When it comes to the proposed location for a new South Arlington elementary school, the ball is now back in the Arlington County Board’s SCHOOL court.

School Board BOARD members on Dec. 3 NOTES approved a recommendation from both Superintendent Patrick Murphy and a task force that the new school be co-located on the Thomas Jefferson Middle School campus.

That was the same location that the School Board first proposed in 2014, but earlier this year County Board members on a 4-1 vote put aside that recommendation and asked the School Board to take a more in-depth look at options.

The task force that resulted proposed a three-pronged approach to relieving expected overcrowding in South Arlington elementaries: • Move students who currently attend Patrick Henry Elementary School en masse to the new elementary school when it is completed.

• Turn Patrick Henry into a Montessori-based learning environment, bringing in students who currently attend the Montessori program at Drew Model School.

• Use the extra space made available from the move from Drew to accommodate additional students there.

The School Board has not approved that triple play, but has announced plans to hold meetings with those impacted by the proposals no later than March 1. A final decision is expected later that month.

School Board members also directed Murphy to begin looking at the possibility of constructing a new elementary school in the Pentagon City area down the road.

That was another recommendation of the task force.

The vote to support the Thomas Jefferson site and take the other actions was unanimous.

Concept Design OK’d for New Woodlawn: Arlington School Board members on Dec. 3 approved a concept design for the new home to the H-B Woodlawn and Stratford programs that could, if an adjacent parking garage is added, tip slightly over the $100 million mark.

The design, approved unanimously by School Board members, pegs the construction project at between $88.1 million and $93.8 million, higher than the originally budgeted $80.2 million, and add a 92-space parking facility for an additional $7 million.

Construction is slated for completion in time for the 775-seat building to open in September 2019. When it is ready, Woodlawn and Stratford students will move from their current home on Vacation Lane near Lee Highway; that school complex is slated for redevelopment into a neighborhood middle school.

The new Woodlawn/Stratford facility will be located in western Rosslyn, on a parcel that is part of a major redevelopment involving the county government, school system and private entities. The new school will front on Wilson Boulevard, with athletic fields along 18th Street North.

Next stop for the project will be consideration of a schematic design.

‘Arlington Tech’ Proposal Takes a Step Forward: Arlington School Board members appear ready to move forward with establishment of “Arlington Tech,” a new high-school initiative focusing on science, technology, engineering and math, offering both academic and technical coursework.

Start-up funding to launch the initiative is slated to be included in the school system’s 2016-17 budget, according to School Board guidance set to be given later this month to Superintendent Patrick Murphy.

Murphy will present his draft budget in February.

If funding is approved, Arlington Tech – to be located at the Arlington Career Center – will for its first year be open to rising ninth-grade students, with 40 selected for participation. Subsequent grade levels will be added later.

Students will be able to take hands-on, project-based coursework, with some of the classes earning college-level credit.

Students selected to participate in the program will spend their class days at the Career Center, but will be eligible to participate in extracurricular activities at their neighborhood high schools.

Democrats Dump Names of Jefferson and Jackson

Local Party Also Urges Daniel Snyder to Remove ‘Redskins’ from Team Name SCOTT McCAFFREY Staff Writer

The Arlington County Democratic Committee voted unanimously Dec. 2 to remove the names of Thomas Jefferson and Andrew POLITICAL Jackson from its dinner, POTPOURRI annual and has cast a net for other options to replace them.

“Names matter. The way we present ourselves in the world matters,” said Laura Saul- Edwards, the party’s vice chair for precinct operations, noting that both Jefferson and Jackson were slaveowners and that Jackson worked to forcibly remove Native Americans from some of their traditional lands.

While not overlooking their importance to history or to the Democratic Party, Saul Edwards said it was time to make a clean break from “some things that are no longer consistent with our modern values.”

“This is about us now, and moving forward,” she said.

Annual Jefferson-Jackson Dinners long have been a staple of Democratic politics, both locally and across the nation. Some other Democratic organizations have been moving away from the name, as well.

The annual Arlington “J-J,” as it is known, attracts hundreds and raises about one-third of the committee’s annual budget.

Arlington County Democratic Committee chairman Kip Malinosky said suggestions for new names would be accepted through the month at info@arlingtondemocrats.org.

“We’ve got a couple of options, but we’d love to have some more,” he said.

Democrats Want Renaming of Redskins: The Arlington County Democratic Committee on Dec. 2 passed a resolution – although not unanimously – calling on Washington Redskins owner Daniel Sny-

der to change the name of the team.

The reason? “It’s offensive,” said party chairman Kip Malinosky, who wouldn’t say the name during the discussion.

The party joins the Arlington County Board, which in May voted 3-0 seeking a renaming of the team. Two board members – Libby Garvey and John Vihstadt – abstained, saying the matter was not the business of the county government, but the trio of Walter Tejada, Jay Fisette and Mary Hynes countered that it was.

During a back-and-forth at the Democratic Committee meeting, several of the rank-and-file voiced concerns that the party shouldn’t interfere with operation of a private business, and suggested nobody would take the resolution particularly seriously.

The D.C. City Council in 2013 went on record seeking a name change, but both Virginia Gov. Terry McAuliffe (who has hopes of enticing the Redskins to Northern Virginia) and Maryland leaders (who currently host the team) largely have tiptoed around the issue.

Snyder has said consistently he will not change the name, and supporters of retaining the name say it pays tribute to, rather than disparages, Native Americans.

From One Decade to the Next, Proportion of Voting By Gender Stays Constant: A whole lot of change took place in Arlington between 2004 and 2014.

Add a few “o”s to that: A whoooooooole lot of change took place.

But when it comes to voting patterns, one number stayed remarkably constant: The percentage of Arlington voters in 2004 who were female was 52.2 percent, while in 2014, it also was 52.2 percent.

That’s among the statistical data unearthed by Carrie Johnson, a veteran Arlington Democratic leader who scours figures to spot trends.

Johnson presented new findings, based on figures up to 2014, at the Dec. 2 meet-

ing of the Arlington County Democratic Committee.

With the county’s population rising, the rolls of active voters also swelled during the decade ending in 2014, rising almost 18 percent to just over 136,000.

(Fun fact: Among those 136,000 voters, there are about 16,000 different first names, Johnson said.)

Turnover ranges from 10 percent to 20 percent a year. “What you have here is a lot of new people in every cycle,” Johnson said.

But there are geographic-based variations: Nearly 61 percent of 2004’s active voters in Madison precinct were still voting there in 2014, followed by 59.2 percent in Rock Spring and 58.6 percent in Thrifton.

Others near the top of the list included Nottingham, Dominion Hills, Lexington and Yorktown precincts.

That should be no surprise, Johnson said, as most were “the more older, the more settled, the more single-family neighborhoods.”

At the other end of the scale, only 8.3 percent of those on the voter rolls at Crystal Plaza precinct in 2004 were still on them a decade later. Central (12.1 percent) and Gunston (13.3 percent) precincts also had heavy turnover, followed by Woodbury, Courtlands and Park Lane precincts. Most of those precincts are either heavily tilted toward rental housing or have seen significant redevelopment efforts over the past decade.

Swearing-In Ceremony Set for New School Board Member: Incoming Arlington School Board member Reid Goldstein will be sworn in for a four-year term on Wednesday, Dec. 16 at 6 p.m. at Randolph Elementary School.

Goldstein, who had the Democratic endorsement, defeated Brooklyn Kinlay in the race to succeed Abby Raphael, who is retiring after two terms.

Goldstein officially will assume office on Jan. 1.

Arlington Young Democrats Elect New President: Praveen Meyyan has been elected president of the Arlington Young Democrats, succeeding Matt Brown.

Meyyan previously has served as vice president of the organization, the largest Young Democrats group in Virginia.

The group recently conducted elections for 2016. “It’s a great board; I’m really excited,” Brown said at the Dec. 2 Arlington County Democratic Committee meeting.

In his remarks, Brown noted efforts from the Young Democrats that resulted in an increase in younger voters in Arlington’s off-year elections in 2015.

Democratic Committee Votes to Bring Garvey Back Into Fold SCOTT McCAFFREY

There was no string quartet playing Gershwin’s “Embraceable You” in the background, but the Arlington Democratic establishment on Dec. 2 formally kissed and made up with County Board member Libby Garvey.

Members of the Arlington County Democratic Committee (ACDC) voted unanimously – if, from the sound of it, grudgingly – to take Garvey back in as a member, about 18 months after she resigned while on the verge of being kicked out.

The vote would seem to pave the way for Garvey next year to seek Democratic back-

ing for another four-year term, although she could face an intra-party nomination battle that would play out in the springtime.

Garvey, who has been a local Democratic stalwart for decades, resigned from the committee in the spring of 2014 over her support for independent John Vihstadt for County Board.

While several other prominent Democrats – including Commonwealth’s Attorney Theo Stamos and former party chairman Peter Rousselot – supported Vihstadt in his races against Democrat Alan Howze, Garvey took the extra step of raising money for him, and was the only one who faced potential expulsion from the party for her efforts. She resigned from the committee

before a vote could be taken on throwing her out.

Garvey also earned the ire of some Democrats for her strong opposition to the proposed Columbia Pike streetcar project.

After Vihstadt was twice elected to the County Board in 2014, Democrats Jay Fisette and Mary Hynes sided with Garvey and Vihstadt and killed the project.

For much of the past year, Garvey and the Democratic leadership have been working on rapprochement, but efforts in the middle of 2015 to return her to membership on the Democratic Committee were rejected by the party’s steering committee.

More recently, the steering committee voted 19-3 to bring her back, sending the matter to the Dec. 2 ACDC meeting.

Party chairman Kip Malinosky said the time was right for Garvey to return.

“In 2015, she has supported all Arlington Democrats, worked very hard to elect them,” he said.

Malinosky was met with stony silence when he asked if there were any questions or comments. “Welcome back, Libby,” he said after the vote took place.

Garvey was serving on the School Board when in 2012 she won a special election to fill the County Board seat of Barbara Favola, who had been elected to the state Senate. Later that same year, she won a full, four-year term.

Garvey’s biggest hurdle in 2016 could be fending off any potential challenge in a primary or caucus.

Arlington County Board members on Dec. 12 are expected to ink a preliminary agreement with Virginia Hospital Center, which if the process moves forward will result in the hospital’s taking ownership of property just to its northern border on North Edison Street.

Hospital officials covet the 5.5-acre property for expansion purposes, and have offered either to pay for it or swap one or more parcels in an exchange with the county government.

Early in the year, hospital officials asked county leaders to consider the idea, and in September, County Board members approved a non-binding letter of intent to move forward. The option agreement will be the next step in the process.

Once an agreement is signed, Virginia Hospital Center will be able to exercise its option at any time between 30 months and 48 months into the future – but no earlier and no later.

The Arlington government will receive a $100,000 payment in consideration for the option to purchase; if the hospital buys the Edison Street property or makes a land swap, the money will be credited back as part of the deal.

County officials say the appraised value of the Edison Street parcel is $12.56 million, but officials appear less interested in a straight cash deal and more eager to take ownership of a large hospital-owned parcel on South Carlin Springs Road. Officials plan on setting up a yearlong community

process to consider the merits of acquiring the site as part of the deal, and determining what use, or uses, would be best for the land.

Six other Virginia Hospital Centerowned parcels also have been offered as potential swaps.

Any agreement between the county government and the hospital would hinge on Virginia Hospital Center’s receiving approval of its development plan from the county government, as well as authorization from state health-care regulators.

Civic associations representing the Waycroft-Woodlawn, Tara-Leeway and John M. Langston neighborhoods – which are closest to the hospital – have banded together to establish their own task force as the planning process ramps up. Sharon Dorsey, president of the Waycroft-Woodlawn Civic Association, said in September she expects it to be operational for at least two years, maybe more.

Founded in the early 1940s and seeing its last major expansion in 2004, Virginia Hospital Center has been hit with a 20-percent rise in emergency-room visits and a 60-percent increase in baby deliveries over the past five years.

“We are at our limit,” hospital vice president Adrian Stanton told members of the Arlington County Civic Federation in September. “We cannot go up, we cannot go out. We see [the Edison Street parcel] as the only viable option.”

Highs & Lows THUMBS UP: To what is looking like the framework of an agreement between the School Board and County Board, on how to preserve the historic provenance of the Stratford school site without encumbering school officials with unnecessarily nit-picky oversight.

Things could always change – this is a fluid situation – but as of last week it appeared that the two boards and their staffs were working toward a compromise that might relieve the renovation project from the total oversight of the Historical Affairs and Landmark Review Board, or HALRB. We believe that the HALRB is a useful steward of community values and does good work in fulfilling its mission, but there are times when it can go overboard, and school

officials are perhaps rightly worried that giving HALRB appointees oversight of every detail of the project will lead to delays and expense.

As we’ve said several times, the Stratford building is important not for its bricks and mortar, but for what it represents – the site of Arlington’s first integration of public education in 1959.

School leaders seem serious about recognizing that history not only on that site, but countywide.

And that, rather than what type of windows should be installed or the color of materials that should be used, is the bigger picture here.

THUMBS DOWN: To the proposal from the schools committee of the Arlington County Civic Federation that the name “Stratford” not be used when

the school in 2019 reverts back to its original use as a neighborhood middle school.

The committee’s reasoning?

The school was named after Stratford Hall, a plantation that was the birthplace to Robert E. Lee. The proposal didn’t go over well with many Civic Federation delegates, so it probably will never make it to passage. And we’d guess that the broader community would rather see the name retained, in order to honor the integration that occurred at what was then Stratford Junior High School back in 1959.

As we’ve said before in this space, if you start renaming things, you’d better be prepared for the ramifications, because there are a lot of Arlington places that have connections with Confederate history – starting with the county’s very name.

Latest Housing Proposal Is No Fix to the Problem Editor: A long list of Arlington clergy signed a letter to you last week supporting Arlington County funding to finance the sale of the Arlington Presbyterian Church on Columbia Pike for $8.5 million and for the Arlington Partnership for Affordable Housing (APAH) to build a new 173 apartment project there.

While I have deep respect for and personally know a few of these clergy, they were seriously misled in supporting yet another expensive subsidized apartment complex that does little or nothing to help low-income renters in Arlington and squanders nearly $20 million of county housing assistance funds that could have been used to actually help low-income renters.

Arlington Presbyterian Church is NOT giving away its property for free for this project, but receiving $8.5 million in cash from the county funds for the land.

The proposed high-rise project at 3507 Columbia Pike will have two new buildings with 173 apartments, all of which are

to be “affordable rentals” to households earning at least 60 percent of the area median income (AMI) (around $60,000 for a family of three persons).

Unfortunately as usual for nearly all such Arlington subsidized projects, only a small number – an unspecified “proportion” (likely fewer than 5 percent) – will be affordable to truly low-income Arlington families, those making 40 percent or less AMI. These subsidized units will house families that are middle class, but not families making $30,000 or $40,000, those who most desperately need housing assistance in Arlington today.

The lucky 173 renters in the new project will probably get a de facto rent subsidy of $200 a month below comparable rents along the Pike.

These new apartments will each cost $393,000, and the county will provide $105,000 per unit in its local AHIF funds ($18.2 million), and then another $700,000 from a Pike transit fund.

This is not the best use of $19 million

in local housing funds – it wastes far too much on cement and mortar, and does too little to lower rents and to broadly help lower-income renters across all of Arlington.

Alternatively with the $19 million, the county government could help ALL of the approximately 7,000 cost-burdened low-income households in the entire county for one year each with a $200 monthly housing grant. Is it better to help 7,000 households or just 173?

The Arlington Presbyterian Church project continues the charade of the Arlington affordable-housing program that builds expensive apartments for the middle class and neglects low-income renters.

This program has been captured by special interests that build expensive new apartments at public expense to serve only the middle class, and is enabled by misled but well-meaning people in our community.

Arlington’s County Board and School Board members continue to work behind the scenes on a compromise that may allow renovation of the Stratford school campus to go forward with some strings attached, but without so many restrictions that the project falls behind schedule and goes over budget.

“We’re in dialogue,” School Board Chairman Emma Violand-Sanchez said Dec. 1, as her board met with representatives of the Arlington branch of the NAACP to discuss the future of the school building.

The NAACP is among groups that wants the Stratford facility – currently home to H-B Woodlawn Secondary Program – placed in a local historic district, based on the school’s role in the 1959 integration of county schools.

“The board is trying to figure out how to move forward with historic designation, but not subject ourselves to a broader risk,” School Board member James Lander said.

That risk appears to center around giving the county’s Historical Affairs and Landmark Review Board, or HALRB, control over exterior changes to the 1950sera, twice-expanded building.

Such oversight, school leaders fear, could raise the cost and produce delays in returning Stratford to its original use as a neighborhood middle school in time for the 2019-20 school year.

“We need to get that building to open on time and on budget,” School Board member Abby Raphael said at the NAACP meeting.

County officials and their school counterparts so far have been cautious about divulging details of any agreement framework, although one likely would include specific guidelines on the renovation itself and any future changes on the campus.

“It’s not final, it’s not done,” acting County Manager Mark Schwartz said at a Dec. 1 meeting of the Arlington County Civic Federation. Relaying a comment of County Board Chairman Mary Hynes, though, Schwartz said the matter was “moving toward a resolution.”

School Board members initially had set a Dec. 17 vote on their support, or lack of it, for historic designation. But the board has moved up that vote to Dec. 8, suggesting a deal could be inked by then.

The School Board’s goal was to “work directly with the County Board,” ViolandSanchez said, using the phrase “deviate from the document” to explain how both sides were attempting to craft options rather than relying on the existing historic-district ordinance.

How far along was the prospective deal?

“I guess it depends on who you ask,” said

Eric Dobson, one of those who earlier this year asked the HALRB to consider designating the Stratford campus a local historic district.

Negotiations seem to be bypassing the HALRB itself, but its chairman said the organization remains engaged.

“This has been a collaborative process.

It continues to be a collaborative process,” Joan Lawrence told Civic Federation delegates.

Lawrence has attempted to parry Raphael’s thrusts that HALRB oversight would cause delays and higher costs.

“That’s not necessarily true, not necessarily true at all,” Lawrence said at the Civic Federation meeting. “There’s a lot more flexibility than there used to be.”

On Dec. 1, School Board members attempted to assure NAACP members of their commitment to explaining the importance of the 1959 integration of Stratford to the broader community.

“We all share the same goal: We need to tell the story,” Raphael said. “We’re going to work together as a community.”

The NAACP leaders said they expected no less.

“We want somebody to recognize this incident,” said former Arlington chapter president Elmer Lowe Sr. “We want the story to be told.”

On Feb. 2, 1959, four black middleschoolers enrolled at all-white Stratford Middle School under court order. Combined with integration of schools in Hampton Roads the same day, the event marked the beginning of the end of the Virginia state government’s “massive resistance” against complying with the U.S. Supreme Court’s 1954 ruling that segregated schools were unconstitutional.

Dr. Alfred Taylor Sr., a longtime civic leader, supported historic designation of the site, but said efforts needed to run much deeper.

“We need some kind of programming to keep [the history] relevant,” he said.

“Otherwise, it will just fade off.”

Some at the NAACP meeting were more adamant about having the historical-affairs panel exercising control over the look of the school.

Linda Simmons, a former HALRB member, said preservation of the Stratford exterior was “our legacy to the future” and pressed for design oversight “so that we know our children, our grandchildren, will have the opportunity to experience the events that happened here.”

Simmons was at the meeting representing Craig Syphax, who heads the Black Heritage Museum of Arlington, and said there was “a great vacuum” in local knowledge of Arlington’s complete story.

“I find it a great embarrassment that our children do not know their history,” she said.

At Forum, Congressional Leaders Detail Successes, Challenges to Northern Virginia’s Economic Future BRIAN TROMPETER Staff Writer

Four Northern Virginia congressional representatives are upbeat about progress on numerous fronts, but many challenges and threats still must be overcome, they told Fairfax County Chamber of Commerce members Dec. 1.

Speaking at the chamber’s Congressional Roundtable at Dominion’s facilities in Herndon, U.S. Rep. Barbara Comstock (R-10th) stressed the need for continued national-security spending and vigilance against terrorism.

“I hope we haven’t forgotten 9/11 and understand that the battle we’re facing is a clash of cultures,” she said.

U.S. Rep. Gerald Connolly (D-11th) said the federal government needed to do more to stimulate research-and-development (R&D) spending the way it did in the past with the Internet and global-positioning-system technology.

“If we don’t make those investments in infrastructure, education and R&D, we’re handing over our future to someone else,” he said.

U.S. Rep. Don Beyer (D-8th) said steps needed to be taken to harness the talents of the up-and-coming Millennial generation, which now is hampered by crushing student debts.

“Millennials are not getting married.

They’re not buying cars, which is very concerning to me,” Beyer said, alluding drolly to the car dealerships he owns.

The representatives all took pro-business stances, albeit in different ways. Connolly favored passing the Trans-Pacific

Partnership trade deal, Comstock desired tax reform and U.S. Rep. Robert Wittman (R-1st) stressed the need to prune the thicket of local, state and federal rules that inhibit people from starting businesses.

“We’re not saying ‘no regulation,’ we’re saying ‘smart regulation,’” Wittman said at the forum.

The House members also favored greater oversight for Metrorail, including attention to safety and service, and urged the federal government to pony up more funds for the transit system used by so many of its employees.

“You don’t get to cavil and complain and not be part of the solution,” Connolly said of federal officials.

Lawmakers in Northern Virginia’s 8th, 10th and 11th U.S. House districts often appear together at events, but the forum also featured Wittman, whose district extends along the state’s eastern edge between Prince William and York counties.

Wittman inveighed against the fiveweek summer vacation usually taken by Congress, saying it was a “reprehensible” vestige of the country’s agrarian past. Only 12 U.S. House and Senate members are farmers, he noted.

Wittman especially was keen to see Congress reform its processes and pass budgets on time instead of causing or threatening costly governmental shutdowns.

“If we don’t get a budget done on time, none of us should be getting a paycheck,” he said.

(R-10th) and James Moran (D-8th). Both said they valued the opportunity to make a difference on pressing issues.

All four representatives noted the importance of education in bolstering the nation’s economy. Wittman noted certifications will take the place of college degrees for many future jobs, while Beyer said community college could be made free to encourage more people to sharpen their skills.

Education will continue to evolve, acted upon by many disruptive forces, but it will be essential for people of all ages to add to their store of knowledge, Comstock said.

“We’re all going to have to be continuing-education students for the rest of our lives,” she said.

Asked by moderator Bruce McKay how things had changed during his tenure in office, Connolly cited the Democrats’ switch to minority status and the national economy’s recovery after the worst recession in 80 years, thanks in part to federal spending.

“It was a long, hard strategy and it wasn’t always popular, but it worked,” said Connolly, a former Fairfax County Board of Supervisors chairman who first was elected to Congress in 2008.

The decision by Virginia voters on Nov. 3 to leave Republicans in charge of both houses of the General Assembly may leave proponents of expanded health-care options pessimistic about the 2016 legislative session.

But former state Sen. Mary Margaret Whipple isn’t among them.

“We see various paths” to success, Whipple said during a recent meeting with the Sun Gazette.

“We,” in this instance, is the Virginia Hospital & Healthcare Association, for which Whipple now works as an adviser.

The group represents 107 hospitals and 30 health-delivery systems across the commonwealth.

That organization for much of the past year has worked to engage public opinion to move forward on health-care reform – although not necessarily expansion of

the Medicaid system, which has been a nonstarter among Republicans in Richmond.

The goal is to “really kind of re-frame this – frame this issue so that people understand it,” said Julian Walker, who serves as vice president of communications for the organization.

The advocacy group says that 17 of 37 rural acute-care hospitals have been operating at a deficit. That problem is among the “challenges that can’t be ignored” in health care, Walker said.

Those hoping for a more sympathetic ear from Richmond were banking on Democrats’ winning control of the state Senate and picking up enough seats in

the House of Delegates to send a message to the Republican leadership.

But neither happened: The GOP maintained its 21-19 majority in the upper house and lost a net of just one seat in the lower, where it will in 2016 control 65 of 100 slots.

But Whipple, who represented the 31st Senate District (including much of Arlington) for 24 years before retiring in 2011, expressed optimism that Gov. McAuliffe will propose health-care reforms in his biennial budget (due out by mid-month) and will work to bring legislators into the fold.

“The governor is trying to lead by example and by cooperation,” she said, noting that “you just can’t predict” whether Republicans will bolt from party orthodoxy to support any proposals from the governor.

Among those who will enter the session with optimism over areas of agreement is Del. Patrick Hope (D-47th).

“There could be quite a bit of healthcare activity in the 2016 session,” Hope predicted. “There may be an opportunity for compromise – an opportunity for the General Assembly and the governor to work together to solve problems.”

Walker said that Virginia could look to a number of states with conservativetrending legislatures that have taken steps to focus on health-care funding, ticking off Indiana, Tennessee, Arkansas and Utah among them. But he cautioned that advocates might want to avoid pushing for Medicaid expansion.

“That term is an automatic turnoff,” said Walker, a former political reporter for several Virginia newspapers.

Hynes Planning for a ’16 Break From Politicking

After 20 years in elected office, departing Arlington County Board Chairman Mary Hynes says she expects to take a breather from campaigning for other candidates in 2016.

“But I’m sure I’ll be back in 2017,” Hynes told members of the Arlington County Democratic Committee on Dec. 2, her last Democratic meeting before retiring from the County Board.

Hynes has spent eight years on the County Board, and before that served 12 years on the School Board.

“What a great honor it has been serving this community,” she said at the meeting.

As for getting a break once her term expires? “It’s kind of cool,” Hynes acknowledged.

Eight years ago, Hynes had retired from School Board service when she was recruited to run for the County Board seat being left vacant by Paul Ferguson, who announced plans to run – ultimately successfully – for the Clerk of the Circuit Court slot that was being vacated by David Bell.

In both 2007 and 2011, Hynes ran on the Democratic ticket with Walter Tejada, who had first been elected in 2003.

Tejada also opted against running for reelection this year, and will close out his service along with Hynes on Dec. 31. They will be succeeded by Christian Dorsey and Katie Cristol, also Democrats.

The new year could bring an easier way for Arlington residents to keep tabs on their local government in action.

Acting County COUNTY Manager Mark Schwartz says he will NOTES propose that county advisory panels – such as the Planning Commission and Transportation Committee – have their meetings televised on the county government’s cable channel and online.

“The technology exists; we have the ability to do it,” Schwartz told delegates to the Arlington County Civic Federation on Dec. 1. “We really don’t do much of it at all. We’re pretty far behind many communities.”

Currently, only meetings of the County Board and Information Technology Advisory Commission are televised (as are School Board meetings).

Broadcasting the meetings means “people will not need to pick themselves up to Courthouse Plaza” to view the workings of government, said Schwartz, who acknowledged playfully that watching the wheels of governance turn probably goes down better while on the sofa with a snack at the ready.

A final say on any proposal would rest with the County Board; Schwartz told Civic Federation delegates he would ask for policy guidance from board members.

Acting County Manager Among Those

to Be Interviewed for Permanent Job: Arlington’s acting county manager confirmed Dec. 1 he is in the mix of those being considered for the permanent job.

Mark Schwartz, who has served as the county’s top staffer since the June retirement of County Manager Barbara Donnellan, told Arlington County Civic Federation delegates that interviews for the post are being conducted by County Board members over the next month.

“I’m one of the people,” he said. “I’m interviewing; I don’t know how many other people they are interviewing.”

Schwartz, an Arlington resident since 1985 and a member of the county-government staff since 2005, had been one of two deputy county managers since Donnellan was tapped as manager in October 2010.

He previously served as the county government’s chief financial officer and director of the Department of Management and Finance.

When Donnellan announced plans to retire, board members said they would wait until 2016 to pick a permanent replacement, since there will be two new County Board members on the dais then. The current board members have been moving forward with the recruitment and evaluation process in preparation for next year’s decision.

Arlington’s county-manager form of government, which dates to the early 1930s, calls for most government workers to report up the chain of command to the manager, who then is supervised by the County Board.

Those who have served as county manager have included Roy Braden (1932-36), Frank Hanrahan (1936-47), A.T. Lundberg (1947-62), Bert Johnson (1962-76), Vernon Ford (1976-81), Larry Brown (1982-87), Anton Gardner (1987-98), William Donahue (1998-2001), Ron Carlee (2001-09), Michael Brown (2010) and Donnellan (2010-15).

County to Host Meeting on Helicopter Noise: A community briefing on the issue of helicopter noise across Arlington has been slated for Wednesday, Dec. 16 at 7 p.m. in the County Board room, 2100 Clarendon Blvd.

Representatives from the county government, Federal Aviation Administration and U.S. Army are slated to be present.

County Back on Ranking of BicycleFriendly Communities: The Arlington County government’s efforts to make the community safe and welcoming for bicyclists won an award – albeit one three rungs from the top – from the League of American Bicyclists.

Arlington was named a silver-level Bicycle-Friendly Community in the latest rankings, announced Nov. 16. It is the third time the county has picked up the honor, one that it shares with 74 other silver-level communities.

“Applying for this ranking gives our county a thorough assessment of how our bikeability compares to other communities around the country and offers direct guidance on how and where we can improve,” said Dennis Leach, Arlington’s transporta-

tion director.

Nationally, five communities earned the top-tier Platinum Award: Madison, Wisc.; Fort Collins, Colo.; Boulder, Colo.; Davis, Calif.; and Portland, Ore. An additional 24 communities earned Gold status. (At the top of the awards structure is Diamond level, but no community achieved that in 2015.)

Organizers of the awards program say it is designed to spur friendly competition and a focus on the needs of bicyclists and the broader community.

“As biking has become more and more popular, more and more communities are committed to creating safer places to bike,” said Alex Doty, executive director of the League of American Bicyclists.

“Winning a Bicycle-Friendly Community designation shows a community’s dedication to creating safer and better places to ride your bike,” Doty said.

About 69 million people now live in Bicycle-Friendly Communities in the U.S., the organization said. Monona, Wisc., is the smallest community added to the list in 2015, with a population of 7,533; Hennepin County, Minn., is the largest, at 1.2 million.

Also joining or rejoining the bicyclefriendly list for 2015 were two Virginia jurisdictions, with both Harrisonburg and Virginia Beach attaining bronze-level status. All told, 11 Virginia localities are on the list for 2015.

During the prolonged housing downturn, “green” homes provided support to the ailing residential market and now promise to be an important element of the recovering market as well, according to a new study conducted by Dodge Data & Analytics, in partnership with the National Association of Home Builders (NAHB) and with the support of Ply Gem Industries.

Despite the headwinds created by growing concerns about the cost of building green, a high percentage of home builders and remodelers are already building green and expect to do so in the future.

While home builders and remodelers report that consumers of all ages are interested in green, the study also finds that consumers age 55 and older are the most important group driving the current green market.

The findings also demonstrate that consumers’ association of green with healthier homes leads to even higher potential for growth in the future.

The 2015 study, which surveyed 232 builders and remodelers from across the U.S., demonstrates that they recognize the benefits of green building: Over half (54 percent) of home builders are currently constructing at least 16 percent of their new homes green, and 39 percent of remodelers report that at least 16 percent of their remodeling projects are green.

“Builders and remodelers have long recognized that green is the future of home building,” said NAHB chairman Tom Woods, a home builder from Blue Springs, Mo. “Since we first began partnering on this study with Dodge Data & Analytics in 2006, we’ve seen that commitment grow. The study’s recent findings reinforce this continued growth, with new homeowner feedback showing a desire and expectation that new homes be high-performing, particularly when it comes to energy conservation. Most builders recognize that they need to be at least conversant in green to stay competitive.”

One key factor driving the growth of green is the association of green homes with healthier living.

“We have seen the commercial sector of the construction industry focus on the impact of buildings on the health of their occupants in the last few years, but these findings suggest that attention to healthier homes may offer an even higher gain for green in the residential market,” said Steve Jones, senior director of industry insights at Dodge Data & Analytics.

Schools & Military n Five Arlington Public Schools educators have earned National Board Certification, bringing to 162 – or 6.8 percent of all teachers in the system – who hold the designation.

Those receiving certification for 2015 include Robin Grunberger and Thor Young of Yorktown High School, Jennifer Kelly of Gunston Middle School, Jonathan Turrisi of Wakefield High School and Niccole Williams of Thomas Jefferson Middle School.

National Board Certification is a voluntary assessment program that encourages teachers to strive for excellence. While state licensing systems set basic requirements to teach, teachers who earn National Board Certification have successfully demonstrated advanced teaching knowledge, skills and practices as determined by the National Board for Professional Teaching Standards.

Certification takes one to three years to complete.

“Earning National Board Certification is just one way today’s teaching professionals can hone their skills, and it exemplifies their resolve to ensure they provide students with the best instruction,” Superintendent Patrick Murphy said.

Educators who received certification, either for the first time or as a renewal, will be honored by the School Board on Feb. 4. n The Williamsburg Ambassadors, a service club of 10 eighth-grade students

at Williamsburg Middle School that raises funds and awareness for local and international organizations, held a bake sale on Dec. 1 that raised more than $500.

All funds raised will be donated to the International Red Cross in support of victims and families of the recent attacks in Paris.

The event was supported by Paul Bakery, a patisserie based in Paris with locations in the U.S. The stores on K Street and Connecticut Avenue in Washington donated their famous croissants and pastries. Shauntice Rodriguez, general manager of the K Street bakery, worked with Jean-Philippe Simonet, director of operations, to support the event.

Students who are part of the effort include Alyson Lapidus, Lilly Dismoor, Emma Davidson, Jeanna Kimelheim, Cole Dancy, Lele Kopca, Fifi Donahoe, Lele Kopca, Joseph Ramos and Adi Kambhampaty. Business Briefcase of Commerce’s decision to take a more regional approach – including rebranding itself early next year as the “Northern Virginia Chamber of Commerce” – is drawing some flak from other business groups.

Among those voicing concern is the neighboring Arlington Chamber of Commerce, whose president says the “unilateral” name change will be confusing to the marketplace and potentially infringe on other business organizations in the region.

“This branding change is likely to create the perception that you are an entity that covers the responsibilities that embody the mission of our Chamber,” Arlington Chamber CEO Kate Roche said in a Dec. 2 letter to Fairfax Chamber CEO Jim Corcoran.

“We do not believe that this announcement and subsequent actions are in keeping with the collegial atmosphere enjoyed among Northern Virginia chambers of commerce, nor are they exemplars of regional cooperation as they are being touted,” wrote Roche. “It was done . . . without any opportunity for true input on what is best for the region.”

Contacted by the Sun Gazette, Corcoran said the intent was not to intrude on the operations of other business organizations.

“We’re going with an olive branch, not a sledgehammer,” Corcoran said, noting his organization remained committed to “cooperation and collaboration with all the Chambers” in the region, as well as the Greater Washington Board of Trade.

“We all have our strengths in various areas,” he said.

Corcoran said the rebranding aims to provide one major venue to address economic and political issues across Northern Virginia.

“We need to make sure that we do have a voice for the region . . . to move Northern Virginia forward,” he told the Sun Ga-

zette, noting that 35 percent of the Fairfax Chamber’s membership is located outside Fairfax.

The Washington Business Journal reports that the Loudoun County Chamber of Commerce also is expressing concerns.

“I understand the desire to create a stronger and more unified regional voice in Northern Virginia,” the newspaper reported Loudoun Chamber CEO Tony Howard as saying. “What still remains to be seen is whether this particular initiative is the one that’s going to be effective.”

The Fairfax Chamber has more than 600 members, mostly large employers, and at $2.65 million has by far the largest budget of any business group in Northern Virginia, the Washington Business Journal reported.

Sales during what is called “Black Friday” by retailers totaled $6.33 million across the state government’s 353 ABC stores, up about $708,000 from a year before. Online sales (which must be picked up at a retail outlet) for the Monday after Thanksgiving represented a 1,000-percent increase compared to any other day since the online effort was launched three months before.

“We are pleased with the results, which underscore our dedication to providing excellent customer service and building revenues for the commonwealth,” said Virginia ABC Board chairman Jeffrey Painter.

Customers received discounts for purchases on the two big shopping days.

Over the past five years, profits from ABC stores have provided $1.8 billion to support the state government’s General Fund.

ginia Transportation Commission has slated two regional forums to provide an opportunity for the public to share concerns and suggest solutions to problems with the Metro system.

The forums will be held on Wednesday, Dec. 16 from 7 to 9 p.m. at Wakefield High School in Arlington and Thursday, Dec. 17 from 6 to 8 p.m. at the Wiehle-Reston East Metro station.

“This is an opportunity for the public to identify key concerns, including affordability, service reliability and safety,” the sponsoring organization said. Virginia members of the Washington Metropolitan Area Transit Authority (WMATA) board will be on hand, as will new Metro general manager Paul Wiedefeld.

“Everyone in attendance will be invited to participate in roundtable discussions, where they will prioritize issues and identify solutions to help WMATA earn rider loyalty,” the Northern Virginia Transportation Commission said in a statement.

Both sides in the battle acknowledged the document to be signed between NVTC and the Commonwealth Transportation Board represents a compromise between the interests of the inner and outer suburbs. Whether that was a good thing depends on whom you ask: • “This is a good step forward,” said Arlington County Board Chairman Mary Hynes (D). “We [in Arlington] understand the frustrations of the rest of you. We are trying to do our part.”

• “It was compromised so much, now none of it works,” countered Fairfax County Supervisor John Cook (R-Braddock). “We need it done differently. Let’s not lock it in with this deal.”

Under the framework agreement, the Northern Virginia Transportation Commission will be able to recommend how to use the toll revenue on transportation projects, with the Commonwealth Transportation Board serving largely as a rubber-stamp of those decisions.

The total revenue that would be avail-

able annually remains unknown, with estimates ranging from $1.5 million to $10 million.

Projects would have to have a direct impact on reducing gridlock for I-66 commuters, something defined broadly enough to include everything from purchase of commuter buses to development of bike paths.

The agreement also effectively puts off until at least 2022 the widening of I66 eastbound from the Dulles Toll Road to Ballston, something those in the outer suburbs want to see sooner, if not immediately.

Critics said that without the widening, the McAuliffe administration’s plan does little but serve to raise revenue.

“It doesn’t add the capacity the road really needs,” said Del. Jim LeMunyon (R-Fairfax/Loudoun). “What we really ought to do is just start over and come up with a plan that is much more ambitious.”

(LeMunyon has introduced a measure for the 2016 General Assembly session that would prohibit tolling on I-66 without the legislature’s consent. While the bill conceivably could pass both houses, it likely would not survive a veto by the governor.)

Perhaps sensing that the administration had the upper hand both with NVTC and the Commonwealth Transportation Board, Virginia’s deputy secretary of transportation used the Dec. 3 meeting to play a little hardball.

If the regional transportation body didn’t sign on, deputy secretary Nick Donohue noted, it would be the Department of Rail and Public Transportation in Richmond that would pick projects to be funded through the tolls.

Acknowledging the contentious nature of the proposal, Donohue defended it as “balanced, pragmatic and implementable.” Even Del. Randy Minchew (R-Loudoun), who voted against the proposal, called the final version “far better than I thought it would be.”

The proposal has drawn mixed reviews from elected bodies across the region – both the Arlington and Fairfax boards were split, while the Loudoun County Board of Supervisors opposed it. Prince William County is not represented on the NVTC, but its Board of Supervisors also expressed opposition.

If approved by the Commonwealth Transportation Board, the McAuliffe administration aims to have tolling up and running by 2017.

“She advocates, but she is never adversarial,” Fisette said.

The School Board seats of Van Doren and School Board Chairman Emma Violand-Sanchez will be on the ballot next November.

Violand-Sanchez, who is in her second term, has not announced her re-election plans.

“The unfortunate reality is, current conditions are squeezing health-care providers,” Cole said. “We stand ready to work with lawmakers on solutions to these challenges.”

Favola said she hopes it will “eventually become obvious” to opponents of Medicaid expansion that passing up federal dollars is a waste of resources. But she said polarization is likely to remain in place through 2016, as both political parties stake out territory in the presidential election.

Hope said Virginia needs to get “much more serious” about funding Medicaid waivers for those with intellectual and developmental disabilities.

“This is part of the court settlement with the U.S. Department of Justice, where the commonwealth has already been scolded for not meeting the terms of the agreement,” Hope said.

The General Assembly convenes in mid-January for a session expected to last 60 days. All seven members of the Arlington delegation are Democrats.

The number of submissions was down somewhat – whew! – from last year’s record 113, but about two dozen community notables gathered at Central Library Dec. 5 to evaluate a still-impressive 85 student entries in the annual county-decal design competition, sponsored by the Arlington treasurer’s office. “There are some beautiful pieces of art� that have been submitted, Treasurer Carla de la Pava said at the gathering, which selected four finalists who will await the final verdict of the community.

It’s the 12th annual public competition to select a design for the tax decal, which each year appears on 160,000 vehicles in Arlington. While most other Virginia jurisdictions require a tax sticker to be placed next to the inspection sticker on windshields, only Arlington has raised the concept to an art form.

It was then-Treasurer Frank O’Leary who in 2002 conceived the idea of a community vote. The tradition was continued by de la Pava when she succeeded him in 2014.

Since 2005, the competition has been limited to high-school students. This year’s participation came from Wakefield (51 entrants), Washington-Lee (23), Bishop O’Connell (6) and Yorktown (5) high schools.

Among those sponsoring the competition is the visual-arts department of George Mason University. “It’s great for us and great for the students and the community,� said Claire Huschle, program director for arts management at GMU. Voting to cull the submissions to four finalists worked this way: Judges were given 60 votes and were able to allocate them any way they saw fit, mix-and-match style as on a roulette table – a single vote on 60 different designs, 10 votes on six different designs, even all 60 votes on a single design. “I’ve never been able to do that,� de la Pava said of the last option. “There’s always more than one I like.�

theme, and those submitting them had to provide a written explanation of the reason their artwork best represented the community.

The 2016-17 county decal will have a red border – which helped some designs and hindered others – and features a relatively tight amount of space. “Keep in mind how it’s going to look on a small decal,� de la Pava reminded the judges, noting that some otherwise great photos or artwork can turn muddy or scrunched in the confined space.

Public voting will open soon on the treasurer’s Web site at http://taxes.arlingtonva.us/, running through mid-January.

Residents also can make their selection by clipping out the front page of the Sun Gazette and mailing it in.

The top vote-getter will be announced with fanfare at a County Board meeting in late January.

The winner of the competition will receive $750, with other finalists pocketing $500, all courtesy of Arlington Community Federal Credit Union. “I was so excited� when asked to participate, said Karen Rosales, CEO at the credit union. “This is such a perfect opportunity for us.�

Last year’s community voting totaled 2,913 ballots cast, and de la Pava – who was unopposed for a new term in the Nov. 3 election – said she would “love nothing more than to increase the vote total.�

The Wakefield Warriors took the lead for good early in the second quarter and led the rest of the way in a 49-43 road win over the Yorktown Patriots.

The Dec. 1 girls high school basketball was the BASKETBALL game season opener for both county teams.

“We embraced the competition. The games are to compete and in the second quarter, we settled in,” Wakefield coach Marcia Richardson said. “We rebounded well. Summer [Matlack], our point guard, passed well, she pushed the ball and she picked her spots.”

With the score tied at 16 early in the second quarter, Wakefield freshman Tae’lor Willard made a free throw to give the Warriors a 17-16 lead, and they led the rest of the way. Wakefield was in front 26-21 at halftime and 41-37 after three quarters.

Yorktown was ahead 11-8 after one quarter, and its biggest lead was 13-8 in the second. In the game’s final 50 seconds, with Yorktown behind, 49-43, the Patriots missed three shots from the floor and turned the ball over once, ending a chance for a late rally.

improve. And although we out-rebounded Potomac Falls, we have to improve on that end of the floor, too. We have the size, but we have to learn how to use that to our advantage.”

Point guard Amelia Ack led Washington-Lee in scoring in both games. She totaled 20 points (6 of 8 from the floor and two three-pointers) against Falls Church and 12 (two more threes) against Potomac Falls.

Forward Audrey Bartz provided interior scoring in both games, registering 15 points against Falls Church and 10 against the Panthers.

Washington-Lee out-rebounded its opponents in each game – a 32-16 edge versus Falls Church and 60-37 against Potomac Falls – with Ack, Bartz and forward Enas Nigatu leading the way.

Ack and Bartz recorded 11 rebounds and Nigatu 10 in the season opener, while Nigatu added 12 boards and Ack 11 on Dec. 4.

Against Potomac Falls, the Generals never trailed. Washington-Lee jumped to a 6-0 lead to open the first quarter and used its size advantage to play an insideout game that allowed the team to dictate the tempo.

Nevertheless, Kelly was insistent that her team had to continue improving.

“We had way too many turnovers, so we have to continue working on that too.

It’s the fundamentals that we can build on,” Kelly said.

Against Falls Church, the Generals rallied from a 28-22 halftime deficit to outscore the home team, 31-9 in the second half.

n Varsity games rarely start at the publicized times, because earlier freshmen and junior varsity contests run late.

It’s not unusual for the featured varsity event to start as much as 30 minutes late, or longer. That’s very annoying. n The number of personal fouls on specific players aren’t kept on those scoreboards that have the capability of providing such a list. n The poor lighting in so many gymnasiums continues to be terrible, with no sense of urgency to improve significant illumination deficiencies. n Head coaches stand up way too much, obstructing the view of spectators seated at court level. n At least once per half, game announcers encourage those in attendance to visit and purchase items from the concessions stand. Also, some announcers struggle to keep up with the action, sometimes not telling the name of the player who made a basket or committed a foul. n Foul shooting continues to be mediocre to poor by too many teams. n Weeknight regular-season games aren’t well attended by students, meaning Monday-through-Thursday action is unfortunately void of those entertaining, active and oddly-dressed student sections. The students are hopefully doing homework instead. With students on hand for Friday and weekend action, many of the cheers and chants from their sections remain unchanged, yet they never really get old. n Game officials get younger and more unfamiliar, as some of the veteran referees keep retiring their whistles. n Public-school parking lots sometimes are more full, presenting a challenge to find a space, for weeknight games. The reason is because night classes and school events, like plays and meetings, are held in addition to the basketball games. n More than once a season at most venues, the recorded music for the National Anthem either doesn’t work or isn’t properly set up when the time comes to play.

The Washington-Lee Generals opened their initial week of the girls high school basketball season with two wins, a 53-37 at the BASKETBALL victory Falls Church Jaguars on Dec. 1 and a 46-28 home triumph over the Potomac Falls Panthers on Dec. 4.

With two wins, the Generals have already surpassed last season’s lone victory.

“We were actually better the first game compared to the second,” W-L coach Angie Kelly said. “I’m definitely pleased that we’ve started 2-0, but we have to fix things on defense. The effort [Dec. 4] shows there are many things we need to

Wakefield Boys Defeat T.C. Williams to Improve to 3-0 ALLEN KHA

The Wakefield Warriors capped a 3-0 opening week in boys basketball action a 74-56 BASKETBALL with home victory over the T.C. Williams on Dec. 6.

Earlier in the week, Wakefield outlasted the visiting Yorktown Patriots, 55-46, and won on the road in Leesburg over Tuscarora, 96-88, in triple overtime.

“We didn’t really play well in our first two games,” Wakefield High School coach Tony Bentley said. “We really got away with a win at [Tuscarora]. And Yorktown was a very tough game. Our defense was much better against T.C. We didn’t do a good job putting the game away, and T.C

did a good job extending the game. But it’s a good win.”

Against T.C. Williams, Wakefield steadily built a 36-27 lead over the first half before doubling its advantage to 59-39 by the end of the third quarter.

The Warriors were successful driving to the basket, scoring 50 of their 74 points and shooting 81 percent (25 for 31) in the lane. Wakefield managed to break through the Titans’ full-court press to create easy fast-break layups Jonathan Adams, a senior forward, scored a team-high 19 points, while junior point guard Alan Treakle added 18 points and four assists. Senior captain Deng Nhial added 15 points and nine rebounds and Halil Parks added 11 points.

Bentley noted that his team, which

includes a handful of transfers, is still bonding on and off the court.

“We have two returning players, who know this program: Deng and Alan,” he coach said. “Others, they’ve learned the game in different ways, and that’s not wrong or bad. But we have a particular way of playing here in this program, and we’ve been successful with that [style].

Every season I come up with a motto, and I knew this year’s would be, ‘Get with the program.’ With time, success and accolades will come.”

In the win over Tuscarora, Treakle made a foul shot to send the game into overtime.

Against Yorktown, the Patriots led 24-20 at halftime, then the Warriors scored the first 14 points of the third pe-

riod to move in front for good.

Treakle had 20 points for Wakefield, Parks scored 12 and Nhial 11.

For Yorktown, Nate Kaniut scored 15, Connor Van Kirk eight and Dan DeButts and Michael Spicer seven each.

Yorktown fell to 0-2 with a 54-51 loss to visiting Lake Braddock on Dec. 4. The Patriots led for most of the game, then were ovetaken late in the game en route to the setback. Yorktown led 29-22 at halftime.

Van Kirk scored 16 and made three three-pointers, Conor Shears added 15 and DeButts nine.

In action this week, Yorktown has three games scheduled and Wakefield will play twice. Each hosts home games on Friday, Dec. 11 at 7:15 p.m.

SAMBA BLUE WINS RICHMOND FALL CLASSIC: The

under-14 Arlington Samba Blue girls soccer team won the Classic Division at the Richmond Fall Classic.

The team went undefeated, winning its semifinal over the Prince William Courage, 2-1, then coming from behind to edge out Locomotive FC from Hagerstown, Md., 3-2 in the championship match.

Players were Kalki Ausink, Kate Capitan, Tessa Dickens, Cynthia Dillon, Josie Friedli, Kari Green-Orset, Leah Hall, Claire Karlin, Kate Lis, Abigail Murphy, Molly O’Connor, Emily Roberts, Angelica Schaubach, Sarah Solis, Madison Stell, Darsey Trudo and Amelia Wilbur. Gayle Wilson was the coach.

The Arlington under-12 Sol Blue girls soccer team was champion in the Soccer Association of Columbia 2015 Fall Classic’s White Division.

ARLINGTON SOCCER ASSOCIATION RAISES MONEY FOR AFTER-SCHOOL PROGRAM: Arlington Soccer As-

sociation (ASA) raised $15,771 recently in its second annual GivingTuesday campaign, supporting 157 youth to be able to participate in ASA’s after-school soccer and mentoring program.

Samba Blue won their division at the Richmond Fall Classic.

The Sol Blue were champions of the White Division.

The association’s corporate partner, Lindsay Automotive Group, provided $2,500 in matching funds.

After-school soccer and mentoring program is currently held at six Arlington public schools. The program serves children, free of charge, who are identified for participation by their host school. For many players, ASA’s after-school program is their only opportunity to participate in organized soccer activities.

“ASA’s after-school program brings to these kids the opportunity to learn while having fun,” said Luis Gendive, director of the program. “They learn respect, responsibility and teamwork in a different set-up that makes it natural. It’s priceless to see their smiles and excitement when the coaches show up at the schools.”

After-school locations include Barcroft, Barrett, Carlin Springs, Hoffman-Boston and Key elementary schools and Kenmore Middle School.
