en. Mark Warner, Sen. Tim Kaine and Secretary of the Army Mark Esper visited Fort Belvoir, March 14, to meet with military families about housing conditions on post, and Army and garrison leaders’ plans to address and fix the issues. The senators are drafting legislation to allow tenants in Army contracted housing and Army leaders the authority to hold companies responsible for failure to maintain the housing, and to amend housing contracts. If the legislation is passed, companies who don’t resolve issues or meet expectations will not get paid.

Tenant Bill of Rights Esper is drafting a Tenant Bill of Rights that matches what offpost housing already has to abide by. “I applaud Secretary Esper and the Army,” Kaine said. “They have come up with a draft Tenant Bill of Rights, a bill of rights that allows

what they should be able to expect while living there. We’re going to be working on that and other initiatives with the Armed Services Committee to try to provide relief to these families.”

HOUSING INFORMATION Residents will no longer Levels of Escalation to Resolve be billed for utilities Housing Concerns Effective March 1, 2019, the Department of the Army has decided to suspend the Residential Communities Initiative (RCI) Energy Conservation Program until further notice. According to a memorandum from Assistant Sec. of the Army, Alex A. Beehler, residents in Army housing will no longer be billed or paid rebates associated with the program and administrative fees will no longer be charged.

It is our obligation to take care of our people — our Soldiers, families and civilian employees. If you have a housing issue that is not being resolved, we encourage you to elevate your concerns to Army leadership through the following levels of escalation.

Any rebates earned in February will be the last issued until the program is reinstated. Further, the program will not pursue existing delinquent utility payments associated with RECP. In the meantime, residents will still receive “mock” statements tracking consumption and energy usage for informational purposes only. Make it a Date “It’s great for future brides and grooms and their parents; planners and administrative staff,” said Trinetta Bowen-McClelland, the club’s catering director. “Taste of Belvoir is also ideal for date night.” The event is March 29, starting at 7 p.m., with hors d’oeuvres, dancing, a DJ and giveaways. “We love giving away things,” she said. In addition to a buffet dinner, Taste of Belvoir will have wine tastings and a cash bar. The buffet will feature some of the club’s most-popular items, including baked salmon, chicken and sliced beef tenderloin; freshly-baked desserts and gourmet popcorn. “We want to show you what we can to with amazing cuisine for your event,” Bowen-McClelland said.

F

ort Belvoir kids, ages 8 to 18, got the chance to participate in The Young Americans Performance Arts Program Monday to Wednesday. The program, hosted by Child and Youth Services, included three days of workshops where children and teens showed off their performance arts talents at the direction of cast members who are part of the show. The program culminated in the “Turn UP the Music” community production Wednesday night at Wallace Theater. The Young Americans, a charitable organization, began in 1962 by a group of people who wanted to promote “understanding and goodwill among people throughout the world through music, dance, performance, academic education, and cultural interaction among student members and their audiences,” according to its website. FBES staff learn about resources for military spouses, kids Compiled from the National Military Family Website

T

he National Military Family Association met with Fort Belvoir Elementary Campus staff, March 13, to discuss resources available for military children and spouses, including spouse scholarships to prepare them for meaningful employment. “We started to help survivors have benefits, and so we had military spouses come together and craft a plan to testify before Congress,” said Hannah Pike, Military Families Programs director for NMFA, about how the organization began. “From then, that just spurred on this legislative initiative for us to serve military families and not just the Service member, but to not forget the spouses and the children who serve as well.” The organization, in its 50th year, has grown with a diversity of programs and resources to benefit military families. The spouses’ scholarship, for example, helps spouses seeking to finish their education or develop a business.

Military Spouse Scholarships NMFA scholarships can be used for a variety of educational and employment pursuits. Scholarship funds on average are $500-$1,000 and can be used towards degrees, certifications, licensure, clinical supervision for mental health licensure, CEUs, business expenses and more. Any spouse eligible to hold a military ID is eligible and applications are open now. Lisa Sambat, pre-school specialized teacher and NMFA scholarship recipient, said the scholarship she was awarded was a “huge” blessing, since she was paying for graduate school on her own. In addition to scholarships, NMFA offers professional Networking Groups. The goal of these networks is to ease the transition from undergraduate and graduate school, through state-issued certification, and into rewarding careers.

Operation Purple Camp NMFA also runs Operation Purple Camp, which offers military kids a free week of camp where they connect with other kids, just like them. OPC welcomes children from all uniformed services, including National Guard, Reserve.

Defense Threat Reduction Agency, with more Commander’s Cup trophies than any other unit on post, kicked off the FY19 volleyball season in customary fashion, sweeping the 249th Engineer Battalion 3-0, March 12 at Wells Field House. D T R A’s l i n e u p o f v e t e r a n athletes, including Greg McIntyre, Christie Myers and Dave Petersen; along with spike specialists, Josh Slay and Miguel Cotto, burst from the starting gate with an offensive onslaught that resulted in a 9-point advantage scarcely three minutes

into the contest. Capitalizing on their teammates’ picture-perfect bump-and-set choreography, Slay, Cotto and McIntyre repeatedly drilled the ball to the floor for scores. The building momentum quickly propelled DTRA to a 21-11 victory to open the three-match series. But, the Engineers came roaring back in the second exchange, staying within 2 points of their legendary opponents with a revamped offensive approach spearheaded by Joshua Barninger and Marcus Young at the net. Soldiers, civilians try out for post-level softball By Rick Musselman Sports Editor Despite cool, breezy conditions, more than 20 military and civilian Fort Belvoir community members converged on North Post Field, March 13 to try out for positions on the installation’s 2019 postlevel, coed softball team. According to Justin Fitzgerald, Fort Belvoir’s intramural sports league coordinator and sports facility manager, the aim of the softball program is to give more accomplished players another chance to compete outside of the annual Commander’s Cup intramural league. “We play in the Fairfax County adult league and we’re hoping to build it up to a WAMAC ( Wa s h i n g t o n A r e a M i l i t a r y Athletic Conference, a highly competitive sports program for military personnel assigned to duty stations across the Military District of Washington) level,”

he said. “Anyone who is assigned or attached to Fort Belvoir can participate in this.” “We’ll wrap up tryouts and practices March 31 and the official season will start in early April,” added Head Coach Jason Naputi. “In addition to our regular games, we’ll play one tournament a month. At the end of August, we’ll travel to Florida to play in the Military Worlds Championship.” The teams are open to active d u t y, R e s e r v e, r e t i r e e s a n d civilians who work on Fort Belvoir. The prospects spent the evening working on infield and outfield drills, demonstrating their ability to take and maintain control of the ball in their throws to the bases, and dialing in their prowess from the batter’s box. With the end of the 2019 CYS House Basketball League regular season fast approaching, teams across the age divisions are wowing spectators with high-intensity displays of offensive precision and defensive dedication. “When the teams get to this stage of the season, they’ve got some real skills and the games get really competitive,” said Jerry Arrington, CYS sports and fitness director, during the action-packed games, Saturday.

In the 10 a.m. time slot, the Sonics and Cavaliers treated coaches and parents to a low-scoring defensive contest that went right down to the final seconds, with the Sonics emerging on top, 9-8. In the follow-up showdown the Wildcats unleashed a late second-period scoring rally to down the Dragons, 24-19. House league games are played on Saturdays at Specker Field House through April. DTRA, clearly recognizing its opponent’s increasingly dangerous precision in the backcourt and at the net, focused all efforts on defense. The adjustment paid immediate dividends when a string of saves by Cotto, Petersen and Myers enabled Slay and McIntyre to regain the edge with another run of spikes that ultimately resulted in a 21-11 match-3 victory and the 3-0 series sweep.
