Capt. Christmas comes to Salvation Army ➤ Hargrove new co-officer for Culpeper, Orange and Fauquier By Pat Fitzgerald For the Culpeper Times The Salvation Army's new co-officer for the area, Capt. Christmas Hargrove, is truly a Christmas blessing. "I'm an emergency Christmas child," said Hargrove, who will help see The Salvation Army's operations in Culpeper, Fauquier and Orange, as well as pastor at the The Salvation Army's church in downtown Culpeper. "When Christmas is over, sometimes there are toys and food left over; either people didn't pick them up or they were donated at the last minute," she explained. "If we receive a call about an emergency situation, we go help. "I'm one of those." When she was 6 and her family was moving from Richmond to Columbia, South Carolina, during the holidays, they lost all of their things. "I don't know the full story, but pretty much our things were stolen," Hargrove said. Somehow, The Salvation Army found out and showed up on the family's doorstep on Christmas Day with toys and food. "I've been part of The Salvation Army since I was 6. That's how I was introduced to The Salvation Army," Hargrove said. "They

invited us to church." Since then, she's been part of The Salvation Army's youth programs and "the whole nine

yards." Her last post with The Salvation Army was in Jackson, Mississippi, where she was the assistant divisional youth secretary for the Alabama, Mississippi and Louisiana division. "Pretty much, you're the pastor who oversees the youth and young adults of Alabama, Louisiana and Mississippi," Hargrove said. "You run the summer camps and things of that nature. "Now, I'm here as the co-officer to pretty much run the store [in Warrenton], the admin and most importantly, be the pastor of the church here in Culpeper," she said. She started her local duties June 21. "Every appointment is a calling and different," Hargrove said. "You find out the need, because you go one place and the need could be there's nothing here for seniors. And you can go another place and there's all kinds of [other] needs." One need locally she's already realized is affordable housing. "Every time I would ride past those hotels on Madison [Road], my spirit would just say I needed to pay attention," she said. "I kept ignoring it honestly, because I had so much to do. "I drove past one Sunday and my spirit said, "Are you the Good Samaritan? ... Because I keep seeing these people and really want to stop and say, 'What are you doing out here?' because they're just out there," Hargrove ➤ See Capt. Christmas, Page 11

CHURCH Listening for understanding FAITH IN THE COMMUNITY

At first, she just starred at us as she walked by. But as the days progressed, she began to stop, and tell us about her life. It was 1980, and our family had traveled to Tennessee for the World’s Fair in Knoxville and to visit the Smokey Mountains. My dad knew someone who owned a cabin in the mountains, and that became our home base for the week. It’s also where we encountered the “Woman on the Mountain.” On the initial day of our arrival, we noticed an older woman, dressed in ragged clothing, slowing walking up the hilly road with a walking stick. As she passed by, she literally stopped, glared at us, mumbled a few words and walked along. In fact, this exercise occurred daily until one day, she stopped for a few minutes, and began to share with us about her life on the mountain. I’m not sure if she became more comfortable with us, or we were more open after suspicion had left our

bodies. Clearly, things changed as we began to listen for understanding. A novel concept, right? Taking the time to listen to another, to gain at least a basic understanding of what is going on in their lives. Something that we are sorely lacking in our country today. I realize that we are all very different in some respects. I realize that we come from opposite ideologies. I realize that we have entrenched political views. But do we really believe that yelling, negativity, and forcing our “polarized” attitudes upon another will be effective, if we fail to take the time to listen, show respect and understand their journey? When I worked in the smalltown grocery store as a teen I had, on occasion, the opportunity to wait on customers who spoke different languages then myself. I distinctly remember one instance where I was loudly trying to explain something to a customer at the cash register. After this futile, frustrating attempt at communicating, another waiting customer looked at me and said, “Why are you speaking to her in a loud tone? Can’t you tell that she does not understand?” What a powerful life lesson I learned that evening.

I’m not saying that we need to throw our core beliefs out the window. I’m saying that we need to strive to listen, to gain understanding, instead of quickly passing judgment. I guess there’s a reason why my father always told me, “God gave us two ears and one mouth.” One of the most significant things we can do is to listen to another. I know that we’ve been taught to politely listen and give someone our full attention. But honestly, while others are speaking, how often our we surfing the electronics, or already formulating a response, even before the other individual is finished talking? In James 1:19 it is written, “Know this, my beloved brothers: let every person be quick to hear, slow to speak, slow to anger.” Trying to understand fellow human beings and their circumstances is still another important step for recognition and dialogue. Obviously, we can never truly grasp a person’s situation, unless we “walk in their shoes.” However, this should not prevent us from seeking knowledge about another’s wants and needs. As it says in Psalm 119:130, “The unfolding of your words gives light; it imparts

understanding to the simple.” Almost three years ago, I had the privilege of visiting one of the poorest countries in the world, Haiti. Part of our travels included spending time in an orphanage in Port au Prince, Haiti’s capital. I had absolutely no understanding what it meant to be an orphan. None. But as we walked into the building, I saw these smiling, anxious, and excited children running towards the group, seeking hugs, seeking connection, seeking acceptance, seeking time and seeking love. These are certainly things that other humans can understand. Because of sin, we live in a broken world. This means that the set ideas and opinions which we possess, right or wrong, will most likely trump the values of others. But even in this sometimes, hostile environment, would we ever be willing to listen, trying to understand the hopes and dreams of others? I sure hope so. Our culture is depending on it. High-touch areas — doors and doorknobs, stair rails, tables and payment terminals — should also be cleaned and disinfected frequently. nSelf-serve food and drink options should be avoided — or supervised by staff. nSingle-use linens and disposable menus (or menu boards) should be used. nTake out, curbside pickup and delivery should be available. nCellphone apps, not pagers, should be used to alert patrons when their table is ready. nBarriers such as sneeze guards

and partitions should be installed at cash registers or other areas where maintaining separation is difficult. I’d like to attend in-person church services again. What precautions should I take? Before visiting a place of worship, confirm that steps are being taken to protect your health. Is the facility being regularly cleaned and disinfected? What precautions should I take if going to a family gathering with relatives and friends who I don’t live with? Even when visiting family, take common-sense precautions. If you’re not sure it’s safe, consider postponing the gathering. Before the get-together, ask yourself: nIs anyone sick? nHas anyone been exposed to COVID-19? nIs there anyone in the family that might be especially hard-hit by the virus, due to advanced age or preexisting chronic medical conditions? Keep the gathering small and minimize the risk of person-toperson spread through spacing and handwashing. Are there any extra steps I can take to protect myself and my family? Idea shines for Christian high-school level school ➤ King's Light Academy plans to open locally this September By Amy Wagner Contributing Writer There will be another local option for home-schooled students at the high-school level this fall. King’s Light Christian Academy, founded by Teresa and Jason Murnock, plans to open its doors in September. Located at New Salem Baptist Church, 8233 Sperryville Pike in Culpeper, KLCA will provide an option for private, Christian education for ninth- and 10th-graders. The plan to develop and grow a private high school was placed on Murnock’s heart two years ago, though at that time the idea was a bit overwhelming and she felt over her head. After touring Covenant Academy, a UniversityModel school, Murnock joined University-Model School International (UMSI) and found herself encouraged to begin planning KLCA. Now, two years later, Murnock still feels a bit overwhelmed but expresses confidence when sharing about the academy that is well on its way to fruition and planned to open on Sept. 16. The Murnocks have two children and have been homeschooling them from day one. They plan to continue homeschooling their youngest this fall and their oldest is planning to attend KLCA in September. “I love homeschooling and putting our faith and values in our kids,” said Murnock. The latter is the main reason they have decided to start the academy, which is a blend of homeschooling and traditional schooling. “We need to instill our values before the world tells our kids what’s important,” she said. Murnock said homeschooling

is more challenging at the highschool level because parents aren’t necessarily thoroughly knowledgeable in certain subject areas, which poses challenges in teaching their children. Murnock wanted a well-versed teacher for her rising ninth-grade daughter, which helped fuel her decision to plan KLCA. KLCA will utilize the University-Model which, Murnock said, prepares students so that they can go out in the world and do anything; not just go to college. Under this model, teachers are not necessarily teaching; they are coaching. “Using this model, we are teaching independence with values and morals. Parents and teachers work together in the University-Model,” said Murnock, Administrator for the academy. When looking for a home for KLCA, Murnock reached out to Mike Dodson, Pastor at New Salem Baptist Church, reconnecting after many years when their daughters were in American Heritage Girls together at New Salem. “I looked at several churches and Pastor Dodson was one pastor that didn’t blink his eye,” said

Dodson said he knows the need for Christian schools, particularly a high school, and sees this as an opportunity to provide that. “I am excited for this opportunity,” said Dodson. Dodson’s two oldest sons attended Christian school through high school and he plans for his youngest daughter to attend KLCA when she enters high school. “I think God has opened this door and it’s a great opportunity for our children and a great opportunity for families,” he said. Dodson and his wife, Liesa, plan to serve on the academy’s board. KLCA will use the Ignitia curriculum, an online Christian curriculum from Alpha Omega Publications. The curriculum was chosen because it has a Christian foundation; students and teachers can communicate online on satellite days; teachers can supplement the curriculum; and they can use Google Class should this pandemic continue and interfere with the academic year. KLCA will provide instruction in five core subjects: math, Bible, science, English and geography. There will be three electives students can choose from which include art, civics or a language. Murnock has already secured a teacher for math and bible and has upcoming interviews for a Spanish and history teacher. In addition, Pastor Brad Hales of Reformation Lutheran Church has offered to be a substitute teacher and Aniscia Bellusci is on board as Assistant Administrator. Murnock boasts that the cost is significantly lower than other private Christian schools, which average $6,500 — and higher for high school. “There are very few options for private high school in our area, especially those that don’t cost a fortune. We are hoping to change that,” said Jason Murnock, Vice Board Chair for the school. The academy’s 5013C, for non-profit status, is almost completed. Murnock needs to have everything solidified by the end of July. She pointed out that eight students are needed per class to start the school and they will max out at twenty, giving them a 20:1 ratio. Murnock anticipates a fall enrollment of 10 to 15 students per class this year. “We are trying to cultivate a community. We don’t want to be competition. We have reached out to other schools including Culpeper Christian and Epiphany to develop relationships,” said Murnock. Speaking passionately, with tears in her eyes, Murnock said the most exciting part of this whole experience is “doing something that is going to bless this community for years to come”. “I go to bed praying and I wake up in the morning praying,” said Murnock. "I'm looking to the Lord on how to address that and how to go about that," Hargrove said. "What breaks my heart is [not only] the lack of housing, but kids are being shut in because of COVID-19." Hargrove wants to give back to children and the community the way The Salvation Army gave back to her 23 years ago. "Anytime the door was open and the van could pick us up, we were there," she said. "I can truly say I'm a product of the good services of The Salvation Army. My mom was a single mom. Whenever we didn't have the food, the Army provided. "I do what I do not to pay it forward — because truly where would I be if I didn't have The Salvation Army, and not just from a financial standpoint — but the best thing they've ever given me was a relationship with Christ; introducing me to Jesus Christ. today, letting people know who matter who you are, where you are ... I can give you money, but that will pay your bill, but what will last forever is an intimate relationship with Christ. "[Donations] are slim right now because of the economy, of course," Hargrove said. "It's only by faith that everything has fallen into place and financially we are still able to help and provide. Normally, we have thousands of teachers descend upon Eastern View High School for a morning of networking with our businesses and fellowship with each other. Obviously, our school year is looking different. Early in our conversations with school administration we recognized the difficulties we faced if we were unable to gather thousands of employees and vendors together. We quickly formulated a plan to still provide a way for our members to market themselves to all public-school employees through an email blast. Their specials will remain visible on a webpage available to teachers through CCPS. Members will be able to create coupon codes, QR codes, barcodes, deals and videos to encourage school employees to support their organization or business. The early reaction has been positive, and we encourage members to take advantage of the opportunity to make your business or organization known to our educators. Hopefully, next year, we’ll kick off another 50 years of promoting business, industry and education with CCPS in person — but until then we want to stress the importance of innovation and flexibility. It’s something we know our educators have already embraced. Another annual event we host is our Crabfeast, sponsored by the Chamber’s Young Professionals. However, COVID-19 has once again changed that plan. Instead, the Young Professionals pivoted and thought outside the box for a social distancing fundraiser. Each year, the Young Professionals choose a local nonprofit organization to promote and donate to. This year, with the increased need in the Culpeper community, the Young Professionals chose to support the Culpeper Food Closet. On Saturday, July 18, the Young Professionals will be hosting a charity car wash at Culpeper Car Wash, at 618 Sperryville Pike. For every car that comes through from 9 a.m. to 5 p.m., the Culpeper Car Wash is generously donating $2 to the Culpeper Food Closet. Members of the Young Professionals will be volunteering to wash tires and dry cars, in an effort to generate more donations for the Food Closet. Each car that comes through will receive a “goodie bag” with items from our sponsors, Fauquier Health,

Culpeper Media Network, Germanna Community College, Windstar Technologies, Inc., Appleton Campbell, Cintas and Chrysler of Culpeper. The Culpeper Food Closet provides food and some personal care products to Culpeper families and individuals in need, approximately 3,500 meals every week. The Food Closet is operated solely by volunteers and is funded entirely by donations from local businesses, schools, churches and individuals. We hope you come out to support the Culpeper Food Closet, and get a clean car in the process! Can’t make it July 18? We have another scheduled for Sept. 12! While we are supporting our local nonprofits, we are also cognizant of the need for our small businesses. That’s why we’re hosting a Town Hall on July 9 at 1 p.m. with Paige Read, Director of Economic Development and Tourism, to discuss the Culpeper Cares grant program. The Culpeper Minutemen Chapter both marked Flag Day and honored the Culpeper Minutemen of 1775 in a June 13 ceremony at the DAR Culpeper Minutemen Monument in Yowell Meadow Park, near where the Minutemen mustered in 1775 prior to marching to the battles of Hampton and Great Bridge. The ceremony included more than 34 participants representing two SAR Societies, six SAR Chapters, 3 DAR Chapters and one C.A.R. Society. NOTICE TO THE PUBLIC OF AN APPLICATION BY VIRGINIA ELECTRIC AND POWER COMPANY FOR APPROVAL AND CERTIFICATION OF ELECTRIC TRANSMISSION FACILITIES: BRISTERS-CHANCELLOR LINE #552 AND CHANCELLOR-LADYSMITH LINE #581 500 kV TRANSMISSION LINE REBUILD AND RELATED PROjECTS CASE NO. PUR-2020-00080 On May 15, 2020, Virginia Electric and Power Company d/b/a Dominion Energy Virginia (“Dominion” or “Company”) filed with the State Corporation Commission (“Commission”) an application for approval and certificates of public convenience and necessity to construct and operate electric transmission facilities in Fauquier, Stafford, Spotsylvania, and Caroline Counties, Virginia (“Application”). Dominion filed the Application pursuant to § 56-46.1 of the Code of Virginia (“Code”) and the Utility Facilities Act, Code § 56-265.1 et seq. Dominion seeks to rebuild, entirely within existing right of way, approximately 36.7 miles of existing 500 kilovolt (“kV”) transmission Lines #552 and #581 (collectively, “Rebuild Project”). Specifically, the Company proposes: (1) to rebuild, entirely within existing right of way, approximately 21.5 miles of existing 500 kV Bristers-Chancellor Line #552, which runs from Dominion’s existing Bristers Switching Station in Fauquier County, Virginia, to its existing Chancellor Substation in Spotsylvania County, Virginia (“Line #552 Segment”); (2) to rebuild, entirely with existing right of way, approximately 15.2 miles of existing 500 kV Chancellor-Ladysmith Line #581, which runs from Dominion’s existing Chancellor Substation in Spotsylvania County, Virginia, to its existing Ladysmith Switching Station in Caroline County, Virginia, and which includes the rebuild of approximately 1.2 miles of 115 kV transmission Chancellor-Spotsylvania Line #198, which is co-located with Line #581 on Structures #581/2 to #581/7 (“Line #581 Segment”); and (3) to perform minor substation work at the existing Bristers Switching Station, Chancellor Substation, and Ladysmith Switching Station. Dominion states that the Rebuild Project is necessary to maintain the structural integrity and reliability of its transmission system in compliance with mandatory North American Electric Reliability Corporation Reliability Standards. The Company further states that the Rebuild Project will replace aging infrastructure that is at the end of its service life. The Company states that the desired in-service date for this project is December 31, 2023. The Company represents that the estimated conceptual cost of the Rebuild Project (in 2020 dollars) is approximately $107.8 million, which includes approximately $98.6 million for transmission-related work and approximately $9.2 million for substation-related work. The proposed Rebuild Project is located entirely within existing right-of-way or on Company-owned property in Fauquier, Stafford, Spotsylvania, and Caroline Counties. The proposed route for the proposed Rebuild Project is approximately 36.7 miles of existing transmission line corridor currently occupied by the existing 500 kV transmission Lines #552 and #581. From the Bristers Switching Station property, the route heads generally south for approximately 4.5 miles in Fauquier County and continues south into Stafford County. The line generally continues in a south-southeast direction for approximately 9.4 miles through Stafford County before entering Spotsylvania County. The line then continues in a southerly direction for approximately 7.7 miles in Spotsylvania County before terminating at the Chancellor Substation. The line continues generally south for another 13.2 miles in Spotsylvania County. The line continues south for 1.9 miles in Caroline County before terminating at the Ladysmith Switching Station. The Rebuild Project crosses the following roads (North to South) in Fauquier County: Aquia Road (Route 610) and Beaver Dam Road. The Rebuild Project crosses the following roads (North to South) in Stafford County: Bristersburg Road/Poplar Road (Route 616), Skyline Drive (Route 615), Spotted Tavern Road (Route 614), Stonehouse Road (Route 612), Storck Road (Route 691), Cascade Lane, Richland Road (Route 649), Warrenton Road (Route 17), kestral Court, Avocet Way, Gold Mine Road, and Richards Ferry Road (Route 752). The Rebuild Project crosses the following roads (North to South) in Spotsylvania County: Riverview Drive, Gold Mine Court, Spotswood Furnace Road (Route 620), US Ford Road (Route 616), Twelfth Corps Drive, River Road (Route 618), Trench Court, Ashley Farms Drive, Hermitage Drive, Plank Road (Route 3), Stonehenge Drive, Sterling Drive, Heathrow Drive, Old Plank Road (Route 610), McGinty Road, Chancellor Road (Route 674), North River Landing, Gordon Road (Route 627), Courthouse Road (Route 208), Godwin Drive, Gunnery Hill Road, Massaponax Church Road (608), Hickory Ridge Road (Route 632), Eastridge Way, Mohawk Court, Morris Road (Route 606), kleineidam Way, Sunset Road (Route 645), Martins Ridge Road, Adamson Lane, Marye Road (Route 605), Ni River Landing, Gordon Road (Route 627), Ni S Lane, Courthouse Road (Route 208), Gunnery Hill Road, Massaponax Church Road (Route 608), Hickory Ridge Road (Route 632), Berkshire Lane, Eastridge Way, Wampanoas Lane, Spotsylvania Courthouse, Tonto Drive, Altamaha Lane, Winniwah Lane, Mohawk Circle, Morris Road (Route 606), kleineidam Way, Sunset Road (Route 645), Grace Hill, Adamson Lane, Marye Road (Route 605), and Riley Lane. The Rebuild Project crosses the following roads (North to South) in Caroline County: Countyline Church Road (Route 603) and Cedon Road (Route 661). The Line #552 Segment includes replacement of 108 structures, currently ranging in height from 72 feet to 150 feet, with an average height of 103 feet. As proposed, the new structures for the Line #552 Segment would range in height from 103 feet to 159 feet, with a proposed average height of 131 feet. The Line #581 Segment includes replacement of 72 structures, currently ranging in height from 75 feet to 150 feet, with an average height of 107 feet. As proposed, the new structures for the Line#581 Segment would range in height from 100 feet to 159 feet, with an average proposed height of 135 feet. All distances, heights, and directions are approximate. A sketch map of the proposal accompanies this notice. A more detailed map may be viewed on the Commission’s website: https://scc.virginia.gov/pages/Transmission-Line-Projects. The Commission may consider a route not significantly different from the routes described in this notice without additional notice to the public. JULY 11 CAF CAPITAL WING WARBIRD SHOWCASE •

Two iconic WWII Coast Guard aircraft will take to the skies over Culpepper for the first time. The Capital Wing of the Commemorative Air Force has brought together a Fairchild UC61 Forwarder and a Boeing PT-17 Stearman originally used by the US Coast Guard and fly them during the CAF Capital Wing Warbird Showcase on July 11 and again on Aug. 15. The Warbird Showcase at the Culpeper Regional Airport will occur from 10 a.m. to 4 p.m. and provide the public the rare opportunity to not only see these two warbirds but other iconic WWII aircraft as well. The high wing Fairchild UC61 Forwarder was built locally in Hagerstown, MD in 1946 and flew various missions for the US Coast Guard. The Boeing PT-17 Stearman bi-plane is a vintage 1942 airplane and was used as a primary flight trainer by all the armed services throughout WWII. The public can ride in either of these airplanes during the Warbird Showcase. Tickets can be purchased in advance by contacting CapitalWingCAF@gmail.com. Active duty or retired US Coast Guard personnel will receive $20 discounts for rides in either the Fairchild Forwarder or Boeing Stearman. Warbird rides are also available in the Stinson L-5 Sentinel, North American T-6/SNJ and General Motors TBM Avenger starting at just $69. Public Works Department will be performing unidirectional flushing (UDF) of water distribution in the downtown area beginning Monday, July 13, through Wednesday, July 15, weather permitting.
