A Tail For a Tale: Welcome Waggers visit Pearl Sample Elementary By Michelle Allaire

On Monday, Aug. 29, the Welcome Waggers visited Pearl Sample Elementary School. The Welcome Waggers is a volunteer organization of local people who bring therapy dogs to schools, libraries, convalescent homes and hospitals to benefit patients and students. The dogs have been specially trained to bring joy wherever they go. With their love of people, ability to do

tricks and keenness on listening to students read, they were a sensation at the school! Students who completed their summer reading program by reading 10 books were rewarded with the special treat of being able to meet the Welcome Waggers and read to them. Students learned about different breeds of dogs as we had visits from a Bloodhound, Greyhound, English Bull Dog, Irish Setter, King Charles Spaniel/Poodle mix, and a German Shepherd mix.

Culpeper Police caution about door-to-door solicitors

The Culpeper Police Department is issuing reminders for its residents regarding door to door solicitors within the Town of Culpeper. Recently, the Culpeper Police Department has received some complaints regarding door to door solicitors from area residents. The Culpeper Police Department reminds all residents to take notice of the following reminders regarding door to door solicitors. Important reminders regarding door to door solicitors: 1. All solicitors within the Town of Culpeper must have a proper permit issued by the Town. Residents are encouraged to ask those individuals soliciting from door to door to show the permit that has been issued to them. Solicitors are required to show this permit if requested to do so. If residents are unsure about the status of solicitors, please call the Culpeper Police Department at 540727-7900. 2. Residents should use caution before providing personal or financial information to those persons who may be soliciting from door to door. 3. If you don't know the person knocking do not feel obligated to answer the door or entertain Solicitors. 4. Residents should not let solicitors inside of their home. Not even to use the phone or Restroom. 5. Town of Culpeper Code 16-26 to 16-33 deals with Solicitors. The Code can be found at www.municode.com/ library/va/culpeper/codes "We want to remind all residents to report any suspicious activity regarding solicitors to us immediately. Never feel obligated to explain yourself to solicitors. If you are not interested, then tell them and then they are required to leave your property," says Chief Chris Jenkins. If any residents have questions or concerns regarding solicitors they are reminded to call the Culpeper Police Department at 540-727-7900.

COUNTY NEWS What's in a name? The Culpeper County Board of Supervisors approved adopting resolutions requesting that the Virginia Department of Transportation designate portions of Route 607, Cabin Road, and Route 714, Dunkard Church Road, as Rural Rustic Roads. Secondary roads are often the last to get attention when it comes to state funds. With those official designations, they will then be put on a list for future repair. Doesn’t hurt to ask County treasurer Dave DeJarnette needed approval for this year’s Voluntary Contributions Summary for FY2016. If you aren’t familiar, when you pay your local taxes you have the option to consider making a voluntary contribution to several local agencies. As DeJarnette said, “you can put your money where your mouth is.” Divided into six categories, ranging from the animal shelter’s spay program, the library, parks and rec and social services, folks in the county answered the call to help. DeJarnette reported that in 2015, $15,000 in voluntary contributions were received representing 252 contributors. Average donation was $60 per person. More fuel The board unanimously approved awarding a contract to Kansas based SkyMark Refuelers, LLC for one 3,000 gallon capacity Jet-A Fuel truck in the amount of $198,400 for the Culpeper Regional Airport. “This is critical for their operation,” said Stevensburg supervisor Bill Chase. County Administrator John Egertson shared with the board that the original amount budgeted for this item was $200,000 so they were under budget.

COOL CULPEPER COUPLE I was driving down Blue Ridge and saw this handsome couple running and seemingly having a great time. They were teasing each other and laughing and I wanted their picture. They were most gracious and let me take this shot. Their names are Sandy and Paula Hall. When I asked what kind of work they did they said that they were "self employed" in construction. A little further questioning revealed that the name of their business is Taft Construction. No way did I picture the kind of construction company Taft is... it is a construction company! I cannot describe it here and do it justice, so I encourage you to Google that name. Public-Radio System Upgrade In the research/planning stage for several years, the county has looked at upgrading their public radio system. On Tuesday, the board unanimously approved awarding a contract to Harris Corporation for the Public-Safety Radio System upgrade in the amount of $3,040,000. Culpeper partnered with Fauquier and Rappahannock Counties on the final decision to go with Harris who will service all three counties as much of the equipment is shared. Service from Motorola, who is the current provider of parts and technical support, runs through 2016 which precipitated the county taking a look at another provider that could offer more. The cost for all three counties is $7.6M. Installation is anticipated by August 2017 which includes a paging system for fire and rescue personnel.

Potomac Flight is back! Kicking off this year’s “Best Little Airshow in the East” is the Potomac Flight- “An Historic Flight Over Washington D.C. Honoring Our Nation’s Veterans” on Friday, Oct. 7. This epic flight will feature the North American T-6 Texans - a 2-seater aircraft used as the advanced trainer for World War II pilots and the B-25 Mitchell Bomber - best known for the Doolittle Raid bombing Japan for retribution for Pearl Harbor. On Oct. 7 close to a dozen of these “Texans” will launch from Culpeper Regional Airport and will soar in formation down the Potomac River through some of the most challenging airspace in the United States. The flyover in the skies over the Pentagon and Arlington National Cemetery will be in honor of Disabled American Veterans as a visible and fitting tribute to the services and sacrifices veterans have made for our freedom. This ceremonial formation flight will soar at around 1,500 feet and will be visible from

Alexandria, Arlington and Rosslyn, VA at approximately 12:30 p.m. Classic Culpeper Performers with a few new faces. The 17th annual free event celebrates aviation in many forms, notably featuring the world's only privately-owned British Aerospace Sea Harrier piloted by Guinness World Record holder Art Nalls, a Virginia native. This year’s airshow is also pleased to welcome Manfred Radius, a top professional performer and this year's Bill Barber Award for Showmanship recipient. Manfred's airshow act contrasts most traditional flying displays. His act (titled THE ULTIMATE) is graceful and elegant as it is paired with classical music. This is not just another act: it’s variety at its best. The Big Picture – Have you ever attended an event where you just can’t see what is going on until it is too late? Now imagine attending an event that combines award-winning live aerobatic flying with choreographed music on a super large video display. BEHIND THE BADGE New deputy enjoys esprit de corps of working in the sheriff’s office The steep mountains and idle coal mines of Tazewell County still echo in the life of Deputy Seth Plaster. He is in Culpeper because the mines shut down and his family moved from the coalfields to Culpeper, his father seeking work. “Dad had moved seven times in three years as the coal mines shut down. That was enough,” Plaster explained. So Plaster grew up in Culpeper graduating from high school as a homeschooled senior in 1999. Like his father, Plaster wanted a job in the trades. His father had apprenticed at the Newport News Shipbuilding program. Plaster preferred to stay closer to home and went to work for the storied E.A. Clore and Sons furniture company. “When I started they told me there is the right way, the wrong way and the Clore way,” he said with a grin. There Plaster learned all he needed to know to go into business with his father in 2007 making furniture: The Plaster way.

Deputy, Courtroom Security Married: Two children Hobbies: Woodworking, car shows, hiking, travel “It was feast or famine,” he said of the business. Enough so that in 2012 Plaster decided to try his hand at another trade: manufacturing at Rochester. But it just wasn’t the same as working with wood in a family business. He had always admired law enforcement, he “wasn’t getting any younger” and when he heard there was an opening at the Culpeper Sheriff’s Office he jumped at the opportunity. “I absolutely love it,” he says of the profession. For Plaster the bonds that tie deputies together is a new and rewarding experience. “You know you can depend on each other. I’ve never had that to the extent I do now with the people that I work with,” he said.

Plaster works in courtroom security watching the Culpeper court system mete out justice. It is an eye opening experience for the young deputy who had never seen the process at work before now. “It is sad to see what drugs can do to a person,” he said. That more than anything else has impacted his view of the world. Plaster’s main occupation, when he is not working the courts, is to be with his family. The father of two still builds furniture in the wood filled workshop at home: his current project a bed for his daughter. His last trip centered around his family: an Amish themed park in Pennsylvania. “I like his devotion to his family,” Culpeper Sheriff Scott Jenkins said. “When he was in training he stood out as the sort of person we would want in courtroom security,” Jenkins said. Of particular note to Jenkins was Plaster’s attention to detail and

“can do” attitude. "He came highly recommended by friends and church members who knew his ethics," Jenkins said. "His quiet demeanor and sincere service oriented approach to his work is a great help to others in the courthouse. I'm thankful to have him as part of our office," Jenkins said.

Using your words against you: The risks and rewards of social media in litigation

The use of social media has become so widespread that it is commonly used in litigation of nearly every type – personal injury, family disputes, criminal charges, employment discrimination, etc. Regardless of which privacy settings you use for your accounts, social media postings are not private. For the lucky party, the other side’s social media content may include self-incriminating statements, unfavorable photos, threats against their ex, profanity-laced tirades, or posts that call into question the truth of what they are trying to prove in court. For the party who sent or posted the problematic material, the results can be devastating. Is the victim of a car crash really still in pain when they boast about how much fun they had hiking last weekend? Does the parent who posts a photo showing their infant in one arm and a snake in the other really recognize what is in the child’s best interests? Knowing that social media can play such an important role, some people may be tempted to “clean up” or delete social media accounts, believing that they will put themselves in a better position, portray themselves in a positive light, and prevent the opposing party from using their own accounts against them. However, the result is the exact opposite. Whenever someone is faced with the possibility of litigation, they have a duty to preserve any potentially relevant evidence. This

Remembering Patriot Day In remembrance of the tragic events of September 11, 2001 and to honor those whose lives were taken that day, we will sound Taps on September 11, 2016 in Culpeper. Dave Shuma will begin in front of the fire station on West Davis Street at precisely 8:46 a.m., the time that American Airlines Flight 11 flew into the north face of the North Tower of the World Trade Center. This first location is chosen to pay special tribute to all of the firefighters that perished that day. At 9:03 a.m. Dick Stageberg will sound taps in front of the sheriff’s office on West Davis Street. This is the time that United Flight 175 crashed into the south face of the South Tower. This

includes electronic evidence. The failure to preserve social media accounts or other digital evidence can have dire consequences in litigation. The court can impose various sanctions on a party who fails to preserve relevant evidence, whether the failure is intentional or inadvertent. Your attorney may advise you to stop using social media while your case is pending, but you should not delete or change anything that you posted in the past, even if you are not sure how it may be relevant to your litigation. With the constantly changing nature of social media, courts and legislatures are frequently reviewing how social media can and should be used in litigation. Several years ago, there were attempts by some overzealous litigators to obtain access to litigants’ usernames and passwords, enabling the opposing attorney to view (and potentially change) social media content as if he were the user. Fortunately, courts have rejected the vast majority of these demands for passwords, recognizing that the information contained in a social media account can be obtained in ways that are much less intrusive and more narrowly tailored to the issues in dispute. Some employers even tried to demand personal account passwords from employees or applicants as a condition of employment, prompting Virginia’s General Assembly to pass a law in 2015 prohibiting such requests. The new law also prohibits employers from demanding that employees add another employee or supervisor to the list of contacts who would be able to view postings, such as through a Facebook friend request. Under the federal Stored Communications Act, social media second location is chosen to honor all of the police officers that perished that day in heroic efforts of sacrifice in protecting and assisting others. We will then proceed to the Wine Street Memorial Park on the corner of Wine Street and Old Brandy Road, where Dave will sound Taps at 9:37 a.m. in honor of all the military killed as American Flight 77 struck the western side of the Pentagon. At 10:03 a.m., the time that United Flight 93 crashed 80 miles southeast of Pittsburgh in Somerset County, Pennsylvania, Dick will sound Taps at the intersection of Main and Davis Streets to honor all of the heroic citizens who gave their lives that day in order to save hundreds more. From the same location, Dave will then sound a fifth Taps to honor the

While your attorney has various tools at his or her disposal to access electronic evidence, sending a subpoena to Twitter will not be successful. There are many ways in which social media and mobile devices can be used in court, such as showing the judge texts on your phone, printing screenshots of Instagram photos, or cross-examining the opposing witness on the content of their Facebook postings without actually introducing the post itself into evidence. Most courthouses restrict or prohibit the public from bringing cell phones into the building, so check with your attorney before your hearing if you have any relevant evidence on your phone. The gold standard for electronic evidence is forensic collection, in which all data and metadata is professionally preserved in a read-only format. Forensic collection provides access to much more information than a simple screenshot, and can help determine whether data has been subjected to tampering. For many cases, it is not cost effective to hire a digital forensic expert, but in the right case, doing so can be a wise investment. Discuss your social media accounts with your attorney at your initial consultation. Your attorney can advise you about what is or may be relevant, your obligations to preserve evidence, and how best to handle social media for the duration of your case. Elizabeth G. fundraiser for the Orange County

Parks & Recreation Foundation. The Liberty Ride will begin this year at James Madison’s Montpelier, located at 11350 Constitution Highway, Montpelier Station, Virginia. The ride still begins at James Madison's Montpelier, but participants will enter at the main entrance this year. The ride begins promptly at 10 a.m., so it is highly recommended that participants arrive before 9 a.m., though participants are welcome to arrive as early as 8:15 a.m. Anyone arriving after 9:45 a.m. may not be able to participate. The length of the ride is between 7 and 10 miles round-trip (route may change based on weather and trail conditions), and the terrain is pasture land, wooded trails, and gravel roads, so please make sure horses are shod accordingly. We highly recommend that horses are shod, without shoes some horses have experienced fatigue on the gravel roads. This is a group trail ride, there will be a trail master

A hearty Italian dinner: Beef Cannelloni and Wine (StatePoint) This fall, be inspired by the warm, welcoming style of Italian entertaining: turn to the kitchen, the heart of the home. “Italian gatherings are relaxing and fun, so don’t worry about décor or timing the main course to the minute guests arrive,” says Emilia Nardi, owner of the award-winning Brunello producer Tenute Silvio Nardi winery of Montalcino in Tuscany. “It is about bringing family and friends together to have a good time. Dinners should be a joy for both the guests and the hosts.” An avid cook and host, Emilia Nardi recommends having the wine and appetizers ready for when guests arrive. Wine should be opened to breathe. A Caprese salad of freshly harvested ingredients is a hearty selection. A charcuterie board, while simple to prep, will keep guests appeased as the main course cooks. Pair these delicious bites with a structured wine. For the main course, Emilia Nardi, suggests taking a page from her family cookbook with this recipe for Beef Cannelloni: Pasta Ingredients: • 4 eggs • 2 3/4 cups flour • 2 pinches of salt • 2 tsp of extra virgin olive oil Pasta Instructions: Add to mixer. Knead by hand for 10 minutes and then cover in olive oil and wrap in saran wrap. Let it rest for one hour. Spread it out by hand and cut it in a square (around 15cm per 15cm). Mixture and Sauce Ingredients: • 4 cups of tomato pasta sauce • 2 large onions, finely chopped • 1 celery stalk in big chops • 3 carrots in big chops • 6 Tbsp. of extra virgin olive oil • 1 lb. of lean beef chops • 2/3 lb. of lean pork chops
