Departing product managers reflect on teamwork as key to success By Debra A. Dawson PEO Soldier Reflecting on their tenure, two departing product managers within Project Manager Soldier Sensors and Lasers credit teamwork as the key to their organizations’ success. They relinquished their charters during two changes-of-charter ceremonies, June 22. Lt. Col. Michael P. Frank became Product Manager Soldier Precision Targeting Devices Feb. 20, 2015, while Lt. Col. Anthony E. Douglas became Product Manager Soldier Maneuver Sensors June 22, 2016. Both product management offices fall under Project Manager Soldier Sensors and Lasers at PEO Soldier. Frank said teamwork was the required, driving force. “In PdM SPTD, as in any product manager shop, you work as a team,” he said. “Cost, schedule, and performance are the metrics we are held to. Engineers making sure the system operates as the performance specification says it should, is as important as the cost folks keeping the finances aligned fiscally.” To illustrate, Frank brought up the Joint Effects Targeting System. “As we prepare JETS for the next decision, the test team is working closely with the performance team. They are making sure we have all tests that have an operational impact completed, while the other tests that may not be as operationally relevant can be completed at a later date.” Douglas credited his team’s focus on the Soldier for their teamwork. “As a product manager, I quickly recognized my organization was only one component of a much larger team, all focused on equipping the Soldier,” Douglas said. “Throughout my tenure, my team has worked with our many stakeholders who make up the team to include Requirements, Testing, Contracting Representatives as well as our vendors who actually manufacture our product.” “Without teamwork, PdM SMS would have failed, and the Soldier would be severely disadvantaged,” Douglas said, adding he’s proud of the teamwork that PdM SMS has demonstrated since he joined the team. The two lieutenant colonels reflected on the milestones their respective teams achieved.

Jamal Williams took over for Frank during a change-of-charter ceremony, June 22. “We have a joke that PdM SMS has seven Super Bowls every week,” Douglas said. “The team has a reputation for making the hard look easy, so it’s almost impossible to identify specific achievements for a team this well-rounded and cohesive,” he added. During the past month, Douglas has reflected on all the milestones and achievements the PdM SMS team has done. He said PdM SMS has 10 programs of record it manages. When he compared that to the team’s successes, it encompassed many domestic and international fieldings, successful testing events, record-fast processing of contracting actions, and exceeding Army goals for annual financial expenditures. “The organization has always impressed me with their ability to involve stakeholders early and often into the lifecycle of each program,” he said. Because of numerous milestones over the past 3.5 years, Frank said the most notable to him was the JETS contract award. “Not only did the team meet the very aggressive schedule … again, the team worked

very closely with our extended teammate from Aberdeen Proving Ground, Army Contracting Command (Maryland)—but the contract was awarded without protest,” Frank said. “This further helped to keep JETS on its aggressive schedule. JETS is paradigm-shifting technology the Army Fires community badly needs to enable rapid and precise target location.” “The entire team was involved in ensuring all documentation, test reports, et cetera, were completed in time to support this milestone,” he added. Frank and Douglas reflected on what amazed them from their teams. Frank offered one word. “In a word, everything,” he said. “Their dedication to the mission, the warfighter, and each other; their technical expertise and ability to explain the technology and its operational impact; the ease at which they partner with others to accomplish any mission; their

Army Corps Baltimore District welcomes 68th commander in traditional ceremony Submitted by U.S. Army Corps of Engineers Col. John T. Litz became the 68th commander of the U.S. Army Corps of Engineers, Baltimore District, during a military change of command ceremony, Friday. He assumed leadership from Col. Edward P. Chamberlayne who had commanded Baltimore District since July 2015. Litz, a native of Kingsport, Tenn., takes command of one the Corps’ largest districts, with a staff of more than 1,100 who serving the Mid-Atlantic region and the nation. “There’s no place I’d rather be, right now, than in the city of Baltimore taking command of this district,” Litz said during the ceremony. “To the district’s many partners and stakeholders, I want you to know you have my commitment to providing the best service possible. It’s what the American public demands and deserves.” As commander and district engineer at Baltimore District, Litz oversees a more than $1 billion annual undertaking of engineering, construction and real estate missions. The Engineers serve the Army and Air Force and other defense activities in Maryland, D.C., and parts of Pennsylvania, West Virginia and Virginia. This mission involves managing construction activities for 14 military installations and federal and defense partners. Belvoir is one of the installations Baltimore District serves, with a resident engineer office on post that manages major construction projects and provides a variety of support services. District, Litz also formally takes on the title of “Supervisor of the Harbor” for Baltimore Harbor and oversees the Corps’ missions there. USO expands capability with renovated logistics facility Story by Paul Lara Part of MLB’s All-Star Game this week at Nationals Stadium involves creating a lasting benefit to the host community, as part of MLB’s All-Star Legacy Program. One of MLB’s benefactors this year was USO-Metro and the USO Warrior and Family Center – Fort Belvoir. USO Metro’s logistics facility on Belvoir is a 12,000-square foot warehouse on Jackson Loop and is used, monthly, for families to stock their kitchen pantries; for eligible parents to get holiday gifts to give to their children; and for volunteers to stuff packages for deploying and deployed Service members. However, until now, the warehouse had no cooling or heating. “When you used to walk into this building, my memory is that you’d either come in and sweat to death or have mukluks on because it’s so cold,” said Elaine Rogers, president and CEO of USO-Metro. Now, we have air conditioning and heating, so we can now do all these packages in comfort. “More than 1 million packages have been stuffed in this building over the years for Soldiers, as they get on the plane at BWI Airport heading for war zones and elsewhere, and this is going to allow us to step this up,” she said.

There’s also been an expansion

to the warehouse to store bulk, perishable foods, adding inventory capabilities for the USO to distribute food to nine, local USO locations. Adding climate control and other renovations allows the USO to host programs and events,

expand its reach and provide more programming throughout the year, said Lt. Col. Christopher Tomlinson, Fort Belvoir Garrison commander, during the unveiling of the renovations. “Over 130 partner organizations on this installation, almost 140,000 people within a 40-mile radius, use the programs and services on Fort Belvoir, and the crown jewel is USO, with one of the largest facilities providing services to families and Service members. This new logistics facility will only amp up what they provide,” he said. “It’s a pretty proud moment to be able to do something like this,” Tomlinson added. This event was almost a homecoming for Melanie LeGrande, vice president of Social Responsibility for MLB. LeGrande’s father was stationed on Belvoir several times, and her sister was born in DeWitt Hospital (Belvoir Hospital’s predecessor). She said she was pleased to play a part in the renovation. “We worked with USO-Metro to help enhance and continue their great work in providing complimentary meals, entertainment, and a small sense of normalcy through the projects and activities that they endure,” she said.

Army Tuition Assistance Policy changing Aug. 5 Submitted by TaMekii Clark-Warrington Barden Education Center The site manager of Belvoir’s Barden Education Center wants prospective students to know of recent changes to the Army’s Tuition Assistance Policy. TaMekii Clark-Warrington, encourages those who were ineligible for tuition assistance due to the previous 1– and 10–year service obligations to reconsider pursuing their degree or certification. On June 6, the Army Secretary signed Army Directive 2018-09, Army Tuition Assistance Policy, with an effective implementation date of Aug. 5. The directive eliminates the one-year or 10-year wait to use TA and applies to all Soldiers, regardless of component. Beginning Aug. 5, Soldiers will be eligible for two tiers of TA, depending on their current level of civilian education. Tier 1: Soldiers who have a) not attained a bachelor’s degree and want to pursue an undergraduate certificate or diploma, or associate or bachelor’s degree; or b) have a bachelor’s degree without using TA and who want to pursue an undergraduate or graduate certificate or diploma or master’s degree. Soldiers establish Tier 1 TA eligibility as follows: a. Enlisted Soldiers who have graduated Advanced Individual Training b. Warrant officers who have graduated Warrant Officer Basic Course

c. Officers who have graduated Basic Officer Leader Course. Tier 2: Soldiers who previously used TA for any part of their undergraduate degree, have a bachelor’s degree, and want to pursue an undergraduate or graduate certificate or diploma or a master’s degree. If TA was used for any part of the undergraduate degree, Soldiers establish Tier 2 TA eligibility to pursue a master’s degree as follows: a. Enlisted Soldiers who have successfully completed Advanced Leaders Course b. Warrant officers who have graduated Warrant Officer Advanced Course c. Officers who have graduated Captains Career Course or equivalent Students should note that all Soldiers must still meet other eligibility requirements, as described in Army Directive 2018-09, to get tuition assistance, regardless of the tier level they are pursuing. Clark-Warrington, wants Service members, family members, veterans and Defense Department civilians to know Barden is a “one stop” location, with six colleges/ universities that offer a variety of educational programs at associate, bachelor’s and master’s levels. Families enjoy USO’s Mid-Su Photos, story by Paul Lara Time flies, summertime doubly so. That was the realization of Belvoir families as USO-Metro set up under sunny skies at Castle Park in Tompkins Basin, July 11, for family fun. “Today is our Mid-Summer Blast, which marks halfway through summer, for most kids,” said Amy Altersitz, program supervisor at USO Warrior and Family Center - Fort Belvoir. “This is just an opportunity for everyone to come out and enjoy barbecue and a bounce house, find out things that are going on in the community and experience some great kayaking in this beautiful basin.” The event’s big attraction was paddling out with kayaks provided by the George Washington Chapter of Heroes on the Water. This therapeutic program serves veterans, active-duty, first responders and their families through kayak fishing. Volunteers paddled out with inexperienced kayakers and with those who needed more help, using one- and two-person kayaks.

LGAFB celebrates Mardi Gras at Member-Guest tournament By Rick Musselman Sports Editor Nearly 100 golfers took to the fairways and greens of the Belvoir Golf Club to compete in the Ladies Golf Association of Fort Belvoir’s annual Member-Guest Tournament, July 10 on the club’s Woodlawn Course. The theme of this year’s competition, hosted by Fritz Diekmann, Fort Belvoir Golf Club PGA pro instructor, was Mardi Gras, with competitors decking out their carts and personal play wear with brightly colored beads, masks and streamers. “This is the biggest turnout we’ve had yet,” said long-standing LGAFB member, Marie Anderson. “We have a total of 84 players here today.” Don Francisco, a historian at George Washington’s Estate at Mount Vernon, provided some pre-competition entertainment by performing classic songs on fife and drum wearing a Colonial-era period costume. Members and guests competed in four-person teams and, according to Diekmann,

Belvoir Soldiers compete in inaugural MLB All-Star softball matchup Coed softball teams representing the U.S. Army and Air Force made history, Friday evening when they faced off in the championship game of the inaugural All-Star Armed Services Classic at Nationals Park in Washington, D.C. The event, sponsored by MLB and

T-Mobile, was the first major ballpark event of the 2018 Midsummer Classic. The contest, played among active-duty Service members from each branch, began with a preliminary round robin,

Timeout Ominous cellular replication By Rick Musselman Sports Editor I’ve often brought up my thoughts on modern technology—especially the widespread use of cellphones. And, despite an unsettling undercurrent of genuine concern, I’ve always tried to find some humor in it. However, while out running errands yesterday, everywhere I went I saw throngs of

people shuffling along the aisles fixedly staring at cellphone screens. Even stranger, when I crossed the parking lot on my way out, I saw more of them sitting in their cars tapping away on mobile devices. Now, this is nothing new in my daily observations. Indeed, I see the same kind of mass gadget-fixation at ball games, concerts and even movie theaters—during the feature presentation. But now, I’m really wondering what this stuff is actually doing to us. Oddly, I’m reminded of an original-series Twilight Zone

episode when a neighborhood of normal, caring families ultimately ended up at each other’s throats, simply because conquest-minded aliens had interrupted their electricity, automobiles, phone signals and TV reception. “There are thousands of Maple Streets on this planet,” one alien said from a hillside. “All you have to do is distract and disrupt them long enough and they’ll destroy themselves.” Cellphone obsession has spread exponentially across every demographic, with the exact same pattern and rapidity as Bubonic Plague in 1347.

For Frank, leaving his team is difficult. “To the PdM SPTD team, thank you for making this the hardest job to leave in my 20-plus years wearing the uniform,” he said. His next assignment is at the Missile Defense Agency at Redstone Arsenal, Ala. “You made each day different and memorable,” he said. “You are a testament to the effort behind the warfighter that not many people think about or remember. Thank you for everything you have done and continue to do. Because of the team, being the product manager of SPTD has been my distinct and extreme honor.” Douglas’ next assignment is as a student at the U.S. Army War College in Carlisle, Penn. He told his team to continue providing Soldiers with the best equipment, as they always have. “As for advice to my replacement, Lt. Col. Toby Birdsell, it’s simple: Always remember to care about the people just as much as you care about the mission,” Douglas said.

Exchange expands layaway program to include electronics for back-to-school Submitted by Exchange Public Affairs The Army & Air Force Exchange Service is helping military families go back to school while sticking to a budget, by extending its layaway program to include computers and tablets needed to succeed in the classroom. Through August, in time for back-to-school season, Soldiers, Airmen and other military shoppers can use layaway at their local Exchange to hold computers, notebooks, tablets and iPads items that are not typically eligible

for layaway. “Using up-to-date technology is vital to succeeding in the classroom,” said Air Force Chief Master Sgt. Luis Reyes, Exchange senior enlisted adviser. “The extended layaway program helps parents and students manage their budget for back-to-school expenses.” A $3 service fee and a deposit of 15 percent are required to hold items on layaway. Items must be picked up by Aug. 31. Shoppers can visit customer service at their local Exchange for complete details.
