Agency named best place to work, again

Audit Agency headquartered on Belvoir Submitted story For an unprecedented seventh straight year, the U.S. Army Audit Agency on Fort Belvoir has again placed among the top five subcomponent federal agencies in the Partnership for Public Service’s annual rankings of the Best Places to Work in the Federal Government. USAAA placed fifth out of 305 federal subcomponent organizations the partnership ranked, based on overall employee satisfaction and commitment, and workplace issues like teamwork and work-life balance. The 2016 rankings reflect the views of more than 404,000 civil servants throughout the government and offer a comprehensive assessment of how federal employees view their jobs and workplace. USAAA began participating in the rankings in 2010, and every year since, it has placed among the top five. No other subcomponent federal organization has matched that num-

ber of consecutive top rankings. Randall Exley, the auditor general, said the consistent placement of USAAA in the top five places to work is a testament to the outstanding leaders at all levels of the organization, and of the excellence, work ethic, and commitment of his agency’s personnel. Exley said USAAA’s personnel are the best of the best. “All of our people, our auditors and our support staff alike, believe in the agency’s mission and higher purpose and are committed to provide the highest quality service to our Soldiers, civilians and families who sacrifice every day to ensure our freedoms,” he said. “I take great pride in the investment we have made in developing our world-class personnel and future leaders, and we are, collectively, greatly honored by this award.” USAAA has its headquarters at Belvoir and has about 525 civilian employees in 18 offices - 15 in the continental U.S. and one each in Ha-

Army Museum campaign meets 2016 goal, reports progress Submitted by the Army Historical Foundation The Army Historical Foundation moved closer toward construction of the National Museum of the U.S. Army at Fort Belvoir, thanks to continuing individual donations, gifts of stock, foundation grants and corporate contributions all totaling $10.7 million in 2016. The annual total includes recent million-dollar gifts from Honeywell, L3 Communications, and the Pritzker Military Museum and Library, advancing the $200 million capital campaign to $139 million, in cash and pledges, raised to date. “We appreciate and are mindful of the trust and confidence that our loyal and generous supporters have placed in us in this long-overdue tribute to our Army and its Soldiers and their families,” said retired Gen. Gordon R. Sullivan, AHF chairman. “Our mid-September groundbreaking was a key milestone in our campaign, and it has generated momentum in three areas: public awareness, fundraising and site preparation toward construction. Our job now is to sustain that momentum on all three fronts, to ensure the museum’s doors open in 2019, and we’re intent on making that happen.” According to Sullivan, progress can be attributed to the coordinated efforts of AHF; the Army Museum staff at Belvoir; and Army officials to manage the complex process of project construction, from negotiating a 50-year ground lease to meeting environmental requirements, and from site preparation to bringing in electrical, water and gas utilities. “Now that we have all these and other moving parts underway, controlling construction costs, keeping the project on schedule, accelerating our fundraising efforts, and making sure museum supporters are kept abreast of progress are AHF’s priorities,” Sullivan said. His vision extends beyond the museum’s opening date, which he considers the end of the project’s first phase. “We’re talking about nearly 400 years of Army history, here. And,

First aerial images of site preparation progress over the 84-acre footprint of the National Museum of the United States Army, Dec 20. not all of it will or can be seen when we open in 2019,” Sullivan added. “Over time, though, I foresee expansion of the galleries; exploitation of apps and other maturing IT prototypes; and other appropriate additions to the museum complex that will require continuing fundraising to ensure the Army’s comprehensive story is properly told. “I think we have our arms around the ‘here and now,’ he said. “But, we also must set the conditions for growth and give smart thought to creating the museum’s future phases. That includes advancing our virtual ‘Museum without Walls’ concept to create a world-class educational platform linked technologically with the entire Army Museum Enterprise as well as the Army Heritage and Education Center at Carlisle Barracks, Pa.” Since the groundbreaking, crews from the U.S. Army Corps of Engineers; Shirley Contracting Company,

LLC; and AHF’s partner, Scott-Long Construction, have mobilized at the site and begun the work that paves the way for the Clark Construction Group to build the future museum beginning in the next few months. Initial activities have included land clearing and stump removal; installing erosion and sediment control measures to allow leveling of the future roadways; and installing a utilities infrastructure that will support the museum. The future museum’s main entrance is also being prepared to provide future visitors direct access from the Fairfax County Parkway. Officials expect the museum will welcome an estimated 500,000 to 700,000 visitors annually to its 80-acre campus that will include a memorial garden, amphitheater, parade ground and Army trail. About 185,000 square feet of space will feature exhibits showcasing selections from more than 630,000 ar-

Martin Luther King Jr. Belvoir remembers MLK legacy By Adrienne Anderson Staff writer The Fort Belvoir community honored civil rights activist Martin Luther King Jr., in an actionpacked ceremony last week in the Community Center. The Largo High School Choir performed several musical selections including “Birmingham Letter” and “Lift Every Voice.” The high school also provided a dance performance titled, “Stereotype.” Pin Points Theatre presented Jeff Stetson’s play, “The Meeting.” The play portrays a fictional meeting between two civil rights leaders, King and Malcom X, and their diverging philosophies. Capt. Jonathon Patton said he really enjoyed the performances. “I thought it was awesome,” he said. “I’m glad I came. It was an enriching experience.” He liked the play, in particular,

saying he’d never seen a show like it, which contrasts two polarizing ideologies of the 1960s civil rights era. Martin Luther King Jr., was born Jan. 15, 1929. King entered the Christian ministry and was ordained at Ebenezer Baptist Church. He received his doctorate in theology from Boston University’s School of Theology. With his leadership, he and others in the civil rights movement organized many marches and boycotts in the 1950s and 1960s. In 1964, he was awarded the Nobel Peace Prize — becoming the youngest person to be so honored. King was assassinated in 1968 in Memphis, Tenn. Martin Luther King, Jr. Day is considered to be a National Day of Service, which encourages Americans to do volunteer work with a day on, not a day off.

JPPSOMA edges past DLA 58-53 in intramural hoops By Rick Musselman Sports Editor Joint Personal Property Shipping Office Mid-Atlantic managed to unleash a lategame scoring rally to narrowly defeat Defense Logistics Agency 58-53 in an offenseheavy intramural basketball nail-biter, Jan. 17 at Wells Field House. JPPSOMA, undeniably one of the ablest units in the league with multiple championship titles under its belt and a roster full of highly seasoned athletes, took to the hardwood prepared to employ its trademark MO of overwhelming an opponent with WAMACcaliber offensive precision. Guards, Willie Ellis and Henry Funn, wasted no time working the ball around DLA’s 3-2 zone. Forwards, Mike Collier and Deonte Bleach stayed busy along the baseline, opening up some early opportunities while veteran center, Tyrone Leggette,

Timeout The emerging weather wimp

set stellar picks and crashed the boards with every shot. But DLA, fresh off of a thirdplace finish in the 2016 Commander’s Cup title race, had come to the court more than adequately prepared. High-flying point guard, Earl Monkow, and shooting guard, Kentraley Washington, executed a blistering passing game around the perimeter, connecting with forwards, Shawn Hampton and Justin Fiore, who burst into the lane for foul-drawing layups. Center, Farron Byrd, unquestionably one of the most accomplished and revered centers on Fort Belvoir, made his presence known deep in the lane, blocking out would-be rebounders and sinking a string of leadtaking follow-up shots. So effective was DLA’s offensive choreography that JPPSOMA struggled to even the scales throughout the opening period. See JPPSOMA, Page B3.

JPPSOMA forward, Darwynn McPherson, goes up for a shot near the low post during his team’s intramural basketball matchup against DLA, Jan. 17 at Wells Field House.

Having always been the active, outdoorsy type—spending my summers on surfboards, dirt bikes and skateboards and my winter hours carving through the woods on skis—I often looked at folks who stayed indoors bemoaning the heat or cold as consummate “weather wimps.” I used to think, how can anybody sit around watching TV (or these days, browsing the Internet) when there was all that cool stuff to do outside? Since I couldn’t find an answer to that question, I went about my sports business pitying those unfortunates for missing out on life’s finest offerings. Well, when that awful cold snap hit about two weeks ago, with temperatures sinking into the teens, I had a dreadful realization that I’m still struggling with. In years past I would have been all excited about the ski resorts being able to make snow 24 hours a day and how slope conditions would be the best any alpine trail shredder could hope for—a foot of powder with no ice glaze to be found. In fact, I’d have been planning some way to sneak away for a day to get in a few carves from a high mountain peak. But this time (incidentally right after I stepped out the door to put the trash at the curb), all I wanted to do was curl up on the couch with a fleece blanket and a cat and take a little snooze with the Weather Channel on in the background. If that doesn’t indicate the onset of old age I don’t know what would. I guessed the next stop will be regular iron supplements, clip-on sun visors for my glasses, and a blanket over my legs when I ride in the car. So shocking and unsettling was that terrible morning that I vowed to go out of my way to keep from becoming “that old guy.” I mean, there isn’t even any grey in my hair yet. As such, I’m already planning a trip to the mountains in the near future, and I’m going to go on the coldest day possible, right after I take my multivitamin.

Dr. Jaime Luciano of Kingstowne Family Chiropractic discusses spine health with a Fort Belvoir community member during the 2017 MWR Health and Fitness Expo, Jan. 19 at Specker Field House.

April 22 is opening day for the Fort Belvoir Little League’s 2017 spring season. Registration continues through February at the Sosa building on Belvoir Road at 18th Street. Hours are Monday, Tuesday, Thursday, and Friday, 7 a.m. 4:30 p.m. Registration is also available on the second Saturday of the month, 8 a.m. - noon. Registered athletes will be divided into five divisions: tee ball, machine pitch, minor, major and junior. Players ages 4-6 will be assigned to a tee-ball team. The 7- and 8- year-old players are assigned to a machine-pitch team. In both divisions, assignments will be made, as much as possible, with others of the same or nearby neighborhoods. Minor and major teams will be formed as described in the tryout sessions below. Players age 12, by Little League rule, will be assigned to a major-division team. The major-division and junior-division, for players ages 13-14, will be interleague, playing with neighboring leagues as traditionally there are not enough teams for a full division. Games are played twice per week, once on Saturday and once

during the week, usually a Tuesday, Wednesday or Thursday. The first Saturday game on Belvoir begins at 10 a.m. and weekday games at 6:15 p.m. However, baseball games may be delayed or postponed due to inclement weather. Those registering will get a newsletter about the league that includes a tryout session schedule for players ages 9-12. Tryouts are conducted to determine to which team the player will be assigned to, not to cut anyone from the league. Sessions will be conducted at the 21st Street Baseball Complex, across from the Thrift Shop. The inclement weather location is in Specker Field House, but is moved to the afternoon, due to basketball. Tryout sessions on Saturdays, for 9-year-old players are at 9:30 a.m.; 10-year-old players, 11 a.m.; and 11-12-year-old players, 12:30 p.m. Weekday evening sessions will be announced. Registered players ages 4-8 do not have tryouts and will be placed on teams as much as possible, with others in their neighborhood. Keep checking the Belvoir Eagle for league updates and for game summaries, once the season begins. Information is available via e-mail to coachbill2@verizon. net.

from page B1 At the halftime horn, DLA sat out in front 31-28. JPPSOMA returned to the court for the second period with lane driving at the top of the agenda. Fully utilizing the pick-setting expertise of Leggette and forward, Darwynn McPherson, near the high posts, Ellis charged through the paint at will, drawing four freebies from the charity stripe. Meanwhile, Leggette and Collier found a singular rhythm from the threepoint arc, hitting a series of clean jumpers. DLA responded with a more high-speed approach to working the ball into scoring position. Grabbing point guard Walter Green’s rocketing passes from the top of the key, forwards, Eugene Smoak and Tyron Taylor succeeded in exploiting fleeting vacancies in the JPPSOMA zone and plowing inside for a string of buckets. By the one minute mark, JPPSOMA held a scant 5350 lead that soon dissipated when Jones drew a foul in

the lane after a successful lay-in. With the contest now tied, JPPSOMA went to work drawing DLA defenders outside while running down the clock. Ellis, utilizing a perfect pick from McPherson near the top of the key, barreled inside for 2. An ensuing fullcourt press soon enabled JPPSOMA to retake possession, and a final inside bucket and a point from the foul line from Leggette drew the curtains on DLA’s efforts to reel the contest in, and JPPSOMA went up a notch in the standings with the 58-53 win. Local high school needs crew coach Submitted by MVHS Crew Team Just when everyone else is settling in to wait out the rest of winter, rowing teams throughout the area are gearing up to get out on the water and get conditioned for early spring competitions. Student rowers at Mount Vernon High School work out every day after school with machines, weights and strengthening routines designed to improve their endurance and push their physical limits. If the river isn’t iced over, the team will be out on the Potomac next month. MVHS Crew rows out of Fort Belvoir Marina. The co-ed team typically has 40 to 50 students each year, about half from Belvoir or military families in the area. New rowers are always welcome and no experience is needed. The team is also looking for a new coach with rowing experience. Interested people are asked to send an e-mail to president@ mvcrew.com. Rowing is popular with parents because the strenuous and time-consuming sport keeps kids active, fit and involved in positive experiences. Students enjoy calorie-burning workouts, scenic excursions up and down the Potomac River, and lifelong friendships forged in the intense atmosphere of a rigorous team sport. Participating in crew is also a great addition for college applications.
