Breeden mourned

RICH CROWLEY’S SNAPSHOT OF CULPEPER

Last Thursday, Jesse Lewis Breeden, 87, passed away at his residence after a long, hard fight with heart and other illnesses. His wife of 43 years, Carrie Payne Breeden, was at his bedside. A beloved figure in Culpeper, Jesse Breeden was a founder and lifetime member of the Reva Volunteer Fire Department and a lifetime member of the Culpeper County Fire Department where he served 35 years. Suffering from a back injury, Breeden retired from the Culpeper Town Police Department in 1980 where he had served for 20 years. He was also a member of the Fraternal Order of Police. Services were held Monday, July 25, in the chapel of Clore-English Funeral Home. Serving as pallbearers were Gene Corbin, Anthony Clatterbuck, Steve Corbin, Chris Jenkins, Stratford Settle and Donnie Foster. Interment at Fairview Cemetery immediately followed the service. Memorial contributions may be made to the Reva Volunteer Fire Department, 18320 Birmingham Road, Culpeper, VA 22701.

Economic Develpopment Center debuts On Wednesday, a ribbon cutting was held to officially celebrate the opening of the Economic Development Center. The town and county continue to work collaboratively to market Culpeper and this center testifies to that commitment. Located at 803 South Main, the center combines the Town and County of Culpeper's Economic Development teams, with additional support through the Small Business Development Center officer onsite. "Our goals are the same, to enhance the quality of life and raise the standard of living while maintaining the rural integrity of Culpeper through a balanced approach to business retention and expansion & business recruitment and trade development, thereby building Culpeper's tax base and creating employment opportunities. Working out of a colocated space will enhance our team approach to this economic development goal," said Director of Tourism and Economic Development for the town Paige Read.

Fire hydrant flushing

The Town of Culpeper Public Works Department will be flushing fire hydrants the week of July 27 through Aug. 2 so that water lines may be kept free of corrosive materials. Some discoloration of water is expected, but the condition should be temporary. Should the discoloration be prolonged, please call the Public Works Flushings will begin at 10 p.m. each night and will continue until the scheduled area is completed.

SHOP SMALL FOR SCHOOL SUPPLIES

Virginia’s sales tax holiday Aug. 5-7 Virginia's upcoming sales tax holiday on clothing, school supplies, and footwear could provide a muchneeded lift to many small stores and businesses, said Nicole Riley, state director of the National Federation of Independent Business. The sales tax holiday is Aug. 5-7. “It’s been a lackluster summer for a lot of small businesses,” Riley said. “The sales-tax holiday should help people get fired up and in the mood to spend.” The latest NFIB Small Business Optimism Index, released July 12, shows that small-business confidence improved by only a fraction of one percent in June. “Small businesses are in maintenance mode,” said NFIB Chief Economist Bill Dunkelberg. “Uncertainty is high, expectations for better business conditions are low, and future business investments look weak.” That’s where the sales-tax holiday comes in, Riley said. Parents would go back-to-school shopping regardless, she said, but the tax holiday could also attract cashstrapped shoppers who have delayed buying new clothes and devices. “And people need to remember that the tax holiday applies to Main Street as well as the mall,” Riley said. “Even if you don’t need school clothes, you can save money shopping during the sales-tax holiday, and you can find some great deals and unique merchandise by shopping small. “When you shop at small, locallyowned businesses, you’re helping your friends and neighbors,” Riley said. “You’re supporting the businesses that support our schools and charities and create jobs in our communities. “Combined with the back-toschool sales a lot of stores are having, the sales-tax holiday is going to help people get a bigger bang for their buck," Riley said. “The more we can do to encourage people to shop at small businesses, the more jobs we'll save, and the faster our economy will grow.” To learn more about Virginia's sales tax holiday, visit the Department of Revenue’s website at http://www.tax.virginia.gov/content/ sales-tax-holiday.

Neighborhoods throughout Culpeper, alongside the Town of Culpeper Police Department, will be joining forces to help celebrate the 33rd annual “National Night Out”. The nationwide initiative will be held on Tuesday, August 2. “National Night Out”, a year long community building campaign, is designed to: (1) Heighten crime prevention awareness, (2) Generate support for, and the participation in, local anticrime programs, (3) Strengthen neighborhood spirit and police-community partnerships, and (4) Send a message to criminals letting them know that neighborhoods are organized and fighting back. All residents throughout Culpeper are asked to lock their doors, turn on outside lights and spend the evening outside with neighbors and police from 7 p.m. to 10 p.m. Many neighborhoods throughout Culpeper will be holding events such as cookouts, block parties, ice cream socials, walks, youth activities, and visits from the Culpeper Police Department. Some of the planned neighborhood events will start as early as 4 p.m. “All citizens are asked to join us in celebrating our community. The goal of this event is to promote relationship building

between the citizens, businesses, and law enforcement. Crime prevention is a joint effort; however cooperation makes it truly effective. Even if you cannot make it to one of the events, please join in support of the evening by turning on your porch lights,” says Lieutenant Jeff Dodson of the Culpeper Police Department. “National Night Out” is sponsored by the National Association of Town Watch, or NATW, and is locally co-sponsored by the Culpeper Police Department. National corporate sponsors for this event are Nextdoor.com, ADT, Associa, and Ring. In Culpeper, two local business sponsors are active in assisting several watch groups, Target, Comcast, and Subway. NATW expects “National Night Out” 2016 to be the larger than ever. In 2015, 38.3 million people in over 15,728 communities from all 50 states, U.S. territories, Canadian cities, and military bases worldwide participated in “National Night Out”. “National Night Out is an opportunity to promote awareness and safety in the Town of Culpeper. Building a strong relationship with the community is the most effective way to combat crime,” says Chief Chris Jenkins. Police assist with more community events on Saturday Captain Tim Chilton of the Culpeper Police Department is busier than usual these days. Known for his affinity to make things happen in the community he is often tapped to help get the word out about

events happening particularly when it involves the police department. With school starting in a little over a week, one event that draws hundreds of youngsters will take place this Saturday starting at 10 a.m. at the State Theatre located at 305 S. Main Street. Back to School Jam is sponsored by The Health Ministry of Antioch Baptist Church of Culpeper and will run from 10 a.m. to 1 p.m. In addition to two guest speakers, they will be giving away school supplies and gifts. If you’d like to donate, you can drop off supplies at the church. “This is a great event,” says Chilton, “and available to any child.” Feel free to contact Pastor Adrian Sledge at (540) 8252768. Chilton has a good friend in Fredericksburg who is involved with the Brightest Light Project. Another way to connect with community in a caring way, you can learn more about them on Saturday from 1-3 p.m. at Yowell Meadow Park where free hot dogs and chips will be served along with fun, family time. “Antioch is involved with this one as well as Erick Kalenga from His Village Church,” says Chilton who says it’s a good event, to come hungry, and share in fellowship. A first-time movie night event will take place Saturday at Bell Court sponsored by Lifepoint Church. An inflatable movie screen will provide the viewing fun. Lifepoint Church holds services out of Eastern View High School. Lt. Al Cooper is involved with this one and it promises to be a family, friendly and fun time.

Judson Walls is a guy who as an Air Force navigator mapped out the skies guiding B52s. When he retired in 2000, he then trekked to Tysons Corner where he worked for some 10 years as a business and government consultant. But it was in 2008 that he had an epiphany about his next venture. And it was an epiphany born of necessity. “We bought a lovely home in Fauquier County,” says Walls, “but when a storm came through we lost power and our well went out so I found myself buying bottled water...it was our first time on a well system...when you lose power, you lose water.” “So, I went searching for a solution...other than a generator for the entire house which can be very expensive to install and maintain..and I didn’t find one...and that’s when I decided it was a problem that shouldn’t be that hard to solve.”

With an electrical background and a determined spirit, Walls began experimenting in his basement on a system of storage tanks that would automatically provide water if your well breaks down either to some fault in the pump or due to a storm. He filed for a patent and by 2012 had found a manufacturer. “This has been the hardest thing I’ve ever done,” smiled Walls who is now ready to bring his product and service to market and he hopes to do it on a national and global scale. While conceiving the idea some eight years ago, he’s kicked into high gear within the last six months and is optimistic that once the word starts to get out that not only homeowners on a well water system but plumbers, home builders and agencies involved in disaster relief will find his invention worth taking a good look at. “It was definitely born of necessity,” says Walls. Simple in concept, Constant Water requires no generator. A 40 gallon tank of pressurized water will automatically kick in to

Battery powered, the units of water are kept continually full and continually fresh as the water running through them is the same water as in your well. Storage tanks are placed inside the house usually close to the water heater. “When you’ve got elderly or small children in the house, you can’t afford to be without water,” says Walls noting that with Constant Water as a

backup for your water, if you have a generator, it could then be focused on electrical needs. The unit runs roughly $1,400 to install with one 40-gallon tank. If you find that you need more than that, another tank is $760. “We’re very excited and this is very rewarding,” says Walls who has donated one system to a Habitat for Humanity home in Rappahannock County. “It’s a smart but simple system and it can reduce costs.”

Is your child eligible for free or reduced meals? On Monday, the Culpeper County Public School System announced its policy for providing free or reduced price meals for children served under the National School Lunch, and/or School Breakfast Programs. Each school and/or central school nutrition office has a copy of the policy, which may be reviewed by any interested party. Household size and income will be used to determine eligibility for free or reduced price meal benefits. Children from households whose income is at or below the Federal Income Eligibility Guidelines, shown may be eligible for either free or reduced price meals. As an example, a household of four with household income ranging from $31,590 to $44,955 may be eligible for free meals. Children who are members of households receiving Supplemental Nutrition Assistance Program (SNAP) benefits (formerly the Food Stamp Program) or who receive Temporary Assistance for Needy Families (TANF) may be automatically eligible for free meals. Children who are homeless, migrant, or runaway may also be automatically eligible for free meals. Foster children, who are the legal responsibil-

ity of a welfare agency or court, are eligible for free meals regardless of the income of the household with whom they reside. Children who are members of households participating in WIC may also be eligible for free or reduced-price meals based on the household’s income. Application forms are being distributed to all households with a letter informing households of the availability of free or reduced price meals for their children. Applications are also available at the principal's office in each school and at the central office. To apply for free or reduced price meals, households must only fill out one application per household and return it to the school division. Applications may be submitted at any time during the school year. The information households provide on the application will be used for determining eligibility and verification of data. Applications may be verified at any time during the school year by school or other program officials. For school officials to determine eligibility for free or reduced price benefits, households receiving Supplemental Nutrition Assistance Program (SNAP) benefits (formerly the Food Stamp Pro-

gram) or Temporary Assistance for Needy Families (TANF) only have to list their child(ren)'s name and SNAP or TANF case number and an adult household member must sign the application. Households who do not list a SNAP or TANF case number, including WIC households, must list the names of all household members, the amount and frequency of the income received by each household member, and the last four digits of the social security number of the adult household member who signs the application. If the household member does not have a social security number, the household member must indicate that a social security number is not available. The application must be signed by an adult household member in order to be approved. Under the provisions of the free and reduced price meal policy, The Food Service Department will review applications and determine eligibility. An application for free or reduced price meals cannot be approved unless it is complete. Households dissatisfied with the ruling of the eligibility determining official may wish to discuss the decision with the official on an

informal basis. If a household is not eligible now but has a change, such as a decrease in household income, an increase in household size, becomes unemployed or qualifies for SNAP or TANF, the household should contact the school for an application. Such changes may make the children of the household eligible for benefits if the household's income falls at or below the Federal Income Eligibility Guidelines. Households that receive Supplemental Nutrition Assistance Program (SNAP) benefits (formerly the Food Stamp Program) or Temporary Assistance for Needy Families (TANF) may not have to complete an application for free or reduced price student meals. Getting a crash course in nursing

I delivered a baby last week. OK, it was plastic, definitely not mine and I was surrounded by my comrades in Lead Culpeper. It was part of our tour of Germanna Community College and the nursing program which uses animatronic mannequins to replicate real-life situations that nursing students may encounter in their future profession. There’s something unsettling about being in a room with sick people - even if they are programmed to be that way. Nursing, and health care in general, is a tough profession to start in - long hours of studying, stressful situations and often cantankerous patients who just want to feel better. At Germanna, they’re making major strides in helping prepare nurses for the real world - as evidenced by the mannequins and the skills they help build. Each mannequin is a little different and start at around $80,000 - not as valuable as a human life but still pretty pricey. They can bleed, they can throw up, they complain of pain and they

can even have limbs amputated (if programmed to do so). There’s also one that can give birth. That’s where my experience comes in. Yes, I’ve been in the delivery room for both of my girls, but I was just the cheerleader and camera man. Dr. Peter Godfrey was the one with the tough job, pulling out both Mady and Maura. Mady was the first so a little more difficult. She required suction and her head had a cone shape to it for a while before reforming. Maura popped into this world looking just like her sister at birth - a point I was sure to mention. “I would hope so,” Dr. Godfrey said in his normal dry tone. “They share the same DNA.” Good point, I noted. So when it came time for us to “deliver” the baby at Germanna, I was excited as I pulled the role-playing card of baby. “I get to be the baby,” I practically yelled out, prepared to show my team member Steve Barker by community theatre chops as I screamed, cried and made cute baby noises. Nope. I wasn’t the baby, I was the baby deliverer. We went to work, with Aaron Simmons playing the role of the father, cracking wise to bring levity to a normally stressful situation.

“Push,” I called, “you’re doing great,” as the mannequin mother cried out in pain. Good reason too. The “baby” came out head down, facing down, and then turned to the left. That’s when the program failed. System error is never a good thing on a computer, especially when you’re trying to safely deliver a make believe baby. The baby’s shoulder was stuck and well, it wasn’t going anywhere. After an emergency stomach unstapling (this normally wouldn’t happen in real life I was assured), the baby was reset and we continued delivery. The rest went without a hitch, as we delivered the baby, I swaddled her and showed off my wicked diaper skills. It’s an experience I won’t soon forget, and it certainly gave me an appreciation for the training that nursing students have to go through just to reach their goal. At least I know what to do if I ever have to deliver a baby on the highway... REC’s LEARN Grant Program Awards Funds to Local Organizations Rappahannock Electric Cooperative (REC) recently awarded $16,000 in grants to emergency service agencies, non-profits and local schools. The grants are made possible through REC’s LEARN (Literacy, Education, and Rural Networking) program. The Cooperative began the LEARN program in 1996. Since then, the program has awarded grant money to the community in support of more than 130 projects throughout REC’s service territory, including literacy programs, health checks for senior citizens and the purchase of lifesaving equipment for emergency services. Is your cheese fresh or frozen? JEFFERY MITCHELL

When it comes to cheese, there’s a fine line to walk in the cooler. Living cheeses, meaning real cheeses, and especially raw milk cheeses are each alive. These cheeses (like people) develop traits and features as they age – usually for the better. Similarly, living cheeses have a lifespan. A lifespan that can be shortened as cheeses are exposed to prolonged heat or preserved in a cool and humid environment. Cool is good for cheese all the way down to 33 degrees. Humidity requirements vary by type/ style of cheese. Generally, cheeses should not be frozen. Freezing kills a living cheese and changes its properties and can impact its texture. Frozen cheeses once thawed present lesser aromas, are less flavorful and cannot mature. Even so, frozen cheeses are not uncommon in many households. These frozen cheeses are best used (immediately after thawing) for cooking. In this manner, their texture and appearance are maintained and the flavors augmented by other components of the dish. Take frozen pizza for example. Even in the best examples of this frozen product, a myriad of flavors are commingled in a manner vastly different than the distinct contrasts of flavor in a wood fired pizza oven made with fresh cheese. Yes, freezing kills the flavor of a cheese. Then, like most things, there are exceptions. Chevre is one of the most notable with a “structure”

unlike many other cheeses. The curds are not so much cleaved and separated from the whey as they are nudged to cohabitate in a smaller place. This higher moisture cheese can be frozen without impact. WHAT’S A PUMP TRACK? No news that it’s been very hot. We get it. On Friday, a few adventurous souls decided to beat the heat by trying out something new and pretty cool at Yowell Meadow Park. On tour around the country, American Ramp Company was in Culpeper to demonstrate to municipalities their “pump track� which was assembled temporarily on the basketball court. Their parks can be constructed from fiberglass, concrete, or wood framing. Sponsored in conjunction with Culpeper County Parks and Recreation it was a great way to wrap up National Parks and Recreation Month. Several came out to test their skills on skateboards, scooters and BMX bikes. Pictured is Blair Neal who earned some airtime with his scooter on one of the hills of the pump track while Isaac Perry and James Dean enjoyed their skateboard track cruising.
