Self-quarantine means staying home, monitoring your health, and maintaining social distancing (at least 6 feet) from others at all times.
The public health worker can provide information about COVID-19 testing in your area. If you need support or assistance with self-quarantine, your health department or community organizations may be able to provide assistance.

You should take your temperature twice a day, watch for fever and other symptoms of COVID-19, and notify your health department if you develop symptoms.

If you become ill during the 14 days of self-quarantine, you should notify the health department and seek medical care if your symptoms worsen or become severe. Emergency warning signs include trouble breathing, persistent pain or pressure in the chest, confusion, inability to wake or stay awake, or bluish lips or face.

Recognizing the signs of a scam is important. Contact tracers will not ask for money or information, like a Social Security number, bank account details or credit card numbers. Virginia does not charge people for contact-tracing services.
he Virginia Department of Health encourages all Virginians to respond and engage with legitimate contacttracing calls and emails while remaining vigilant against scams. The caller ID will read “VDH COVID Team.”
Virginia employs contact tracers to notify people who have been exposed to known cases of COVID-19. Contact tracers offer information, encourage people to monitor themselves for symptoms, and refer those who develop symptoms for medical evaluation and testing, to help contain the spread in Virginia. Contact tracing saves lives by preventing the spread of COVID-19, so every Virginian is encouraged to do their part and answer calls, texts or emails from the commonwealth’s contact tracers.
Contact tracers will offer to enroll Virginians in a voluntary, contact monitoring platform called Sara Alert, which people can use to update local health departments on their health status while they participate in public health monitoring. The Sara Alert system is secure and always contacts users from the same phone number or email: 844-957-2721 or notifications@ saraalert.org.
Use Your Phone to Fight COVID-19
T
o help lead the way in the fight against COVID-19, the Virginia Department of Health (VDH) has launched COVIDWISE, the official COVID-19 exposure notification mobile app. Virginia will be the first state in the United States to deploy an exposure notification app using the Apple/Google Bluetooth Low
Energy framework. COVIDWISE will notify you if you’ve likely been exposed to another app user that shared a positive COVID-19 test result. Knowing your exposure history allows you to selfquarantine effectively, seek timely medical attention, and reduce potential exposure risk to others.
The app works by using random Bluetooth keys that change every 10-20 minutes. Phones with the app installed will anonymously share these random keys if they are within close proximity. The more Virginians who use the app, the greater the likelihood that you will receive timely exposure notifications that lead to

CID Warns: Fake listings, rental scams rising By Army Criminal Investigation Command
H
ousing rental scams are on the rise worldwide. The U.S. Army Criminal Investigation Command, commonly known as CID, reminds the Army community to be cautious when responding to any advertisement regarding home or apartment rentals. According to Edward Labarge, director of CID’s Major Cybercrime Unit, scammers use a variety of tactics to steal people’s money before the victim determines the listing is fake. “A typical rental scam works by a property being listed at a low price, usually below market rate, to get the attention of potential renters,” said Labarge. “Then the scammers will pressure the renters to pay a deposit and the first and last month’s rent to secure the rental.” Although rental scams may be targeted toward anyone seeking a rental property, military members may be more prone to falling victim due to frequent Permanent Change of Station moves. The scam is accomplished when rentals are advertised, but they do not actually exist, are no longer available, or are up for sale.
Fake listings often lure victims in by offering military discounts, low rent, good neighborhoods, and great amenities.
Known types of rental scams: Hijacked Ads. Scammers use real rental ads and photos from legitimate postings to create their own fake ads. Scammers will often use the same name as the legitimate posting and change the email address, or other contact information, to their own.
Phantom Rentals Scammers make fake listings using photos from properties that are not for rent, for sale, or do not exist.
Watch for Warning Signs: • They want you to sign or send money before you see the property. • They want the security deposit or first month’s rent before you sign the lease. • They ask you to wire or send money through
a payment app. • They say they are out of town or out of the country. • They are ready to make a deal with no background information. • Protect yourself from becoming a victim of a rental scam: • Do not rely solely on email to contact the owner and be wary of foreign telephone numbers. • Do online research of the rental company, property address, and the owner. • Conduct a reverse image search of the photos to see where else the images are being used. • Ask for additional photos. The actual owner or property manager should be able to provide additional photos. • Compare rent amount to other rentals in the area. CID officials remind the Army community, if you feel you are a victim of a rental scam, contact your local CID office or law enforcement agency as well as the Federal Trade Commission.

Hatch Act restricts political activities, even while teleworking By Scott Sturko Fort McCoy Public Affairs
W
ith the increase in home-based telework, due to recent events and upcoming elections, Defense Department employees may have questions about allowable political activity. The Hatch Act and DoD policy govern the political activities of DoD civilians. Political activity is defined as an activity directed toward the success or failure of a political party, candidate for partisan political office, or partisan political group. Teleworking away from the traditional office setting does fall under the “while on duty” restriction. From whatever location you are teleworking, that site constitutes your place of duty for that work day. If you are teleworking from home, you are on duty and may not engage in political activities in your home while you are on duty, even if you are on a personal device like a home computer or personal cell phone. Employees participating in virtual, workrelated conferences are subject to the same on-duty Hatch Act restrictions as when they attend meetings or communicate in person

with others at work. For example, employees should not wear a campaign T-shirt or hat while participating in a work-related video conference call, and should ensure that any partisan materials, like campaign signs or candidate pictures, are not visible to others during the call. Additionally, some teleconferencing programs and email applications allow individuals to add a profile picture, which is visible to others. Employees using email or other conferencing programs for work purposes may not use the profile pictures associated with these platforms to show support for or
opposition to a political party, partisan political group, or candidate for partisan political office. After the end of a workday, employees cannot use government computers or government mobile phones to engage in partisan political activity. For example, employees may not send or forward political material or messages using their government laptop or government mobile phone after completing a day of telework. While teleworking, employees can use their government computers or government mobile phones to post a comment on a professional association’s online discussion forum or an online news article about a current policy or a proposed policy change. Commenting about a current policy or proposed policy change is not considered political activity, and therefore, is not restricted by the Hatch Act. Federal employees must still be mindful of using official time for official purposes and of DoD computer-use policies and ensure they do not use or make any reference to their official position or title when expressing personal opinions.

Army 10-Miler goes nationwide for the first time By U.S. Army Military District of Washington

he 36th edition of the world’s third largest 10-mile road race, the Army Ten-Miler, will be a virtual event, from Oct. 11-Oct. 18. “The Army Ten-Miler is a demonstration of the Army’s commitment to readiness, fitness and our communities. This annual race is a symbol of these commitments and of our dedication to the health and safety of the entire Army family,” said Maj. Gen. Omar J. Jones, commander of Army’s Military District of Washington. “Army operations around the globe never cease, and our Soldiers are trained and ready to win in any environment. This year’s Army TenMiler embodies that ethos, while safely bringing the opportunity to participate to your home town,” he said. “The 36th edition of the world’s third largest 10-mile road race, the Army Ten-Miler, will be held as a virtual event, Oct. 11-Oct. 18. Additionally, conducting the race virtually will support the Department of Defense and local government health measures to minimize COVID-19 risk,” said Matt Zimmerman, race director. Outdoor Rec director, local, worked his way up By David Fawcett Belvoir Eagle
R
omel Voellm arrived at Belvoir as a college intern in 2009 helping out at the base’s gyms, and the James Madison University graduate never left. Instead, he worked his way up the ranks in a variety of jobs, eventually making it to his current position as director at Belvoir MWR’s Outdoor Recreation. “There’s always something different, every day,” said Voellm, who has served as the outdoor recreation director for the last two years. “I can be inside doing administrative work or be outside. I don’t have to be in the office all day.” In his current role, Voellm oversees everything from equipment rentals to travel camp, parks and pavilions, and the archery program. He also oversees special events, Better Opportunities for Single Soldiers and Warrior Adventure Quest. The West Potomac High School graduate wanted to get into some area involving outdoor events, after earning a sports management degree from JMU. His father, Frederick, a retired Navy commander, recommended Voellm consider something at Belvoir in MWR. Frederick Voellm had worked as an MWR director while on a ship. Voellm picked up more experience after he deployed to Iraq from 2010-11, as a special events coordinator focusing on entertainment. During his time overseas, Voellm managed celebrities, including music groups; comedians; NFL players and cheerleaders, who came to entertain the troops at a variety of bases. “That helped me gain experience,” Voellm said. “When I came back (to Belvoir), I was the special events coordinator.” Voellm said there are a number of reasons he enjoys working at Belvoir. “No. 1 is location. The physical examination also provides opportunities to identify silent or subtle illnesses or conditions and allows the health-care professional to educate children and their parents about the body, and its growth and development. “We can assess those who may have issues coping with isolation and the results of quarantine,” she said. “If children are healthy, they don’t come to the doctor, except for their school physicals, and we try to catch them for their intervention and screenings at that time.” The AAP suggests that adolescents who need a yearly sports physical exam get a complete health supervision checkup, which
evaluates three, key systems: the cardiac, musculoskeletal and neurologic systems.
Physical activity more important now Williams noted that months of shelter-at-home tends to cause an increase in weight of children, and that those with mood disorders can get worse from the isolation, as they miss out on socialization. Williams said parents of special needs students should review their Individualized Education Plan to ensure they’re up to date and that they are being implemented by each teacher. “I would say the parents need to be patient, and the students need to be patient with parents, especially those who are trying to work from home while also helping with class,” said Williams. “I would also recommend reviewing the back-toschool plans the school board has put out to know what to expect. Such things like attendance requirements, assignment deadlines, so they can let the students know when it needs to be done and how it should be completed.”

upporting Return to School is a new, Fairfax County program developed in response to the pandemic and this year’s virtual return to school. The program provides full-day, on-site programming for children in kindergarten through sixth grade, weekdays, 7:30 a.m.-6 p.m. The program reflects the county’s and Fairfax County Public Schools’ joint commitment to One Fairfax and to ensure all families have equitable access to the services needed to support children’s virtual learning. SRS will provide support for children’s active and engaged learning, during the FCPS virtual academic day and promote children’s social, emotional and physical development. In addition to participating in distance learning, children will have chances to explore, engage, relax and enjoy activities that follow the program curriculum, The Great Outdoors: Road Trips Through the Americas. The SRS program, located in 37 county public schools, will serve children of families living in the county or City of Fairfax. A sliding fee scale will be available for incomeeligible families. Each classroom will have a group of no more than 10 children who will stay together each day, and a consistent staff to support their online learning and in-person connections. Current CDC health and safety guidelines will be implemented. Enrollment for the SRS program begins Aug. 24. Space is limited. Army Materiel Command offers Hatch Act training By AMC Command Counsel
T
he 2020 Presidential Election is three months away. Army personnel, Soldiers and civilian employees alike, swear an oath to protect and defend the Constitution of the United States. The Defense Department has a long-standing policy of encouraging its personnel to carry out the obligations of citizenship, which includes permitting certain political activities, like registering to vote and voting. It is critically important that all Army personnel are aware of and understand the permissible and impermissible political activities for Soldiers and civilian employees pursuant to DoD Directive and the Hatch Act, respectively.
The under secretary of the Army required commanders and senior leaders to comply with guidance on communications with presidential campaigns and required all Army personnel to receive materials related to the political activities rules applicable to Soldiers and civilian employees by July 15, 2020. Additionally, he directed commanders and senior leaders to provide briefings to personnel on political activities rules.
