Defense Department combating coronavirus By Jim Garamone DoD News
T
he Defense Department is making plans to combat the coronavirus, DoD leaders said at a recent news conference. For the past six weeks, defense leaders have been meeting to plan for any possible scenario with the virus that first surfaced in China. “We’ve issued a variety of (memoranda) and directives advising the force on how to deal with coronavirus,” Mark T. Esper, defense secretary, said. The DoD civilian and military leadership, including all the service secretaries and combatant command commanders, have worked together to ensure the department is ready for short- and long-term scenarios, domestic and international situations. Esper stressed

Commanders are taking all necessary precautions, because the virus is unique to every situation and every location, Esper said. “We’re relying on them to make good judgments,” he said. As new issues come up, DoD planners will work with all to combat the virus’ spread.

Industrial hygienist brings purpose, passion to Belvoir housing mission

fter the number of displaced families on the installation peaked in December, leadership took additional measures to address resident concerns, according to Col. Michael Greenberg, garrison commander. One of the actions was to add a full-time industrial hygienist
to the housing maintenance inspection team. Debora Rivera, a certified industrial hygienist, teams up with the housing quality assurance team to quantify that home repairs were done properly and that any underlying issues were resolved. “Industrial hygiene is basically a science and an art,” said Rivera. “We anticipate, recognize and evaluate hazards and we try to mitigate them, if not remove them. That includes chemical hazards, biological hazards and physical hazards. Normally, this happens in the workplace – thus, the title ‘industrial.’ With housing, it’s kind of new that industrial hygienists are involved, at least in the Army environment.” Rivera said a typical IH inspection begins with a scope of work from previous maintenance in the house. After a house has been remediated for mold, the IH will request the scope of work, as she wants to know what was done, and how it was done. The IH also inspects the exterior of the house, including drainpipes, foundations and HVAC ducts. “We schedule a visit to the home. We normally do it without the resident in the
home, so we can take our time and make sure we’re thorough. When the resident is there, we do the same job, but we are there to answer questions, as well,” said Rivera. Nearly all of the family displacements have involved mold in the home, which means persistent moisture. The IH checks for moisture in the walls or floor with moisture readers and infrared cameras. The figures gathered offer a trained IH an understanding of the situation. “We try to take a reading that works for all. We also have people who are hypersensitive to allergens or mold. If we see something, and it looks like an issue, we have to deal with it as if it was,” said Rivera. Rivera joins the team with a background in, and passion for, public health. “I actually love industrial hygiene, because it’s all about research; it’s all about the health of others, so that’s what made me fall in love with it. That’s my passion – the public health. My education is in public health, and I like to help others,” said Rivera. “When I’m a Soldier (in the Reserve), I’m a preventive medicine specialist. It’s also a way to take care of the readiness of the Army workforce, and that’s my great passion.”

resh out of West Point, a 1980 student in an Engineer Officers Basic Course at Fort Belvoir has now returned, to continue his years of service. “I loved Fort Belvoir then, and always thought I’d try to return,” said Dr. John Moeller, who came on board here in December as deputy to the garrison commander. “I lived in Knadle Hall and took classes in Humphreys Hall,” Moeller said.”It was beautiful then and now. Fort Belvoir has grown by leaps and bounds, which is a good thing, overall.” He also served at Belvoir’s Humphreys Engineer Center from 1995-1999. Moeller comes to Belvoir as deputy after serving in the same position for more than a decade at Fort Meade, Md. He said it’s great to be back, adding he’d applied for the Belvoir job in 2004, but JoAnn Blanks got the job. “JoAnn was the better person for the job, at the time, and she was a great lady.”
Classmate provides direction Moeller and Blanks had worked together at Installation Management Agency, one of Installation Management Command’s predecessors. But, it worked out well, Moeller said. He then called Col. T.W. Williams, Belvoir Garrison commander at the time and a West Point classmate of Moeller’s, and asked him for advice about how to be more competitive. Moeller and Williams had also worked at IMA together. “It’s a small Army,”

Moeller said. Williams suggested Moeller attend the National War College. “My career’s been 44 years and my year at the war college was the best year I’ve ever had,” Moeller said. “I liked it so much, because you’re in a military and academic environment. I like learning, reading, thinking, the camaraderie. It was a great group of people made up of all services, State Department personnel and foreign officers.” When Moeller graduated from war college, he landed the deputy job at Meade. Comparing the deputy positions at Meade and Belvoir, Moeller said the challenges are similar.
The uniqueness of Belvoir “Every garrison has some differences, nuances and unique needs and I’m finding that about Fort Belvoir. There are a lot of similarities between garrisons, but it’s exciting to be here,” he said. “There are more complicated partnerships here than at Meade, both on-post and off. It’s more densely populated, here, and we have 150 mission partners on Belvoir, more than Meade’s 118,” Moeller said. “We thought we had a lot at Meade,” adding he doesn’t know of another post that has as many mission partners as Belvoir. “It’s a bit more challenging here, because of the number of partners and issues,” he said. “However, the partners are very supportive and cooperative of Team Belvoir. he Belvoir Officers’ Club ballroom was bustling with tastes, sounds, images and fashion for the 2020 Wedding Fair and Bridal Show, Saturday, as MWR showcased what may be the best view of the Potomac River in the region. Brides-to-be from throughout the region attended, and met with wedding planners, bakers, photographers, florists and bridal boutiques to lock down all the details for their special day. The O Club catering director said the biggest hurdle is getting the brides to come see what the club has to offer. “We work to offer brides a great variety of vendors for their wedding, and to make sure the brides get to see this amazing venue with a phenomenal view,” said Trinetta Bowen. “We don’t have to do a whole lot of selling – once a bride comes in and sees it, it sells itself. That makes our job really easy.” Katie Tinsley, a winter bride, agreed the O Club is a perfect venue for such a grand event. “I’m getting married here in December, and I wanted to come check it out. I’m a teacher, so we’re getting married over winter break, and the club will be decorated then. We’re getting excited,” she said. Labella Bridal Boutique dazzled attendees with a bridal show of gowns for brides and bridesmaids, and even casual looks for honeymoons. Vendors donated prizes, ranging from hotel stays, to cake-toppers and couple’s champagne glasses for the wedding toast. Bowen said the O Club can host up to 100 weddings a year, with three different ballrooms, each with a unique character. Xenia Chapman, the club’s manager, said she is ready to handle large and small events, beyond weddings. “Whether it’s a wedding, quinceanera, prom, retirement or farewell party, whatever party you can think of, we do it.”

Scholarship for Belvoir residents The Michaels Educational Foundation, a non-profit affiliate of The Michaels Organization, is accepting scholarship grant applications for the upcoming school year. Motorcycle training Belvoir Safety Office has free, Motorcycle Safety Foundation training for active-duty, Guard and Reserve Service members only. M
ore than 40 bow hunters and competitive archers converged on Fort Belvoir’s Indoor Archery Range to compete in the 2020 Virginia Bowhunters Association indoor sectional championship tournament, Feb. 22-23. The event, sponsored by the Belvoir Bowhunters, MWR and Outdoor Recreation; and hosted by Belvoir Bowhunters president, Robin Vogel; gave some of the state’s most accomplished long- and compound-bow practitioners a chance to face off against each other across several age divisions, each vying to claim the crown of state champion at the end of the year-long tournament series. “Belvoir Bowhunters is one of four Virginia archery organizations that are hosting one of the formal sections of the VBA’s State Indoor Archery Tournament, and there are more than
200 shooters participating this weekend across the state,” Vogel said. “The participants are aging in range from Pee-Wee, up to 7 years old, all the way up to the Master Seniors, which is 70-plus.” Participating clubs for this weekend’s event included Belvoir Bowhunters, Bowhunters of Rockingham out of Keezletown, Sherwood Archers from Roanoke, and Kingsboro Bowmen visiting from Suffolk, Vogel added. The tournament opened with remarks from Col. Michael Greenberg, Fort Belvoir Garrison commander, who welcomed the archers. “I’d like to thank all of the folks who make these events happen and support them every day—the folks who rebuild and maintain the ranges every year and those who teach the sport,” he said. “Archery is a major sport, here, and our archers bring a real passion to it.” He also wished them luck in the competition. The archers competed in three rounds each, Saturday and Sunday, in every age and skill
division. Participants fired at a regulation five-disk target array (40 cm square) and the shooters who planted the arrowhead closest to the centers advanced to the ensuing rounds. Belvoir Bowhunters, more than 20 years old, has members of civilians, DoD civilians, and active and retired military. The club requires the highest standards of sportsmanship and ethical conduct, and its main objectives include perpetuating archery and bowhunting programs, promoting archery and bowhunting education, and conducting related charitable activities. The athletes competed in a best-two-of-three match format during the tournament hosted by Justin Fitzgerald, Fort Belvoir intramural sports league coordinator and sports facility manager. In the men’s open division, INSCOM’s Amp Phommachanh successfully defended his title by claiming his seventh champion trophy and CAA’s Troy Moore earned the runner-up title. In the women’s open division, CAA’s Bethany Grisby won the champion trophy by toppling defending champion, INSCOM’s Sarah Tran.
