29th ID Soldiers begin federal active duty By Cotton Puryear Virginia National Guard Senior leaders from state government and the Maryland and Virginia National Guard joined family members, friends and fellow Soldiers in bidding farewell to about 80 Soldiers assigned to the Fort Belvoir-based 29th Infantry Division as they began federal active duty Monday during a

Belvoir ceremony. The Maryland and Virginia National Guard Soldiers will provide mission command in the Middle East in support of Operation Inherent Resolve. Mission command is the term the U.S. Army uses to describe the headquarters that provides direction and intent to subordinate units for them to carry out their mission. That headquarters also provides guidance

and coordination for personnel, intelligence, sustainment and communications support. The group of Soldiers, also known as Task Force 29, is expected to serve on federal active duty for up to a year. “We have this mission because of what we have proven,” said Brig. Gen. Blake C. Protective Services Battalion, CID, welcomes new enlisted leader By Amanda Stewart Staff writer

The U.S. Army Protective Services Battalion, CID, held a change of responsibility ceremony July 27 at the Fort Belvoir Amphitheatre. First Sgt. Frank W. Jeppe transferred his responsibility as the battalion’s senior enlisted leader to Sgt. Maj. Marvin C. Marlow at the ceremony. “Today, we bid farewell to an outstanding leader within the PSB and welcome another,” Lt. Col. Derek J. Bellows, Protective Services Battalion, CID, commander said at the ceremony. “First sergeant, the greatest compliment I could pay to you is that you definitely left the organization in a better state than which you found it,” Bellows said. “Not to say it wasn’t in good condition, but, with any great leader, your number one priority is to improve your foxhole and to set conditions for your successor. You didn’t do this for the personal recognition or for the accolades, but rather, for the readiness, care and compassion for the Soldiers and civilians of the battalion, a true mark of a genuine leader.” See MARLOW, Page A4

Bilingual, volunteers needed

For 13 years, Belvoir has partnered with Fairfax County Health Department to provide free back-to-school physicals for those new to the area without insurance. Volunteers, especially those who are bilingual in any language, are needed for the partnership event, Aug. 13, in the morning. Education fair

Barden Education Center hosts an Education Fair from 10 a.m. to 1 p.m. Aug. 18. The education fair is open to everyone – military, veterans, spouses, family members and Army and other civilians. People who go can get information on potential schools, new programs and graduation information.

Family Fun Fridays, with the band, Traitors N’ Thieves, is Aug. 19 from 6:30 to 8:30 p.m. at the Belvoir Amphitheater. People can bring lawn chairs and blankets to the free family event. Garrison commander reflects on time at Belvoir By Adrienne Anderson Staff writer

The installation will soon say farewell to Col. Michelle D. Mitchell, the U.S. Army Garrison Fort Belvoir commander. She retires in January after 28 years of active-duty service in the Army. Mitchell started her military career in 1983 as an enlisted Soldier. She was commissioned as a second lieutenant in the Adjutant General Corps and graduated from Methodist University in 1991 as a distinguished military graduate. Since then, she has had numerous assignments including serving as the administrative officer for Syracuse Recruiting Battalion in Syracuse, N.Y., in 1999. She served as battalion commander of Phoenix Recruiting Battalion in Arizona in 2008. Mitchell also served as chief, Personnel Readiness Division in the Joint Staff, J1 at the Pentagon. “I will miss the camaraderie, teamwork and friendships. Simply put, I will miss the people,” Mitchell said about her time at Belvoir. “I can honestly say that I enjoyed coming to work every day.” When she relinquishes command Aug. 11, Mitchell will focus on preparing for retirement and transitioning into civilian life. “I look forward to visiting with my mother, whenever she wants me to and every opportunity that I get,” she said about her plans after retirement. “I look forward to spending more time with my husband, family, church and more time dedicated to helping others.” Mitchell credits the entire garrison team for the many accomplishments made while she was commander. “When you talk about tangible accomplishment, I would say the team’s list of accomplishments is endless, in increasing the quality of life for those who live, work and utilize our services,” she said. Memorable accomplishments include the opening of Jeff Todd Way which, Mitchell said, was a “much needed connector between Route 1 and Telegraph Road that helped immensely with the traffic.” Other milestones during Mitchell’s time here include the ongoing Route 1 construction; a new commissary set to open near the end of this year; the new South Post Fire Station; and a brand new elementary school, which is expected to open in time for the upcoming school year. “We’ve also made the community safer and more secure by implementing the Automated Installation Entry 2 Plus system, which does a more thorough vetting of those who enter our gates,” she said.

Event prepares students, wraps summer reading program By Adrienne Anderson Staff writer School is starting soon and several Fort Belvoir organizations are joining forces to get kids ready. There will be a Summer Send-Off event from 10:30 a.m. to 2 p.m. Saturday at Pullen Field. The focus is to get kids ready for school, while staying physical and exercising. During the summer months, when school is out, the focus is on getting kids reading, said Nilya Carrato, supervisory librarian at Van Noy Library. The library held a summer reading program that started June 4 and culminates with a bike rodeo during Saturday’s Summer Send-Off. The kids who participated in the reading program need to turn in their forms by Saturday in order to pick up prizes. While they are concentrating on playing in the summer, during the school year, kids should keep reading so they don’t forget what they are learning. “Kids who read for pleasure have been documented to do better, academically,” Carrato said. Other activities Saturday include an obstacle course; games; arts and crafts; healthy-eating trivia; and a tour of Fort Belvoir’s newest fire station.

This is the first year the Summer Send-off has brought many organizations together, said Rachel Marston, Belvoir Enlisted Spouses’ Club president. The club is one that’s participating Saturday. “It’s really exciting for me to join forces and create a really powerful event and show what really matters to all of us,” she said. Summer Send-Off encourages kids to stay active during school and colder months, she said. “It’s really about making sure kids remain healthy and encourage that as they are studying,” she said. “For moms … you get used to going to school and bringing them back and doing their homework – every day.” But, being sedentary isn’t the best way to keep them engaged, Marston said. Although during the summer, while it’s important to keep kids engaged in reading, during the school year, it’s important to keep kids moving. “It’s an important component for mental and physical well being — having a good balance,” she said.

National Night Out connects Belvoir Police, community By Adrienne Anderson Staff writer Ten-year-old Ezikiel Fletcher bounced from police car to police car turning on the sirens and using the public address system, as if he was a real cop. Ezikiel said he wanted to be a police officer when he was older. After watching the news and seeing the shootings of police officers and other recent events, he said he was driven to serve his community. “I don’t want to be a police officer because of the guns, I want to make sure everyone is safe,” he said.

Ezikiel was one of many from the Fort Belvoir community to attend National Night Out, a celebration that brings police officials together with the local community. Fort Belvoir families met with Fort Belvoir police officers and other Department of Emergency Services officials Tuesday at Pullen Field. The event featured equipment demonstrations, military dog demonstrations, face painting, and games for kids. National Night Out is a community-building campaign focused on improving relationships between police and the local community.

Belvoir athletes compete in Punt, Pass and Kick event By Rick Musselman Sports editor

Nearly 40 youth football players from the Fort Belvoir community put their athletic skills to the test in the 2016 Punt, Pass and Kick competition, Saturday at Pullen Field. Punt, Pass and Kick is a nationwide football skills competition sponsored annually by the NFL and designed to provide America’s youth athletes, ages 6 to 15, the chance to compete against their peers in five age brackets. Contestants are judged for distance and accuracy in each of the three skills. Distance scores are determined from where a contestant’s ball first hits the ground and accuracy is measured by the distance the ball deviates from the centerline down the field. Yardage off the centerline is then subtracted from the distance yardage to establish the final result. Jerry Arrington, Fort Belvoir Child, Youth and School Services sports and fitness director, hosted the event, with the assistance of Rashawd Pope, CYSS assistant sports and fitness director; Belvoir Directorate of Family and Morale, Welfare and Recreation sports and fitness specialists; and several parents who volunteered to record distances and keep official scores. The event drew boys and girls to the field to compete in the two-hour, local-level competition, and Arrington said he was impressed with the large turnout. “We have a lot of kids out here this year, from all the age groups,” he said. “From here, the top scorers will progress to the regional-level Punt, Pass and Kick, and then onward from there. Last week, I shared my observations on this Pokemon Go phenomenon that’s consumed the national consciousness (judging by the thousands of its practitioners who’ve summarily consumed my once quaint and quiet river town). Well, based on this week’s action, the craze (and nightly crowd) is growing in exponential leaps, with people flooding the lanes and alleyways for hours on end. Yesterday, I decided to give my porch sit a pass and brave taking a stroll around town thinking a ground-level view might reveal a better understanding of how a virtual reality game could inspire so many to walk around in 90-plus degree evening temperatures and humidity that could curl a porcupine’s quills. I needed my mail at the post office anyway, so I had a reason to be out among them — I didn’t want to look so much like a scientist peering into a sociological Petri dish. Amazingly, not a single soul paused to acknowledge (or even notice) who was trying to weave his way through their ranks. It was entertaining, though, to eavesdrop on the conversations. If you didn’t know better you’d think you were on training maneuvers with a battalion of recon Marines — “check the perimeter,” “target just showed up on the grid,” etc. I mentioned before that every age bracket is represented on these Pokemon Go excursions, but last night I learned that every profession must be as well. As I walked along the waterfront, I happened to overhear a discussion from a trio of neatly groomed men that made me think at least one of them was a doctor. Imagine, a doctor playing Pokemon Go. They were belaboring pharmaceutical companies, office space costs and insurance claims, and I found it at least refreshing that they were not continually staring at their phones. “That’s the problem with today’s medicine ... the insurance companies aren’t paying yet our malpractice protection premiums are hell.” (Yeah, I bet those yacht payments are hell, too.) Anyway, it doesn’t look like this thing’s going away any time soon — I just hope they don’t start knocking on my door thinking Pokemon’s in my living room ... “we already checked your backyard.”

DFMWR to host annual Pooch Plunge By Rick Musselman Sports editor Fort Belvoir’s Connelly Outdoor Pool at the Officers’ Club “goes to the dogs,” Sept. 10 when the Directorate of Family and Morale, Welfare and Recreation wraps up another summer swim season with the 2016 Pooch Plunge, an opportunity for canine community members to get in one last dip before fall. The event runs from 10 a.m. to 3 p.m. and the cost is $3 per dog. “This event is an opportunity to give patrons and their dogs a little fun in the outdoors,” said Romel Voellm, Community Center director. More than 50 members of Belvoir’s canine community enthusiastically took to North Post Pool to celebrate the Pooch Plunge dog swim in 2015. Dogs great and small — from Saint Bernards, German shepherds and golden retrievers to pugs, poodles, terriers and Yorkies — spent the day enjoying the end-of-summer celebration with more than 100 of their human family members. According to Voellm, the event is one of the most popular celebrations of the year. “We usually have at least 50 dogs come to this,” he said. “This is one of my favorite events. We also have some contests, like the ice cream eating, best costume and best trick events. It’s just a lot of fun.” The event usually proves to be just as enjoyable among the dogs’ owners as it is for the canines themselves. “Hassie loves this event; this is his way to get out into the water and he waits for this all year,” said Vince DeLaurentis of his white and cream colored labradoodle. “We don’t like to put him in lakes because he gets ear infections, but in the ocean

The Pooch Plunge is the one day out of the year when the dogs can enjoy free reign over the pool, diving into the water to retrieve toys and balls, swimming laps, enjoying a snack or two or just interacting with their fellow animals on a warm September day. Coordinators from DFMWR and the Community Center put the event together and volunteers from the American Red Cross often make the rounds answering questions and providing information on the services the organization provides with its many canine volunteers. The Pooch Plunge is open to all members of the Fort Belvoir community. The Connelly Outdoor Pool Complex at the Officers’ Club is at 5500 Schulz Circle. There will be no make-up day in the event of inclement weather and food will not be available on-site for this event, Voellm added. Dogs entering the costume contest must sign up, with their costumes by 10:30 a.m. on event day. Funded Legal Education Program open Belvoir OSJA submission The Office of The Judge Advocate General is accepting applications for the Army’s Funded Legal Education Program. Under FLEP, the Army projects sending up to 25 active-duty commissioned officers to law school at government expense. Selected officers will attend law school beginning in the fall of 2017 and will remain on active duty while attending law school. Interested officers should review Army MILPER Message 16-053 and Chapter 14, AR 27-1, to determine eligibility. The program is open to commissioned officers, second lieutenant through captain. Applicants must have at least two, but not more than six, years of total active federal service at

the time legal training begins. Eligibility is governed by statute 10 U.S.C. 2004 and is non-waivable.
