Dr. Martin Luther King, Jr. Day By Adrienne Anderson Staff writer The Military District of Washington Equal Opportunity Office is observing Dr. Martin Luther King, Jr. Day at 11:30 a.m., Jan. 17 at the Fort Belvoir Community Center. The guest speaker is retired Brig. Gen. Nolen V. Bivens, president of Leader Six, Inc. He also serves as chair of the National Leadership Advisory Council and the National Initiative for Arts and Health, as well as serving as a senior policy fellow, arts and military, with Americans for the Arts. This year’s theme is “Remember! Celebrate! Act! A Day On, Not a Day Off,” which recognizes and promotes volunteering. January is a time to celebrate the legacy of Dr. Martin Luther King, Jr., according to the Equal Opportunity Office. Taking place each year on the third Monday in January, Martin Luther King Day of Service is the only federal holiday observed as a national day of service, empowering individuals to strengthen their communities and create solutions to social problems. King’s birthday was declared a federal holiday in 1983, and in 1994, it also became designated as a national day of service. Burden departs PEO-EIS First military, first general officer to lead organization By Adrienne Anderson Staff writer Brig. Gen. Patrick W. Burden relinquished his position as program executive officer for Program Executive Office Enterprise Information Systems during a Change of Charter Ceremony, Jan. 8 at Thurman Auditorium. The officiating officer was Lt. Gen. Paul Ostrowski, principal military deputy to the assistant secretary of the Army (acquisition, logistics and technology) and director of the Army Acquisition Corps. Ostrowski made things interactive by seeing how big of an applause he could get from the audience to show how great of a leader Burden was to PEO-EIS. He explained how PEO-EIS manifests itself by empowering the Army in areas such as defense cyber operations, which protects the Army’s networks and the mission command. The success

of the organization under Burden’s leadership is second to none, he said. Burden focused on how quickly his time has passed and the successes PEO-EIS has had. “It’s hard to believe that I was just here on this very stage 14 months ago assuming the charter to be your PEO,” Burden said. “It’s been a busy year. Time flies when you’re having fun.” He reflected on the past several months and the accomplishments the organization has had to help make the Army better and stronger. Burden is the first military officer and general officer to serve in this role, according to a PEOEIS press release. “None of this would be possible without your hard work, dedication, and your teamwork,” Burden said thanking the team for its support of Soldiers, the Army, and joint warfighters.

FVAP kicks off training for voting assistance officers By Adrienne Anderson Staff Writer The Federal Voting Assistance Program held its first training workshop, Jan. 4 at Fort Belvoir. The workshop is part of the 109 training sessions that will take place worldwide. The training assists voting assistance officers with resources and knowledge to help Service members and their family members with voting absentee. “Part of the real message that we stress is raising awareness and educating their fellow Service members that every time they PCS, change their address, regardless of what they did in 2016, update that address every time they PCS or move and get that filed with their location election office,” said David Bierne, FVAP director. Although they help with getting people the information needed to be able to vote, they are not an election agency, he said. “We’re not a ‘get out and vote’ effort, it’s all about knowing where to go,” Bierne said. Individuals who use one of FVAP’s resources are more likely to turn in their absentee ballot, he said. Those resources include using the FVAP website, talking to a unit-level voting assistance officer, or going to the installation voting assistance office. “There’s a statistical significance that you’re more likely to turn in your absentee ballot,” Bierne said. “We’ve seen that since 2012 and it’s been consistent.” The training voting assistance officers undergo help them know the ins and outs of their states and provides the resources to help their fellow Service members, he said. “The state laws can be fairly complex, so we try to drill down to ‘what do you need to know?’” Bierne said. “They really need to check their state registration to make sure they are registered in the state that they are voting in,” he said. To those needing to vote last minute, Patterson encouraged people to not wait until the last minute to get in touch with FVAP, if you need assistance. “If you wait until the last minute there’s a good chance you’re going to miss your window of opportunity to ask for an absentee ballot. zation and its purpose. One myth that he’s noticed is that people assume the work of the office is done once the presidential elections are over. But Patterson said they also focus on helping people year round in preparation for other elections. “What they don’t realize is that voting happens all the time. State and local elections are a big deal,” he said, adding there were several special elections last year. Another misconception is that people think they are registered when they actually aren’t, Patterson said. There’s a lot of misinformation about the voting or absentee ballot process, so people need to be aware of what the rules are.

Counting crows…and every other bird By Paul Lara Photo Editor Despite freezing temperatures Dec. 31, Fort Belvoir once again participated in the Audubon Society’s Christmas Bird Count. Now in its 118th year, the count relies on volunteers across North and South America to identify numbers and types of birds observed, either visually or by song. The national census runs throughout December, according to Kevin Walter, Fort Belvoir Department of Public Works Natural Resources Specialist. The count for Fort Belvoir is usually the last Sunday in December. Walter walked the woods near the Fairfax Mansion ruins with a couple of volunteers listening and using his binoculars to verify the bird species, while the other volunteer marked down numbers. Whispers of “golden crowned, redbellied, and white throat” were uttered as woodpeckers, thrushes, sparrows and even bald eagles were spotted and tabulated. Many of the smaller bird-types tend to hide in thickets, so Walter would whistle out a soft, aggressive bird sound to lure them into view. Walter says the wealth of historical data provides valuable insights. “They can examine trends for total birds and individual species, and many of the birding field guides use the gathered data to indicate rising or falling counts for a particular species,” Walter said. Walter added that everyone who participated in the Christmas Bird Count will receive a link to Audubon’s national tabulation in a few months. Photos by Paul Lara

Barracudas fall to Annandale in nail-biter By Rick Musselman Sports Editor The Fort Belvoir Barracudas and the Annandale Boys and Girls Club faced off in a defense-heavy Fairfax County Youth Basketball League, 8th grade boys’ division, matchup that kept spectators glued to their seats for the duration, Saturday at Specker Field House. The intensity reached a fever pitch in the final minute when the scoreboard showed a 40-40 tie and both squads turned on the afterburners to claim a week-2 victory. Unfortunately for the home team, Annandale hit a clean jumper from the perimeter and followed it up with a pair of freebies from the foul line to book a 45-40 victory. One recent morning, I turned on the TV to catch the local weather forecast—this was during that period when morning temperatures were hanging out in single-digit territory and even starting the car was a major accomplishment. Anyway, the meteorologist says “we’re currently seeing some significant snowfall but the air is so frigid and dry that it’s not making it to the ground.” So, in essence, it was too cold to snow. I’d been considering an overnight ski trip to one of the nearby resorts but the more these weather reports began to run together with the exact same forecasts (single digits to start, brisk winds and highs in the low 20s), the less appealing the thought of being outdoors in any capacity became. Adding to the hesitation was the memory of a ski excursion my uncle and I took in the late 80s to Wintergreen Resort down around the Charlottesville area. According to the prerecorded message on the resort’s phone (preinternet days), slopes conditions were sounding fine indeed—fresh powder with highs in the 40s by mid-morning. The message did say the region was expecting “a bit of a shift in conditions by noon” but it didn’t give any specifics except that “winds would likely change direction and pick up a bit.” If we had known what we would experience that day we’d have stayed home and played checkers. We’d gotten in maybe two hours of skiing before something apocalyptic began to unfold (while we were on the chairlift, I might add). Some kind of an arctic cold front tore into the region and the temperature dropped 30 degrees in a half-hour. On top of that, a 40 mph wind arrived that, oddly enough, was blowing up the mountain. Indeed, these upward gusts were fierce enough to bring our downhill descents almost to a complete stop. Needless to say, the utility of staying out there in that mess soon escaped us both and we spent the rest of the afternoon in the lodge by the fireplace. Fortunately for our temperaments, some unexpected female company in the lounge took some of the sting out of things, but I really had gone there to ski that day.

MWR Fitness Expo next week: 10 a.m. – 2 p.m., Jan. 18 By Rick Musselman Sports Editor Fort Belvoir community members committed to staying active and fit in 2018 will have a chance to kick off the New Year in the right direction when MWR hosts the annual Health and Fitness Expo, Jan. 18 from 10 a.m. to 2 p.m. at Specker Field House. The popular event, which draws hundreds of participants each year, will give everyone who works, lives and plays on post a chance to learn about the benefits of cardiovascular fitness, discover the wide range of exercise programs available to the community and to participate in a variety of aerobic and strength training demonstrations. “Our goal is to educate the Fort Belvoir garrison and community about sleep, nutrition and physical activity,” said Charice Smith, Kawamura Human Performance Center fit-

ness program specialist. “We also want to provide participants with wellness strategies to improve their spirituality, mental health, finances and overall safety.” Throughout the Fitness Expo, trainers and some 50 exhibitors will offer specialized exercise activities and in-depth information and advice about fats, cholesterol and salts, and suggest ways of improving diet to minimize cardiovascular disease and obesity. Max Mileage Cardio Program

Sports and Fitness is offering a free 12-week cardio program where participants record their miles each day. Participants who achieve 250 miles or more at the end of the 12 weeks will receive a T-shirt. The program runs through Apr. 1. Participants will be given log-in sheets to track their progress in their daily steps/miles while walking, biking, rowing, using an elliptical and/or climbing on a stepper. At the end of each week, participants will add their weekly totals. The Max Mileage Cardio Program manager will collect the log sheets every Friday and post the results the following Monday. Belvoir Briefs Senior Service College Fellowship Program Accepting Applications The U.S. Army Acquisition Support Center is accepting applications, through March 30, for the 2018-19 Senior Service College Fellowship Program. The organization maintains IT and fields systems that support the Army and Department of Defense in areas such as communications, logistics, and training and procurement operations. BOSC offering scholarships Belvoir Briefs to students, spouses OCS Alumni Association reunion

By Adrienne Anderson Staff writer The Belvoir Officers’ Spouses Club is accepting college scholarship applications through Feb. 16 for the 2017-2018 academic year. Each year, BOSC gives scholarships to high school seniors, continuing education students, and military spouses. The scholarships are open to family members of all ranks and services including the Reserve, National Guard, and military retiree family members. Those interested in applying don’t need to be members of the club, said Cynthia Giesecke, BOSC scholarship chair. “One of the biggest testimonies that we hear from families is that it does end up subsidizing the cost of the education, so that means less loans that the students have to apply for,” she said, adding that the funds can also help cut down on the cost of books. Last year, BOSC gave out 17 scholarships totaling $22,000. This year, the club has started accepting applications from those who attend the U.S. Merchant Marine Academy because they don’t receive full scholarships from attending the academy. The club also accepts applications from those who have received scholarships from BOSC before. Those applicants can receive funding twice. Also, students who live in the greater Washington area but have a sponsor who is attending the U.S. Army War College are also allowed to apply.

The club raises money for scholarships throughout the year, but its biggest fundraiser is the gift wrapping event they hold in December until Christmas Day. This year the club raised $18,000 at the event. It also accepts donations from individuals, organizations, and corporations. The contributor just needs to tell the club that they want the donation to go toward scholarships. “We will make sure that money is used specifically to fund those scholarships,” Giesecke said. She thanked those who have supported the club’s scholarship, which is one of BOSC’s pillars. “The community has been very supportive of funding the scholarship,” Giesecke said. “Every year we’ve been able to give some scholarships that can contribute to a family’s education budget.” For more information, and to download the scholarship application, visit www. belvoirosc.org/scholarships.html.

The U.S. Army Officer Candidate School Alumni Association 2018 Reunion is March 25-29, in Columbus, Ga. The association represents all Army officers commissioned through any OCS, regardless of previous locations or branch affiliation. Mini class reunions are encouraged. This reunion includes a Hall of Fame induction ceremony; reception; and formal dinner with a Patterson Award presentation. There will also be demonstrations and briefings at Fort Benning that highlight developments related to the OCS program and the chance to interact with current OCS candidates. Facility hours The Welcome Center and ID Card Facility is closed 2-4 p.m. on the second and fourth Wednesday of each month, for training. Only emergency services are available during these times.

Gate changes coming Access at Belvoir access control points is changing. Drivers will be able to scan the chip or have ID cards’ bar codes read at the drive-up kiosk. ACP personnel will be close by, ensuring the generated image matches the driver’s face. Eventually, the barrier will be down between cars, which automatically raise, allowing access once the vetting process is over.
