Keene announces candidacy Announced Monday, Marshall D. Keene of Richardsville, Virginia, a United States Marine Corps veteran, current Culpeper County Sheriff’s Office Sergeant and owner and operator Keene of SMART Driving School, declared his candidacy for a seat on the Culpeper County School Board representing the Stevensburg District. He holds a Bachelor’s degree in Business with a concentration in Public Administration. Mr. Keene turned in the required signatures on candidacy petitions for School Board on Monday afternoon. “I am pleased and honored to announce my candidacy for School Board representing the people of Brandy Station, Lignum, and Richardsville. I have dedicated my entire life to public service and most importantly to the youth of our community. I have gained an understanding of the complexities along with the capabilities and liabilities that our students, parents, teachers and school staff face each day within our school system,” said Keene. “The primary role for any member of the school board should be an advocate for the people they represent. There are several important issues that have been brought to my attention through my adventures of gathering signatures that we will need to face in the very near future. Board approves music festival If you enjoy live music, art, being in the outdoors, great food and drink and cultural camaraderie, then mark your calendars for June 23-24. Oh, and you can spend the night in a tent if you want to. On Tuesday, the board unanimously approved the Yonderville Music and Arts Festival application. The two-day festival will be held at Verdun Adventure Bound in Rixeyville. County Planning Director Sam McLearen reported that the application was very comprehensive. Coordinator Max Stone has met with neighbors about the upcoming event. While the applicant had asked that a noise waiver be granted allowing the bands to play until 2 a.m. the board asked for a compromise to 1 a.m. While more toilets may be needed, board members had no reservations in approving what promises to be a fun festival celebrating art and music.

Schools select Teachers and Classified Employees of the Year

Charles C. Jameson and Ed Dalrymple were recognized as ‘Culpeper Colonels’ Tuesday evening by the Culpeper County Board of Supervisors. to community service, honorary titles of “Culpeper Colonel” were bestowed on Ed Dalrymple and Charles C. Jameson. Dalrymple has served in several positions with the Virginia Asphalt Association, the Old Dominion Contractors Association, the Virginia Transportation Construction Alliance, the Culpeper Air Fest Foundation, the Germanna Community College Education Foundation, and the United Physicians Group. He’s been involved with Career Partners E-Squared program, New Pathways, LLC and the Joint Career and Technical Education Committee among others.

Jameson is the Chairman of the George Washington Carver Regional High School Alumni Association, a member of the George Washington Carver Agricultural Research Center and a member and historian of the Culpeper Minutemen. He’s also a member of the VASSAR and NSSAR and a Culpeper Branch Member of the NAACP. He’s a lifetime member of the 11th Armored Cavalry and a member of the Virginia Interscholastic Association Heritage Foundation. Both men were praised as being exemplary, upright and concerned citizens, showing dedication to work

The 2017-18 Culpeper County Public Schools Teacher and CCPS Classified Employee of the Year will be named at 6 p.m. on Monday, April 17th at the School Board Meeting held at Eastern View High School forum. All 10 public schools and the TRIER Program in Culpeper County selected a Teacher of the Year and Classified Employee of the Year. Need a ride? Foothills Area Mobility Systems can help. Nestled inside the Culpeper Senior Center, FAMS held a ribbon cutting March 30 though they’ve been in operation since October. Part of a joint venture between Rappahannock Rapidan Community Services, Rappahannock Rapidan Commuter Services, Aging Together and other non-profits, FAMS is a call center that will help residents of Culpeper, Fauquier, Madison, Orange and Rappahannock counties find transportation. According to Jenny Biche, Mobility Manager for RRRC, it’s the first of its kind in Virginia and in a rural area, as far she’s aware.

“We’re kind of unique and hopefully we will be a model for others to follow,” Biche said. Originally conceived in 2007, FAMS took years of research to culminate. “It’s partially because of the data we were working with in 2007 which was predominantly census data,” Patrick Mouney, Executive Director of RRRC, said. “It was a little bit outdated, but it gave us a baseline. What we’ve seen with the development of the one-call center and the partnerships we have, is we can match that data with the outreach and the people calling in.” How does it work? ➤ FAMS, from Page 6 residents hitch a ride to their doctor appointments, haircuts or even just to get groceries. “What we had found was that everybody, at some point needs transportation or knows someone who needs transportation,” Biche said. “It was hard to identify who to call to find out where the bus stops are, what the schedule is. If you wanted a taxi cab, a lot of them were only around six months to a year. There was a high turnover in taxi cabs. People were really frustrated trying to find help.” “We are the experts of all transportation needs,” Honeycutt said with a laugh. Along with two part-time employees, Hallie Holland and Wendy Oien, Honeycutt handles about 200 calls a month on average to the number: (540) 829-5300. Their job is to alert callers to transportation solutions and then to help connect them to that source. Sometimes that includes them scheduling a ride, while other times Honeycutt said that callers are more self-sufficient. While the service is open to everyone, the primary goal is to help the elderly, disabled and veterans. “Most seniors do call us, but we’re trying to get the word out,” Honeycutt said. “As we go out and canvass the area and do outreach we discover more needs and we discover unmet needs. Hopefully year after year we will get more systems put into place to help those who need it.” Honeycutt has been traveling around the five-county region providing information on FAMS, so residents know they can call for help. Organizations like Aging Together, Healthy Culpeper and Healthy Orange have hosted public information meetings on FAMS and others, like the Free Clinic, provide a list of clients that need transportation. Virginia Regional Transit started an Orange to Culpeper route that began because of discussions held concerning the data gathered. “That’s what the FAMS collaboration is really about,” Mouney said. “It’s about Produced by

finding the gaps and how we can best fill those.” Honeycutt and her staff also work with local businesses to educate employees about how to use public transportation. “We contact businesses individually and ask if we can present to them,” Honeycutt said. “We canvass a lot. We’re really out on the road a lot, going to all five counties.” While the theory of a call center may seem old-fashioned, Honeycutt said that many of the users don’t have access to Internet or own a computer. For those that do, she directs them to www.fams.org, which has a full list and map of the modes of transportation available. A true partnership According to Brian Duncan, executive director of RRCS, FAMS came to be through a variety of funding options. He said it’s primarily funded through the state but starts at the federal level and flows through the regional commission. A grant through Veterans Affairs helped at the start, as $120,000 was provided to RRCS during the renovation of the Senior Center for the technology used in the call center. “What we’ve seen is an uptick in the calls coming into the call center,” Duncan said. “It has affected the Virginia Regional Transit because a lot of people weren’t aware of the routes before,” Honeycutt said. Honeycutt also pointed out that she and her co-workers will do travel training with residents when requested. That consists of a FAMS employee riding public transportation with a resident for the first time, to help them feel comfortable. Duncan said that residents who already utilize RRCS are usually covered for their appointments, but FAMS helps in other areas. “Our services are for the most part for the individuals in our program so it’s already being utilized,” Duncan said. “Where the call center has helped is educating people about other transportation options."

When asked the question “Why would you ever want to own poultry?” it’s tempting to start listing all the textbook benefits of backyard birds, but we know that’s not really why you start down the path of having your own flock. Fresh eggs are tasty, no one wants a yard full of pesky insects, their litter makes great fertilizer, lawn and garden aeration is now taken care of, they help keep us active and entertained, kids can learn responsibility, and they’re easy to keep in a small area…the list goes on. However, the best reason I could think of when acquiring my first hens was, “Look how cute they are!” At that time, I knew nothing about brooding chicks, what breeds were beginnersafe, how many eggs I’d end up with, or how much fun I’d have along the way.

While standing in front of the selection of chicks at my local feed store, I was overwhelmed with their adorableness and thought nothing of what could possibly go wrong. So, I bravely asked the clerk to box up three Australorps, three Buff Orpingtons, and three Fawn Runner ducklings, some bedding, starter feed, and away I went with all nine birds. The bathtub seemed the perfect place to keep them until they were old enough to go outside. Wow, was I mistaken. A few hours, and a lot of research later, I was home again with a container to brood them in, a heat lamp and thermometer, a feeder, and a waterer. Who knew that ducklings would water log themselves if allowed access to too much water on their first day? Fortunately, I had selected all pullet (female) layer chicks, and the breeds I had chosen were very beginner friendly; the Buff Orpingtons were especially docile. The ducklings were “straight run (unsexed),” and that was fine with me, since they were meant to be pets rather than production birds.

They are cute and just a few weeks old. Pullets, or juvenile hens, will start laying eggs at about 6 months of age depending in the breed. I remember the whole family playing with the ducklings every night in the living room and letting them swim in the bathroom sink as they started getting their feathers. Six weeks later, I had successfully raised my first flock of laying hens and everyone was ready to go outside. We had an old dog kennel run that I thought would make the perfect cage, and for a coop, we had an old run-in shelter my old pony used to use. We put in shelves for them to roost on and set out our new, larger feeder and waterer. This set-up had

plenty of great ventilation, but a few construction flaws- the hens could scoot out in between the shelter and the cage, meaning that potential predators could also get in! Also, the whole setup was too heavy to move around the yard, so the hens quickly ran out of good scratching ground. The longer the setup stayed in one spot, the more mud and muck would start to build up around the coop. It was time to create a better solution. My stepfather built a fully enclosed

➤ Birds, from Page 8 chicken tractor that could be moved around, opened at the back for easy cleaning, was predator-proof, and had a shallow pool for the ducks. They were all so happy! I could let them out to free range during the day and keep them safe and warm at night. At their peak production, I was getting one duck egg and five to seven chicken eggs per day. We did make the nesting boxes slightly too comfortable; the ladies did not want to get off the eggs for me to collect them. A bit less bedding helped a lot. Throughout the years, I have continued to learn and experiment with different types of poultry; raising my own Thanksgiving and Christmas turkeys one year, purchasing guinea hens for tick control another season, and adding a few new layers to the egg production flock as my original crew aged out of their laying days. It’s been a few years now since I’ve had my own birds, but I’ve greatly enjoyed sharing my knowledge, experience, and helping others start their own successful small flocks. What’s the cluck?

Raising backyard fowl is growing in popularity. Virginia counties and towns have adopted different regulations. In Culpeper and neighboring Fauquier, the raising of chickens is allowed. But there are some restrictions. According to Culpeper county code, there shall be no building, structure or area of confinement for the commercial raising and/ or housing of hogs and/or poultry, not free-ranging, within one hundred fifty (150) feet of any property line. The area of confinement for non-commercial raising or keeping of hogs or poultry shall be located no closer than fifty (50) feet to any side or rear property line and shall be located no closer to the road than any primary structure on the property. You can raise backyard fowl in the Town of Culpeper but, like animals, they are not allowed to run at large within the town. Any animal or fowl found at large in violation of the ordinance, will be impounded by the town police or other authorized person and notice will be given to the owner or person in charge of such animal or fowl. Structures for keeping fowl shall be kept clean and not create objectionable odors.

A film festival to please all ➤ Feature length domestic and foreign films to locally produced ‘shorts’ and workshops By John McCaslin

Theresa Wood has no doubt had her fill of popcorn. “I reviewed 212 films,” reveals the director of this year’s much-anticipated Third Annual Film Festival at Little Washington. Wood fortunately wasn’t the lone film reviewer leading up to this year’s much expanded festival, which will be held Friday through Sunday, April 7 to 9, at the Theatre at Little Washington. “We had a screening committee this year that consisted of 12 people from various arts and professional backgrounds,” notes the director, and it was through the critical reviews of this talented dozen that the “best of the best” modern films were selected for festival goers.

“I’m very excited,” says Wood, now in her second year as festival director. “Last year we accepted strictly Virginia films and filmmakers, but this year we opened up submissions to domestic and foreign films.” Thirty-five films in all were chosen by the committee for April’s festival, not including this year’s youth program that has seen K12th grade students submit their own impressive short films. “They were all accepted, there was no competition for the student films,” Wood states. “We solicited films from every school in Rappahannock County, public and private, and from Highland School in Warrenton. “One student film is from Australia, one is from Washington, D.C., four are from the Richmond area, one is from Warrenton and two are from right here in Rappahannock,” she announces. “We have nine youth films in all lined up for the festival, and I’m confident our attendees will be quite impressed with this young talent.” Also new this year, the festival will be hosting a children’s workshop titled the “Art of Storyboard-

ing” — which means pre-visualizing a motion picture from start to finish. The children’s workshop will be held on Sunday afternoon from 2 to 2:45 p.m., with the nine youth films to follow. Every child who attends the workshop will be presented with a certificate of participation. But that’s not all that’s new with the 2017 festival. “This year we’ve partnered with George Mason University’s Film and Video Studies Program, for which I was a judge in December, which was great fun,” reveals Wood. “We are going to show a block of senior class project films, which I’m really excited about because it gives us an insight into the future generation of filmmakers.“ The university’s films will be screened on Saturday from 12:30 to 2 p.m. “We hope to continue this relationship with GMU, as it ads an extra layer to the festival,” adds the director. That said, Wood lets it be known that there will be three feature length films shown at this year’s festival — both Friday and Saturday evenings, and Sunday afternoon. Friday’s feature is “Badsville,” teased by Wood as “a cutting edge film out of L.A. that provides a glimpse into another world.” And if you’re wondering why Saturday evening’s featured screening

is accompanied by a wine tasting at 6 p.m., it is to introduce filmmakers and wine industry leaders from the movie “Decanted,” which shows at 7:30 p.m. Decanted, as Wood tells it, takes viewers inside one of the most “intimate” wine growing regions in the world — Napa Valley. Sunday’s feature, starting at 1 p.m., is “Good Work: Masters of the Building Arts” by local Academy Award-winning filmmaker Paul Wagner. A question and answer session with filmmakers will follow all three feature films. In addition, just prior to Friday evening’s inaugural film, the festival will host an opening red-carpet reception “under the tent” at Tula’s Restaurant and Bar from 5 to 7 p.m. Finally, apart from the children’s film workshop, the festival will be offering two public workshops on both Saturday and Sunday — one surrounding acting, the other the business of filmmaking. The Film Festival at Little Washington is a program of the Rappahannock Association for Arts and Community (RAAC), with net proceeds supporting local Rappahannock artists through Claudia Mitchell grants. EDITORIAL Let’s get creative For several months the State Theatre on Main Street has sat empty. The building is within the town limits but what an asset this facility could offer for the entire county. If not for recreational classes like fitness or cooking classes, let’s talk art themed uses. It’s already positioned to offer theatre, movies and dance. We know the lobby is ideal for gallery shows. We already know that tourists enjoy coming to Culpeper for its restaurants, shops and cool events. Small art towns attract a lot of attention and bring in cultural tourists who like music, galleries, art festivals and cozy coffee bars. Art towns draw urbanites who perhaps have given up their condos for

a small farmhouse, some acreage and now want to get involved in the local art scene. Right now, according to Americans for the Arts, Virginia has two such towns: Abingdon and Charlottesville. Both are listed on the 100 Best Small Art Towns in America. More than a cultural gathering place, art towns further solidify the notion of community, neighborliness and security. Not a bad thing to envision. If not an art themed space, perhaps a galleria type venue where you have more retail shops inside. Or as an extension of the public school system or Germanna where students would have a hands on learning environment to put on plays, learn about filmmaking, running a theatre or hosting conferences. It took the county and town several decades to sign a water/sewer agreement but it appears to have

benefitted both entities. The town has been able to spread its wings and the county has access to water for future development projects. The State Theatre is prime real estate for something. As it sits empty with a blank marquee it begs for a new beginning. There are brilliant, caring and inventive minds that occupy elected seats in Culpeper. There are brilliant, caring and inventive businesses, organizations and individuals that live here. The State Theatre, as a resource for the community, as a potential revenue generating source that could benefit the town or the town and county or businesses or nonprofits, is a hidden gem. Just imagine the possibilities if like minded folks from a broad spectrum reached across the isles to make it happen.

Hunting for history I have a bit of an unusual hobby (beyond my writing). I hunt Civil War relics. I go out on the weekends and evenings with a metal detector and look for bullets or buttons dropped during the war. With the exception of a fresh construction site, I don't trespass. I get the permission of the land owner via the mail before I go. I undertake this hobby mostly for the exercise and for the fact that it is completely mind clearing to go hunt. You walk slowly, the tone of the detector in your ear, and you don't think about work or anything else for that matter. It's pure relaxation and with two careers, I need as much calm as I can muster. Also there is a thrill when you get a signal and you dig a hole, not knowing what will pop out of the ground. When you hold a bullet, no matter how mangled, that has not seen the light of day for 150 years, well, that's something that is very cool. It's a goofy hobby for most folks - walking through fields and woods dressed in camouflage (why, I have no idea. I guess so we can sneak up on the relics) getting muddy, digging up old buried lead. Having a reason to walk is motivating and we all need that. I'm not really good at this hobby - but I have fun with it. Every hole I dig is a treasure hunt of sorts.

You never know what that glorious Culpeper clay is hiding. Most of the time it is a shotgun shell or a mangled beer can - but even those can get your heart pounding. There are some folks that have given relic hunting a bad name. They illicitly sneak onto people's property without permission, usually in the night. They steal relics in the dark and leave the property with holes that have not been filled. It frustrates those of us that hunt legitimately. That's not who the majority of us are. Often times landowners who give me permission, ask me to watch over their property. I've confronted illicit hunters and when I've spotted them, they've left. I've even chased off people illegally dumping garbage, driving ATVs or just general trespassing. It is a damn shame that some people feel they can wander onto other folks' land and dig holes without permission. Some self-appointed preservationists and archaeologists howl at those in my hobby. They squeal that we are ruining the historic context by digging up these relics. I understand their position, but in reality, if we don't recover some of these artifacts, they will be gone. I was on a paid-for hunt on a recent weekend and heard stories of buttons that disintegrated the moment they were taken from the ground. All of the fertilizers, plow tips, and the harsh soil here are dissolving and destroying many relics. If we don't save and preserve them, they will be lost for all time and that would be a shame and loss for us all. Construction projects destroy thousands of relics

or pave over them. I am in favor of preserving as much of true battlefields as practical. I respect groups like the Civil War Preservation Trust that purchase such land to save it. I wouldn't sell a single relic I've found nor would most of the hunters I know. Each bullet is a precious memory of the thrill reliving the minute we found it. I have given some away to others though, especially to kids, so they can have a reminder of our past and can touch a piece of history. I write (among other things) military history books, so for me this hobby is not just about the walking - it's about the research as well. I sometimes am able to give the landowners materials from the archives about their property, helping them understand a little more about what took place there. I have met some fantastic individuals in this hobby - both diggers and landowners. It is amazing to me how many people love to talk about the history of the region. If you see me in a field, swinging my detector, stop over and see what I've found (if anything). If you have a piece of property that I can come and hunt, I'm in the phone book. Way of the Cross brings church community together By Jeff Say

Congregations from Culpeper’s churches will walk together in the name of the Lord Saturday, during the inaugural Way of the Cross. The 1.5 mile spiritual procession will begin at 10:30 a.m. Saturday at St. Stephen’s Episcopal Church and will follow a route hitting a majority of the churches in the town of Culpeper, where a scripture will be read and a prayer said before moving on to the next location. Similar to the Roman Catholic tradition of the Stations of the Cross, the Way of the Cross came about following a meeting between Pastor Kate Costa of St. Luke’s Lutheran Church and Dr. Michael Watts, Advisory Council President for Epiphany Catholic School. “I like to meet with Pastor Kate, just to be good neighbors, and we started talking about how 2017 was the 500th anniversary of Martin Luther’s Reformation,” Watts said. “This came out of that and we decided to open it up to other churches.” Costa said that the walk has been designed to not only honor the reformation but to bring the spiritual community of Culpeper together during the Easter season. Over the years,

she’s seen the church community come together on projects like the Culpeper Warming Shelter, but she said it’s important for the churches to learn to worship together as well. Watts, who is also attending seminary school to become a deacon in the Catholic church, pointed out that the Way of the Cross is set up in the style of scriptural Stations of the Cross, implemented by Pope John Paul II in 1991. “The ancient tradition of the ‘Way of the Cross’ originated in the Holy Land where pilgrims to this day trace the footsteps of Christ to Mount Calvary,” Watts said. “This is a way to celebrate that locally when people might not have the chance to travel.” Shuttles for the Way of the Cross will begin at 10 a.m., as participants are encouraged to park at United Methodist Church and be shuttled to St. Stephen’s Episcopal Church where the procession will begin at 10:30 a.m. The 1.5 mile trek will then visit other local churches such as His Village, Precious Blood Catholic Church, St. Luke’s Lutheran Church, Reformation Lutheran Church, Culpeper Baptist, Culpeper Presbyterian Church and many others. Disco 'Stayin' Alive' at Riverside Laugh if you must, but I liked The Bee Gees. I know, I know – those pretty boy brothers with the Pepsodent smiles sang like girls. And where would they have been without Barry’s hair? Still, what they had came at the right time, and those great, classic sounds of the mid to late ‘60s and early ‘70s had to give way to something. Who knew it would be disco? With roots in a New York Magazine article, “Tribal Rites of the New Saturday Night” by Nik Cohn, the 1977 mega-hit “Saturday Night Fever” was born. So completely did John Travolta embody Tony Manero, that forty years after his introduction it’s hard to imagine any other interpretation for the talented, recognition starved young Brooklyn strutter with the dead end job and the dead beat friends. The audience that was willing to forgive SNF’s darkness is not entirely the target audience for this musical version which went into development some twenty years after the movie and underwent multiple revisions. Playing at Riverside now is Robert Stigwood’s and Bill Oakes’ adaptation which acknowledges the harshness of life on “the other side of the bridge”, but focuses more on the theme of dance as an outlet for creative and emotional passions. Under the direction and choreography of Patty D’Beck, Michael Notardonato’s Tony is as good as it gets. Happy Spring! While we’ve already had several spring-like starts over the past few months, it’s officially here. It’s looking more promising every day with all of the colorful new growth, birds singing, and bud break in the vineyards. As we embrace warm sunshine and longer days I think Robin Williams summed it up – “Spring is nature’s way of saying ‘Let’s party!’” It’s the perfect excuse to gather up friends and family to plan a feast and celebrate. Whether it’s Easter, Passover or just an occasion to spend great quality time with loved ones, and no feast is complete without wine. One of my favorite crowd pleasing white wines for spring and summer is Vinho Verde from Portugal. The name literally translates to “green or young wine,” indicating the wine should be consumed while it's fresh and young. It’s perfectly suited for this ultra green time of year. Vinho Verde is not a grape variety but a region of northwest Portugal largely comprised of the area traditionally known as Minho and named after the Minho River which defines the border between Portugal and Galicia, Spain. It is the largest DOP (Protected Designation of Origin) region in Portugal stretching from the Spanish border to south of Oporto. The region is cool and wet with 59 inches plus/minus of annual rainfall, creating a vine growing challenge and some unorthodox growing techniques such as vines growing vertically around poles. However, the granitic soil type and Atlantic Coast climate provide outstanding conditions to cultivate high quality vineyards capable of producing outstanding red and and rosé wines in addition to the traditional Vinho Verde. Part of the perceived freshness in Vinho Verde is the trademark spritz or effervescence that comes from suppressing the malolactic fermentation and sometimes injecting carbon dioxide during bottling. Like much of Portugal, the area is undergoing a true wine renaissance. New estates, excellent winemakers and new modern winery facilities are advancing the quality in traditional styles and paving the way

for innovation in new styles. While 25 grapes are allowable, the primary grapes used for Vinho Verde are arinto, avarinho, trajadura and loureiro and typically the wine is produced with a combination of grapes. It really is the perfect white wine for your Spring feast and especially good with a traditional Easter ham or matzo ball soup. Most Vinho Verdes are lower in alcohol, making them great for a sunny afternoon of entertaining. Generally, you can expect it to be dry, fresh and fragrant with pretty floral aromas of pear blossoms and white peach. The flavors are citrusy, as in lime and green apple, with vibrant acidity.
