Stafford County Fire Chief Mark Lockhart said Monday at a press conference that two suspended firefighters would be immediately reinstated. The fire department drew public criticism after the men were given administrative duties for transporting a baby having a seizure to a hospital in a fire engine. Lockhart spoke to reporters at a press
conference, addressing fallout over the decision. Both members, Capt. James Kelley and Sgt. Virgil Bloom, would be returned to operational status on Monday afternoon, Lockhart said. The reason for the review was that transporting an individual in a fire engine is not part of the fire and rescue department’s normal process, he said. The matter will still be reviewed by the state Office of EMS, and Lockhart would not say whether he would have taken different actions had he been in the situation.
After the news conference, Kelley said he is happy to be on active status again. However, he added that he does not feel exonerated. Parents of the 18-month old girl, Brian and Stacy Nunamaker, have praised the Falmouth Volunteer Fire Department firefighters as heroes for saving their daughter’s life. The men were the first to arrive the morning of Feb. 27 in Fredericksburg when the child began to have a seizure. The Nunamakers, who FIREFIGHTERS PAGE 13 live in Fredericksburg,

The Stafford County School Board approved the schools’ system’s fiscal 2017 budget unanimously Tuesday. The board agreed to a $270 million operating budget, which included SCPS Superintendent Bruce Benson’s recommended $1.2 million in local funding and an additional $1.7 million request that the school board agreed to add. The extra request would help with more than 100 new positions in Stafford County Public Schools if approved by the Stafford County Board of Supervisors. “We wanted to make those ratios better in the classroom,” said school board member Patricia Healy, Rockhill District, explaining the school board’s reasoning for increasing its request. School board member Scott Hirons, Falmouth District, also spoke about potential funding that could allow the schools division to cap elementary school classes at 24 students in Kindergarten, 26 students in grades 1-3 and 28 students in grades 4 and 5. Hirons called this fiscal year’s budget process “probably one of the most productive and satisfying.” Also at the meeting, Benson suggested a tele-town hall meeting, as the school board discussed the proposed 2017-2018 school calendar.
