African-American Firefighters Look Back at Their History-Making Role in the Community SCOTT McCAFFREY Staff Writer

The initial crop of 14 African-Americans who joined the previously segregated Arlington County Fire Department in the early 1950s knew they had something to prove – not just about themselves but about their entire race.

The view of many whites in the community was “blacks just weren’t good enough,” said Hartman Reed, who was just out of the U.S. Navy and looking for a career when opportunity knocked.

He would spend the next 27 years on the force, rising to the rank of captain.

But in the early days, there was more at stake than simply holding down a job.

“Most of us really wanted to prove that we were as good as, or better than, those in the other departments,” Reed said at a celebration of those first paid firefighters of Station #8 on Halls Hill/High View Park, held May 21 in Ballston.

Reed was joined by former firefighters Julian Syphax and Carl Cooper in a roundtable discussion that drew 200 people. When the fire department first agreed to hire black personnel in the early 1950s, it allowed them to serve only the Halls Hill station (today known as Fire Station #8), where professionals worked side by side with the volunteers.

Cooper noted that when the fire truck pulled out of the station and onto Lee Highway, it would slow briefly to allow volunteer firefighters to hop on the back before speeding off to a call.

Svelte models and precociously cute children plied the runway in colorful and stylish fashions April 28 at Marymount University’s annual “Portfolio in Motion” fashion show This year’s show featured everything from classy formalwear and rakish fashion statements to brightly colored outfits perfect for spring. The works were conjured up by 16 designers, five senior designers and two alumni designers.

Sixteen female models wore the fashions, as well as seven male models and three children.

The subtitle to this year’s show was “Checked In” and hewed to a hotel theme. The stage was decorated as the outside of an oldfashioned, perhaps Art Deco-era hotel, complete with sculptured plants in pots and stacks of luggage off to the side waiting to be hauled in by porters.

Each segment of the show was marked by the moving of a projected elevator’s floor arrow, which rotated clockwise across a semicircle.

Marymount University honored Reem Acra as its 2016 Designer of the Year. Acra, who started her fashion business in 1997, was discovered by a fashion designer while attending American University of Beirut.

Celebrities who have worn Acra’s clothing include Angelina Jolie, Madonna, Catherine Zeta-Jones, Halle Berry, Beyoncé Knowles, Eva Longoria, Jane Fonda and Olivia Munn.

Marymount officials bestowed several awards at the ceremony.

Benedikte Hatlehol received the Portfolio in Motion Award and the Best of 2016 Award, Caitlin Halligan took home the NAMSB Foundation Arthur H. Taylor Award for Excellence in Menswear Design, Shatha Abulohom received the Trailblazer Award, first place, and Monique Casimiro took home second place with that award.

The Sister Gabriele Berg Awards went to Gabriella Jackson for fashion design and Delaney Manning for fashion merchandising.

School Board’s Lander Looking Toward Re-Election Bid in 2017 SCOTT McCAFFREY Staff Writer

The 2016 Arlington Democratic School Board caucus is (barely) in the history books, and eyes already are turning to 2017.

POLITICAL School Board member POTPOURRI James Lander says that, barring any unexpected twists, he plans on being a candidate for a third term next year.

Lander made the comments to the Sun Gazette on May 21 at the Democratic caucus, which was won by Nancy Van Doren and Tannia Talento. They move on to the Nov. 8 general election to face either no or nominal opposition.

Lander first sought a School Board seat in the 2008 Democratic caucus, but finished out of the running. A year later, he was the only Democrat to seek the party’s endorsement and went on to win the general election. In 2013, was unopposed in the general election after winning a narrow victory over Barbara Kanninen in the Democratic caucus.

The lone African-American on the five-member body, Lander has been vocal on issues related to closing the achievement gap and in particular supporting African-American males during their school years.

A former U.S. Navy officer, Lander told the Sun Gazette he wouldn’t be surprised to pick up a challenger for the Democratic endorsement if he runs. Under state law, School Board seats are officially nonpartisan, so political parties can’t nominate candidates. But they can “endorse” candidacies, which for practical purposes has the same result.

In 2015, Lander unsuccessfully sought the Democratic nomination for County Board. Earlier, he mulled, but ultimately dropped, plans to seek a state Senate seat.

Democrats Salute Legacy of Ruth Kanter: Local Democratic leaders have paid homage to Ruth Kanter, a veteran campaign activist in Arlington for more than a half-century.

Kanter died May 11 after a lengthy illness. She was 88 years old.

“Ruth was fairly diminutive, but her personality and her presence was far greater,” said County Board Vice Chairman Jay Fisette, one of a number of local leaders paying tribute. “She was a worker bee – a positive person and positive contributor to the community in so many ways.”

Two years after marrying Hershel Kanter, whom she met in California, the couple moved to Arlington in 1964. Ruth Kanter, initially the more politically involved of the two, began working to support Lyndon Johnson’s bid for a full term as president.

That was just the beginning.

“She helped just about every Demo-

cratic elected official,” County Board Chairman Libby Garvey said. Garvey called Kanter “a real voice in our local politics, helping Joe Fisher and John Milliken, among many others.”

Kanter was “smart, funny, energetic – an incredibly wonderful mentor for many of us,” Garvey said.

Serving as a district-office staffer when Fisher served in Congress from 1975-80, Kanter later spent 15 years in the Arlington commissioner of revenue’s office before retiring.

Through it all, she continued to be active in politics.

“She was a stalwart in the Democratic Party for at least as long as I’ve been involved,” said U.S. Rep. Don Beyer (D8th).

Family members said no public funeral was planned, but a celebration of Kanter’s life may be held in the future.

8th District Democrats Pick Elector, Convention Delegates: Should Hillary Clinton or Bernie Sanders win the popular vote for president on Nov. 8, Ginny Peters will be the only person in the 8th District whose vote, in the most technical sense, counts.

Peters was elected as a presidential elector at the 8th District Democratic Convention, held May 14 at Edison High School. Peters, a veteran local political activist, was top vote-getter from a field of five.

Republicans earlier selected Sean Spicer as their 8th District elector, in the event Donald Trump or some other Republican wins the statewide vote.

Like 47 other states, Virginia awards its electoral votes (13 in 2016) on a winner-take-all basis. Barack Obama won the commonwealth’s electoral votes in 2008 and 2012; Republican candidates had garnered them in the preceding 10 quadrennial elections.

Virginia electors for the winning candidate will gather in Richmond after the election to formally cast their ballots, which will be forwarded to Washington and opened at a joint gathering of Congress.

The selection of the right person to serve as an elector is not without some importance, since Virginia is among states that do not legally bind party-selected electors to cast ballots for their party’s nominee.

In 1972, a Virginia Republican elector cast his vote not for Richard Nixon, but for Libertarian John Hospers, although the action did not affect the outcome of the presidential race, which had been won

by Nixon.

Also at the 8th District Democratic convention, Allida Black, Danielle Simms, Kate Spears, Steve Baker and Cragg Hines were elected national delegates committed on the first ballot to Hillary Clinton, and Ashley Bynum, Boyd Walker and Mark Wiznitzer were elected national delegates for Bernie Sanders.

Highs & Lows THUMBS UP: To the selection of William Buck, John Shooshan and the late Emerson Reinsch for inclusion in the Arlington Business Hall of Fame, an initiative of the Arlington Chamber of Commerce.

Induction ceremonies took place this week; traditionally, the annual ceremony has included two living legends of the local business community, and one blast from Arlington’s past.

Shooshan and Buck are familiar figures in local business and development circles, and each has combined success in those arenas

Reshetar, a veteran of the fire force, had no desire to be considered for the post permanently, but he capably oversaw department operations as the search was on for a successor to Fire Chief James Schwartz.

In particular, Reshetar worked with the Fire Station #8 Task Force during its discussions on whether to move the station or raze and then rebuild it.

Reinsch (1903-88) built a formidable development firm in the post-war era, and was equally prominent in philanthropic efforts.

Nearly two dozen men and women have been inducted into the Business Hall of Fame since its inception; the inclusion of Buck, Shooshan and Reinsch only adds to the overall luster.

Don’t Relocate Patrick Henry Elementary Editor: It is my opinion, as a father of two children who will attend the new school for Patrick Henry Elementary students and a registered architect, that the site selection is flawed.

There are many reasons why the choice of the Thomas Jefferson Middle School site is unsuitable for the relocation of Patrick Henry: • The current site is in the middle of its zone with many households, both single-family and multi-family, within walking distance. The proposed location is at the edge of the neighborhood, rather than the middle.

• The proposed site is near a high-volume, high-speed street (Route 50) and is already congested from the families dropping off and picking up students at the middle school.

• The proposed site would be more suitable for the relocation of the Montessori school that is planned to go into the current Patrick Henry building. The Montessori student body is already com-

muter-based, as it is a choice school. It also would need a smaller facility, having a smaller number of projected seats, which would lessen the traffic impact on Thomas Jefferson Middle School.

• Outdoor areas for play or eating are marginal at best. If the design is forced to have a playground on a roof instead of on the ground with real plants, bugs, birds, and earth, there clearly isn’t enough space to fit the project program. The current school is surrounded by planted areas; this new one will be all parking, roads and synthetic playground mulch.

I have heard a number of rumors about the selection process from neighbors and people on the site-selection committee, who have stated that the site selection was a foregone conclusion and they were merely there as a formality to support the selection.

Neighbors have suggested this is just a way to bring the award-winning school as close to North Arlington without actually moving it there, and rezone the at-

Editor: The aquatic center at Long Bridge Park has been in the news again recently, after having been on hold since early 2014.

In March, the county government released a survey of residents showing that demand for additional aquatics capacity remains strong and is growing. In April, the county manager and the Long Bridge Advisory Committee presented

the results of an extensive civic-engagement process. That effort re-validated the need, re-examined the original priorities, and led to a scaled-back conceptual design that can fit within the already approved funding.

Yet there are those calling for even more discussion and planning in an obvious attempt to derail years of community discussion and planning.

I believe I speak for the vast major-

tendance area to include North Arlington at a later date.

Whether or not these are true, it seems like the process is not now and has not previously followed the often touted “Arlington Way.” It is my contention that the existing Patrick Henry building receive an addition or be rebuilt in the adjacent ball fields along South Walter Reed Drive.

This would allow it to stay in the heart of the neighborhood that has made it what it is.

My wife and a neighbor who attended a recent building-level planning committee meeting were dismayed when told there was no time for comments until after the meeting. They ultimately left at 9 p.m., when it was apparent they couldn’t voice their opinion any time soon. The people this impacts directly have kids to feed dinner to and put to bed, they cannot stay late into the evening to express their opinions.

Gutshall Will Be Fine Successor to Great Leaders of Past Editor: As a 42-year Arlington resident, and at the age of 80, this year I’m supporting Erik Gutshall in the Democratic County Board primary.

I’m doing so because I know that Gutshall understands that many Arlington residents like me rely on crucial governmental programs as we age in Arlington.

I know I can count on him, as a

businessman, to get great value for our tax dollars even as services we need are maintained and improved.

I’m impressed too by his deep commitment to ensuring that ALL youth get a good education and ALL people have a chance to better themselves economically.

Because of his work on the board for Doorways for Women and Families, his civic-association leadership and his

work on the Planning Commission and Transportation Commission, I know that he not only talks the talk of caring about all of the people of Arlington – he walks the walk in how he spends his personal time.

I have had the great privilege of watching this community grow and evolve, guided always by our progressive values as exemplified by past County Board members like Ellen Bozman,

Jim Hunter, Joe Wholey, Al Eisenberg, Barbara Favola and Mary Margaret Whipple. In Erik, I see that same deep commitment to social justice and capacity to balance needs.

I have great confidence that as a County Board member, Erik Gutshall will actively protect Arlington’s reputation as a caring, welcoming community.

Editor: Libby Garvey has a record of demonstrated leadership through a set of core progressive values. She has a long history of votes that support our world-class school system, parks and recreation and affordable housing, and ensuring our most vulnerable are not forgotten.

As a Democrat, I urge other Democrats to vote for Garvey and keep our county moving in the right direction.

We can embrace our values without a Gutshall slide back towards fiscal irresponsibility.

for Garvey on June 14 – there is no silly pledge to sign; this is an open primary.

Garvey has represented everyone in our county based on values and principles that just about all of us share – and she’s demonstrated the ability to listen to voters and not be beholden to a few party elites.

Gutshall Has Been a Steady Hand in Leadership Positions Editor: I had not met Erik Gutshall until September of last year, when he was appointed chairman of a working group charged with determining whether field lights should be installed at Williamsburg Middle School. I was also appointed to the working group, as a representative from the Environment and Energy Conservation Commission.

Since then, I’ve witnessed Gutshall’s performance as chair in a dozen

or more lengthy, sometimes fractious meetings. He has impressed me greatly with his patience, good humor, fairmindedness and commitment to hear all sides of a debate.

At the same time, he has never hesitated to ask tough questions or to insist that proponents of an action – whether county staff or residents – support their positions with sound data and evidence.

His calm presence, willingness to

listen, and strong leadership as chair encourages public debate. Based on his work in this difficult and often contentious public setting, I am certain that his election to the County Board would markedly enhance collegiality and promote careful, dispassionate and wellreasoned decision-making.

Although Gutshall has been characterized by some as a newcomer to local politics and policy issues, he is better described as one of those tireless citizen-

volunteers on whom Arlington so heavily relies. He has worked for years on Arlington’s commissions and as a member of numerous study groups and sector-plan committees to make Arlington an even better place in which to live.

My experience with Erik Gutshall is merely representative of the scores of equally difficult policy debates in which he has been a valued participant.

Gutshall Wants to Move Arlington Forward Collaboratively Editor: In letters recently published in the Sun Gazette, supporters of Libby Garvey have included these little chestnuts to characterize Erik Gutshall’s campaign: “Democratic establishment”; “heavily financing a puppet”; and “network of elite voters.”

Comments like these make for great copy and are, no doubt, dog whistles for Republican supporters of Garvey. They also reveal the true nature of support for the incumbent: finding nothing in her platform worth supporting nor any significant accomplishment in her tenure on the County Board, Garvey’s supporters resort to low-brow smear tactics and hyperbole to characterize the support she could not find within her own party. This is a clear indication that Ms. Garvey can’t win on substance.

I am for Gutshall because he believes that “those of the past” (another gem

from one of the letters) had a vision and strategy for a better Arlington, and had the courage and leadership to implement it.

That growth has allowed Arlington to become a highly-sought-after community: strong and civicly-engaged neighborhoods, high-quality schools, active and vibrant community centers.

Gutshall does not want to go backward. Recognizing the pressures and challenges currently faced by the county, he wants to build upon our tradition of smart and strategic planning that Ms. Garvey has abandoned and bring back long-term vision and targeted investments that will make Arlington better not just for current residents but, more importantly, for future Arlingtonians.

Gutshall wants transit solutions that help Arlingtonians move in and around Arlington, not ones that move Fairfax County residents through Arlington.

GMU Grads Urged to Think Big and Not Fear Failure BRIAN TROMPETER Staff Writer

As a 14-year-old entrepreneur, future Gov. Terry McAuliffe (D) saw an adult laboring to seal a driveway and went into business for himself, securing six jobs within one day.

When he expanded his operations a year later to seal parking lots, he bought a big truck – despite having no driver’s license or registration tags for the vehicle.

“Think big, take chances and never be afraid to fail,” McAuliffe told George Mason University (GMU) graduates May 14 during commencement exercises at EagleBank Arena.

McAuliffe noted how he recovered from a failed gubernatorial campaign in 2009 and won the office four years later.

“Failure is a part of life,” he said. “It’s going to happen. The key is to learn from your failures and keep pushing forward.”

McAuliffe exhorted the graduates to continue educating themselves throughout their lives.

The global economy is fiercely competitive and people in other countries such as China and India never stop learning, he said.

“If you decide that today is the end of your education, you will be a dinosaur before you are 25 years old,” he said. “You’ll be a fax machine in a SnapChat world.”

The Class of 2016 consisted of 8,502

graduates, including 5,235 earning bachelor’s degrees, 2,815 receiving master’s degrees, 130 obtaining law degrees and 322 securing doctorates.

GMU president Ángel Cabrera said the class had special significance for him, as many of its members had arrived in 2012, the same year he did.

Life is not only about achievements, but making an impact, said Cabrera, who lauded the uptick in the students’ political activity on campus.

“Student activism means you’re not satisfied with the status quo,” he said.

“Make sure that commitment doesn’t end here.”

For the first time in ages, psychology was knocked off its perch as undergraduates’ top choice for major. Criminology, law and society was No. 1 this year, with 339 degrees awarded.

The next most popular choices were information technology (326 degrees), psychology (321), biology (265) and accounting (256).

Graduate students’ top major choices were curriculum and instruction (351 degrees), special education (184), public policy (115), public administration (113) and social work (98).

For those earning doctorates, the top five choices (in descending order of popularity) were education, nursing, psychology, environmental science and public policy, and computational science and

informatics.

Tom Davis, rector of GMU’s Board of Visitors, presented McAuliffe with an honorary degree and bestowed three of the university’s Mason Medals.

One went to former state Sen. Charles Colgan, who during his 40 years in the Senate helped appropriate $1.2 billion for higher education.

Davis, a former Fairfax County Board of Supervisors chairman who served seven terms in the U.S. House of Representatives, ribbed Colgan a little, noting the senator had retired “undefeated and unindicted.”

Home sales blossomed across the commonwealth in April, according to new figures, and median sales prices were up slightly as demand started to outpace supply.

A total of 9,945 residential properties went to closing statewide during the month, up 8.5 percent from 9,169 in April 2015, according to figures reported May 19 by the Virginia Association of Realtors (VAR).

“Virginia’s real estate market is roaring with the start of spring,” said VAR president Bill White. “Sellers are well-positioned to capitalize on increasing demand, while buyers are able to take advantage of sustained low interest rates.”

The median sales price of all properties that went to closing during the month statewide was $265,000, the highest since last July and a 1.9-percent year-over-year increase.

Add up the transactions and prices, and total sales volume for the month stood at $3.23 billion, an increase of 9.6 percent from a year before.

Homes that went to closing during April spent an average of 70 days on the market between listing and ratified sales contract, down from 77 days a year before and the lowest (best) since last summer.

Figures represent most, but not all, homes that sold during the period. All figures are preliminary.

New graduates of the commonwealth’s largest institution of higher education are on the launch pad for a lifetime of exploration.

“There is literally no limit to how high you can go,” said Jill Biden, the wife of Vice President Joe Biden, at the 50th-anniversary commencement of Northern Virginia Community College, held May 14 at Jiffy Lube Live in Bristow.

About 7,600 students were eligible to participate in commencement, having earned degrees or certificates over the past year.

“Graduation from college is an extraordinary achievement, so cherish the moment,” Biden said. “A community-college education can truly change people’s

lives. I believe in you; always believe in yourselves.”

Biden has a very direct connection with the college; since 2009, she has been a professor of English at the Alexandria campus while juggling a host of other duties, from advising President Obama on education issues to doting on grandchildren.

Brittany Spivey, the student representative to the NVCC College Board, called Biden a role model, and saluted her for “bringing attention to the critical role of community colleges, which educate nearly half of all undergraduates” in the nation.

“Community college is a truly egalitarian institution,” Spivey said, “which allows people from all backgrounds to pursue their American dream.”

The two-and-a-half hour commencement ceremony started during an unusu-

ally chilly mid-May afternoon and continued into the early evening. After shaking hands with thousands of new grads, college president Scott Ralls, noting both the time and temperature, cut his own end-ofprogram remarks short.

“Go out and inspire others like you have inspired us,” he encouraged the newly minted graduates. “Inspire others to reach their heights.”

The commencement ceremony was the first for Ralls, who last year succeeded longtime college president Robert Templin Jr. The ceremony featured comparisons

between the first graduating class and the most recent: • In 1967, there were 82 graduates; in 2016, 7,662.

County Board Members Tap Brakes on Task Force SCOTT McCAFFREY Staff Writer

Arlington County Board members on May 17 put on hold – they say temporarily – a proposed blueCOUNTY ribbon task force was designed to BOARD that provide guidance on NOTES strategic planning.

Appointment of panel members was delayed until July after County Board members received complaints that the proposal was ill-conceived, duplicative and not in keeping with the Arlington Way planning process.

Board Chairman Libby Garvey had announced creation of the task force in April. A month later, she acknowledged that there had not been enough public vetting.

“This board was comfortable with it, and we assumed others would be, as well,” Garvey said May 17. “We neglected to think well about how this would look and feel to the greater community. Clearly, it looked like we sprang it on everyone.”

The proposal was criticized by a wide swath of the civic establishment, from members of the Planning Commission and Community Facilities Study Committee to the Alliance for Housing Solutions.

“The community has said our April vote was flawed,” said County Board Vice

Chairman Jay Fisette, who was critical of the original idea in April but ultimately voted to support it.

“I remain skeptical, yet I am glad that the process will be open,” Fisette said in sponsoring a motion to delay appointment of members and to revisit the panel’s “charge” that will guide deliberations.

The issue also has made its way into local politics, being criticized by Erik Gutshall, vice chairman of the Planning Commission and Garvey’s lone challenger in the June 14 Democratic primary.

Garvey on May 17 reiterated her belief that the problem was not with the task force concept, but with what she called “a fair amount of confusion” among the public.

The group, she said, is “simply an attempt to get some good advice – advice we plan to thoroughly vet with the community.”

Critics of the idea say the County Board is hardly lacking in advice, from its statutory advisory panels to the Community Facilities Study Committee, which spent 10 months looking at some of the very issues the blue-ribbon panel is designed to cover.

That committee was “a model process, with compelling and serious recommendations to guide our future,” Fisette said.

jective. Critics of the idea have voiced concern such a plan could focus on core services and jeopardize the government’s commitment to secondary issues, like affordable housing.

Unlike most of her predecessors in the rotating position of board chairman, Garvey did not announce any yearlong initiatives during the board’s Jan. 1 organizational meeting, saying she did not like the concept.

Under the blue-ribbon plan, every County Board member would appoint one member, while the county manager and school system would appoint one each for a total of seven.

In announcing the idea in April, Garvey seemed caught by surprise when County Attorney Stephen MacIsaac said the panelists would be required to abide by the Virginia government’s open-meeting laws, rather than ruminate in private.

Should Garvey be defeated by Gutshall in the June 14 primary, she would continue to serve through the end of the year, but whether she could convince colleagues to resurrect this proposal would be an open question.

County Manager Seeks No Additional Funds for Aquatics Center: Arlington County Manager Mark Schwartz fulfilled a pledge on the Long Bridge Park aquatics center, saying the project can be completed without going to voters for a third round of funding.

“We’re not requesting any additional resources” and should be able to move the project forward with funds already approved in referendums, Schwartz told County Board members on May 17, opting not to include a request for additional cash in his 10-year capital-improvement plan.

square-foot aquatics complex – down from 116,000 square feet – that would cost $40 million to $44 million to build (not including design, project-management and contingency fees). He was following up on a March 2015 County Board directive, calling for staff to revisit the aquatics-center concept after it had been put on hold by then-County Manager Barbara Donnellan.

In 2004, county voters approved bond funding for the entire Long Bridge Park complex in Crystal City, but higher-thananticipated costs, and a more grandiose concept of what the facility should be, led government leaders to put more funding for the facility on a 2012 park bond.

Voters approved the 2012 bond, but sent a warning shot over the bow: Its margin of victory – 63 percent – was about 20 percentage points lower than for several other bonds on the 2012 ballot, including those for schools and Metro.

From there, things got worse for the effort to build the facility. Estimated costs both for construction and operation ballooned, and the aquatics center joined Artisphere, the Columbia Pike streetcar system and “million-dollar” bus stops as symbols of the Arlington government’s capital-spending overreach.

The streetcar was killed in 2014, the Artisphere followed shortly thereafter, and bus-stop designs were revised to lower costs.

In order to salvage the world-class aquatics-center design, Arlington officials hitched their wagon to the regional effort to win the 2024 Summer Olympics, but the movement sputtered and died.

Its eventual location remains an open question, but it appears funding to design a new Fire Station #8 will go to Arlington voters in November.

County Manager Mark Schwartz has proposed including the design funds as part of a package of projects totaling $177 million in a series of bond referendums.

Schwartz unveiled his request – which will help fund a 10-year, $2.8 billion capitalspending plan – on May 17.

The package first goes to the County Board, which is likely to vote on it in July.

It then is forwarded to the Circuit Court, which has the final say on ballot placement.

Voters are likely to go along with whatever is placed in front of them; in recent years, most Arlington bond referendums have passed with support of 75 to 80 percent of voters, and even controversial

ballot measures (such as the 2012 parks bond that included more funds for a Long Bridge Park aquatics center) collected more than 60 percent of the vote.

Under Schwartz’s proposal, construction funds for a new fire station would be included in a future referendum, likely in 2018. Total cost estimates range from about $14 million to $19 million, depending on whether the station is moved to Old Dominion Drive or razed and rebuilt on its current location on Lee Highway.

The county government’s Fire Station #8 Task Force, which is slated to present its recommendations to the County Board by the end of the month, favors the razeand-replace option, the more expensive of the two.

While the advisory panel split on that decision, members were unanimous that a larger four-bay station would be more cost-effective, in the long run, than a Continued on Page 22

the Status of Women has named Diane Kresh, Rebecca Carpenter and Susan Senns as recipients of the 2016 Women of Vision Awards, to be presented next month.

Kresh has served as director of the Arlington library system since 2006. “She lives out her woman-empowering philosophy in her position by offering flexible work schedules, teleworking options, and generally encouraging women to seek balanced lives, ceaselessly pushing other women to advance their own careers,” commission officials said in announcing the award.

Carpenter is the founder and CEO of Sprout, an organic urban-agriculture company that “empowers Arlington residents to lead a garden-based lifestyle in order to create healthier families and communities,” commission officials said.

She also has founded several groups to support adoption.

Senns is a former Arlington teacher who serves on the board of the Arlington branch of the American Association of University Women, and has coordinated the organization’s STEM (science, technology, engineering and math) conferences for female students. “Susan is often identified by former students as a major influence, both preparing them for academic work and instilling the self-confidence necessary to do that work,” officials said.

The ceremony is slated for Tuesday, June 28 at 7 p.m. at the office of Arlington Economic Development, 1100 North Glebe Road, Suite 1500. Tickets are not required, but a donation of $25 per person is requested, and sponsorship packages are available.

Arlington Notes II ‘APAH’ RECEIVES PORTION OF $20 MILLION GRANT FUND: The Arling-

ton Partnership for Affordable Housing (APAH) will receive grant funding of $500,000 over the next two years as part of a $20 million national initiative aimed at establishing new approaches to economic challenges.

The grants are supported by the Community Progress Makers Fund of the Citi Foundation.

“Quality housing is the critical first step to creating a stable foundation for low-income Arlington residents,” said Nina Janopaul, CEO of APAH. The grant funding will help the nonprofit group “develop urgently needed affordable housing and will expand our partnerships with organizations across the county to help low-income families succeed,” Janopaul said.

Brandee McHale, president of the Citi Foundation, said recipients of the grant funding “have a track record of implementing solutions that work for their communities because they know the people there, understand what resources to tap and, most importantly, feel deeply invested in the places where they live and work.”

PARKS CHIEF WINS PRESTIGIOUS CERTIFICATION: Paul Gilbert, executive

director of the Northern Virginia Regional Park Authority (Nova Parks), has

been credentialed by the International City-County Managers Association, the highest level of certification in local government.

Only about 1 percent of eligible government leaders worldwide have received the credential. It is based on work experience, educational attainment and commitment to high standards of integrity.

“We have long known that Paul is a high-performing leader. It is nice to have this recognition . . . acknowledging his abilities and accomplishments,” said Stella Koch, chairman of the park authority.

Nova Parks owns and operates 32 regional parks, totaling 12,200 acres, in its participating jurisdictions across Northern Virginia. During Gilbert’s 11 years with the agency, parkland has expanded by 2,000 acres, while revenues from enterprise efforts have nearly doubled.

The park authority generates about 85 percent of its operating funds through operations, with the remaining 15 percent from contributions made by the six participating jurisdictions.

NEW RABBI SELECTED FOR KOL AMI SYNAGOGUE: Rabbi Gilah Langner has

seen selected as the new spiritual leader of Kol Ami, an affiliate of the Jewish Reconstructionist Movement.

Langner will succeed Rabbi Leila Gal Berner, who has served as rabbi at Kol Ami since its founding in December 2000.

She will retire over the summer and become the congregation’s rabbi emerita.

Rabbi Langner has worked with nine congregations since ordination as a rabbi in 2003, has served as principal both at the Shoreshim Hebrew School and the Kehillah Chadasha Hebrew School, and has co-directed the Washington Jewish Healing Network.

Sales Strength Continues to Face Headwinds Relentless supply constraints and home price growth outpacing wages are testing the patience of homebuyers this year, but existing-home sales are still on track to come in at their highest pace since 2006, according to an economic forecast forum at the 2016 Realtors’ Legislative Meetings & Trade Expo.

According to National Association of Realtors’ chief economist Lawurence Yun, monthly existinghome sales were uneven in the first quarter but still came in at a seasonally adjusted annual rate slightly higher (5.29 million) than last year’s overall annual pace (5.26 million).

Demand has mostly remained strong – especially in the top job-producing metro areas – and is being upheld by mortgage rates near three-year lows and the 14 million jobs gained since 2010.

“The housing market continues to expand at a moderate pace in spite of the fact that home prices are rising too fast in some areas because of insufficient supply fueled by the grossly inadequate number of new single-family homes being constructed,” said Yun. “The good news is that pending sales in recent months have remained stable and should support a modest gain in home sales heading into the summer.”

Yun forecasts existing sales to finish 2016 at a pace of around 5.4 million – the best year since 2006 (6.48 million). After accelerating to 6.8 percent in 2015, the national median existinghome price is forecast slightly moderate to between 4 and 5 percent this year.

Although contract signings nationally have held steady for several consecutive months, Yun said regional differences are beginning to appear in places where home prices have appreciated the fastest – specifically in parts of the South and in the West.

Although data from the Realtors Confidence Index shows that home buyer traffic is still strong, demand is somewhat weakening from a lack of available inventory and the subsequent affordability pressures.

“Homebuilders need to significantly ramp up production so that more existing homeowners can trade-up and list their home for sale,” added Yun. “Otherwise, inventory shortages will continue and demand could soften even more in some areas.”

Arlington’s Home Sales Up, Prices Down in April Lower year-over-year sales prices were offset by higher total sales across the Arlington real estate market in April, leading to a modest uptick in total sales volume for the month.

A total of 258 properties went to closing in April, according to figures reported May 10 by RealEstate Business Intelligence, an arm of the local multiple-listing service. That’s up 7.1 percent from the 241 transactions a year before.

But the average sales price of all properties was down 3.8 percent to $617,585, with declines posted in all three segments of the market: • The average sales price of single-family homes declined 4 percent to $897,451.

• The average price of attached homes, such as townhouses and rowhouses, was down 9.4 percent to $437,544.

• The average sales price of condominiums was down 10.1 percent to $405,546.

The median sales price of all homes that sold during the month was $549,950, a decline of 4 percent from a year before.

There were 29 million-dollar-or-more transactions during the month.

Add up the sales and prices, and the total sales volume of $159.3 million in April was up just under 3 percent from a year before.

Add it all up, and the total sales volume in April stood at $1.09 billion, up 10.3 percent from $991.4 billion a year before.

Homes that went to closing in April spent an average of 48 days on the market between listing and ratified contract, up slightly from 47 days a year before, and garnered 98.1 percent of original listing price, unchanged from a year ago.

Of homes that went to closing, conventional mortgages were the method of transaction in 1,211 cases, followed by cash (214) and VA-backed loans (210).

At the end of the month, there were 5,128 properties on the market, up 3.5 percent from a year before.

Where is the market headed? Signals look good, with both homes coming under contract and pending sales in positive territory compared to a year before.

Police Beat ARMED ROBBERY: n On May 18 at 5:22 p.m., a man brandished a handgun at the employee of a store in the 5000 block of Columbia Pike and demanded cash. The suspect then fled the scene with cash.

The suspect is described as a black male, in his 30s, 6 feet tall, 180 pounds.

ABDUCTION WITH INTENT TO DEFILE: n On May 7 at 11 p.m., officers responded to an apartment in the 900 block of North Stafford Street to speak with a woman who reported that she had been held against her will.

According to police, the victim said she had met the suspect earlier in the evening and returned to his apartment, where he attempted to restrict her from leaving by physically restraining her.

The suspect – 27-year-old Temidayo Adebanjo Obayomi of Arlington – was arrested, charged with abduction with the intent to defile, and was held on a secured bond.

MALICIOUS WOUNDING: n On May 7 at 4:04 a.m., police responded to a report of a fight in the 2400 block of South Lowell Street.

Investigation determined that the initial assault occurred outside a bar in Fairfax County, and that participants in the incident then drove to Arlington where

the fight continued and two victims were pepper-sprayed. The suspect left the scene in a vehicle with four other people.

The suspect is described as a black female, in her 20s. n On May 10 at 1 p.m., a verbal altercation in the 800 block of South Greenbrier Street escalated when a man grabbed a woman by her hair and held a knife to her neck, police said.

The victim suffered a laceration to her hand, and was transported to a local hospital with non-life-threatening injuries.

The suspect – 21-year-old Darbin Barrera Corado of Arlington – was arrested, charged with malicious wounding and was held without bond. n On May 13 at 1 a.m., a verbal altercation in the 2800 block of Wilson Boulevard escalated when a man was struck in the face by a beer bottle, police said.

The victim suffered non-life-threatening injuries and was treated on the scene.

The suspect – 24-year-old Tarik Bellamine of Arlington – was arrested, charged with malicious wounding and was held without bond.

ASSAULT ON POLICE: n On May 8 at 1:40 a.m., officers responded to a report of an allegedly intoxicated individual attempting to regain entry into a restaurant in the 2800 block of South Randolph Street.

Upon arrival of police, the suspect be-

The suspect – 39-year-old Debra Mae Edwards of Arlington – was arrested and charged with assault on police and drunk in public.

ROBBERY: n On May 18 at 11:10 a.m., two juvenile males approached a kiosk at a mall in the 1100 block of South Hayes Street and made conversation with an employee.

While talking, one of the suspects grabbed a phone out of the employee’s hand and fled the scene.

The suspects are described as black and in their early teens. One is described at 5’2” and 110 pounds, the other 5 feet tall and 90 pounds.

INDECENT EXPOSURE: n On May 16 at 5:18 p.m., a woman reported a man exposing himself in the 900 block of South Buchanan Street.

The suspect is described as a white male, in his 30s, 5’7”.

RECOVERED STOLEN AUTO: n On May 19 at 4:44 p.m., officers were responding to a report of a suspicious person in the 2600 block of 16th Street South. Police determined the suspect was operating a stolen vehicle; the suspect and two others were arrested.

The first suspect – 36-year-old Rodrigo

Miranda of Arlington – was charged with receiving stolen property, grand larceny, conspiracy to commit grand larceny, possession of cocaine and driving on a suspended license.

The second suspect – 34-year-old Andrew Lamont Tillman of the District of Columbia – was charged with receiving stolen property, grand larceny, conspiracy to commit grand larceny and possession of cocaine.

The third suspect – 51-year-old Donald Smith of no fixed address – was arrested and charged with grand larceny, conspiracy to commit grand larceny and possession of cocaine.

All three were held without bond.

BURGLARY: n Sometime between May 14 at 2:30 p.m. and May 16 at 6:41 a.m., a storage area in the 500 block of 18th Street South was burglarized. Transportation Notes REAGAN NATIONAL UP, DULLES DOWN IN FIRST-QUARTER PASSENGER COUNTS: A slight decline in passenger

counts at Washington Dulles International Airport for the first three months of the year was more than made up for by increased activity at Ronald Reagan Washington National Airport, according to figures reported May 16 by the Metropolitan Washington Airports Authority.

Counting both airports, the total passenger count of 9.7 million for the first quarter was up 3.2 percent, lower than the national average of 5.3 percent and held back slightly by the massive snowstorm of late January.

A total of 5.3 million passengers traveled through Reagan National in the first three months of the year, up 6.5 percent from the same period in 2015. At Washington Dulles, the total passenger count of 4.4 million was down 0.5 percent, with domestic travel showing a dip and international passenger counts rising.

County Board members will hold several work sessions over the next six months to consider Schwartz’s proposals for transportation and other bond referendums, with final action likely on July 19. Final authority to put referendums on

rejected, recommending that a fire substation be built in the far northern reaches of the county. While such a facility would cut response time in some areas, it also would cost about $10 million to build and millions more to staff.

Despite the perhaps inevitable tensions that developed during five months of task-force meetings, and the group’s inability to forge unanimity in its final

recommendation, the task force has garnered respect from those watching from the outside.

“You have been very open and fair; that’s all that we can expect,” said Richard Lolich, president of the Old Dominion Citizens Association, at the panel’s May 12 meeting.

The weather certainly has been a wet mess of late. Fortunately, the sloppiness hasn’t postponed multiple high school soccer and lacrosse matches as was the case in years past.

by Yorktown Patriots in girls and boys action May SOCCER soccer 19 earned the high school teams the Liberty Conference Tournament championships.

The No. 2 seed Yorktown girls (133-1) edged the top-seed Madison Warhawks, 2-1, at Washington-Lee in the title game for their sixth win in a row.

Later in the evening at the same venue, the fourth-seeded Yorktown boys team (8-6-3) nipped the second-seed Langley Saxons by the same score in the final.

The Yorktown boys knocked off the No. 1 seed Washington-Lee Generals in the semifinals. The Yorktown girls defeated second-seed W-L in their semifinal. Both Yorktown teams were 3-0 in the tournaments.

For the Yorktown girls in the championship game, Emily Talotta and Meredith Beam scored goals.

Beam scored the first on a free-kick situation from Kiely Westhoff for her fifth goal this spring.

“She crossed it and I headed it in,” Beam said.

Warriors Enjoy First Winning Season Since 1987 DAVE FACINOLI Staff Writer

The initial team meeting new head coach Mike Ruck had with his WakeWarriors high BASEBALL field school baseball team a couple of years ago wasn’t a positive event.

Only five players attended.

“I was a little worried about that,” Ruck said.

Things have progressed much better since that meeting, as the second-year coach has led a big turnaround of a program that had slumped to the bottom of

the standings, including records of 0-19 in 2014 and 2-13 in 2014, in the seasons before Ruck took the helm in 2015.

Wakefield was much more competitive last season, when the Warriors finished 6-14 and lost a number of close games, two by one run.

This spring, that success more than doubled as far as victories in Ruck’s second season. Wakefield finished with a 13-9 overall record after finishing fourth in the Capitol Conference Tournament.

The winning season is Wakefield’s first since 1987.

Among those 13 wins was a 3-2 walkoff home triumph in eight innings over

the Falls Church Jaguars in a first-round conference-tournament game to snap a four-game playoff losing streak. The home postseason game was Wakefield’s first since 2006.

“These guys are learning how to win and they expect to win,” Ruck said.

“They get more competitive all the time, and they are learning how it feels to be successful. They have really bought into what we want to do. They take reps before and after practice. It’s been a very good experience coaching them.”

The reason? Fake grass.

With the majority of high schools – public and private – across Northern Virginia now having artificial surfaces on their main rectangular fields, games go on as scheduled, despite the rain. These days, only thunderstorms and the odd snowstorm postpone those games.

The constant rain over the last few weeks would have caused big problems back when the majority of the fields were still natural surface. The fields would have been in soggy and slippery condition, most likely unplayable. Multiple contests would have been postponed or switched to other fields, with many scheduling backups and headaches. Practices also would have been cancelled.

From a scheduling and playing standpoint, the artificial-turf fields have been a terrific thing.

Baseball and softball, though, there is still an issue. With the exception of Stuart, high school fields in Northern Virginia are still grass. So daily game and practice postponements became a big problem in wet weather.

Some baseball games were switched to be played on artificial surfaces at Barcroft Park in Arlington or South County Middle School in Lorton.

Multiple games of a girls high school softball tournament were played in Maryland on the fake grass at the Academy of Holy Cross.

With talk of artificial turfing high school baseball and softball fields as well across Northern Virginia – although that likely will take many years – maybe natural grass for all high school field sports will become a things of the past.

That would be fine for scheduling purposes, but very sad for those who still enjoy the thrill of the grass.

O’Connell Wins Its 21st State Softball Championship DAVE FACINOLI Staff Writer

Having won their 21st state championship and fifth in a row, the Bishop O’Connell Knights celebrated with a visit to Dairy Queen.

The top-seed Knights (23-5) blanked No. 7-seed Norfolk Christian School, May 20 at the SOFTBALL 16-0, Dinwiddie Sports Complex in the title game of the Virginia Independent Schools Athletic Association Division I girls state high school softball tournament.

The high school team was 3-0 in the competition, outscoring those opponents, 31-0. The Knights celebrated the accomplishments prior to its ride home with a visit to Dairy Queen.

“We thought we had a chance to do very well in this tournament, because we have been playing well,” O’Connell

coach Tommy Orndorff said.

The Knights were 6-0 in the playoffs, previously winning their conference tournament.

Orndorff has always said playing a difficult regular-season schedule best prepares his team for the postseason and championship situations.

“We lost three tough 1-0 games during the regular season. We played well in all of those losses and grew from those losses,” Orndorff said. “In the end, all of that stuff works for you, carries over and helps in the postseason. Your team is put in tough situations. I don’t think people understand the importance of playing big regular-season games in biggame atmospheres.”

Against Norfolk Christian, O’Connell sophomore Kathryn Sandercock (17-5) pitched a no-hitter (one walk) and faced the minimum 21 batters for the second straight playoff game.

Catcher Jenna Spille threw out the lone runner, who had walked, when she tried to steal second.

The Knights took control right away by scoring six runs in the first inning, with Patty Maye Ohanian belting a homer. They added 10 runs in the second inning, then emptied the bench.

O’Connell shut out No. 4 Flint Hill, 8-0, in the semifinal, with Sandercock throwing a perfect game. It was her first seven-inning perfect game of the season.

“A perfect game is pretty impressive,” Orndorff said.

Sandercock struck out 12, including seven of the first nine batters she faced.

Flint Hill did not hit the ball out of the infield. Sandercock had just two full counts on batters, fielded four comebackers, and there were eight groundball outs.

O’Connell had nine hits. Ohanian

was 3 for 3 with three RBI, including a double and triple. Caitlin Jorae doubled and tripled and drove in a run, Sandercock had two hits and two RBI, and Leah Hammes and Elizabeth Hoeymans (one RBI) had hits.

In the first round, O’Connell won 7-0 over the No. 8 seed Paul VI Catholic Panthers. For O’Connell, Olivia Giaquinto singled, doubled, homered and drove in three runs; Hammes had two hits, including a three-run triple; and Sandercock threw a one-hitter, struck out 15 and walked five.

Also with the bat for O’Connell, Spille had a hit, as did Sandercock, and Hoeymans had a sacrifice fly.

Pelzer’s goal, on a header, came with two minutes to play.

“Billy Blake crossed it,” Pelzer said.

“I saw Will McCreary burst through the defense. I was able to head it in. I wanted to redeem myself from two earlier chances [that didn’t go in].”

“We defended well. We were organized. We wanted it more than they did,” Lusk said.

Hayden Kickbush was in goal for Yorktown and made key saves.

The Yorktown boys blanked Madison, 1-0, in the first round.

It was Wakefield’s second walk-off victory in three games.

Poythress pitched seven innings and Jamie Segui got the win in relief.

Wakefield scored its first run in the second inning when Noah Sampson singled, stole two bases and scored on a double by David Baron. In the fourth, Wakefield scored when Zachary Bako (two hits) singled and eventually came home on a ground out by Sampson.

In the tournament semifinal, Wakefield was nipped by top seed Marshall, 2-1. Heckler pitched a four-hitter, and Baron had one of Wakefield’s three hits and scored Wakefield’s run in the seventh.

“This team has been competitive in every game,” Ruck said. “They give their best. We don’t walk guys, we hold runners on and we don’t make a lot of mistakes.”

Wakefield’s season ended with a 4-2 loss to Stuart in the tounament consolation game. Jamie Segui threw a complete game for Wakefield. Karton doubled and Sampson (two hits) and Alex Stamatopolous had RBI singles.

The head coach credited assistants and twin brothers Tim and Pete Dougherty for being a big part of the team’s turnaround. Pete is an Arlington County police officer and Tim is a Secret Service agent.

School’s Valerie Marshall, undefeated this season, won the Liberty Conference Tournament girls singles tennis championship. Marshall defeated Maya Donkor of McLean, 6-2, 6-0, in the championship match.

Then, the No. 2-seeded team of Marshall and teammate Rachael Cooper won the doubles championship with a three-set victory in the final over the top-seed McLean pair.

In the boys tournament, Yorktown’s Tate Arevalo finished fourth in singles.

In doubles, Arevalo and Will Donahoe of Yorktown won the title with a two-set victory over the McLean pair.

“I continue to support all three positions,” Fisette told the Sun Gazette.

In addition to the County Board, the Arlington County Democratic Committee also last year voted to oppose the name, a vote that took place without audible opposition but with some audience grumbling.

Despite the new poll results, Democratic chairman Kip Malinosky said he stands by that verdict of his rank-and-file.

“The name should still be changed,” Malinosky said. “It’s rooted in bigotry.”

Offered the chance to take a swing at Democrats for their stance on the issue, Arlington County Republican Committee chairman Jim Presswood passed on

the opportunity.

“We have not taken a position on whether the Redskins should change their name,” Presswood said in response to a request for comment.

The Redskins organization is battling

efforts to remove federal trademark protections for the team name. If upheld in the courts, elimination of the protections would not force the team to drop the name, but would impact revenue from merchandising.
