Eastern View High School will hold graduation ceremonies for the Class of 2017 at 7 p.m. Friday, May 19. Graduation is scheduled to be held in Cyclone Stadium. Students need to report to the auditorium by 5 p.m. About 290 seniors are expected to don cap and gown to receive their diplomas. This number may change slightly, as online SOL testing continues at the high school. Shuttle buses will be available to transport those attending the ceremony from the Parks and Recreation lots adjoining EVHS stadium.The gates will open at 5:30 p.m. Bleacher and Grandstand seating will be on a first-come, first-served basis and no tickets are necessary. Field seating is available with tickets only.
A crowd of about 2,000 family members and friends is expected at each high school graduation. Your cooperation in following graduation ceremony etiquette to ensure a dignified and joyful occasion is appreciated. Budget receives unanimous approval The Culpeper County Board of Supervisors gave the nod Tuesday morning to the proposed FY18 budget and tax rates. Approved tax rate at $.61 for real estate tax ($.05 less than last year) and $.06 ($.01 less than last year) for fire and rescue levy. Personal Property tax is $3.50 (same as last year). All levies are per one hundred dollars of assessed valuation at fair market value. Approved FY18 operating and capital budget of $164,618,494. This represents a $5,746,013 increase from last year’s budget of $158,872,481.
Culpeper County graduation May 20 Culpeper County High School will hold graduation ceremonies for the Class of 2017 at 9 a.m. Saturday, May 20, 2017. Graduation is scheduled to be held on Broman Field (the CCHS football field). The rain location will be the Culpeper Middle School gymnasium. About 286 seniors are expected to don cap and gown to receive their diplomas. This number may change slightly, as online SOL testing continues at the high school. Please remember that parking at the high school is extremely limited and will be restricted to state issued handicap tags, faculty, one spot per graduate, and press. Shuttle buses will begin operating at 7 a.m. Satellite parking will be available at the following locations: Dominion Skating Center, Floyd T. Binns Middle School and Sycamore Park Elementary School. Shuttle drop off will be in front of the Annex. The gates will open at 7:30 a.m. Bleacher seating will be on a first-come, firstserved basis. Following the CCHS commencement exercises a return shuttle will be available for up to two hours, riders may catch shuttles returning to satellite parking in front of the middle school gym.

Pump and Haul request approved Back before the board was consideration of a request by the Islamic Center of Culpeper for a Pump and Haul Permit on Tax Map Parcel Number 31/67 located on Route 229, 14434 Rixeyville Road. As part of the county’s settlement agreement reached last month, approval of the original application was agreed to by both parties with the ICC not required to re-submit any additional information. More lights at the airport The board agreed to authorize staff to apply for entitlement funds from the FAA in the amount of $150,000 which will be used to install needed lighting on the apron at the Culpeper Regional Airport. With additional state funds, the cost to the county will be limited to 2 percent of the project cost which is estimated to be roughly $167,000. The project will be bid in May.

Succeeding by design ➤ EVHS graphic design students have high success rate in Adobe certification By Jeff Say

Go to an Eastern View High School sporting event, and you’ve seen the handiwork of the school’s graphic design class. Open a program at the school and the work has been accomplished by a class of 18 students, each working hard to earn an Adobe certification that will help them land a job later in life or better prepare them for college. Taught by Culpeper County High
School graduate Patrick Thornhill, the EVHS class has had a remarkable success rate for accreditation through Adobe. According to Thornhill, they have a 90 percent pass rate the past three years, with an average of 17 students receiving certification in Adobe Photoshop, Illustrator and Dreamweaver. The class churns out programs, flyers, prom tickets and videos as they learn their craft, a craft that Thornhill took a liking to in college despite not taking a similar course offered during his time at CCHS. Now in his fourth year of teaching the EVHS program, Thornhilll said that CCHS graphic design teacher Richard Lassiter has been a big help for him in helping teach students the ever evolving art of graphic design. “Especially with the technology,

The advantage for the students is that the class is every day for an entire year. It gives them an opportunity to hone their skills on a daily basis. Thornhill said the first year of the class focuses on guided lectures, but by the time the second year rolls around students are let loose on the programs themselves, focusing on a more collaborative effort to finish assignments. “It helps out a lot because it’s every day for a full year,” Thornhill said. “You don’t lose as much information and you continue to build. It’s almost ‘sky is the limit’ as far as things you can do in terms of curriculum.” The hands-on experiences the students have in the classroom allow them to work with other programs like sports marketing, yearbook and FCCLA. “It helps a lot because, not just in graphic design, but also in all the career and technical education classes, you can see that you learn it here and go right out in the field,” Thornhill said. “Understanding workplace skills is one thing we really work to focus on as a department.” Senior Trevor Brown started
working on computers in the paint program years ago and wanted to continue his passion in Thornhill’s class. Next year he’ll attend Virginia Commonwealth University to major in graphic design. “Originally it was just something to work on computers and I thought it would be a fun class to take,” Brown said. “I figured out how to make my projects and I like being able to make something my own and customize it.” Brown said he doesn’t consider himself an artist at heart, he just likes to come up with his own creations. “My dad always says I’m really good at graphic design,” Brown said. “I just like being able to mess around with the images and being able to control everything.” Senior Justin Pollard followed Thornhill from the basketball court to the classroom and he quickly fell in love with graphic design. He’ll attend Hampton Sydney in the fall on a football scholarship and major in graphic design. “I just like putting all the collages together from the sporting events and seeing them all work out,” Pollard said noting that having a class every day all year was a huge help in mastering the programs. “You don’t forget anything, you always have your memory fresh coming back to the class every day. It helps out alot,” Pollard said.

Herring says state working ‘relentlessly’ to track dealers By Anita L. Sherman

Mark Herring is the Attorney General for the state of Virginia. He is also a father of young children. In 2014, he traveled some 2,200 miles around the state in a roughly two week period conducting a public safety tour. The message was the same from all the agencies that he visited. It resonated and impacted Herring on a professional and personal level. Overdose deaths from heroin and other drugs was at epidemic proportions. Herring visited in Culpeper in 2014 and was back again Tuesday. “When I wrapped up that tour and ended up at a Fraternal Order of Police dinner in Loudoun County I heard from another who had lost a loved one to a drug overdose...I made a commitment that I wouldn’t let this happen to another child in Virginia,” said Herring as he addressed a group of town, county and state law enforcement officials. During the last three years, summits have been held throughout the commonwealth attempting to warn communities about the lethal dangers of heroin, fentanyl and now carfentanil. Herring’s office produced a video, “The Hardest Hit,” which focuses not only on the statistical realities of how many are using and how many communities are losing but shows that drug abuse knows no social or economic boundaries. Users are all ages, ethnic backgrounds and come from all walks of life. Herring reported that last year Virgin-
ians lost 1,100 to overdose death. “That means that families are struggling with empty bedrooms in their homes or an empty chair at the table,” said Herring adding that he had heard from a funeral director in Fauquier County that “he had never seen a wave like this and that it was tearing him apart.” Herring shared that at the state level they are ‘robustly’ prosecuting the drug dealers. Baltimore, Maryland came up. The Drug Enforcement Agency (DEA) has reported that Baltimore is the “nation’s center for drug distribution.” Much in part due to its proximity to ports. Town of Police Captain Tim Chilton reported that they receive photographs of vehicles in Baltimore there to purchase drugs. “We know that many are from Culpeper,” said Chilton. “They can make trips several times a day and purchase drugs from several different dealers,” echoed Captain Todd Taylor with the Virginia State Police. Herring queried the group about cooperation with hospitals and social services. “If there are programs that are working well, we’d like to learn if there is something successful,” said Herring. Police Chief Chris Jenkins said that after Herring’s visit in 2014 that more dialogue started in the community. That being said overdoses continue on the rise. Herring was not overly opposite that state funds would be immediately forthcoming to help boost treatment efforts. “I wish I could say we had more resources at the state level.” Jenkins said that they rely on social services but that “we’re falling short when advocating for someone who needs help today.” All agreed that law enforcement aren’t the only ones facing this crisis. Healthcare providers are as well. Thirty days isn’t long enough to be in a treatment program. It takes a lot longer than that. Outreach groups, like Team Jordan, and mental health awareness summits like the one to be hosted by Novant Health on May 23 do make a difference in terms of educating the public. The problem seems to have been diagnosed to death. It’s finding an effective solution that has everyone at the table frustrated. The cost of Narcan is rising. Fortunately, as Chilton pointed out, that while a process it can be secured through grants. Captain Chris Settle agreed. “If they suspect they might overdose, they’ll do it in a public parking lot or Walmart bathroom because they know help is nearby.” A recent FOX News documentary reported that 70-75 percent of users started with prescription drugs. Herring encourages take back programs where residents can deposit unused prescription drugs in a safe place where they won’t be found in the trash or sold to a friend. He said that they have seen some changes in prescribing practices. Herring thanked all for attending, encouraged support for any and/all programs that might be having an impact, and reiterated his ongoing advocacy at the state level. “We all have to keep working relentlessly.”

April showers bring May flowers

May is the time to think about flower gardening. The threat of frost will be behind us by the 10th and the instant gratification of setting out plants that are already beginning to bloom just feels good.
Annual Flowers Annual flowers in flats of 6 -packs are available at many garden centers and greenhouses in our area. This time of year, Marilyn and I enjoy walking through the greenhouses at Windmill Heights, located at 1901 Broad St. in the town of Culpeper. The colors and varieties of plants available give you a real itch to get digging in the flower beds! Selecting plants makes me feel a bit like a kid in a candy store. The general impulse
is to buy a trunk full of flats that are bursting with color. We then work all weekend putting these beauties in the ground. When Monday morning rolls around the aches and pains make me wonder why we succumbed to the adrenaline rush of weekend planting. As I enjoy my flowers in the ensuing weeks, the memory of the toil is distant and the pleasure of the colorful view is relaxing. Preparing the Bed Work up your flower bed by turning the soil with a spade and breaking up the clumps with a hoe or rototiller. If the soil is very heavy and contains a lot of clay, you can mix in some peat moss and sand. The soil in our yard has really good structure. Even though it is quite red it crumbles nicely when worked. I am a big advocate of Espoma Organic Bio-tone Starter Plus. I use it with everything I plant. Bio-tone

Look for candidate’s first televised ad Virginia primary elections are June 13. Currently two Republicans, both representing portions of Culpeper County, would like to be the Republican nominee for Lt. Governor - Sen. Jill Vogel and Sen. Bryce Reeves. The Reeves for Lt. Governor campaign released its first television advertisement to be aired regionally throughout the Commonwealth on Wednesday, May 3. The ad is focused on public safety and protecting Virginians. “I am committed to ensuring the safety and security of our families and our communities here in Virginia. As the next Lt. Governor, I will fight to eliminate sanctuary cities from the Commonwealth,” said Reeves. “We need a leader who will stop liberals who put illegal immigrants before our
families and encourage these harmful policies. I am that leader.”
Freitas has challenger
Delegate Nick Freitas (R-30) will have a challenger for his seat in November. On Saturday, Democrats narrowly chose Ben Hixon, a 34-yearold computer programmer, over Annette Hyde from Madison County. Hixon recently moved to Culpeper County and this will be his first foray into the political arena. Freitas ran unopposed in 2015.
Youth Bus Trip seeks riders The Culpeper Branch of the NAACP is sponsoring a free bus trip to Washington, D.C. on June 5 to the National Museum of African American History and Culture. “We’re trying to get the word out,” said Sanford Reaves who is organizing the trip

VPA launches statewide public notice website Beginning May 8th, Virginians will have a way to find and read public notices from anywhere in Virginia through a new statewide public notice website being launched by the Virginia Press Association. The free website, www. publicnoticevirginia.com, is keyword searchable and will provide access to all local, state and federal government public notices. This includes notices for public meetings, zoning permits, government contracts, court hearings,
unclaimed property, foreclosures and other government, business and judicial information. "Right now, public notices are published only in the area they impact," said Betsy Edwards, executive director of the Virginia Press Association. "But the new website will allow someone to quickly and easily look at public notices in another part of the state or to set up a statewide search to find all of the public notices on a particular topic."

The exhibit will feature drawings of Constance Nourse who, with her sister Charlotte and mother Annie, opened Weston to hundreds of soldiers during WWII and ran a summer camp and school for young children during the early 1900s. Simply outstanding
This paper has covered the finals for the Career Partners E-Squared competition for a number of years. This year I had the privilege of serving as one of the judges for the preliminary round where 12 teams are whittled down to six for the finals. So I found myself with other judges from the business community, reviewing business plans and scoring rubrics as teams of students did their presentations. Many of the judges, like myself, were doing this for the first time. As it turned out, two of the teams that our group judged ended up in the final round. The main entry hallway at Eastern View was electric that morning as coaches, judges and key organizers like Randi Richards-Lutz, Chuck Gyory and Mike Dale talked about this program that for nearly 10 years has sparked innovative and creative thinking among Culpeper’s public school high school students. That and team building are keys to its success. Students volunteer to participate in this extracurricular activity where, like the reality of the work force, they are put together in sometimes unlikely combinations of personalities where they need to build on the strengths and weaknesses of their colleagues to come up with a business plan detailing their product or service. Coaches serve as mentors and advisors but it’s the

Marshall Keene would serve the Culpeper School Board well I have known Marshall for over 15 years and feel he will serve the residents and students of Culpeper County well as a School Board member. Over the years Marshall has worked hard to help his community and students in his position as an SRO [School Resource Officer] at Massaponax High, as well as a deputy in Spotsylvania and Culpeper County. While at Massaponax, he established a great rapport with students, faculty, and administration. He began getting students involved in solving their problems with sound verbal, not physical discussion in conjunction with the Guidance Department. While at Massaponax High School, Marshall also joined the football staff. Here he continued his work to not only make students better football players but also

Last Thursday the finals were held at the county administration building. The teams of presenters anxiously wait to be called. The room is full of parents, friends, coaches and others who have come to see which team will win. The judges represent major corporations in the Culpeper area. Think mini-Shark Tank. The questions targeted but not so tough that it left any of them speechless or without an answer. All teams were well prepared. Over the years the calibre of the presentations just keeps getting better and better. The stakes are high. Each member of the winning team takes home a $5,000 scholarship courtesy of many sponsors who value this program. “I’m so nervous,” I heard her say as Mikayla Jenkins waited to hear the results. When Mike Dale respected and functioning members of their community. His attitude and ability to relate to others helped him quickly gel with the staff as well as the players. Like in his football coaching and his work as a deputy, Marshall always was looking to improve himself and his ability to help students and the community. While in Spotsylvania, he began continuing his law enforcement education which soon led to numerous promotions and then a college degree in Business Administration/Public Administration. It was tough managing his various commitments but it is here that Marshall showed his mettle and desire to stay connected to a goal. Since he has moved on to Culpeper County as a deputy and working as a SRO in the schools, he has remained vigilant in helping improve his community and its school opportunities. He has immersed himself into the process by supporting athletics

She was also named by the coaches as one, in their minds, that would find success later in life. Their idea was to arm primarily emergency responders with a device, worn on the wrist, that would record vital signs. Faced with a disaster situation, that responder would have the ability to monitor up to 15 patients and respond quickly. Good things happening around us sometimes get lost in the chaos of life’s harsher realities. When this event happens each year it is a time to applaud everyone that has made it happen and to celebrate youth and their enthusiasm, vitality, innocence and strength. Theirs is a success story made possible by a caring community. and extracurricular activities at Eastern View High School, where his daughter also attends. He coached football at Eastern View as well. He continues to be active with students and the school. Marshall is also a businessman in the community with his driving school. Through all these years, Marshall remains a steadfast supporter of his community and its people; especially the students and their well-being. He learned his discipline in the Marine Corps and it has served him well. Marshall is a moral Christian man who places great value on God, family, and education. Having lived, coached, and taught in Culpeper, I feel strongly that Marshall Keene is the man for the Culpeper County School Board and give him my heartiest recommendation. Mr. John B. ➤ Park, from Page 22 mortgage of the Graffiti House, the Civil War-era hospital that is a treasure trove of both Confederate and Federal soldier markings. In addition to the Graffiti House, there are approximately 1,400 acres of land that has already been purchased and preserved at the two battlefields. “The way we are presenting this is as a turnkey operation,” Truitt said. “All the land at the Brandy Station Battlefield and the Cedar Mountain Battlefield is already paid for. Right now we’re trying to garner as much support as we can from the grassroots efforts. We’re asking everyone to go to the CWPT website and sign a letter to show your support for the park. We’ve had over 6,000 letters sent in so far.” Having already received support from the Culpeper County Board of Supervisors and the Culpeper Town Council, Truitt and representatives from the Civil War Preservation Trust traveled to Richmond this winter in an effort to garner support from the local legislators. “Culpeper is uniquely positioned in that you have three Senate districts and two House districts that intersect here,” Mark Coombs, CWPT Deputy Director of Govern-
ment Relations said. Truitt said the group met with Sen. Emmett Hanger (R-24th District) and Delegates Nick Freitas (R-30th District) and Michael Webert (R-18th District). All seemed on board with the plan for a state park, but funding was not available this year. The alliance is hoping that 2018 will allow them to find funding, but point out that unlike other state park proposals, there is already infrastructure in place at Brandy Station and Cedar Mountain. Coombs also said that the CWPT has offered to stay on to help manage the lands for five years. While the historical aspect of the battlefields are well known, Coombs said that there are still present day uses for them. “One of the most exciting parts of the park is that in addition to being a living monument to veterans past, Marines from Quantico come to Brandy Station Battlefield to do staff rides and do military training,” Coombs said. “These are actual living training grounds for the modern military. They are able to hone their unique skill sets before going to Iraq or Afghanistan.” The next step in moving forward is continuing the education process with the other legislators in Richmond. “What we found with this state

Oak View National Bank (OTC Pink: OAKV) reported net income for the quarter ended March 31, 2017 of $211,774, compared to net income of $231,606 for the first quarter of 2016. Basic and diluted earnings per share for the first quarter of 2017 were $0.07 compared with $0.08 per share in the first quarter of 2016. Return on average assets (ROAA) was .42% and return on average equity (ROAE) was 4.38% for the first quarter of 2017 compared to .51% and 5.03% respectively for the first quarter of 2016.
Michael Ewing, Vice Chairman of the Board and CEO said, “As previously announced, we have invested significantly in lenders and support personnel necessary to increase our rate of growth. Although the additional personnel expense has negatively impacted short term results, we hope to see the benefits for the remainder of the year and beyond.” The net interest margin was 3.71% for the quarter ended March 31, 2017 compared to 3.79% for the quarter ending March 31, 2016. The average yield on earning assets decreased by 11 basis points to 4.26% for the quarter ended March 31, 2017 compared 4.37% for the quarter ending March 31, 2016 and the cost of funds declined by 2 basis points to .70% in the first quarter of 2017 from .72% for first quarter of 2016. Loans, net of unearned interest, deferred costs and allowance for loan losses, increased 11.95% to $164.2 million at the end of the first quarter 2017 compared to $146.6 million at March 31, 2016. Credit quality remained outstanding as the bank had just two non-performing assets at March 31, 2017 totaling $87,890.

Virginia ABC stores, totaling 359 across the commonwealth had gross sales of about $895 million – $106 for every resident of Virginia. The stores sold 11.4 million gallons of alcoholic beverages. That represents 1.4 gallons per capita sales. Virginia is one of only nine states where the government controls liquor stores. Virginia officials are most interested in the net profit and state
taxes generated. Those revenues from liquor sales fuel the state government’s general fund, which supports schools, law enforcement and other public services as well as educational programs and training to counter underage drinking and alcohol abuse. In 2016, that total was $315 million which represents a profit margin of more than 35 percent of gross sales. The Culpeper ABC store at 15149 Montanus Drive accounted for $2,271,732 gross sales at 29,829 gallons out performing the ABC store at 185 Southgate Shopping Center with gross sales of $1,853,828 at 25,220 gallons. In neighboring Fauquier County, the ABC store located at 175 Lee Highway in Warrenton had gross sales of $4,796,456 at 60,562 gallons.

Celebrate Cinco de Mayo with cerveza and creative cocktails
This Friday we celebrate Cinco de Mayo, it's always on the Fifth of May, but what exactly are we celebrating? It's hyped as the perfect occasion to get together with friends and shake up a batch of margaritas while enjoying some tasty Mexican cuisine. Some people think it's a celebration of Mexico's Independence, but that's not until September 16. Cinco de Mayo commemorates the Anniversary of the Battle of Puebla (May 5, 1862) fought at Puebla, Mexico. In 1861 Mexico declared a temporary moratorium on the repayment of foreign debts, prompting an invasion by English, Spanish and French troops. Eventually all troops withdrew leaving only the French forces sent by Napoleon III to continue fighting to establish a monarchy under Maximilian of Austria and to curb U.S. power in North America. Napoleon intended to cut off this key Mexican access point to the U.S. and throw his support to the confederate army keeping the U.S. weak and divided. Fortunately, the battle ended with a Mexican military victory and Puebla became a symbol of Mexican resistance to foreign domination according to historical sources. Every year this victory on the Fifth of May is celebrated mainly in Puebla and Veracruz Mexico and probably a bit more in the U.S., especially in areas with large Mexican American populations. In addition to parades and festivals, traditional Mexican cuisine is at the center of the celebrations and of course, margaritas and beer are the drinks of choice to compliment the meal. However, your choices are not limited to those two basic beverages. Have some fun with your cocktails, it's a fiesta after all. Enhance your cerveza with the addition of tomato juice, a splash of Worcestershire, your favorite hot sauce, a dash of salt, a squeeze of lime and you have a Michelada. Change up the usual lime margarita and make an avocado margarita. Blend 1

avocado, 1/4 cup fresh lime or lemon juice, 2 cups crushed ice, 1/2 cup tequila, 1/4 cup triple sec. Smooth and delicious! A fun fact from the California Avocado Commission: Cinco de Mayo is one of the largest avocado consumption days with an estimated 175 million avocados served! While wine usually isn’t a major player in the beverage choices for Cinco de Mayo, there are plenty of options that work well with the cuisine. Bubbles are made for celebrations, so pop a bottle of bubbly with your queso and chips. The light apple and citrus flavors will complement the spice and rich creaminess of the queso. If you’re looking for a bit more weight to accompany heartier dishes like Carnitas, Carne Asada or Chicken Fajitas, tempranillo is perfect. It’s a food friendly grape with dark cherry fruit flavors, nice acidity and approachable tannins. A dry Rosé is another outstanding choice. It pairs with everything from vegetarian to meat to fish and it's cold and refreshing. Can’t decide? Solve it with sangria! Whether you go red or white sangria, it's a party in a glass - Ole! LEGENDARY LEADERS: Chuck Gyory and Mike Dale were each presented with a three-legged stool at the E-Squared finals held last Thursday. Together with Career and Technical Education Director Randi Richards-Lutz, the three have served as the lead organizers of the program. Gyory and Dale are stepping down from leadership positions but not from involvement. They are friendly competitors and plan on acting as coaches moving forward.
REIGNING ROYALTY: Nelson Ulloa and Samantha Chavez Rojo were crowned this year’s prom king and queen for Eastern View on Saturday.
