Juno, a two-year-old Belgium Malinois, went from being scheduled for euthanasia to becoming the Culpeper Police Department’s newest K-9 officer. Juno, who began working Wednesday, was housed at a Maryland animal shelter and unfit for adoption into a family because of training as a personal protection K-9. During what would have been his last week, Juno was adopted by a state trooper for training. He later found a home with Audrey Estep of North Mountain Kennels and was donated to the police department. Juno will partner with K-9 MPO
states “quickly bonded” upon meeting. They are now certified as a narcotic detection team by the American Society of Canine Trainers and assigned to the Patrol Division. Culpeper Police Officer Julia Cole, David Cole’s husband, said via telephone that it was Police Chief Chris Jenkins’ hope of finding a rescue dog to serve as the department’s next K-9. He added thanks to Estep for the donation. “He wanted to go that route and give some dog that could meet the needs of the job a second chance. And we were over the moon that we found all of that in Juno,” Julia Cole said. She said Juno has “off the charts energy,” and he loves playing catch
off-duty. “He’s a very loving dog. We are being very careful about introducing him to other people just as a policy for our working dogs but our hope is that he will be somewhat more social than any other dog we’ve had in our agency,” she said. Jenkins stated in the release that K-9s are “indispensable to police work and in keeping our community safe.” He added that the department has “high expectations” and “every confidence” in the partners. When not working, Juno will be kenneled outside at the Coles home alongside recently retired K-9 Jackson, which the release states is “much to the pleasure of both dogs.”

Early in-person voting kicks off in Culpeper By Josh Gully

Since early in-person voting kicked off, Culpeper County’s Deputy Registrar Melissa Hart said that 1,412 ballots were cast as of noon on Sept. 28, 10 days after voting began. “It’s been steady everyday,” she said of the early in-person voting. Additionally, Hart said the Culpeper County Voter Registration and Election Office has mailed out about 5,000 absentee ballots, which is a drastic increase from previous years. When the office opened Sept. 18, about 20 people were waiting to participate in day one of Virginia’s recently enacted early in-person voting. Hart said 206 votes were cast on the first day of voting. She explained that voters must simply present their identification to vote early, whereas applications must be filled out to obtain absentee ballots. “It’s different for us and it’s easier for the voter because they don’t

on voters, Electoral Board Chairman James Holmes said early voting should prevent questions arising regarding mailed in votes. He added that the first day of early voting proved to be a “smooth, orderly process.” Resident Jack Sizemore was done voting less than 10 minutes after arriving at the building and said the process was “absolutely painless.” Sizemore, accompanied by his wife Karen, said they voted early “to get it out of the way” and avoid larger crowds because “I don’t see us changing votes” by Election Day. Hart noted that both the in-person and absentee votes will be tallied on election night. The last day to request an absentee ballot by mail is Oct. 23. Early voting can be conducted at the registrar’s office 8:30 a.m.-4:30 p.m. Monday-Friday. The office will also be open 8:30 a.m.-4:30 p.m. Saturday, Oct. 24. The final day for early in-person voting is Saturday, Oct. 31 from 8:30 a.m.-5 p.m.

What began as a verbal confrontation on Sept. 19 ended with the murder of Torri Robinson, 56, according to a Culpeper Police Department news release. State grants Town of Culpeper $850,000 to aid businesses modifying business models; or training for long-term sustainability.

The Town of Culpeper will receive $850,000 in state Community Development Block Grant money to support small, women and minority-owned businesses that suffered from the COVID-19 pandemic, according to a news release from Gov. Ralph Northam’s office. Paige Read, the town’s director of economic development and tourism, explained via telephone that an application portal will likely be set up around Nov. 1. She said the grant will be locally referred to as the Culpeper Recovers SWaM (small, women and minority) Business Grant. She explained grant recipients must be locally or regionally owned, have a maximum of 20 employees and provide local or regional services. Additionally, applicants can not use the money to duplicate Coronavirus Aid, Recovery and Economic Security Act funding. The town applied for the grant funding earlier this summer and it was announced Monday that it received the maximum $850,000 award. Culpeper is one of 14 localities that will receive a combined

On Sept. 17, 2020 Catalano and Rivas had a soft opening for their new restaurant, Jackleg Sandwich Company, 110 E. Davis St. Catalano, 28, and Rivas, 29, began looking for sites in February 2020. “We already had a whole menu planned. When we finally found this place, it still took a month-and-ahalf till we got the lease, and when it finally happened it didn’t feel real,” Catalano said. “We stalked the place until the landlord was here one day and we had the chance to meet. Novant Health UVA Health System unveils outpatient imaging center By Amy Wagner

Positive vibes and a sense of excitement during challenging and questionable times highlighted a Sept. 16 ribbon cutting ceremony for the Novant Health UVA Health System Outpatient Imaging Center in Culpeper. Culpeper Chamber of Commerce President Jeff Say said the new imaging center “fills a need in our community that has been expressed for decades - that people in Culpeper want to stay in Culpeper when they want to come and get their imaging done.” Numerous public officials, chamber members, imaging center employees and construction team members took part in the brief presentation, which was followed by several small group tours of the center. Erin Acosta, the center’s office administrator, said “the new MRI will be an upgrade for the community and a first in the area.” Donna Staton, president of the Novant Health UVA Health System Culpeper Medical Center, said the community now has a safer option for its needs. She added during the ceremony that, in addition to meeting all general imaging needs, the new center houses an area focused on the specialized imaging needs of women. “Today marks the beginning of a new era for healthcare in our community and for years to come,” Staton said. Susan Hawkins, senior director of operations with Outpatient Imaging Affiliates, underscored during a tour of the center that the nice-sized rooms with state-of-the-art equipment are designed to make patients feel very calm. The center also has a break room for staff, a tech work area, a tech reading room where scans and tests are read and a consult room.
“Because we do mammos [mammograms] and bios [biopsies] we have a consult room where procedures are explained, in a very private setting, to patients,” Hawkins said. Offering a full range of diagnostic and screening radiology services, there are two ultrasounds rooms, one for mammography, one for bone densitometry, one for CT scans, one for x-ray and one for MRI. Another office “serves as command central,” Hawkins explained, where “these folks talk to physicians, schedule patients and provide results on the phone. They don’t get enough credit.” Partitions have also recently been added in the lobby as COVID-19 safeguards. Additionally, a small refreshment area that is currently not in use is set off to the side. Pamela Bridgett, an employee in the business office, worked in the back of Medical Imaging when it was located at Culpeper Hospital. “It’s peaceful, quiet and busy. It’s a good location. I really like it here,” she said of the new location. Lantz Construction Company Project Manager Eldon Sonifrank explained the center’s architectural and design plans began two years ago while demolition began in February 2020. “It is beautiful,” he said at the ribbon cutting. “I’ll am very pleased with the way it turned out.” The center officially opened Aug. 16 while the MRI opened Sept. 14. Ashley Carter, director of special projects for Culpeper Regional Hospital, said the price point for coming to the imaging center versus the hospital is a big benefit, noting that the cost is at least 50% less. Area women raise thousands in quest for Cystic Fibrosis cure By Josh Gully
first marathon, she remembers thinking “‘I don’t know who I let talk me into this’” and that she would not do it again. By the time they crossed the finish line, however, she said there was “no question” she would be back. Although neither O’Reilly or her husband have Cystic Fibrosis, all three of their children - Aly, 20, Maddie, 22, and Killian, 17 - have been diagnosed. From the pancreas to the lungs to the digestive system, O’Reilly explained that the disease affects the whole body. Every day, she said her children must put on a vibrating vest for “chest therapy,” undergo two 30-minute nebulizer treatments and swallow up to 90 pills. There is hope, however, as the average lifespan of those with the diseases has increased from 20 to 45 in two decades. Last year, O’Reilly said a new ray of hope arrived with the release of the Trikafta drug, which has significantly improved her children’s lives. Since taking the drug, one of her children has not made what were once routine monthly hospital trips for sinus infections. Since there are 700 genetic mutations of Cystic Fibrosis, however,

Having three children diagnosed with Cystic Fibrosis, Elizabeth O’Reilly is no stranger to difficulties the disease presents. She and five friends have joined together with hopes of finding a cure. They have raised about $60,000 since 2017, but it has not been easy. Every year, they participate in the Cystic Fibrosis Foundation’s Xtreme Hike, a fundraising campaign that culminates in a marathon-length hike through challenging terrain including hills, mud and rivers. The local fundraising group consisting of O’Reilly, Rebecca Bell, Kelly Burton, Jane DuFrane, Katherine Ayers and Margaret Thompson - call their team the “SleepHikers” because the challenging annual hike begins at 2 a.m. and takes 16 hours. Leading up to the marathon, they hold five practice hikes ranging between 6-20 miles. While O’Reilly said the hikes are draining and make for an emotional weekend, it is a gratifying event and “it’s worth it.” Burton agreed, saying it is “incredibly Specialists rewarding.” Recalling the Flooring and More

H E A LT H Annual 'Pamper Me Pink' event goes virtual Submitted by Novant Health UVA Health System Pamper Me Pink is an annual event held during Breast Cancer Awareness Month that celebrates women’s health and promotes awareness by providing educational materials, support, free mammograms and follow-up imaging to women and men in financial need. EVENT HISTORY
The first event was held 17 years ago, hosted by Culpeper business owner Sharon Welch Clark in her boutique, Pepperberries, as a fundraiser and night of pampering for local women. Clark’s partnership with Novant Health UVA Health System Culpeper Medical Center began 15 years ago when she wanted a partner to ensure the donations she received would help women in financial need receive mammograms. The partnership also gave Clark access to providers who could help educate attendees. “It started as, and still is, an event
that brings people together for health education and support, with some pampering thrown in,” said Clark. Since 2005, the event and its beneficiary, the Pamper Me Pink Mammography Fund, have raised more than $220,000 and funded more than 600 mammograms for Culpeperarea residents. When she started, Clark never imagined the event would grow to what it’s become today. She also never imagined that a global pandemic would mean hosting the 2020 event virtually. TAKING THINGS ONLINE
At the time of publication,
gatherings larger than 250 people are not permitted in Virginia. In recent years Pamper Me Pink has drawn crowds of more than 500, so organizers knew an in-person event was off the table. Instead, this year’s Pamper Me Pink event will be held virtually on an event-specific Facebook page: Facebook. com/PamperMePinkCulpeper. One unexpected positive to a virtual event? Celebrations are not limited to one evening. Throughout the entire month of October, the page will feature video interviews with breast cancer survivors and providers from Culpeper Medical Center, breast health tips and information, mammogram resources and a link to donate to the Pamper Me Pink Mammography Fund. Organizers are also planning a virtual “scavenger hunt”, with clues given to help participants locate the Pamper Me Pink sign hidden throughout the community. Participants can earn prizes by sending photos of themselves next to the Pamper Me Pink sign.
“We are working with what we have to make this event beneficial, and we believe it will be,” Clark said. Clark anticipates the virtual event to engage a lot of her community, including some who may not have attended the inperson events in the past. However, she still wanted to include one non-virtual element: ribbons of all different colors representing the various types of cancer. If you pass by the window of Pepperberries, just off Main Street, you’ll see a piece of chicken wire adorned with ribbons in honor of cancer victims and survivors. Ribbons are available for purchase throughout the month. IMPORTANCE OF MAMMOGRAMS

‘Disembodied growls’ heard at church featured on paranormal television series

Even the most skeptical naysayers would exit Fleetwood Church in Brandy Station believing it is haunted, according to Ryan Martinez, who produces “The Witching Hour” television show that investigated the site for paranormal activity. Martinez said an episode featuring the church will be available to Culpeper residents Oct. 7 via YouTube and the show presents “overlapping evidence to kind of prove our case.” “So you’re going to be hearing disembodied voices through our digital voice recorder. You’re going to be seeing some unexplained anomalies appear on camera. There’s a lot of stuff that you’re gonna witness that’s really hard to fake and really hard to recreate,” he said. For example, Martinez said the show’s investigators “were hearing
a lot of disembodied growls with our own ears” when the site was investigated during peak the “witching hour” of 3 a.m. “And these were growls that did not sound like they were coming from an animal,” he said. “And whenever we would hear these growls, we would go ‘if that was you that just growled at us, can you go ahead and turn on the mini Maglite that we have on the floor.’ And spontaneously the light would turn on.” Martinez explained the church operated from 1881-1974 and was purportedly built over the Brandy Graveyard, “which served as both the town cemetery and a burial site for soldiers who fought in the Battle of Brandy Station.” He added that there is another graveyard no longer containing headstones near the church that was desecrated for unknown reasons. The show’s crew first visited the site in 2018, at which point Martinez said the spirits in the church were peaceful. Last year, however, he said that those spirits were agitated, an attitude perhaps stemming from nearby construction work.
“There is a possibility that the construction work may have disturbed some unmarked graves on the property...There were trenches of crater sized holes scattered across both the church grounds and along the road that is directly in front of the church,” he said. Martinez added that the spirits do seem to be pleased, however, with work property owner Steve Pollet is doing to preserve the building. Pollet, who purchased the property in 2014, is no stranger to bizarre phenomena at the church. He explained via telephone that weird occurances usually happen when he is renovating the church at night. “I’d see out of the corner of my eye someone walking across the floor,” he said. “And I’d turn and they would just disappear. It was clear. It looked like someone dressed in a black jacket and a black hat,” he said. The strangest event, Pollet said, was seeing an old woman with a smile on her face telling him to come inside. He added that she “was clear as day” but nobody was inside the church when he entered. “Many times, I would show up
and you just get this very eerie feeling that you’re being watched. There would be some times I’d just want to get in my car and leave. There was just something about it, it would send a damn chill up your spine,” he said. Still, Pollet said that “the majority of the time I’m there you actually get a warm, peaceful feeling.” Another time, Pollet said he was working on the roof and the ladder on which he stood started “shaking and going crazy.” “I yelled, I said ‘stop shaking the ladder, you’re gonna make me spill the paint,’ and all of the sudden the ladder stopped shaking,” he said. Pollet said if these occurrences are indeed paranormal activity, he hopes whatever it is realizes he is just trying to keep the church standing and hopefully have a revival there someday. Pollet said many paranormal investigator groups have visited the church and he makes a point of not telling them what previous visitors have discovered. Still, many of those groups have similar findings. “Everybody definitely gets evidence,” he said. “It’s not just one group, everybody seems to be picking up stuff out there.”

Funds from the trust may be applied to any outstanding expenses of the trust and for burial or other post-death expenditures for animal beneficiaries as provided for in the instrument creating the trust.” This means that one could establish a revocable inter vivos trust (a trust created during one’s life). She could fund all of her tangible personal property now owned or hereafter
acquired into the trust, which would include her pets. The Settlor could designate who would take care of her pets if she becomes incapacitated, as well as the funds to be used for the care of her pets — frequently referred to as a “pet trust.” Placing said terms within a revocable trust allows a pet owner to identify the same terms, care for and financing of such care, should she own pets at the time of her death. If a pet owner decides that she does not want to establish a revocable trust, but does want to make sure that she directs who will care for her pets upon her death, and what funds will be used for such care, “pet trust” terms may be included in one’s Last Will and Testament. Pet owners may want to keep in mind that the person who may be the perfect “caregiver” for one’s furry-love, may not be the best person to manage the funds to be used for the care of such furry love. It is possible to identify one person to care for a pet, and another to manage the assets intended for the care. The Code of Virginia does make managing the assets for the “pet trust” less restrictive than the requirements often mandated for other fiduciaries. “Except as ordered ➤ See Planning, Page 13

One of the most popular vegetarian sandwiches is the Unicorn, which Rivas said rivals the Reuben by substituting roasted broccoli for corned beef. Dean Reesey is the second cook at Jackleg. Perhaps his history has tied him to the restaurant, as he worked in the kitchen when Foti’s previously operated out of the same location. “I know the kitchen,” he said. “I enjoy cooking. We have a good time here.” From 9-11 p.m. on random weekends, the owners plan to host after hour events that will include live music, trivia, game nights or movie nights. “There will be something different all the time,” Catalano said, encouraging people to visit their Facebook page. Catalano got her herbalism cer-
tification six months ago and she designs most of the drinks with the idea that they are as creative and as good as the food. Just as there are menu options for vegetarians, all cocktail drinks have a virgin option. Rivas feels good about business so far, despite being open just two weeks. He noted that the COVID-19 pandemic did not hurt the business. Instead, he said, it “gave us kind of a measured opening” and “the chance to get our sea legs before fully opening.” The menu boasts sandwich names like the Flight of the Chocobo, the Unicorn and the Minotaur. Burger names include the OG, the Cracklin and the Appalachian. Salads include I Guess it’s a Wedge? and That Latin Cabbage Situation. “We are slightly off beat,” Catalano said. “We designed our menu so we can be creative and diverse.” Regarding the restaurant’s name, Rivas said Jackleg means incompetent or unskillful. “We thought it was super funny on Davis Street, being a sandwich shop,” he said. “I have always want-
ed to open a sandwich shop-” “Uh, sandwich shop and bar,” Catalano interjected. Rivas and Catalano are excited about participating in Restaurant Week, which begins Oct. 12. They have already planned their menu to include a chorizo and duck quesadilla and shrimp po-mi. The latter is similar to the Banhmi, which is a Vietnamese sandwich traditionally made with beef. Rivas and Catalano are excited about the possibilities their restaurant, paired with their creativity, provides. “I really want to do cayenne Mexican cuisine night here. We also plan to be opening for brunch soon, which will include bottomless pancakes and mimosas, Mexican style,” Rivas said. Rivas has been cooking professionally just short of five years, having come a long way from operating a food truck to making pizzas at Far Gohn to being a restaurant owner. Recalling the day almost a year ago when Rivas called, Catalano said “I was interested but it has
become so much more than that [a trash bar].” “This is a conglomerate of food, drinks and friends hanging out,” she said. Beginning this week, Jackleg will offer grab-and-go lunch boxes. There will be two sandwich options each week and they will be available for pickup from 11 a.m.-3 p.m. weekdays. A different cookie will be included in the boxes each week with next week’s option being a grapefruit and goat cheese shortbread. Making their own mayonnaises, syrups and sauces in-house, Catalano shared her excitement about brewing her own Kombucha in the future. For now, however, Rivas and Catalano remain excited about inviting the community in to enjoy a bit of their creativity and relax in the space that translates friends to family. Local lawsuit filed against governor over church restrictions resolved By Josh Gully CULPEPER TIMES
The state and four area churchgoers settled a lawsuit recently by agreeing that wearing face masks is the only requirement for religious gatherings with less than 250 attendees. Four plaintiffs — Rappahannock County’s Slate Mills Church Pastor Brian Hermsmeier and Madison County’s Novum Baptist Church members Joe Sansone III, Mike Sharman and Charlie Sheads Jr. filed a lawsuit in May against Gov. Ralph Northam seeking that just the least possible stringent restrictions be placed upon churches. Sharman, a lawyer who represented the plaintiffs, noted via telephone that the settlement provides more than was being sought. Had the case been tried where it was filed in Madison County, he said any rulings would have applied only within that judicial district. “This is absolutely the time to say God gets all the credit,” Sharman said. “If we had to fight through this suit and win, we would have only gotten what we want, which is a victory in Madison County...With this agreed order, it applies statewide.” Another benefit of the outcome,

gious services under Phase 3 of Virginia’s reopening plan, which was instituted July 1, mandated that attendees who are not family members must practice six-foot social distancing guidelines. Initial requirements previously limited church gatherings to 10 participants and later to 50% capacity. The lawsuit argued that the plaintiffs are all employed in what Northam has declared essential jobs, meaning that their “secular work is favored” while “their religious activities are disfavored.” Therefore, court filings state that Northam trusts them “to operate in their secular occupations without any need for constraints, but he does not trust them to do so in religious settings and activities.” The filing adds that the defendants were allowed to sit together at a restaurant table but not at tables in churches or during Bible study groups. Sharman said that church leaders should have freedom in determining how to maintain safety during the pandemic rather than “having various government bureaucrats make those decisions for people who are in entirely different situations.” “If you subjugate the freedom of thought, freedom of conscience, freedom of religion below even the non-essential businesses, then you’ve basically lost grip on your society. You lost your basic moorings for why America has been America. Whether people in America have a particular religion or not, America’s always had a core value of freedom of thought,” Sharman said. A news release from the plaintiffs states that Northam’s orders “illegally put more COVID-19 limitations, restrictions, and mandates upon churches and churchgoers than he has placed on any other category of operation in Virginia.” It adds that Northam’s orders “violated the Virginia Constitution, Virginia’s Bill of Rights, the Virginia Statute for Religious Freedom, and other provisions of the Code of Virginia.”

CulpeperFest is next week! It’s a phrase I’ve quickly grown tired of this year — “everything looks different.” Unfortunately, that phrase perfectly encompasses the reality that is 2020. Businesses know this all too well — projections are off, revenues are down, foot traffic stopped entirely and has not returned to normal yet. The COVID-19 pandemic has affected all of us — it’s separated us, divided us and stressed us all out. This was the dilemma we faced when planning the Culpeper Chamber of Commerce’s 40th Annual CulpeperFest, with signature sponsor Novant Health UVA Health System Culpeper Medical Center. Originally scheduled for June 2020, we pushed it to the fall earlier in the year. With the pandemic still a major concern, we met with our CulpeperFest committee to find a way to safely bring together our community and businesses. After a long discussion,
we determined a walk-through model would make the most sense — and that hosting it at Eastern View High School’s track would ensure that the public would be able to feel safe entering in one location, exiting in another and keeping the flow of traffic going in one way. We are following the school’s mitigation plan that reads “masks are expected,” and we’re distancing 10-x-10 tents six feet apart. We’re excited to still be able to connect our community with our businesses and provide an amazing experience full of family fun! Each year the community looks forward to CulpeperFest and we want to be the beacon of hope that next year we’ll be back to normal! One first-grader gave me this gem, “I liked being at home all the time this summer because I could watch TV and eat all the time. Greenwood Solar still working on site plan By Josh Gully CULPEPER TIMES
Two years after Greenwood Solar received the county’s approval to construct a solar farm off Blackjack Road, the firm is still working on getting an approved site plan. In October 2018, the Culpeper County Board of Supervisors approved a special use permit for the project by a split vote. County Planning Director Sam McLearen explained via telephone that permit expires next month if construction has not begun. Greenwood Solar, a subsidiary of Nextera Energy Resource, has requested a permit extension but McLearen said that may not go before the supervisors until November. He explained that discussions regarding the extension have spanned the last three months. That process, he added, may prove to have been moot as the Virginia General Assembly is in a special legislative session and may declare that such permits are good for another two years if they were valid in July. To continue working toward an approved site permit, McLearen ex-

To obtain site plan approval, he said the company must meet requirements from the Virginia Department of Transportation, Planning Commission, the Virginia Department of Environmental Quality and the soil and conservation district. “As far as the site plan itself, they’ve made great strides in the past several months…They’ve made several amendments along the way, so they’ve gotten a lot closer to getting that approval,” he said. When Greenwood’s permit was approved in 2018, plans called for a 100-megawatt project spanning 1,000 acres. Since then, McLearen explained it has been reduced to 80-megawatts on 730 acres. The county has received several solar panel project requests since 2017, having denied one while an-
other company withdrew its plans. McLearen explained that Culpeper is a prime location for solar panel projects because there is a Dominion Power transmission line that can handle the distribution of solar energy. He added that flat land near the line provides an easy construction site. Another company, Maroon Solar LLC, also applied for a special use permit to construct a 149-megawatt solar panel project on 1,700 acres between Racoon Ford and Mount Pony roads. This project is expected to be the subject of a November Planning Commission public hearing. McLearen explained solar proposals have been controversial because the projects occupy large areas while potentially affecting property values and the county’s rural landscape.
“If you have a pasture or a wooded area today and you replace that with thousands of solar panels, you do have that visual change. I know that people are concerned about the rural character issues that may change for Culpeper,” McLearen said. Planning staff’s main concern, he added, is whether solar firms can handle stormwater issues at the site. Additionally, he noted that such large-scale construction can bring in “a tremendous amount of truck traffic to deliver the material.” He said another question arises regarding what happens when the panels must be decommissioned after about 30 years of use. “Are we left with a waste ground or do they get recycled or what happens?” he said. Soon, McLearen noted the county may have receive yet another solar panel proposal. On Oct. 1, supervisors will receive a tour of a solar panel construction site in Louisa County from Dominion Power representatives. McLearen explained this will help inform the supervisors exactly what such a construction project involves.

Wagner Hearing Aid of Culpeper reopens under new ownership By Amy Wagner

Freda White has been in the business of hearing for 13 years. Now, at 58, she is a business owner for the first time having recently bought Wagner Hearing Aid of Culpeper. White bought the business in August from the owner of 40 years, Bruce Wagner, who she said still comes in the shop and introduces his old patients to the new practice. “That’s the big thing, to make sure his patients are comfortable,” White said. While Wagner still owns hearing aid centers in Staunton, Harrisonburg, Waynesboro and Charlottesville, he said not having the Culpeper office will be a little less work. White said the business remains an “independent, small and family-owned center” and she looks forward “to continuing the excellent service.” Wagner first opened the hearing aid center in downtown Culpeper before relocating to the current location, 767 Madison Road, suite 105, where he continued providing
services until recently. During a Sept. 17 re-opening ribbon cutting, co-owner Teresa Lough said “we are re-opening because even though the name is the same, Freda and I are opening five days a week.” “Previously it was only open one day per week before Wagner knew more hours were needed. Unfortunately, with his other locations, he didn’t have time to expand hours here,” she said. Wagner Hearing Aid offers quality hearing aids at an affordable price including a three-year worry-free warranty. White said she also offers complete evaluations, service and repair for all models and makes of hearing aids, hearing aid consults and hearing aid fitting and repairs. She added that veterans receive help at no charge. While White provides the services, Lough handles the business aspect. “We decided to join forces for the perfect marriage,” Lough said. Fauquier Health makes donation to local NAACP chapters ➤ A presentation of $500 to the Culpeper NAACP is scheduled for Oct. 2 in Culpeper By Christopher Six

Citing its commitment to the communities it serves, Fauquier Health is making financial donations to the Fauquier and Culpeper NAACP chapters to support the mission of promoting diversity, inclusion and equality in the community. During a Sept. 9 presentation of $500 to the Fauquier NAACP branch, Fauquier Health’s President and Chief Executive Officer Chad Melton said “diversity and inclusion are a big piece of our overall culture and something we want to instill in the organization — the largest private employer in Fauquier County.” “We can always do a better job with diversity and inclusion. We’re going to make this one of our key initiatives and be on the forefront of making sure that we can help the NAACP achieve their vision,” he added during the presentation at Fauquier Hospital in Warrenton. A similar presentation of $500 to the Culpeper NAACP is scheduled for Oct. 2 in Culpeper. “As an organization we represent the community as a whole and our community is diverse, so during difficult times it’s our job as an organization to make sure that we’re pledging our support to eliminate discrimination here locally and that we can serve as an advocate,” Melton said. He added that the hospital has

It’s the right thing to do. As a company, we made that a part of our overall values several years ago, knowing that we wanted to be the leader, to be proactive in addressing those challenges,” Melton said. “One of their objectives is to inform the public on adverse effects of racial discrimination and to seek its elimination. I think that we all have a responsibility, as Christians, as leaders, as business owners to be on the forefront — to make sure that we pledge our support.” Dr. Ellsworth Weaver, president
of the Fauquier County NAACP branch, said the gift was notable due to challenges COVID-19 has posed to the organization’s normal activities, events and workshops, particularly at a time when current events highlight the importance of its mission. “A contribution like this lets us know that the community is seeing and feeling what we are — and our mission as an organization — and trying to do those things that are right,” he explained. “A lot of times our nation has a tendency to hide under a rock, and we don’t know what is under the rock until we move it. That’s what’s happening now. The rock has been moved. We just need the support — the legal aid, financial aid — all those things that can make a difference in the
lives of our community, our state and our nation.” Melton noted during his presentation that the NAACP’s commitment to healthcare equality for all and affordable costs were game-changers, pledging Fauquier Health to do its part to reach those goals. “These times are very challenging in many ways for many people. People are facing hardships, sickness,” Dr. Weaver explained. “Many times, people who have these sicknesses can’t afford or lack good medical care, can’t afford the medical insurance to take care of their families, and the system is divided because of political action.” Warrenton Town Councilman Renard Carlos noted the significance of Fauquier Health’s gift, considering the effect COVID-19 has had on the economics of the health industry. “The fact that the Fauquier Hospital is still willing to spend some of their money to support the NAACP really speaks volumes about their character,” he said. Fauquier Health sees that support as part of providing quality healthcare services to the people and communities it serves, as well as to its commitment to creating places where employees want to work, physicians want to practice and people choose to come for care. “We appreciate what you (the NAACP) do for the community as an organization. We need to have diversity —a better understanding — to make sure that our workforce is made up of all constituents and everybody has a seat at the table,” Melton said. “We appreciate your leadership in the community for what you do and what you support in these very difficult, challenging times.”
40th annual CulpeperFest set for pandemic-friendly environment By Josh Gully CULPEPER TIMES
While the 40th CulpeperFest will look like the event never has before, Chamber of Commerce President Jeff Say explained the event will still have something for everybody and is a great opportunity to bring the community together. CulpeperFest is set for 4 p.m.-8 p.m. Oct. 9 at Eastern Valley High School, where Say explained about 60 vendors will line up around the football stadium’s track to form a “walk-through fair.” “It’s even more important now to be able to connect our commu-
nity with the businesses and the non-profits when they need them most, when they’ve not been able to get out and see people, when they’ve not been able to connect with the community - this is our opportunity to bring them together safely,” he said. Say explained the Chamber is following the schools’ mitigation plan and masks are expected to be worn, rules which vendors will be following. He added that there will be one-way entrance and exit points. “It’s going to look different but it’s still going to be an opportunity
to bring our community, our businesses and our nonprofits together,” he said. The event will include business, craft and non-profit vendors, some of whom will hand out prepackaged goodie bags. A unique twist this year is a wildlife display showcasing birds of prey. There will also be three food vendors including Burnt Ends BBQ, Kona Ice and Domino’s. Say added that the event’s “signature sponsor” is Novant Health UVA Health Culpeper Medical Center, which is providing social distancing signs and hand sanitation stations.
While Say said “grand plans” for the 40th anniversary were scrapped by the pandemic, “we’ve tried to be able to find a way to still make CulpeperFest happen and make it happen safely.” Free tickets can be obtained online at culpeperfest.com through Oct. 8. While $5 tickets will be sold at the door, Say asked that attendees get them online so the Chamber has a good idea of potential crowd size. Throughout the event, Say noted that there will be Facebook live updates for those who do not want to attend in-person.
