Registered to vote? Elections approaching Garrison Public Affairs With elections around the corner, Belvoir’s voting officer can help everyone, no matter where they’re from, to ensure they are properly registered as a voter and know how to vote. “It’s important to vote, not just in the Presidential election, but in all elections,” said Stephan Patterson, installation voting officer. “We have the midterm that is coming up … and a lot people don’t realize that is

just as important as the pre-election, because you’re voting for your representatives. You’re voting for the people who share your views.” He suggests voters research the candidates by taking into account what’s important for them. For example, Patterson said, as a retired veteran with 22 years of service, he wants to know candidates’ views on military benefits. Overall, he looks at past voting records of those who are Photo by Paul Lara

Rivanna Station care provider a model in disability awareness October is National Disability Awareness Month By Adrienne Anderson Staff writer Brad Page was 17 years old when a football accident paralyzed him, just before he was expected to continue his football career at college. “In the beginning, because I was still basically a kid, getting adjusted to my situation was hard, because, for 17 years, I was used to being independent,” Page said. “Now, I had to depend on someone to help me with my daily gear. Being 17 in high Submitted photo school and a jock, now my world is Brad Page outside of Rivanna Stathrown upside down, and I have to tion Child Development Center. start all over again.” Today, at 39, Page works at ing company. Getting to this point Rivanna Station’s Child Develop- wasn’t easy, as Page said he faced ment Center and owns a truck- discrimination over the years from
those who questioned if he was able to work. “If a parent walks into the room and saw me in a wheelchair, and saw a person standing up, they would have more questions about whether I’m capable of caring for their child than a person standing up,” he said about what he was told. However, none of the parents he interacts with feel that way and don’t see him as incapable of performing his job of teaching and taking care of their children. His job duties include helping lead class and teaching necessary skills for children heading into preschool. People should take his actual abilities into account and not just his appearance, Page said. He wants people to ask him questions to help dispel any false beliefs about what he and others in his position can or cannot do. “I want them to ask me if I can do the job, whether than just assume,”
he said. “I’m going to be honest and say, ‘yes, I can.’” Page will always admit if he can’t do something, he said. Page would like more done to bring awareness to those with disabilities and a month dedicated to bringing awareness about disabilities isn’t enough, he said, “because, as the world changes, more people are going to have disabilities. “It’s more common to see disabilities in the workplace because of the Americans with Disability Act. So I think it should be yearlong,” he said. “A month will give it the recognition, but, if a lot of people are not familiar with people who have a disability or know someone who has a disability. North Post CDC hosts science fair, fine art exhibition Submitted by Belvoir MWR C h i l d & Yo u t h S e r v i c e s Program Assistant Alicia Smith is sharing her love and enthusiasm for science with North Post Child Development Center students and families. She gathered staff, children, parents and administrators to create a unique science experience for everyone to enjoy. Smith designed unique, ageappropriate science experiences for children from infants to 5 years old to experiment with and learn while playing. During these science experiments’ period of development, Smith brought the NPCDC community together with parent collaboration, teachers’ involvement and supporting administrative staff. The science fair was conducted in correlation with fine arts activities at the CDC. Among the fine arts display is unique children's artistic and creative expressions, like "Creative Star Constellations," "Camp Fires," and "Exploring Space" exhibitions.

Military, overseas should vote now From Federal Voting Assistance Program
For U.S. voters living abroad or deployed with the military, receiving and sending back an official voting ballot can be a challenge to successfully voting absentee. In fact, a recent study conducted by the Federal Voting Assistance Program, FVAP, showed the voting rate among overseas citizens in 2016 would have been more than five times higher if these voters could register to vote and cast ballots as quickly and easily as voters living stateside. Last week was Absentee Voting Week, when FVAP, U.S. military installations, embassies, consulates and overseas citizens groups reminded U.S. Service members, their families and overseas citizens to vote now - and helping them do so from anywhere. Fortunately there are special protections for voters. Most registered overseas and military Service members who requested an absentee ballot should have received it by now, as election offices nationwide had to send them by Sept. 22. However, those who do not get their ballot in time to return it by their state's deadline can use a special backup ballot, the Federal Write-in Absentee Ballot, available at FVAP.gov. "Absentee voters should check their state voting deadlines, follow all ballot instructions and send back their ballot in plenty of time for it to
arrive," FVAP Director David Beirne said. "We encourage military and overseas voters to use the backup ballot at FVAP.gov if they are concerned about missing their state's voting deadline." FVAP offers an interactive online tool that helps voters fill out their backup ballot. The tool saves time and improves accuracy by using the voter's registration address to list all candidates for federal offices for that jurisdiction. Without the tool, voters must determine which candidates are running in their district and then manually write in the names. After filling out the backup ballot, voters must print, sign and send it to their election office. Voters who end up getting an official ballot after sending in a backup ballot should still fill it out and send it back, as well. States will ensure only one ballot is counted per voter. For voters who are just starting to think about the election, there is still time to register in many states. Voters can visit FVAP.gov for their state's specific voter registration, ballot request and ballot submission deadlines. The voting rights of 3 million U.S. citizens living overseas, as well as Service members and their eligible family members, are protected by the Uniformed and Overseas Citizens Absentee Voting Act. For information, visit FVAP.gov, email vote@fvap.gov or call 1-800438-VOTE (8683).
Complete your impact aid form From Fairfax County Public Schools Each year, the federal presence in this area and the significant tax exemptions available to federally connected personnel, businesses and agencies has made Fairfax County Public Schools eligible for federal Impact Aid grant funds. Impact Aid is a federal formula grant program designed to help school districts that with identified, federally connected students enrolled. Federallyconnected students are children of active-duty, uniformed services personnel; children who live on federal property or in subsidized, federal housing; and children whose parents work on eligible federal properties. FCPS anticipates getting about $3 million in unrestricted funds in grants, as a result of parents’ returned Impact Aid statements. The funds become a part of the school system’s general operating budget and are critical to maintaining standards for educational excellence.
We need parents’ and caregivers’ help in identifying students with federal connections, to ensure that FCPS can get its share of funds from the program. Parents and caregivers are asked to complete a Student-Parent Survey for Federal Impact Aid for each school-aged student in their household, sign and date it and return it to the child/ren’s schools by Oct. 26. If sections 1 and 2 of the survey do not apply, parents are asked to just check the box in Section 3. The survey will be distributed beginning Tuesday to all FCPS families. Information provided will be treated confidentially. The form and more information is also available from https://www. fcps.edu/impact. The Department of Education has more info about the Impact Aid Program, available at https:// www2.ed.gov/about/offices/list/oese/ impactaid/index.html. More info about the survey is available from the school district’s IT staff, 703-329-7655.

Info session set for transitioning Service members By Adrienne Anderson Staff writer Transitioning Service members seeking career and resource information are welcome to attend the Career Skills Program/Department of Defense Skillbridge Information Session, 9-11 a.m. Dec. 5, at Barden Education Center, 9625 Belvoir Road. “We want Service members to know there are options and opportu-
nities out there,” said Brandy Walker, Career Skills Program installation administrator. “The Career Skills Program is a great way to ease into civilian life and either carry on what you know or start a new career completely. It doesn't matter if you are an E4 or an O6. If there is something out there that you are passionate about then come and see us.” Service members will hear from program managers and directors
who are part of the Career Skills Program, a Department of Defense program for transitioning Service members. The program helps them make the switch to a civilian career or gain the skills needed for a civilian career. The session will focus on opportunities transitioning military can take within 180 days of their separation or retirement. Resources available at the infor-
Not your typical Career Skills Program Army Career Skills Program Have you heard about the DoD Skillbridge - Career Skills Program on Fort Belvoir? If so, then you might know the Corporate Fellowship Hiring Our Heroes program is the only fully vetted and approved one for the installation; however, it is not the only option for transitioning Service members. A stop in the office of Brandy Walker, the Career Skills Program Installation Administrator, and you can find a variety of information ranging from programs at other military installations to transitioning services from other organizations. One such program Walker also provides information on is Individ-
ual Internships, a chance for transitioning Service members to create a future for themselves with the company of their dreams. This is an option for those who are looking for something different, like Spc. Nathaniel Leatherman, who recently completed his Individual Internship. After discovering there were no Career Skills Programs available in or around his hometown in Pennsylvania, he chose to find a company willing to train him, for free, for a set period of time, and, at the end of the internship the company agreed to interview him for a position. All of this took place while Leatherman received his full military benefits and while on authorized Permissive Temporary Duty.
“I can’t stress enough how amazing this program is, and how vital it can be to ensuring Soldiers have good jobs to go to as soon as they ETS,” Leatherman said. “I know the Army puts a lot of emphasis on continuing education, but it’s not for everyone. And, it’s really great to have this as an option.” People who want more information about the services and programs provided by the Career Skills Programs and partners, can stop in Barden Education Center or attend one of the upcoming Career Skills Program information sessions. The Career Skills Program is located at the Barden Education Center in Bldg. 1017, Room 149. For more information call 703-805-9270.

Disabled employees’ achievements recognized at Pentagon ceremony By David Vergun Defense.gov Twenty-five personnel received Department of Defense Disability Achievement and Recognition Awards at a Pentagon ceremony, Oct. 4. Kevin Kelly, deputy director, Office of Force Resiliency, Office of the Undersecretary of Defense for Personnel and Readiness, provided opening remarks, commending DoD’s advancement of diversity and inclusion in the workplace. Strength through diversity “As leaders, it is our job to attract, recruit and retain a strong and disciplined workforce in order to ensure the readiness and lethality of our military,” Kelly said. “Strength can only be found within diversity -- diversity of thought, skills, experience and perspective. A workforce of solely like-minded individuals breeds nothing but status quo and complacency. It is in our diverse perspectives and experiences that we advance. It is in our ability to bring together shared goals, but unique perspectives, that we remain at the forefront of innovation.” Each October, the DoD celebrates National Disability Employment Awareness Month. The commemorative month has its origins in 1945. During the World War II era, as Service members with disabilities from the war began to return home, the American public became increasingly interested in the workplace participation of people with disabilities, Kelly said. That launched a weeklong celebration during the first week in October 1945, and later was
extended to the month. This year’s theme, “America’s Workforce: Empowering All,” highlights the importance of the full participation of all people in the total workforce, he said. Fundamental to mission readiness is promoting an environment free from personal, social or institutional barriers that prevent personnel from rising to the highest possible level of responsibility commensurate with their abilities.

Bulldogs football action intensifies By Rick Musselman Sports Editor With hours of preseason practices and two weeks’ worth of regulation games in the books, Fort Belvoir’s Bulldogs football teams are ramping up intensity on both sides of the ball, as the Fairfax County Youth Football League season heads into Week 3. In the 80-pound Central-Division 2, the home squad downed the Springfield Youth Association, 2612, Saturday at Pullen Field. Elsewhere in the league, the Ankle Biter Division-3 Bulldogs triumphed over the Fort Hunt Fed-
erals, 26-13 and in the 90-pound Central-Division, the Bulldogs narrowly fell to the Fairfax Police Youth Club Rebels, 12-6. It was a tough day for the 100-pound Central-Division 1 Bulldogs, suffering a 32-0 loss to the Springfield Sharks. For weekly games schedules, scores and standings, visit http:// fcyfl.org. Belvoir basketball players try out for elite WAMAC team By Rick Musselman Sports Editor Nearly 20 Fort Belvoir athletes showcased their basketball skills at Wells Field House, Oct. 2 during the second and final week of tryouts for the 2018-19 elite Eagles men’s basketball team, a perennial contender in the ultra-competitive Washington Area Military Athletic Conference. Fort Belvoir’s post-level program fields some of the area’s finest athletes each season and the tryout sessions allowed Head Coach Herb Marshall to observe new and returning players’ skills and select the final roster that will represent the installation in the forthcoming season. WAMAC is the official athletics organization for Service members and civilians representing several metro-area military installations
from every service branch. The Fort Belvoir basketball teams — the Eagles and the Lady Eagles female organization — compete each year in weekend matchups throughout the winter. The WAMAC season ends with a major, double-elimination championship. During the tryout cycle, players demonstrated their abilities in an array of drills, including threeand five-man down-court passing; free throws; layups; mid-range and three-point jumpers and man-toman exercises; as well as grueling defensive maneuvers. For information about the Fort Belvoir Eagles sports organizations and the upcoming season, call Coach Marshall (men’s team), 703798-0842; Coach Sherman Sherin, 703-806-0801; or Justin Fitzgerald, intramural sports coordinator, at 703-806-5093.

Be ready: Make a family emergency plan From Ready.army.mil
Emergency planning resources
One of the most important tools a family can have to protect itself in possible emergencies is a family emergency plan. People and families should plan ahead for all types of emergencies and responses. Everyone in the family should understand what to do, where to go and what to take in an emergency.
Ready.gov Fema.gov ready.army.mil
Be Informed
Find out what disasters are most likely to happen in your area and stay informed of specific instructions or information you may need about these disasters.
Establish an Evacuation Procedure
• Know your installation’s evacuation plan • As a family, discuss where you will go in an emergency. • Discuss where your children will go if they are in school when the emergency happens and make sure they understand where you plan or try to be. • Be aware that, in an emergency, phone lines and cell phone towers may be out and it may be necessary
• Make sure every member of the family has a copy of the communications procedure. • Save the ICE information in everyone’s cell phone A family discusses an emergency plan. to have a contingency plan to reach each other. Consider using text messaging if normal communication options are not available. Know people’s phone numbers in case you have a chance to contact them using someone else’s working phone • Plan how to evacuate family members with special needs • Include pets in your family plan
FEMA photo by Zachary Kittrie
Develop a Family Communications Plan
• Develop a comprehensive procedure to communicate as a family if you are separated in an emergency • Create a sheet or card with all the phone numbers and information every individual in the family may need, including an in-case-ofemergency name and number
Practice Your Plan
• Set up practice evacuations or shelter-in-place drills for your family to ensure everyone knows what to do and where to go in an emergency • Keep your three-day emergency supply kit up to date and replace water and perishables periodically. Make sure everyone knows where it is and to take it when sheltering or evacuating. • Check your smoke alarms regularly.

He also warned voters to watch out for Facebook memes and advertisements on TV or radio and instead be diligent in their research. “Do the research on the person and place your vote accordingly. That way, you are making a well-educated vote,” he said. places more readily accessible, Page said. Just because there’s a button you can push to get into the building doesn’t mean the inside is accessible to those like him. But overall, he wants people to recognize the individual personalities, backgrounds and abilities of those who are disabled. “You might see someone with a particular disability, and you might think that all people with that disability are the same,” he said. But it’s not true. Page also rides four-wheelers and cuts wood. “We should still be seen as individuals instead of grouped as a whole, thinking, ‘oh well, people in wheelchairs can’t cut grass or everyone in wheelchairs can’t do this,’” he said. To those who are disabled, he offered this piece of advice: “Have a strong faith that something is going to come through for you,” Page said. “I was given an opportunity. Someone took a chance on me.” Now, he’s embraced by those he interacts with and loves the work he does. Striving for what you are passionate about is important, he said.
