German flag posted at Belvoir’s Joint Personnel Recovery Agency By Adrienne Anderson Staff writer The Joint Personnel Recovery Agency headquarters hosted a German flag posting ceremony Tuesday, to honor the establishment of a formal, bilateral relationship with Germany. The ceremony represents the commitment between Germany and the U.S. to work together for personnel recovery globally, said Col. Sang Yoo, vice director, JPRA. JPRA was established during World War II. The agency focuses on helping prevent isolation events, prepare warfighters on what to do if they become isolated and respond to isolation events. The Foreign Liaison Officer Program was an important element in enabling key partner nation personnel recovery specialists to share their experiences and knowledge and helping develop expertise in the U.S., according to JPRA. The first foreign liaison officer, Lt. Col. Georg Stauch, arrived in January. “It really is a day that commemorates the shared values, the shared principles that we all have—personnel recovery being one of those,” said Air Force Maj. Gen. Thomas Deale, vice director for Joint Force Development, Joint Staff J7. “Personnel recovery is a moral responsibility and a moral imperative for both of our nations.” Col. multinational cooperation are keys to global success, he said. “Over the decades, the U.S. has been and will continue to be a strong, loyal and dependable partner, providing reliable support in the prohibition of personnel recovery in all areas of operations. For that, I would like to express our particular gratitude,”
Frietzsche said. Personnel recovery is important to nations who put their forces in harm’s way, Deale said. “It’s a covenant we hold with those individuals,” he said. “It’s a covenant we hold with our citizens. It’s a covenant we hold to the families of those we are sending forward.”

Students learn separation of powers on Law Day Story, photos by Paul Lara Photo editor In celebration of Law Day, members of the Office of Staff Judge Advocate treated some home-schooled youth from Belvoir Home Educators to an interactive lesson describing one of the U.S. Constitution’s greatest democratic protections – the separation of powers. Seated in the OSJA courtroom, once an elementary school auditorium back in the 1930s, J. Tracy Cowan, Chief of Administrative Law, assumed the role of narrator to set a context of how an idea becomes a bill, and winds its way through the legislative, executive and sometimes judicial branches of federal government. The bill mentioned a tax on all game consoles and accessories, something the children did not think was a good idea. Students learned that tax bills

Cowan also explained how a bill that had won approval from the legislature could still be shut down by the President with either a veto or by not signing
the legislation at all. While the bill was signed, the young Supreme Court struck down the law, as it discriminated against a particular group of people, which is a violation of the Constitution’s Equal Protection Clause in the 14th Amendment.

‘Value extra days,’ National Day of Prayer speaker encourages By Adrienne Anderson Staff writer Fort Belvoir observed National Day of Prayer May 3, with an early morning run and with a lunch at the O Club. At the lunch, Bob Bardwell, owner of Ironwood Springs Christian Ranch in Stewartville, Minn., was guest speaker. The ranch serves military families and people with disabilities. Bardwell was paralyzed 45 years ago when, at age 25, he was crushed by an earth-moving machine’s bucket that fell as he was fixing a cable. “I didn’t even know it happened—I should have died,” he said. Bardwell’s injuries included collapsed lungs, crushed ribs, and a severed spinal cord. The accident hospitalized Bardwell for five months. Originally paralyzed from the neck down, Bardwell is now paralyzed from the waist down. “Since that accident 45 years ago, God’s given me more than 16,000 extra days,” he said. “I’m like you. In the hospital, you make choices. You make choices every day. And I had to choose … about my future. And, even to this day, I continue to learn things.” Since his accident, Bardwell said one of two things he’s learned is that life is fragile and short. “What you have today, you may not have tomorrow—there’s no promise. Treasure each day,” he said. The other lesson he learned is to look toward the future and not dwell on the past. “The greatest destroyer of a bright future is dwelling on the past,” Bardwell said. “God wants people to look forward with hope and move on.” Before his injury, he tried his hand at

However, after his injury, he met another man in a wheelchair who invited him to try wheelchair racing. Although skeptical at first, Bardwell said he eventually came around and was glad he did. He went from doing 10K races to running his first marathon. Twenty years later, he had completed
100 marathons. “You don’t always have to be the first or the fastest in life, but you can participate,” Bardwell said. “Say, ‘hey, count on me to be there. I’m going to do my best.’”

Fort Belvoir’s Memorial observance is at 10 a.m. May 24 at the Cold War Memorial on Long Parade Field. Retired U.S. Navy Capt. Eugene B. “Red” McDaniel, author of “Scars and Stripes: The True Story of One Man’s Courage Facing Death as a POW in Vietnam,” is guest speaker. “I feel it is a great opportunity for all Americans across all generations to gather and observe this special day of recognition, paying well-deserved tribute to those who have paid this ultimate sacrifice,” McDaniel said. “This is especially important for our younger generation to see their parents, grandparents, teachers, leaders, etc., gathering together in recognition of this special day of honor.” During the observance, McDaniel said he will recount his story as a prisoner of war in Vietnam. “I will remind all listening that the freedom we all have and enjoy is a gift, a gift from God,” he said. “To live free is a responsibility we all share equally. And, this I know with certainty: to die free is an obligation.” McDaniel’s A-6 Intruder aircraft was shot down May 19, 1967, while he was flying over North Vietnam. He was being held prisoner by the Hanoi government and had been listed as missing in action until 1970. He was a prisoner
10 a.m. May 24 Long Parade Field of war for six years until his release in 1973. His book details his six-year ordeal as a prisoner in Vietnam, where he was tortured after attempting an escape with other prisoners. After his release to the U.S., McDaniel was awarded the Navy Cross, the Navy’s highest award for bravery. He also received other medals, including two Purple Hearts, the Legion of Merit with Combat “V” and two Silver Stars. Eventually, McDaniel continued serving in the military where he became commanding officer of the USS Niagara Falls and the USS Lexington. He was also the director of Navy/Marine Liaison to the U.S House of Representatives. He retired in 1982 and went on to found the American Defense Institute, which advocates for having a strong national defense. “Memorial Day is an important reminder for us all to remember and pay tribute to those who have paid the ultimate sacrifice in defending our great nation and its values,” McDaniel said.

Community gathers for National Day of Prayer Run Story, photos by Paul Lara Last Thursday morning, when the sun rose on Belvoir’s Pullen Field, it was already buzzing with activity. In addition to Service members’ regular PT, about 40 runners were on hand to kick off National Day of Prayer. Sporting a brand new wheelchair, veteran marathoner Bob Bardwell was there to lead the way. Bardwell has completed more than 100 marathons since he was paralyzed by a work accident. His wheelchair was not yet configured for racing, so other runners helped him bungee his feet before starting. With music soaring, participants took off around Pullen Field. Col. Alan Pomaville, a chaplain with the Office of the Chief of Chaplains, said the morning run was about unity and spiritual fitness, “If you think about the way we’re made – body, mind, soul and spirit – all of us need God,” he said. Pomaville added, “One of the components that we bring as chaplains is spiritual fitness to help people stay strong and resilient.” Ceremonies also included a prayer lunch at the Officers’ Club, where Bardwell was the keynote speaker.

Bodybuilding star visits Belvoir By Rick Musselman Sports Editor Belvoir community members – especially those with an interest in fitness – got a rare chance to meet a professional athlete whose legendary success in his sport has taken him to the pinnacle of the competitive elite and inspired millions to take physical training to the highest levels. As part of a tour of military installations across the U.S. and abroad, renowned bodybuilder and four-time Mr. Olympia champion, Jay Cutler, visited Fort Belvoir’s Main Exchange to host a meet and greet and autograph-signing session. After visiting with dozens of community members, Cutler traveled to the USO Warrior and Family Center to spend some time with wounded Service members. He discussed his 20-plus year career - his wins and losses, his approach to nutrition and training, and how he first discovered bodybuilding while working as a teenager in his family’s concrete business in Sterling, Mass. Sheila Hutchinson, USO Warrior and Family Center assistant manager; and
1st Lt. William Stroud, Headquarters and Headquarters Company commander, Warrior Transition Battalion, guided Cutler on a comprehensive tour of the facility during which Cutler checked out the art and music rooms and learned about the wide variety of support and job-assistance programs available at the facility. During his visit, Cutler stressed that his primary motivation for touring military installations was giving back to the armed-forces community after having enjoyed a stellar career of competing and learning from those who came before him. “I grew up in a military family and I really appreciate the sacrifices the men and women in the service make; I didn’t serve myself, but traveling around the world during my career, I know how hard it can be to be away from home and family for long periods,” Cutler said. “I’m so grateful to the armed serves and, when I travel around, I see the most important result of my career. I’ve won every contest

Tennis tournament nears completion By Rick Musselman Sports Editor Nearly 30 athletes, representing seven units assigned to Fort Belvoir, continued the Commander’s Cup intramural tennis championship tournament with mixed doubles, senior women’s and men’s open division matches last week at the 14th Street, Graves Fitness Center, and Barracks courts on North and South posts. In the women’s open division, DLA’s Carrie Alfalaij downed teammate Stephanie Wright
to claim the championship trophy, May 1 at the 14th Street courts. DLA’s Connie Braesch and Protective Services Battalion’s Ligaya Harshberger earned equal third-place finishes. In the men’s open division, Night Vision and Electronic Sensors Directorate’s Quang Nguyen and DLA’s Russell Neukirchen punched their tickets to the championship final with respective wins over Army Construction Company’s Tony Adams and National Geospatial-Intelligence Agency’s Josue Valentine . Timeout In the company of a true champion By Rick Musselman Sports Editor Last week, I got a chance to meet another sports idol of mine—Jay Cutler, a 4-time Mr. Olympia professional bodybuilder—when he visited Fort Belvoir’s Exchange and USO. Now, anyone who knows me—specifically, anyone who’s seen me in person—might be scratching their heads as to why I would pick a 315-pound bodybuilder for a sports
hero. I mean, let’s face it - I don’t exactly look the part. While I simply don’t have the genetics or the metabolism to even think of getting in that good of shape, I find I have quite the respect and admiration for athletes like Cutler, who are so dedicated to their profession and taking care of themselves that they can inspire so many others to focus more on health and success, in general. Indeed, that was the main reason he
was here – to inspire and encourage. And, judging by the reaction his audience of wounded Service members at the USO had to his expertise and gentle good humor, I’d say he can put another great success in his trophy case (provided one existed for selflessness and humility). Cutler epitomizes the essence of my definition of a true champion – one who achieves greatness, then shares.

As the undeniable spearhead of DTRA’s offensive onslaught, Dan Miller kept the scoreboard in high gear for the duration, single-handedly netting three goals and assisting with the fourth off the cleat of veteran, John Carter. On defense, Miller and Carter joined forces with Robert Tuttle, Igor Pogrebnyak, and steal specialist, Vashon Moore who harassed INSCOM ball carriers on every approach. INSCOM, also a major contender in Belvoir’s Commander’s Cup leagues, faced some uncharacteristic struggles in finding its well-known rhythm early on. Still, despite the constant pressure from DTRA’s field of defenders, Souleymare Toure and Peter Novak teamed up to feed the ball inside to Michael Stanphill for a first-period score. INSCOM showed some promise in the second half of the contest. Fully utilizing the ball-handling skills of David Linards and J.C. Spinney, the squad managed to penetrate DTRA’s midfield ramparts on several occasions. But, the security zone around the penalty box proved impenetrable and with a final clock-draining pass-fest down the field, DTRA drew the curtains on the contest, putting the 4-1 victory into the books and climbing a notch in the FY18 rankings. Cutler suffered a torn bicep muscle in 2011, right before that year’s Mr. Olympia competition, and had a wealth of advice to offer. Fort Belvoir Youth Sports will be one of the U.S. military bases worldwide to stage the America’s Armed Forces Kids Run, May 19, starting at 9 a.m. The event will take place on Pullen Field, next to Specker Field House, 1182 12th St. The cost is $6 and all participants get the 2018 commemorative America’s Armed Forces Kids Running T-shirt. Belvoir’s annual Formation Run is May 18. Planners changed the rules in 2015 to increase participation. The run is open to active duty and civilians in Belvoir units. Teams must consist of 12 runners and one guide on. (13 total). Teams without one female runner get a 40-point deduction. Each runner who crosses the finish line in formation gets 20 points, for a maximum of 260. Runners get additional points for placing. The time starts when the first runner crosses the starting line and ends when the last runner crosses finish line, in formation. Each formation must wear the same color shirts. Units will start in 2-minute intervals starting at 7 a.m. First place team gets this year’s formation run trophy. Awards are $400 for first; $250 for second; $125 for third; and $100 for the fourth-place team’s funds.
Run to Honor 5K Participate in the Run to Honor Fallen Heroes 5K, May 18. PEO IEW&S Biometric expert takes federal award By John Higgins PEO IEW&S Public Affairs William Graves, chief engineer for Project Manager Department of Defense Biometrics, was one of the awardees for the annual Federal 100 Awards, which recognizes those within the federal government and Defense Department who drive innovation, efficiency and improvement of federal information technology. “They have to have three nominations (per award) from industry and government and then it goes through a government vetting process,” said Col. Donald Hurst, PM for DoD Biometrics. “From thousands of individuals that are submitted, they select 100, which is a small number, given the amount of government employees. It’s pretty highly sought after, and it’s quite an honor.” The ceremony for Graves and the other 99 awardees was held in Washington, D.C. Graves’ friend and mentor, Jim Williams, who had more than 30 years in federal service before retiring, wrote one of the three nominations for Graves’ award. “Everybody knows Will,” Williams said. “They know he’s a guy who brings people together and talks about things like ‘how do we share better? How do we do things that help stop bad guys?’ He’s got great leadership and collaboration

However, his career and work span not just the U.S. government, but the entire world.
A common refrain is about how Biometrics ensures the safety of the U.S. and its allies, but also that we can catch those who would do the U.S. and allies harm by “not what you have, not what you know, but what you are,” Graves said.
A key task for Graves is ensuring that information of “what you are” is standardized, labeled and sorted in a way that allows for easy sharing between American organizations and its allies. “He does great work now for DHS and DoD,” Williams said. “His expertise is known across the government and across the world. He’s worked in standards areas, which is bringing people together, a lot of foreign military sales, NATO and others to help our allies’ development of biometric systems, which then help us.” Graves continues to ensure the programs are moving forward, not just achieving the goals of previous years, but setting new ones. “For the past two years, we’ve had something called ‘big ideas day,’” Graves said. It’s a time when Hurst and Graves discuss their current state and their 30-year plans for technology development. They also involve the TRADOC capability manager to begin building training plans, as equipment is refined and tested, Graves said. “Because for operational units? We can’t just do science and tech projects,” Graves said. “Good idea fairies come along after a while and we have to actually transition stuff to the field. We make sure what started off as S&T is now going to be deployed.”

Belvoir Briefs During Good Grief Camp, 1,300 adult and child survivors will come from across the country to share and connect with others who have experienced similar loss, while they honor their loved ones and learn coping skills. With the mentors’ companionship, children have a safe environment to honor their loved ones, learn coping skills, and find support systems. Army Birthday Ball Registration is from Wednesday - June 4 for MDW’s Army Birthday Ball, which is June 16 at the Washington Hilton. Bridge to kindergarten Fort Belvoir Primary is registering students for it’s Bridge to Kindergarten program, a free chance for children with
no preschool experience to learn about what’s ahead for their academic careers and feel welcome and more comfortable, once the new school year begins. The program is July 9-27, weekdays, 8:45 a.m.-12:45 p.m. The children can experience the daily kindergarten school routine; start friendships with other future kindergartners; meet the kindergarten teachers, administrators, and other staff; and become familiar with the school. Bus transportation will be provided. Interested parents should complete enrollment/registration for the 18-19 school year at Belvoir Primary and return the Bridge to Kindergarten commitment form to the school.
