Rural broadband in a socially distant world There is only one thing on people's minds in the last couple of weeks, COVID-19. I believe it is prudent to look at other country's responses as an indicator of what is in store for us here in the United States in the coming weeks and months. One of the social distancing strategies that is work-from-home strategies is being widely touted, also known as telework. Not all professional industries are designed and able to take advantage of teleworking. But most office type work is suited for a telework experience.

600,000 Unconnected Virginians The ability to telework is only as good as the broadband available to your home. I've written about the lack of robust broadband infrastructure in rural communities, and there are many advocates in our local community that are continuing
the fight to make improvements. Laura Loveday (Culpeper Grant Administrator) is still fighting the good fight by submitting arduous amounts of paperwork for the VATI Grant system. Something Culpeper was NOT granted in the latest round of funding. Christopher Ali, Professor at UVA, is writing the book on the impact of the inadequacies of access to broadband in rural environments. I suggest you follow him on Twitter for updates on his forthcoming book. There are still more than 600,000 Virginians without access to broadband internet, according to the Commonwealth Connect — a number that has not changed since I initially reported on it back in August 2019. Schools in the region are already shut down between two to four weeks. Employees are told to stay home. If your area doesn't have broadband, how are you supposed to accomplish anything? If classroom teaching moves online, how are students supposed to access courses? Telehealth is also becoming more critical as governing bodies are
looking to expand it. NYU Langone Health has a Virtual Urgent Care service in use for this purpose. Potential patients are being told to stay home and contact a clinician remotely if they are experiencing flu-like symptoms. Mobile hotspots using your phone may be the only pocketbook busting choice that you may have. What are the ISPs doing? Make no mistake; expanding the infrastructure is not on the horizon. There aren't any emergency plans for internet connectivity in place for emergencies of this nature. It's up to the ISPs and the FCC to make things more tenable. Comcast is removing its data caps, opening up the Xfinity WIFI for free (note you have to be in public spaces to access). Comcast has also agreed that there are no disconnects or late fees for missed payments, and low-income families are eligible for a $9.95 essentials plan for 60 days. Sprint and T-Mobile are increasing their data caps on their mobile plans. I have not seen information related to data caps for AT&T and Verizon Wireless mobile plans.
All mobile carriers have agreed to honor waiving late fees and no disconnects with so many more people at home. You should check with your mobile provider to see what options are available to you regarding payment and data plan caps. Make the Best of Telework If you have not experimented with telework in your company, I encourage you to start working on an implementation strategy today. That’s what April Achter, MPH Population Health Coordinator for the Rappahannock/Rapidan Health District, told last week’s Healthy Culpeper gathering in explaining how the pandemic, which started late last year in China, will affect the area over the next few weeks and months. “Our water supply should not be affected … we have no reason to believe our electricity will go out,” she said. “You need to get enough supplies to last you for a few days, but we don’t want to overreact. The decision to go the emergency room should always be based on symptoms, regardless of cause. If you have symptoms that are concerning, go to the ED where you think you have coronavirus or the flu or
anything else. “We’re trying to flatten the [exponential] curve,” Achter said. “What that means is that even we think coronavirus will come, we think it will impact our community, if we can slow it down it is much better for everyone in our community. Because slowing it down means we spread out the demand on our resources. That’s our No. 1 goal.” She added that people can keep with the latest news and advisories regarding coronavirus by visiting virginia.gov or the Rappahannock-Rapidan Health District at rrhd.org. People can also call 1-877-ASK-VDH3 (1-877275-8343) for general questions. “I can’t stress this enough,” Achter said, “go to reputable sites for information.”

Help, relief available during virus lockdown By Pat Fitzgerald For the Culpeper Times As the COVID-19 coronavirus shuts down everything from schools to church services to dine-in restaurant service, many local government and service organizations are helping to ease the burden on those most affected by the disruption in day-to-day life. Drive-through breakfast, lunch for all CCPS students Culpeper County Public Schools is offering drive-through breakfast and lunch service for all CCPS students at Emerald Hill Elementary School, Pearl Sample Elementary School, and Sycamore Park Elementary School. Breakfast service will be from 8-9 a.m. and lunch will be available from 11:30 a.m. to 1:30 p.m. In addition, Culpeper Human Services will be offering breakfast and lunch service to the youth of Culpeper County at the GalbreathMarshall Building. Breakfast service will be from 8 a.m. to 9 a.m. and lunch will be available from 11:30 a.m. to 1:30 p.m. Children must be present to receive meals.
Salvation Army helping to fight cabin fever As the coronavirus spreads across the United States, the Salvation Army is helping kids treat cabin fever, and providing safe access to food and commodities. The Salvation Army is delivering boxes of fun to treat children for cabin fever. Each box contains art supplies, board games, activity sheets, candy, and children’s devotions. Volunteers will build the boxes on Thursday, March 19, and Lieutenant Rachel Martin will deliver boxes of fun to the first group of children on Thursday afternoon. The first target population are children who participate in The Salvation Army’s weekly children’s program, Youth Downtown. Next week families in need will be able to pick up boxes of fun from The Salvation Army pantries while supplies last. The Salvation Army pantries provide free food and commodities to clients one on one. This method is especially helpful to those who would like to avoid large crowds. Our social worker cleans the client area every hour. The Culpeper
pantry in The Salvation Army Center for Worship and Service is at 133 E. Culpeper St., next to Uncle Elder’s BBQ, and is open Tuesday and Wednesday from 9 a.m.-3 p.m. and Friday from 9 a.m.-1 p.m. Culpeper Human Services offering help to many groups SNAP applications may be obtained at Culpeper Human Services located at 1835 Industry Drive, Culpeper, or on-line at www.CommonHelp.gov or staff will mail one to people the same day they request it. An application may also be filed through the DSS Call Center at (855)635-4370. Culpeper Human Services encourage sanyone in need of supplemental food assistance to submit an application for evaluation of eligibility. Culpeper Human Services opened a central operations center and be the central point of contact for those needing emergency assistance in the County of Culpeper. They must be a Culpeper resident to participate. The contact number will be the same as the First Call for Help
phone at (540) 229-3816. During the next two weeks, call this number if you need food or other assistance. The phone will be answered during the workweek from 9 a.m. to 5 p.m. The central operations center will also take calls at (540) 7270372, extension 443 for anyone in the community wishing to help or to volunteer so that it has a central registry of volunteers in the event of the need to have people assist with food distribution/delivery. Culpeper Human Services is asking that anyone wishing to make a donation for food to those in need, to donate to the Culpeper Food Closet, located at St. Stephens Episcopal Church. Local Cub Scouts from Culpeper Pack 550 spent February and March collecting donations and goods for the Culpeper County Public School Elementary Clinics. Steele providing relief to many through AquaStretch at Powell
By Amy Wagner Contributing Writer It’s getting deep at Powell Wellness Center as AquaStretch practitioner Sharon Steele gets into the muscles to provide almost immediate relief to pain and stiffness. AquaStretch calms the fascia, a sheet of connective tissue under the skin that protects and stabilizes muscles and organs in one’s body. Sessions are provided on an individual basis, for 30 minutes, in shallow, warm water. Available to members and non-members of Powell Wellness Center, interested clients can sign up at the front desk. Steele, who has been teaching fitness for 42 years, got certified as an AquaStretch practitioner in 2012. Her certifications are extensive and include Aquatic Exercise Association (AEA); Athletics and Fitness Association of America (AFAA); Aquatic Therapy and Rehab Institute (ATRI) and BackHab; Arthritis Foundation; and Bio Exercise Coach. Steele’s main purpose in pursuing AquaStretch training was that she wanted it to be available to the community. “We have the best facility as far as a therapy pool and it fit perfectly with the needs of the community,” she said. AquaStretch is recommended for people who have had joint replacements, experience lower back, shoulder or knee pain or stiffness, or for athletes. Steele said AquaStretch is appropriate for everyone though a physician note is required following surgeries. A basic AquaStretch process consists of four steps. A client is asked to freely move the part of the body that is experiencing pain
or stiffness. They are then asked to freeze in the position where they feel their pain or stiffness. Steele then applies pressure on the area of restriction. Lastly, the client is asked to move again, while pressure is maintained, which results in the pain or stiffness being relieved. This four-step process is repeated until the client cannot find any pain or stiffness in their movement. A highly effective means of relief, Steele recommends interested clients to sign up for at least four sessions initially and then “frequent tune ups” as necessary. During a recent AquaStretch session with client Briarly Rogers, 63, Steele used a suspended move called water dancing to perform spinal relief and alignment. “Oh my gosh, this is wonderful,” said Rogers, in a supine position while Steele moved her spine in shallow water. “I feel like a cooked noodle,” she said, smiling, at the end of her session. Rogers has done personal training with Steele since September of 2017, primarily for lower back pain. “Personal training is the only thing that makes my back feel good,” said Rogers who has had previous AquaStretch sessions with Steele for Iliotibial (IT) band release. Steele recently stressed the importance of healthy fascia, likening it to water. “When it’s healthy it flows, and when it’s unhealthy it creates all sorts of problems,” she said. A 30-session for PWC members is $45; for non-members the cost is $55. Sessions can also be purchased in packages of four or more. Clients do not have to be able to swim to attend.

CCHS students raise money to build well in Uganda By Pat Fitzgerald For the Culpeper Times While local school children are at home because classes have been canceled due to the coronavirus, many school girls halfway across the world aren’t lucky enough to go to school because they’re too busy fetching clean water for their family. Two Culpeper County High School seniors are hoping to help with that situation through a Walk4Water event next month at the CCHS track. And although it’s looking more and more likely that the event won’t be able to take place, Kasey Mize and Amy Thelin are already close to their goal of raising $10,500 to help drill as fresh water drill in the village of Pajangango, Uganda, to give 10,000 people access to a safe water source — and help girls there attend school. “About three years ago I met with my with aunt … and she has been traveling to Uganda for 10 years now, mostly on medical outreaches through this organization, it’s a nonprofit, called Hope4Kids International,” Mize said. Mize was
there as part of the Dress a Girl project to sew dresses and dolls for young girls in Uganda. “This is really important, because culturally if they don’t have a dress that covers their dress code, which is below the knees, young girls aren’t allowed to go to school or church. … That was really inspirational for me,” she said. “Last summer I had the opportunity to travel with my aunt to Uganda and take the dresses myself and deliver them,” Mize said. “It was really an amazing experience. I got to do a lot of things while I was there. … I also witnessed a well dedication. And that was mind-blowing. I had no idea the need there.” “The girl’s job in the family is to travel up to 3.7 kilometers to fetch water,” said Thelin. “And the water sources they have are full of disease. They’re just basically small mud puddles and they’re just full of feces. These girls, when they travel there, they’re subject to predators — animal and human predators. A total of 142 students from third to seventh grade participated in the annual Math 24 competition held last Wednesday afternoon at Floyd T. Binns Middle School. The fast-paced competition challenged the students' fundamental math skills; addition, subtraction, multiplication, and division. The well, in addition to the public health and safety aspects, just frees up their time so that the women can be more productive, maybe even work. “The main goal these girls were focusing on were the younger, school-age girls who would then have the ability to get an education, which is really the only way they will ever break out of that,” she said. “That’s the key.” Kasey Mize said she was trying to think of a way to bring it back to Culpeper and raise money for a well. “Amy, who is the NHS president this year, actually approached me after reading the blogs I was keeping while I was on the trip, and said, ‘Kasey, I think this something we can do through our school,’ which is an avenue I hadn’t even considered. “Walk4Water is kind of a Relay for Life-style event,” Kasey Mize said. “It was … well, it is … going to be held at our CCHS track and it

VIEWS In a crisis like no other, one thing is certain: We’ll get through this Culpeper Times Unbelievable. Crazy. Surreal. As powerful as the English language is, there are no words strong enough to describe the past two weeks. The first coronavirus case was reported in Virginia on March 7. Since then, to say the world has turned upside down is an understatement. Within 10 days, Virginia had 51 cases and its first two deaths from the disease. Now more are infected, a number that will keep rising before the tide is stemmed. Events are moving so fast, it’s difficult even for those of us in the news business to keep up. Many public gatherings were postponed, then canceled. We were told to avoid being around more than 250 people, then 100, then 50, then 10. At this point, it’s tough to have
visibility as to when life might return to normal – but it will. As with any crisis, heroes emerge. The doctors, nurses and other staff at our local hospitals who literally put themselves in danger every time they treat a patient — and whose work may, unfortunately, just be starting. So many folks we may take for granted in normal times are providing essential services and stability during these troubling times: Our county government officials and employees, our sheriff’s deputies, our volunteer fire and rescue companies. And our fellow small business owners and workers, who are trying to serve their customers when the only certainty about the future of their business is uncertainty. At the Culpeper Times, we are doing our best to keep you up to
date on the latest developments — in this week’s paper and continuously online. In the 10 days since the first case was reported in Virginia, nearly 600,000 visitors went to our parent site InsideNoVa.com — three to four times our normal traffic. We believe our role as a news organization is to connect our community — to each other, to critical information and to local businesses. Help support small businesses during these trying times We’re entering uncharted territory. Last week, Gov. Ralph Northam declared a state of emergency in Virginia in an effort to help curtail the spread of COVID-19, the Corona virus. Here, at the Culpeper Chamber of Commerce, we quickly heeded the governor’s calls for caution and promptly postponed all our events scheduled through the end of March. Our State of the Community originally scheduled for March 25 has been pushed to May 13 at 7:30 a.m. at the Country Club of Culpeper. We have postponed the scheduled

Meet the President/CEO mixer until a later date, and we’ve held off on our scheduled ribbon cuttings for the month. Since then, the Center for Disease Control has announced a recommended eight-week moratorium on gatherings of more than 80 people. That puts our April Women’s Lift event into jeopardy, and we expect to announce a new date for it soon. Certainly, postponing these events are an inconvenience but they don’t affect the day-to-day operations of the Chamber. However, our local small businesses are being harmed by the effects of the virus and we urge the community to continue to help our neighbors. Restaurants have had to cease serving meals in their dining rooms, instead offering only take out or delivery. Some are offering curbside service for custom-
ers to help alleviate fears. We’ve heard from other small businesses that they worry about the unintended consequences a self-quarantine presents. One of the solutions we’ve heard, which we wholeheartedly endorse, is to purchase gift cards for small businesses now – and utilize them once everything returns to a sense of normalcy. On Pepper’s Grill Facebook page, the business encouraged the public to purchase gift cards as more and more people practice social distancing. “While we will survive, many will not. Due to a decrease in dining out, we may have to cut our staff hours which will reduce their pay,” a post on their page read. “Worst case scenario, we may be forced to close our business for a few days if the virus ➤ See Say, Page 12

Following arrest, police stress locking doors On Feb. 10, the Culpeper Police Department received multiple reports of larcenies from and tamperings of unlocked vehicles throughout the Highpoint Subdivision. During the course of the investigation conducted by Culpeper Police Department detectives, it was determined that a group of unidentified individuals was responsible for the tamperings and larcenies. This group canvassed the neighborhood, checking whether vehicles were locked or unlocked. Only unsecured vehicles were targeted for the tamperings and larcenies. Detectives were able to positively identify one suspect and obtain warrants. On March 10, an off-duty officer observed the suspect walking in the Town of Culpeper. Culpeper Police Department detectives and members of the Street Crimes Unit located the suspect in the 1200 block of Belle Avenue and he was taken into custody without incident. As a result of this investigation, the Culpeper Police Department has charged Daiquan Thompson, 21, of Culpeper with one count of felony Grand Larceny, three counts of misdemeanor Petite Larceny, and
eight counts of Vehicle Tampering. Thompson is being held without bond at the Culpeper County Jail. “Larcenies from vehicles and vehicle tamperings are almost always crimes of opportunity,” Culpeper Police Department Chief Thompson Chris Jenkins said. “It is one of our most common crimes during warmer weather and it is also one of the most preventable. Criminals are always hunting for easy targets and what’s easier than an unlocked car with a purse left inside? Or a wallet, an iPad, or a firearm,” he asked. “Our department receives

It's election year — AGAIN Just when you thought the election season was over with the statewide elections in November, it’s time again to endure political rhetoric, campaign signs, mailed brochures, contentious debates and visits by unknown persons to your door touting the virtues of one candidate above the other. I don’t know about you, but I am tired of these endless campaigns. The presidential campaign for 2020 began Nov. 9, 2016, months before President Donald J. Trump took the oath of office. I still see the occasional Trump/Pence 2016 bumper sticker on a car and a few 2016 campaign signs along county back roads. For months, a field of what seems like dozens of Democratic presidential wannabes have been attacking each other and making outlandish promises that they cannot keep or we cannot afford. But that is the nature of politics. In 2016, Trump promised to revive the country’s steel industry, manufacturing and automotive plants. Unemployment is low and the stock market is up; well, it was until recently. Some of the Democrats are promising Medicare For All. That sounds great since everyone needs health care but at what cost? It’s a vicious cycle. Campaigns used to be much shorter, but in this day of social media, attack ads, debates and 24-hour news cycle the campaign season goes on forever. Before officials are sworn in, no matter which party, the critics are in full voice before the newly elected official has cast a vote on anything. It really boggles the mind. During the November state and local elections, the Yard Sale Queen received three notices in the mail from some outfit in Richmond urging her to vote. The mailing stated that she had not voted in the 2016 general election or in the 2015 election. Wrong! We went to the polls together and voted almost side-by-side to cast our ballots. More misinformation and from what source? Then there is social media which spews attacks, some unsubstantiated, designed to denigrate the opponent to the point of
mudslinging. Would candidates please quit sniping and offer some realistic plan for the betterment of the country or community? Campaigns now seem to focus on the negative. Campaigns in a word are downright nasty. It’s OK to tout your qualifications and certainly point out why you think you are more qualified than the other candidate. But being nasty is getting really old. One thing is certain — partisan politics has paralyzed government’s ability to function. Gone are the days when politicians reached across the aisle to forge agreements on important issues facing constituents. The Republicans and Democrats should don red and blue hats emblazoned with “The Party of No.” depending upon which party is in charge. It’s disgusting because the citizens are the real losers. Those are the same citizens who cast votes for change. So, what changed? Not much, if anything. The presidential campaign rages on with no clear agenda and constant sniping. In the Seventh Congressional District, a Republican candidate, one of many, emerged last April to challenge the Democratic incumbent who was just three months into her first year of her two-year term. I am already being bombarded by campaign literature for this candidate wannabe — she hasn’t been named as her party’s candidate yet. I could tell her, if she bothered to ask, that all this negative literature and constant mailings aren’t helping her cause. Since the presidential campaign is heating up and the Democrats are winnowing the number of candidates to a manageable level through caucuses and primaries, campaign signs will start popping up on the landscape faster than spring weeds. I can’t wait. Wouldn’t it be nice if some company would formulate Campaign Sign Roundup? Of course, it could cause cancer. That would lead to more infomercials from legal firms about how to get part of a court-ordered settlement. For the next eight months, prepare to be inundated with mailed political ads, unwanted door hangers, visits from candidate volunteers and acerbic vitriol in social media. I love political campaigns.
