Belvoir Firefighters sharpen readiness in new fire training tower By Paul Lara Belvoir Eagle

T

hick, white smoke was rising from Davison Army Airfield last week as Fort Belvoir Fire and Emergency Services trucks came rolling up. With focus and precision, each firefighter had a job to do: lay out hoses; throw ladders for reaching the second floor, and forcing their way into the building. This building, however, is designed to burn – again and again. The three-story steel structure offers realworld training, complete with heat, blinding smoke, and the uncertainty of the floorplan, according to Shane Crutcher, Fort Belvoir fire chief. “The training facility was dedicated back in July, and this is the first opportunity as an agency to run the groups through different evolutions. We’ve done some training burns with our instructor groups, but this is the

That culture is not okay; fix that deficiency and hold each other accountable. Support each other and build a team,” said SeGraves. The training involved several scenarios: a first-floor fire, and responding to a second-story fire with victims trapped. A key advantage to this facility is the

This facility will enable Fort Belvoir to support their training which will better facilitate cooperation between the two agencies which is critical,” said Crutcher “When you look at the National Capitol Region, our military partners and even FEMA partners have taken a look at the Fort Belvoir facility and they plan to take advantage of it. From Aberdeen Proving Grounds to down A.P. Hill, Fire and Emergency Services will be using our facility to meet their own training requirements. The 2,280-square-foot training center is a world-class facility, and Crutcher said future plans include the addition of a mobile aircraft rescue and firefighting system, and above-ground confined-space rescue simulator.

Arey finds ideal job in Army as animal tech By David Fawcett Belvoir Eagle

U

pon entering her local Army recruiting station, Spc. Morgen Arey reviewed the job options until she found one that immediately piqued her interest: Animal technician. Growing up in the coastal city of Crystal River in western Florida, Arey always loved animals. But she had no interest in going to school and becoming a veterinarian. The Army offered a perfect inbetween choice. “I like to help, but I don’t like the medical portion,” Arey said. “This was the next step. You can’t go wrong working with animals.” Once Arey enlisted, she was assigned to Fort Belvoir, where she is one of three Soldier animal technicians at the base’s veterinary center at 10015 Theote Road. uring the month of October, the Fort Belvoir Army Substance Abuse Program, or ASAP, invites you to join us as we celebrate Red Ribbon Week, Oct. 23-31. Red Ribbon Week is recognized on a national level as one of its oldest and largest drug prevention awareness programs. In 1990, the Department of Defense officially began observing Red Ribbon Week to raise public awareness and mobilize communities to combat tobacco, alcohol and drug use among military personnel, civilians and their families. The Red Ribbon Campaign originated in 1985, when Marine Corps Veteran and police officer turned Drug Enforcement Administration Agent, Enrique (Kiki) Camarena, was murdered by drug traffickers in Guadalajara, Mexico. Since then, the National Federation of Parents for Drug Free Youth and the DEA have spread the word of the Red Ribbon Campaign across the globe. Fort Belvoir ASAP celebrates this campaign annually to support the Fort Belvoir community and encourage them to live a healthy, drug-free life.

Lonnie Hibbard, Army Center for Initial Military Training commander. Placing an emphasis on the military profession and the Soldier’s role as a member of the Army will be one method to help operationalize the people strategy, said Lt. Gen. James Rainey, Combined Arms Center commander. Another method is developing better leaders. The Army recently announced changes to its noncommissioned officer advancement structure to boost the quality of its enlisted leaders. The service widened the scope of its order of merit list, or OML, focusing on a Soldier’s merit and abilities instead of time in service. Under the changes, Soldiers will be selected for training from the OML to qualify for promotions faster. Finally, the Army has begun implementing career assessments that started with the officer corps last fiscal year and will continue with NCOs, warrant officers and civilians this fiscal year, Rainey said.

H2F The Army’s new Holistic Health and Fitness program, or H2F, aims to focus on improving Soldier fitness and nutrition, and will dedicate resources such as physical therapists, fitness trainers and dietitians to monitor and assess a Soldier’s health. Taking care of the individual Soldier will impact readiness by reducing the number of non-deployable Soldiers and create more combat-ready Soldiers, Rainey said.

The H2F program, coupled with the Army Combat Fitness Test, may also help cut the number of injuries. “If we can reduce these non-availability rates for Soldiers by just 1%, that will save more than $40 million, which is critical in this fiscal environment,” Hibbard said. “We have to stop breaking Soldiers. Instead, we must work to prevent these injuries and preserve the longterm health of our most valuable resource.” Nurturing physical health will also impact attrition and could reduce the number of Soldiers who separate from the Army for medical reasons, potentially providing additional cost savings to the Army, Hibbard added. Prioritizing the individual Soldier will support the Army’s modernization efforts as a whole, as a holistically fit, better-trained Soldier can better execute the tasks the Army’s transformational changes call for, said Gen. Paul Funk, Army Training and Doctrine Command commander.

The notion of shifting its attention toward the individual is inherently American and represents the country’s values, said E. Casey Wardynski, assistant secretary of the Army for manpower and reserve affairs. He said the focus and care of the individual stems from Western philosophy. “The focus on our people is moved from things that were big aggregates: rank, branch, to things that are very granular and speaks to things that are uniquely American and perhaps Western,” Wardynski said. “And that speaks to the value of the individual, human dignity, what people bring to bear in solving problems. Those are very much embedded in American culture.” As part of the people strategy, Wardynski and Funk signed the implementation plan for military personnel this month after the Army released the Civilian Implementation Plan in June. That plan identifies each civilian’s skills, knowledge and preferences to better match workers to achieve organizational goals while building readiness. The assistant secretary said that when the Integrated Personnel and Pay System-Army, or IPPS-A, goes online in December 2021 it will give the service the capability to achieve some of those goals. “Time is of the essence,” Wardynski said. “The younger folks in the Army, our sergeants and our junior leaders, are clamoring to see [the people strategy] in their world. [IPPS-A] will allow us to implement all these things we’re working on across the force -- our active [duty], Guard and Reserve, up and down the ranks. And so I think getting that across the finish line is really a major, major step.”

Area’s first haunted drive-thru features unlucky number of scares By Paul Lara

ombies. Swamp creatures. Creepy clowns. And scary dolls. Those are just a few of the nightmares in 13 – yes, 13 - different scenes that visitors will encounter (from the safety of their cars) at Northern Virginia’s first haunted drive-thru, at the Workhouse Arts Center in Lorton. Joseph Wallen, the center’s director of performing arts, said the drive thru, called “Nightmare Alley,” is the first immersive, completely contactless drive-thru Halloween experience in the region. This is the seventh year Workhouse Arts has hosted such an event, which is an extension of its performing arts program, allowing local youth to practice their set production and theatrical skills. Of course, because of coronavirus concerns, this year the event is in a drive-through format. “Of course, we did research, for safety precautions for our guests and performers, but we also have moving vehicles. We’ve got technicians everywhere with radios; we’ve got people with glowing wands to help guide traffic,” Wallen said. “When you pull up to a scene, there’s a traffic light and the vehicle has to

stop and turn off its engine before anything happens, and then we engage with the vehicle. “The drive thru design of ‘Nightmare Alley’ will allow visitors to enjoy the Halloween season despite COVID-19.” That sentiment seemed to be shared by Byrd Fitzgerald, who drove his family down from Laurel, Md., for the experience, noting he is quite aware of the history of Workhouse as a former prison. “I’m a fanatic for stuff like this. This is money well spent,” Fitzgerald said. “Just knowing where we are is creepy enough. It’s fantastic.” Fitzgerald said he was most impressed with the swamp scene. “That was intense!” Caroline Blanco, vice chair of the Workhouse Board of Directors and chair of the Workhouse haunted attraction design team, said about 60 actors and technicians are involved in the project. “Building on last year’s Haunted Trail production of ‘Breakout,’ we found a way to create a hair-raising haunted attraction that is both terrifying and completely safe,” she added.

Deadline to apply for Vote-By-Mail Ballot in Fairfax County is Friday By Fairfax County Government

I

f you want to vote by mail in the Nov 3, general election in Fairfax County, the last day to apply is Friday at 5 p.m. The quickest, most secure way to apply is online through the state’s portal at vote. elections.virginia.gov/VoterInformation/ Lookup/absentee. Act now because it takes time to process your application, as well as mail your ballot to you. As a result of a new state law, any registered voter may now vote by mail without needing a reason or excuse.

Returning your ballot We’ve now issued almost 250,000 mail-in ballots, and return yours as soon as possible if you know how you’re voting. You have three options for returning your ballot: 1. Mail it back. Put it in the mail right away but no later than Halloween, Oct. 31. Your ballot must be postmarked by Nov. 3, and it must be received by the Office of Elections by noon on Nov. 6. 2. Put it in a ballot drop-off box at any Fairfax County early voting location. Boxes are only available during the hours early voting sites are open, and you may use

a box at any location. There’s also a secure, 24-hour drop-off box outside the Fairfax County Government Center you can use anytime. 3. Put it in a drop-off box on Election Day, Nov. 3. Boxes will be available at every precinct (outside the voting room) from 6 a.m. to 7 p.m., and you may go to any polling place.

Tips for using a drop-off box If you are returning your ballot in a drop-off box, please be sure to put “Envelope B” inside the prepaid, return envelope, even though you’re not mailing it back. This will help elections staff to more quickly process your ballot when it’s received.

However, your mail-in ballot will still be counted even if you returned your ballot inside the “B” envelope only. You can check when your ballot has been received by the Fairfax County Office of Elections by looking on the state’s portal. Once you log in, look at your voter history. When you use a drop-off box, Ballot Scout won’t indicate if your ballot was received because this tool only tracks ballots returned by mail.

Instead, we must work to prevent these injuries and preserve the longterm health of our most valuable resource.” Nurturing physical health will also impact attrition and could reduce the number of Soldiers who separate from the Army for medical reasons, potentially providing additional cost savings to the Army, Hibbard added. Prioritizing the individual Soldier will support the Army’s modernization efforts as a whole, as a holistically fit, better-trained Soldier can better execute the tasks the Army’s transformational changes call for, said Gen. Paul Funk, Army Training and Doctrine Command commander.

The Army recently announced changes to its noncommissioned officer advancement structure to boost the quality of its enlisted leaders. The service widened the scope of its order of merit list, or OML, focusing on a Soldier’s merit and abilities instead of time in service. Under the changes, Soldiers will be selected for training from the OML to qualify for promotions faster. OCTOBER: Finally, the Army has begun implementing careerBREAST assessments that started with the officerCANCER corps last fiscal year and will continue with NCOs, warrant officers and civilians this AWARENESS fiscal year, Rainey said.

The notion of shifting its attention toward the individual is inherently American and represents the country’s values, said E. Casey Wardynski, assistant secretary of the Army for manpower and reserve affairs. He said the focus and care of the individual stems from Western philosophy. “The focus on our people is moved from things that were big aggregates: rank, branch, to things that are very granular and speaks to things that are uniquely American and perhaps Western,” Wardynski said. “And that speaks to the value of the individual, human dignity, what people bring to bear in solving problems. Those are very much embedded in American culture.” As part of the people strategy, Wardynski and Funk signed the implementation plan for military personnel this month after the Army released the Civilian Implementation Plan in June. That plan identifies each civilian’s skills, knowledge and preferences to better orary pmatch em S nt goals while workers to achieve organizational now only building readiness.
