Defense-Wide Transmission Systems gets new leader

By Adrienne Anderson Staff writer Patrick Barnette, product lead for Defense-Wide Transmission Systems, relinquished command to Lt. Col. August Muller IV, Friday in Heroes Auditorium. As the new product lead for DWTS, Muller outlined his three main focuses: providing the best goods and services to Soldiers; cultivating and maintaining strong relationships with stakeholders; and understanding the strategic landscape. “My goal is to enable our team to be innovative, to deliver truly best-value solutions to all of our warfighters,” he said. He wants the team and all involved in their mission to be on the same page. “Life is a lot easier when everyone on the team is going in the same direction,” Muller said, adding that building trust in relationships is a “commodity more valuable than gold.” Muller described his command philosophy as one focused on customers and there being no such thing as bad news. “You never have to worry about coming to me on any issue … I really don’t believe in bad news,” he said. “I’m not some sort of hyper-optimist … but, solving problems is why we’re in this business, and I think bad news is just another opportunity to solve problems.” Col. Charles Stein, the project manager for Defense Communications and Army Transmission Systems, said both Barnette and Muller were suited for the job and

Get that first government job! By Adrienne Anderson Staff writer If you are interested in landing a civilian position in the government, you need to know what to do to become successful. It’s not the same as applying for a private-sector position, said Laureen Dupree, Employment Readiness Program manager. But, don’t let the lengthy process deter you from applying. “The federal government needs great work ethics; it needs intelligent, motivated people,” she said. Students and recent graduates can seek federal employment through the Pathways Program. The program has three areas: the Internship program, focused on students enrolled in high school up to graduate school; Recent Graduates program, those who have graduated within two years for the general public and six years for veterans; and the Presidential Management Fellows program, a leadership development program for those with advanced degrees who graduated within two years. Eligible military spouses can consider the Priority Placement Program for Military Spouses, which helps military spouses find employment. “People should go right to the source,” Dupree said about where to find information to be successful in seeking federal employment. “Look at USA Jobs and study all the information that is out there. There’s competition; there are highly, highly qualified people competing for positions. Job seekers have to be as informed and prepared for this as possible.” One of the first steps to making it through the federal job search is understanding the federal resume. The federal resume is different from the one you’d send to private-sector employers. The Employment Readiness Program offers monthly federal resume writing workshops to help people interested in federal employment. The workshops are the first Thursday of each month from 9 a.m. to noon. To attend, people must register by calling ACS or contacting Dupree. “Understand where your skill sets are going to fit best. Many times, job seekers look at jobs, and they read an announcement and say ‘I can do that.’ But, it’s not a matter of can you do it,” Dupree said. “It’s a matter of how well, on your federal resume, you’re able to document your related experience, related training and related education.” During the job-search process, job seekers may encounter an occupational questionnaire, which focuses on the skills, knowledge, and education each applicant has. Two from Belvoir Fire graduate from regional leadership program Submitted by Directorate of Emergency Services Fire and Emergency Services Division The Fort Belvoir Directorate of Emergency Services-Fire & Emergency Services Division and the Northern Virginia Fire & Rescue Leadership Development Institute announce that Lt. Ernest Desantis and firefighter/medic Lawrence Shinn have completed and graduated from the 2016 NVFR LDI Company Officer’s Leadership Program. The 63rd annual National Veterans Day Observance is scheduled for Nov. 11 at Arlington National Cemetery. The commemoration honors men and women who have served and continue to serve in the U.S. armed forces during war and peacetime. The U.S. Army Military District of Washington conducts a Presidential Armed Forces Full Honor wreath-laying ceremony at 11 a.m. at the Tomb of the Unknown Soldier. The wreath-laying will be followed by an observance program hosted by the Department of Veterans Affairs in Arlington National Cemetery memorial amphitheater. The wreath-laying ceremony and observance program are free and open to the general public, with no tickets needed. However, space is limited to standing-room only for the wreath-laying and seating is available on a first-come, first-served basis in the amphitheater. People who go are encouraged to arrive at the locations by 9:30 a.m. Free parking is available for vehicles at the cemetery Welcome Center parking lot from 8 a.m. to 5 p.m. Walking to the events is prohibited, but a free shuttle service provides transportation to and from the memorial amphitheater, beginning at 8 a.m. After the program, the shuttle runs until 2 p.m. Attendees will be required to go through a security screening for ceremony access. The following items are prohibited: large bags or backpacks; firearms and weapons of any type; laser pointers; aerosol containers; soda cans; umbrellas; coolers; picnic baskets; tripods; lighters; personal-protection sprays; and insulated beverage containers. Clear, plastic water bottles are allowed. DoD identification card holders will not be allowed to walk from Joint Base Myer-Henderson Hall into the cemetery. Guests must park on post and board a free shuttle bus at the Fort Myer Memorial Chapel. Dyson, Military Deputy to the Assistant Secretary of the Army (Financial Management & Comptroller), hosts an Army Financial Management Optimization town hall Nov. 15 in Belvoir’s Thurman Hall. Army Financial Management Optimization, better known as AFMO, is a change-management tool that synchronizes financial management efforts across systems, processes and people to provide decision support to commanders and harmonize financial management personnel. The result is commanders’ ability to maximize their budgets and more effectively manage their resources. “The current fiscal climate surrounding the Army would best be characterized as ‘uncertain,’” said Dyson. “For this reason, it is critical that we make our existing financial systems and processes more efficient, more effective and more supportive of leadership objectives.” In addition to the goal of delivering financial management operations to commanders more efficiently and effectively, AFMO also aims to achieve and sustain auditability across the Army; improve and sustain readiness in financial management elements; and provide information support for improved decision making. “AFMO is going to create a situation that brings stability and standardization to Army financial management,” Dyson said. The Army Chief of Staff is expected to approve the AFMO campaign plan for implementation in 2017. More than 500 financial management Soldiers and civilians work on Fort Belvoir – more than any other Army installation in the metropolitan Washington, D.C., region. The implementation of AFMO will have an impact on the way they conduct operations, and their professional development in the field. Continuing professional education credits will be available for financial management personnel who attend the town hall. The town hall is scheduled from 3 to 4 p.m., and is open to all personnel and leaders on Belvoir and surrounding Army installations. 29th Infantry Division deploys from Belvoir By 29th ID More than 450 Virginia and Maryland Army National Guard Soldiers assigned to the Fort Belvoir-based 29th Infantry Division mobilized for federal active duty in the Middle East in a departure ceremony Sunday on Belvoir. The 29th ID is mobilizing to provide mission command
for more than 18,000 U.S. Army Central/ Third Army Soldiers supporting Operation Spartan Shield and theater security cooperation in the U.S. Central Command area of responsibility. This is the largest number of troops the 29th ID has led since World War II. And, if needed, the 29th ID is prepared to conduct contingency operations and com-
mand forces to respond to any threats in the CENTCOM area of responsibility. “This is a historic deployment and tremendous opportunity for the 29th Infantry Division as we take on mission command of forces in the Central Command area of operations,” said Brig. Gen. Blake Ortner, commander of the division, last week. “The 29th was selected due, in
large part, to the exceptional duty performance displayed by our Soldiers in previous exercises and training. I have great confidence in the professionalism, experience and abilities of the men and women of the 29th, and I know we are well prepared for any challenges that we might face.” The Soldiers trained at Fort Pickett, Va., for two weeks before the ceremony and ex-

Bulldogs win, set sights on championship By Rick Musselman Sports editor The Belvoir Bulldogs youth football squad maintained the perfect blend of precise offensive execution and a no-prisoners approach on the opposite side of the ball to close out the 2016 Fairfax County Youth Football League 115-pound Central Division 1 regular season with a dominating 36-16 victory over the Dulles South Thunder, Saturday at Pullen Field. The win earned the 6-1 squad a bye in the first round of the upcoming championship tournament and, according to Head Coach Jacob Dale, reflected the brand of focus, determination and reliance on the basics skills that propelled his team to a first-place title last year and is looking to carry the Bulldogs into the 2016 winner’s circle. “It’s all about fundamentals. We get out here and teach the fundamentals,” Dale said. “We don’t focus on elaborate schemes. We just use good, basic football tactics: we line up and we beat you. We get our See BULLDOGS, Page B3

While I’m still bummed that the Nats didn’t make it past the NLDS (though not surprised, since leading the NL East throughout the regular season and then getting eliminated in the first playoff round has become kind of a tradition around here), I’m really enjoying this Indians-Cubs World Series (which, as I write this, is tied at three games apiece). I mean, this is serious history-making, no matter who triumphs, and you really can’t beat the entertainment value of a championship series between two teams that haven’t been here in decades. There’s no doubt that when our favorite team fails to make it too far into the post-season, it takes away from the thrill of the championship. Even though it’s still fun to make an afternoon of watching it on TV, we spend most of the telecast thinking how close our home team came and how it really should be them out there instead of these guys that “just got lucky in game six,” or “only got through because our pitcher hadn’t had enough rest.” Indeed, sour grapes grow freely in the post-season and, when asked about what the outcome might be, we can usually only muster something like, “well, whoever stinks the least will win.” While I’m guilty of such lessthan-enthused attitudes when, say, the Nationals, Redskins or Capitals come up short, this particular World Series has me every bit as delighted as if Washington was there. In fact, and I can’t believe I’m saying this, I’m actually glad it’s the Indians and the Cubs, if, for no other reason, I can’t think of any other teams whose fans want it more. Now, I must admit I’m rooting for the Cubs for reasons that I can’t readily identify, and after watching games three and four unfold, I was getting some negative vibes about the likely outcome. Still, I’ll stay optimistic and try not to project too much onto Corey Kluber and Andrew Miller (why on earth did the Yankees get rid of him?) — if you read last week’s column, you’ll understand when I say Clayton Kershaw and Justin Bieber have been quite enough.

Red Birds wrap up fall Little League season By Bill Behring Fort Belvoir Little League By the time you read, this the Red Birds Major Division Team 5 will have played the last game of the 2016 season against the Alexandria Potomac Team 2, Wednesday at the 21st Street Complex. Coverage of that game is expected next week. However, five games were played last week to close out the season for the rest of the teams. The largest number of teams ever played this fall: one coach-pitch team, three minor teams, one major team and one junior team, for a total of six teams comprised of 72 players. We hope we see them all back during regular Little League season, which begins in April. The increase of fall teams to six from the normal three may indicate more youth will sign up in the spring. Because of that, registration begins Dec. 5, which hopefully allows enough time for everyone who wants to play, to register. Registration is held at Markham School Age Services, 9500 Barlow Road. Registration requirements for the spring Little League season are more stringent. More info will be published in the future. About last week’s games. The Red Birds’ Teams 3 and 4 played their final Flashback Game Oct. 24. Team 3 led off the first inning with two claiming bases on walks, before Micah Kirby drove them in, with a single to right. Team 4 retaliated in their first, putting four on by walks. Three then scored by virtue of walks and miscues. Kyle Watson ripped a shot to left, scoring brother, Nathan, to plate the inning’s fourth run. In the second inning, both teams had a base runner, but neither scored. Team 3 became the power surge as singles by Grant Miller, Micah Kirby, Jay Epie, and Fisher Stratton combined with singles and walks to plate four runs. Ethan Tourne singled and scored in Team 4’s third inning. But, it was too little, too late, as Team 3 took the win, 6-5. On Field 2, the Major-Division Red Birds Team 5 hosted the Alexandria Potomac Cubs. In the Cubs’ first, Franklin Muendel was on by an error and scored on a double by Chase Myer. A second error put Daniel Schlegel on. Turner Joy followed up with an infield hit and Greg Carosi ripped a triple to right centerfield. Four runs ended the inning, as it is in fall baseball. After a scoreless second inning, in the third, the Cubs scored four more as Muendel homered over the left field fence — the only home run this season at the Belvoir Baseball Complex. The Red Birds received only one hit, a leadoff single in the sixth inning by Ezra Andres. Final score 8-0, Cubs. On Tuesday, Red Birds Team 2 hosted the Alexandria Potomac Yankees. The first inning for both teams had four runs cross the plate, without the benefit of a hit. The Yankees scored one in the second as Cruz Cuevas was hit with a pitch, moved around the bases and then scored as two outs ensued. The Birds took the lead, 8-5, after plating four, again on walks, in their second. In the Yankees’ third, Red Birds’ closer, Gavin Yomes, was on the mound to pitch and struck out the three he faced. In the top of the first, the Nationals’ Charlie Simon belted a double to right centerfield, scoring two that were on with walks. Successive walks scored Simon and Tommy Guthrie. Neither team scored in the second inning. With a single by the Nationals’ Maddox Sheehan and a double by James Bransford to lead off the third, they and two others scored after being granted base on balls. In Belvoir’s third, Jayden Rios was hit by a pitch and, without a hit, he and two teammates soon scored. In the Nationals’ fourth, three were on with walks and one scored. In Belvoir’s fourth, Marcel Picard singled to left, Rashad Brown was hit with a pitch, and both scored as three outs ensued. At the end of four, the score was 9-5.
In the top of the fifth three runs crossed the plate. Sam Riggles walked, Ty Brandsford singled, and then Sarah Finamore banged the ball against the right field fence and, with lightningfast speed, scored an “in the park” home run with no errors aiding. The score was 15-5 as the Red Birds came to the plate in the bottom of the fifth. Leadoff batter, Ezra Andres, was on with an infield hit. Jayden Rios walked. Both then scored as Tytan Matthews ripped a single to centerfield. Three ground outs followed to end the game. Final score: 15-7 Nationals. Wrapping up the week’s action the Minor Division Cubs of Alexandria took on Red Birds Team 3, Thursday. The Red Birds scored five, despite having received no hits and still won the game 5-4 giving up two hits to the Cubs.

If you have a good, fundamental running game, you’ll stay in every game you play.” Dale also mentioned that he and his assistant coaches, Ray Simms and Jon Desrosiers, understand that there’s likely a lot more football in their players’ futures and they gear their program to prepare the athletes to compete effectively at the next stages. “The way that we break our practices down … we organize this like a high school football program, because we’ve got a lot of guys going to high school next year,” Dale said. “That’s mine and Coach Simms’ goal, to prepare these guys who can go to the next level and be successful. Every week, it’s the same thing, the same routine. These guys know what to expect. “We only use five formations, but we’ve gotten very, very effective at running out of all those formations.

Monsters, humans unite to dash, walk at DLA Halloween 5K By John Bell Defense Logistics Agency
Costumed characters, ghouls and other eccentric spirits made DLA’s McNamara Headquarters Complex a frightful scene as they ran and walked together — along with plenty of regular humans — Oct. 26. The “Monster Dash” 5-kilometer walk/run, drew 137 participants this year — some in costume, some in running attire and some in office wear. The annual event, organized by the HQC Morale, Welfare and Recreation Office and the HQC Fitness Center, is sponsored by several outside organizations. Volunteers helped staff the course and provide post-race refreshments. In first place among male runners was Bryan Darnell of the Defense Threat Reduction Agency, who completed the 3.2 miles in just 20:28. Right behind him were DTRA’s Adam Letizio, with a time of 20:43, and David Baer at 21:17. First among the women runners, with a time of 23:31, was Beofra Butler, who works at DLA Human Resources. Butler recently finished her 50th marathon since starting them in 2008. She will do several more by year’s end, along with a 100-mile race on New Year’s Eve, she said. The runner-up for the women was Laura Funk of DLA Energy, with a time of 25:23, and Emma Ed-

For costumes, the top prizes went to the as-yet unidentified “LogLinus” character (rumored to work in DLA Public Affairs) and Leslie Mehall of the Defense Contract Audit Agency, for her “Caught in a Spiderweb” costume. Officers from the DLA Police Department cleared traffic on the route, and the Fort Belvoir Fire Department stood by for any medical needs. DLA Headquarters’ next MWR run/walk is the annual “Frosty Bear” 5K in January.

Fellowship program members visit Antietam National Battlefield By Jim Oman On Oct. 20, the Class of 2017 APG fellows from the Defense Acquisition University - Senior Service College Fellowship Program, accompanied by Jim Oman, program director, participated in their first staff ride of the academic year, with a visit to the Antietam National Battlefield in western Maryland. Keith Snyder, National Park Service ranger, served as the guide and shared his perspectives and insights throughout the ride. The excursion provided a study on leadership and decision-making, and gave the fellows a chance to
“walk the ground,” where more than 23,000 casualties occurred, earning the distinction of the “bloodiest single day in American history.” Snyder explained the tactical, operational and strategic decisions made by key Union and Confederate Army leaders and described how those decisions determined the war’s immediate and long-lasting outcomes. Through experiences like staff rides, the fellows get a deeper appreciation for thinking critically, leadership choices, and the need to consider second- and third-order effects. In the spring, the SSCFP expects to travel to Europe, where the fellows will visit several significant

World War I and World War II battlefields. They will also visit NATO; the Supreme Headquarters Allied Powers Europe; U.S. European Command; U.S. Africa Command; the U.S. Army in Europe; and the Joint Multinational Readiness Center. At each command, the fellows will meet with senior leaders and learn about the roles and missions associated with each organization. The SSCFP is a nationally-recognized, Army-sponsored program designed to develop strong, effective
senior leaders for the Defense Department’s Acquisition community. A call for applications for selection/ attendance to attend the class of 2017-18, runs from Jan. 23 to March 23, with the class starting July 24. The U.S. Army Intelligence and Security Command and U.S. Army Cyber Command/Second Army held their fourth annual Breast Cancer/Cancer Awareness 5K Run/Walk on Fort Belvoir, Oct. 27 in the Nolan Building on Belvoir. The event, designed to heighten breast and other cancer awareness, focused on the theme ‘The Best Protection is Early Detection.’ Melissa O’Neil, an Army veteran and two-time breast cancer survivor

was guest speaker. She is also the wife of Col. Brian O’Neil, INSCOM assistant chief of staff, G-1. “It’s so important to know your body, self-check and be your own advocate,” she said. “I found both of my cancers myself.” O’Neil said she’s an avid marathon runner . Beryl Patterson, one the event’s organizers, is another survivor who credits early detection with saving her life. “My diagnosis was at a routine appointment,” Patterson said. “They caught it early. Had they not, there’s no telling what could have happened."

Patterson was thrilled to have Melissa O’Neil as the guest speaker. “I’m lucky to call Melissa a friend,” added Patterson, INSCOM finance operations defense travel administrator and victor over stage 2 breast cancer. “I preach the breast cancer theme about early detection, because I believe in it.” O’Neil spoke about her journey through multiple cancer treatments and her first 5K run in support of breast cancer awareness back in the early 2000s. It was near the end of that race, in Seattle, that she said she realized, “I wasn’t running away from cancer, I was running towards life.” After she spoke, Soldiers, Army civilians, contractors and family members filed out into the rainy fall afternoon to participate in the three-mile event. Some ran, while others chose a more leisurely stroll. Many participants wore pink in honor of National Breast Cancer

Awareness Month, while others wore uniforms or work clothes. INSCOM Headquarters and Headquarters Company Soldiers provided water points and encouraging words throughout the course, adding to the festive atmosphere the event has come to represent. “We are out here supporting a great cause,” said Spc. Ashley Martinez, part of the INSCOM G-2. “I’m happy to be helping out in any way I can.” The afternoon’s event ended with health- and cancer-related information booths and refreshments including pink-frosted cake. For Patterson and Mrs. O’Neil, events like these provide a chance to continue to spread their message of awareness, hope and strength. Both survivors expressed an appreciation for those who came out in support of a cause which affects us all.

INSCOM, 1ST IO, GEOINT Battalion team up for Trunk or Treat INSCOM Public Affairs The U.S. Army Intelligence and Security Command Headquarters and Headquarters Company, along with the 1st Information Operations Command and the Army Geospatial Intelligence Battalion held their first Trunk or Treat Halloween event at the Belvoir Main Exchange parking lot, Oct. 27. The ghoulish affair featured more than 200 Service members, government employees, contractors and family members who decorated their vehicles, handed out candy, and competed for best trunk, costume and group-themed costume.
INSCOM HHC Sgt. Jennifer Lopez and Pfc. Allison Riddle, Military Police assigned to the Nolan Building, went with the age-old ‘good cop, bad cop’ routine as they passed out candy from Lopez’ sport utility vehicle. “We wanted to do a scary living room-type theme,” Lopez said, standing in front of her elaborate Halloween setup. “The television even turns on!” The interactive props in the trunk provided the perfect cover for the two Soldiers to enact their frightful routine for the visiting trunk-or-treaters. Lopez was dressed as a friendly pirate, engaging the trunk-or-treaters with compliments and treats; while
Riddle, an eviscerated zombie and the event’s individual best costume winner, snuck up from behind and supplied the scary, not breaking character the entire evening. The event also had food and craft tables for kids and parents to take a break from collecting candy at different Halloween-themed trunks. Spc. Aaron Wilkerson provided an eerie soundtrack for the night and he kept the crowd moving with blends of Michael Jackson’s ‘Thriller’ and DJ Jazzy Jeff and the Fresh Prince's ‘Nightmare on My Street,’ among others.
“I wanted people to just get into the spirit of Halloween,” Wilkerson said. “And, to play the type of music parents could dance with their kids to.” Wilkerson, an Army Geospatial Intelligence Battalion analyst, who goes by DJ Knight, looked right at home in his Run DMC costume, adding a hiphop vibe to the event that kept both parents and kids dancing all night. “Trunk or Treat was a hit,” said Staff Sgt. Michael Hernandez, NCOIC of the HHC Orderly Room. “Especially for the first time, it was outstanding. I can’t wait to see what we can come up with next year.”
