The Stafford County Board of Supervisors held three public hearings Tuesday night at its regular meeting, deferring decisions on two for more information and passing one.

The board unanimously agreed to authorize a conditional-use permit allowing a 190-foot Milestone Communications telecommunications tower in an agriculturalzoned district on land jointly owned by the county and the City of Fredericksburg at the Rappahannock Regional Landfill.

The facility would enhance coverage in the Verizon network and also serve commuters on a nearby rail line, as well as surrounding residents.

The tower is set to be located at 489 Eskimo Hill Road, just west of an intersection with Potomac Run and Eskimo Hill roads in the Aquia District.

The board briefly discussed two other potential projects and held public hearings, but deferred both for more information.

The first project seeks to authorize a proffer amendment on approximately 42 acres zoned urban residential-high density, in the Colonial Forge area. No residents spoke at the public hearing, but supervisors unanimously deferred the matter until a future meeting.

The proposal would remove a phasing requirement for commercial development.

Stolen goats recovered alive at meat market A Fauquier County man is charged with theft after he sold several goats he stole to a meat market in Fredericksburg, Stafford County Sheriff ’s Office spokesman 1st Sgt. Eric Quinn said.

Steven Calleja Jr., 33, of 4071 Summerduck Road, faces two counts of felony larceny of an animal.

The goats were stolen from Equestrian Drive and Green Acre Drive in Stafford County.

Stafford Detectives received a tip late Tuesday night that led to a search Wednesday morning at Safa Halal Meat Market, 213 Central Road, Quinn said.

Detectives received a tip that Calleja had sold eight goats to the store. Stafford Detectives l ater l e ar ne d that Calleja had atte mpte d to STEVEN CALLEJA JR. sell eight goats but the Safa Halal Meat Market only purchased six of the goats.

Detectives were able to recover three goats that had been stolen from Equestrian Drive, as well as three of the five

goats stolen from Green Acre Drive.

The goats were unharmed and returned to their owners.

Wednesday evening Stafford detectives and the Fauquier County Sheriff ’s Office searched Calleja’s residence at 4071 Summerduck Road in Fauquier County and found the other two goats.

Calleja was arrested by Fauquier County deputies near his home.

Calleja is free on a $5,000 bond.

“Tonight two families have been reunited with their beloved pets,” Stafford County Sheriff David Decatur said. “This case is a perfect example of

the media, the public and the Sheriff ’s Office working together to solve crime.”

“We are hoping that someone out there knows the whereabouts of the other two goats so that they can also be reunited with their owners.”

If the bond package is approved, it would still cost $43 million to develop the area at Widewater State Park.

Matthew Moran, a spokesman for Virginia House Speaker William Howell, said that the bond package will be considered as part of the budget process by the House Appropriations Committee, and that the bond package will be reviewed in its entirety. The speaker will continue to evaluate the projects included in the package, including Widewater Park, he said.

The state bought the property in 2006,

with an adopted plan set in 2008 to develop the 1,100-acre site. The land sits along the Potomac River, and its development would include several phases.

The first phase would include road

work, boat launches, campsites, picnic areas, restrooms, a 1-mile trail and a fishing pier.

applicant also requests to delete the proffer requiring the construction of four ball fields on a 12-acre site in Augustine South.

The second project the board deferred involved proffer changes that would allow the display of vehicle sales outdoors at a 1.07-acre property at 458 Garrisonville Road. The business is planned to be a showroom dedicated to featuring high-end vehicles.

Two people who work at a nearby business spoke against the proposal.

The board deferred the matter to a future meeting, voting 6-1. Stafford County Supervisor Laura Sellers, D-Garrisonville, cast the dissenting vote.

Stafford Supervisor Jack Cavalier, I-Griffis-Widewater, said there are a lot of unanswered questions about the project.

A potential multicultural coalition in Stafford County was also discussed Tuesday at the meeting.

The proposed coalition would promote the inclusion of and quality of life for all county residents through recommendations about Stafford’s changing demographics and diverse needs.

The coalition, which would form a board of directors if established, would work with schools, agencies and businesses in the county to address residents’ concerns, focusing on the county’s justice system, educational equality and socio-economic advancement for all ethnicities.

The proposal, if endorsed, would include the county’s authorization of $25,000 for the coalition’s startup funding, which would come from the county’s general fund contingency reserve.

The coalition, called the Stafford Multicultural Coalition, would be a nonprofit, charitable 501c3 organization.

Fire academy graduates class of 14 The Stafford County Fire and Rescue Department welcomed 14 new firefighters to its ranks Jan. 18 with the graduation of Recruit Academy 8.

For the past 26 weeks, these men and woman learned about cardiopulmonary resuscitation, emergency vehicle operations, emergency medical technician, firefighter level 1,

bi-weekly. The class includes two Marines, three second-generation firefighters and two former law enforcement officers.

After a thorough release process, they will fill current vacancies in the department, Doyle said.

WOODRIDGE MAN FACES SEX ASSAULT CHARGES An Alexandria man faces sexual battery charges after he allegedly assaulted an 11-year-old Stafford County girl after a bon fire at her home on Oct. 30, Stafford County Sheriff ’s Office spokesman 1st Sgt. Eric Quinn said.

David Alan Schwartz, 35, was indicted on one count of object sexual penetration by force and one count of aggravated sexual battery, Quinn said.

On Nov. 15, Stafford authorities got a report that an 11-year-old female Stafford resident had been sexually assaulted

by Schwartz, a friend of the 11-year-old victim’s family, Quinn said.

Stafford Detective Jason Dembowski reported that Schwartz had been at the victim’s home in Stafford for a bon fire on Oct. 30. Schwartz stayed the night at the victim’s home.

The girl told her mother about the alleged assault a few weeks later, when she learned that she and her family would be attending a party where Schwartz would be present. The victim’s mother contacted authorities.

Schwartz is currently incarcerated in the Rappahannock Regional Jail under no bond.

ROBBER STRIKES AT TWO HOTELS The same man is suspected of robbing two hotels along the Rt. 17 corridor over the weekend, Stafford County Sheriff ’s Office spokesman 1st Sgt. Eric Quinn said.

The first robbery was about 6:10 a.m.

Warrenton Road. The robber entered the business and demanded money from the clerk. The robber held up a black bag which the clerk believed contained a gun, Quinn said. The robber got away with an undisclosed amount of money.

The second robbery was at 11:47 a.m.

GUNFIGHT IN NORTH STAFFORD No injuries were reported after a gunfight in North Stafford on Sunday morning, Stafford County Sheriff ’s Office spokesman 1st Sgt. Eric Quinn said.

More than 30 shots were fired shortly after midnight in the 1000 block of Providence Street, Quinn said.

Two vehicles, an apartment building and a townhouse were hit by bullets during the exchange between two groups of people. Deputies indentified two people and are searching for two others, who fled in a dark blue four-door vehicle with New Jersey plates.

The Trumps are all business; as such, they can be incredibly polite but cold as Arctic ice. And all the Trump women ARE 10s. I expected nothing less from the billionaire candidate whose unorthodox presentation has establishment conservatives in fits.

But then Marco Rubio was equally as impressive. He was the clear audience favorite, looking and acting the most presidential throughout the debate. He exposed great confliction in Cruz’s senatorial record, which was a major debate sound bite.

But will it make a difference now that the court has ruled Virginia Republicans can indeed use a loyalty oath or “statement of intent” that limits voter participation March 1?

Adventure Brewing agrees to brew, sell Blue and Gray beers Adventure Brewing Company of Stafford County and Blue and Gray Brewing Company have reached an agreement that will allow Adventure Brewing to take over the manufacturing and sales of all Blue and Gray brands, according to Adventure Brewing co-owner Stan Johnson.

Blue and Gray brews Fred Red, Stonewall Stout, Blue and Gray Classic Lager and Temporary Insanity Imperial Stout, among others.

Adventure Brewing Company will use the expanded capacity to brew Expedition IPA, Backpack Wheat, Stiletto Stout and Wicked Nymph which are brewed at the current Blue and Gray location.

Demand for Adventure Brewing products has grown steadily and their current three-barrel system cannot support continued expansion, said Johnson.

This deal will allow them to use Blue and Gray’s existing 20-barrel brewing capacity to meet current and projected distribution needs.

A Virginia Tech graduate student’s mobile app could improve driver safety and save time. The app, which details speed limits, HOV-lane information, lane availability and traffic data, had its first major test along congested portions of Interstate 66.

As part of a Connected Vehicle-Infrastructure University Transportation Center project, Kayla Sykes, a master’sdegree candidate in the College of Engineering, worked with the Virginia Tech Transportation Institute’s Center for Technology Development to develop and test the app.

Sykes focused on determining whether drivers are interested in having the information, if it alters driving behavior and if the information is distracting.

Sykes tested the application among 40 participants on I-66 during heavy and light traffic. Each participant drove one of the institute’s highly instrumented vehicles for one to two hours.

“Testing apps like this can save money, because it can eliminate the need for large message signs along roadways, since the information can be communicated inside the vehicle,” Sykes said.

“It can reduce crashes and save lives in a number of different ways,” she said.

“For example, if someone uses a closed lane as a shoulder to pull over, while other drivers use it as an open lane, it can cause a severe crash.”

Automated laundry facility to open near Centreport Parkway Capital Textile Service will invest $6 million in an automated laundry facility that will employ approximately 50 people located off Centreport Parkway, according to Stafford County Public Information Officer Shannon Howell.

Construction on the facility, which will serve the Washington, D.C., metropolitan area, is set to begin in 2016.

“Capital Textile is a leader in the industry and is certified by its national association for its sustainable, green practices for water and energy conservation,” said Bob Thomas, chairman of the Stafford County Board of Supervisors.

“We believe that the Capital Textile investment is only the beginning of the new industrial projects that will come to this part of Stafford. We continue to make good progress in diversifying our commercial base and growing jobs closer to home.”

Capital Textile Service, Inc., an affiliate of Virginia Linen Service Inc. of Petersburg, recently closed on a 12.8acre site at Centreport Parkway. Plans call for expanding the operation by constructing a second building and employing an additional 25 people over time.

Capital Textile Service is an 82-yearold, third-generation family business in 10 states along the east coast. The firm was the first multi-state, multi-plant company to receive clean certification in their industry and a founding member of the industry’s environmental stewardship program.

“Centerport is now beginning to live up to its commercial potential. Two additional commercial deals are in negotiations as we speak, and more are most certainly to follow,” said Gary Snellings, Hartwood District Supervisor, in whose district the facility is located.

Stafford County recently completed improvements to the intersection of Centreport Parkway and Ramoth Church Road, making the intersection safer and giving it more capacity to handle the expected increase in traffic due to industrial development in the parkway area.

The project, administered by Stafford County and VDOT, was funded by state and local monies. Additionally, Stafford is advancing sewer upgrades in the area to support commercial growth.

Dominion Virginia plans to upgrade grid operating costs.

“Our customers have saved money on their electric bills through that effort and it led to cleaner air and a stronger grid,” Blue said.

Of the $9.5-billion planned capital expenditures through 2020, $2.4billion is slated for the company’s distribution system, $3.6-billion for transmission lines and substations, and $3.5-billion for new generation and environmental improvements.

Included in those amounts are $700 million for new solar generation and additional funds for undergrounding vulnerable distribution lines, if approved by the Virginia State Corporation Commission.

Dominion Virginia Power currently serves 2.5 million customers in Virginia and northeast North Carolina. More than 430,000 customers — the size of a large city — have been added in the past decade.

Dominion Virginia Power plans to invest nearly $2 billion per year through 2020 to add new, clean generation, including solar energy, and to expand, secure and upgrade the electric grid in Virginia and northeastern North Carolina.

The planned $9.5-billion builds on capital investment in recent years for new electric infrastructure to meet growth, enhance reliability and promote cleaner air and water. The company made $1.8 billion in similar investments in 2015, according to a news release.

The investments are in addition to the proposed Atlantic Coast Pipeline, a $5-billion natural gas pipeline that is being built by a sister company to serve Dominion Virginia Power and other electric and natural gas utilities.

“We know our customers expect high reliability, clean energy and reasonable rates,” said Robert M. Blue, president, Dominion Virginia Power.

“We focus on that in everything we do, from building new infrastructure to day-to-day maintenance and fast storm response.”

Blue said that since 2008, the company has invested more than $8 billion in new electricity infrastructure, including environmental control equipment designed to reduce fossil power station air emissions.

“Over the same period, our reliability has improved 25 percent,” he said. “Our reliability in 2015 was 99.98 percent — which translates into approximately 2 hours of outage time per customer over the whole year.”

To get good comparative year-to-year data across the industry, Dominion and other utilities typically do not include outages from major storms in reliability measures.

Virginia Power’s electric rates remain significantly lower than national, regional and state averages even while making major expenditures for new infrastructure, the company stated.

In recent years residential rates have increased by an average of less than 1 percent annually. This was achieved in part by the company increasing its efficiency and holding down

Karah Sizemore of Stafford was 5 years old when she swam for the first time with a summer team at Pleasant Valley.

She liked that so much that her mother enrolled her that fall with the RAYS, a successful swimming club program in the area.

While she also tried gymnastics, T-ball and soccer, Sizemore stayed with the swimming club.

“I was with them for 13 years,” Sizemore said of the RAYS. Sizemore, now a freshman at Campbell University in North Carolina, is one of several Stafford residents with Division I programs. Many of them came from the RAYS program.

Among the others are local residents with college teams are Caroline Wanner (Brooke Point, Marshall of West Virginia); Katie Sell (Mountain View, William & Mary); Kara Wineiger (Colonial Forge, Army West Point); and Ryan Ulrich (Stafford, Towson).

Alexa Collins of Chancellor High is also on the team at Campbell and competed with the RAYS. “It was nice having Alexa here,” said Sizemore, who is studying pre-pharmacy. “She gave me the background scoop of course on the team.”

So what makes the RAYS program so successful under coach Bob Herlinger?

“He definitely prepares you for the intensity that college will give you,” said Sizemore, a 5-foot-9 graduate of Stafford

Sizemore focuses on the IM and backstroke at Campbell, a member of the Big South Conference. The Camels competed Jan. 15 at Liberty in Lynchburg and are slated to host North Carolina at Wilmington and Mount St. Mary’s of Maryland on Feb. 6.

Sizemore had four individual events through mid-January and registered the top eight times in the 200 back this season for the team.

She has done well in the 100 fly, 200 fly, 100 IM and 200 IM, and also took part in the 200-medley relay and 400-medley relay.

As the final rotation finished at Winterfest, Stafford County’s premiere high school gymnastics showcase, the Colonial Forge gymnasts, knew they edged rival Stafford, but the moment did not sink in until the Eagles took to the podium.

“It sounds weird to say, but the win didn’t feel real until we heard it announced,” said Colonial Forge’s Jessie Addo after Saturday’s event.

Colonial Forge’s score of 111.025 just edged Stafford’s total of 110.425 for the Blue Division title. The event featured 10 schools from Stafford and Prince William counties with the teams split into two, five-team divisions based on average team scores entering the competition.

Mountain View finished third in the Blue Division with 104.2 points, while Patriot won the Green Division, edging North Stafford. As Colonial Forge coach Kim Thornberg explained, the significance of the win goes beyond this year’s squad and even the sport of gymnastics.

“Stafford excels in a lot of different areas: cheer, dance, field hockey,” Thornberg said. “We tend to bring out the best in each other, but we’re always competing.”

This was the Colonial Forge gymnastics team’s first win over Stafford in three years, when they edged the Indians at this same event. Stafford has won the past two and with a little more than half a point, Saturday’s match-up showed how close the two are.

The win started with Addo. The sophomore and defending 6A South Regional champion captured the allaround title and also secured first place on both the vault and the beam. Teammates Lexy Holbrook and Taylor Casey were exceptional as well, finishing fourth and fifth in the all-around competition respectively.

Stafford Jennah Chang took second in the all-around with a score of 37.7 (Addo won with a 38.025) while Mountain View’s Emily Brutski finished third.

Colonial Forge’s Sydney Nickens did not compete in the event. She typically competes in the all-around competition and her spot was filled with several replacements, including Tory Garrett who finished fifth on vault and fourth on beam.

“It was contributions from everyone today,” Thornberg said. “Jessie was great on beam, Lexy stepped up on floor. There were so many great performances.”

“When I first narrowed down my search, it was between Campbell and Marshall,” Sizemore said. “The deciding factor, along with academics, was that Campbell was a great fit. It had all of the majors I was looking for. It would challenge me academically. The team atmosphere stood out to me. The coaches care more about just swimming.”

Sizemore is up by 5 a.m. for practice that begins 30 minutes later at Campbell on Monday, Wednesday and Fridays.

Frohnapfel looks to impress NFL teams DAVID FAWCETT

The hardest part for Blake Frohnapfel was waiting for an invitation to a postseason all-star game that would allow him to showcase his talents in front of NFL teams. The Colonial Forge High School graduate wasn’t guaranteed a spot anywhere and as November ended he became more anxious about his chances.

Then an email arrived in the first week of December and Frohnapfel got his wish when a selection committee asked him to participate in the East-West Shrine game. It took Frohnapfel no longer than five minutes to accept the invitation. He was so excited he responded by email and then called to make sure they knew he was coming.

“Honestly, this is the best opportunity for a full evaluation,” Frohnapfel said.

“This game is very important.”

Frohnapfel looked forward to talking with NFL personnel while displaying his skill set during this week’s practices in preparation for Saturday’s 4:30 p.m. game at Tropicana Field in St. Petersburg. After earning all-conference recognition his first season in 2014 as the University of Massachusetts quarterback, the 6-foot-6 Frohnapfel endured a disappointing 2015 season. factored into Frohnapfel throwing for 2,919 yards, 16 touchdowns and 13 interceptions last fall, compared to throwing for 3,345 yards, 23 touchdowns and 10 interceptions the season before.

“This season was not the performance I wanted,” Frohnapfel said. “I want to go through the thought process and explain what happened over the course of the year.”

Frohnapfel has the size and arm strength NFL teams covet. As of now, he is projected as either a possible lateround pick or an undrafted rookie free agent. Besides the East-West Shrine Game, Frohnapfel will also work out for NFL teams at UMass’ Pro Day, scheduled for April once the weather warms up.

Frohnapfel had opportunities to attend training facilities in North

SCS Carolina, Florida and California to focus only on football by improving his mechanics, strength and speed, but he decided to take an unconventional route and return to UMass to finish up two master’s degrees in business administration and sports management. He said he will attend workouts on weekends in Boston and train with other prospects, especially wide receivers, to keep his game sharp.

Frohnapfel’s twin brother Eric took a similar path. Following his career at Marshall, Eric signed with the San Diego Chargers in May before being released in August. Eric received his MBA in December and began a job in Fort Myers, Florida, later that month.

“An NFL career on average is not that long,” Frohnapfel said. “I didn’t want to delay my entry into the workforce.”

Frohnapfel began his college career at Marshall, but decided to transfer after a lack of playing time. He earned his undergraduate degree in three years and still had two years of eligibility left.

UMass needed a quarterback and offered Frohnapfel the chance to continue his education at the graduate level.

“Looking back, it’s one of the best decisions in my life,” Frohnapfel said of transferring to UMass. “I will have two master’s degrees and play in the EastWest Shrine Game. It’s been great.”

I also like the Fan TV app. It does the same as Can I Stream It? but has more information and trailers.
