Museum director takes on new position

The Board of Trustees of the Museum of Culpeper History regrets to announce the resignation of their long-time director, Lee Langston Harrison. Harrison will depart the museum in mid-tolate January to take the position of Executive Director at the Reedville Fisherman's Museum in Reedville, Virginia. Harrison has been director of the Museum of Culpeper History since 2006. In her decade as the museum's director she has been a driving force greatly expanding their range of exhibits, educational programs, and fundraising efforts. She was also the main architect of the museum's highly successful move to the historic depot in downtown Culpeper in 2014. "Hurricane Lee" has been a familiar and cheerful presence in Culpeper and she will be greatly missed. The Board, staff, volunteers, and members of the Museum of Culpeper History all wish her the best as she moves on to the next chapter of her career. According to the Board, while Lee can never be truly replaced, they are already moving forward with the process of finding the next director. In the meantime, the museum remains open on its normal schedule through the holidays before closing in January as usual to update exhibits. Lee Langston-Harrison is still in her office and anyone wanting to contact her car do so at 829-1749 or director@ culpepermuseum.com.

Holiday hours at the library During this holiday season, the Culpeper County Library will be open, as usual, except for the following closings: Saturday, Dec. 24 – closed Sunday, Dec. 25 – closed Monday, Dec. 26 - closed Sunday, Jan. 1 – closed Monday, Jan. 2 – closed We will be open on Friday, Dec. 23. (Even though the County of Culpeper offices will be closed.) For information about this and other programs, please feel free to call the Library at 540.825.8691. FATHER CHRISTMAS Around Christmas time it is very common for me to find grandparents out shopping or a mother with a child who is a bit too young to understand quite what is going on. To find a father in the toy department with a young one is not so common...at least for me. However, this time I lucked out and found Thomas Clatterbuck who is a field engineer with an IT firm and his young son Liam Ethan. Western Outer Loop open

The completion of a 2-mile connector road was delivered nearly 11 months ahead of schedule. It’s a project years in the making. Following Culpeper County’s comprehensive plan, the two-lane roadway is one segment of a planned loop road that will provide through traffic an efficient, convenient way to bypass the Main Street corridor and associated traffic. Last Friday, Dec. 16, Culpeper County and the Virginia Department of Transportation held a ribbon-cutting ceremony to commemorate the opening of Route 784 (Ira Hoffman Lane), also known as the western outer loop. Catalpa Supervisor Sue Hansohn stood shivering as she welcomed guests. “I wanted this,” she chuckled through clenched teeth. I always said that it would be a cold day in Hades before it opened.” Well, it was a bitterly cold day in Culpeper when it did. “We’ve been working 15 years for this,” said an equally shivering county administrator John Egertson. The project is funded through a 50/50 revenue sharing agreement between the county and VDOT. The county began pocketing their share more than 15 years ago. It was in 1999 that supervisors approved one leg of the road. In 2002, they began saving money. In 2013, the contract was awarded. The county put in $8.2M matched by the Virginia Department of Transportation bringing the cost of the project to roughly $17M. Constructed by VDOT contractor General Excavation Inc. of Warrenton under a $9.7 million contract, the western outer loop was finished nearly 11 months ahead of its scheduled Nov. 1, 2017 completion date. Both Hansohn and Egertson said that there were far too many to thank for the completion of a project that will relieve stress for drivers on Route 522. One of those praised for his efforts was former West Fairfax supervisor Steve Nixon who likewise braved the cold along with the current supervisor for that district Gary Deal. VDOT Warrenton Residency Engineer D. Mark Nesbit praised the partnership between the county and VDOT. “It’s a great road and it will last a long time.” The new 2-mile, two-lane connector road, which extends from Route 522 to Route 729, was opened to traffic at the conclusion of the ceremony, just after 2 p.m. It features paved shoulders, bicycle paths and three box culverts at stream crossings. The project also includes grading and preparing the roadbed for eventual widening to four lands. Many of those present sought the sanctuary of their warm vehicles and then took a long awaited drive on the new road. If you are traveling on Route 211 west out of Warrenton or heading east on Route 211 out of Rappahannock during the spring to early fall you’ll usually find a cluster of stands known as the Tri-County Farmers Market at Clevengers Corner. Located at the corner of Route 211 and Route 229 you can find local produce from Culpeper, Rappahannock and Fauquier Counties. By the fall of 2017, there could be the seeds of clusters of single family homes planted. At their Dec.14 public hearing, the Culpeper County Planning Commission unanimously approved a Preliminary Subdivi-

sion Plan requested by Clevengers Corner Associates, LLC out of Washington, D.C. “The Planning Commission did recommend approval finding conformance with all relevant Zoning and Subdivision Ordinances,” confirmed Director of Planning and Development Sam McLearan, “ by a 9-0 vote.” Called the Piedmont Estates, the plan calls for 93-Half Acre Single Family Clustered lots to be built on a total of 125.75 acres. The parcel is zoned R-1 (Residential) and VC (Village Center Commercial) and is located on the southwest corner of the signalized intersection of Routes 211 and 229 in the Jefferson Magisterial District. The plan also creates three separate well lots and one open space parcel. The existing 12.599-acre portion that is currently zoned VC is proposed to become a separate lot as well, however no commercial development

All of the lots are to front on proposed public streets (and none of the lots are to access directly to Rte 211 or 229). They will be served by public water and sanitary sewer systems. In the county’s case analysis and review, the proposed plan falls within the guidelines of the 2015 Culpeper County Comprehensive Plan which designates this area as Low Density Residential. The proposed subdivision is a “by-right” cluster division in the R-1 zoning district. The minimum lot size (clustered R-1) of 20,000 square feet has been observed for each lot and the requirement for 40 percent open space has been exceeded along with adequate buffering from existing developments. This development seeks to cluster in order to reduce cost and through dedication of 59.7 acres of open space thereby create a development in keeping with land conservation goals delineated in the Comprehensive Plan. This coupled with three full access connections to primary roads to the north and east provides the adequate connectivity. The creation of Piedmont Estates would fall within one of the county’s identified growth centers. Culpeper County is 90 percent agriculture/rural areas and has three growth centers noted in the Comprehensive Plan. The largest growth area is the Town of Culpeper, which is the primary village center and incorporated town with a population of about 48,000. Second is the Brandy Station/Elkwood area containing an existing airpark, industrial uses, historic resources and a small potential for residential growth. The third is Clevenger’s Corner near the intersection of Routes 211/229. Long time coming More than a decade ago, there were loftier plans for Clevengers Corner that went beyond rooftops to include commercial and retail development. Over the years, none of it materialized but the county did build

a sewer treatment plant in anticipation of future growth. It currently services several hundred homes in the nearby South Wales subdivision. In 2013, Centex homes withdrew their proffer amendment to build 762 single family homes on quarter-acre lots. Their original proposal was a mixed use plan that included apartments, duplexes and a large commercial component. At that point in time, any development projects had gone “dormant.” Moving forward Jim Carson, represented the developer for Piedmont Estates, at the public hearing. An engineer, he is the President of Carson/ Ashley, a land-use consulting and engineering firm located in Warrenton. Their company provides civil engineering, land planning and surveying services throughout the Virginia Piedmont area. Carson remains optimistic that this time the proposed project will take root and become a reality. While this plan calls for an initial clustering of homes, the open space could well accommodate future commercial development. That mixed used plan is something Carson would likely advocate. Perry Cabot, spokesperson for Concerned Culpeper Citizens, said commercial development at the northern entrance to Culpeper county would be more suitable than clusters of homes. According to Cabot, tax revenue from those 90 plus rooftops won’t support the county services they will require. Culpeper saw dramatic growth during the housing boom of the early 2000s and weathered the recession that came in 20072008. According to GPAAR (Greater Piedmont Area Association of Realtors) recent statistics for November 2016, Culpeper County’s dollar volume in housing sales was at $13,600,851. In November of 2015, it was $8,067,045. That’s a 68.60 percent increase. While only one indicator, perhaps a harbinger of good things to come in the new year. Final approval for the Preliminary Subdivision Plan for Piedmont Estates rests with the Culpeper County Board of Supervisors at their Jan. 3 meeting.

Culpeper Mid-Day Lions Bingo Bucks provide shopping On Dec. 10, the Culpeper MidDay Lions sponsored a shopping spree for 89 third grade students from each of the local elementary schools. These students were selected by the various school counselors based on need. This year the total amount raised by $8,255.56. Funds were used by the children to purchase gifts for themselves or their siblings and parents. It was their choice. In addition to the gifts, funds were used to pay for the gift wrapping supplies. Members of the First Christian Church on Ira Hoffman Boulevard volunteered as Santa’s helpers. The children were also provided with a breakfast at Pepper's Grill where the guest of honor was Santa Claus himself. Funding for this annual event is provided from the profits generated by their weekly Sunday Night Bingo games held at Pepper's Grill

HOME & GARDEN How to help your pet during cold weather You’re probably already aware of the risks posed by warm weather and leaving pets in hot cars, but did you know that cold weather also poses serious threats to your pet's’ health? Here are some tips from the American Veterinary Medical Foundation to keep your pets safe during cold weather: Winter wellness: Has your pet had his/her preventive care exam (wellness exam) yet? Cold weather may worsen some medical conditions such as arthritis. Your pet should be examined by a veterinarian at least once a year, and it’s as good a time as any to get him/her checked out to make sure (s)he is ready and as healthy as possible for cold weather. Know the limits: Just like people, pets’ cold tolerance can vary from pet to pet based on their coat, body fat stores, activity level, and health. Be aware of your pet’s tol-

erance for cold weather, and adjust accordingly. You will probably need to shorten your dog’s walks in very cold weather to protect you both from weather-associated health risks. Arthritic and elderly pets may have more difficulty walking on snow and ice and may be more prone to slipping and falling. Longhaired or thick-coated dogs tend to be more cold-tolerant, but are still at risk in cold weather. Shorthaired pets feel the cold faster because they have less protection, and short-legged pets may become cold faster because their bellies and bodies are more likely to come into contact with snow-covered ground. Pets with diabetes, heart disease, kidney disease, or hormonal imbalances (such as Cushing’s disease) may have a harder time regulating their body temperature, and may be more susceptible to problems from temperature extremes. Provide choices: Just like you, pets prefer comfortable sleeping places and may change their location based on their need for more or less warmth. Give them some safe options to allow them to vary their sleeping place to adjust to their needs. Stay inside. Cats and dogs should be kept inside during cold weather. It’s a common belief that dogs and cats are more resistant than people to cold weather because of their fur, but it’s untrue.

Like people, cats and dogs are susceptible to frostbite and hypothermia and should be kept inside. Longer-haired and thick-coated dog breeds, such as huskies and other dogs bred for colder climates, are more tolerant of cold weather; but no pet should be left outside for long periods of time in below-freezing weather. Make some noise: A warm vehicle engine can be an appealing heat source for outdoor and feral cats, but it’s deadly. Check underneath your car, bang on the hood, and honk the horn before starting the engine to encourage feline hitchhikers to abandon their roost under the hood. Check the paws: Check your

dog’s paws frequently for signs of cold-weather injury or damage, such as cracked paw pads or bleeding. During a walk, a sudden lameness may be due to an injury or may be due to ice accumulation between his/her toes. You may be able to reduce the chance of iceball accumulation by clipping the hair between your dog’s toes. Play dress-up: If your dog has a short coat or seems bothered by the cold weather, consider a sweater or dog coat. Have several on hand, so you can use a dry sweater or coat each time your dog goes outside. Wet sweaters or coats can actually make your dog colder. Some pet owners also use booties to protect their dog’s feet; if you choose to use

Wipe down: During walks, your dog’s feet, legs and belly may pick up deicers, antifreeze, or other chemicals that could be toxic. When you get back inside, wipe down (or wash) your pet’s feet, legs and belly to remove these chemicals and reduce the risk that your dog will be poisoned after (s)he licks them off of his/her feet or fur. Consider using pet-safe deicers on your property to protect your pets and the others in your neighborhood. Collar and chip: Many pets become lost in winter because snow and ice can hide recognizable scents that might normally help your pet find his/her way back home. Make sure your pet has a well-fitting collar with up-to-date identification and contact information. A microchip is a more permanent means of identification, but it’s critical that you keep the registration up to date. Stay home: Hot cars are a known threat to pets, but cold cars also pose significant risk to your pet’s health. You’re already familiar with how a car can rapidly cool down in cold weather; it becomes like a refrigerator, and can rapidly chill your pet. Pets that are young, old, ill, or thin are particularly susceptible to cold environments and should never be left in cold cars. Limit car travel to only that which is necessary, and don’t leave your pet unattended in the vehicle. Prevent poisoning: Clean up any antifreeze spills quickly, as even small amounts of antifreeze can be deadly. Make sure your pets don’t have access to medication bottles, household chemicals, potentially toxic foods such as onions, xylitol (a sugar substitute) and chocolate. Protect family: Odds are your pet will be spending more time inside during the winter, so it’s a good time to make sure your house is properly pet-proofed. Use space heaters with caution around pets, because they can burn or they can be knocked over, potentially starting a fire. Check your furnace before the cold weather sets in to make sure it’s working efficiently, and install carbon monoxide detectors to keep your entire family safe from harm. If you have a pet bird, make sure its cage is away from drafts. Avoid ice: When walking your dog, stay away from frozen ponds, lakes and other water. You don’t know if the ice will support your dog’s weight, and if your dog breaks through the ice it could be deadly. And if this happens and you instinctively try to save your dog, both of your lives could be in jeopardy. Provide shelter: We don’t recommend keeping any pet outside for long periods of time, but if you are unable to keep your dog inside during cold weather, provide him/her with a warm, solid shelter against wind.

Yes, Virginia, there is a Santa Claus

The following letter was sent to Francis Pharcellus Church, the editor of the New York Sun in 1897. We take pleasure in answering thus prominently the communication below, expressing at the same time our great gratification that its faithful author is numbered among the friends of The Sun: Dear Editor— I am 8 years old. Some of my little friends say there is no Santa Claus. Papa says, "If you see it in The Sun, it's so." Please tell me the truth, is there a Santa Claus? Virginia O'Hanlon 115 West Ninety Fifth Street Virginia, your little friends are wrong. They have been affected by the skepticism of a skeptical age. They do not believe except they see. They think that nothing can be which is not comprehensible by their little minds. All minds, Virginia, whether they be men's or children's, are little. In this great universe of ours, man is a mere insect, an ant, in his intellect as compared with the boundless world about him, as measured by the intelligence capable of grasping the whole of truth and knowledge. Yes, Virginia, there is a Santa Claus. He exists as certainly as love and generosity and devotion exist, and you know that they abound and give to your life its highest beauty and joy. Alas! how dreary would be the world if there were no Santa Claus! It would be as dreary as if there were no Virginias. There would be no childlike faith then, no poetry, no romance to make tolerable this existence. We should have no enjoyment, except in sense and sight. The external light with which childhood fills the world would be extinguished. Not believe in Santa Claus! You might as well not believe in fairies. You might get your papa to hire men to watch in all the chimneys on Christmas Eve to catch Santa Claus, but even if you did not see Santa Claus coming down, what would that prove?

Nobody sees Santa Claus, but that is no sign that there is no Santa Claus. The most real things in the world are those that neither children nor men can see. Did you ever see fairies dancing on the lawn? Of course not, but that's no proof that they are not there. Nobody can conceive or imagine all the wonders there are unseen and unseeable in the world. You tear apart the baby's rattle and see what makes the noise inside, but there is a veil covering the unseen world which not the strongest man,

nor even the united strength of all the strongest men that ever lived could tear apart. Only faith, poetry, love, romance, can push aside that curtain and view and picture the supernal beauty and glory beyond. Is it all real? Ah, Virginia, in all this world there is nothing else real and abiding. No Santa Claus! Thank God! He lives and lives forever. A thousand years from now, Virginia, nay 10 times 10,000 years from now, he will continue to make glad the heart of childhood.

Because of the generosity of many local businesses and individuals, this latest fundraising effort generated in excess of $18,000 to our outreach efforts to educate our community about reducing the risk of suicide. Your donations of time, monetary gifts, purchase of raffle tickets, and other contributions mean Team Jordan and RRCSB can teach more people how to better recognize someone at risk, to learn where to get help, and to offer the vital support surviving loved ones and friends need. Team Jordan also supports local youth groups working to strengthen

children who are vulnerable to pressure, building their confidence and self-worth. We thank you and commend you for caring. Virginia ABC announces holiday hours The upcoming holidays in December and January will affect operating hours at Virginia Department of Alcoholic Beverage Control (ABC) stores. On Christmas Eve, Saturday, Dec. 24, stores will close at 6 p.m. More than 50 percent of Virginia ABC stores will open an hour earlier that day to ensure customers have plenty of time to shop for distilled spirits,

Virginia made wines and mixers for holiday gatherings. Customers may contact their local store for specific hours. On Christmas Day, Sunday, Dec. 25, all stores will be closed. On the day after Christmas, Monday, Dec. 26, stores will close at 6 p.m. On New Year’s Eve, Saturday, Dec. 31, stores will be open normal operating hours. Those hours vary per location. Cheese can make the world go round Hokey, probably unrealistic, but is there a problem that cheese cannot solve? I have been bothered by the question since I first read it. It was printed on a man’s T-shirt and seen at a cheese convention (yes, those really happen). While I did not question him directly, I thought about his confidence to wear something so seemingly unintelligent. I mean, what sort of problems can cheese solve? Quantum physics? Geometry? At the time, I thought about his shirt and its sentiment (while examining a display of cheese) and decided that the problems that cheese can “solve” involved hunger and delivering an amazing variety of tastes. Still, his T-shirt statement (and confidence to publicly proclaim it) percolated within me, creating a sense of wonderment. What if cheese really could solve all problems? Would you have to live a charmed life? A charmed life where nothing ever presented itself as a real problem? Since we know that does not happen, I went looking for examples of problems that cheese had “solved.” Where I expected this to be a quick none and done exercise, I found that there were more examples of cheese as a problem solver than I had expected. Take Wisconsin for example. Yes - the entire state, and no, the state is not a problem – rather they had one. Rewind a bit and you may recall that Wisconsin was once considered "America's breadbasket." Surprised? Yes, I was too. From the 1840s through the 1880s over one-sixth of the wheat grown in the nation came from Wisconsin. In this time it was wheat farming (not dairy or cheese) that helped Wisconsin's agriculture develop more rapidly than other states. However by the late 1850s, the price of wheat began to drop as competition

from Iowa and Minnesota took root. Wisconsin’s real problem happened in the 1860s, when tiny insects (chinch bugs) began devouring the Wisconsin wheat crop. In a state of crisis the problem of how to move farming (and the state’s livelihood) forward, the state collectively choose, drum-roll please, cheese. Indeed, looking back in time it is clear that cheese solved a Wisconsin sized problem. Smaller in scale and further west, cheese was at the forefront of problem solving in 1865 San Francisco. As miners retreated from the Gold Rush and flocked to urban areas, eggs were in short supply. Breakfast cheese was born when a dairy farmer from Marin County, created a mild, palm-sized cheese to meet the burgeoning demand for a protein replacement for hungry dockworkers. Score another problem solved by cheese. Go further back in time and come to realize that washed rind cheeses (Tallegio, Epoisse, etc) are tied to the religiously persecuted. Monks, while hiding in caves and living in remote mountainous regions solved part of their economic problem with inventiveness and through the sale of cheeses. What really surprised me was the contemporary ability of cheese

to bring seemingly divisive partisan political factions together. Not over a shared meal or single piece of cheese, but instead over ideas. Can cheese really solve that? Well, it did. This spring a group including Wisconsin Representative Paul Ryan, the Speaker of the House of Representatives, and Senators Patrick Leahy and Bernie Sanders, signed a letter on the behalf of cheese-makers to waive FDA concerns that were poised to threaten cheese-makers livelihoods. As I see it, their united passion for cheese solved a precipitous problem for all of us turophiles (cheese-lovers).

All in all, when I look at it, there may not be a problem that cheese cannot solve. It’s not a sudden change like I suspect that winning the lottery would be, but a more problem solving over time. Cheese can and has solved significant problems. Maybe, just maybe, there’s not a problem that cheese cannot solve. I should find a T-shirt to proclaim that. The Culpeper Wellness Foundation recently donated $25,000 for restorative dental care for adults in Culpeper who do not have the resources to see a dentist. Services will be provided by the Piedmont Regional Dental Clinic and local dentists who are contributing their time to the project.

Town annouces Christmas Tree pickup schedule To reduce volume in the Culpeper County waste stream, discarded Christmas trees will not be picked up with the normal trash after the end of the 2016 Christmas season. Instead, Town of Culpeper Public Works personnel will pick up discarded Christmas trees on the following days: Wednesday, January 4, 2017 and Wednesday, January 11, 2017. Trees put out on regular trash days will be left at curbside for pickup on the aforementioned days. Apartment complexes and housing

developments normally served only by a dumpster or trash pickup contractor will also be able to participate in this recycling effort. Residents and businesses in the Town of Culpeper are requested to place their trees at curbside or next to the dumpsters on the above days. The trees will be removed and mulched, thereby reducing the Town’s contribution to the County waste stream. All residents and businesses of the Town are requested and urged to assist in this effort.

CHECKMATE: Misidentified on the front page of the Dec. 15-21 issue of the Culpeper Times, eight-year old Wekin Gibson traveled from Orange County to attend the Culpeper Chess Club tournament held Dec. 10 at the library. Used to playing against his father, he easily took on the challengers in this ancient strategic game that retains its popularity. He was confident his Santa’s hat would add a festive touch to a serious game. Wekin is no stranger to chess. At Orange County Elementary, he is a member of the Cheetah Chess Club. In the fall, he placed first in the Virginia Scholastic Chess Tournament.

WREATHS ACROSS AMERICA. It was a chilly Saturday morning Dec. 17 for the wreath laying ceremony held at Culpeper’s National Cemetery. This year’s event was sponsored by the American Heritage Girls and Trail Life. The cold and ice gave way to sunshine when the ceremony began at noon.This year, 4,923 wreaths were placed in the Culpeper National Cemetery between the original section and the annex.

BABY, IT’S COLD OUTSIDE: Commonly referred to as the Western Outer Loop, Route 784 (Ira Hoffman Lane) is alive and well and driveable in Culpeper. A ribbon cutting was held Friday to celebrate a project that has been in the planning for 15 years. Notably construction was completed nearly 11 months ahead of schedule.
