New Digital Garrison app serves as guide to on-post services Army eager to transition from ‘industrial age to information age’

The Digital Garrison app is a partnership between the U.S. Army and the Army & Air Force Exchange Service and is a one-stop information source for Army communities.

he latest updates to the recently launched Digital Garrison mobile app, now include local commissary information and a link to Click2Go, the Defense Commissary Agency’s online grocery ordering portal and curbside pickup service. The app provides users with secure access to facility information and other “quality-of life” services by consolidating data from three related networks, said Scott Malcom, Army Installation Management Command public affairs director. “It puts real-time installation information in everybody’s pockets,” Malcom said.

This is not a ‘one and done.’ Users can count on the fact that we will continually optimize the app after launch.” Residents of on-post housing can link to their installation’s privatized housing partner, he said. Personnel living in military housing will eventually have a similar capability.

Bridging capabilities The partnership that brought the Digital Garrison app to life started in July 2019, Malcom said. At that

“During that process, we learned how garrisons should prepare their online data to optimize its presentation in the app,” he said. “We learned that the better a garrison maintains their websites that feed Digital Garrison, the better the garrison is represented in it. The pilot allowed us to work out all the details and provide clear instructions to all the installations feeding the app to prepare their data for transmission.”

Antiterrorism Awareness Month promotes vigilance

A

ntiterrorism Awareness Month is taking a different approach, this year, because of the pandemic, but the message of vigilance remains important, all the time. “As always, if you see something, say something,” said David Ralston, garrison antiterrorism program manager. “In these crazy times, you have to be self-aware of what’s going on around you, familiarize yourself with your surroundings and know who to contact.” Ralston recommended that if someone sees something suspicious, they should contact the base’s military police desk, 703-806-4277. In the past, he said his department conducted community awareness activities during Antiterrorism Awareness Month, with pop-up stands at the Exchange and by speaking directly with community members. But, social distancing forced Ralston to push the message through other means. This year, Ralston said his department is posting everything as a public service announcement through social media outlets, and relaying information through Belvoir distribution lists. Ralston said his department also works with mission partners and tenant units to get the word out.

“It’s always a group effort,” Ralston said. “It’s not just for the garrison protection staff and mission partners anti-terrorism officers. It is the responsibility of every individual on Fort Belvoir to ensure their safety and the safety of those around them. MDW LAUNCHES ANTITERRORISM REPORTING APP The U.S. Army Military District of Washington has launched the iWatchArmyMDW app to facilitate reporting of suspicious activity directly from your smartphone.

The app allows you to submit a photo of a person, vehicle or item that is suspicious, such as someone who has expressed/ implied a threat (in-person, e-mail or social media), a UAS/UAV/Drone over or near our facilities, or physical security items damaged or breached.

It executes shortand long-range planning activities; provides assessments of program priorities; and integrates all elements to ensure effective collaboration among the organizations. The garrison’s current IPL centers on four arching principles: Build and sustain an installation-wide community of force protection and safety Restore, modernize, sustain and acquire infrastructure (including barracks, privatized housing and work places) Sustain and grow a healthy installation community. Retain, train and recruit the workforce White said the next Installation Planning Board is scheduled for Sept. 8, and will be chaired by the senior commander, and cochaired by the Garrison commander. PAIO will facilitate and quantify the success of the current IPL, ultimately charting the path forward with a new IPL approved by the senior commander, and the continuous strategic planning process begins anew.

Official discusses reopenings, future of telework By Jim Garamone DoD News

C

onditions-based reopenings have worked well for the Defense Department to date, and the undersecretary of defense for personnel and readiness anticipates the same stringent requirements will remain in place. Matthew Donovan, whose Pentagon office is the epicenter of DoD’s anti-COVID-19 fight, said he is pleased with the way Service members and their families have responded to the pandemic. He put the experience in context during a socially distanced interview in his office. The Defense Health Agency worked with the Centers for Disease Control and Prevention beginning in December, when the first reports of the novel coronavirus surfaced in China. In January, Donovan, then acting undersecretary, talked with Dr. Mark T. Esper, Defense secretary, about the virus and the steps DoD had to take.

Quick action Italy and South Korea were two of the first places where the virus appeared, after China. Esper put in place a stop-movement order for 60 days. In April, the virus had spread to the U.S. and other countries. Many areas locked down, businesses closed and activities cancelled. But, the department had to continue. Service members still had missions to conduct. The U.S. had forces in Iraq, Afghanistan, Syria, Djibouti and other nations. They had to continue to operate, and DoD personnel worked to

Medical personnel and National Guardsmen helped the areas hardest hit, with Navy hospital ships deploying to New York and Los Angeles and hospital units moving to New Orleans, Dallas, Seattle and other areas.

guidelines, and DoD went to a conditions-based approach for movement. Areas had to meet certain conditions before the stop-movement order could be eased. That is the situation the department is in today. “As we look forward, we have 231 installations that we’re tracking around the world, and 99 of them had their travel restrictions lifted,” the undersecretary said. “We continually review this. It’s been complicated, a little bit lately, because of the rolling outbreaks the White House COVID Task Force told us might occur. That has caused some of our installations to go from green back to red, because of conditions in the local communities.”

One aspect of the pandemic that has been eye-opening to leaders is how effective telework has been. “There have been several pushes across the decades to increase the use of telework, but it never exceeded 5% of the federal workforce,” Donovan said. “There has been a lot of skepticism about teleworking on the part of supervisors: How do I ensure that (my workers) are actually doing their work?” Then the pandemic struck. “We had the impetus to drive to about 95 percent (teleworking) in Personnel and Readiness,” Donovan said. “We’re still

at around the high 70s for teleworking. And guess what? The work got done. And that was even with a tripling of the workload because of COVID.” Donovan noted that productivity in some areas actually increased, due to teleworking. He said he tips his hat to the Defense Information Systems Agency and DoD’s chief information officer for building the network for teleworking. The success has officials thinking of the way forward, as telework could cut the demand for office space and ease crowding in DoD buildings, he said. Finally, Donovan said he is concerned with readiness. He said the services have done an excellent job keeping the “throughput” for recruits during the pandemic. A short pause allowed the services to develop procedures to continue training safely, and it’s back on track. “We think there will be minimal effect on service end strength,” he said. The pandemic has had some effect on unit readiness. Some exercises and training events were cancelled due to the virus, but commanders have tried to make up those training events. Still, fewer flight hours, steaming hours and the like can affect readiness, Donovan said. But, DoD and service officials did not let that impact crucial missions, he added, and they will watch this readiness issue carefully.

The run encourages military, DoD civilians, retirees, family members and installation visitors to carve out time to run or walk enough mileage that adds up to a 5K. Runners can do it all at once or break it up. And, they can do it on base or off. Runners and walkers are encouraged to post their times at MWR’s Facebook page using #defeatCOVIDrun. Once they have completed the 5K, they are asked to submit their times via email. Registration is $15 per person, which includes a T-shirt that commemorates the run. The run/walk began July 24 and ends Monday at 5 p.m. “We’re all in this together,” Leon said. Summer program improves reading skills By David Fawcett Belvoir Eagle

N

ilya Carrato misses the kids and parents coming in every day to the library to check on a book title or receive a recommendation about a suggested good read. But for now, as the pandemic restricts gatherings, Carrato and her staff are doing what they can to encourage kids to read and let them know they are available to help them meet any needs people might have. “We’re still here,” said Carrato, the base’s supervisory librarian. The library’s biggest initiative is its summer reading program, something the DoD has sponsored for at least 10 years. The only

difference this year is that everything is done online instead of in-person. The program started June 20 and was extended to Sept. 7, the day before school begins. As in the past, the purpose of the summer reading program is to engage kids through reading while they are on break, while also developing their reading skills. The program is in four age groups: First through fourth grade’ fifth through sixth grade’ seventh through 12th grade and adults. There is no set reading list. Individuals and families are encouraged to keep track of their reading times and submit them online. Carrato said the library awards prizes. Carrato said participation in this summer’s reading program is lower than in years past. The goal was to reach 600,000 minutes after

last summer’s group totaled 500,000 minutes. Carrato attributes the dropoff to the lack of in-person connection because of the pandemic restrictions. But she’s grateful for all the participation. “It’s still awesome,” Carrato said. If someone wants a recommendation, Carrato said the library would love to assist them. Curbside pickup is available Monday through Friday 11 a.m. to 5 p.m. In addition, Carrato said the library leaves out on its front porch crafts and STEM activities for people to come by and pick up on a first-come, first-serve basis. DoD crowdsources efforts to promote diversity, inclusion

T

he Defense Department is crowdsourcing to find better ways to promote diversity and inclusion. Defense Secretary Dr. Mark T. Esper asked for the process as part of his Board on Diversity and Inclusion. The board — chaired by Air Force Secretary Barbara Barrett — wants input from service members and DoD civilians, and crowdsourcing is one tool they will use. For those not familiar with the concept, crowdsourcing is

the practice of using the internet as a source of information and solutions. Service members and DoD civilians can participate through Oct. 16. “The secretary wants to hear from all of our service members about what the DoD can do to improve diversity and inclusion,” said Marine Corps Maj. Sharon A. Sisbarro, a member of the board’s support office. The board members didn’t want to do yet another survey, Sisbarro said. “We adopted a kind of crowdsourcing-like model,

where we just said, ‘Tell us what we need to do,’” she added. Personnel with a DoD common access card can participate in the crowdsourcing effort, she said. “Even though you need a CAC to get in, the comments are anonymous,” she emphasized. The effort is a recognition that the old ways of doing things have taken the department as far as it can go, the major explained, and new ideas are needed to continue the process of inclusion and to promote diversity in the ranks. This is an effort to create a better culture within the department, Sisbarro said. The board will look at a range of issues, from grooming standards to first-person experience sharing about the reality of life as a minority, she explained. Some Fortune 500 companies use crowdsourcing to foster innovation and speed adoption of ideas, Sisbarro noted, and this is the first effort on the DoD level. Masks with oneway valves or vents allow air to be exhaled through a hole in the material, which can result in expelled respiratory droplets that can reach others. This type of mask does not prevent the person wearing the mask from transmitting COVID-19 to others.
