The FINRA Foundation Military Spouse Fellowship Program offers free financial counseling accreditation to military spouses so they may, in turn, provide financial counseling and education to fellow members of the military community.
FINRA Foundation Seeks Applicants for Military Spouse Fellowship Military spouses can boost job skills with free finance certification

ow through April 19, military spouses can apply for the opportunity to earn a free financial counselor accreditation to help them find employment at any military installation or in the civilian sector. In partnership with the Association for Financial Counseling and Planning Education (AFCPE), Blue Star Families, and the National Military Family Association, the FINRA Foundation covers the costs associated with the program and offers military spouses the opportunity to earn a career-enhancing credential as an Accredited Financial Counselor. “Military families face unique financial burdens, and no one knows those challenges like military spouses,” said National Military Family Association Executive Director Joyce Raezer. “Thanks to the FINRA Foundation Military Spouse Fellowship program, military spouses are able to serve as financial educators in their community and help other military families meet their financial goals.
At the same time, these military spouses are able to build a flexible career that adds to their own family’s financial security.” Upon completion of the AFC certification, FINRA Fellows have the opportunity to support the military community as financial counselors at family readiness and support centers, credit counseling and tax centers, financial aid offices, and credit unions throughout the U.S. and abroad. Since it began, the FINRA Foundation Military Spouse Fellowship Program has provided more than 1,530 military spouses the opportunity to earn the AFC certification. he Fairfax County Fire and Rescue CERT Training program starts March 28. The program offers training to community members interested in learning how to respond in the beginning stages of a disaster. “CERT is a preparedness training program to plan, prepare and respond to all natural events, some manmade, plus technological incidents,” said Gary Smith, adjunct instructor for Fairfax County Fire and Rescue. “The garrison commander, five years ago, recognized that if troops were deployed and their families had taken the classes, the Soldier could have comfort knowing their family was prepared in the event of a disaster.” The free classes are offered at the Motorcycle Training Center on 18th Street over eight weeks. Each class is three hours, once a week from 6:309:30 p.m. and includes topics such as light search and rescue; disaster psychology; disaster preparedness and fire safety and utility control. Volunteer instructors lead the classes. “The program focuses on taking care of yourself first, your family second and your neighbors third,”

Smith said. “Your participation, once the classes for the basic program are over, helps keep your skills sharp, but taking one of the advanced classes improves your skill set.” One of the biggest effects of taking the courses is that people come together and help each other when emergency services are unavailable. CERT’s was created after the 1985 Mexico City Earthquake resulting in 10,000 deaths. Regular citizens tried to help rescue people but 100 of the untrained rescuers died. CERT started in the Los Angeles Fire Department. It is now overseen by the Federal Emergency Management Agency. You can learn more than 70 languages with its services, from the comfort of your home.
ave you been to the library? If not, you are missing out on a ton of free services for you and your family. “People just think you have the dusty books, but there is a ton of online resources,” said Katie Buxbaum, library technician and youth programming coordinator. She added that the Army MWR Library System has one of the world’s largest collections. “We’re evolving with what our customers need. We’ve gone more into the tech age,” she said about their emphasis with online resources. Here are 9 things you can do to take advantage of services provided by the Fort Belvoir Library (some don’t require leaving home):
1. No matter where you are, access online collections. Whether you have PCS’d or deployed, you’ll have access to the Army library system/’s large, online collection. “Your account is the same. You don’t lose access,” Buxbaum said.
3. Download books, audiobooks or magazines. The library offers electronic options to download to your tablet or phone with Overdrive and RBDigital and all for free and from the comfort of your home.
4. Prepare for big tests. The library offers online test prep LearningExpress: Test Prep. Tests include ASVAB, AP practice exams, DSST, GRE, MAT and SAT.
5. Entertainment for children, teens. The library offers three different Story Time events. There is the weekly Story Time, Wednesdays, 10:30-11:30 a.m. A science-themed storytime is on the last Tuesday of each month, 10:30-11:30 a.m. and the first Friday of each month, libraries
from the Fairfax County Library System hosts Story Time. For teens in grades 7-12, Buxbaum hosts teen activity nights every month. The next one is March 30 from 4-6 p.m. During each event, she does something different. Since Teen Tech Week is in March, Buxbaum said this month’s theme is a high-low tech night, where teens will explore old and new technology to see how tech has changed over many decades. “It’s a fun place to come and hang out on a Saturday,” Buxbaum said.
6. Get your computer and printing needs solved. The library offers 13 public computers, free wi-fi and a copier and printer.
7. Have another place to study or work. With its free wi-fi and study area, the library makes a great alternative to your desk at home or at work. You can also use the space as a home away from home to read and relax. Some furniture has power outlets, too, to recharge your devices.
8. Do your research. The Fort Belvoir Library offers online databases that allow access
to online journals, magazines and other sources that would otherwise cost you money to access.
9. Get your kids active in STEM.

Buxbaum said libraries are becoming more focused on Science, Technology, Engineering and Math activities. “We’re moving into that tech era and having programs introducing kids to programming at young age,” she said. The library recently hosted a Robot Rodeo, when kids were able to get hands-on with problem solving and coding. Buxbaum said they are planning more STEM programs.

elvoir’s Better Opportunities for Single Soldiers has a new leader, with the installation of Sgt. Melannieann Michaud, Protective Service Battalion, as president. Michaud was a BOSS representative while stationed in South Korea, where she volunteered a lot. The position of BOSS president was suggested to her because of her interest in being involved in many things, and because it would be a good fit, before she left active duty for the Reserves. “It’s good for those single Soldiers to get outside of their unit and see what’s to offer in D.C. You’re able to meet likeminded people when you volunteer,” she said about being involved with BOSS. Michaud added volunteering is a win-win situation for those you are helping, also. BOSS builds self-confidence, resiliency, and morale, Michaud said, which is essential for those in highstress jobs, like being a Soldier. It’s another place for Service members to seek advice and be able to feel comfortable being themselves. During her tenure as president, Michaud said she has four goals she wants to achieve to set BOSS up for success.

When Too Much Of A Good Thing Is Bad! By Directorate of Public Works Special to the Eagle
T
he Chesapeake Bay is the country’s largest estuary and the world’s third largest. An estuary is an area of water where saltwater from the ocean and freshwater from rivers and streams mix. The bay’s watershed encompasses D.C., and parts of Virginia, Maryland, Delaware, New York, Pennsylvania and West Virginia. Stormwater from this watershed flows into local streams that eventually enter the Chesapeake Bay. This means that activities in all of these locations, especially pollution, impact the bay and its water quality. Nitrogen and phosphorus are common pollutants from human activities that find their way into estuaries like the bay and cause poor water quality. These nutrients enter the Chesapeake Bay in many ways, including through sewaget r e a t m e n t p l a n t s, i n d u s t r i a l f a c i l i t i e s, a g r i c u l t u r a l f i e l d s, and lawn fertilizers. Forests and wetlands that once absorbed most of these pollutants and reduced their impact on the Chesapeake Bay have been replaced by farms, cities, and suburbs, increasing the amount of
pollution entering the bay. Nitrogen and phosphorous are particularly harmful, because they create a process called eutrophication, when too many nutrients enter a water system, the excess nutrients causes too much algae to grow on the surface. While some algae is good for the ecosystem, too much algae causes extensive harm in two ways. First, the algae consume all the oxygen dissolved in the water preventing other organisms, such as fish, from getting the oxygen they need. This leads to dead fish washing onto shores and suffering fishing industries because of reduced fish populations. Second, the algae blocks sunlight from penetrating the lower levels of the water, killing any aquatic plants that need sunlight to grow. Eutrophication can devastate an aquatic ecosystem and can sometimes affect human health, by causing red tides. The only way to prevent eutrophication is to reduce the amount nutrients polluting stormwater, which drains to local streams and here, eventually ends up in the Chesapeake Bay. T h e U. S . Athlete Inducted into NV Football HOF By Rick Musselman Sports Editor A Fort Belvoir Bulldogs youth football player has been selected by the Executive Board of the Northern Virginia Football Hall of Fame as Player of the Year for exhibiting excellence on and off the field during the 2018 Fairfax County Youth Football League season, according to a recent press release. Marcus Williams, a running back on the 80-pound Central Division 2 team, was recognized at the 29th annual awards banquet, March 3, in McLean, Va. The NVFHOF is an organization that recognizes and promotes the special efforts of individuals from the local youth and scholastic football programs, and their collegiate and professional counterparts, according to the release. This recognition includes the Inductees to the Hall of Fame that represents the history of the sport in the area and current football players, coaches, cheerleaders, officials, administrators and others exhibiting outstanding dedication to the sport, from the scholastic and youth club ranks. “This feels great,” Williams said. “It can be a challenge balancing sports with doing well in school.
But my father helps me do both.” His father is Chief Warrant Officer 3 Marcus Williams Sr., assigned to the Old Guard, 3rd Infantry Division, U.S. Infantry Regiment, at Fort Myer, Va. Like other outstanding athletes who have come up through Belvoir’s sports programs, Williams has some advice for players looking to follow in his footsteps toward this high distinction. “It takes a lot of heart and dedication to others,” he said. Each year, the NVFHOF has an awards banquet to publicly recognize these individuals. Inductees are selected in consideration of their special contributions and devoted service to the game. Player and cheerleader awards are based on leadership, dedication, conduct, character and scholastic and athletic achievements. In bestowing the awards, the NVFHOF strives to positively influence and reward the integrity, sportsmanship and character of the people and the game of football. The Ladies Golf Association of Fort Belvoir welcomes new and returning golfers to the 2019 season with its annual Membership Meeting, March 25, 9-11 a.m. at the Fort Belvoir Golf Club. Planners of the annual event aim to increase awareness of the organization in the community and invite female golfers to learn about the league and become active members. The LGAFB is open to all female
golfers eligible for membership at the Fort Belvoir Golf Club. Weekly play is Tuesday mornings (shotgunstart format) from April 2 through October. Annual dues are $65 for 18-hole group play and $10 for 9-hole group play. The LGAFB, formed in 1957, gives female golfers a chance to share their enthusiasm for the sport in a socially competitive environment, according to a LGAFB press release. For weekly play dates, groups are comprised of players from various flights, based on handicap, and winners get recognized, based on
their individual flights. The LGAFB also hosts several special tournaments at the Golf Club each year, including the Rally for the Cure tournament, which recognizes and contributes to Breast Cancer awareness; and the Member-Guest tournament, which gives members a chance to meet and interact with guests invited from a variety of golf clubs in the area.
