First lady re-launches Joining Forces network By Paul Lara Belvoir Eagle

“I

promised on the campaign trail that we would re-launch Joining Forces on day one,” said Dr. Jill Biden, First Lady of the United States, during a transition team announcement Jan. 14.

Joining Forces is the nationwide effort Biden founded with former first lady Michelle Obama to support Service members, veterans, their families, caregivers, and survivors. With the appointment of Executive Director of Joining Forces, Rory Brosius, the first lady’s office will be ready on day one to begin serving and supporting military families, according to a Biden-Harris Transition news release. “The incoming Biden-Harris administration has a bold vision for our country that will build our nation back better than before. These skilled, diverse and incredibly talented and committed appointees to the first lady’s Office will work tirelessly for American families. I am proud to have them join our White House team,” said incoming Chief of Staff to the first lady, Julissa Reynoso. Speaking to the organizations that have committed to assist Joining Forces, Biden said this can be an incredibly powerful collaboration.

“It’s great to see so many familiar faces. This has been an incredible time for Joe and me, and the weight and responsibility of the trust the people have given us is exciting, and I’m ready to get to work with all of you,” Biden said. “I am most proud of supporting caregivers and survivors, to the commitments we secured to better support military spouse jobs and education,” said Biden. “Serving this community has been an honor and privilege. When Michelle and I launched Joining Forces it gave us real insight on helping military family members and helped us shape our agenda. Now, we will build on what we learned during the Obama-Biden administration.” Highlighting the importance of this initiative, Biden said that Brosius is joining the team as special assistant to the president. Brosius served as the military families engagement lead on the BidenHarris Transition Team. During the Obama administration, Brosius was the Deputy Director of Joining Forces in the Office of the first lady. Earlier in her career, she also held roles as a civil servant with both the United States Marine Corps and the United States Army. DoD launches “My MilLife Guide” text message program to boost wellness By Connected Health Communications Office

F

inding the right support to ease the stress of navigating daily COVID-19-related challenges can be a challenge itself. To support the military community, the Department of Defense recently launched -- My MilLife Guide. This new program that sends text messages designed to help the military community boost overall wellness while navigating stresses related to COVID-19. The program is only available for a limited time in early 2021, and will allow Service members and spouses to directly receive motivational messages and helpful resources on their phones. My MilLife Guide was developed by one of the military’s flagship support programs, Military OneSource, in partnership with the Military Health System. From now until Feb. 12, users can opt in to receive messages four times a week, for a total of eight weeks. To sign up, service members can text “MilLife SM” and spouses can text “MilLife Spouse” to GOV311, or they can visit MilitaryOneSource.mil/texts. My MilLife Guide starts each

week with a text asking users to set a small goal, such as accomplishing a task on their to-do list or taking a small step to improve their sleeping habits. Topics covered over the course of the eight-week program include: • Stress relief • Sleeping soundly • Self-care • Virtual health tools • Strengthening relationships • Managing finances

While DLA Distribution has delivered the seasonal flu vaccine to the military for 20 years, the COVID-19 vaccine mission requires additional measures to sustain the proper temperature. Refrigerated trucks, dry-ice, gel packs, specialized coldchain management training for employees and specialized cold gear including insulated suits, gloves, face masks and boots are provided for employees to wear while working with the shipments inside the temperature-controlled storage containers. Initial Moderna COVID-19 vaccine and ancillary kit shipments containing gloves, needles, syringes, alcohol wipes, sharps containers, band aids, gauze and tape have successfully arrived at three U.S. Forces Korea locations, Naval Hospital Yokosuka, Japan, Naval Base Health Clinic Bahrain, three DoD locations in Germany, two in Belgium and several locations within the continental U.S. Medical staff and other key personnel are now being inoculated during the initial distribution. Patients will be administered two identical doses of the COVID-19 vaccine,

New SHARP training helps sexual assault victims request a new unit Compiled by Paul Lara Belvoir Eagle

T

he Army plans to roll out new training in support of the expedited transfer policy that provides streamlined and necessary support to Soldiers and adult dependents who are victims of sexual assault. Under the policy, sexual assault victims can request a move to a new unit or installation if their current environment is impacting their safety or emotional well-being or the command’s ability to function, said Jill Londagin, director of the Sexual Harassment/ Assault Response and Prevention program. Secretary of the Army Ryan D. McCarthy recently directed all senior commanders to complete additional expedited transfer training no later than March 31. The secretary also mandated improved case management training for all SHARP personnel. The move identified a critical list of responsibilities for all losing and gaining commanders and SHARP personnel to ensure that Soldiers and adult dependents have the best chance for success during their recovery process, Londagin added. Information about the expedited transfer policy will soon be available to all Soldiers as part of the Army SHARP annual refresher training requirement, Londagin said. Under the policy, sexual assault response coordinators must provide victims’ advocacy

support, facilitate appointments with behavioral health and medical professionals, and connect an individual with advocacy or legal services. SARCs will also conduct a series of non-clinical safety assessments to ensure an individual’s well-being throughout the process. Brigade commanders are responsible for tracking all expedited transfers and have the authority to approve or disapprove a request, Londagin said. “Expedited transfers can bring some normalcy back to the victim,” said Chinita Reid-Latson, Fort Belvoir’s Sexual Assault Response Coordinator. “And it has now expanded to allow the Service member whose adult dependent makes the allegation. Also, if the command team is aware, or receives a request for transfer, they must now immediately notify the SARC of the transfer request. In order to get an extradited transfer, it has to be an unrestricted report filed with the SARC.” Londagin said recent provisions to the

2021 NDAA amended the time for an expedited transfer decision from 72 hours to five calendar days. This change offers victims more time to make a decision if they want to request a transfer and gives SHARP personnel additional time to line up adequate support. “All expedited transfers are reviewed on a case-by-case basis,” Londagin said. “There are cases when a Soldier has a pending [Uniform Code of Military Justice], medical or administrative action that a command has to consider before they grant an expedited transfer request.” Londagin acknowledged the expedited transfer process could create a potential issue in low-density career fields or vacate a duty position critical to mission accomplishment. However, she said the Army and SHARP program must continue to put people first by prioritizing the individual’s needs over mission requirements. “People are the Army’s top priority,” Londagin said. “This policy reinforces the Army’s commitment to eliminate sexual assault and sexual harassment from our formations. T

he military’s tuition assistance policy allows every Service member to obtain 16 semester hours per fiscal year – roughly five classes – and higher education funding can be supplemented with a free application for student aid, or FAFSA, according to TaMekii Clark-Warrington, MS, M.Ed, education service specialist at Barden Education Center. Clark-Warrington said that Northern Virginia Community College is offering a lunchtime class, Feb. 2, where students and Service members, applying for a dependent loan, learn about the application process. “The reason we have the FASA brief is to know the process and walk through the steps. We’re lucky to have John Reimer, the manager of student services for Northern Virginia Community College. He provides a very thorough, step-by-step process followed by a question and answer session for all the attendees,” Clark-Warrington said. She did note that the briefing requires a personal computer or cellphone, since the session is hosted on Zoom. “For Service members, FAFSA is very valuable for those who have an education plan, and are serious about obtaining a degree, once they have exhausted their tuition assistance. For those serious about a degree, they’ll likely exhaust that within 6 months,” ClarkWarrington said, noting that FAFSA is one of the options available beyond tuition assistance. She added that the process itself has become less daunting than it used to be, as you can automatically ingest your income tax forms into the site, “and that is a huge benefit and burden lifted on the process.” FAFSA is income based, and that depends on the institution you are applying to, since schools such as a community college are considerably less expensive than Georgetown University. Once the form is completed the selected school will provide eligibility, based on guidelines and the cost of attendance. WarrenClark said the counselors at Barden Education center can then offer strategic guidance on the options available.

“We want to provide them all the resources about what’s best for them when they come into our offices. You don’t want to be on pause until the next fiscal year. A lot of Soldiers don’t know how to utilize all the resources. We can help place them with their academic plan. When they exhaust their tuition assistance, they can go on and utilize financial aid until it resumes,” she said.

Two different tiers For young Service members that have already attended college, and are just a few hours shy of the degree, she said it’s important to speak with Barden counselors before diving in, if there is an inclination to pursue a Master’s. She said if you use tuition assistance to complete your Bachelor’s degree, you’ll be on hold until you complete advanced leadership courses. Use financial aid, if eligible, or pay out of pocket, and then use tuition assistance to go on and pay for the Master’s classes. Look into financial aid, and see what’s free

t’s a New Year, and with that brings New Year’s resolutions. What’s your resolution? Did you make one? Maybe you decided not to, because you can never seem to keep them and you didn’t want to let yourself down. It also helps to alleviate the stress of starting something new and keeps you motivated along the way. Now let’s try setting a SMART goal together. Maybe your resolution was to exercise more in the New Year. That’s great, but it doesn’t tell you how you are going to achieve it. Let’s make it more Specific, Measureable, Attainable, Realistic and Timely. Choose an exercise, then list what days of the week are realistic for you to perform it and how long will you exercise. Here’s an example: I will walk on the treadmill Monday, Wednesday and Friday for 30 minutes. Once you are consistently completing this goal then you can add to it. You can apply this same strategy with eating habits. If your goal was to eat healthier then pick one aspect of healthy eating, and go from there. Here’s an example: I will add one cup of fruit to my breakfast three days a week. Now it’s your turn. Write down your goal, be specific and state how you will achieve it. Setting goals not only improves your ability to make a change, it also strengthens your mental health and enhances your level of personal and professional success.

VA opens new ATLAS site in Springfield Compiled by Paul Lara

A

merican Legion Post 176 in Springfield is the latest site to provide Veterans Affairs telehealth services, according to a recent VA press release. Accessing Telehealth through Local Area Stations (ATLAS) sites provide Veterans with private appointment space to meet with VA providers through VA Video Connect, VA’s secure video conferencing platform. They offer services that do not require hands-on exams, such as primary care, nutrition, mental health counseling and social work. Establishing these points of care closer to Veterans’ homes, ATLAS reduces obstacles to care and increases access. “VA’s latest ATLAS site reaffirms the effectiveness of collaborating with private organizations to provide cuttingedge care to Veterans,” said VA Secretary Robert Wilkie. “The American Legion and Philips North America are providing the

space and technology for these sites so Veterans can conveniently access VA health care services in their communities.” “The events of the last few months have reinforced the value of telehealth and the relationship between VA, The American Legion and Philips,” said James W. “Bill” Oxford, national commander of The American Legion. “Not all Veterans live close to a VA Medical Center. Travel can be expensive, frustrating and time-consuming. With COVID-19 in the mix it can also be dangerous. ATLAS sites will make health care delivery safer and more efficient for those Veterans in particular.” American Legion Post 176 has donated private appointment space and will provide operational support for the Springfield ATLAS site. Philips North America donated telehealth equipment and co-created telehealth-capable appointment spaces that will be used at the multiple ATLAS sites. The VA Secretary’s Center for

Strategic Partnerships facilitated the collaboration between The American Legion and Philips North America that helps increase Veteran access to VA health care. VA has established procedures at ATLAS sites to prevent the spread of COVID-19. These procedures are based on guidelines from the Centers for Disease Control and Prevention and the Environmental Protection Agency. The ATLAS site at The American Legion in Springfield is also following local and state guidelines for COVID-19.
