Lowe’s donation helps protect businesses ➤ Almost 3,000 KN-95 masks distributed to area employees, school workers By Pat Fitzgerald

Several businesses and several hundred employees will now have better protection against COVID-19 thanks to a partnership between Lowe’s of Culpeper and the Culpeper Chamber of Commerce. Despite the July heat, Lowe’s store manager Scott O’Toole, administrative assistant Ellie Keane and Chamber President Jeff Say handed out thousands of KN-95 masks July 28 to businesses who said they needed them for their employees. “Lowe’s gave each store 4,000 KN-95 masks to donate out to the local communities at every Lowe’s location,” O’Toole said. “I was able to bring close to 3,000 of them here today. “Because we are part of the community, we have the responsibility to help protect the community and do what we can for our customers and for our associates,” he added. “We have almost 3,000 masks that Lowes of Culpeper has generously donated to the community,” Say said. “They reached out to the chamber about two to three weeks ago to help us make connections with our small businesses and our nonprofits. So, we put out a news release. We received a little bit of traction with that but then we sent out

a blast to all of our members, and we received about 40 members that had a need for masks. “We were able to connect our members with Lowe’s and Scott was able to work with them to figure out exactly how many boxes of masks they needed,” Say said. “Today we have been here as a distri-

bution unit, handing out masks to folks who had already signed up. Hopefully we’ll have a few more folks coming through, but we probably had about close to half of the folks already come out and pick up the masks.” One of those was Karen Corron, owner of Boom Fitness. “These will be great because we haven’t had childcare at my studio, so now we will have childcare in August and the childcare workers will be able to wear these while they’re taking care of the kids,” she said. “We offer childcare in our studio while the moms and dads are working out; the kids will be in the childcare, playing games and interacting with a childcare employee.” It just goes to show how Culpeper

comes together and how our community is able to respond whenever there is a need, Say said. “We are very thankful to Scott and Lowe’s for coming to us and saying, ‘hey, we’ve got these masks.’ A lot of times, people aren’t aware of the resources out there. So that’s our job, to connect them with where the resources are,” Say said. “And that’s where we came in, working with Lowe’s and letting our members know what was able for them, and then we were able to connect them to Scott and then we were able to make today happen. It is really a testament to Culpeper’s connectivity; how we’ve been able to make this happen.” “It was great partnering with Jeff and the Chamber today — over the last few weeks, actually — to make this happen,” O’Toole said. “We’re gotten a great, great response from the businesses and organizations. Some of them are able now to prepare to get back open, like Epiphany Catholic School.” Say noted: “We had Allie Cline, president of the Culpeper County Education Association, picked up 82 boxes of masks for teachers. We also had Stacy Timmons, from Culpeper County Public Schools, he picked up 10 boxes of masks for nurses and aides for the schools. “We had Marty Bywaters-Baldwin with Rappahannock Goodwill,” Say added. “They’re starting to do interviews next week, so they’re picking up masks. We were able to get the masks out of those folks, so they can do face-to-face interviews. “We’ve had a lot of great response here today,” Say said.

The Culpeper County School Board voted 4-3 last Monday night for a blended-learning model, where some students will attend classes in-person two days a week and work from home three days a week. Parents who don’t feel comfortable sending their children to school will have the option for them to attend classes 100% virtually. Classes are scheduled to resume Aug. 24. New teachers start Aug. 10. “It is best to get the kids in front of teachers,” School Superintendent Anthony Brads said, adding: “It is not risk-free.” After nearly four hours of presentations from administrators Monday night, Stevensburg District Representative Marshall Keene made the motion for blended learning, with teachers being in-person at the schools even if they are instructing virtually. Our parents realize that we need our teachers. Teachers are the backbone of our public education and I think we’re looking forward to getting them back in the schools and back online; whatever role they’re going to be doing … [and] get back to some sort of normalcy with our kids.” The Culpeper County School Board asked staff earlier this month to formally survey parents on whether they wanted their children to return to class four days a week, two days a week or all online. Of the 6,292 responses, 43% (2,710) of parents said they wanted their children to learn online, 34% (2,152) said they wanted traditional learning and 23% (1,430) said they wanted a blended model, according to Mark Callahan, division testing specialist and distance learning contact. The online option was for parents to choose five days per week at home with a school-provided Chromebook. The traditional option was in-person at school four days on Mondays, Tuesdays, Thursdays and Fridays and with at-home assignments on Wednesday. The blended model calls for in-person learning two days a week (either Monday and Tuesday, or Thursday and Friday) with completion of assignments

However, it would be feasible with the blended model, he said. But not all board members agreed with the hybrid model. “In my heart I would not send any child back,” Baker said. “I can’t.” In a Facebook posting shortly after the meeting, Brown said: “I did not believe this motion was detailed enough to protect the teachers from being ‘forced’ to teach when this is a life and death decision. I wanted students who wanted to be in school to be allowed to come to school and I wanted the staff to have the same option of having a choice.” However, Karie Lane, director of elementary instruction, said that if teachers were given the option not to attend in-person, there wouldn’t be enough special-education instructors available at all of the elementary schools. “I don’t have enough staff to pull blended off,” she said of any optional return for teachers. In a CCPS survey of teachers, 55.8% (358) said they do not have any restrictions that would limit their ability to return physically to work. Another 37.1% (238) said that while they have

no restrictions that would limit their return to work, they prefer to work remotely in light of COVID-19. In addition, 7.1% of teachers (45) said that they have a documented health issue that impacts their ability to return to work physically. About three-quarters of parents responded to the latest surveys, but administrators noted that they needed everyone to complete the surveys to make sure that the options would work. Russell Houck, Culpeper County Schools executive director of student services, told the board that every parent who sends their child to school will have to sign a letter of responsibility. He noted that if a COVID-19 case is confirmed within the school, staff will do “close-contact tracing” of staff and students. “It’s possible we could have school-wide closings again,” he said, noting that the Rappahannock-Rapidan Health would have had the final say. “This has been reviewed by the staff of the Rapidan-Rappahannock Health District, Dr. Wade Kartchner [RRHD medical director] has reviewed this last week and given approval to this plan, so we feel real good about that,” Houck said. The school district’s mitigation plan has to be submitted to the Virginia Department of Education by Aug. 3.

“The operations of our schools will look vastly different,” Houck said. “What we’re really doing is rebuilding the school and this is our foundation. This is the part we have to get right in order to have in-person teaching, so we want everyone to know what we’re expecting of our staff and our parents for us to make this happen.” In the meantime, the district will do “training, training, training” on safety measures for teachers and staff. The district will still have plenty of personal protection equipment on hand,

including extra masks for students. When it comes to bus transportation, students living within a half-mile of school will have to either walk or bike, unless they are handicapped. “We need to save seats for kids who have no other option,” Houck said. He noted that no one will be admitted into schools unless they are wearing a mask. Several representatives spent large segments of the School Board meeting not wearing theirs; Keene didn’t wear a mask at all during the entire meeting.

One lesson the Coronavirus pandemic emphasized for us all is to be fully present in each moment. In February, several of my peers at school doubted the impact Corona could have. Many of these peers believed it wouldn’t reach Virginia, and we would normally carry on with our routines. While I was more cautious about the virus, I never thought it would disrupt school or extracurriculars for more than a few weeks. However, within two weeks, confirmed Coronavirus cases spread to all 50 states. Normal schooling turned to a two-week break to schools being shut down nationally. We went into quarantine for months, making it difficult to spend any time with friends or family. This has truly demonstrated the uncertainties and anxieties life brings. We are always vulnerable to drastic changes. This makes it essential that we make memories and spend quality time with those

we cherish as much as possible. This year, I will be a senior at CCHS. The stressors of the pandemic have been turned into extra energy for the upcoming year. However we return to school, I have never been more excited to see my friends and peers on a more regular basis. The school environment will be completely new. On March 12th, everyone left school, some to never return. The disturbance caused me to lose final moments with my friends from the class of 2020. The pandemic makes feeling like a senior crazier than it already was. In addition to that, we will have grown into wiser and more well-rounded individuals. Several life-changing events have occurred in the past months. Now we will constantly be reminded to live fully, we will use the knowledge to continually build better lives for ourselves and others.

Town receives grant for tourism marketing The Town of Culpeper has received $10,000 from the Virginia Tourism Corporation (VTC) DMO WanderLove Recovery Grant Program, a new grant made available to Virginia’s Destination Marketing Organizations (DMOs) across the Commonwealth that have been heavily impacted by the novel coronavirus pandemic to fund recovery marketing initiatives. $866,504 in marketing grant funds were awarded to 90 Destination Marketing Organizations as part of the DMO WanderLove Recovery Grant program. Culpeper Downtown Matching Dollars is an economic recovery program spearheaded by CRI and made possible thanks to a $10,000 donation from Mr. & Mrs. Joe Grills. The Grills generosity has enabled CRI to infuse $20,000 into 42 participating downtown shops and restaurants. The current economic conditions have created unprecedented financial challenges for our small and locally owned businesses. It is important now more than ever for our community to rally behind the small, local business owners who make our community a great place to live and work. The Culpeper Downtown Matching Dollars Program offers an incentive to do just that and save. For every $25, $200 worth of Culpeper Downtown Dollars purchased CRI will match with equal value amount of Culpeper Downtown Dollars.

CRI has been coordinating support and resources for businesses located in the Culpeper downtown historic commercial district in response to the COVID-19 pandemic. Part of this support includes the creation of the Culpeper Downtown Matching Dollars Program. “The very generous donation received from Mr. & Mrs. Joe Grills will provide much needed assistance to the heart and soul of our community, Culpeper downtown's small businesses,” says CRI Executive Director Jessica Jenkins. COVID crimps home sales, but prices continue to climb ➤ After strong growth trends for more than a year, the housing market slowed down this spring BY GREATER PIEDMONT REALTORS

The impact of COVID-19 on housing markets around Virginia continues to be monitored. While spring sales numbers in the Greater Piedmont regional housing market reflect a slowdown, there was evidence towards the end of the quarter that activity is starting to pick back up in some local areas. The dip in sales activity this quarter in the region lowered the total sold dollar volume by about $2.7 million compared to the 2nd quarter last year. The inventory of active listings has been shrinking for much of the past 5 years in the region, but the current pandemic has accelerated this trend, and active listings fell sharply this quarter. Home Prices: Despite fewer sales, home prices continue to rise in the Culpeper County housing market. The 2nd quarter median sales price in the County was $349,000, which is $39,000 higher than last year, a 13% increase. Sales prices have climbed 7 straight quarters in the County compared to the prior year. Active Listings: The supply in the Culpeper County housing market is shrinking rapidly. There were 136 active listings on the market in the County at the end of the 2nd quarter, less than half the inventory level of a year ago (-54%), which is 157 fewer listings. Days on Market: At 53 days, the average days on market in Culpeper County in the 2nd quarter was 2 days faster than last year.

Like the rest of the Commonwealth, the Greater Piedmont region experienced job losses during the spring. However, there is evidence that the regional economy is improving as we head into summer. Consumer confidence in the economy rebounded after plummeting in March and April. Expectations about future economic conditions have been improving over the past two months. Record low mortgage rates have driven a refinance boom and have helped sustain the for-sale

market during the COVID-19 pandemic and economic downturn. Low rates will continue throughout 2020 and into 2021. Key highlights from the housing data this month include: • There were 590 sales throughout the GPR footprint during the 2nd quarter, 14% fewer sales than a year ago. • At $394,750, the 2nd quarter median sales price in the GPR housing market jumped up 10% from last year, a gain of $35,750. • There were 436 active listings on the market across the GPR footprint at the end of the 2nd quarter, a 54% plunge from a year ago, which is 514 fewer active listings.

Marital agreements – love notes after all Time should have stopped. We wish it had, if but for an hour Katherine Charapich or two. The gift that unfolded unexpectedly, was recognizable – palatable, and oh, so very precious. Those at the conference table were thankful to be present as the client signing documents shared about his love for his bride who had passed before him. Rare, are those moments. This precious man of eighty-something spoke of a time when one’s word was a contract, when people stood by their commitments – examples of hard work, honor, integrity, foresight, faith, and reputation. Upon such principles, business grew. His reference for such success, both local and across the states – his wife of sixty plus years. To step back in time and bear witness to this man’s very present love for his wife…the notary and witnesses all departed with a sense of awe. We were supposed to be there in that room for what one might think would be a routine meeting. The turn of events proved differently; because he was there and shared what he did. In a world that currently seems so upside down — for those of us present our world became a little richer, a little more stable. Signing ceremonies for documents related to estate matters – such as trusts, last wills and testaments, powers of attorney, advance medical directives, operating agreements, deeds, or assignments of interests, are most often solemn events and bring forth unexpected emotions. Perhaps those emotions come from recognizing the beauty of which you have been entrusted – a word and concept that is so

appropriate and deeply powerful when referencing estate planning. What is it with which you have been entrusted? Is it the care of another’s quality of life? It may be to make health, medical, and end-of-life decisions for a lovedone. Perhaps it is the fiduciary responsibility in the form of a trustee to hold money in trust and at your discretion, making payments for the benefit of another.

with love and respect. Before you jump to a rendition of judgment, read on. The Code of Virginia defines premarital agreements to be “an agreement between prospective spouses made in contemplation of marriage and to be effective upon marriage…[setting forth] the rights and obligations of each of the parties in any property of either or both of them whenever and wherever acquired or located.” This same definition is applicable to post-marital agreements. One may think of a pre- or postmarital agreement being useful for protecting assets that a spouse came to the marriage with so that claims of such property being part of the marital property cannot be enforced in the event of a divorce. A spouse may want to protect

Each of the above roles encompasses a level of stewardship. There are some forms of stewardship that simply cannot be measured, and there are some for which terms can be set forth in contracts. One may not think of a pre- or

business assets created by one person during the marriage. If such assets are not controlled within the contractual terms of a pre- or post-marital agreement, then in the event of a divorce property rights and distribution of the same will be controlled by the equitable distribution laws of the Commonwealth of Virginia. In addition, such agreements may preclude one party from the demands of creditors due to the incurrence of debt by the spouse. This would be affected by limiting the debt liability of one of the spouses. The same document may also be useful against asset claims that arise upon one’s passing. Such an agreement may help in the protection of family heirlooms that a spouse wants to keep within her side of the family. Inherited assets fall within this same safeguard. A pre- or post-marital agreement may protect assets in the event of remarriage; addressing items and assets that a spouse desires to go to her children from her previous marriage. In these scenarios, the terms would be preclusive regarding the other spouse. There are subtle considerations for each motivating factor. An agreement should be affected in concurrence with other estate planning tools, such as a trust and/or last will and testament and referenced in said documents, putting others on notice of the existence of the preor post-marital agreements. The Chamber is busy! During the last few months, we’ve heard a lot about “getting back to normal.” Unfortunately, it looks like we’re going to be living in a “new normal” for the time being – but that doesn’t mean we can’t continue to connect our community and help our small businesses and nonprofits network during this time. At the Culpeper Chamber of Commerce, we’ve stayed busy during COVID-19 and the coming months are only going to get busier! On Friday, Aug. 21, we will host our 18th Annual Chamber Golf Classic. At the beginning of the pandemic, we originally were going to shelve our golf outing this year – until we realized that if there’s one thing we can do right, it’s golf. Our social distanced golf outing will feature a boxed breakfast courtesy of Nicholas Jones and Co., a boxed lunch provided by the Ole Country Store, snacks courtesy of Merchants Grocery and great raffle opportunities! Battlefield passes the buck to Culpeper schools Battlefield Automotive Culpeper (Ford, Toyota, and Chevrolet) has been making quarterly donations to Culpeper’s two public high schools, Eastern View and Culpeper County High, based on sales of each new and used vehicle sold. Due to Covid-19, we were not able to make it out to the schools to deliver their checks. But General Manager Gary Fay finally was able to make it out and “PASS THE BUCK” of a total of $8,945 to both Dr. Felix Addo with Eastern View High School, top, and Dr. Danny Soderholm with Culpeper County High School. OVID-19 has had a huge effect on the fair and carnival industry all across the nation. About 95 percent of the scheduled fairs and carnivals have been cancelled. It has been the same story here in the Culpeper region, as both the annual Culpeper County Volunteer Fire Department carnival was cancelled in May and the annual Brandy Station Volunteer Fire Department Fair was cancelled in August. Jeff Bailey, Life Member with the Brandy Station Volunteer Fire Department, recently commented that everyone was very saddened to have to cancel the 2020 Fair; but under the circumstances it was the only thing we could do. Everyone around us had already cancelled; including Fauquier, Orange and Madison Counties. More recently both the Fredericksburg and Prince William County Fairs have been cancelled; along with the State Fair of Virginia. Jeff went on to say that volunteer fire and rescue departments are all in the public safety business; we must take every possible precaution when it comes to the health, safety and wellbeing of our members and the citizens that we serve. Hopefully by next year’s carnival and fair season; things will be back to some form of normalcy and once again we will be able to safely have our fund-raising events for the citizens in the community to come and enjoy themselves.

Then Jeff got a call from RC Cole, the owner of Cole Shows Amusements, asking about the possibility of selling carnival/fair food. Jeff immediately contacted the President of the Fire Department and it was discussed and decided to give it a try. We may not be able to have rides and games, but we can sure enough have the food that everyone enjoys during a carnival or fair. It’s the next best thing that we can do for the community. Over the past 4th of July weekend; the Orange Volunteer Fire Department did this with overwhelming success. Cole Shows Amusements will be set up in front of K & M Lawn, Garden & Arborist Supplies from Thursday August 13th – Sunday August 16th from 11 a.m. – 8 p.m. each day; serving good oldfashioned carnival style takeout food. emand for Warbird Rides at the Warbird Showcase has been so significant that the Capital Wing of the Commemorative Air Force has added a 2nd day to the event. The Showcase will now cover two days, Saturday, Aug. 15, and Sunday, Aug. 16, at the Culpeper Regional Airport. Tickets for the Warbird Rides in Culpeper can be purchased at www.CapitalWing. org or email CapitalWingCAF@ gmail.com. In addition, the Showcase on Saturday will include a “Wings and Wheels” car show. While WWII warbirds are on static display and flying overhead, visitors to the event on Saturday will have the opportunity to see dozens of immaculately restored cars. Antiques, hot rods, exotics, imports, and moderns, this car show is an open event for all petrol-heads to come out and show off their cars while World War II aircraft fly overhead. Prizes will be awarded in 10 different

categories! Parking and entry are free to the public; car show entries are available for $25 presale or $30 day-of-event. In addition, there is a unique opportunity to have your car photographed with the WWII TBM Avenger “Doris Mae” for $40 and spots are limited. Car check-in will begin at 9 a.m. with gates opening at 10 a.m. until 4 p.m. Judging will begin at 2 p.m. and winners announced at 3 p.m. with the awarding of prizes. Purchase tickets to enter your vehicle in the Car Show and to have a photo taken of your car and our TBM Avenger at Eventbrite. The airport has acres and acres of space, perfect for displaying both cars and airplanes” according to Pete Ballard, Assistant Adjutant of the Capital Wing. “Some of the cars on display will be much older, or newer, than the aircraft we fly, making for a fantastic contrast,” he said.
