New commissary opens on Belvoir

Larger store meets LEED Silver standards By Adrienne Anderson Staff writer Excited shoppers stood in line on a cool morning last week to be the first to shop at the new Fort Belvoir Commissary, which had its grand opening and ribbon-cutting ceremony, March 30. The new commissary is next to the Exchange on Belvoir, not far from the now-closed old Belvoir Commissary. “Today and every day, it is our goal to make your shopping experience something you look forward to,” said Joseph H. Jeu, director and CEO of the Defense Commissary Agency. “It’s not enough to just have a new facility and low prices, it is our goal to provide you with great customer service.” The military grocery store, which meets LEED Silver standards, features 82,000 square feet of space, 30,000 more than the one it replaces, which was built in 1981. The store has 33 checkouts, including eight self-checkouts. The $30.8 million project also has a Living Well Corner, for more health-conscious shoppers, with more than 1,500 glutenfree, non-GMO (genetically modified organism) and organic foods. According to the DeCA, the store annually ranks tops in sales among all stores. Last year, sales exceeded

$87 million. The construction project was paid with surcharge funds on commissary shoppers’ grocery bill, and not tax dollars. The commissary serves a customer base of more than 250,000 within 20 miles of Belvoir. Donna Hill was one of many shoppers waiting to get into to shop. “It’s going to be more convenient,” she said. “I would rather come here than to go somewhere like a Whole Foods or Fresh Market if they’re in that same realm.” Although she shops at the commissary, she also visits off post grocery stores to see what they have. But, with the changes to the commissary to compete with other stores, she said she’d continue shopping on post. Another shopper, Madeleine Bogdanowicz, wanted to be there for the store’s grand opening and wasn’t disappointed. She said she was amazed by the commissary’s new look. “It’s so much bigger and better than the old one,” she said. Col. Sexual assault and harassment victims suffer from invisible wounds that last a lifetime, said Lt. Gen. Gwen Bingham, assistant chief of staff for Installation Management, during the Sexual Assault and Harassment Prevention and Awareness Month proclamation signing. The event was hosted by Fort Belvoir’s Sexual Harassment/Assault Response Program. “We are here to defeat and eradicate sexual assault and sexual harassment, when and where it exists,” she said, adding that sexual assault and harassment pose asymmetrical threats to the military and harm readiness and trust. Bingham challenged the audience to stand up to sexual harassment and assault and not be an idle bystander, because it’s everyone’s responsibility. Over the past couple of years, the military has made many strides to reduce cases, including an increase of incidents reported and an overall decline of cases since 2010. Although most of the victims are women, Bingham noted that men are also victims. Continued on Page A12.

April: Month of military children By Adrienne Anderson Staff writer Fort Belvoir celebrated the 31st Month of the Military Child and Child Abuse Prevention Month with a spaghetti dinner to treat its many military families. Berry Patrick, MWR director, said MWR’s mission is to provide a healthy and nurturing environment for military children. “This is your night to celebrate,” he told families Monday. Col. Angie Holbrook, U.S Army Garrison Fort Belvoir commander, said military children are the most resilient people who support their parents through many conflicts and deployments. “They are always there to welcome us back,” she said. “Your parents are amazed at what you are able to take on.” Lt. Col. Kevin Stonerook and his wife, Jillian, along with their young daughter came out to enjoy a meal. Jillian said this was their first time attending such an event. “There are a lot of unique challenges that a military child has to go through. It’s nice to see their sacrifice is also being acknowledged,” Kevin said.

Other MoMC events during April include: Wear Purple Day, April 14. Everyone is encouraged to wear purple to show support and give thanks to military children for their strengths and sacrifices. Military Child Appreciation KidFest, 10 a.m. to 2 p.m., April 22, School Age Center. The free event has games, prizes, food and crafts. Parents of CDC children can check with their child’s CDC to find out about separate, parentchild events they can enjoy with their children during April.

Get to know your SLO School liaison officers should be first call By Adrienne Anderson Staff writer Fort Belvoir School Liaison Officers work behind the scenes to get military families’ needs met when it comes to education, but they want parents to know they are available with options and possible solutions for your child’s educational needs. Wendy O’Sullivan and Jamie Albers provide services to military families in Fairfax and Prince William counties and Manassas City Schools. All service branches can use Belvoir’s SLO’s services. Parents who are not in either county or area can also contact the Belvoir school liaison officers, who will give them local resources. Common issues the school liaison officers deal with include transferring to new schools during a permanent change of station; homeschooling and coordinating between military families and other agencies. O’Sullivan and Albers make sure parents know what to expect in a new school district or state – what they need to do for their children to succeed, like making sure high school students have the proper credits and classes to graduate on time. Communication is key for everyone involved, O’Sullivan said. For example, they help parents understand the Interstate Compact on Educational Activities for Military Children, O’Sullivan said. The compact supports military children’s educational needs by giving them uniform treatment between school districts and states, making it easier for them to continue their education without disruption, especially during a relocation. All 50 states have signed the compact, but it’s important for parents to understand what it is and how it can help their children. “We want to help parents learn how to educate themselves,” she said. “We want to make sure our families can effectively use (the compact).” SLOs help school districts understand the best ways to implement the compact as well, she said. They have also helped create the Kinder Tours for parents and children in pre-kindergarten and the Child Development Centers on Bel-

Families with young children tour Fort Belvoir Elementary School to learn about what to expect as they make the move to elementary school. “The SLO should always be on their radar … definitely when they PCS out, we can make the transition easier,” O’Sullivan said about parents. “We don’t always give the answer they want, but we provide options.” For parents whose child goes to school off post, filling out an Impact Aid Form from the school can help school districts that have large military populations. By identifying the schools with heavy military populations, the school districts might be able to get Impact Aid grants. For example, Prince William County school district has received funds for its Science, Technology, Engineering and Mathematics program, while Fairfax County school district received money for its math programs. O’Sullivan advised parents who are going to get new orders or have received them to reach out to the SLOs as soon as possible. Parents should also contact them if their situation changes. “As soon as something’s going to affect their child’s education, they should call us first,” O’Sullivan said. “It’s never too late to be proactive.” For more information email jtamie.albers2.naf@mail.mil or ena.w.osullivan.naf@mail.mil.

Ladies Golf Association kicks off season By Rick Musselman Sports Editor The Ladies Golf Association of Fort Belvoir welcomed new and returning golfers to the 2017 season with its annual Membership Meeting, March 28 at the Fort Belvoir Golf Club. The annual event aims to increase awareness of the organization in the Belvoir community and to invite female golfers to learn about the league and consider becoming active members. The LGAFB is open to all female golfers eligible for membership at Fort Belvoir Golf Club, and interested players can join at any time during the season. Weekly play (shotgun-start format) is every Tuesday morning, beginning in April and running through the last Tuesday in October. Annual dues are $65 for 18-hole play and $20 for 9-hole play. Bea Burdick, LGAFB president, opened the meeting with an overview of the organization’s membership details, play schedule and general goals. Tim Coolican, Belvoir Golf Club director, and Fort Belvoir PGA pro instructor Fritz Diekmann, then hosted a brief informational session during which they discussed the aims of Belvoir’s golf program, new membership opportunities, play requirements for the season, score-card protocol, and recent course improvements. Belvoir CDC students to take fitness challenge By Rick Musselman Sports Editor Pre-kindergarten age students from Fort Belvoir’s Child Development Centers will once again get a chance to demonstrate their commitment to physical fitness and healthy living when they compete in the 2017 Fitness Challenge, Friday at Specker Field House. Spring is finally here (at least officially) and everyone’s thoughts are turning to the soul-restoring prospects of warm temperatures, budding trees, weekend trips and a return to the outdoors. While I’m in the same optimistic mood, I have to say that spring, for me, also ushers in the beginning of what I’ve come to see as the most hazardous duty I perform every year, during which I must maintain the same levels of vigilance and strategic planning that workers in heavy industry do. In other words, it’s volleyball season and anyone who’s read this paper for a while will understand the unsettled disquiet and sense of impending doom that walks into the field house with me every night. Some time ago, I expressed my concerns about the frightening possibilities inherent in any volleyball match series between teams of aggressive military players; indeed, it took me three consecutive columns to fully explain those possibilities (as well as the many times I’d fallen victim to them when I dared take my mind off the game). Now that another season has arrived, I thought it might be useful to revisit the topic, if anything, to recondition my head into exercising the extreme caution that no other Commander’s Cup sport in the annual series requires of a sometimes flighty and easily distracted sports editor. I mean some of those serves and spikes actually produce wind that can permanently part your hair when they whistle an inch over your head. Every season up until now, I’ve managed to greet a rocketing volleyball with the side of my face or the back of my head. While it’s not as much a matter of getting injured physically, those show-stopping incidents can have a gruesome effect on self esteem and the air of confidence and professionalism one’s spent years refining. Having to keep your eyes on literally everything that moves, you can imagine the effort it takes to cover these matches without looking like a complete idiot (or a chicken). At any rate, I’ve never once asked anyone to “keep me in their thoughts and prayers,” but this time of year, I figure it couldn’t hurt.

DTRA-A defeats CMRL 3-0 in volleyball By Rick Musselman Sports Editor Rankings-leading 18-3 Defense Threat Reduction Agency – Team A, once again gave spectators an exhibition of the renowned unit cohesion and athletic consistency that has established it as the most successful organization in the annual Commander’s Cup title race when it swept past Countermeasure Research Laboratory, 3-0 in a late-season intramural volleyball match series, March 27 at Wells Field House. Veteran DTRA spike specialists, Jon Goe, Dave Petersen and Greg McIntyre, led the opening onslaught with a series of rocketing scores, taking repeated advantage of the textbook sets by Zachary Teron, Christie Myers and Brian Polser at the net. Team coach Carol Silverthorn added to her team’s opening effectiveness with a series of spot-on serves that kept DTRA in possession for the bulk of the first match. Despite the growing imbalance on the scoreboard CMRL remained committed to staying in the game with a trio of scores from Zac Vavrek and Michael Klausing, courtesy of the bump-and-set skills of J.J. Schaff and Richie Fetter. But the DTRA momentum continued to build after another three scores from McIntyre

and Goe and a string of above-andbeyond saves by Pedersen and Myers granted their squad a 7-point lead. When the dust settled DTRA had booked a solid 21-11 first-match victory and wasted no time repeating it’s nearly indefensible performance in the remaining two matches. Utilizing its proven combination of strategic bumps and sets in the kill zone and the high-flying spikes of Goe, McIntyre and Petersen, DTRA hammered away at CMRL for the balance of the evening, defeating their opponents 21-9 in the second match and crowing the series with a 21-9 win in the third. The LGAFB, formed in 1957, gives female golfers a chance to share their enthusiasm for the sport in a socially competitive environment, according to a LGAFB press release. For weekly play dates, groups are comprised of players from various flights, based on handicap, and recognition is given to winners based on their individual flights. The LGAFB also hosts several special tournaments at the Golf Club each year, including the Rally for the Cure tournament, which recognizes and contributes to Breast Cancer awareness; and the Member-Guest tournament, which gives members a chance to meet and interact with guests invited from various golf clubs in the area. Other major events include the Member-Member tournament that allows competitors to share camaraderie with other LGAFB members, the Memorial

tournament which recognizes those who have belonged to the organization in the past, and the Spring Match and Fall Championship that recognizes the most accomplished golfers in the league. LGAFB members can also meet, socialize and compete with their counterparts in local and regional events. The Virginia State Golf Association sponsors events throughout the state, and Fort Belvoir Golf Club’s membership in the ArlingtonFairfax County Golf League, comprised of 15 golf clubs throughout Northern Virginia, provides LGAFB members with the opportunity to represent Belvoir in team matches in April and May and play in individual monthly tournaments, June through September. Locations are rotated among all member clubs. The LGAFB welcomes all interested female golfers to join the installation’s ladies’ group to play, compete, socialize and have fun every Tuesday throughout the golf season. According to Julie Libert, CYSS sports and fitness assistant director, a part of the event focuses on determining participants’ overall fitness levels. “These events give us a chance to test the children to see how fit they are and determine their strength,” she said. The Fitness Challenge features four fitness “stations,” including sit-ups, pushups, a shuttle run and a V-sit reach event which measures forward flexibility from a sitting position. Youth sports program specialists will supervise the stations and encourage the athletes throughout the morning, Soldiers and Sailors assigned to Fort Belvoir also help as the children compete. CYSS provides snacks and recognition after the final station. The CYSS Fitness Challenge is one of many examples of Fort Belvoir and the U. S. Army’s effort to promote physical fitness, proper nutrition and active lifestyles from the earliest ages. In addition to the annual challenge, Belvoir hosts a pre-K Olympics, an Armed Forces Kid’s Run, a Color Run and many other events aimed to help children across the installation build athletic skills and a strong sense of sportsmanship while maintaining health and fitness. Residents create community garden By Adrienne Anderson Staff writer Residents of Woodlawn Village got their hands dirty Monday, to help create a vegetable garden in their community. The event is a partnership with a local company, Love and Carrots, which helps neighborhoods, build gardens. Each April, Love and Carrots helps Belvoir gardeners set up plots, said Carly Mercer, of Love and Carrots. They teach and coach the residents on how to take care of their plants and what plants work best for the area. They’ve worked with Woodlawn Village for at least three years, she said. Megan Brewer, a military spouse, said this is the second year she and her family participated in the annual planting and tends to her plants throughout the season. She’s had some previous experience with gardening. “It’s the freshness of the vegetables – it spoils you,” she said about what she enjoys most about gardening. “After you have fresh spinach, you don’t want to go to bagged versions.” Participating in the gardening also gets her children interested in learning about the art and science of it, she said. Grace Roth, who was visiting family on Belvoir, also wanted to get her grandchildren interested in gardening and eating more vegetables. She said some men would rather remain silent than report it, out of fear of retaliation or ostracism. Bingham said alcohol is also a factor in sexual assault and harassment and that it was important to break the belief that, if alcohol is involved, it’s OK to harm someone. Others think they are safe to harass people on the internet because of the anonymity it brings them. Regardless of the situation, assault and harassment won’t be tolerated, Bingham said. “Perpetrators will be held accountable for sexual assault and sexual harassment, no matter when or where it happens, she said. Col. Angie Holbrook, U.S. Army Garrison Fort Belvoir commander, and Garrison Command Sgt. Maj. Billie Jo Boersma, signed the proclamation. “Sexual assault affects readiness and, if you don’t believe that, then you really don’t know what sexual assault does to our force,” Holbrook said. “It tears at the very fabric of trust, it takes time to heal, and it holds up a mirror to the ugly parts of our force.” Taking down sexual harassment and sexual assault is something that requires everyone, she said. “Prevention is not passive,” Holbrook said. “It’s everyone’s responsibility. Everyone is on the team and in the game.”

Everyone is asked to wear denim April 26 to support combating rape myths and misconceptions, and pledge to support sexual assault survivors. This is in accordance with Army Regulation 670-1, which states that commanders and heads of Army staff agencies may authorize military personnel to participate by wearing denim.
