Belvoir prepares for first phase of reopening Senior Defense Department leaders, health professionals key to transition By Paul Lara Belvoir Eagle

ort Belvoir is beginning plans to gradually open some activities and services on post, if conditions permit a shift from Health Protection Condition Charlie to Bravo, according to Garrison Commander Col. Michael Greenberg, during remarks during the May 7 Facebook COVID-19 town hall. This recovery framework is based on guidance from White House Task Force Guidelines to Reopen America, in consultation with Defense Department, Fort Belvoir

Changes to the Health Protection Condition are directed by the Military District of Washington senior commander. Greenberg shared that none of the actions are based on fixed dates nor will Fort Belvoir’s actions necessarily mirror those of state and local government. “As conditions evolve, the framework may change,” said Greenberg. “Just know that this potentially could change, as conditions transpire.” Greenberg said there will be four phases, moving from our current status of HPCON C back to the removal of any health condition, but that last phase will only take effect only after a vaccine is widely available, something Greenberg expected to take “many, many months.”

be offered by available employees. However, he asked parents to understand that the return of full daycare services will take time. “The Fort Belvoir Child Development Centers are not going to go up to full capacity, even in the next couple months. We’ve already sent a note out to parents indicating that we will have limitations, and with the social distancing our capacities will be cut significantly. We will continue to try to push to allow as many folks as we can get in there, with a focus on safety for the children and staff,” he said. Greenberg recommended two options for parents seeking child care, the Army Fee Assistance and the Army Family Child Care programs. For more information on fee assistance, visit childcareaware.org. Reopening Belvoir
Gym, barber changes Greenberg said gyms are planning to start with 90-minute sessions for Service members. Then the staff will clean before the next group enters. Barber shops will open by appointment only and then to Service members in uniform. The existing Grab and Go status of eateries on post will remain, until the health protection condition eases to HPCON A, when seated dining will be slowly introduced. The commander also said outdoor activities such as playgrounds will be relaxed only as much as new guidelines can be adhered to. “If we can’t adhere to the standard, because we don’t have the resources, then we’re going to delay opening … until we can get the standards met. “This is not a time-based approach,” cautioned Greenberg. There are no fixed dates for any of this, and even the anticipated midMay easing of conditions may be extended. Residents watch out for, report open manholes By Paul Lara Belvoir Eagle
W
hen Belvoir Fire and Emergency Services Battalion Chief Kevin Roberson looked into a call of unexploded ordnance on post, he was stunned by what he discovered. It was not an explosive, but something else that could just as easily lead to loss of life … an open manhole, with some books down inside. That indicated that some child or teenager had been using this as a place to hide and read. “Open, unprotected manholes are absolutely prohibited anywhere on base,” said Scott Bruning, with the Garrison Safety Office. “An open manhole has physical barriers around it, and a manhole will never be open unless there are workers nearby and actively working.” Manholes are confined spaces, and are not designed to be inhabited. Rotting material and human waste can create hydrogen sulfide gas, which can quickly dull your sense of smell, meaning you cannot notice as the gas gets stronger. Exposure to even low levels of the gas irritates the eyes, causes a sore throat, shortness of breath and a fluid accumulation in the lungs – similar to COVID-19 symptoms. Stormwater detention vaults are underground confined spaces to collect rainwater. They also collect roadside litter, tree debris, rats and water snakes. “Manholes are industrial spaces, and are no place for teens or children,” said Bruning. “If you see an open manhole and workers are not on the scene, report the hazard.” In any of the Villages, call 703-619-3880, Housing Office maintenance. If you see an open manhole elsewhere on post, call DPW Aleut at 703-806-3017, or the police non-emergency number at 703-806-3384. Bruning said the danger of these spaces cannot be over-emphasized. Confined space rescue is very difficult from sewers and manholes, as the victim usually dies within a few minutes of entering the hazardous confined space.

he Army launched a new survey which allows Soldiers to voice their concerns directly and anonymously to Army leadership. The Army Career Engagement Survey is for all active-duty Soldiers. It replaces earlier exit surveys, which were only given to Soldiers as they left active Army. DACES is a customized survey, with questions tailored to the Soldier, based on their responses to previous questions. This reduces the amount of time needed to take the survey by eliminating unnecessary questions. hough USO’s Warrior and Family Center remains closed for the pandemic, there was steady traffic pulling in for boxes of non-perishable food, Friday. Heidi Miller, Belvoir USO center coordinator, managed to get help from Capital Area Food Bank. “We have 225 boxes of food donated by the Capital Area Food Bank, and we are handing them out, along with some Girl Scout Cookies and energy drinks. We will be doing this, again, if we have any boxes left over next week,” Miller said. Due to the pandemic, the food bank has limited its deliveries to focus on seniors and the homeless, but, Miller said they put together the boxes containing cereal; juice boxes; macaroni; apple sauce; canned goods and peanut butter for the Belvoir ;amilies. Dangerous algae blooms can be diminished Submitted by Public Works Environment and Natural Resources Division
E
ver wonder why some ponds turn bright green and look like they have a layer of grass on top of them? Those ponds are experiencing nutrient overload and that green stuff is algae. Some nutrients are good in moderation, but excess nutrients, like phosphorus and nitrogen, are harmful for aquatic systems and animal and human health. When too much nitrogen and phosphorus are introduced to the environment, it causes algae to grow at a rate that the ecosystem can’t handle. Large growth of algae are called algal blooms, which create a green layer over ponds. Algal blooms reduce or eliminate oxygen in water, which causes fish illness and death. Where do these nutrients come from? The primary sources of nitrogen and phosphorus are agriculture, storm- and wastewater and homeowners. The nutrients are abundant in animal wastes and chemical fertilizers. However, when used in excess amounts, the plants don’t take up the nutrients, which get washed into nearby rivers, streams, estuaries and, eventually, the ocean. When it rains, stormwater picks up all the pollutants on the sidewalks, rooftops and roads and brings them directly into our waters without any pollutant-removing filtration. Fertilizers, yard and pet waste, and certain soaps and detergents are household items that contain nitrogen and phosphorus. These can pollute our waters.
Belvoir is within the Chesapeake Bay Preservation Area. The watersheds surrounding Belvoir Dogue, Accotink and Pohick creeks and Gunston Cove, flow into the Potomac River, and ultimately end up in the Chesapeake Bay. That means what we do can affect the Chesapeake Bay’s water quality.

How does your job fill an essential role?
Being on the ‘front line,’ ensuring I am protecting my family of Soldiers, Sailors, employees and their families, brings a sense of pride, in that the work I do will have potentially saved a life every minute, hour and day.
It offers its own unique challenges as an extremely fast-paced inpatient ward. We have a joint staff of contractors, civilians, Army and Navy, enlisted and officers. The opportunity to join the Army as a licensed practical nurse seemed like a phenomenal opportunity to give back to my country and the warfighters who defend our country. The pandemic was a loud reminder of that call to serve.
I find enjoyment in this job by bringing a sense of comfort for all who enter our facility, knowing that someone is there looking out for them.

This is what we train for in the U.S. Navy, to work on the frontlines, regardless of the circumstances, and put the welfare of those around us before ourselves. I feel extremely fortunate, unlike many Americans, I have a job and I feel incredibly safe at my job and at the hospital.

Every day in the emergency department is different. I get to directly care for patients of all ages and backgrounds. Sometimes, patient encounters are exhilarating; sometimes they are tragic, and often the two are mixed up together.
I’m a veteran, and still love serving my country and our beneficiaries. Helping others to see how we are all connected to each other is an essential part of what I love to do at work. This is a historic, public health event, and I feel that my actions, along with those of my military colleagues and our civilian public health partners, will make a difference in saving lives. That is what it is all about.
I like helping people and solving problems. Sometimes the problem boils down to making a diagnosis, or just helping someone feel better.

elvoir’s Protective Services Battalion recognized Belvoir Military Police for outstanding efforts in locating and gaining the cooperation of a person of interest in a threatening situation with a DoD protectee, according to Lt. Col. Frank Pescatello, battalion commander. The woman had been seen driving by and taking pictures of the defense secretary’s house on April 9, after sending threatening correspondence. Pescatello said leadership was wondering where she was, and how far to escalate the case. After sending out a region-wide lookout, Lt. Dewitt Parker, a watch commander in the Belvoir Police Department Patrol Division, located the suspect sitting outside near the RV parking lot, a couple days later. “Because of your efforts, we were able to find someone, get them out of proximity to our principal, and get her with the people she loves to provide some needed emotional and mental support,” said Pescatello. CW2 Christopher Bombardiere, special agent with Protective Services’ Threat Management Unit, said the event was handled by the police with utmost care and speed. “I want to say I worked with a lot of different agencies. You guys came through in a clutch and it was very appreciated by me and the personal security adviser from the Secretary of Defense. He wanted to extend his gratitude, as well,” Bombardiere said.
