DoD issues coronavirus guidelines By Defense Department
T
he Defense Department has issued guidance to personnel aimed at reducing the potential threat of the novel coronavirus. “I approved a directive apprising our forces about precautions they should take, how to recognize the signs and symptoms of the virus,” said Mark Esper, defense secretary. “The Department of Defense continues to work closely with our interagency partners as we monitor the situation and protect our Service members and their families, which is my highest priority.” Due to the threat of novel coronavirus, the Department of State recently adjusted a travel advisory for China to a Level 4, meaning people should not travel there. The department also has requested all non-essential U.S. Government personnel defer travel to China, in light of the novel coronavirus. Commanders of individually affected geographic commands will issue specific guidance to their forces. The Centers for Disease Control and Prevention also adjusted its travel advisory to a Level 3, recommending travelers avoid all non-essential travel to China. This outbreak is of high-risk to travelers and there are no precautions available to protect against the identified increased threat. DoD officials are monitoring the outbreak of the virus, first detected in Wuhan City, China; and is coordinating with interagency partners. DoD personnel are encouraged to follow guidance at defense.gov and cdc.gov and get international travel information from travel. state.gov.

That’s been pretty enormous for my family.” Womble noted one of their tasks is to standardize procedures throughout the military. “We would like it to be consistent across the enterprise, because we live in a world of joint bases; we live in a world where, by being in the military, you’re going to move from place to place. But, it’s as likely as not that your next installation will be a joint base operated by the Air Force or the Navy,” said Womble, adding it’s important that families know what to expect.

ouse Armed Services Readiness Subcommittee staff came to Belvoir, Jan. 30, with Lt. Gen. Douglas Gabram, commanding general, Installation Management Command, to better understand residents’ housing concerns and find the best way forward. Jeanine Womble and John Muller met with more than a dozen displaced Service members and spouses at the Officers’ Club to hear their experiences. Gabram, just a week into his new command, spoke to the complexities faced by the Army. “The challenge for us is to connect the dots and find a rootcause. That is what we’re trying to do,” said Gabram. A displaced Soldier addressed the staffers, and wanted to let
Muller noted that the latest Defense Authorization Bill included a new Tenant Bill of Rights, which will help set baselines, clarify residents’ rights, and set ground rules of who will pay for what. One resident said she was impressed with the garrison quality assurance inspectors, relating that, during a recent home inspection, an industrial hygienist answered her questions and said, for the first time, she had some security in knowing what was happening. According to Womble, Belvoir’s QA model is being used at other installations, so residents have an independent validator beyond the partner doing the work. Veterans twice as likely to be online scam targets Skimming uses a device that fits onto regular credit card machines, allowing scammers to steal the card information.

T
he internet is a powerful tool for veterans. It allows them to keep up with friends, access their benefits and shop. Unfortunately, former Service members are more likely than civilians to be targeted by online scammers while doing these things. Veterans are twice as likely to lose money to fraud because of identity theft; phishing; impostor scams; and investment, loan or donation deceptions. Many of these scammers target veterans to alter or access their government-provided aid, swindling them out of the money or benefits they have earned. This is a widespread issue. Nearly 80% of veterans say they have been targeted by scams due to their service, according to an AARP survey. These scams are diverse and range from phishing attempts to solicitations for fraudulent, veteran-focused charities. “Help the Vets” is one example of a fraudulent charity targeting veterans. It claimed to fund medical care and mental health services for veterans. An investigation found that “Help the Vets” spent 95% of donations on administrative costs and compensation for its founder. Just 5% of proceeds were actually used to

benefit veterans. Scammers and identity thieves also target financially stressed veterans with promising investment opportunities. Recently, a man defrauded about 2,600 people, including many pension-holding veterans, in a Ponzi scheme. The investor told the pension holders to make monthly payments and disguised them as cash flows. Identity thieves have developed lowand high-tech ways to steal veterans’ data, like shoulder surfing and skimming. Shoulder surfing requires that someone physically look over your shoulder to steal your password, PIN or credit card number.
Use unique passwords for online accounts. Re-using passwords increases the risk of cyber theft. Use multi-factor authentication, which combines more than one authenticator type, based on information users know and information users get. It also adds another level of security when veterans log in to access and manage VA services and benefits.
Identity theft prevention The VA stopped using Social Security numbers in its business processes and gives free credit monitoring to veterans and beneficiaries whose data was compromised by a VA breach. Veterans or beneficiaries of identity theft not caused by a VA breach can contact the toll-free Identity Theft Help Line, 855-578-5492, weekdays, 8 a.m.-8 p.m., ET. Veterans can find additional information on protecting their identity at va.gov/ identitytheft.

TikTok App never authorized for Army devices
TikTok is a popular short video application (app), owned by Chinese company ByteDance, that poses a potential national security risk through its ability to collect personal information from a user’s mobile device. By Army Office of the Chief Information Officer
I
n January 2017, the Army Chief Information Officer/G-6 published a policy memorandum entitled Mobile Application Authorization Process for Vetting and Analyzing Mobile Applications. The memo notified users of government-furnished equipment, including common mobile devices like iPhones and Androids, that only apps available through the Department of Defense
Commercial application vendors can seek approval for their app’s usage by starting the National Information Assurance Partnership evaluation process at any time. Testing is conducted by approved commercial testing labs accredited by both the National Institute of Standards and Technology and the NIAP. The NIAP evaluation process takes about 3-6 months and not all applications will be issued a validation report. When a validation report is issued, the app may be added to the compliant or approved products list and be made available for download. All mobile apps available on these sites have been vetted and approved by the proper authorities, the Defense Information Systems Agency and the Army Training and Doctrine Command. Commercial applications available through the Apple Store or Google Play that are not available through the DMUC MAS or TAG are prohibited from being downloaded and utilized on GFE devices.
Mobility Unclassified Capability Mobile Application Store or the TRADOC Applications Gateway are approved for downloading onto government-furnished equipment. While some commercial apps have been approved to use on government-furnished mobile devices and made available through the above sites, the TikTok app has never been authorized for use on GFE. Also, no efforts are underway to approve TikTok for use. All instances of TikTok on GFE must be removed immediately.

Frank Cohn: refugee, liberator, Army officer Editor’s note: Frank Cohn, this story’s subject, was a guest speaker at the Fort Belvoir Jewish Community Veteran’s Shabbat in 2019. He shared his story there and the Eagle decided to share it with a wider audience to honor the service of our World War II veterans.
“We landed on Oct. 30, 1938, and Nov. 9 was Kristallnacht, when Jewish homes, hospitals and schools were ransacked. Because of that, President Roosevelt issued an executive order that anyone in country would not be sent back, and that’s what saved us,” he said.
Time to serve Just a month after his 18th birthday, Cohn was drafted. “When we graduated from Basic, I went to the 87th Infantry Division. I tried to tell them I spoke German, but they didn’t want to listen at that point,” he said. Cohn was assigned to an Infantry replacement pool after the invasion, which eventually took him to Belgium. It was then the Army realized Cohn was a native German speaker, and sent him to a two-week intelligence course with other refugees. “The people I ended up working with were refugees who spoke German, and trained them for six months to become intelligence agents, so they never wore any rank, just ‘U.S.’ on their lapels,” Cohn said. Cohn, then 19, was part of an intelligence team with two officers, an NCOIC, a driver and one other refugee, Flo, the second German interpreter.

The Elbe River Cohn said he proceeded to Magdeburg, because the Russians were massing on the other side of the Elbe River. (That was the delineation that Eisenhower proscribed to keep U.S. and Soviet forces apart.) The captain takes Cohn across the river with him as interpreter, even though he doesn’t speak any Russian. “On the other side, you would have thought that the captain and I had conquered Western Germany by their reaction. The Russians hugged us, and kissed us, and gave me vodka, and I reciprocated by giving them cigarettes. “It took me years to figure out why we got such a warm reception; it wasn’t just because we were Americans,” he said. “When we were moving toward Magdeburg, we knew the war was over, because the Germans were surrendering to get something to eat. We knew nobody was going to shoot at us. The Russians had to fight all the way to the Elbe River. When they finally got to the Elbe, and they saw an American uniform, they realized there were no Germans in front of them, and they had survived the war. They were celebrating their survival,” he said.

A
Fort Belvoir Bulldogs youth football player has been selected as the installation’s Player of the Year by the Northern Virginia Football Hall of Fame, for exhibiting excellence on and off the field during last year’s county youth football league season, according to a recent NVFHOF press release. Mekhi Lynn, a running back on the 80-pound Central Division team, will be inducted into the Hall at the 30th annual awards banquet, March 8 in McLean.
Recognizing champions The NVFHOF is an organization that recognizes and promotes the special efforts of individuals from the local youth and scholastic football programs, and their collegiate and professional counterparts, according to the release. This recognition includes the inductees to the Hall of Fame that represents the history of the sport in the area, and current football players; coaches; cheerleaders; officials; administrators and other people who exhibit outstanding dedication to the sport from scholastic and youth-club ranks. “I feel very blessed and humbled that I was chosen for this award; it makes me very happy, Mekhi said. “I’ve played basketball since I was 5 years old here, as well as football, and have been in baseball the last two years; I like pitching in fast pitch. I love football, and it will stay a priority in high school and college. One day, I would like the opportunity to get drafted into the NFL.”

The app also gives users a chance to customize their exercises with minimal equipment, but, Feltwell said, it’s not meant to replace face-to-face coaching. “Being in the presence of someone who’s an expert, and learning from them directly has a much greater impact on improving a Soldier’s fitness,” Feltwell said.
Cyber security Combined with physical training, cyber security is another important argument for Soldiers to use the official Army PRT app. Unofficial, third-party apps could provide avenues for nefarious actors to steal user’s data, Feltwell said. This potential security breach is especially dangerous when Soldiers upload personal information, like their military occupational specialty, location and overall physical fitness level. “We make sure the applications are secure; the code cannot be hacked; and Soldiers’ data, whereabouts and personal information are safe,” said Matt MacLaughlin, Directorate of Distributed Learning-Army University Mobile Division chief. Although cyber security has been a top priority, the updated PRT app comes after the Army banned TikTok, a popular video-sharing app owned by the Chinese, from government devices. T
hroughout the intramural basketball season, Aerospace Data Facility-East has been steadily developing and refining its passing game and shooting proficiency, capitalizing on raw talent across the roster. On Jan. 28 at Wells Field House, with the championship tournament approaching, the squad brought to bear every newly polished asset in its arsenal to thoroughly dominate Office of the Chief Army Reserve, 57-30. As the undeniable keystone of ADF-E’s offensive precision, guards Tommy Stephens and Jesse Staton, kept OCAR scrambling with a rapid-fire passing game around the perimeter, connecting with Javon Rich and Rodney Clark for a series of buckets all over the hardwood. Center-forward, Steven Green, kept his team in possession with stellar boards at both ends of the court throughout the evening. Still, OCAR managed to keep to the task at hand in the second period, after taking to the bench at the halftime buzzer staring down a 30-point disadvantage. Guards Arthur Jones and Jasmine Wells employed a more cautious and strategic approach to the passing game
and opened up some much-needed opportunities down low for Brain Thomas and veteran shooting guard, David Haigler. Outside, shooting guards, LeTerrence Williams and Andre Ansley, succeeded in hitting a series of clean 3-pointers to narrow the deficit on the scoreboard. In the end, ADF-E’s offensive prowess, matched with its stellar application of man-defense, ultimately won the day, taking the team into the winner’s circle. The Intramural basketball regular season wraps up tonight, and the single-elimination championship tournament between the eight topseeded teams starts at 6:10 p.m., Tuesday at Wells. T
he 2020 Fort Belvoir House basketball season got underway with spirited matchups between the installation’s youngest up-and-coming athletes, Saturday at Wells Field House. The league, coordinated each year by Child and Youth Services, is comprised of young athletes who are learning the game and gaining the skills needed to compete on the Barracudas squads in the Fairfax County Youth Basketball League. FCYBL, the next stage in Belvoir’s youth basketball program, has four age divisions: 5-6, 7-8, 9-11 and 12-15, each year. While fun remains the focus in Belvoir’s House league, participants quickly discover the rewards of becoming better players and forging unit pride.
