LOCAL NEWS Central Virginia Mission HUB providing relief in disasters By Amy Wagner Contributing writer Relief comes in many ways. Since 2016 Culpeper has been a host to Central Virginia Mission (CVM) HUB whose focus is disaster relief and emergency needs. One of thirty-five HUBS in the Northeast United States, the Central Virginia HUB is the first in Virginia. Currently there are two in Maryland; one in New York, New Hampshire and Rhode Island; and the majority are in Pennsylvania. Collecting, packing, storing and transporting emergency supply kits and buckets to aid those facing emergency situations is the most important role of CVM. In existence since October 2016, CVM’s primary focus is on disaster relief and emergency needs as well as kit collection. CVM is a smaller partner version of Mission Central, a collection and distribution site located in Mechanicsburg, Pennsylvania, which focuses on connecting God’s resources with human need. Though Mission Central is affiliated with the United Methodist Church (UMC), Mission Central is non-denominational and utilizes donations and volunteerism during emergency situations HUB coordinators Darryl Lam and Tom Lindquist sat down recently to discuss the history of CVM HUB which began about two years

ago when a group of twenty people from Culpeper travelled to Mission Central in Mechanicsburg, Pennsylvania. “We worked two days putting together school kits and cleaning buckets. Mission Central talked about HUBS while we were there. We got information on how to start one and brought that information back with us,” said Lam. Understanding they needed sponsorship, Lam and Lindquist, both members of Culpeper United Methodist Church, approached the church board and they agreed to sign a covenant to become a HUB. “This is a community mission,” said Lam, acknowledging that CUMC is sponsoring it because sponsorship was required. “We don’t want to be too affiliated with the United Methodist Church,” said Lam adding the HUB wants to be as ecumenical as possible. Tapping in Lindquist added that CVM wants to help anyone. “We want everyone and anyone to benefit from these resources. No questions asked. If there is a need; we want to fill it. We are about support and helping people in need,” he added. “We want to help people here, in Virginia, as well as across the United States.” Both men agree that community support is essential. “We want to work with the community to support the community,” said Lindquist.

Lam and Lindquist want people to know about the HUB. They helped with relief during three hurricanes last summer and were elated that people finally started finding out about them. “It’s about helping people; not how much it costs or how many you can help,” said Lam. “We probably get more out of this than the people we help. There’s a huge satisfaction in helping someone in a situation they can’t get out of. We are doing it because it is the right thing to do,” said Lindquist. “The more resources someone has to call on the more help they can receive,” said Lindquist who added that not any one relief organization can fill every need. In April the HUB sent 102 cleaning kits to Lynchburg during the flooding. Locally, they have sent 23 to Stanardsville and provided three in Culpeper. Currently there are 1000 buckets on hand. The majority will be moved to Mission Central, but some will be kept here for local relief and are dispersed by request. Donated supplies, funds and time are paramount to CVM’s existence. A list of bucket contents can be found on the Mission Central website at missioncentral.org. Each bucket has fifteen items and costs between $65 - $75. CVM also accepts used computer systems which are taken to Mission Central, disassembled, then Microsoft inserts their programs for

$6 each before sending them to places all over the world. Donations of medical equipment are also appreciated. Wheelchairs and walkers are kept local to fulfill needs in this community when they arise. CVM has also provided refrigerators to Safe House, Social Services, the Senior Center and a church in Stanardsville. Lack of space for storing, organizing and sorting supplies is a growing concern for the HUB coordinators. CVM HUB has only two tractor trailer beds where they store buckets and supplies before transporting to Mission Central. Lam said, “We would like to ideally have a permanent site to set up and store supplies. We’ve gotten support from a lot of people and have had trailers donated to us for storage purposes,” he said. Giant Food is a big supporter of CVM HUB providing all their seasonal food. They have gotten a great deal of support from churches also. The last two years members of Ebenezer UMC in Stafford have spent entire days volunteering by verifying kits/buckets and painting the inside of the storage trailers. BOS approves sample MOU for YMCA The Culpeper County Board of Supervisors voted 6-1 to approve a sample Memorandum of Understanding in support of a potential lease agreement by and between Culpeper County and the YMCA for the proposed community center. The original motion named the MOU between the county and a “recreation business entity,” but West Fairfax District Supervisor Gary Deal suggested because the Rappahannock Area YMCA was the only entity to fully fill out a request for information earlier this year, that the YMCA should be mentioned as the entity as not to confuse voters. Salem Supervisor Alexa Fritz agreed, making a “friendly” amendment to the motion which passed 5-2. Then the board voted 6-1 to approve the amended motion. East Fairfax Supervisor Steve Walker expressed concern along with Cedar Mountain Supervisor that by naming the YMCA in the sample MOU, that the public would be under the perception that the county has already reached agreement with them - which they have not. “We’re not even sure if the referendum will pass,” Walker said. The question on the November ballot will read: “Shall Culpeper County, Virginia contract a debt and issue its general obligation bonds in the maximum principal amount of $13,144,000 for the purpose of paying the costs, in whole or in part, for construction of a Community Recreation Center, which may include an indoor competition swimming pool, a therapy pool, a multi-purpose gymnasium, fitness equipment, exercise class space, classrooms for various activities, and a soccer field, as well as necessary access, parking, and utility improvements?" Deal said that by naming the

YMCA, it gives voters more specific language to vote on. “It’s less confusing,” he said. BOS chairman and Stevensburg Supervisor Bill Chase said he just wanted to make it clear to voters that if the referendum passes, the county is “not running it themselves.” Frazier said that by naming the YMCA in the sample MOU, it could hinder future negotiations with them. In other business, the board voted 7-0 to adopt a resolution to allow reimbursement of expenses related to a potential new career and technical education school from the proceeds of potential debt funding for the school. They also voted 7-0 to approve an additional inspector position in the building department and to approve the transition of a parttime emergency services training coordinator position to a full time captain - training/deputy coordinator position.

School: Culpeper County High School Grade: Junior When I joined Culpeper Youth in the spring of 2017, I was expecting to find new volunteer opportunities and a statement for my college applications. What I didn’t expect to find was such an amazing group of kind people I would get to collaborate with every month. Working with Culpeper Youth over the past year and a half has been a wonderful experience, but having the opportunity to be on the Youth Advisory Council has been indescribable. The friends I’ve had the chance to share this experience with, and those that we have networked with (both in and out of Culpeper County) have opened new doors of insight to me every month. Culpeper Youth opened my eyes to the value of community and team work, but being on YAC has defined these ideas for me and taught me that working well together on projects is NOT the defining piece of your team. The quality of your team lies in how you respond in the times when compromise is difficult, obstacles are looming, and setbacks are more than ready to chase you down. The talented and driven crew I work with on YAC has shown me that it is in fact possible to combine work and play, and that we never have to let our responsibilities as leaders (no matter the position) get us bogged down from the work we love. I have never been more excited for Wednesdays than I am with Culpeper Youth.

At her Warrenton, Virginia law practice, Washington represents clients in a wide array of matters, including contracts, business, criminal violations, domestic Washington relations and estate planning. CCHS invtes you to 'Be Our Guest' at Beauty and the Beast Jr. By Jeff Say Culpeper Times Staff Writer Culpeper County High School invites you to “be their guest” this weekend for their production of “Beauty and the Beast, Jr.” The fall musical, scheduled for Friday and Saturday at 7 p.m., takes the Disney classic and condenses it - but all the classic scenes and songs remain. It’s one of the largest ensemble casts CCHS has put together in a while, director and theater teacher Maxi Mitchell said. “Everybody has songs, everybody has solos, everybody is playing a huge role in the production,” Mitchell said. The production puts to good use some of the new risers the theater department recently purchased, giving them different options when it comes to set design. The first scene in the Beast’s castle illustrates the new options available as the Beast descends from his study to confront Belle’s father. “It’s a tremendous help, we were able to fundraise from our own productions to be able to add the majority of the risers,” Mitchell said. “Mr. Soderholm helped us

out with the rest and they give us a tremendous help. They give us a lot of versatility with our set. We don’t need to worry about building wooden structures because it’s real solid and that makes it more safe. That’s the most important thing.” Brianna Hoffman, in her first starring role, plays Belle. She grew up loving the character, thanks to her older sister, and even still has a small Belle dress at home. Now, she’ll be wearing the real thing on stage this weekend. “It’s absolutely unbelievable, my sister is in love with her so it’s an honor to be playing Belle,” Hoffman said. She did say that stepping onto stage in a starring position for the first time in one of the most iconic Disney roles can be difficult, but she credited the cast and crew with making her comfortable. “It is intimidating because I want to do what they want me to do and be the best Belle I can be,” Hoffman said. CCHS stage veteran Chad McKnight plays the Beast, and he said it has been a blast to play the gruff character. “It’s definitely different how

I carry myself - I like to think of myself as a nice, fun guy so running around yelling at everybody is weird but it’s a lot of fun,” McKnight said. “It’s not too difficult, you just think about how you get grumpy throughout the day and you can finally channel it.” CCHS junior Kendra Callahan plays the wardrobe, Madame de la Grande Bouche, and said playing the role in one of her favorite Dis-

ney movies has been amazing. “I think she’s just a big and flamboyant character and you get to go over the top and be super extra,” Callahan said. CCHS will present the musical to all the kindergarten classes of Culpeper County Public Schools Thursday, and each student that attends that screening will receive a “golden ticket” to see the show for free this weekend.

BIZ BIO The People of Wellspring: Erin Jones, PA Erin Jones might be a newly minted physician assistant, but she has a deeply rooted personal understanding of the difference that patient and familycentered health care can make. It’s an understanding that shaped her life. “When I was 12 years old, my 40-year-old aunt was diagnosed with metastatic breast cancer,” Jones explained. “She survived a year longer than was expected and received exceptional care through her final days. My aunt’s medical providers gave my family a little more time with her, and I realized then how much of an impact a medical team can have on the lives of patients and their families—that’s when I decided I wanted to dedicate myself to helping people live their healthiest lives.” Originally from Woodbridge, Virginia, Jones is a 2018 graduate of the University of Charleston (WV) Masters in Physician Assistant Studies program. She joined the Wellspring team one month after passing her board exam. Early on in her training, Jones set a very deliberate course for herself to not specialize too soon in her career, but to build on the broad-based knowledge she gained in school by working with a wide variety of patients and conditions. She

feels that Wellspring is exactly the right place to do just that—and to do it for a company with a unique, communityfocused mission. “My training has prepared me to provide care Erin Jones, PA to patients of all ages from different backgrounds with different health challenges,” Jones said. “Wellspring has given me an opportunity to work with a variety of disciplines, and that’s what truly sets Wellspring apart for its patients, too—its ability to offer multidisciplinary care right here in a small town community.” Jones is also grateful for the welcome she’s received at her new job. “The staff here are amazing,” she said. “I arrived as a new graduate in a new environment, and everyone has been so wonderful in helping me adjust to all the changes.” As it turns out, Wellspring isn’t the only big change in Jones’ life. Come this September, Jones and her fiancé will tie the knot—and by all accounts, it’s a union blessed by their dog, a Pomeranian/Chihuahua mix appropriately named Tank.

BOS approves Greenwood Solar use permit by 3-2 vote ➤ Board also voted to amend time limit on special use permits for utility-scale solar farms By Jeff Say Culpeper Times Staff Writer The Culpeper County Board of Supervisors approved the county’s first utility-scale solar facility Tuesday night. The BOS approved by a 3-2 vote the conditional use permit by Greenwood Solar I, LLC to operate a utility-scale solar facility off Blackjack Road in the Stevensburg District. Supervisors Sue Hansohn, Alexa Fritz and Gary Deal voted for the approval, while Steve Walker and Jack Frazier voted to deny it. Stevensburg supervisor and board chairman Bill Chase recused himself from the vote and his role as chairman for the two items pertaining to Greenwood Solar on the agenda, citing conflict of interest. Jefferson District supervisor Brad Rosenberger, the acting chairman, also abstained as he cited conflict of interest because he does business with one of the farmers who is involved in the sale. Following last month’s contentious use permit public hearing for Culpeper North Solar, this month’s meeting paled in comparison. The discussion was emotional, but orderly and both sides had equal representation. It did, however, take more than three hours to sort through the use permit and the full evening BOS meeting ran until 11:50 p.m. The proposal was not recommended by the Planning Commission, by a 5-4 vote, but according to Director of Culpeper County Planning and Zoning, Sam McLearen, staff was not as opposed to this use permit than others, despite the proposal not falling in line with the county’s comprehensive plan. Greenwood Solar, a subsidiary of Nextera Energy Resource, was asking to utilize five properties for a max 1,000 acre, 19,000 megawatt solar farm. During the presentation from the solar company, Deal pointed out he had changed their proposal late last week, adding in extra buffers and taking out nearly 200 acres from the project in an effort to mitigate neighbors concerns about backing an “industrial” solar facility. Frazier questioned at length the actual contents of the solar panels themselves, expressing great concern about the materials located within and if they were hazardous

to the Culpeper County soil. He also expressed concern about the rain that would be diverted off the solar panels, where it would go and how it would affect the groundwater quality. “This does bother me that it is an intrusion to this community,” Frazier said. Many members of the Stevensburg community spoke out against the solar facility, citing the same concerns Frazier had and saying the solar farm would ruin the viewshed from that area of the county. Kurt Christensen, of the Stevensburg District, was concerned that the board is being duped. “I don’t want the county become a rural energy ghetto for Loudoun County,” he said. Dewayne Forest, of Stevensburg, disagreed with Christensen, pointing out that the blackjack land the farms sit on is very difficult to yield a positive crop - despite the farmers working the soil for years. “A solar facility would be a better fit for this land,” he said. “The poor soils in this project will be more productive of solar energy.” Ed Dalrymple, President of Cedar Mountain Stone, spoke in favor of the project. “I support this type of application, it’s important for property owners to find a use for their property,” he said. Doug Holmes, of the Stevensburg District, said the project is not in the best interest to the majority of residents of Culpeper County and pointed out that Blackjack Road - also known as Old Carolina Road - has significant historical value. Desy Campbell, of Stevensburg, said that Culpeper County is in the middle of a “sun rush.” “Do we have enough sunlight to contribute to the grid?” she asked. “Is this what we want in Culpeper County? Please vote not to this facility.” Hansohn made the motion after 11 p.m. to vote for the permit use, including the 32 conditions cited by the planning commission and language that county attorney Bobbi Jo Alexis presented following the public hearing. Following that vote, the weary board then voted to amend Article 17-3 (the time limit on construction for operation, renewal of special use permits) of the zoning ordinance to two years by a 6-0 vote (Chase abstained). Greenwood Solar asked to amend the article to three years, but that original motion failed 4-2 with only Fritz and Hansohn supporting it. A second motion amending the article to two years then passed.

CCHS culinary arts, preschool programs collaborate in the kitchen ➤ Little Blues visit to learn how to make pizza during nutrition week By Jeff Say Culpeper Times Staff Writer Friday was one of the rare times that too many cooks in the kitchen was a good thing. More than 60 students - young and older - crowded around the work station at the Culpeper County High School Annex to watch Culpeper County High School principal Daniel Soderholm and Eastern View High School senior Ben Spencer face off in a pizza flipping contest. The flipping fun was part of Chef Jay Cohen’s Culinary Arts programs’ collaboration with the early childhood program for nutrition week - introducing the preschool students to how to make pizza with the older culinary arts students. “It’s never too early,” Cohen said. “This is a big opportunity for culinary and early childhood education for collaboration.” The preschool students entered the industrial kitchen at the Annex with smiles and were ready to start baking their favorite food - pizza. They laughed as the older students held them up to help spread sauce on the dough the culinary students had prepared for the occasion. Cohen said working with the preschool

“Little Blues” was another opportunity for the culinary students to branch out and test some knew skills. “The fact that not every student is a college bound student, culinary is just another avenue for students to take,” Cohen said. The bustling kitchen was bursting at the seams with more than 60 students, teachers and guests filling the room with laughter and instructions. Early Childhood Education instructor Jenn Mullen said her 19 “big buddies” and two student teachers have been looking forward to this day in the kitchen - as have the 19 “Little Blues.” “For them to get the real life experience of cooking and eating healthy, it’s something they can take home and practice with their parents and use that later in life,” Mullen said. Getting a chance to integrate the culinary arts students and the early childhood students is part of the plan of collaboration between programs. “It’s great to collaborate, both sets of high school students can get experience of working with different people and different environments,” Mullen said. Soderholm said he was excited when he learned the two programs were going to work together. “This is exactly what we want when we talk about the profile of a graduate,” Soderholm said. “When you talk about communication, collaboration, career readiness, ➤ See CCHS, Page 7

Our students who are excited about learning about educators get to learn to teach students how we want to teach students - hands on.” Spencer, who also works at Domino’s in Culpeper, was excited to show his pizza tossing skills to the youngsters. “I’ve been working at Domino’s (in Culpeper) for three years,” he said. “It’s nice to be teaching younger kids how to do it.” He said learning how to flip pizza isn’t easy, and it took him about two years to get it down. Working in a kitchen for his profession has helped him prepare to work with others in the culinary classroom, he said. “It’s a lot easier to work with your partners because I’m used to working with a lot of people at Domino’s,” Spencer said. Spencer, who wants to one day be a manager and maybe a franchisee at Domino’s, had some stiff competition when it came to flipping pizzas - as Soderholm was a pizza boy back in the day at Papa Johns. “It’s probably been about 20 years,” Soderholm said with a laugh, when asked if he remembered how to flip.

It was just like riding a bike for the CCHS principal, who was quickly flipping, doing tricks and involving students and teachers alike when it came to catching the ‘za. That fun interaction is what working with younger students is all about, CCHS senior Caroline Shaffer - one of the two students who wrote the day’s lesson plan - said. “I’ve been really excited about this,” Shaffer said. “This is my first week being able to do lesson plans, so we basically went online and looked at templates for other nutrition ideas. We wanted to focus on these kids having a healthy diet. We looked at different activities and sorted them for ones that are better for four and three year olds.” Fellow CCHS senior Dominque Scroggins said it’s just a joy to work with the younger students. “It is amazing, that is so fun to watch how their faces light up when you do activities with them,” Scroggins said. “They’re so smart.” Maddox McCray, 4, said he loves preschool and his big buddies - and he wants to be a chef when he grows up. “I like to cook it,” he said of the pizza day. “I liked sprinkling the seeds (the flour).”

CHURCH Civility - Why Not Give It A Try? I’ll never know how he remained calm and deescalated the situation, but he did. Many years ago, I was visiting one of my church members at his place of business. As the store was about to close on a Saturday afternoon, a disgruntled patron walked in, and began to yell at the owner. He furiously attacked and hurled expletives. I happened to be in the back room, and the customer had no idea of my presence. But as the barrage of vile flowed from this guy’s mouth, I couldn’t help but focus on my friend’s reaction. Most would have lashed back at the uncontrolled man and put him “in his place.” This escalation could have ratcheted up

the situation and may have led to a more difficult result. But thankfully, that was not the church member’s response. Instead, in a soothing, humor laced tone, he literally brought a peaceful spirit into the altercation, as the angry customer became tranquil in his demeanor. My friend brought civility to an uncivilized episode. Lately, it seems that incivility is ruling the day in our society. If someone does not like you’re driving, they may respond with an unkind gesture. If someone does not like a retail service, they may scream at the poor cashier. Even at the highest level of government, political figures sometimes blatantly lie, and pummel their opponents. These days, if you don’t readily agree with someone’s way of thinking or ideology, they want to metaphorically “run you over with a bus.” How very, very sad.

The word civility means “formal politeness and courtesy in behavior and speech.” So why is this not readily practiced in many corners? Maybe people want to control. Maybe people want to be right. Maybe people aren’t tolerant of other opinions and views. Maybe people get frustrated and instead of dealing with their emotions and anger in healthful ways, it comes out in an inappropriate manner. Holy Scripture speaks on how we should treat and interact with one another. God’s Word is calling us to love your neighbor as yourself. Its compelling us to serve others, as Christ himself has provided us the example of service. We’re warned not to be haughty, arrogant or prideful, but to have humility and be humble. When it comes right down to it, every human being was made in the image of God. Shouldn’t we treat each other accordingly?

Isn’t it ok to be tolerant of others? Isn’t it ok to agree to disagree on heartfelt issues? Isn’t it ok to respect another, rather than instantly judging them on their appearance, clothing, way of living or agendas? Isn’t it ok to work for peace, rather than jumping instantly to anger? Not long ago I was handed a pamphlet from the Rotary International Organization. It was entitled, “The Four Way Test for Conflict Transformation.” This process is based upon asking four questions- 24 words. The questions included: “Is it True?” “Is it fair to all concerned?” “Will it build Goodwill and Better Friendships?” “Will it be Beneficial to all concerned?” Imagine, actively working to bridge gaps, heal wounds and deal with conflict in a constructive manner. ➤ See Civility, Page 9

Meet my cousin, Precious CALLY TALES

Meet my cousin Precious, Senior Cat Adviser to The World At Large. Precious is a tuxedo cat, which means she always seems to be formally dressed, either for dinner at a fancy fish restaurant or an evening at the opera. Since she lives with a musical human, I assume the opera. Precious taught me to “keep ‘em guessing.” She said it was the secret to a long life, and I have written in on the wall next to my litter box where I can study on it further. Precious also gave me advice on the hair ball thing. Hair balls, of course, are ho-hums to cats but stomach turners to humans. But I decided cleanliness was a priority, and if licking myself clean from ear to paw produced hair balls, so be it. If my Widow chose to gag over hair balls, that was her problem. I stated my case. Then she stated hers – which was no hair balls, no matter what. We compromised on the Furbliss, a fancy stainless steel comb that gets rid of shedding hair. Probably designed by a hair-ball-gagging human, I thought, but at least not nasty tasting medicine. Nevertheless, Rule 42 in the Cat Manual says, “Never try a new thing without an okay from some feline older and wiser.” I emailed Precious. She not only knew about the Furbliss but thought it was better than a fancy massage in a pricey cat salon. Since Precious is my cousin as well as the Senior Cat Adviser to The World At Large, I decided to try this new thing. Bottom line: I love it! I even roll from side to side to get a full treatment. While we are on the subject of Precious, I must mention that wise as she is, she also has a temper. Only

last week she was in a huff because her Mama human would not let her romp on the computer keyboard. With ears laid back in attack mode, Precious jumped to the nearby copy machine. Copies came flying out, gears rumbled, lights flashed. She planned to paper the floor, walls, and ceiling with copies then march out the door with a triumphant, “So there!” Her Mama, however, pushed the “off” button and ended the drama. Privately Precious told me she dreams of having a banner over her litter box that says, “Don’t mess with Precious, the Copy Cat.” I think Precious should lighten up. I know for a fact she lives like a queen. She has her own place at the dinner table, complete with place mat, dish, and high chair. When she asks for Brie, she gets it. However, it’s also a fact that Precious eats mainly baby food meat. Her Mama calls it “senior food,” but only in hushed tones because Precious is very word sensitive. She likes to think she is still a high school pompom girl. She does, however, like an early breakfast. Since her Mama human is not an early riser, Precious only waits so long before taking charge, leaping about the bedroom hither and yon. Her next step is to find a book and sent it crashing to the floor. Sometimes two books. Sometimes an alarm clock. Whatever is handy and whatever it takes for her human to get the message and pad out to the kitchen in her bunny slippers and serve breakfast. Only then can Precious’ day begin in a proper way. Come to think of it, Precious reminds me of Max, neighborhood hero and guidance counselor in my former neighborhood. I’ll tell you Max’s story next month.

Believe me, I’m not trying to live in denial by having a Pollyanna, Doris Day kind of attitude. I realize that there are great differences of opinion on a multitude of political and social issues. My thoughts have to do with being civil and respectful in our discourse and debates with one another. When we allow ourselves to lose self-control in our interactions, it defeats the purpose. Growing up, my parents incessantly drilled into me that you treat others with kindness and respect. They clearly taught that no one is better than another, so I better treat people well. I hope that our present climate will one day

VIEWS Be informed:Ballot and referendum question information for Culpeper County The Culpeper County Board of Supervisors has determined it advisable to take the sense of the qualified voters of the County by ballot on November 6, 2018, on a question regarding the potential incurrence of debt and issuance of general obligation bonds in a maximum principal amount up to but not exceeding $13,144,000.00 towards the construction of a Community Recreation Center. The building, as constructed, may include all, or only one or some, of the following features: an indoor competition swimming pool, a therapy pool, a multi-purpose gymnasium, fitness equipment, exercise class space, classrooms for various activities, and an adjacent soccer field, as well as necessary access, parking, and utility improvements. Frequently Asked Questions: 1. What costs or expenses associated with this potential project would the $13,144,000 pay for or cover? The costs

referenced in the ballot question are strictly limited to costs estimated for construction only. No operational costs are included in the amount referenced in the ballot question. It is important to note that in the event the County were to move forward with a Community Recreation Center project of any kind, it is anticipated that the County would contract with a third party to operate the Center - with that third party incurring and paying all of the operational costs and expenses associated with operations, ongoing maintenance, and programming. 2. How does the outcome of the vote obligate the County with regard to the construction of a Community Center Recreation? (i) No matter the outcome of the ballot vote, the County is not obligated to construct a Community Recreation Center; and (ii) No matter the outcome of the ballot vote, the County may construct a Community Recreation Center utilizing alternative methods of

paying for the project that do not require a referendum vote. The referendum specifically seeks approval to take on debt in the form of general obligation bonds to accomplish the project. The actual question to be printed on the ballot is substantially as follows: QUESTION: Shall Culpeper County, Virginia contract a debt and issue its general obligation bonds in the maximum principal amount of thirteen million one hundred forty-four thousand and 00/100 dollars ($13,144,000) for the purpose of paying the costs, in whole or in part, for construction of a Community Recreation Center, which may include an indoor competition swimming pool, a therapy pool, a multi-purpose gymnasium, fitness equipment, exercise class space, classrooms for various activities, and a soccer field, as well as necessary access, parking, and utility improvements? [ ] Yes

IRS is calling: Real or Fake? An official looking IRS letter comes in the mail telling you the IRS wants $2,262 sent for taxes still owed because you underpaid in your last tax filing. What do you do? The phone rings and the caller says, “I’m from the IRS. You need to send a $1,951 check [to this address] for delinquent taxes owed.” What do you do? You get a text message from the IRS telling you to send a $437 money order to the address listed because you’ve underpaid your taxes; send it or be called in for an official audit. What do you do? How do you tell the difference between the real IRS contacting you and criminal scammers trying to rob you? Sadly, too few know the difference. Who among us wouldn’t have their

stomachs tighten if they got such a letter, phone call or text message from “the IRS”? The BBB serving Central Virginia gets many calls every year from concerned citizens regarding “the IRS” contacting them, or especially debt collectors pressing them for money. I am commenting on IRS scams today. I’ll cover private debt collectors’ next column. Virginia’s citizens, just like taxpayers in other states, are being regularly approached by criminals seeking to use “the IRS” as leverage to scam you out of your hard earned money. Know the difference between a scammer and the real IRS communicating with you. Here are a just a few tips to help know who’s reaching out to you: • The IRS rarely initiates contact by email. • The IRS doesn’t send text messages or contact you through social media sites. • The IRS normally sends an

initial contact through postal mail, but beware as scammers do as well. If any doubt whatsoever call your nearest IRS office and ask about the letter. Beware of IRS impersonator scams. When visited by someone from the IRS saying, “I’m from the IRS and I’m here to discuss your taxes,” taxpayers should immediately ask for their credentials. IRS reps will always be able to provide two forms of official credentials: a Personal Identity Verification Credential and a Pocket Commission. If the person hasn’t one or both, call the police. You can get more Tax Tips and Tax Scam Alerts from the IRS website www.irs.gov/alerts or at www.bbb.org. The more aware you are of scammers posing as the IRS, the better chance you have of keeping your money in your own pocket rather than a thief’s. Barry N. HISTORY The story of William Grayson Culpeper is a good-hearted community, a wonderful place to raise a family and possess a growing awareness that we still can improve the quality of life for all. The even better news is that there are many people engaged in that process! On Monday, Sept. 24 an estimated 120 people came out on a dank and rainy night to learn more about the tragic history of lynching in America. The audience viewed a 33-minute award-winning documentary and the spent the next hour discussing the issue related to then and now. It was informative and uplifting. On Saturday, Nov. 17, there will be a Remembrance and Reflection event for Allie Thompson, William Thompson, and William Grayson. It

will be held at the Culpeper Baptist Church- co-hosted with Antioch Baptist Church- from 2 to 4 p.m. with a repast to follow. Please mark your calendars. In the interim, this column will be providing the stories of each of these men beginning with William Grayson. William Grayson, a free man of color, lived in Culpeper County and in 1849 was charged with the murder of David W. Miller. His story is quite different from most accounts of lynching and will certainly deepen our knowledge of the circumstances surrounding these acts of supremacy and terrorism. Friend and history enthusiast, Tim Thompson, alerted me to the documented lynching of Grayson with a newspaper notice that he had discovered. The thing that struck me was that Grayson was given a trial; in most lynching cases the victim seldom receives a trial or any other evidence of due process. I was intrigued. A search of a few Internet resources

produced no less than three more newspaper articles all demonstrating disapproval for the lawless action in Culpeper. These opinions were from other parts of Virginia but cited a courageous account of two Culpeper men who attempted to halt the proceedings. Nonetheless, these findings were after the fact and I wanted to get to details about the incident, William Grayson, David Miller, a mysterious William Wood, and his slave Henry. After a few hours studying the law order books at the courthouse, the order of events was coming to light but many, many questions remained. Here is what was discovered in the abstracts. A trial was held in June of 1849; a jury seated, and Grayson represented by an attorney. The jury found Grayson guilty; he was sentenced to death by hanging and the sheriff was assigned as the executioner, date set, and location designated as the “usual place.” The attorney entered a motion to set aside the verdict and requested a new trial. The motion was overruled.

He took his motion to the higher court in Richmond where it was held for the defendant, the verdict of the lower court reversed, and a new trial ordered. This process was repeated almost verbatim in June of 1850. While waiting for a third trial a local mob declared enough and took over the legal process. Here is what we hope to discover and share with readers in the coming weeks. History on William Grayson, David Miller, William Wood and the circumstances of the alleged murder. The name of Grayson’s attorney and the reasons for the new trials? Where is the “usual place” for hangings? No doubt there will be other details as the research progresses. PARKS & RECREATION Culpeper Cycling Century Saturday October 6th, 2018 • 8:30AM This Saturday, October 6th will be the 11th Annual Culpeper Cycling Century bicycle ride. This event brings cyclist in from all over the region to enjoy the beauty and scenic backroads of Culpeper, Fauquier and Madison Counties, where they choose between 30, 60, or 100 miles to ride. There are currently 200 cyclists registered plus those that show up on Saturday. This fundraising event is hosted by the Culpeper County Parks & Recreation Department, and 100% of the net funds raised will go to the Culpeper Recreation Foundation, Inc., a 501(c)3 non-profit, whose mission is to build additional recreation amenities in Culpeper County. The event is based at Culpeper Baptist Church on West Street and will have a group start at 8:30am. This is a pleasure ride, so cyclist will be traveling at their own pace and the last cyclist should be finished around 5:00pm. Please be sure to pay special attention while out driving. The course takes all 3 distances out of downtown via Chandler Street/McDevitt/Rt. 3/ Rt 522 to Mt. Pony. From there they work their way to Stevensburg where the 30mile course splits off and heads to the Graffiti House in Brandy Station for a rest stop, then up Alanthus, down Mt. Zion Church Rd over to Catalpa, and back into town via Ira Hoffman / Sperryville Pike and West Street.

At the split in Stevensburg the 60 & 100 milers head out to Lignum, then to Elkwood with a rest stop at The Inn at Kelly’s Ford, then work their way over to Remington, over to Lakota, Ryland Chapel with a rest stop at Wayland Blue Ridge Baptist Association. From there the 60 & 100 milers split. The 60 milers head down to Alum Springs, Dutch Hollow, and back into town via Ira Hoffman / Sperryville Pike and West Street. While the 100 milers will go up to Rixeyville via Monumental Mills & Homeland Road, then work their way down to Scotts Mill Road, to Griffinsburg, over to Reva with a rest stop at Novum Baptist Church. Then they’ll head over to Hebron Valley Road, Lillards Ford to a rest stop in Brightwood at Bethsaida United Methodist Church. What any culture (or community) values most is easy to see at it’s grocery stores. Step in any grocery store and look about to determine their largest display. Like winning Bingo - that’s what is perceived as something that’s done well, or of high value. Sure there’s a map and where marketers/ operators want to lead you you, but the real story of the culture and community is there in coolers and

shelves. This past summer, in addition to farms and farmers markets (and cheese), I have been exploring grocery stores from New York to Florida and learning the differences in cultures and communities. Far and away the most diverse grocery store was Cirillo’s in Amagansett, New York. The parking lot was a prelude to the store itself. Exotic cars (BMW i8 prototype) and well worn everyday vehicles. Inside was much the same. For me, not even Georgetown’s venerable Neams’ Market, had such a casual acceptance of exotic foods with basic sundries. In Pennsylvania, where ABC laws are very, very different, I encountered Key foods and Weis Markets. More traditional grocery stores where case stacks of jarred and canned foods called out shoppers with discounts and coupon values. However, the real attraction at each was on the ready to eat counters. Maybe it was the markets I was visiting, but folks seemed content waiting in lines for the prepared meal offerings to avoid buying ingredients for cooking themselves. Closer to home, Wegman’s and Whole Foods each offered their own temptations with their in-store dining experiences. Dining - not the buffet,but sit down in the store and eat. While it seems a bit odd at first, the specials, like $1 oysters or lobster with sides for two at $ 20, make it an easy date and shopping experience. Whole Foods sports bar at Fair Lakes is a feast for the eyes and palette. The Fresh Market (Georgia and Delaware) introduced, among other things, the concept of half pies. Evil. A whole pie cut in half led me to sample pecan and cherry versions. What struck me in Delaware was

their sushi chef. With a counter as good as the excellent sushi counter at Charlottesville’s Food of all Nations, the hand selling sushi in front of the counter made the difference and several sales. Nice touch chef. Publix was different where each location in Florida where offerings were scaled to meet the market. In the “higher level” stores what intrigued me were the innovations designed for customer convenience. The website (not app) to order sliced cheeses and meats and pickup (effortlessly) in store was intuitive and admittedly fun to play with. Lastly, that value is about more than low prices - shoppers want to identify with where they buy groceries and that in turn, defines which stores thrive in different markets. CLASSIFIEDS BE INFORMED: BALLOT & REFERENDUM QUESTION INFORMATION The Culpeper County Board of Supervisors has determined it advisable to take the sense of the qualified voters of the County by ballot on November 6, 2018, on a question regarding the potential incurrence of debt and issuance of general obligation bonds in a maximum principal amount up to but not exceeding $13,144,000.00 towards the construction of a Community Recreation Center. The building, as constructed, may include all, or only one or some, of the following features: an indoor competition swimming pool, a therapy pool, a multi-purpose gymnasium, fitness equipment, exercise class space, classrooms for various activities, and an adjacent soccer field, as well as necessary access, parking, and utility improvements. Frequently Asked Questions: 1. What costs or expenses associated with this potential project would the $13,144,000 pay for or cover? The costs referenced in the ballot question are strictly limited to costs estimated for construction only. No operational costs are included in the amount referenced in the ballot question. It is important to note that in the event the County were to move forward with a Community Recreation Center project of any kind, it is anticipated that the County would contract with a third party to operate the Center - with that third party incurring and paying all of the operational costs and expenses associated with operations, ongoing maintenance, and programming. 2. How does the outcome of the vote obligate the County with regard to the construction of a Community Center Recreation? (i) No matter the outcome of the ballot vote, the County is not obligated to construct a Community Recreation Center; and (ii) No matter the outcome of the ballot vote, the County may construct a Community Recreation Center utilizing alternative methods of paying for the project that do not require a referendum vote. The referendum specifically seeks approval to take on debt in the form of general obligation bonds to accomplish the project.
