggested the KEITH® V-Floor® unloader to us; the lighting, plumbing, aluminum rims, landing gear and running gear... and they coordinated our meetings with the different suppliers to help us finalize our selection and specs. It’s all the higher end stuff that will last the life of the trailer. When you look in the
back at that V-Floor, you can see it — that’s going to be one tough floor! They changed the back door to suit different compactors. Their idea for an aerodynamic roofline didn’t work out for us, because all our company tractors have deflectors; but then one of our owner operators asked us specially for that trailer because, without a deflector, it was saving him a lot of diesel.” Running with the 10 year trailer The final configuration chosen for the contract is a 51-foot five axle trailer with IMT SmartSteer axles on the Paramax suspension and with the extreme duty V9 model V-Floor self-unloader system from KEITH WALKING FLOOR. Scott Verspeeten claims that
his drivers also agree with the company’s choice. “They’re on the 401 about 90 percent of their time. They say sometimes they don’t even think the trailer is back there. There are some hills along the route where they know they usually have to downshift. But with these trailers, they don’t even have to drop a gear, and they’re hauling maybe three or four tons more than the old trailers.” “After seeing how these work, I wouldn’t think of buying anything else. Knowing what they can do, and all their help to get this job started, it will really help us to bid competitively next time. We’ve got our 10 year trailer, and our customer is getting the heavy weights they require.” Titan Trailers is a

Roadtec’s new 10 foot sTier 4i pavers Both of the company’s 10-foot standard asphalt paver models have received a major redesign, which comprises Tier 4i emission technology and many additional upgrades and improvements. The new pavers carry the designation ‘e’ behind the model numbers and are called the RP-190e rubber tired highway class paver and the RP-195e track highway class paver. Models that are sold into certain export markets without Tier 4i standards will carry the designation ‘ex’ behind the model number. Improved operator visibility and easier access to service points are among the improvements found with the new models. Moreover, the operator stations have been redesigned to provide the operator greater efficiency and comfort, including hydraulic pivot consoles and
selectable seat positions. Among the numerous design refinements are new adjustable delta plate design, redesigned hydraulic tunnel panels for improved accessibility and increased fuel capacity from 120 to 135 gallons. Conveyor chains have been beefed up and are of the heavy-duty offset type. Tough floor plates are made from wear resistant chromium carbide and drop in without bolts. A new dual hinge apron plate design allows easy access and clean out. Access to hydraulic filters and test ports has been greatly improved by clustering these components in one easily accessed location. Release agent spray down systems are now standard and include a dual system; one for diesel, the other for release agent.

Road destroyed by flood waters rebuilt in just over three months Governor Andrew M. Cuomo announced that Route 103 in Rotterdam Junction, Schenectady County has reopened to traffic two weeks ahead of schedule. The road’s approach to the bridge crossing the Mohawk River was completely de-
stroyed by flooding from Hurricane Irene and Tropical Storm Lee. “Rotterdam Junction, like so many communities across the state, was hit hard by the floods of August and September, which is why we mobilized all available resources to help communities get back on their feet again as quickly as
possible,” Governor Cuomo said. “The now reopened Route 103 will restore access to local businesses and shorten people’s daily commutes. I’d like to thank those who worked around the clock to fix this highway for their hard work to get this project done.” New York State Department of Transporta-

closed during Hurricane Irene when high flood waters and debris threatened the bridge’s integrity. Additional flooding brought by Tropical Storm Lee ten days later completely washed away a 300foot long, 40-foot high approach at the northern end of the bridge. The washout also threatened the stability of the eastbound lanes of Route 5, which NYSDOT temporarily closed until it could undertake repairs.

NYSDOT stabilized the Route 5 embankment with 115,000-cubicyards of soil and 5,500 cubic-yards of heavy stone to protect against erosion from future floods. The department also reconstructed the road and installed new guiderail, signage and a sidewalk along the west side of Route 103. The Department completed design and construction of this emergency restoration project in an expedited time frame of just over three months. With the reopening of Route 103, only a section of State Route 42 in Lexington, Greene County — which includes six miles of road and two bridges — remains closed following Hurricane Irene and Tropical Storm Lee. This road and its bridges are expected to be reopened early next year.

U.S. Department of Transportation takes action to ensure truck driver rest time and improve safety behind the wheel WASHINGTON — U.S. Transportation Secretary Ray LaHood today announced a final rule that employs the latest research in driver fatigue to make sure truck drivers can get the rest they need to operate safely when on the road. The new rule by the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) revises the hours of service (HOS) safety requirements for commercial truck drivers. “Trucking is a difficult job, and a big rig can be deadly when a driver is tired and overworked,” said Transportation Secretary Ray LaHood. “This final rule will help prevent fatigue related truck crashes and save lives. Truck drivers deserve a work environment that allows them to perform their jobs safely.” As part of the HOS rulemaking process, FMCSA held six public listening sessions across the country and encouraged safety advocates, drivers, truck company owners, law enforcement and the public to share their input on HOS requirements. The listening sessions were live webcast on the FMCSA Web site, allowing a broad cross-section of individuals to participate in the development of this safety critical rule. “This final rule is the culmination of the most extensive and transparent public outreach effort in our agency’s history,” said FMCSA Administrator Anne S. Ferro. “With robust input from all areas of the trucking community,
coupled with the latest scientific research, we carefully crafted a rule acknowledging that when truckers are rested, alert and focused on safety, it makes our roadways safer.” FMCSA’s new HOS final rule reduces by 12 hours the maximum number of hours a truck driver can work within a week. Under the old rule, truck drivers could work on average up to 82 hours within a seven day period. The new HOS final rule limits a driver’s work week to 70 hours. In addition, truck drivers cannot drive after working eight hours without first taking a break of at least 30 minutes. Drivers can take the 30 minute break whenever they need rest during the eight hour window. The final rule retains the current 11 hour daily driving limit. FMCSA will continue to conduct data analysis and research to further examine any risks associated with the 11 hours of driving time. The rule requires truck drivers who maximize their weekly work hours to take at least two nights’ rest when their 24-hour body clock demands sleep the most — from 1 to 5 a.m. This rest requirement is part of the rule’s “34 hour restart” provision that allows drivers to restart the clock on their work week by taking at least 34 consecutive hours off-duty. The final rule allows drivers to use the restart provision only once during a seven day period.

Companies and drivers that commit egregious violations of the rule could face the maximum penalties for each offense. Trucking companies that allow drivers to exceed the 11 hour driving limit by three or more hours could be fined $11,000 per offense and the drivers themselves could face civil penalties of up to
$2,750 for each offense. Commercial truck drivers and companies must comply with the HOS final rule by July 1, 2013. The rule is being sent to the Federal Register today and is currently available on FMCSA’s website at www.fmcsa. dot.gov/HOSFinalRule.

State of the Union: Action, not talk, needed Time for Washington to do more than talk about infrastructure and job creation Statement on State of the Union Address from Dennis Slater, president of Association of Equipment Manufacturers. Last night President Obama spoke about the urgent need for growth in American manufacturing: “We have a huge opportunity, at this moment, to bring manufacturing back. But we have to seize it. Tonight, my message to business leaders is simple: Ask yourselves what you can do to bring jobs back to your country, and your country will do everything we can to help you succeed.” America’s manufacturers are working hard every day to bring jobs back to this country by investing in our workers, our facilities and our operations to strengthen and revitalize our industries. What we need from Washington to help our efforts succeed is an infrastructure program that will help U.S. manufacturers complete globally. It is time for Congress and the Administration to pass a fully funded highway bill and not more short term stop gap measures. We continue to see bipartisan rhetoric from both the Administration and members of Congress supporting job creation through infrastructure investment, but still no action has been taken. Last night President Obama insisted for the second year in a row that we
need to “do some nation building right here at home.” America’s manufacturers are done with rhetoric, and ready for action. There is no one piece of legislation now before Congress that could do more to immediately create jobs and sharpen U.S. competitiveness than the highway bill. Instead of long term reauthorization of funds to pay for much needed investment in our crumbling roads and bridges, Congress has kicked the can down the road eight different times, passing yet another six month extension. As our global competitors know, 21st century roads and bridges are not made six months at a time. We also urge the President to reconsider his decision on the Keystone XL pipeline. America’s future depends on economic growth and energy security, and we cannot afford to reject the tremendous potential for both that large scale, strategic infrastructure projects such as Keystone represent. On the jobs front alone, the pipeline would create more than 120,000 jobs, including more than 20,000 high wage jobs in the construction and manufacturing industries where the unemployment rate is staggering. Republicans and Democrats agree that without a thriving manufacturing base, our nation’s economy cannot improve, but they aren’t doing anything serious to address this. America’s manufacturers look to Congress
and the Administration to move beyond the rhetoric and begin rebuilding and modernizing America’s infrastructure. Americans deserve more than just talk, they want jobs and a crucial investment in our global competitiveness. ‘I Make America’ is supported by the Association of Equipment Manufacturers (AEM) and its 850 plus member companies. We are joined by the memberships of like minded associations, American business owners and citizens and local elected officials across the nation. al economy at www.ADayinAmericanLife.com. Keep up to date on the latest I Make America campaign news on Twitter @IMakeAmerica and on Facebook at www.Facebook.com/ IMakeAmerica. AEM is the North American based international trade group providing innovative business development resources to advance the off road equipment manufacturing industry in the global marketplace. WASHINGTON, D.C. — Associated Builders and Contractors’ (ABC) 2012 National Chairman Eric Regelin, president of Granix, LLC, Ellicott City, MD, recently said the vision President Obama offered in his State of the Union ad-
dress last night is no different than what he has promoted during his past three years in office. “In his speech, the president said ‘we can restore an economy where everyone gets a fair shot, and everyone does their fair share,’”
said Regelin. “Yet, one of his first official acts when he took office was to sign an executive order on project labor agreements that discriminates against the 87 percent of the nation’s construction workforce that chooses not to be-
long to a labor union. “It is not clear at this point what President Obama meant when he spoke of removing red tape from construction projects, but any sincere effort to do so must involve the elimination of government mandated

project labor agreements and Davis-Bacon wage requirements on taxpayer funded construction projects,” Regelin said. “The president’s insistence on a so called ‘millionaire’s tax’ to fund his various priorities will expose the 80 percent of construction firms that are taxed at the individual rate to a significant tax increase,” said Regelin. “This does not represent a ‘fair share’ that will help the economy and create jobs, but rather the president’s continued use of the nation’s job creators as his personal piggy bank. “The nation’s con-
struction industry continues to struggle with an unemployment rate of 16 percent — nearly twice the national average,” Regelin said. “However, the president’s only solution to fix the economy is to hand out favors to special interests and punish those who work hard and take risks.” Associated Builders and Contractors (ABC) is a national association with 74 chapters representing nearly 22,000 merit shop construction and construction related firms with nearly two million employees. Big Iron Expo, now being produced for the second year, uses Hard Hat Expo, our extremely successful, yearly heavy construction trade show in Syracuse, NY as its template. The vast majority of Big Iron Expo attendees will come from a 100 mile radius in Massachusetts, Connecticut, Vermont and New York, although we expect some additional attendees to drive in from Rhode Island, New Hampshire, Maine and Pennsylvania. Contractors who attend Big Iron Expo will be involved in excavating, paving, underground utility construction, bridge building, concrete work, construction/demolition, landscaping and general construction. on the job has to be portable. We also expect grounds maintenance managers for industrial and commercial companies to attend. DPW officials who attend will include local highway and parks superintendents, state facility managers who oversee maintenance departments, as well as county and state highway officials. Are Fluids Analysis Labs becoming extinct? by Will Willis, Jr.
your own home!
We all know that dinosaurs became extinct because they failed to adapt to changing conditions. Well off site fluids analysis labs are going in the same direction. Abraham Lincoln said “I can only judge the future by the past.” Well, let’s look at similar industries that went the way of the dinosaur.
So why are labs going in the same direction as the photographic industry or the dinosaur? Think about it. Fleet operators currently draw samples and mail them off to an independent lab, not dissimilar to the old “film” days. Unfortunately, the length of time waiting for test results can range from several weeks, for samples generated in remote locations such as mines, to one or two days (even the labs that promise 24 to 48 hour turn around fail to mention it’s from the time that they receive the sample). Either way, the time delay between pulling the sample and getting the diagnostic results can be expensive and even catastrophic. Additionally, the fleet maintenance operators run the risk of the samples being lost, contaminated, or even misdiagnosed. When an abnormal diagnostic analysis is reported, it’s recommended by labs to retest the fluids to make sure that human error or cross contamination didn’t occur. If they do not re-test to validate the analysis, there is a possibility that they will cause expensive downtime by making unnecessary repairs.
An interesting analogy of what is occurring within the independent fluids analysis lab industry is what has evolved within the photographic industry. When I was a child, I remember my parents taking photographs and sending the film off to Kodak in Rochester, NY to be developed. Approximately two weeks later, the photographs would arrive in the mail. As the industry progressed, they then dropped the film off at the local drug store and retrieved the photos a week or so later. Then, a Japanese company called “Fotomat” started allowing you to drop off film and pick it up the same day. As technology and innovation progressed, the evolution continued to “one hour development” to now, when you take your memory card and not only develop photos instantly, you are able to review the photos before you print them, allowing you to not waste money on poor or unwanted shots. Even with the re-introduction of the Kodak Polaroid camera, it was too little, too late. Today, you can even process your photos in the comfort of
Today, there is on site fluids analysis technology that is changing the fluids analysis industry, similar to that which on site digital processing technology changed the photography world. Analyzers are able to analyze, on site, just about everything that would have previously been

sent off to a lab. On site diagnostics are fast, reliable, comprehensive and easy to understand, allowing fleet operators to make preventative maintenance decisions while the vehicle is still in their service bay. In most cases, the cost per
sample of on site analysis is even less expensive versus the cost to package and send samples to an off site lab. It’s time that fleet operators take a hard look at their fluids analysis program and question
why they’re still using 1900’s methods when 21st century alternatives are available and even less expensive. Plus, by conducting on site fluids analysis, fleet operators are able to safely extend oil drain intervals, thereby saving
money and helping to “green” their fleet. It’s quite possible that in the not too far future, we’ll be talking about independent labs the same way we talk about the demise of the dinosaur; they failed to adapt.

U.S. Radar offers self-contained sub-surface penetrating radar system MATAWAN, NJ — Featuring a technologically advanced, yet simple touch screen operating system and a variety of antenna frequency options, The Seeker SPR from U.S. Radar is an easy to operate, sub-surface penetrating radar system that is able to infiltrate numerous surfaces such as soil, clay, concrete and brick. The Seeker integrates a complete imaging system into one portable, user friendly unit, making it a convenient and practical solution for a variety of industries, including general and underground construction, road and bridge building, structural and civil engineering, environmental, law enforcement
and underground utility. By transmitting energy pulses through a variety of mediums, the system is able to display an image of the sub-surface on the operator interface. Users have the ability to set a variety of parameters prior to each unique survey for maximized efficiency. Parameters including soil settings, algorithms and color palette may be set quickly and easily via the touch screen. Furthermore, the system can be set to focus on a particular depth range, useful if the approximate depth of an object is known. To accommodate a broad range of detection needs, five antenna frequency options are available and are easily inter-
changeable for those with multiple antenna needs. The highest resolution option, 2,000 MHz, can detect in depths up to 1-1/2-feet, and see the smallest objects, such as fine wire and cracks in concrete. At a lower resolution, the 1,000 MHz detects slightly larger objects including rebar and wire mesh in depths up to 31/2-feet. The most popular and versatile unit, the 500 MHz, offers a detection depth up to 14feet and is ideal for recognizing soil disturbances and finding large and small pipes and cables. The 250 MHz and 100 MHz options can see up to 30 and 100-feet respectively, and are best for detecting sizeable ob-
jects such as bedrock and large pipes. All maximum depths are based on ideal material conditions and may increase or decrease as conditions change. The system features an internal memory with data storage capacity of more than 50,000-linealfeet. For convenience, data may be viewed immediately on the large, bright screen. Also included are two USB ports and a serial port for data transfer or to allow the use of external GPS and other data collectors. The Seeker is a Windows based operating system and includes basic acquisition software. Additional software is available for advanced users and appli-

Custom wrapped Kobelco SK485 Mark 9 excavator to be displayed at 2012 World of Concrete RACINE, WI — To launch the Kobelco SK485 Mark 9 full size, high performance excavator, Kobelco Construction Machinery America is displaying a custom wrapped version of the new model at the company’s exhibit, Booth C5936, Central Hall, during the 2012 World of Concrete show in Las Vegas. Painted black, the Tier 4 excavator features a striking patriotic theme that includes the American flag on the boom, an eagle on the cab and the New York City skyline on the rear counterweight. With this display, Kobelco continues its tradition of celebrating its American manufacturing by showcasing new equipment with a patriotic American theme. The custom wrapped SK485 Mark 9 excavator is provided courtesy of Sandoval Pipeline Engineering, Inc. and Trinity Equipment Rentals, both based in Rancho Cucamonga, CA. Recently absorbed into Trinity Equipment Rentals, Sandoval Pipeline specialized in installations of water, sewer, storm drain, firewater, retention/detention basins and filtration units for customers in the commercial, industrial, retail and public works sectors. Since its founding in 2011, Trinity Equipment Rentals has provided rentals of excavators and other heavy equipment to the Southern California market. The company has established a reputation for applying a unique custom wrap design to their Tier 4 and Tier 3 compliant fleets. A Kobelco customer for more than 10 years, Sandoval Pipeline and Trinity Equipment recently made a multi-million dollar equipment purchase from Scott Equipment, Inc., a Kobelco dealer located in Fontana, CA. The purchase included eight Kobelco machines — two SK485 Mark 9 excavators, three SK350 Mark 9 excavators and three 215SR short radius excavators. All eight Kobelco excavators feature Trinity Equipment’s custom wrap design. SK485 Mark 9 tackles heavy applications with ease

Owego fire chief says donation of $25,000 is largest gift to construction project. A $25,000 donation from Adam Weitsman, president of Upstate Shredding and Ben Weitsman & Son will help build the classroom portion of the Owego Volunteer Fire Department’s new training campus, where future firefighters will receive important education and safety training. Village fire Chief Ed Franz said the donation
is the largest the building project has received. “This donation gives us the shot in the arm needed to complete the classrooms,” Franz said. “We’re grateful to Adam and to the Weitsman companies.” The sizable gift will nearly cover the cost of the construction of the three room classroom facility. Two of the classrooms will be used for safety training, instruction and other “clean” training activities, Franz said, while the third
room, a “dirty” classroom, will resemble a garage and will allow the more than 300 volunteer fire fighters in the Owego department a permanent, indoor location to train on fire engines and other essential public safety equipment. Franz said he hopes construction will conclude this fall. “The Fire Department is an important part of the community of Owego, and I’m glad to be able to support them,” said Adam Weitsman.
Owego Mayor Ed Arrington said he was deeply appreciative of the donation, and said the new training facility will benefit the residents not only of Owego but also of all of Tioga County, NY. When complete, Owego’s training center will be used for education and training by all the county volunteer fire departments. “This new facility will be a real boost to the community. We’ll be able to train our future and current fire fighters
here,” the mayor said. “The Weitsman family has always thought of the community first; on behalf of the people of Owego, I want to thank Adam Weitsman for his most generous gift.” Upstate Shredding knows first hand of their commitment to duty — the fire department worked tirelessly in the middle of the night to save the company from damaging fire that threatened to engulf the Upstate Shredding facility, despite dangerously cold temperatures of 10 below zero.
Upstate Shredding and Ben Weitsman & Son, headquartered in Owego, NY, is the largest privately held scrap processor in the eastern U.S. The company is approaching its goal of attaining $1 billion in annual debt free sales, and will process more than 800,000 tons of ferrous and 150 million pounds of non-ferrous scrap in 2011. The company has a number of locations throughout New York and Pennsylvania. For more information, visit www.upstateshredding.com.

25th Annual Hard Hat Expo a success by Joan Kark-Wren The 2011 Hard Hat Expo was held in March 2011 in Syracuse, NY. The longest running construction show on
the east coast, Hard Hat Expo was well attended. Held in early March every year, the Hard Hat Expo draws a wide variety of contractors and
public works officials. Most attendees are from New York, however visitors from neighboring states also find the show beneficial. The
show regularly draws 6,500-8,500 attendees and 2011 was no exception. Attendees had the opportunity to visit with a wide variety of ex-

hibitors representing 180 companies, from tire dealers to exhibitors selling earthmovers and everything in between. The overall consensus of exhibitors was that the quality of the crowd was what they have come to expect at the Hard Hat Expo. “I gauge the attendance in 2011 to be in the top three or four years,” said Publications Director Larry Price, who was pleased with the 2011 attendance. “I think this show demonstrates that the construction economy is
recovering. I see contractors making purchases and plans for the future. I wouldn’t say that if I didn’t hear it from the exhibitors, and I did.” Trade show manager Ken Maring was also happy with the expo. “2011 has seen two construction shows in the northeast cancelled. Thanks to the support of the Syracuse area and our exhibitors, the Hard Hat Expo was able to go on and be a highly successful show.”

With 2011 being Hard Hat Expo’s 25th year it has a long, established history and has proven to be very successful in both busy and slow economies. Exhibitors find the expo a helpful tool in gathering sales leads and speeding up the sales process. By delivering a quality audience, exhibitors find it easier to gauge the level of interest of potential customers in person. Attendees find it helpful to have so many companies represented in one place, to be able to look at the new equipment available and to visit with friends in the industry. Be sure to mark your calendars for this year’s Hard Hat Expo, March 7-8, 2012 at the NYS Fairgrounds in Syracuse, NY. For more information on exhibiting contact Ken Maring at 800-2185586 ext. 227, or e-mail kmaring@leepub.com. For more information on Hard Hat News contact Wendell Jennings at 800-218-5586 ext. 114 or e-mail wjennings@ leepub.com.
