H E A LT H 7 things you need to know about wearing masks By Susan Tulino Novant Health UVA Health System Masks or homemade cloth face coverings became a hot commodity after the Centers for Disease Control and Prevention (CDC) recommended that we should all wear one when out in public. Then, in late May, Gov. Ralph Northam issued an executive order requiring everyone over the age of 10 to wear masks or face coverings inside places of business. Having the most up-to-date and accurate knowledge is especially important now that masks are required for the foreseeable future. While we have all become experts at hand-washing and social distancing, there’s still confusion about how and when to wear masks. We asked Michelle Strider, chief quality officer at Novant Health UVA Health System, to help set the record straight. Q: Do I really need to wear a mask when out in public? Yes. Wearing a mask not only helps to protect yourself from COVID-19, but it also helps to protect others. Think of wearing a mask as a selfless act, one in which we are each taking responsibility and doing our part to help protect the most vulnerable members of our community. Q: Is there a right way to wear my mask? The mask should fit snugly and cover your nose, mouth and chin. You should also never touch the front of your mask as it might be contaminated. Instead, you should only touch the ear loops or ties on the back when putting the mask

on or taking it off. Always have the same side of the mask facing outward, keeping the “clean” side in. You don't want to go into a public place wearing a mask, take it off later, and then put it back on with the front now pressing on your face. You should also wash your hands before and after use. Q: How do I get my mask to stop fogging up my glasses? If you wear a surgical-style mask with elastic loops and find your glasses fogging, cross the ear loops once and then slide around your ear. It may reduce fogging and make breathing a little easier. Q: Is it OK to pull my mask down around my chin and then pull it back up when I

need it? This is another common misconception that we have noticed. Under no circumstance should you pull your mask down around your chin or take it off and put it back on. This can increase your risk of infection. Q: Do I need to wear a mask when driving in my car or walking around the neighborhood? In your car, no. But you should wear a mask anytime you are in a public place and social distancing becomes a challenge. Q: If I visit family, do I need to wear a mask? When you’re around immediate household family members, you don’t need to wear a mask. If a

visit with extended family can’t be postponed or conducted virtually, then I would definitely advise wearing a mask. You should also avoid kissing, hugging or handshakes. Q: Should I clean or change my mask? Masks should be routinely changed or washed depending on the frequency of use. Cloth masks can be safely cleaned in a washing machine. School Board agrees to '20-21 schedule By Pat Fitzgerald For the Culpeper Times The Culpeper County School Board agreed to an amended calendar Monday night for the 2020-21 academic year. The first day of class for students will be Aug. 24, two weeks later than originally scheduled. Graduation for Eastern View High School and Culpeper County High School seniors will take place over next Memorial Day weekend and the last day of school for all students will be June 3. What remains to be seen is what format students will have when they return to classes later this summer, as a 75-member Reopening Task Force must decide how instruction will take place. Culpeper County School Board Superintendent Dr. Anthony Brads said the Task Force, made up of school principals, staff and community members, will meet early in July to mull over ideas and plans. By state law, Brads said they must have a plan in place by the end of July.

"Pushing back the calendar will give us some additional time for planning purposes," Brads said. "It also helps us grapple with what the opening might look like because there's a date fixed to it." Brads said that to squeeze in 990 hours of mandated instruction over 180 school days means that half-days will be eliminated and the calendar leaves no room for make-up days in case of inclement weather. "We would only come back to the board if we needed extra days or extra hours or extra time," he said. "We will still have a reasonable end of the school year, reasonable graduation and not pushing it way into June, which could potentially affect next year's school start,” Brads added. Culpeper County Schools Director of Curriculum and Instruction Robert Hauman III said new teacher introduction will now take place on Aug. 10. "We believe we can do it adequately in one day," he said. "It's not optimal, but we can make it work."

Uncertainty

Hauman noted, however, that the district is adding an extra day for professional development prior to the start of the year. The parents and student visit/ device pick-up days are scheduled for Aug. 19-20. "The parents and student visit will look very different this year," Hauman said. "We're contemplating having two days prior to the students returning to where they can come to the school and pick up a device or their work packets; if it's meeting teachers. We just can't say at this time, but it's certainly something the task force will grapple with. "We wanted to devote at least two days in case we needed more time to get stuff out to kids," he said. One feature that will not take place this year is the annual Culpeper Chamber of Commerce Day for teachers, where they get to meet business representatives and are presented with swag from area companies. "Just getting everyone together doesn't make sense, given the

social-distancing requirements," Hauman said. "And frankly, we just need more time to prepare for kids." While students will still get a spring break in early April, it will come at the end of the thirdquarter grading period — forcing teachers to do a little bit of work over that break. "We would just ask that teachers work on their report cards over the spring break," Hauman said. Students will also be off Monday, Nov. 2, and Election Day, Nov. 3, but those will be professional development days for teachers. "We're also recommending that we get rid of early dismissals," Hauman said. "As we start looking to get clock hours, hours are really going to matter. Given all the uncertainty of scheduling that we're already under, my recommendation is we don't worry about early dismissals. "I know they are often problematic for parents," he said. "[This] is just one less complication as we contemplate going into an uncertain year."

WWII Coast Guard Airplanes to fly at July 11, Aug. 15 events Two iconic WWII Coast Guard aircraft will take to the skies over Culpepper for the first time. The Capital Wing of the Commemorative Air Force has brought together a Fairchild UC61 Forwarder and a Boeing PT17 Stearman originally used by the US Coast Guard and fly them during the CAF Capital Wing Warbird Showcase on July 11 and again on Aug. 15. The Warbird Showcase at the Culpeper Regional Airport will occur from 10 a.m. to 4 p.m. and provide the public the rare opportunity to not only see these two warbirds but other iconic WWII aircraft as well. The high wing Fairchild UC61 Forwarder was built locally in Hagerstown, MD in 1946 and flew various missions for the US Coast Guard. The Boeing PT-17 Stearman bi-plane is a vintage 1942 airplane and was used as a primary flight trainer by all the armed services throughout WWII. The public can ride in either of these airplanes during the Warbird Showcase. Tickets can be purchased in advance by contacting CapitalWingCAF@gmail.com. Active duty or retired US Coast Guard personnel will receive $20 discounts for rides in either the Fairchild Forwarder or Boeing Stearman. Warbird rides are

also available in the Stinson L-5 Sentinel, North American T-6/SNJ and General Motors TBM Avenger starting at just $69. The Capital Wing of the Commemorative Air Force is kicking-off the airshow season with its own “Warbird Showcase” event at the Culpeper Regional Airport in Culpeper. The event will be held in accordance with coronavirus pandemic guidelines of the CDC, Commonwealth of Virginia and local health authorities in effect at that time. “Our members are just as tired of being in the house as everyone else,” said Pete Ballard, Assistant Adjutant of the Capital Wing. “To mark the beginning of the much delayed 2020 airshow season, we have put together a familyoriented event with something for everyone,” he said. Parking and attendance are free for the public, although a donation to the non-profit Capital Wing will be appreciated on entry. In addition to the vintage aircraft on display outside and inside the Capital Wing hangar, the Warbird Showcase will have attractions for everyone in the family including STEM activities for the kids, a WWII museum and a 50-caliber machine gun turret. A food truck will be onsite to provide lunch and refreshments.

CCHS, EVHS seniors get a semi-proper sendoff After missing the last third of their senior year, including not having a prom nor spring sports, Culpeper County High School and Eastern View High School seniors were offered the chance to have a seminormal graduation experience last week. Virtual graduation ceremonies featuring all of the CCHS and EVHS seniors were broadcast on Culpeper Media in mid-May, and featured school bands, principal addresses, student speakers and photos of the Class of 2020. But that didn't have the look and feel of a traditional graduation ceremony. Last week, Culpeper County High School and Eastern View High School students were given the chance to make a reservation, get dressed in a graduation outfit and walk across an outdoor stage at their respective football fields to receive their diplomas from their principals, get their picture taken with family members and celebrate the end of their highschool days — all with a little social distancing.

Inner peace in a cast THE MARSHALL PLAN

As the coolness of morning makes its daily retreat Marshall Conner into heat and humidity there are a couple magical hours when fish are active and on the move. I spot a passing gar and a conga line of chubby carp in the shade of a tree branch. A school of red-hued minnows dance away from my wading boot into a little pool of brown and white rocks. I take a few minutes to watch them dart. An Osprey glides overhead scouting for a little breakfast sushi and a Great Blue Heron stands patiently waiting to spear a cocky bluegill. As my son and I wade out to a mid-river island I can feel my breathing settle and my eyes scan for signs of feeding fish. I limit my profile and move into a promising spot. I survey the open spots between bushes immediately to my rear and strip enough line to allow

for a long but gentle cast. Fly-fishing at its finest is gentle, smooth, and accurate— calmness prevails until a fish appears. A quality cast will land my olive and white Half-and-Half fly created by my brother’s skillful hands about 25-yards to the surface tension of a swirling pool behind a submerged rock I have fished for many years. The first cast brought a smile, even when it did not result in the strike of a fish. I repeated the process. The fly disappears in a flash of green and I strip to set the barbless hook. A larger than normal smallmouth bass immediately feels the hook’s sting and the dance is on. It surges towards deep water then breaks to the surface for three jumps — on the first one, the fish goes airborne at least a foot from the water with its tail pounding the air. As I fenced with the bass a smile spread across my face and I felt the same joy as when I caught my first fish as a preschooler. The same joy that all fish bring in mid-battle—from the big ones

in distant places to the ones in my own hometown. I slide a hand under the fish’s belly and bring it up into my airy world for a quick selfie. It was a quality smallmouth bass, immensely helpful to my psyche. The smallmouth bass of the Rappahannock River have always been a favorite. They are perhaps my favorite fish — whether they are golden, or richly camouflaged in green, black and olive hues. I like their heart and fight. This smallmouth was a true blessing in a world that has become more unhinged each day. When I release it back into the moving water a tiny part of its life becomes woven into my own. I wonder if it realizes just how much I appreciated its time with me. Fly-fishing is my refuge and release point for days spent trying to adapt to the “new normal,” a term I have grown to hate. On the river I do not have to worry about a mask, politics, protests, paychecks or what fresh disaster awaits each week. When I am knee deep in the current the world fades and my mind only cares about an unfurling fly-line and the hope for a welcome strike. I fondly remember days spent with my

brother, a best friend or a favorite fishing guide. The question of how we can enhance our lives in a messedup world comes into play. Many times, I have heard friends say that this time of separation, isolation and stress has refocused the mind to what really matters in life. Men have become better fathers spending precious time with their families, some have found greater meaning in their chosen faith or become more empathetic to the struggles of others. On the tough days at work I have learned who will stand with me to solve problems — rather than hide from them. A well-cooked meal created with family or a loved one is a pleasure that we often let slip in busier “old normal” days. Our time was managed too well — perhaps we needed a timeout. The time to think is a luxury, isn’t it? Those that know me know that I am a selective extravert and a lover of life experiences. Our current world has brought greater appreciation for many things in life that were often muddied by distractions. Instead of critiquing professional athletes I have refocused on improving my own skills. I have realized that most of it is just entertainment and distraction. I have revisited old films, books and writing projects. I even knocked the dust off my drawing pad and mountain bike. I have spent more quality time with my Border Collie. It offered a grateful paw while riding shotgun in my well-worn car. A Buddhist monk once wrote that we all need to find ways to calm the “little inner monkey” that lives in all our brains. It chatters and disrupts our mindfulness—I have named mine Mr. New Normal and I like telling him to shut up. Find something that makes your heart leap like a Rappahannock smallmouth when times are tough.

Novant Health UVA Health System is resuming additional services Novant Health UVA Health System, an integrated network of physician clinics, outpatient services and medical centers in northern and central Virginia, announces that it is currently offering all services that were paused in mid-March due to COVID-19. Services now available include non-time sensitive and non-emergency surgeries and procedures, pediatric well checks, routine care office visits and care for both chronic diseases and acute issues. Overcoming Barriers of Isolation: Aging Together’s iPads for Seniors Program Funds received from multiple sources will support Aging Together’s newest campaign geared toward overcoming barriers of loneliness and boredom associated with secluded seniors, especially during this pandemic period. A main goal of Aging Together’s strategic plan is to “support health, safety and quality of life for older adults and their families.” This has become an even greater challenge since the onset of the COVID-19 pandemic. With older adults being especially at risk it is imperative that they are socially distant which often leads to isolation and separation from loved ones. Boredom, loneliness, depression, and anxiety ensue. Aging Together’s response to this predicament was the development of the “iPads for Seniors” campaign, a program where iPads are purchased and donated so older residents can connect with loved ones, doctors, and have an activity resource.

We are so grateful.” These funds have already purchased a number of iPads which, with the help of RappahannockRapidan Community Services (RRCS), are being distributed to nursing homes, assisted living, and group homes in our five-county region. “We want to expand this program as much as possible”, says Phipps. Aging Together continues to seek funding through online donations on their website (agingtogether.org), as well as to track future recipients. “Anyone who knows of a facility who could use iPads to bridge the gap of isolation should certainly contact us," says Phipps. “That’s our job, connecting our aging population with resources. And thanks to generous partners, we can make that happen.”

human. The Mama human decided she needed a more positive name. Why call her Scaredy-cat if they didn’t want her to be one? Why not rename her Sunshine? That would give her something good to live up to. Sunshine did not disappoint. When her Daddy human injured his foot, Sunshine slept between his ankle boot and his good leg, appointing herself as his on-duty nurse. I totally understand that. It’s a cat thing. We comfort, we watch over, we console. Sometimes we cuddle so close our humans are afraid to move for fear of squashing us. Sunshine also picked up a playful cat habit, helping humans change the sheets on their beds. It’s great fun to romp in sheets and take charge of the process so our staff can’t tuck in the corners without our permission. We can always be brought to “heel,” so to speak, by the nerve-racking rattle of a paper bag. Just saying. A tense moment in Sunshine’s new life came the day her feral mother showed up. It was a stare down, and Sunshine would not allow her look-alike parent close to the house. Her decision not to return to the feral lifestyle had been made, and the inquiring mother after several visits finally disappeared down the road, never to be seen again. Sunshine seemed very happy until the remodeling of the garage began. Then she disappeared. Her humans feared the worst. When they saw paw prints in the snow outside the back door, they mourned their loss and played the “if only” game. If only they had guarded the back door more closely. If only this. If only that. But their sadness turned to gladness when Sunshine casually strolled into the room, yawning and arching her back. “You were looking for me? I can’t imagine why,” she murmured with wideeyed wonder. “I was here all the time.” She was, of course, in her super-secret hiding place, the one that humans can never find. It’s a nasty trick we play on our staff, and it’s so deliciously wonderful to see them down on their hands and knees looking under, behind, and in everything. I love the masterful feeling it gives me. The moral to Sunshine’s story is – a feral cat is a feral cat until it isn’t. Sunshine proves my point. Town passes Culpeper Cares Small Business Recovery Grant Town Council passed the Culpeper Cares Small Business Recovery Grant fund on June 9 to support small businesses affected by COVID-19. The aim of the fund is to award cash grants to small businesses impacted by COVID-19 in a timely and efficient manner. Culpeper Cares will offer grants to qualified businesses that will not have to be repaid. The grant application process will begin in early July. Business Eligibility Requirements: 1. Must be a licensed and operating business entity in the Town of Culpeper 2. Must have a physical location in the Town of Culpeper 3. Must have 0-50 full-time equivalent employees 4. Must have less than $2 million in gross annual receipts for the 2019 calendar year 5. Must be able to demonstrate at least a 25% loss in revenue that can be attributed to COVID-19 6. Must be for-profit businesses. Nonprofit organizations are not eligible; and franchise establishments are not eligible

unless locally owned and operated 7. Must be current on taxes as of March 1. 8. Must have been in operation for over one year 9. Must complete an online application form, certify that all answers are true and accurate, provide a completed W-9 form and financial documentation that certifies the business’s revenue and projected impact related to COVID-19, and agree to the program’s terms and conditions The following businesses are ineligible: • Banks and financial institutions • Nonprofits • Franchise businesses, except those that are locally (Town of Culpeper) owned and operated Interest Form A link to the form is available at www.culpeperva.gov. It is not the grant application. Officials will use the information captured in the interest form to notify businesses when the grant application is available in early July. It is a required step in the process. The application will be an online form, backed by Lenderfit, which businesses have to be invited to.

Girls on the Run Piedmont Unveils 'Power Up' activity kit Girls on the Run Piedmont has unveiled the Power Up activity kit to help keep girls in Culpeper, Fauquier, Madison, Rappahannock, Stafford and Spotsylvania counties active and healthy through the summer while inspiring creativity, encouraging movement, and teaching new skills. Girls on the Run is a leader in developing and developing and delivering life-changing programs for girls through more than 20 sites across the region and has served more than 600 girls since it was founded in 2013. After the cancelation of schools, implementation of social distancing, and the restrictions around large public events due to the coronavirus pandemic, the 6-year-old nonprofit adapted quickly to alter its spring season to continue to deliver on its mission to inspire girls to be joyful, healthy and confident. This new offering by the nonprofit organization also delivers on that mission. “Providing girls with opportunities to develop empathy, build resiliency, and identify and understand their values, choices, and emotions, are important now more than ever before,” said Kathy Butler of Girls on the Run Piedmont “It is never too early for girls to learn how to put these important skills into practice. This kit will help girls move, laugh and grow, and in the process find their inner girl power.” The at-home kit includes 50 activities to fuel girls’ mind, body

and spirit that emphasize the important connection between physical and emotional health. Each activity helps girls learn important skills such as how to cope when things get difficult, demonstrate care for self and others, and practice positivity. From the silly starters to the fun movement games and challenges, the activities were designed to get girls to laugh, create, and grow. In 2017, Girls on the Run Piedmont was able to expand to serve the girls in Madison County. In 2020, due to overwhelming input from caregivers in the area, Girls on the Run Piedmont was approved

The curriculum reaches girls at a critical stage, strengthening their confidence at a time when society begins to tell them they can’t. Results show GOTRI programs inspire and empower girls to build healthy physical and mental habits that last long beyond the program. According to a longitudinal study conducted by The University of Minnesota, 97% of Girls on the Run participants said they learn critical life skills including resolving conflict, helping others or making intentional decisions; and 94% of parents reported it was a valuable experience for their girl. of Culpeper Treasurer’s Office has announced that in response to the continued economic hardship caused by the COVID-19 pandemic on town utility customers, the Town Council has extended the suspension of utility bill latepayment charges to Aug. 31. Late charges for utilities were previously suspended through June 30. These include: • Late payment fee of $1.50 or 2% for non-payment by the bill due date. • Delinquent fee for non-payment 11 days after the bill due date. • Disconnect fee for accounts that have been scheduled for disconnection of service for nonpayment. Beginning July 1, however, the Treasurer’s Office may resume utility account disconnection as a means of collection of past due balances. The Treasurer’s Office is asking that utility account holders who are having difficulty making payments to contact the Customer Service team regarding their account. Customers are asked to make partial payments toward their account, or establish a written payment arrangement in order to avoid disconnect. Traffic to begin using Warrenton southern interchange on U.S. 29 The new grade-separated interchange at the intersection of U.S. 15/17/29 and Route 880 (Lord Fairfax Road) — one of the busiest intersections along U.S. 29 in Fauquier County — partially opened to traffic this week. The ramp from southbound Route 15/17/29 to northbound Business Route 15/17/29 toward Warrenton opened to traffic on June 22 in the afternoon. Most of the other ramps, the bridge and the two roundabouts opened on June 23 but one ramp is not built and will require a detour. Traffic will begin to use the new interchange instead of the traffic signal to access Warrenton, Lord Fairfax Community College, the landfill, nearby homes, businesses and U.S. 15/17/29. Motorists on northbound Route 15/17/29 will exit to Warrenton via the right lane instead of the left turn lanes at the traffic signal. Drivers will continue through the new roundabouts, over the bridge and into Warrenton. All existing turn lanes closed on June 23 and the traffic signal will be removed. Temporary Detour via Meetze Road With the interchange partially open to traffic, crews will begin constructing the ramp from the roundabout on the west (Warrenton) side of the project connecting to the acceleration ramp to southbound Route 15/17/29 toward Opal. While the ramp is under construction, motorists on the east (Lord Fairfax Community College)

side of the project intending to go south on U.S. 15/17/29 toward Opal will be temporarily detoured via northbound U.S. 15/17/29 to U.S. 643 (Meetze Road) to southbound Route 15/17/29. The acceleration ramp from southbound U.S. Business 15/17/29, coming from Warrenton, to southbound Route 15/17/29, toward Opal, opened on June 23. Motorists on the west (Warrenton) side of the project can use this ramp via the right lane to access southbound Route 15/17/29 and will not need to use the detour. The detour will be in place for about three months. Project Information Under a $19.6 million contract, design-build contractor Shirley Contracting Company, LLC of Lorton, with design services from Dewberry of Fairfax, has worked since February 2018 to design and construct the gradeseparated interchange utilizing two roundabouts connecting all points of travel. Until the project is complete by Nov. 25 motorists should watch for workers near the travel lanes while the remaining project tasks are completed. The shared use path and the new park and ride lot with 20 commuter parking spaces on Lord Fairfax Road are still under construction.
