Culpeper Times Staff Reports A peaceful protest and march against racism and police brutality — and in honor of George Floyd, a black man who died Memorial Day at the hands of police in Minneapolis — drew 700-800 people to Yowell Meadow Park and downtown Culpeper last Saturday evening, according to local law enforcement. Culpeper Police Chief Chris Jenkins and Maj. Chris Settle walked together with clergy, elected officials and residents while officers ensured everyone's safety during the march, the Police Department stated. It was the second peaceful protest in Culpeper in a week. About 50-75 people lined the sidewalks at the intersection of Main and Davis streets in downtown Culpeper last Monday evening, chanting “No Justice, No Peace,” and “Black Lives Matter.” Numerous passing motorists honked their horns, seemingly in support of the protesters. Unlike in other cities, the atmosphere was not tense and the event was totally nonviolent. The gathering appears to have been organized spontaneously, in reaction to a Facebook post from Culpeper salon owner Brooke Hatcher, who was seeking to raise awareness. “I love my town,” Hatcher said. A Local Student’s Sentiment “My heart is deeply shattered for George Floyd and his family. My heart is also shattered for Eric Garner, Walter Scott, Eric Reason, Christopher McCorvey, Sandra Bland, and many more that have suffered injustices in America,” Eastern View High School graduate and former Homecoming King Jaevan Jenkins stated in his Culpeper Youth Council profile for the Culpeper Times. “Racism is still alive in America to this day, just because it doesn’t happen to you that does not diminish the fact

As we all know globally, there have been multiple protests going on. A protest is a statement or action expressing disapproval of or objection to something. There is no right way to protest. Don’t be quick to pull up a Martin Luther King Jr. quote about how he wanted peace when he paid the price for his ‘peace.’ “As well as the black peaceful protesters that were attacked and drove away by the same law enforcement that was supposed to protect us (Bloody Sunday, 1965). We get ridiculed when we put a knee down, we get ridiculed when we peacefully protest. There is nothing we can do without us being labeled as ‘thug’ or ‘terorrist.’ We often get the title, ‘angry black man/woman.’ “Look at everything that has happened to us … Do we not have the right to be angry? Upset? Tired?

Till this day, we are still fighting for the rights our ancestors fought for. BASIC RIGHTS. We shouldn’t have to scream ‘NO JUSTICE, NO PEACE.” “The moment George, Sandra, Trayvon was m u r d e r e d , Justice should’ve been served. Instead, there are murderers still walking the Jenkins street, murderers getting short sentences, murderers getting acquitted. That’s why we yell Black Lives Matter. Black Lives Matter was never made to show superiority over one race. Black lives matter was created for people to understand that BLACK LIVES MATTER! “Saying all lives matter as a result of someone saying Black

lives matter is just a spit in the face to all the black men and women who have lost their life due to the injustices we constantly face. We are tired of having to explain to people that our life matters, We are tired of having to protest our basic human rights, and most importantly, we are EXHAUSTED of people telling us how we should and shouldn’t feel. “We wanted you to sit down and listen to us, listen to our pain, listen to our stories. The pain and sadness you feel from listening to us, amplify it 100%. Then you will get a quarter of how we feel. Before I go, you are either anti-racist or racist. There is no ‘neutral.’ Staying silent on the matter will just cause more harm than good. This isn’t about color, this isn’t about cops, this isn’t about politicians. This is Everyone against racism. Which side of history will you be on?

Growth out of choas It was an utterly chaotic situation. As a college student, I was also an RA, a Resident Assistant. I was responsible for one floor of a dormitory of collegiate young man. On one spring Saturday night, there were all kinds of parties going on around campus, and they got out of hand. The drunkenness and disorderly conduct caused a riot like atmosphere, as vandalistic behavior took center stage. The climax of the evening was cemented when the arsonist instincts of a couple of wayward students caused the incineration of the press box at the football field. I don’t believe I have ever run so fast to investigate an incident, wondering why others would resort to self-imposed devastation. Thankfully, local police and fire responded. And after the incident, the college got a little more serious about security. I learned that it

didn’t take much for things to quickly escalate. Chaos, that experience of disorder, confusion, and the feeling of being “out of control” is what we’ve encountered in the last few months. Whether it’s been the fear, anxiety or disillusionment over the COVID-19 Pandemic, the heartbreak of more than 40 million people unemployed, or the horrific act of police brutality and murder in Minneapolis, opening the wounds of racial injustice which have ensued protest, looting and vandalism. Chaos does abound. But what will be the result? We must be so careful that this chaos does not incite more anger, strife, hate and lawlessness. When we allow and act upon the darkness which tries to infiltrate our inner hearts, it will not only affect others, but will profoundly alter our own lives as well. Many years ago, I was following a large SUV. When we came to a traffic light, I admittedly drove too close to the vehicle, but it did not touch. The SUV had a beeping mechanism when an object became in proximity, so as we came to a

stop, the driver came bounding out of her SUV, ready for a fight. As she looked at the slight distance between our vehicles, the individual began to yell and scream at me out of disgust. I apologized profusely for my actions, but it was to no avail. She went back to her vehicle, slammed the door, and left as the light turned green. I was at fault for sure. But after being a tad shaken, I really wondered what the anger had achieved. And that’s the question which faces the nation at this vary time. Is it possible to realize growth out of chaos? And the answer is yes. As it is written in I Corinthians 14:33, “For God is not a God of confusion, but of peace.” Even in Chaos there is opportunity. When the people of Jerusalem had turned away from the Lord by worshipping false gods and idols, God sent prophet after prophet to convince them to turn from their wicked ways and come back to the Almighty. But they refused. And the ramification for their actions was the destruction of the city, temple, and their enslavement in Babylon. While other false prophets said

that this bondage would be shortlived, God’s prophet, Jeremiah, made it clear that it would last. There would be growth in chaos. As the Lord said through the prophet in Jeremiah 29:5-7, “Build houses and live in them; plant gardens and eat their produce. Take wives and have sons and daughters; take wives for your sons, and give your daughters in marriage, that they may bear sons and daughters, multiply there, and do not decrease. But seek the welfare of the city where I have sent you into exile, and pray to the Lord on its behalf, for in its welfare you will find welfare.” Even with all the dis-ease around us, may we be people whose hearts are not entrapped by the god of this world, but be engulfed by the God of heaven and earth, which is Jesus Christ. The Savior who continually calls us to live as people of peace, love, forgiveness, kindness, generosity, service, reconciliation and hope. Because as we strive to be for Christ-like in our own living, it will dramatically change the nation that we are a part of. Even in chaos there can be growth.

Pulmonologist sets up shop in Culpeper By Pat Fitzgerald For the Culpeper Times After many years without one, Culpeper County again has a pulmonologist providing local services. Dr. Petra Thomas, a boardcertified pulmonary disease specialist, set up shop last week at the Wellspring Specialty Services at Norvant Health UVA Culpeper Medical Center. And though not related to the COVID-19 pandemic, having a local lung specialist is a blessing for many. “This was an opportunity that came across when I was looking for opportunities,” said Thomas, who sees patients at a rehabilitation hospital in Aldie in Northern Virginia as well. In Culpeper, she’ll see patients on Mondays, Wednesdays and Fridays. “Word hasn’t gotten out quite yet, but I’m sure when it gets out I’ll be quite busy,” Thomas said. She graduated from Temple University of Medicine and completed residencies at Howard University and Washington

Medicine at George Washington University. In addition, she works with the Department of Labor in its Black Lung division, helping miners who have been exposed to toxic fumes. “A pulmonologist, otherwise known as a lung specialist, takes care of all sorts of respiratory diseases,” Thomas said. “Those commonly known are asthma, COPD, pneumonia, pulmonary embolisms — anything lung related, lung cancer, smoking.” Thomas looks back on her days of working with ICU patients and the critical moment she decided to take on a specialty. “[ICU] has a nice mix of all the specialties with a little bit of an adrenalin rush, which I found after 20 years I didn’t really need anymore. … Doing ICU for that long got to be a little bit much, lifestyles-wise,” she said. “Pulmonary is a natural outflow of critical care. I went into a pulmonary fellowship, loved it, did critical care and then joined a practice at St. Mary’s in D.C.” Now, her focus is more on helping people by practicing everything

from tele-medicine to in-patient procedures. “I was looking to get back into an office setting but not set up my own practice,” Thomas said. “I know my limits and I’d rather be here, provide a service and not have to worry about all the stuff that goes along with it.” With more than 25 years of experience in her field, Thomas said her goals with her practice have always been to improve patient outcomes and improve quality of life while working through various processes. She encourages her patients to take an active — and responsible — role in managing their health challenges. It’s been a key component in her practice. Now, COVID-19, which affects the lungs more than anything else, has become another challenge. “COVID right now is a big part of what I do,” she added. “It’s just the nature of the epidemic. COVID-19 causes Parks & Rec to get crafty By Pat Fitzgerald For the Culpeper Times The COVID-19 crisis has caused Culpeper County Parks and Recreation to get creative this summer. As a result, staff have come up with some crafty ideas. “Normally we have a full course of swim lessons and summer camps going on, in addition to once-a-week activities for arts and crafts and stuff like that,” said Tabitha Riley, Parks and Recreation program and facilities supervisors. “Now we’re pared down to virtual classes.” As restrictions get loosened in the wake of the coronavirus, Culpeper Parks and Recreation plans next month to offer more outdoor programs, as allowed by Gov. Ralph Northam. In the meantime, local staff are getting creative by necessity. “We’ve got the virtual craft classes; we’re still in the process of filming some more,” Riley said. “We have additional ones planned to be filmed.” With the help of Culpeper Media, some free virtual classes

Recreation has begun offering classes on making bread and cheeses (those have a fee as participants are mailed a kit). Response has been impressive, with folks from Pennsylvania to North Carolina signing up. Even classes on making pepperoni rolls are in the works. “Those will be rolling out soon,” Riley noted. “This is our first foray into virtual, so we’ve jumped in feet first,” she said. “We’ve got a part-time staff member (Samantha Whitesides); she works five to 10 hours a week. Her specialty is craft stuff,” Riley said. “So, we said, ‘guess what, you’re going in front of the camera.’ She loved it, she does theatre on the side as well so she had a blast.” Whitesides said it’s been enjoyable. “I think my biggest challenge is trying to condense all these sorts of things, skills and crafts, projects you want to convey,

maybe pack in a little art lesson there, but it’s hard to do that in 2030 minutes because viewers only have so much time to look. “I think it’s kind of a neat thing,” she added. “Tabitha came up with the idea of having the supply kits available so they can go along with it.” Andrew Hardy, Culpeper County Parks and Recreation director, said his department is working with Culpeper Media to make compelling production. “This is not your standard recorded with your iPhone,” Hardy said. “Even the camera angles from crafts class, you’ve got forward-facing cameras, then above, you get the areal perspective, what Samantha’s doing with her hands, so it really brings the beauty into the experience. Riley said it’s definitely a learning experience, but something Parks and Recreations plans to continue offering. “We’ve had a good response for it. … In the fall, we want to be able to offer in-person classes and virtual classes because some work better for people’s schedules,” she said. “We’re doing our best to stay as relevant as possible and make sure we’re providing services for the community.” “I think in light of everything that’s going on, our department really rose to the occasion and saw that there is a service level that residents still expect,” Hardy said. Culpeper is unified in love FINAL SAY ON BUSINESS

It’s a fourletter word I utter a lot — Love. The Love sign in Culpeper isn’t just a tourist attraction – it’s a way of life. Our nation has been rocked by racial unrest following the death of George Floyd in late May. There have been violent protests, unrest and uncertainty. Thankfully, in Culpeper, love has unified. Yes, we had two protests last week, but both showed residents can be passionate, angry and hungry for change while still being peaceful. Here we can support our African American brothers and sisters, their businesses, their nonprofits and continue to support our law enforcement. We have seen how our local law enforcement embraced the protests and helped them – through love and understanding. We, at the Culpeper Chamber of Commerce, believe in love. We believe in helping everyone no

matter their race, religion or creed. We believe in inclusivity, diversity and community. On a personal note, I’ve worked very hard as a father to shield my three little girls from hate and evil. As we came back from a long walk that led us through Yowell Meadow Park the other day, we turned up Sperryville Pike. My oldest, Mady, stopped as she read the chalk scrawled on one of walls that line the busy highway. “Black Lives Matter, justice for George Floyd” and more adorned the concrete. I could feel the wheels turning in her brain as she looked up at me,

tears started to fill her innocent eyes. The questions streamed like those teardrops forming on her cheeks. “Who’s George Floyd?” “Did he die?” “Why would that officer do that?” “But Dad,” Mady asked, wiping tears from her face, “you’ve always taught us to go to law enforcement if there’s a problem – they are the helpers. Why didn’t they help him?” It’s heartbreaking telling a young child that yes, evil and hate exist in this world. However, it was reassuring hearing myself tell her that in Culpeper, we are ruled

It’s been heartwarming to see our younger generation be the one enacting change, to see the young organizers of the peaceful march last Saturday stand up and let their voice be heard. It warms my heart to see the photo, taken by Shemika Grigsby, showing our local law enforcement and protesters taking a knee together at the love sign. Yes, there is evil in this world, but love overcomes it. That is what we need to preach. As Mady stood there, taking in the sign on 522, she turned, got back on her scooter and said “well, that’s wrong what he did, we’re all special and we’re all loved.” I couldn’t put it better myself. The next time there you confront with hate — counter it with a force that is more powerful. Love. That’s the Culpeper I know, and I love.

$34,750 in grants awarded for COVID-19 business relief Culpeper Renaissance Inc. has announced that a total of $34,750 in grants was awarded to 22 downtown businesses through the CRI COVID-19 Culpeper Downtown Business Relief Fund. The goal of the Grant Program is to distribute direct financial support to eligible small businesses located within the CRI downtown footprint to assist with operational costs such as rent, utilities, insurance and similar expenses during a time when they are experiencing a reduction in revenue and have limited or no cash flow. The COVID-19 Culpeper Downtown Business Relief Fund was made possible through a $20,000 Small Business Support Relief & Recovery Initiative grant

from the Virginia Department of Housing and Community Development and a $10,000 grant from the Northern Piedmont Community Foundation Emergency Response Fund. In addition to the grants received, CRI allocated all donations made during Give Local Piedmont to the relief efforts totaling $4,750. “CRI would like to thank the Virginia Department of Housing and Community Development, Northern Piedmont Community Foundation, and all of those who gave so generously during Give Local Piedmont,” said Jessica Jenkins, CRI executive director. “The community support for our downtown businesses has been heart-warming and very much appreciated.”

EVHS graduates receive $571,795 in scholarships The Eastern View High School Class of 2020 received more than $571,000 in local and outside scholarships, school officials have announced. Members of the senior class at Eastern View were awarded $59,595 in local scholarships during a virtual convocation ceremony on May 12. Students have received more than $512,000 in outside scholarships, school officials said. “I’d like to express my sincere gratitude for the generous scholarship(s) each organization awarded to our students,” said EV Principal Dr. Felix Addo. IRA retirement plans — directing the dollar ESTATE STEWARDSHIP

Every. Single. Dollar. Matters. Truth! you Katherine Charapich areWhether on the front lines in a hospital fighting against COVID-19, essential law enforcement and rescue personnel, one of the treasured small businesses that comprise the fabric of America’s Main Streets, provide professional services and have “re-tooled,” or have been fired or furloughed due to constricted commerce, that dollar in your pocket seems so very precious. Now, more than ever, there is a weighing of how far a dollar can be stretched to provide even the basics of shelter, food and clothing. Consider taking control of what you can. For those who need to put estate planning documents in place — do so. For those who need to review their current estate planning documents – do so. Don’t stop there ... examine every aspect of your estate portfolio, including the deeds to real property, cash and savings accounts, wealth management accounts, business assets, life insurance policies, longterm care policies, and your tangible personal property (the items you can physically touch). When conducting a thorough inventory of your assets, look closely at your wealth management portfolio, specifically your Individual Retirement Account (IRA). What is an IRA? An IRA is an investment tool that can be utilized by an individual as one plans for retirement. There are different forms of IRAs, and an exploration of each is worth a discussion with your financial advisor and Certified Public Accountant (CPA). Perhaps you name your spouse as the primary beneficiary of your IRA; meaning that upon your passing, if there are assets left in your IRA, they would pass to your spouse, provided he or she survives you. What if your spouse fails to survive you, to whom would you want any remaining assets to pass? It may be your child. What if your child is a minor at the time of such consideration? A minor child is not permitted to manage his or her funds, thus a guardian, conservator, or custodian would need to be appointed at the time of the vesting. Even though vesting occurs immediately upon your death, you may determine that you want to control — or, pre-determine, who

you trust to manage those dollars for which you worked so hard. When one wants to controlfrom-the-grave – especially when a minor child is the one for whom the money is to be used, establishing a revocable trust and naming the revocable trust as the contingent beneficiary on one’s IRA will enable the owner of the IRA to both direct to whom assets may be distributed as well as the terms of such distribution. Sounds simple enough; however, the complexities of tax implications regarding IRAs in and of themselves should prompt the owner of an IRA to consult with a CPA before taking any action related to an IRA. Enter the Secure Act (Setting Every Community Up for Retirement Enhancement Act of 2019)! The Secure Act mandates that most non-spouses inheriting IRAs take distributions within ten years. An exception to the non-spouse mandate of taking distributions within ten years is a minor child of the owner of the IRA, as set forth under Internal Revenue Code Section 401(a)(9). For example, if the owner of the IRA wanted her minor daughter to receive the benefit of the remaining assets of the IRA (as a qualified retirement plan), name who would have discretion of said distribution (a trustee), and pre-determine the parameters of such usage, naming a revocable trust as the contingent beneficiary may be a consideration. The next consideration would be whether the assets from the IRA that are distributed into the revocable trust (which, became irrevocable upon the passing of the Trustor) should be held by a conduit trust or an accumulation trust. A conduit trust is what its name implies; when assets are distributed into such a trust they pass out of the trust, meaning they are not held within the trust. This consideration may be appropriate when the focus is not the use of qualified retirement plan assets for the benefit of a minor. Since the scenario presented is the management of IRA assets for the benefit of a minor child, an accumulation trust – one that allows the trustee to let IRA distributions accumulate within the trust, may be a consideration. Trust terminology can dictate that assets originating from the qualified retirement plan are held in an accumulation trust, which is subject to terms set forth in spendthrift trust language for interests vesting in the minor child and for whom the Trustor wants to “control” until such child reaches a selected age;

for example, the age of 25. Thus, the accumulation trust would be subject to terms set forth within Internal Revenue Code Section 401(a)(9) – the exception that the “time-clock” for the required distribution within ten years does not begin ticking until the minor child of the owner of the qualified retirement plan reaches the age of majority, and the spendthrift trust language.

It is natural to feel defensive when we’ve experienced disappointment or hurt. We may find it hard to trust and want to shut down using protective mechanisms. The 9 of Wands depicts a wounded individual building his defenses. He is weary and suspicious of what may happen next, but it is important to note that he has developed an unshakable fortitude to face and overcome the challenges set before him. All of these trials and tribulations result in the opportunity to learn specialized survival skills with an unprecedented level of understanding. Strength and perseverance are keywords to remember. Keep going, no matter whatremaining cautious and hyper vigilant. Coupled with The Devil, we can see that fear is what we’ve built our defenses against in the 9 of Wands. It’s no wonder our man has engaged protective mechanisms! The Devil has many symbolic messages to draw from, with its association to the astrological sign of Capricorn and planetary influences reigning from Saturn, we know hard work and toughening up are partial themes. Hard lessons with great reward. For example, think of a mountain

goat’s ability to navigate their terrain with skill and endurance. The Devil is also speaking to us about the shadow self or the dark side of egocentricity — selfish and carnal bonds that keep us imprisoned. Self-imposed bondage. This is an approach or challenge devoid of spiritual guidance summoned from a purely physical, mundane, self serving and ultimately fearful place. We are asked to look at behaviors and beliefs that cause destruction in our lives and the lives of those around us. I am reminded of the Buddhist story of Siddhartha inviting Mara to have tea. Mara is The Devil. In the story, Buddha acknowledges Mara and instead of fighting him or resisting him he invites Mara to sit and have tea. We must learn to make space for the darkness and find out why it has presented itself. There may be something to uncover or we may be facing the challenge of simply holding space for darkness without being completely consumed by it. Without The Devil archetype, most myths have no challenge (Saturn) to overcome (Capricorn).
