Army Aviation Brigade sees leadership changes By Adrienne Anderson Staff writer The U.S. Army Aviation Brigade held a joint Change of Command and Change of Responsibility ceremony July 25, at Davison Army Airfield. Col. Prescott Farris relinquished command to Col. Mark Kappelmann and Command Sgt. Maj. Stephen McCabe relinquished his responsibilities to Command Sgt. Maj. Phillip Peguese. The task of leading a brigade as commander is very demanding, said Maj. Gen. Michael Howard, commanding general of the Joint Force HeadquartersNational Capital Region, U.S. Army Military District of Washington. He appreciated the support of the families of the commanders and command sergeants majors. “At this level, we all know the impact that these have on our families, and how important families are to our success,” he said. With Farris and McCabe, especially, he said “It’s been a tremendous run by these two leaders.” “The people who matter most ... are standing in this formation and are sitting in these seats,” Farris said referring to those who work within the brigade and families who support them. Farris said McCabe was a great partner and that he will miss him.

SMA discusses new PT test, modernization at Guard town hall By Staff Sgt. Jeremiah Runser Indiana National Guard More than 100 Soldiers attended a town hall at the Indiana National Guard headquarters July 25, to ask questions and voice their opinions about the force. Sgt. Maj. of the Army Daniel A. Dailey visited Hoosier Guardsmen at Stout Field to discuss readiness and modernization, the Army total force concept, physical fitness, and how to improve as an enlisted Soldier. “There are a few big topics we want to discuss,” said Indiana National State Command Sgt. Maj. James Gordon. “We are on our way to improving the physical fitness test, creating more opportunities for education and training for enlisted Soldiers and narrowing capability gaps to enhance the Soldier’s ability to fight, win and survive.” During the hour-long meeting, many Soldiers expressed excitement about the new and improved Army Combat Fitness Test, or ACFT, that will focus on the high physical demand tasks Soldiers perform in combat. In July, Army senior leaders announced the new test, designed to better prepare Soldiers for combat tasks, reduce injuries, and

The six-event ACFT is intended to replace the current, three-event Army Physical Fitness Test, which has been around since 1980. Beginning October 2020, all Soldiers will be required to take the new gender- and age-neutral test. Before that, field testing
set to begin this October will allow the Army to refine the test, with initial plans for up to 40,000 Soldiers from all three components to see it. “What you grade becomes important,” said Dailey. “The new fitness test is designed to prove that you can complete your combat mission.”
Dailey also voiced his support for modernizing the force and reshaping the Army’s image. Topics ranged from the new “pink and green” uniform to improving Soldiers’ tactical equipment. Spearheading the Army’s modernization efforts is the new Army Futures Command, which began operations July 1 and will be headquartered in Austin, Texas. This new, four-star command will complement the Army’s other four-star headquarters -- Forces Command, Training and Doctrine Command and Army Materiel Command -- and is scheduled to reach full operational capability in summer 2019. “We are working on modernizing everything, from the weapon you hold, to the vest you wear, to the tank you drive, to the helicopter you fly in,” said Dailey. “We are not the only nation that benefits from an economy and the intellectual capacity to build things anymore, so we have to maintain that tactical edge.” The meeting gave Dailey the chance to address Soldiers’ issues firsthand, and pay gratitude to them for serving their country. “You all chose to be Soldiers, so thank you,” said Dailey. “We couldn’t do what we do as an Army without our National Guard and Reserve forces.”

He is retiring from the military after more than 27 years. “I could not have done it without you,” he said. “Each of you has given up so much, so that I can continue to do what I love to do.” After retirement, McCabe said he will spend more time with his family. He also thanked others who supported and mentored him throughout his military career. To the Soldiers in the brigade, McCabe told them to “enjoy your time that you have in the Army. They will be some of the best and most challenging times that you will have in the Army.” His parting words were to remember to treat others as you would want to be treated, adding that the world would be a much better place if others followed such a simple concept. To Kappelmann and Peguese, “You are, without a doubt, the right leaders for the job. I wish you all the best, and I hope you will enjoy your time with the brigade, just like I did,” McCabe said. Peguese said he looks forward to working with the brigade and told the team that his door will always be open.

Mount Vernon trail offers sites, history Story by Paul Lara For everyone who enjoys biking, hiking and walking through nature, consider Mount Vernon Trail, just six miles down the road from Fort Belvoir’s Walker Gate. Beginning on the eastern edge of George Washington’s Mount Vernon estate, an 18-mile paved trail parallels Virginia’s Potomac shoreline. The trailhead is at the eastern parking lot for Mount Vernon, and finding parking is easy before 9 a.m. By mid-day, however, parking can be more difficult. The first mile winds through dense forest and is quite hilly, which may be a challenge for children on their bikes. Even in the warmest months, the dense foliage provides relief from the sun and observant hikers can keep a lookout for all kinds of wildlife. The trail emerges to cross Little Hunting Creek over a stone bridge, and then descends into Riverside Park, with parking, bathrooms and picnic tables to enjoy the views of the Potomac River. Another 1.5 miles ahead, the trail crosses under the parkway at Fort Hunt Park Road, which is just up the hill. The large park area features several historic structures, including 100-year old battery placements used for coastal defenses. Two miles further north are the lush gardens of River Farm, the home of the Natural Horticultural

New faces eyeing podium in Commander’s Cup race By Rick Musselman Sports Editor With the final stretch of the FY18 Commander’s Cup race fast approaching, it’s time, once again, to take a look at a season that has unfolded somewhat unexpectedly, in terms of the current leaders. As is the case with most title runs, the Big Four—Fort Belvoir Community Hospital, Defense Logistics Agency, Defense Threat Reduction Agency and U.S. Army Legal Services Agency—kicked off 2018 as the undisputed favorites. But, as the opening half of the schedule proceeded, some dark horse candidates began emerging as major contenders. When FBCH secured the champion trophies in flag football and Combatives (the opening two events of the year), it looked like the defending Cup champions were well on their way to claiming a three-peat after taking the titles in 2016 and 17. But DLA - a unit that has moved steadily up the rankings over the last five years, taking third place in FY16 and runner-up in FY17 - continued to prove that consistency remains the name of the game in the big picture. Earning the first-place title in tennis and runner-up trophies in the Army Ten-Miler, Combatives, basketball and the Formation Run, and a third-place finish in soccer, the unit was sitting firmly in the driver’s seat, with 119 points over FBCH’s 94, before the pivotal softball tournament. No real surprises there. However, the 249th Engineer Battalion, a unit that’s one of the most dedicated on post, in terms of participation numbers and outstanding performances across the spectrum of sports, started its FY18 campaign with a runner-up trophy in flag football and a string of post-season appearances. As such, the 249th was nipping at DLA’s heels with 92 points—only 2 out of second place. DTRA, with more Commander’s Cup trophies at its headquarters than any other mission partner here, brought down a runner-up title in volleyball and remained consistent in participation numbers and playoff appearances
File photos by Rick Musselman
FBCH wide receiver, Scott Davis, brings in a deep pass during his team’s FY18 intramural flag football championship final against the 249th Engineer Battalion, last November. to secure the fourth-place slot with 70 total points. Also emerging as a serious threat to the designs of the Big Four was and still is National Geospatial-Intelligence Agency, a unit that has historically performed well in softball, basketball and flag football but for whom a top-five finish in the overall Cup rankings has remained elusive. NGA’s emergence as a renewed force to be reckoned with began in February when it defeated DLA in the basketball championship. That victory, coupled with maintaining its massive participation numbers, had NGA sitting in fifth place—2 points out of fourth—with 68 points at the midway point.
DLA’s Stephanie Wright returns the ball during her and teammate, Connie Braesch’s FY18 tennis women’s doubles championship match series against 249th Engineer Battalion’s Anna Blaser and Rozy Burgan in April.
The softball season looked to be a critical rankings game changer, with undefeated DTRA poised take a massive step forward with a championship win on the ball diamond. DLA was 7-1 and NGA was 7-3 and all three squads had claimed top-seeded slots in the playoff tournament that wrapped up July 19. However, DTRA, DLA, FBCH and NGA all suffered elimination in the opening rounds, an outcome which did little to change the over title race picture. What did change was the second-place position. The 249th Engineer Battalion succeeded in dislodging FBCH from the second tier with a total of 110 points to FBCH’s 108. DLA still sits in front with 131 points, while DTRA and NGA
remain in fourth and fifth place, respectively, with 90 and 78 points. With four major events remaining this fiscal year, the ultimate outcome of this year’s title race remains anyone’s guess. Still, if these numbers continue on their present course, we could have some fresh faces on the podium when the season ends in September. For information about Fort Belvoir’s intramural sports program and the annual Commander’s Cup title race, call Justin Fitzgerald, league coordinator, 703-806-5093. Athletes can also contact their unit representative to sign up and for schedules.

August is Antiterrorism Awareness Month August is Antiterrorism Awareness Month in the Army. This is the Army’s eighth annual observance of this call to action for Soldiers, civilians, retirees, and family members to be aware of the dangers posed by terrorism and prepared to help combat it. As the online radicalization and mobilization to violence continues to rise, vigilance and awareness remain critical to countering threats. At every awareness event during August, a guest speaker will discuss issues that pertain to the Antiterrorism theme. The speakers who have dedicated time
to participate at Fort Belvoir’s events include: Lt. Cdr. Youssef H Aboul-Enein - Aboul-Enein is a Navy Medical Service Corps lieutenant commander and designated Middle East Foreign Area Officer. He has published articles on Islamic militancy, Arab affairs, and Middle East military tactics for Military Review, the Marine Corps Gazette, and the Foreign Area Officer Journal. Aboul-Enein has served in operational tours in Liberia, Bosnia and the Persian Gulf. He speaks at 1 p.m. Wednesday in Howell Auditorium and Aug. 22 in the Nolan Building.
Michael Chang - As director of operations, Chang is responsible for all TRAPWIRE training programs and deployment teams. Before joining TRAPWIRE, he served 14 years with the CIA as a counterterrorism operations officer, special operations officer, DCI protection detail agent, and weapons instructor. Chang speaks at 11 a.m. Aug. 15 in Howell Auditorium. Howell Auditorium is in Bldg. 226 on Belvoir, on the DAU Campus. Exchange matching states’ sales tax holidays Exchange release As summer is ending, Soldiers and Airmen can save and shop tax-free with AAFES. Several states offer sales tax holidays for clothing, footwear and other school supplies. Because shopping with the Exchange is always tax free, during the state tax holidays, the Exchange will match local sales tax discounts to offer an additional percentage off, equivalent to the local sales tax rate. “At the Exchange, every day is a sales tax holiday,” said Air Force Chief Master Sgt. Luis Reyes,
the Exchange’s senior enlisted adviser. “When families shop for back-to-school supplies during state sales tax holidays, the Exchange benefit becomes even more valuable.” Besides tax-free shopping, the Exchange offers exclusive pricing and an average savings of 20 percent off MSRP. Sales tax holidays started in Alabama last month and continue in 16 states through Aug. 25. For more information, official dates and included items, shoppers can check their state’s tax website.
