AGC NYS is saddened to inform you of the passing of Michael Bette, chairman of the Bette Companies and Founder of Barry Bette and Led Duke, Inc. LATHAM, NY — The Bette Companies today announced that company chairman Michael F. Bette died unexpectedly during a visit to his alma mater, Manhattan College, on Thursday, April 11. He was 76. Bette led many landmark construction projects in the Capital Region and built one of the most successful general construction companies in the nation.

Born in Bronx, NY and raised on Long Island, Bette attended Chaminade High School and then Manhattan College.

Following his graduation from Manhattan in 1959, Bette began his career with D. Fortunato, a Long Island based contracting firm. When the company expanded to the Capital District in 1965, Bette was selected to co-manage the company’s upstate operations with Robert Barry.

In 1973, the two established their own construction firm, Barry & Bette, Inc. After 10 years of success in the area

construction market, they formed Barry, Bette and Led Duke, Inc. (BBL). Through Bette’s leadership over the next 26 years, BBL grew to become a nationally ranked general contracting firm with divisions in Florida, Texas and Watertown. In 1999, Bette became Chairman of the Bette Companies and along with his sons formed Bette & Cring Construction Group, First Columbia, BBL Florida and BBL Texas, ensuring the continuation of the family’s construction and real estate development businesses.

Over the past 50 years, Bette was responsible for the successful delivery of over $8 billion worth of construction projects including heavy highway, educational facilities, health care facilities, multi-family housing, high rise luxury condominiums, military facilities and general office buildings, both public and private. He was a licensed Professional Engineer and an active member of several regional building organizations.

Bette’s projects included major work at The New York World’s Fair, Empire State Plaza and numer-

ous colleges including Siena, SUNY Albany and Albany College of Pharmacy; and numerous hospitals, including St. Peter’s, Ellis and Albany Medical Center.

He changed the skyline of Southwest Florida and constructed many of the high rise condominiums along the Gulf Coast. In the Midwest and Texas he specialized in multi-family projects, becoming the fifth largest multi-family builder in the nation.

“He was proud of the many close business relationships that he formed and deeply valued every employee,” said Bette’s son, Matt Bette. “He had a positive impact on many construction professionals working throughout the region.

He knew that the recipe for success involved integrity, hard work and a can-do attitude.”

Michael Bette was elected to the Board of Trustees at both Manhattan College and Albany College of Pharmacy and Health Sciences, and was presented a degree of Doctor of Humane Letters from both institutions.

He also served on the Board of Directors for the GBC for many years.

More than any building

or construction project, Bette’s greatest legacy is his family. He is survived by his wife of 54 years, Mary Ann. His five sons followed in his footsteps as civil engineers and worked their way up in the business: Mark Bette assumed the leadership role at BBL Builders; Matthew and Peter Bette started nationally recognized construction company Bette & Cring as well as Cogen Power Technologies; and Kevin and Christopher Bette developed real estate and investment firm, First Columbia. Bette’s daughter, Ann Marie Parker, is an award winning interior designer who provides interior design services for The Bette Companies various commercial and residential projects. Bette’s youngest daughter, Suzanne, is an award winning restaurateur in Burlington, VT, operating Bluebird Tavern and

Bluebird Barbeque. Bette is also survived by 16 grandchildren.

In addition to work, Bette understood the value of spending time with his family. He coached youth sports and was a Scoutmaster at Troop 48 in Clifton Park. He loved Lake George and spending time with family and friends at his home on Cleverdale. Known as “Opa” to his grandchildren, Bette was equally proud of each and will be missed by them all. An avid golfer for most of his life, he learned the game as a caddy at Bethpage and was a member at Schuyler Meadows, Glens Falls Country Club and The Everglades Club.

Bette will be known not only as an entrepreneur, but for his generous philanthropy. He supported many area organizations and was particularly interested in supporting organiza-

tions that provided services to area youth and those less fortunate. Bette served as past Board Member of Hope House, the Twin Rivers Council, Boy Scouts of America, Albany College of Pharmacy and his Alma Mater, Manhattan College.

Funeral services will be held at St. Pius X in Loudonville at 10 a.m. on Friday, April 19. Calling hours are 4 to 7 p.m. on Thursday, April 18 at St. Pious X. In keeping with Bette’s wishes and in lieu of flowers, memorial contributions can be made in Michael Bette’s name to Catholic Charities, 40 North Main Ave., Albany, NY, 12203 and St. Peter’s Hospital Foundation, 319 South Manning Blvd. - Suite 114, Albany, NY, 12208.

Counties to see significant boost in State support for local roads and bridges O’Mara, Palmesano say it will make a difference ALBANY, NY — State Senator Tom O’Mara (R-C, Big Flats) and Assemblyman Phil Palmesano (R-C, Corning) stated that area counties will see significant increases in state support for local roads and bridges under the 2013-14 New York State budget being enacted this week.

A breakdown of county figures as a result of this years state level increase of $75 million for the Consolidated Highway Improvement Program (CHIPS) was released by Governor Andrew Cuomo and legislative leaders earlier today at the Capitol (to see the full breakdown for counties, towns and villages, go to www.governor.ny.gov/assets/documents/CHIPSFunding-Breakdown.pdf.)

After five years when state support for local roads and bridges remained stagnant, this years recognition of the importance of CHIPS funding will make a significant difference for localities, local economies and motorist safety statewide, O’Mara and Palmesano said in a joint statement. “The improve-

ment and upkeep of local roads and bridges is a wise use of taxpayer dollars.” “Its an investment in economic growth and job creation throughout the Southern Tier and Finger Lakes regions, and all across New York.”

O’Mara and Palmesano said that area counties will receive the following increases in CHIPS funding under this years transportation budget, which was approved by the Senate last night and is scheduled to receive final Assembly approval on Thursday: • Chemung County: CHIPS funding will increase from $3,327,649 last year to $4,087,491 in 2013-14, an increase of 22.83 percent or $759,841; • Schuyler County: funding will increase from $1,728,590 to $2,139,391, an increase of 23.77 percent or $410,800; • Steuben County: funding will increase from $8,193,287 to $10,151,319, an increase of 23.90 percent or $1,958,032; • Tompkins County: funding will increase from $3,460,858 to $4,271,054, an increase of 23.41 percent or $810,196; and

• Yates County: funding will increase from $1,994,253 to $2,477,899, an increase of 24.25 percent or $483,646.

Palmesano, who also represents part of Seneca County, said that Seneca Countys funding will increase from $1,780,302 to $2,205,941, an increase of 23.91 percent or $425,639.

In early March, O’Mara, Palmesano and a bipartisan group of legislative colleagues joined county and town highway superintendents and other local leaders from throughout the state to call for increased support for local roads and bridges. They noted that local roads and bridges account for 87 percent of the roads, 52 percent of the bridges, and 48 percent of the vehicle mileage logged in New York State. A recent report from State Comptroller Thomas DiNapoli, Cracks in the Foundation, called 32 percent of New York’s local bridges deficient and 40 percent of local roads fair or poor, and getting worse. CHIPS provides the bulk of state aid to counties and towns for the maintenance and improvement of local roads and bridges.

Manitowoc crawler cranes perform record breaking lift Bath Iron Works, a subsidiary of General Dynamics Corporation, knows a thing or two about heavy lifts. The Bath, ME based company has been building warships for the U.S. Navy for 128 years. This past December, Bath Iron Works broke its own heaviest lift record using two Manitowoc 16000 crawler cranes to pick nearly 1,000 USt — more than double the weight previously lifted by the shipyard.

The lift was part of a project to construct the Navy’s next-generation DDG 1000 Zumwalt class destroyer warship. Along with two of the company’s 331 USt capacity gantry cranes, the two Manitowoc crawlers lifted a 992 USt deckhouse off of a barge and set it on the hull of the ship. The deckhouse contained the ship’s bridge, command center and battle room.

The two Manitowoc 16000s were setup to lift at their full capacity, re-

quiring the use of MAXER attachments, boosting their capacities to 440 USt. The crawler crane features a 315-foot boom — though, for this lift it was rigged for 157-foot — an EPIC control system and a closed loop hydraulic circuit system, which enables independent, variable speed operation of the swing, load hoist, boom hoist and travel functions.

The deckhouse was lifted from a barge to 89-feet in the air and held in place for three hours.

Twelve nylon straps held the deckhouse while the barge was moved out from underneath it and the ship, which weighed 13,228 USt, was floated into place underneath.

Finally, the cranes lowered the 155-foot long x 60-foot tall deckhouse onto the ship’s hull. The completed vessel weighed nearly 14,330 USt. Woolwich, ME based contractor Reed & Reed oversaw the lift, which included renting the cranes

to Bath Iron Works and supplying their operators. The company has been working with Bath Iron Works since 1928, when it was founded. It chose the Manitowoc 16000s, the largest capacity cranes in Reed & Reed’s fleet, because the lift required two matching cranes for uniformity and simplicity. Reed & Reed has a regular stream of work for its 16000s, mostly for the construction of wind turbines.

“We’ve been very pleased with our Manitowoc cranes,” said Mark Buckbee, director of the bridge and marine division at Reed & Reed.

“They are the workhorse cranes for wind turbine assembly. The equipment is very reliable and capable, and we get great support from Manitowoc to help make our applications work for our clients.”

liaison between Bath Iron Works and Manitowoc, providing important logistical information for the project. In all, the lift took 18 months of planning among Bath Iron Works, Reed & Reed, Manitowoc and Shawmut Equipment. Manitowoc provided a full time factory representative to the

“Shawmut has been a tremendous resource for us,” Buckbee said. “We’ve just begun doing business with them over the last five to six years and we purchased the 16000s from them. They’ve been very responsive and helpful in getting us the right machines and communicating with Manitowoc for information we might need before picks.”

Planning work involved all manner of details, for example, the pier beneath the 16000s on the lift had to be reinforced with steel bridge girders to support the heavy load. Also, the work of shipfitters, welders, carpenters, riggers, engineers, facility personnel, the crane operators and representatives from the Navy had to be coordinated and incorporated into the master plan.

“This type of construction and lift has never been done before at Bath Iron Works,” Buckbee said. “As you can understand, putting a $250 million deckhouse onto a $1 billion warship takes a lot of planning and outfitting beforehand. The Navy had a huge investment in this lift.”

After the success of the first lift and construction, two more DDG 1000

Zumwalt-class destroyers are under construction and due at Bath Iron Works in the next year.

As we drive down the road each day, many of us don’t even consider the work that went into building the roads we travel or how many workers are injured or killed each year. People who work in highway work zones have very dangerous jobs. More and more roads are being repaired instead of new roads being built; this means that roads are being shared by traffic and workers. According to the Bureau of Labor Statistics, in 2011 312 fatal work injuries were the result of a pedestrian being struck by a vehicle, 61 of these fatalities occurred in a work zone. This is only one of the dangers that workers face; other potential hazards include: falling (from heights), scaffolding collapse and

accidents that result from failing to wear PPE. While risks can’t always be eliminated, they can be minimized. Workers should be wearing high visibility clothing so they can be spotted easier. The use of fluorescent retroreflective material can help workers be seen during the early morning and early evening hours.

The Manual on Uniform Traffic Control Devices (MUTCD) lists the requirements for safety clothing worn in work zones. Workers should have a hard hat for overhead impacts or electrical hazards and eye protection with side shields to protect against debris. The Manual on Uniform Traffic Control Devices (MUTCD) lists the required.

Develop and use a site plan that provides traffic flow details. Establish/follow traffic control patterns (e.g., cones, barrels, barricades) in work areas.

All workers should be trained in how to work next to traffic in a way that minimizes their vulnerability. In addition, workers with specific traffic control responsibilities should be trained in traffic control techniques, device usage and placement.

Implement performance based training that evaluates all trainees’ core and specialized knowledge and demonstrated ability to perform tasks for which they were trained and train all workers in hazards and adaptations for work at night and other low visibility conditions. Plan-

ning, implementation and oversight of worker safety should be the responsibility of a competent safety specialist, and should adequately address the requirements of OSHA and MUTCD. Taking steps to control speed near the work zone is important for not only worker safety but also the traveling public. Ways to help control speed include: • Establish a proper speed limit for work zone; • Give motorists plenty of warning of upcoming work zones by placing warning signs anywhere from 500-1000-feet before the work zone begins; and • Radar activated message signs

All workers operating equipment are required to have proper training on those pieces of equipment. Equipment backing up in work zones is one of the leading causes of fatalities in the work zone. Designate a supervisor to do the pre-shift equipment checks and verify that any problems have been corrected. Operation manuals should be kept in the equipment’s cab. When operating equipment it is important to use spotters, wearing high visibility clothing, when visibility is limited.

Following guidelines such as these can help make the road safer for everyone.

Concrete Reinforcing Steel Institute named an ANSI Accredited Standards Developer SCHAUMBURG, IL — The Concrete Reinforcing Steel Institute (CRSI) was recently accredited by the American National Standards Institute (ANSI) as an ANSI Accredited Standards Developer (ASD).

The scope of CRSIs standards activities will be to develop and maintain consensus standards for design, detailing, fabrication, placement and construction of assemblies consisting of steel reinforcement and associated products used in concrete and masonry construction. ”This is a historic event for CRSI and we are eager to make a successful impact on the industry,” said Peter Fosnough of Harris Rebar, chairman of the CRSI Standards Committee. “The members of the Standards Committee and all CRSI members should take pride in their hard work in establishing the consensus committee procedures necessary to meet the rigorous ANSI standards process.”

“While CRSI reference materials have been a mainstay of the industry for decades, we look forward to taking CRSI tech-

nical activities to this highest level, providing the reinforcing steel industry, as well as the engineering and architecture community, with important standards for governing appropriate industry activities and products,” said Robert Risser, CRSI president and CEO. “By completing this process successfully, CRSI members have indicated their willingness to take a leadership role.”

CRSI initially intends to produce a standard for bar supports and two standards related to its certification programs for epoxy coated reinforcing bars.

A proposed CRSI standard for Supports for Reinforcement Used in Concrete will be a mandatory language document appropriate for citation in or adoption by reference in building codes or project specifications. This proposed standard represents existing industry practice and is an evolution of prior CRSI publications, such as the CRSI Manual of Standard Practice. The proposed standard document is intended to cover the types of reinforcement supports (metal, cementitious, or

composite) and their applications in different concrete members. Different classes of support types will also be defined based on the desired level of corrosion resistance necessary, as specified by the owner or licensed design professional.

A proposed Standard Practice for Epoxy Coating Facilities: Straight Bar Lines will cover practices for the epoxy coating of reinforcing steel bars on straight bar lines. This document will establish the minimum procedures used to monitor production and assess quality during the application of an epoxy coating to straight steel reinforcing bars. The proposed standard practice will outline the minimum requirements for documentation, observation, and testing as part of a quality control program.

The third proposed standard document will be the Standard Practice for Epoxy Coated Reinforcing Bar Fabrication Facilities and will cover practices for the fabrication, storage and handling of epoxy coated reinforcing steel at fabricator facilities. The proposed document will de-

scribe standard practice for bar fabrication quality processes for epoxy coated steel reinforcing bars.

After the two proposed certification standards are developed by CRSI and approved through the ANSI process, they will serve as the technical requirements for the certification of epoxy coating plants with straight bar lines and fabricator facilities that handle epoxy coated reinforcing steel bars.

Upstate NY bridge rehab is well underway

Traffic is restricted to one lane on NYS Route 162 at lookout Road in Montgomery County.

A crew from Bette and Cring Construction Group, Latham, NY was busy prepping the first half of a rehabilitation project that began in mid-April on the bridge that carries NY State Route 162 traffic over the abandoned railroad in the town of Root, Montgomery County, near Lookout Road. The work is scheduled to be completed by September 30 of this year. With half the concrete decking already removed and crews attending to the cleaning of the steel framework and

preparing for the coming concrete pour, the progress that the workers are making is excellent.

According to NYDOT Structures Group team member Angela Chiricosta, the bridge rehab project is progressing nicely. “The steel is in good condition so the job should go well. The bike path that runs beneath the bridge is going to remain open while the work is being done. This is a pretty straightforward job,” she said.

Winter salting and traffic wear over four decades; have caused the concrete to crack and potholes to form on this structure. These problems have been repaired several times; however, a rehab of the bridge deck is the wise choice to make

while the steel framework is still in good condition.

The estimated cost of the project is $800,000, which will be funded with state and federal grants.

That includes the bridge deck, joint and railing replacement. Since the approach abutments are still in good condition as well, once the paving is completed, the railings for the approaches will be reset to conclude the work.

The bridge, located just south of Route 5S on State Route 162, was built in 1969 and is approximately 75 feet long. It is being rehabbed one lane at a time, so that traffic can continue to traverse the site while the work is going on. Temporary signals are in place to regulate traffic that crosses the bridge from either direction, restricting it as an alternating single lane.

Traffic controls will remain in place until the work is completed.

Since the bike and pedestrian trail that passes beneath the bridge is to remain open, people who plan to use the path can be assured that they will be safe when passing beneath the structure during the time of the project. Depending on the work that is going on at the time, appropriate safety precautions will be put into place to provide the needed protection. LIVINGSTON, TEXAS — Little Beaver’s Hydraulic Earth Drill offers an efficient and dependable solution for multiple digging and drilling projects. By combining a higher horsepower engine with the convenience of hydraulic drive, the unit is able to drill efficiently and effectively, even in the toughest soil conditions. Built to be both reliable and powerful, the Hydraulic drill can be used for a variety of ap-

plications including fence and sign installation, landscaping and soil sampling. It has also been designed for easy transport and maneuverability, making it an ideal addition to any rental center’s fleet.

Unlike most competitive models that only offer a 9 hp engine, Little Beaver’s Hydraulic drill features an 11 hp Honda overhead valve gas engine. The HYD-PS11H has a five gallon reservoir capacity

and is mounted on an easily maneuverable three wheel chassis. The compact design allows access to areas unreachable by skid steer mounted augers and convenient front and rear handles make loading and unloading fast and easy.

At 150 rpm, the Hydraulic drill offers controlled and precise speed, resulting in higher torque and wider drilling diameter. When using a 12-inch or smaller diameter auger, the drill can achieve depths of up to 12-feet, depending on soil conditions. The unit can also handle larger augers and drill holes up to 16inches in diameter.

An integrated forward/reverse lever provides both safety and convenience. The lever lets the operator remove the auger if it gets caught under an obstruction, such as a rock or tree root, making the Hydraulic drill ideal for heavily wooded areas. For further enhanced user safety, a steel torque tube is incorporated to allow

the operator to use a large diameter auger without fear of dangerous kickback. The torque tube transfers digging torque from the drill head to the engine carriage, making one man drilling both safe and simple. In addition to protecting the operator from harm, the torque tube provides easier drilling and reduces operator effort and fatigue. The higher level of torque also results in less vibration and a longer service life.

Three different handle options are available, allowing the unit the ability to complete virtually any drilling project. The one man handle is primarily used for standard drilling tasks and projects requiring augers 10 inches in diameter or smaller. It is built with a 150 rpm motor, and a 220 rpm motor is also available when higher speeds are desired.

When using larger augers 12 to 16 inches in diameter, the two man handle is recommended. The standard 150 rpm motor allows easy drilling for extra

rell as CEO and president effective May 1, 2013. Paul had previously been named president in November 2012.

In Memoriam Michael T. Saunders, The Saunders Companies We are saddened to inform you that Michael T. Saunders, 53, of Syracuse passed away Sunday at his home. He was born in Syracuse on July 18, 1959 to Sherman V. and Marie Saunders. Mike graduated from Marcellus Central High School. He was the fourth generation of Saunders to operate the family business, “The Saunders Companies,” a well known ready mix and gravel company established in 1891.

Mike was also known for his generous contributions to the community such as local little leagues, several fire departments, as well as many civic activities including parks, playgrounds and memorials throughout the city, towns and counties. He was involved and active in many

committees and a member of various associations such as American Truck Historical Society, National Ready Mix Association, Associated Builders and Contractors, Associated General Contractors and Home Builders and Remodelers Association.

He was predeceased by his father, Sherman V. Saunders in 2003. Mike is survived by his wife, Tracy (Lynch) Saunders of Syracuse; his mother, Marie R. Saunders of Florida; sisters, Judith Lombard and her husband Len Renaud of Florida, Karen Estabrook of Florida, Gail Saunders of Florida, Sandra Saunders and her husband Alan Savage of Onondaga Hill and Marilyn Saunders and her husband Dan Culkin of Onondaga Hill; along with many

nieces and nephews.

A funeral service in celebration of Michael’s life will be officiated by Pastor Michael Kerlin on Friday, April 12, 2013 at 10 a.m. in the Thomas J. Pirro Jr. Funeral HOome, 3401 Vickery Rd. (corner of Buckley Rd.) North Syracuse. Burial will follow at Onondaga Valley Cemetery. Family and friends may call at the Thomas J. Pirro JR. Funeral Home on Thursday, April 11, 2013 from 3 to 7 p.m.

These jobs are great for our company, but I dread them because I end up spending hours — even days — putting together Certified Payroll reports

and managing the different wage rates and fringes. Is there anything I can do to make this easier? And maybe even get my evenings and weekends back?

can definitely cause a few headaches. And if you’re using generic, off the shelf accounting software, that’s really the only way to get these reports done. But the good thing is that there are solutions out there that will help you complete these reports… and get your weekends back.

One of your options is construction specific accounting software. A good program will allow you to set up prevailing wage tables to include pay rates and fringe benefits based on a specific prevailing

wage jurisdiction. During job setup, you can designate a jurisdiction and the software will maintain the prevailing wage rates, which will automatically default in when you run payroll for that job. You can then automatically generate a certified payroll report based on the data you entered while running payroll.

Another option is a construction specific payroll service — yes, they do exist! They work very similarly to construction specific accounting software and,

based on the setup of the job, will automatically default in prevailing wage rates and fringes. A good service will then generate these reports automatically for you — sometimes it’ll even be free with the service.

So there are solutions for making certified payrolls easier and saving time! Do some research into construction-specific accounting software and payroll services to see what the best solution for your company might be.

A National Worker’ s Memorial Day in 2013?

Virginia's hilltop memorial honors VDOT workers who served the commonwealth with their lives.

Legislative resolutions often have a way of cutting to the chase when it comes to addressing an issue.

While they have little or no ability to serve as law, they do call attention to important aspects of life in our communities. One example of this is in Pennsylvania were a permanent Worker’s Memorial Day is under consideration in a somewhat official way.

PA State Representative Pam Snyder, is a prime sponsor of a resolution to designate April 28, 2013 as “Workers’ Memorial Day” in Pennsylvania. Snyder is on the Labor and Industry Committee. Her resolution conveys some of the following ideas as it honors those who have lost their lives while working to serve the citizens of the commonwealth.

PA Resolution The text of the resolution reminds us that every year on April 28, communities and worksites honor friends, family members and colleagues who have been killed or injured on the job. The Federal Bureau of Labor Statistics reported in 2011, more than 4,600 workers suffered fatal workplace injuries and nearly three million individuals suffered nonfatal work related injuries and illnesses. Experts estimate that at least 50,000 deaths occur annually because of occupational diseases. In 2011, the year that the transportation and warehousing industry sectors and the construction industry sector had the largest number of deaths, 186 workers encountered fatal workplace accidents in Pennsylvania.

Official ceremonies like this one could become a national event where workers who have lost their lives on the job can be remembered.

“While news reports often focus our attention on disastrous workplace events, most of these workers die individually with little public attention. It is appropriate to honor the memory of the courageous and dedicated members of Pennsylvania’s labor force who have been injured or disabled or have died as a result of workplace accidents,” the proclamation states.

Other States honor those who died Workers Memorial Day has been around in several states for two decades in one form or another. There, workers are honored in a variety of ways. In New Hampshire, for instance, Brian Mitchell tells Hard Hat News that he’s been involved with New Hampshire COSH (Coalition for Occupational Safety and Health) for 15 or 17 years.

“When I first started, we used to do a press conference at the State House,” he says. “I really didn’t enjoy that because there weren’t a lot of people listening and there wasn’t a lot of press coverage.

When I took over as Director of COSH, we started having a dinner. With the dinner, we attempt to find family members of the fatalities. This year, we were fortunate in finding the father of one of the workers who got killed. The father is attending the affair.”

Mitchell says that a large Washington contingent used to be on hand as well as one from the OSHA Concord office to show support. As it stands presently, he says, “we have a meal, we have a few speakers, and we have a memorial plaque to which the most recent fatalities’ names are added.” Fourteen names are being added this year. Mitchell says NHCOSH also maintains a newsletter which is essentially “a year long obituary.”

I asked about his knowledge of memorial activities in other states, and if he thought there would ever be a national unity to the effort which now only involves 31 of the 50 states? Mitchell’s reply was encouraging.

Occupational Safety and Health,” he says. NCOSH is made up of 16 or 17 COSH groups from around the United States. What we’re trying to do is promote Workers’ Memorial Day, and we have partner groups that we work with. One group is called United Support for Memorial Workplace Fatalities. These are family members of fatalities, and they provide support to people. They also travel to Washington and state capitols to lobby for better safety laws.”

A video on the NHCOSH website entitled Sixteen Deaths Per Day highlights the daily average of lives lost on the jobsite in the United States. Mitchell says that the attention given to this problem is not taken as seriously as it could be. For example, he illustrates the point by saying that if you willfully violate a health and safety law, and somebody is killed as a result of that, “it’s a misdemeanor.” In contrast, he says someone can go out on the weekend, and shoot a deer without a tag, transport it across state lines, and that is a felony punishable by five years in prison.” The disparity is obvious.

National Workers’ Memorial Day? April 28th was designated as Workers’ Memorial Day, “and that goes back to the late 1970s or early ‘80s. This has been a day to think about and remember those who have been hurt or killed on the job,” says PA AFL-CIO editor Jim Deegan. “It is also a time to emphasize and focus on the need for job safety, not only for regulations to ensure that jobs are safe. I’m talking about throughout the industry; farming, too, as a matter of fact,” thinking of silo accidents and machinery incidents as areas of concern.

“When people are killed it’s because something or someone isn’t performing safely. They are not following industry recognized safety standards. If you work in a steel mill there are certain things that you do not do. This is recognized across the entire industry.”

April 28th events, services and ceremonies are observed by areas. They are usually underwritten by central labor councils. “There were about a dozen events in Pennsylvania last year including those in the Philadelphia area. That includes things like marches and maybe a symbolic funeral march with a casket and wreath to commemorate a workplace tragedy. It endeavors to keep your mind focused on the fact that what you do at work (needs to be keeping) safety in mind at all times. Don’t take the shortcut,” says Deegan.
