Awards presented at 2013 APWA North American Snow Conference in Charlotte KANSAS CITY, MO — Three recipients have been selected to receive the American Public Works Association (APWA) 2013 Excellence in Snow and Ice Control Award.

Established to promote excellence in the management and administration of public works snow and ice operations, the Excellence in Snow and Ice Control award also promotes the best practices in snow and ice removal, while minimizing environmental impacts. This year, the Excellence in Snow and Ice Control Awards will be presented at the 2013 APWA North American Snow Conference, April 7-10, 2013 in Charlotte, NC. The three recipients for this year’s APWA Excellence in Snow and Ice Control Award are: • Ohio Department of Transportation: The Ohio Department of Trans-

portation (DOT) winter program effectively addresses the need for snow and ice removal on 43,000 lane miles of highways, with 1,600 plow trucks, 3,000 employees and 650,000 tons of salt stored at 200 locations around the state.

Each winter, ODOT uses between 300,000 and 900,000 tons of salt — with a yearly average usage of about 600,000 tons. Snow and ice control can comprise 40-45 percent of the annual operating expense, with approximately $50 million annually attributed to labor, equipment and materials. Each of 88 counties, with support from 12 districts and the central office, plans and prepares for the approaching winter season. Their plan includes equipment readiness, truck routing, call out procedures, supplemental drivers, emergency equipment rental, training and material inventory control.

Department of Public Works: The City of Green Bay Department of Public Works operates out of two facilities for its snow and ice control program. The west side facility consists of offices, snow command operations, brine production room, fleet maintenance garage, parking garages and parts stock room. The east side facility consists of offices, fleet maintenance garage, sewer section, electrical section and a 500 ton salt storage shed. In addition to a tarped salt storage at the west side facility, the city purchased and installed a Brine Extreme brine making system that has two 6000 gallon salt brine storage tanks, one 6000 gallon storage tank for calcium chloride and one 6000 gallon storage tank for Geo Melt. This system allows the city to manufacture 6000 gallons of brine per hour and enables the department to blend different materials on demand.

• City of Novi, MI. Department of Public Services: The City of Novi Department of Public Services (Novi DPS) has a winter maintenance program that includes several materials to effectively respond to the Michigan winter storms. The materials include rock salt, liquid brine (manufactured onsite), de-sugared beet extract, and mineral well brine. These materials are stored and handled in accordance with State of Michigan’s rules for salt and liquid brine storage, in that these materials may be covered, stored on impervious surfaces and monitored routinely for potential pollution risks. Novi DPS stores rock salt inside a covered salt dome that has a shingled roof, concrete floor and concrete

walls. The large dome has a capacity of approximately 2000 tons of salt, and the loading area of the salt dome is covered to prevent erosion of the salt pile, reducing the track out material and exposure to stormwater runoff. GIS services are used to create detailed maps and booklets that assist operators with snow clearing, and multiple mapping layers are incorporated into the program allowing DPS to effectively plan work, track costs and identify service deficiencies.

At the time of our visit, Gleim’s crew was busy trenching rocky ground as part of the gas utility relocation that needs to take place before construction of the medical facility takes place. “There were existing gas and water lines coming in from this road in front of the property, so we need to relocate them so that we can safely service all three of the lots that will ultimately have buildings on them,” he said. “We needed to use an excavator with a pneumatic hammer to break the rock because township ordinances would not allow us to do any blasting on this site.

That makes the trenching go a little slower, but we should have this done in another week or so, weather permitting.”

McCoy explained that while the water and sewer lines needed to be repositioned on the site, the sewer system upgrades would not hinder the progress of the construction because the sewer lines go out the backside of the property to the street that adjoins the property to the rear. “Shane McConnell is working back there with a dozer, making the water retention swale that goes with this project,” he said. “We will be putting the sewer lines in back there when we are

finished with the water and gas lines.”

“We will be creating a new entrance to these properties, which will actually be an extension of Eastgate Drive across the way,” he said as he pointed to the existing street that ends across Walnut Bottom Road, the road that fronts the new medical building. “We will be putting in a turning lane for entrance into the road extension. It will end in a cul-de-sac beyond the entrances to the commercial lots and the church property parking lots. We will also be closing the existing exit from the church property once the new accesses are complete. It will make coming and going onto and off Walnut Bottom Road much easier. That has become a very busy roadway in recent years.”

The work is scheduled to be completed by mid-summer with the medical facility opening as soon as possible. With the addition of what will be the fifth traffic light on this roadway in a very short distance, it will take some time for traffic engineers to coordinate the sequences of the lights so that traffic will flow smoothly throughout the week.

Once the existing gas and municipal water lines are relocated, work on the new Eastgate Road intersection in the distance, and the new roadway extension onto this property, will take place.

Hardfacing tips to make your equipment repairs faster, easier and more efficient

by Chris Monroe, Training Specialist CWI/CWE, Hobart Brothers Whether you hardface old equipment or new, when completed properly the result is the same: less downtime for replacing worn or broken components, fewer spare parts to inventory and longer equipment life. In short, hardfacing is a fast, easy and efficient way to make your equipment more wear resistant and keep it in the field longer — often for less money.

During the hardfacing process, a filler metal (sometimes called an alloy)

is bonded to the equipment’s base metal in order to obtain specific wear properties and/or dimensions. Specifically, these filler metals provide abrasion and/or impact resistance. On older equipment, hardfacing can return worn parts to a nearly new condition for about 25 to 75 percent less than the cost of replacement parts. Hardfacing can also lengthen the life of surfaced parts by up to 300 percent more than non-surfaced parts, especially on newer equipment.

To obtain the best results from your

hardfacing application, its important to consider a few basic guidelines.

Technique and process requirements First, determine your hardfacing needs: buildup, overlay or a combination of the two. The buildup technique

(placing layers of welds on top of each other) returns older equipment back to its original dimensions after it has been worn by impact and/or abrasion. Overlay is the addition of a weld layer that

protects the equipment against metal loss. A combination of buildup/overlay can also extend equipment life and may be used repeatedly provided that the part or equipment remains sound.

The size, shape and location of the equipment or parts that require hardfacing will determine which welding process should be used, as will your skill set and the availability of specific equipment. Typically, hardfacing uses either stick (SMAW) or flux cored (FCAW) welding processes, but some companies that weld large, thick components on a regular basis may choose the submerged arc welding (SAW) process.

Each welding process has advantages and disadvantages. For example, stick welding is a highly portable, making it ideal for hardfacing in the field. There are also many types of stick electrodes available, each of which can be used in all welding positions and are able to weld on relatively thick materials. Stick electrodes, however, have a low efficiency (due to stub loss), a relatively low deposition rate (approximately 1-7pounds per hour) and may require several weld layers — FCAW often requires minimal training to become adept. Unlike stick welding, flux cored welding is limited to flat and horizontal positions.

Base material considerations Consider your equipment’s base material. Carbon or low alloy steels are probably the most commonly hardfaced materials. As a word of caution, those material containing higher amounts of carbon and/or alloy content tend to be more brittle and may require pre or postheat, or stress relieving to prevent cracking. Thicker base materials require

similar heating considerations, as well.

Austenitic manganese steels can also be hardfaced, and these too can become brittle during the welding process. Unlike carbon or low alloy steels, austenitic manganese steels should not be pre-heated unless the temperature of the part is less than 50 degrees Fahrenheit. During the hardfacing process, the base metal temperature should remain under 500 degrees Fahrenheit, as exceeding this temperature barrier for an extended period of time increases the steel’s brittleness. Austenitic manganese steels with higher carbon and lower manganese content accelerate this time/temperature reaction.

Regardless of the base material you plan to hardface, remember to pre-clean the part prior to welding. First, wipe it free of all contaminants, including grease, dirt, rust and oil. Then, if necessary, remove old hardfacing layers, as

Equipment wear factors Consider the type of wear your equipment encounters, as this will be a significant factor in determining the best filler metal to use. Abrasion accounts for roughly 55 to 60 percent of equipment wear, and there are three main types: low stress scratching, high stress grinding and gouging. Impact and adhesive wear (also called metal to metal wear) are also common. Secondary types of wear include high temperature and corrosive wear.

The least severe form of abrasive wear, called low stress scratching, results when the metal slowly wears away from the scouring action of materials across the equipment. Hardfacing with carbide or chrome carbide filler metals best protects against this type of wear, and often filler metal formulations are available to provide stress relieving cracks that prevent spalling.

For high stress grinding abrasion,

caused by repeated crushing and grinding of materials against the equipment, the best filler metals are those containing austenitic manganese, martensitic irons or titanium carbides.

Filler metals containing high carbide alloys and supported by austenitic manganese are the best choice when encountering gouging abrasion, as these filler metals provide good impact resistance. Gouging abrasion occurs when large objects, such as rock, press against the equipment and create grooves.

Impact wear often occurs on equipment like crusher rolls, impact hammers and impactor bars, and results from a compressive load placing high mechanical stress on the equipment. The best protection against this type of wear is to use an austenitic manganese steel (11 to 20 percent Mn) filler metal, as it offers good work hardening characteristics.

Landscaping safety tips With warmer weather approaching many people are ready to get out and start getting their yards prepared for spring. Catamount Consulting has a few tips to help people prevent injury to themselves or others.

• Dress appropriately — long pants and long-sleeved shirts can help protect you from debris thrown from equipment. Avoid wearing jewelry that could get caught or tangled. Remember hearing and eye protection. Wear shoes that will provide good support and will protect your feet.

• Take a moment to inspect any equipment you are planning to use to make sure it is working correctly and all safety devices are also working properly.

• Before beginning work in an area, conduct a walk through to make sure there is no debris such as rocks, sticks or other objects that could cause an injury.

Equipment that is used in landscaping, while very efficient, can be very dangerous. Each year many people are injured in accidents that involve lawn equipment and tools. Rotary blades on a lawn mower can rotate at 200 miles per hour; projectiles that are thrown out at this speed can be deadly.

A couple things to remember when operating a lawn mower: • When operating a push mower never mow up and down the slope of a hill, make sure you mow by going back and forth.

• When operating a riding mower never mow by going back and forth, mow up and down the slope.

• Make sure the discharge chutes is pointed away from bystanders.

• Make sure the mower is shut off and the blades are stopped before clearing obstructions from the discharge chute.

• Never remove the safety shields or bypass the engine kill handle.

Robert Wing of Volt Landscape in Queensbury, NY had a few pieces of advice to offer homeowners to help them prepare a safe site for their landscaper’s visit.

• Notify the landscape crew of any sinkholes that may have developed over the winter or any holes that may have been dug by animals.

• Notify the crew of any buried or unburied cables or wires.

• Introduce any dogs to the crew.

• Advise the crew as to the location of the septic.

Robert also shared some of the guidelines they use to help keep not only their employees safe but also people who may be near the jobsite. These guidelines are useful for everyone doing landscaping.

• Employees are not allowed to operate equipment unless they have been trained on it.

• Drink lots of fluids to keep cool, if you wait until you are hot it’s too late, heat stress and heat stroke can occur.

• Pay attention to the heat, if you need to find shade or rest — do.

• Volt’s employees are trained to be aware of equipment working around them but it is important people not to assume that the person driving equipment will be able to see or hear you.

• When loading and unloading, stop traffic and use strobe lights.

• Always use the proper tools for the job.

Tips from 9 to metal wear, which occurs from the non-lubricated friction of metal parts against one another, use a martensitic hardfacing alloy. Austenitic manganese or cobalt-based alloys also work but they may be too soft to resist adhesive wear for as long of a period of time.

When equipment repeatedly encounters high temperatures and rapidly cools afterward, it can result in high temperature wear, also called thermal fatigue or fire cracking, which leaves deep cracks in the equipment’s base material. This type of wear is usually secondary, or in addition to the abrasion or impact wear equipment encounters. Generally, a non-ferrous alloy is best for protecting steel surfaces subject to temperatures above 1200 degrees Fahrenheit. For those below this range, a filler metal containing chromium carbide or a martensitic steel filler metal with 5 to 12 percent chromium is suitable.

Corrosive wear is also a secondary type of wear that should be dealt with separately. Most filler metals provide some rust protection, but its best to consult your equipment manufacturer or a trusted welding supply distributor for recommendations.

Desired surface finish Finally, determine the type of surface finish your equipment requires. Since hardfacing filler metals range from easy to difficult to grind, determine your required finish prior to choosing one. If a smooth surface is necessary, measure the time and cost of grinding to achieve this surface versus using a filler metal that has slightly less wear resistance, but provides a smooth finish. A filler metal that can be heat treated to soften it for machining, and then brought back to the hardness necessary to protect your equipment may also be an option.

Or, if relief checks (small checks which do not weaken wear resistance) are an acceptable surface finish, consider a carbide alloy designed to be crack sensitive.

Final thoughts If your equipment encounters repeated impact, abrasion or both, hardfacing can offer valuable time and cost savings. If you are ever in doubt about the process, consult a reputable filler metal manufacturer or trusted welding supply distributor for assistance. Most of all don’t get discouraged. It may take some time to get the hardfacing process and filler metal selection right, but in the end you’ll have stronger, longer lasting equipment and more time in the field.

RACINE, WI — Case Construction Equipment today introduced the new Case 521F wheel loader, offering customers a 12 percent increase in fuel efficiency over the previous E Series model, while delivering faster acceleration and quicker cycle times. The machine is available in standard Zbar, extended reach and tool carrier models, and is the latest offering in

the company’s F Series wheel loader line, which boasts premium features and industry leading performance, productivity and efficiency.

Case chose selective catalytic reduction (SCR) technology for the 521F to meet Tier 4 Interim emissions standards based on the machine’s application tasks and power demands. SCR results in lower temperatures in the

exhaust system while optimizing combustion.

“SCR was the obvious choice for the 521F because a wheel loader’s tasks are more variable, creating inconsistent engine loads and power demands,” said Rob Marringa, brand marketing manager, Case Construction Equipment. “Rather than compromise power, we let the engine do what it does best — run at

peak performance — and then use an after treatment for emissions.”

Improved performance and versatility enhance productivity The new 521F wheel loader offers optional heavy duty axles, enabling it to perform more tasks such as operating in scrap yards or recycling centers. These axles, with auto locking front and open rear differentials, have the same design as the larger F series wheel loader axles, including metal face seals and sintered bronze brake linings. They offer outstanding traction in all

conditions, especially in non-compacted surfaces like gravel and help reduce tire wear when working on hard surfaces.

“The heavy duty axles have superior sealing capability and longer service lives, improving owner and operator costs,” Marringa said. “In addition, they can accept higher load capacities, allowing operators to configure the unit with solid, foam filled or chain wrapped tires.”

On a 50 meter loading and dumping cycle, Case estimates the 521F wheel loader can make up to 56 cycles per hour, moving up to 144-square-yards or 212 tons of material per hour.

Most recently, he coauthored the TCA’s new bracing guidelines and he has contributed to multiple articles for TCA over the years. He was responsible for the lifting and bracing design of the Korean War Veterans Memorial that was dedicated at the 2010 TCA Convention in Kansas City. Collins is also serving on the 2014 TCA Convention (San Francisco) host committee.

“I’ve been on the receiving end of using the benefits from TCA practically my entire career, and I welcome the opportunity to serve on the board. Hopefully my background in lifting and bracing on the engineering side can bring a new perspective to the board,” said Collins.

Bell provides complete building shell design of low rise commercial structures, including a specialty in the design of tilt-up construction. As lead field engineer supporting the LJB’s CON/STEEL Alliance, Bell is also responsible for training contractors in the means and methods of tilt-up construction. He facilitates both classroom training and onsite in the field training.

Further, he is currently serving as the chairperson for the subcommittee over-

seeing the Tilt-Up Engineering Manual development. As chairperson, he is responsible for gaining consensus on the Table of Contents from the subcommittee members; managing the delivery of the Chapters from the co-authors; coordinating the review activities of the subcommittee and communicating progress reports with the chairperson of the Technical Committee and with the TCA Board of Directors “It is a great privilege to be selected for the TCA Board of Directors and to represent the tilt-up industry as a whole. I hope to bring a unique perspective to the board by utilizing my experience at LJB as a project manager, structural engineer and lead field engineer, supporting the CON/STEEL AllianceTM with hands-on tilt-up construction training,” said Bell.

As the industry leader in St. Louis, MO, Fred Weber Inc. is earning up to the maximum five percent smoothness bonuses while paving two sections of Highway 364 near St. Charles, MO, due in large part to the Leica PaveSmart 3D machine control system, which is saving time and money as it eliminates all of the detailed survey labor normally spent for a runway, staking of hubs, setting of blue tops, and the labor to setup stringlines.

“We trim with the Leica Geosystems stringless system (and) we’ll trim all the way out into the trackline,” said Hilton.

“Basically your paver track is running on a smooth ride. And then you take the human error out of it. There’s human error in setting stringline and eyeballing it, and we don’t have that anymore.”

Under older systems, a concrete paver is controlled by two stringlines set at precise locations on each side of the lane. “When we would pave with a stringline, we were just happy to get 100 percent of our pay,” said Nick Hilton, manager of Concrete Operations for Fred Weber Inc. “Now, with the Leica PaveSmart 3D stringless system, we’re

Saving money is essential at a time when there’s so little of it to update the U.S. infrastructure, which largely dates back 60, even 80 years. “It’s an outrage.

This year, Weber is building a new 10 mile section of Interstate 69 near Newberry, IN. It’s a four lane divided highway and the contractor is laying 11inches of new pavement. Early profilograph readings indicate that they earned an average of three percent bonuses on 25 sections of the northbound passing lane.

The pavement base consists of 6inches of 1-inch minus base stone topped by three-inches of clean crushed stone. To place and trim the 3-inch layer, the contractor is using a GOMACO PS-2600 with an optional “blade kit,” controlled by a Leica PaveSmart 3D machine control system. The GOMACO PS2600 works 30-feet wide and Hilton attributes a share of his smoothness results to the Leica Geosystems 3D control system on the PS-2600.

“We love it,” said Hilton of his Leica PaveSmart 3D stringless control system. “We like the mobility and ease of access to the project. You don’t have a stringline up in the way anymore. Nobody can trip over the stringline or bump it to throw it off line. Plus, it frees up manpower to do something else. And our profilograph numbers have come way down since we’ve been running the Leica Geosystems Solution.”

People on the Move AEM names Charlie O’Brien as senior vice president Promotion recognizes leadership as AEM executes its strategic plan to enhance member services The Association of Equipment Manufacturers (AEM) has named Charlie O’Brien as senior vice president in recognition of his expanded leadership responsibilities for the association.

These include activities under AEM’s new strategic plan, initiated in 2012, to better serve all members’ current and future business development needs.

In addition to increased responsibilities since joining AEM in 2007, O’Brien has taken a leadership role with expanded responsibilities in development of strategic initiatives to achieve the plan’s Key Result Area (KRA) goals and objectives and AEM goals development

to continue implementation of the strategic plan. He was also instrumental in development of the vision for launch of AEM’s successful AG CONNECT Expo and Summit, now on its third show, which took place Jan. 2931, 2013 in Kansas City, MO. The initial AEM strategic initiatives focus on increased advocacy, a services plan to respond to membership survey results and a new financial model to sustain expanded services and activities. New initiatives being implemented for 2013 include increased member engagement, market information services and global business development.

“This is not another layer of management; it is a way to improve our service to the membership and better repre-

sent the industry through better use of staff capabilities. Charlie serves as the recognized face and voice of AEM agriculture activities, and provides the solid management and leadership credentials to enable AEM to achieve this higher level of action,” stated AEM President Dennis Slater.

O’Brien joined AEM in 2007 as vice president. He serves as agriculture sector leader and also oversees AEM’s market information, technical/safety and member services areas. O’Brien came to AEM with more than 20 years of experience in the off road equipment industry.

Talbert introduces new 50 ton traveling axle trailer RENSSELAER, IN — Talbert Manufacturing, a leader in the heavy haul and specialty built trailer industry, has introduced its 50 ton 5051 traveling axle trailer for customers that need to comply with 43-foot kingpin laws and regulations.

Kingpin laws vary state to state but generally apply to any trailer longer than 48-feet and less than 53-feet. These regulations typically dictate the maximum distance from the kingpin to the last axle must measure 43-feet or less. Adding to its series of traveling axle trailers, Talbert pushed the deck length to the limit, designing a 51-foot traveling axle trailer to maximize the lower deck length and still meet the

43-foot kingpin law.

Talbert’s TA Series trailers are known for their six degree load angle. This gradual slope is ideal for the towing and recovery industry, as well as rental equipment and small to midsize construction equipment with low ground clearances, such as rollers and pavers.

Hey Fred I do payroll at a small construction company and the more people we hire in preparation for busy season, the more time I’m spending deciphering and entering handwritten timecards.

I’ve been reading a lot about timecard entry apps lately. Do you think it’s time I start looking at this as an option for our PMs? - Devon Hey Devon Mobile solutions are a great way to save time and increase efficiency, especially when it comes to entering time in the field. And now that they’re more affordable than ever, they’re an option for many construction companies.

But before you jump on the mobile bandwagon, you must do a couple things. First, it’s important (as it is with any type of implementation) to make sure that your project managers and anyone else who’ll be using the mobile app, are willing to learn and use the technology.

Second, you must have a process in place to harness all the data collected from your mobile devices.

Let me give you an example: a remote timecard entry application made for the construction industry will allow you to enter time based on the employee, job, cost code and more. If you’ve only got an off the shelf accounting program in place, there’s really nowhere for all that data to go, because the program is not equipped to handle all of that information. You want to make the most of the data!

So as long as you’ve got those points covered, I say go for it! If not, don’t put the cart before the horse.

It’ll end in certain failure.
