An open letter from Erik Gutshall As the June 14 Democratic Primary Election nears, I want to ask you for your support and your vote.

I am running for the future of Arlington, not for the past. This campaign is about how we go forward together -- about seriously getting ahead of our student enrollment growth, about addressing housing affordability creatively with a focus on the “Missing Middle,” about a commitment to ensure sufficient open spaces and access to nature -- about building on Arlington's successes and our progressive vision to ensure a sustainable future for our kids.

I want to take this opportunity to share my vision, and in the process, hopefully dispel some of the rumors that I’ve heard about myself!

On School Overcrowding: It’s time to get ahead of school overcrowding. Enough is enough! The Community Facility Study recommendations gave us a blueprint for moving forward and it needs to be implemented yesterday. With three kids in APS, I am committed to working tirelessly with my School Board colleagues to get this done.

On Fiscal Responsibility: I would be the only small business owner on the County Board. I launched my business in Arlington and in 2012, the Arlington Chamber of Commerce recognized us as the Small Service Business of the Year. I must balance budgets and make payroll, and I know the difference between an expenditure and an investment.

There will be no $1M bus stops on my watch. I will demand that every tax dollar be spent wisely while ensuring we make smart, sustainable, long-term strategic investments for Arlington County with an eye to future generations.

On the “Democratic Establishment”: A year ago, I thought ACDC was a rock band! Though a life-long Democrat, my prior partisan activities were knocking on doors for President Obama and hosting coffees for local candidates.

My civic resume includes civic association president, soccer coach, board member for Doorways for Women and Families, and Transportation and Planning Commissioner. I am proud to have earned the support of Arlington leaders representing four decades of service and as a County Board Member I will answer only to Arlington voters.

On Transportation: The streetcar is dead. I'm not interested in re-litigating the past and dividing us further. I support forward-thinking transportation solutions. From Columbia Pike to I-66, we must invest in enhanced bus service, protected bike lanes, and pedestrian paths. Our focus has to be on moving people, not just vehicles. That means robust community input on our 10-year transportation Capital Plan.

On My Mailings: Some have raised concerns with the tone and imagery of my seniors mail piece. I agree that the overall message could have been communicated without such emotional imagery, which has, in fact, become a distraction from the important policy issue. In recent debates, we continue to disagree about the need for the senior tax exemption. I remain confident that my mailing content is factual and encourage people to review the citations at ArlingtonFacts.com. As 11 current and former elected leaders stated, “We believe that Erik's well-documented discussion of the issues in the County Board race falls well within the bounds of robust healthy democratic debate.”

I am ready to engage with our community, explore new ideas and work collaboratively and creatively to address our challenges.

Fire-Station Task Force Sends Final Report to County Board SCOTT McCAFFREY Staff Writer

The future of Arlington’s Fire Station #8 is headed back to the County Board, after a task force delivered a 100-plus-page report that arrived at a “clear consensus” – but not unanimity – that the station be rebuilt on the parcel it currently occupies.

The task force’s report, delivered in time to meet the panel’s May 31 deadline, calls for a modern, four-bay station to be constructed where the 55-year-old existing facility stands on Lee Highway.

“Two key factors drove the decision – service-demand locations, now and in the future, and population,” the task force concluded. “A significant factor in reaching the consensus position on location was that the station be placed where emergency-response services are most needed.”

The final vote to approve the report was unanimous, but an earlier vote on where to put a new station split, with eight taskforce members supporting the existing site, two preferring the fire department’s choice of 26th Street North and Old Dominion Drive, and two abstaining.

isting site would not cost significantly more than the estimated $14 million for a station on Old Dominion, but would require construction – at a cost of several million dollars – of a temporary station to be used for the duration of construction. Additional funds will be needed to relocate a fueling facility currently located on the site.

“The long-term benefits justify the additional costs,” concluded the report of the task force, which had been chaired by former School Board member Noah Simon.

With the ball back in their court, County Board members will have to address the same competing priorities that were dealt with by the task force.

Current plans call for including funds to design the new station (wherever it is located) on the 2016 public-safety bond set to go to voters in November, with construction funds included in a 2018 bond.

The task force was set up by County Board members last year after residents rebelled against the proposal to move the station 0.6 miles northeast to the Old Dominion site. Many residents of the Halls Hill neighborhood, where the station currently is located, did not want it to leave, and residents around the proposed location were not entirely thrilled at the prospect of it coming to their midst.

Garvey, Gutshall Hit the Home Stretch in Campaign Candidates Let Others Do the Sniping As They Square Off in Debates SCOTT McCAFFREY Staff Writer

County Board combatants Libby Garvey and Erik Gutshall focused on policy and avoided direct attacks on one another at their second-to-last debate before the June 14 Democratic primary.

“The question is, how do we get from where we are to where we want to be?” Gutshall mused at the June 1 forum, sponsored by the Arlington County Democratic Committee and drawing a crowd of more than 120 to Lubber Run Community Center.

As had been the case in previous debates, neither Gutshall nor Garvey unsheathed political stilettos and lunged at the other in public, although the race seems to be getting increasingly contentious behind the scenes as the primary looms.

There was much for the candidates to agree on throughout the evening: Each stressed the need for parkland acquisition, economic development, historic preservation and collaborative efforts to address school overcrowding.

For Garvey, who has served in elected office for 20 years – first on the School Board and since 2012 on the County Board – “I’m running this campaign as I ran every campaign, on the issues. I’ve been reaching out. There are many people I’ve been working with [in the community]

There was a modicum of sparring on two issues: Garvey’s proposed, and now deferred, blue-ribbon task force to help guide strategic thinking, and whether the county government should take a new look at its current policy of providing tax exemptions for real estate owned by senior citizens.

On the task force, Garvey acknowledged that the roll-out effort had gone poorly. “People felt it had been sprung on them,” she said, suggesting it was a fail-

ing of the entire board rather than herself specifically. “We messed up; we realize that. We didn’t stop to think we needed to touch base with folks.”

Gutshall supporters have attempted to paint the task-force idea, which is on hold until at least mid-summer, as a potential shadow government, advising County Board members while going around traditional processes. It’s a view the challenger did little to dissuade at the debate.

“I don’t think we need any more backroom deals,” Gutshall said, predicting the

proposed panel is “only going to create more division.”

On the tax-exemption question, Garvey said she didn’t think it was fair that the heirs of seniors get to reap the rewards of previous tax exemptions when they inherit homes, while Gutshall said those same families would be faced with a whopping tax bill if current county policy changes.

Garvey supporters have cried foul on the issue, lambasting Gutshall’s statements singling out the board chairman on the issue when all County Board members asked staff to look into the matter, but Garvey herself did not go after her challenger on the subject at the forum.

Arlington County Democratic Committee chairman Kip Malinosky said he is hoping turnout in the primary will top 10,000 – a relative pittance of the 157,000 registered voters reported May 1 by the Virginia Board of Elections. Under Virginia law, voters do not register by political party, and any registered voter will be able to participate in the primary.

The June 1 debate continued a theme of Garvey and Gutshall’s rarely straying from tested talking points and policy positions, only occasionally going at one another directly in public forums. At its conclusion, one senior Democrat proclaimed the debate enlightening but dull, and wondered why neither candidate was making an effort to enliven the proceedings by launching sharper exchanges.

Arlington County Board Vice Chairman Jay Fisette (D) says it’s way too early to be deciding on a re-election bid in 2017.

Fisette rolled up re-election victories in 2001, 2005, 2009 and 2013.

Fisette is likely to rotate in as chairman of the board for a one-year stint next January. He previously chaired the body in 2001, 2005, 2010 and 2014.

Fisette is supporting Erik Gutshall’s bid to unseat current board chairman Libby Garvey in the June 14 County Board primary. Buttonholed following the June 1 debate between the two, and asked whether the result of the primary would have a bearing on his re-election planning, Fisette said he didn’t know.

“I haven’t thought about it – I couldn’t say,” he told the Sun Gazette.

School Board member James Lander, whose term also expires in 2017, recently told the newspaper that he plans to run for re-election.

Grads Depart O’Connell Prepped for Future Success DAVE FACINOLI Staff Writer

Few would compare their high-school careers with a fairy tale, but Bishop O’Connell High School graduating senior Marissa Luna told her classmates the comparison was apt.

“Once upon on time – on the 23rd of August, 2012 – we entered high school that day and our stories became intertwined with one another,” Luna said.

“We are the main characters of the fairy tale, and we have motivated each other for every page of the story. We have made a difference, and what great things we will do. We will write our own endings.”

Luna was one of 261 graduates who received O’Connell diplomas before a standing-room only audience at the cavernous Basilica of the National Shrine of the Immaculate Conception in Washington during commencement exercises – the school’s 56th – on June 2.

Alexandra Rodriguez, an acknowledged math lover, gave the valedictory address.

“I wish there was a formula or equation to be successful in life,” Rodriguez told classmates. “We will have struggles and eventual failures. What our reactions are to those failures will be the most important things. Even if we have fallen, we are always capable of persevering.”

perintendent of schools in the Roman Catholic Diocese of Arlington, served as guest speaker. She described commencement as a day the graduates should ask themselves three questions of their highschool years: What went well; where did you struggle; and what do you want to remember?

“I give you those three questions,” McManigal said. “That is your last highschool assignment, so do it well.”

McManigal told the seniors that times of struggle will help them better face the future.

“Get deeper than just remembering the fun times,” she said. “Remember others made sacrifices for you, and remember to give to others.”

In the commencement’s opening remarks, head of school Joseph Vorbach gave the seniors another in the day’s obligatory pieces of advice.

“Don’t rush your minds through this day. Absorb the details,” Vorbach said.

“Today we honor your accomplishments.”

Luna, Colum Bergeron, Sean Pazirandeh and Christian Tran were given the Principal’s Award for outstanding leadership. Student-athlete awards went to Virginia Boras and Christian Holloman.

More than half the graduates earned some type of scholarship to continue their education, school officials announced.

Our View: Send Garvey Back for a New Term

Though not without reservations, we believe Libby Garvey is the superior choice for the community in the June 14 Democratic County Board primary. Here is why.

Think back just five or so years ago. The County Board dais, though filled with quality people who had what they perceived as the community’s best interests at heart, had become self-satisfied, arrogant and insular, running roughshod over complaints that the county government’s reach was beginning to exceed its grasp in the quest to attain the nebulous, though pricey, status of a “world-class” community.

When voices early on said, “Why not put the Columbia Pike streetcar proposal to referendum?” – a referendum the pro-streetcar forces likely would have won years ago – County Board members rejected the idea almost contemptuously.

When it became obvious that the Artisphere was a financial black hole, county leaders stuck with it too long. Lengthy planning exercises turned the proposed Long Bridge Park aquatics center into a beached whale of excess. Road paving was deferred and potholes proliferated, yet there was money for a $900,000 bus stop that became a source of international ridicule.

FROM MARGINALIZED TO POWER-BROKER Libby Garvey was not the perfect vehicle to lead the nascent reform movement. Strident and single-minded on the streetcar project (and a latecomer in her opposition, as well) after moving up from the School Board to County Board in 2012, Garvey early in her County Board tenure appeared likely to play the role of a marginalized crank, with the more senior board members keeping her at bay.

But an unusual combination of circumstances allowed her to help independent John Vihstadt win a seat on the board, causing collapse of the streetcar and Artisphere efforts, and the election of ally Christian Dorsey gave her a working majority to be tapped as board chairman earlier this year. The outsider suddenly was at the top of the political pyramid.

Garvey’s tenure as 2016 chairman, not yet to the halfway point, has not been without problems. Her proposed “blueribbon panel” to help guide County Board planning was illconceived and poorly-explained, hurting the incumbent’s argument that she is the voice of transparency, and has been put on the shelf for now. (An aside: Garvey in debates has been suggesting creation of the panel was a group decision by the board. Nah: It was her baby, and she bears responsibility for the mess that resulted in its wake.)

ed by Garvey’s opponents to challenge her, but was the first to take up the offer. That’s no sin, and Gutshall certainly comes to the race with a solid civic résumé, including service on a number of key commissions and as a civic-association leader in Lyon Park. That he would be the first small-business owner on the County Board in some time is an added plus.

But like the ill-starred Democratic County Board nominee of 2014, Alan Howze, something appears to be missing from Gutshall’s efforts, and it may come down to where he is getting his campaign advice.

In dissecting the race last week in this space, we said Gutshall seemed to lack “the vision thing” – his policy proposals often appear generic and seem to have emanated from consultants and group-think, designed to offend the fewest possible people. Voters anxious for Gutshall to lay out something along the lines of “here are the specific things I will do my first six months in office” have not been rewarded with concrete promises, but have had to sift through attacks on Garvey (some merited, some questionable) that at times have pushed the boundary of responsible local campaigning.

Garvey’s boosters contend Gutshall will be a rubber-stamp for the Democratic ruling elite that has seen its power base erode with the departures of board members Chris Zimmerman, Mary Hynes and Walter Tejada and the seeming marginalization of Vice Chairman Jay Fisette – all of whom are supporting the challenger. So, too, are a host of special-interest groups and others with a stake in not rocking the ship of state too hard.

Backers of Gutshall counter that no Democratic officeholder had the right to go do what Garvey did in 2014 by backing Vihstadt over Howze in such an unabashed, and to this day unapologetic, manner. That episode alone, they contend, is a disqualifier in what is, don’t forget, a Democratic primary.

IN THE FINAL ANALYSIS What’s a conscientious voter to do on June 14?

The community can sleep fine at night if Gutshall emerges victorious; he is intelligent, thoughtful and has the civic bona-fides to provide good service to Arlington residents.

But we’d feel better if Garvey were given the chance to remain on the board.

Her efforts, however inelegant at times they have been, to press needed reforms on an elected body too long aloof from the public should be rewarded.

Progress has come to local governance since 2012, and while at times it hasn’t been pretty, we believe Libby Garvey is the candidate to keep things moving in the right direction.

‘Blue-Ribbon Panel’ Is an Affront to Transparency Editor: The idea of a “Blue Ribbon Panel” on strategic priorities, as proposed by the County Board, dismayed me.

The residents of Arlington elect a County Board. Neighborhoods have civic associations. Arlington residents are well-represented in a transparent manner in a variety of forums.

The proposed blue-ribbon panel, to my mind, could easily evolve into a “shadow board” and could influence County Board members in a non-transparent way.

The supposed expertise that such a panel would supposedly bring to the County Board on various topics is currently gained through community-driv-

en processes. This should remain the approach the County Board uses.

Additionally, I was dismayed at the way the proposed panel was to be brought into being in a very closed behind-the-scenes way.

Gutshall Is the Candidate Who Will Move County Forward Editor: I am an Arlington Democrat who supported John Vihstadt in 2014 because I wanted a capable, alternative voice on the County Board. I support Erik Gutshall for the same reason.

Gutshall will lead from a place of consensus-building, citizen involvement and fiscal responsibility. He will be an effective elected leader for our county

as we seek to address complex, difficult challenges in the years to come.

As an active resident, I have worked with Libby Garvey through her years on the School Board and County Board. I appreciate her service and concern for Arlington. However, I have concluded that in order to bring a more positive and inclusive approach to the County Board, it is time for fresh leadership.

I have made an effort to get to know Erik Gutshall and to understand his perspectives and priorities. I have concluded that he will bring constructive, forward-looking leadership to Arlington, as he has in his service as Lyon Park Citizens Association president and on the Planning Commission. As a small-business owner, community activist, civic leader and as a parent of three

children in Arlington’s public schools, he will bring a fresh perspective to countygovernment policies and processes.

Arlington needs a leader who will turn us “to” each other instead of “on” each other as we seek to address the future challenges facing our county. He has my vote in the Democratic primary.

Editor: The upcoming County Board election between Libby Garvey and the Arlington County Democratic Committee’s (ACDC) hand-picked challenger, Erik Gutshall, is a critical one for all Arlington residents.

Garvey has been someone residents could count on to look at all sides of an issue and make an independent decision that she feels is best for the community.

Mr. Gutshall is being supported by the ACDC because Garvey made a decision on the Columbia Pike streetcar that was not “approved” by the ACDC. Because of that, they want her out.

Gutshall’s slogan is “A Progressive Leader We Can Trust.” He has stated that he will vote in line with the wishes of the ACDC. So who is it that is supposed to trust him?

I am not casting a vote for the

ACDC, and I don’t want its positions to be the ones my elected officials consider with the highest value. I want the needs of the residents and taxpayers to be the most important.

Arlington County needs leaders who can think for themselves. Had it not been for Libby Garvey and her willingness to LISTEN to the residents impacted by the proposed move of Fire Station #8, there would have not been a task force

formed to get real input from the community.

Arlington residents need to support Libby Garvey to keep someone who has the interest of the everyday person with a voice on the County Board. We don’t need another person who supports the ACDC position 100 percent, no matter what residents want.

Editor: The County Board’s sudden reversal on appointing a new Blue Ribbon Panel on Strategic Priorities is no surprise. What is surprising is that County Board Chairman Libby Garvey and her colleagues thought it was a good idea in the first place.

The Community Facilities Study Group, on which I served, spent a year discussing how to satisfy diverse expectations with limited land and resources.

The group made concrete recommendations to achieve more open, system-

atic and coordinated County Board and School Board decisions, including a process to improve communication and cooperation between elected bodies and staff.

But instead of adopting or even meaningfully debating these recommendations for making Arlington’s government work better, Garvey proposed a six-member county panel with no public notice, no coordination with the School Board and the apparent expectation that the group do its amorphous work in secret.

The much-vaunted Arlington Way clearly needs a reset, but the answer is not another report to ignore. From the divisive and ultimately scrapped Public Land for Public Good report to the increasingly dusty APS Superintendent’s Master Planning Committee report, there’s a long and growing list of wasted community efforts.

We need leaders who are committed to citizen-driven, participatory government. That’s why I was pleased to see that small-business owner and Planning Commission member Erik Gutshall un-

derstands the blue-ribbon panel “moves us far away from the collaborative problem-solving that is part of Arlington’s DNA.” We can’t keep doing the same thing and expecting different results. Civic leaders, neighborhood activists and parents of school-aged kids are tired of processes that provide only the illusion of inclusion and put off the hard decisions for later.

Isn’t it time for a change?

Editor: I am writing to express my deep disappointment in the manner in which Erik Gutshall is conducting his campaign for County Board.

As a long-time Arlington Democrat, I know that this is not the way Arlington Democrats behave.

We frequently have differences of opinion but we resolve them civilly, based on substance, and not on personal attacks and false or misleading campaign mailings.

Gutshall and his allies appear to want to continue punishing incumbent Libby Garvey for her “transgression” of supporting an independent in one previous election. (Isn’t that what we Dems are doing now by asking our Republican friends to “dump Trump” and vote for Hillary?).

For this action, based on what she believed to be in the best interest of the county, Garvey was roundly criticized and ostracized by the Arlington County Democratic Committee, which, had she not taken pre-emptive active and resigned from its steering commit-

tee, would have summarily removed her from the leadership position.

Garvey continued to work actively in Democratic campaigns and activities throughout this period, including for Katie Cristol and Christian Dorsey.

The following year, having served her “sentence,” she was reinstated to the

committee. It is time we put this issue behind us.

Earlier this year, Gov. McAuliffe said, “Party affiliation is not useful information when making decisions about purely local matters and would only serve to increase divisiveness in local government. We should be working to

reduce partisan rancor, rather than creating new places for it to flourish.”

In that spirit, Ms. Garvey deserves to be treated like the dedicated public servant that she is.

The County Board, under the leadership of Garvey, has not yet taken action on these sensible recommendations that provide a path forward on the facilities issue, despite the urgent need for thousands more school seats. Instead, the facilities-planning study is now caught up in Garvey’s proposal to establish a blueribbon panel on strategic priorities.

Too many of our schools are bursting at the seams, and the situation is growing worse with the passage of time. I am confident Erik Gutshall will not lose his focus on solving the capacity crunch when he joins the County Board.

Editor: That moment a few months back when I saw Libby Garvey had picked up a primary challenger for County Board, I knew it was The Revenge of the Ancien Regime.

And I knew it would be nasty. But I never imagined it could go so low as the trumped-up charge we’ve just seen in a mailer: Garvey wants to drive senior citizens out of Arlington.

The County Board – all five members – voted in favor of asking county staff to examine whether it’s fair to continue granting certain senior residents a permanent real-estate-tax exemption.

Everyone is aware that there are many competing demands on our county tax resources. While I would favor temporary tax relief, giving the heirs a tax-

free windfall when they sell the parents’ home for hundreds of thousands of dollars leaves everyone else holding the bag.

How could that possibly be fair?

My house has gone up in value about 400 percent in the years I’ve lived here, and the real estate taxes with it. I know what it’s like to live in Arlington on a fixed income.

Whether Erik Gutshall could not grasp the meaning of the unanimous County Board vote, or whether he chose to misrepresent it for his political gain, he clearly should not be trusted with a position of influence in the county.

School Board OKs Stratford Site’s Schematic Design SCOTT McCAFFREY Staff Writer

Arlington School Board members on June 2 moved another procedural step forward in the effort SCHOOL to convert the curhome of H-B BOARD rent Woodlawn SecondNOTES ary Program back to its original use as a neighborhood middle school.

Board members voted 5-0 to approve a proposed schematic design for the renovation of existing spaces and construction of a three-level, 40,000-square foot addition to the Stratford school site on Vacation Lane just north of Lee Highway.

The action enables the school system to formally request a use permit from the county government, and allows planners to keep moving toward a final design, set to be ready a year from now.

“It’s been a tough go, and we’re excited to be getting toward the end,” said Susan Cunningham, who chaired the buildinglevel planning committee that worked with school officials and architects on the design.

The proposed addition will include an auxiliary gym, media center, labs and classroom space.

The projected $37 million cost remains in line with previous estimates, and includes $250,000 for commemoration of

the school’s historic provenance, including its seminal role in the integration of public education in Virginia.

The project has not been without its controversies, notably whether to build a connector road from Vacation Lane to Old Dominion Drive cutting across the parcel. The School Board and, later, County Board supported the idea, but a number of county advisory panels did not.

School Board member Reid Goldstein supported the schematic design but voiced concerns about the roadway.

“I do have some conflicting thoughts,” he said, pointing to concerns about a cost estimate he thinks is too low, as well as the grade of the road.

School Board members at their June 2 meeting also addressed the issue of parking at the largely landlocked school, but put off any decisions. School officials also said they planned to set up a community process to determine how to use the quarter-million dollars earmarked to tell the school’s history.

H-B Woodlawn students are expected to move to their new home in western Rosslyn in the fall of 2019, at which point the renovated and expanded Stratford compound is planned to be ready for occupancy as a middle school, as it began life in the 1950s.

Name-Change Proposal for Arlington Mill High School Gets Slight Pushback

But is Likely to Move Forward: A proposed name change to Arlington Mill High School is likely to be approved this week, but at least one Arlington School Board member voiced concern about the name recommended by a task force.

School Board members on June 2 received a formal presentation on the proposal to change the school’s name to “Arlington Community High School.” (“Ta-da!” exclaimed principal Barbara Thompson in a bit of theatrics as she unveiled the proposed new name.)

The proposal was chosen from among more than 50 options considered by the task force, many of them submitted by students, staff and the neighborhood.

“It was a really good working group, and we really worked hard on the name,” said Thompson.

School Board member Reid Goldstein, however, voiced concern. “I’m not a huge fan of including ‘Arlington’ in the label of pretty much everything,” he said.

Thompson said keeping the “Arlington” in the title will preserve continuity.

“The students liked ‘Arlington Mill High School’ – they’re used to it,” she said, noting that having the same pattern – “Arlington _____ High School” – was considered important.

Goldstein, the only board member to express any objections, didn’t sound as if “Arlington” in the name would be a dealbreaker when the vote occurs on June 9.

That date is probably circled in red on the calendar of School Board Chairman Emma Violand-Sánchez.

“I am very excited,” she said. Getting a new name “has been one of my nagging requests for, how many years? Quite a few.”

Violand-Sánchez said retaining the name “Arlington” was important, because students at the school are proud to be part of the community.

The name is changing, but the nickname – “Mavericks” – will be staying the same, school officials said.

Originally known as the Arlington Mill High School Continuation Program and first located at the old Arlington Mill community center on the western end of Columbia Pike, the program in recent years has moved to the Arlington Career Center and won accreditation as a full high school. Its student body consists largely of immigrants, some older than traditional high-school age, who can take classes in the daytime or at night.

At the start of the upcoming school year, students will move next door to what had been the Fenwick Center and had housed now-departed offices of the county government’s Department of Human Services.

County Treasurer Anticipates Yet Another All-Time Low in Local Tax-Delinquency Rates SCOTT McCAFFREY Staff Writer

Arlington’s treasurer is predicting another record-low delinquency rate when totals for fiscal 2016 are tallied and released later in the summer.

“Our delinquency goal for FY16 is 0.25 percent, and we have every intention of making that,” Carla de la Pava told the Sun Gazette on June 3.

Last August, officials with the treasurer’s office announced a delinquency rate of 0.271 percent, a new record low, and also announced plans to cut it even further this year.

The delinquency rate represents the amount still outstanding on about $800 million in real estate and personal-property taxes collected each year by the treasurer’s office.

As of June 3, the delinquency rate for old debt was 0.33 percent, or 13 percent lower than at the same point a year ago. “We need to collect approximately $650,000 between now and Aug. 15 [to meet the goal],” de la Pava said. “I, of course, am hoping for more.”

De la Pava became county treasurer in July 2014, but already had spent six years as chief deputy to veteran Treasurer Frank O’Leary. For O’Leary, squeezing the delinquency rate ever lower each year was something of an obsession, and from 1984 (his first year in office) to his retirement in 2014, the rate declined from about 8 percent to 0.33 percent.

As it did under O’Leary, the treasurer’s office under de la Pava uses a combination of carrots and sticks to encourage residents to get their tax bills paid on time.

Those in the office’s compliance division, who are charged with bringing in the revenue, receive bonuses for superior annual performance.

Arlington is one of the few jurisdictions in the region to report its tax-delinquency rate, and likely has the lowest such rate in the commonwealth.

How much of a difference would a higher delinquency rate make? County officials say that were Arlington to be running a 5-percent delinquency rate, there would be $40 million less revenue coming into the county-government’s coffers than there is now.

D.C. Area Ranks in Middle of Staycation Pack Granted, the Washington region’s June-July-August weather can wilt the most hardy among us.

But the area has enough cultural, sports and just plain fun attractions to be a decent place for a summertime stay-at-home vacation, according to a new ranking.

The D.C. region placed 59th among 150 communities nationwide in the 2016 “Best & Worst Cities for Staycations,” a new ranking by the Web site WalletHub. That ranking is far cry from the top five (Orlando; Fort Lauderdale; Tampa; Salt Lake City; and Scottsdale, Ariz.) or even the next five (Atlanta; Las Vegas; Minneapolis; St. Petersburg; and Honolulu). Then again, it’s paradise compared to the bottom five (Yonkers, N.Y.; Santa Ana, Calif.; New York City; Oxnard, Calif.; and, dead last, Chula Vista, Calif.)

Among nearby locales, D.C. was in the middle of the pack – Richmond ranked 25th for staycationers, with Virginia Beach 39th, Norfolk 77th and Newport News 89th.

The ranking takes into account metrics from the cost of movies, bowling and golf to the number of spas and forzen-yogurt shops per capita. (Fun facts: Orlando has 13 times more ice cream shops per 100,000 residents than Detroit, while New Orleans – believe it or not – has the most museums per 100,000 residents nationwide.)

Can a stay-at-home vacation provide the “oomph” of heading out this summer season? In some cases, yes.

“The key to enjoying a staycation is to relax,” said Lyn Lewis, director of communications at the Greater Wilmington Convention & Visitors Bureau.

“Forget the chores for a couple of days and just enjoy the leisure opportunities that surround you.”

To get the most out of a stay-athome vacation, “You have to think like a tourist visiting your town,” added Connie Magnuson, director of the recreation-studies program at the University of Minnesota, who suggested that you can cast your geographic net far and wide – but within reason – if desiring an expanded staycation.

“Determine a radius of how far you want to travel for a day-trip destination,” Magnuson said. “One hour?

Two? See if there are interesting towns within that distance to explore, or great parks to visit.”

Arlington drama teacher/playwright Amy Thompson has drawn on the work of her husband, ON cartoonist Richard creatSTAGE Thompson, ing an engaging new work about growing up in the suburbs to round out Encore Stage & Studio’s 201516 season.

The resulting “Cul de Sac” is a twoact, 90-minute show that has plenty of charms but needs just a tad more tweaking to tighten up its middle.

Alice Otterloop is a glad-handing, opinionated, precocious preschooler whose life’s work is getting her older brother Petey to come out of his shell.

Her efforts tend to backfire, as elementary-schooler Petey usually responds to her efforts by retreating to his room and working on drawings that focus on (wait for it) zombie toads.

“Why couldn’t I be an only child?”

Petey laments at one point, then goes into palpitations when he fears (incorrectly, as it turns out) that mom and dad are about to bring yet another sibling into the world.

When Alice finds out that a classmate in Petey’s school band – “the tallest girl in the third grade, who rules the percussion section” – has taken a fancy to the

introvert, she sets out to make play matchmaker, with decidedly mixed results.

Meanwhile, Alice has troubles of her own. Her best buddy and sidekick, Dill, has had enough of her domineering personality, quits the friendship and leaves Alice in an emotional pickle.

The characters are taken from Richard Thompson’s comic strip, which had a run in the Sunday magazine of The Washington Post and other newspapers around the country beginning in 2007 through his retirement in 2012. Many of the strip’s plots were taken from family life; even the manhole cover that takes center stage in this production has a real-life provenance.

The production gets off to a solid start with a soliloquy atop said manhole cover

by Alice (Gabriella Flanagan) and maintains a solid pace up through intermission. It flags a bit in the second act, as the main character’s look-at-me personality becomes less engaging, but picks up for a solid ending.

New Family Show Mostly Hits Mark terest Viola and Joey Pickel as a fellow young cartoonist who befriends Petey and enchants Alice.

Henry Hubbard and Caitlyn Knittig are the Otterloop parents, keeping a semblance of sanity as they try to get one child out of his shell and corral the other’s overexuberance.

Also fun is Lindsey Gradowski as Miss Bliss, Alice’s preschool teacher. In fact, the scenes at the preschool are some of the most sly and inventive of the show.

Director Chuck Leonard keeps things moving with pace that is brisk but never feels ramshackle. Sets (Kristen Jepperson) are low-key but effective, and the music of Matthew Heap adds to the overall ambiance.

Over the course of recent seasons, Encore has worked to extend its repertoire to locally-sourced new works, a number of which have proved very impressive. This latest effort has a great deal of promise, and would seem to offer the potential for sequels exploring other facets of siblings in the suburbs. Keep ’em coming.

Police Beat ASSAULT ON POLICE: n On June 1 at 8 p.m., police responding to a report of a man breaking a glass door at a restaurant in the 3100 block of Columbia Pike arrested a suspect. While being transported to booking, the individual became combative and assaulted an officer, police said.

The suspect – 56-year-old Mario Lewis of no fixed address – was arrested, charged with assault on police, interdiction and destruction of property, and was held without bond.

ROBBERY: n On May 28 at 10 p.m., two men assaulted a third person by punching him several times in the 900 block of South Buchanan St. The victim later reported the assault and was transported to a local hospital for treatment of non-life-threatening injuries.

The suspects are described as two teens – one black and one of unknown race – about 5’11” and 150 pounds.

MISSILE INTO OCCUPIED DWELLING: n On May 31 at 4:48 p.m., following an argument, a woman threw a brick into a residence in the 800 block of South Greenbrier Street, police said.

POLICE SEEK ADDITIONAL INFORMATION IN MARIJUANA INCIDENT: n The Arlington County Police Department is seeking additional information in connection with the arrest of a Gunston Middle School teaching assistant, who stands accused of supplying marijuana to a student.

According to county police, the suspect – 32-year-old Zachary Van Dyke – on May 27 took a 13-year-old male student to his residence, where they smoked marijuana, then sold the boy marijuana.

Van Dyke was arrested and charged with contributing to the delinquency of a minor and distribution of marijuana.

Police are attempting to determine if other students had inappropriate contacts with Van Dyke. Information can be provided by calling (703) 228-7156 or emailing sproud@arlingtonva.us, or can be given anonymously to Arlington County Crime Solvers at (866) 411-8477.

Van Dyke has been suspended by Arlington Public Schools pending the outcome of investigation.

In addition to serving as a teaching assistant at Gunston Middle, he was a coach of the freshman basketball team at Washington-Lee High School, police said in a statement.

W-L Dominates in Region Final Title Is Generals’ First Since 1972

In a can’t-miss situation, the 2016 boys 6A North Region team soccer champion is from Arlington.

In an all-county clash June 6, the Washington-Lee Generals blanked the Yorktown PaSOCCER host triots, 3-0, in the high school tournament championship game. The two Arlington teams met in a boys region soccer final for the first time.

The region championship was W-L’s first since 1972. In 2014, WashingtonLee finished second in the region and state tournaments.

“This was one of our goals to win the region,” W-L senior Harrison Ramos said. “The one loss we had [against Yorktown on May 16] woke us up. We started practicing harder, and it made us rethink that maybe we weren’t that good. That loss did us some good, because our defense got better. It was all about attitude. We came together. We knew we didn’t want to play that way and lose again.”

That loss to Yorktown came in the Liberty Conference Tournament semifinals. With first-place finishes in shot put and discus at the boys 6A state meet this past weekend, Washington-Lee High School senior thrower Benedict Draghi capped his 2016 outdoor track and field season with a dominating performance in those two events.

At the state meet in Newport News, Draghi won the shot with a throw of 61feet, 41/4 inches and the discus at 164-0.

Prior to the state competition, Draghi won both events at the outdoor 6A North Region and Liberty Conference meets.

This spring’s high school season is the watershed of that progress, at least in boys soccer. Two Arlington squads, the Washington-Lee Generals and Yorktown Patriots, met in the June 6 championship game of the 6A North Region Tournament. Washington-Lee won, 3-0.

It was the first time two boys teams from Arlington met in the region soccer final.

The Washington-Lee and Yorktown boys and girls programs have been very good for quite a while, fed by a strong Arlington Soccer Association youth program that has swelled in the number of players, as well as success on the field. Arlington travel teams consistently win various tournament crowns and challenge for the coveted State Cup. With some exceptions, for years the boys high school teams consistently were eliminated in early-round region action by teams from Fairfax County.

Washington-Lee did break through in 2014, when the boys reached the region and state tournament championship games, losing to Alexandria’s T.C. Williams High in both contests.

This spring, the region champion is most definitely from Arlington, and maybe the state winner as well. By reaching the region final, both Yorktown and W-L have qualified for this week’s four-team Virginia High School League’s 6A state tournament.

Girls high school soccer also has made consistent progress in Arlington. Yorktown finished second in the region in 2013, qualifying for the state that year. This spring, Yorktown lost in the region semifinals, as it did in the 2012 campaign. The W-L girls had a strong season this spring, qualifying for the region.

The state of soccer in Arlington is strong and getting better and better.

Arlington’s Ultimate Teams Amass Strong Showings On home turf, high school Ultimate Frisbee teams from Arlington earned silver and gold medals at the recent state championships.

In the girls division, YLEE, with players from Yorktown and Washington-Lee, won the title, defeating H-B Woodlawn, 11-6, at Greenbrier Stadium.

“We played really well as a team,” YLEE coach Colleen O’Briant said.

The YLEE team was led by Rachel Hess, Sydney Kane and Marlee Cobb and by top scorer Maggie Pendleton. H-B Woodlawn was led by Agnes Cheng and Maddie Boyle, who will play at Brown and the University of Oregon, respectively.

In the boys state final, H-B Woodlawn nipped Yorktown, 12-11, in sudden-death overtime.

Yorktown led by two points at halftime. Woodlawn tied the match at 11 to force overtime.

Woodlawn senior captain Ted Sither, who will play for the University of Oregon, caught the final point to seal the win.

The fourth-seed H-B Woodlawn girls varsity, led by Maddy Boyle and Agnes Cheng, upset top-seed Paideia of Atlanta, 8-6, with Ella Juengst grabbing the winning point to claim the champion-

ship. Boyle finished the tournament tied for third in assists and Caroline Tornquist was third in goals.

The eighth-seeded YLEE girls finished fifth. Rachel Hess tied for first in assists, and Maggie Pendleton tied for first in goals.

The sixth-seeded H-B Woodlawn boys tied for third and were led by Ted Sither, Adam Norrbom and Gus Norrbom.

The fourth-seeded Yorktown boys, led by Anders Juengst and Hunter Shumaker, tied for fifth.

The 12th-seeded Washington-Lee boys qualified for the championship bracket and tied for seventh. The team was led by Andrew Roy, Andrew Lewis and Kees Humes.

All five Arlington teams qualified for the tournament’s championship rounds.

“We’ve never done that before,” said Dave Soles, athletic director for Youth Ultimate League of Arlington. “Our success at this tournament has put Arlington Ultimate onto the national map.”

Making it to time trials from Yorktown was the girls lightweight eight, and making the semifinals was the girls freshman eight and the girls senior four.

“We got close two years ago, and we have a lot of guys who really wanted to win this region this time,” Nunez said.

Yorktown fell to 11-6-3 and had its six-game winning streak snapped. The Patriots finished 3-1 in the region tourney.

“Yorktown was hot and playing well,” Carrasquillo said.

Yorktown coach Carlos Aranda said his team was out of rhythm from Friday night’s school prom on June 3. The game was originally scheduled for June 3, but moved because of the prom.

“We’ve had an amazing and super run, but we were not reacting tonight.

We were kind of off mentally and physically, about 40 or 50 percent,” Aranda said.

The showdown was the third between the neighborhood rivals this season, with each winning by a 3-2 score in earlier games.

Both advance to this weekend’s Virginia High School League’s 6A State Tournament, with semifinal games on Friday, June 10 and the championship June 11, both at Robinson Secondary School in Fairfax.

Washington-Lee faces Grassfield in its semifinal at 2 p.m. Yorktown plays First Colonial at 4 p.m.

“If we keep attacking and playing good defense like we have been and like we did tonight, we can do well in the state,” Carrasquillo said.

Said Nunez: “We have to play with heart and leave everything on the field.”

Neither W-L nor Yorktown has won a state soccer title.

“The good news is we are still playing,” Aranda said.

The teams reached the region final by winning semifinal games last week on their home fields, both by 3-0 scores.

Washington-Lee downed the defending region and state champion Langley Saxons, and Yorktown topped Battlefield.

For Washington-Lee in the semifinal, Nunez had two goals and one assist and Mendes had a goal and an assist.

For Yorktown against Battlefield, Mehran Roshanaei scored two goals and Zachary Koermer had the other on an assist from Noah Peizer. Kickbush made some key saves.

Draghi will conclude his 2016 outdoor season in a couple of weeks at the New Balance Nationals Outdoor National Scholastic Championships in Greensboro, N.C. Earlier during the outdoor season, Draghi was sixth at the Penn Relays, was competing against U.S. and international students.

“It was a great year for Josh, because of a lot of his hard work,” WashingtonLee throwing coach Josh Patulski said.

“It all came together for him. He is very focused, has a great work ethic, Josh is flexible and strong, and he takes care of the daily routines that are necessary to be a success.”

Also at this spring’s 6A state outdoor meet, Washington-Lee junior Tony Aguste was fifth in the discus (147-8) and sixth in the shot (51-53/4), helping Washington-Lee score 27 team points.

Yorktown High School senior Ryan Lesmez placed 10th in the 1,600-meters in 4:25.82 in the boys state meet. Washington-Lee freshman Jonny Jackson was 11th in that race.

In the girls 5A state meet, also held in Newport News, Wakefield High School senior Lydia Dunbar capped her prep career with a ninth in the 3,200 in 11:41.51.

In the boys 5A state meet, Wakefield senior Jonathan Adams was 13th in the 400 in 50 seconds.

Wakefield’s Season Ends After Winning Tournament Opener The No. 2 seed Wakefield High School girls softball team opened play round SOFTBALL inof thethefirstCapitol Conference Tournament with a hitting frenzy against the seventh-seeded Stuart Raiders. Led by the three-hit performance of RaShawn Parent, the Warriors won, 13-4.

Other big hits for Wakefield went to Amy Kohan, Katie Schlacter (three-run double), Tierra Jones, Marisa DeFranco and Madelyn Wood.

On the mound, DeFranco had eight strikeouts in five innings, and Shelby Deegan pitched the final two innings

with three Ks. Wakefield then lost to Edison, 10-3, in the semifinals.

For Wakefield, DeFranco made first team all-conference, finishing the regular season with 120 strikeouts. With the bat she hit .426, drove in 23 runs and had 15 steals.

Parent made second team, hitting .449 with 21 RBI. Wood and Kohan also made second team.

After a couple weeks of rain, Wakefield was forced to finish the regular season with four games in five days.

Wakefield lost to Edison, 3-2, in one of those games. It defeated Falls Church,

10-0, in another with DeFranco going 3 for 4 and fanning eight, Kohan having a three-run triple and Wood knocking in three.

Wakefield downed Stuart, 5-1, as Parent went 3 for 4 with a triple, Alexis Lopez and Daniella Alexander doubled, and DeFranco fanned 10.

Wakefield rallied to defeat Jefferson, 16-6, to clinch the No. 2 seed. Wakefield had nine hits in its 11-run fifth inning.

Kohan, Parent and Alexander all had three hits and Lopez had four RBI. Wakefield lost its final two conference tournament games to end its 2016 season.

College Roundup SAMANTHA HARRIS: Washington-Lee High School graduate Samantha Harris was the fourth seed in this year’s inaugural women’s NCAA Division I Beach Volleyball National Championship in Gulf Shores, Ala. Harris, a freshman, played for Stetson University. She played in 24 games during the regular season, mostly as the No. 4 seed.

SHAUN WOOD: Yorktown High School

graduate Shaun Wood has played in 30 games so far this season for the baseball team at West Virginia University.

Wood, a first baseman, has hit three home runs, has two doubles and has driven in 10 runs for the Mountainers.

Wood has seven hits and has scored eight runs.

MARGARET SAUNDERS: Arlington resident Margaret Saunders rowed for Conneticut’s Kent School Boat Club’s goldmedal winning girls first varsity eight at the New England Interscholastic Rowing Association Championships.

Saunders is a senior co-captain for Kent. She rowed her freshman and sophomore seasons for Yorktown.

HUNTER GRAY: Washington-Lee High

School graduate Hunter Gray was a sophomore baseball player for the Lancaster Bible College team during the spring campaign.

Gray batted .297 in 33 games, of which 30 were starts. He hit three home runs, drove in 16 runs, had 30 hits, and scored 19 runs. He stole three bases in four attempts.

On the mound, the right-hander had a 1-2 record and a 1.69 earned run average. Gray started three games on the mound, worked 16 innings with nine strikeouts and seven walks.

graduate John Yoest got a win in relief for the College of William and Mary’s baseball team to help the Tribe win the recent Colonial Athletic Association Tournament.

Next, Yoest pitched 31/3 innings of relief in the NCAA Regionals.

For the season, the junior righthanded pitcher had a 1-0 record, made 20 appearances and worked 252/3 innings with 13 Ks.
