Fort Belvoir welcomes JAG for Women’s Equality Day observance By Amanda Stewart Staff writer Women’s Equality Day was established in 1971 to mark the anniversary of Aug. 26, 1920, the day the 19th Amendment to the U.S. Constitution was passed, giving women the right to vote. But, Lt. Gen. Flora Darpino, the Judge Advocate General of the U.S. Army, told audience members at a Women’s Equality Day observance on Aug. 25, it is about more than that. “Forty-five years ago, they set up Women’s Equality Day and, when they did, it wasn’t to celebrate the fact that we’ve achieved the goal of women’s equality,” Darpino said. “It was really to demonstrate a recognition of the ongoing fight … for gender equality throughout our society.” Darpino was the guest speaker at the Fort Belvoir Equal Opportunity Office’s Women’s Equality Day celebration, held at the Fort Belvoir Community Center. The annual observance gives us a chance to recognize that the fight for gender equality is ongoing in our nation, Darpino said. “It’s all about the fact that we are

Belvoir’s Pence Gate off Route 1, the gate nearest to the Fort Belvoir Community Hospital, closes at 9 p.m. Oct. 2 for six weeks for the continued upgrading and construction on the Route 1 Corridor. Tulley Gate, also on Route 1, but closer to the Fairfax County Parkway, will serve as the 24-hour access point for entry onto Belvoir during the closure. Drivers entering the installation should expect delays during peak hours and adjust arrival times for work, medical or administrative appointments to lessen the impact of the temporary closure. Springfield renews covenant with Belvoir

The Fort Belvoir and Springfield communities honored their partnership at the 15th annual Springfield BridgeWalk Tuesday, with a walk by community and military leaders across Veterans Bridge in Springfield, followed by an Army Community Covenant signing. “From business, civic, political leaders, Fort Belvoir community and local citizens — the spirit of neighborliness and partnership remains strong,” said Col. Angie Holbrook, U.S. Army Garrison Fort Belvoir commander. “We also pay tribute, today, to the victims of the 9/11 terrorist attacks, two of whom came from Springfield.” Leaders signing the covenant included Holbrook; Maj. Gen. Bradley Becker, commander, Military District of Washington/Joint Force Headquarters-National Capital Region; Sharon Bulova, chairman of the Fairfax County Board of Supervisors; and Jeff McKay, Lee District supervisor. Hospital exercise
Fort Belvoir Community Hospital conducts a mass casualty exercise, with an active-shooter scenario, the morning of Sept. 13. Local residents can expect an increase in emergency vehicles and aircraft entering and leaving the hospital and may experience delays entering and leaving the post until 1 p.m. This type of exercise is a training platform for military and civilian medical personnel for a real-world disaster or attack. It also strengthens the relationship and readiness posture of the hospital, Belvoir and the surrounding communities.

Fairfax County Schools start Tuesday Elementary campus new to Belvoir This week, teachers started setting up their classrooms after the furniture arrived Monday, to prepare for school orientation today. There is some construction still ongoing, but students, parents and teachers will be ready for school after Labor Day. Theresa Carhart, principal of Fort Belvoir Upper School, said it was great to see the growth of Fort Belvoir Elementary School into what it is today. She recalled seeing Fort Belvoir Elementary School when it was brand new, more than 20 years ago. Before there was a Fort Belvoir Elementary School, there were three schools, including what are now Barden Education Center and Hill Hall. Eventually, the merge into one school meant some students couldn’t attend school on post. But now with the expansion to Fort Belvoir Primary

MWR division changing facilities, services Submitted by DFMWR Marketing Belvoir’s Directorate of Family and Morale, Welfare and Recreation, Community Recreation Division has many improvements and changes to look forward to into the next fiscal year, which starts Oct. 1. Facility improvements are planned for the Community Center, Graves Fitness Center, Outdoor Recreation and Army Community Service. Leisure Travel Services will move in November to Outdoor Rec, 10155 Johnston Road. This will streamline operations at the Community Center with the Outdoor Recreation services to create Recreation, Tickets, and Tours. This merger will allow more travel and trip options, improve and add new services. Facility improvements are underway and the facilities will remain open during renovations. Facility renovations expected at the Fort Belvoir Community Center include upgrades to the lobby, ballroom and Bozzelli Bros. Deli area, adding a small, rentable classroom. Graves Fitness Center is being retrofitted with security equipment to allow 24-hour access to authorized patrons. Van Noy Library will move from its current location on 12th Street, to the Sosa Center, Army Community Service, on Belvoir Road, Bldg. 200, around the holidays. Although smaller than the current library, the library at the Sosa Center will include a collection of books and audiovisual materials for children, teens and adults and a small collection of magazines and newspapers. Preparations for the move are underway at Van Noy. Customers will begin to notice the collection getting smaller and being rearranged. Popular programs, including weekly story time and monthly teen night, will continue in the new space after the move. The preparation and physical move of the collection may require the library to close for a few days, but with notice. Once the move is complete, MWR expects the library to add Mondays to its current, Tuesday through Saturday, schedule.

Those and many other achievements of women have helped to move the military even further along the path of gender equality this year, Darpino said. “But, we didn’t get here without the extraordinary bravery and accomplishments of both men and women who came before,” she added. Many of those achievements are taken for granted now, but should be remembered and celebrated, Darpino said. “I celebrate those women who have eroded stereotypes,” she said. Darpino also called upon the audience to consider the women in their lives who have inspired them and challenged them to make a similar impact on the future. “I ask you, who has inspired you? What woman has inspired you since you’ve been in the military?” Darpino said. “It is our job for the future for all of us here to be a part of history and ensure that the next person who comes after us is able to achieve all they are able to achieve, regardless of gender.” The observance also included a satirical performance of “Someone Must Wash the Dishes: An AntiSuffrage Satire” by Michele LaRue of The East Lynn Company; and a “Women’s Right to Vote” skit performed by community volunteers. Also recognized at the ceremony was Elena Palomino, winner of the Equal Opportunity Office’s essay contest for high school students.

That was the scene set at a large-scale training exercise hosted by the Military District of Washington Special Reaction Team. The team is a combined, regional Joint Task Force comprised of police; explosive ordnance disposal specialists
from 55th EOD; and aviation support from “Charlie” Company, 12th Aviation Battalion. The JTF is responsible for all levels of emergency response within the National Capital Region. The exercise, coordinated and led by Wesley Little, sniper team leader for MDW and liaison officer for Fort Belvoir, was focused on realism and follow-through. “We need to start training for realism

Hundreds compete in NGA Sports Day By Rick Musselman Sports editor Nearly 300 Service members assigned to the National GeospatialIntelligence Agency, representing the Marines, Army, Air Force and Navy, converged on Fort Belvoir’s North Post, Friday to compete in the annual NGA Sports Day. The event is designed to give military personnel a chance to represent their branches in a variety of
sporting events in a friendly atmosphere. More than 20 golfers from the Fort Belvoir community and the Military District of Washington took to the greens and fairways of the Golf Club to compete in the National Geospatial-Intelligence Agency Golf Tournament, Aug. 24. The event, sponsored by NGA and Fort Belvoir MWR, included an 18-hole shotgun-start match on the Gunston Course and served as the kick-off event for NGA’s annual Sports Day which took place Friday at various sports facilities on North Post. I realize that discussing the dangers of texting and driving now is about as pertinent and likely to spark societal change as ominous PSAs about cholesterol. Still, I would’ve thought that accepting the impossibility of staring down at a cell phone and typing messages while operating a 4,000-pound automobile in one of the most congested and fast-paced regions in the country would be a no brainer. Yet, every day, I see more people totally absorbed in this cell-phone activity — to the point where I believe if a top-hatted Pterodactyl flew over carrying a basket full of Elvis impersonators in lime-green leisure suits, no one would even notice. One recent morning I decided to test these cultural waters and count the people who were clearly operating their cell phone behind the wheel. In nine miles, 59 people were looking at their phones and finger-dancing on the touch screen. Always one to try to remain tolerant, I considered the possibility that they find sitting in traffic jams boring and are trying to keep themselves engaged and entertained. Sure, sitting in a car in a stopand-go progression of commuters can’t exactly compete with the prospect of kicking back in a hammock with somebody who reminds one of Rikki Lake on a tropical afternoon. Granted, there isn’t much to occupy your mind during a commute, but what drivers seem to miss is that conditions are always changing — people suddenly slamming on their brakes or cutting into lanes, brazenly out-of-patience pedestrians crossing a thoroughfare against the light, etc. I mean, I doubt sailors onboard an aircraft carrier patrolling a forward area take out their cell phones to kill a little time before the next squadron comes in to land. Unfortunately, what many people (especially young ones) fail to appreciate is a lesson I learned very early — anything can happen at any time, and it’s usually at a moment when you absolutely least expect it. Indeed, reality has a sense of humor and it’s often of the black variety. I’ve also seen that, when it comes to reckless behavior, it’s not a matter of “if,” but “when” we get an unpleasant remainder of our own vulnerability.

During your commute to Fort Belvoir, have you ever been sitting alone in your car, stuck between hundreds of other people also sitting alone in their cars, and thought that there had to be a better way for everyone to get to work every day? Have you ever looked over into the Express Lanes on 95 with jealousy, wishing you had another two people in your car so you could ride these lanes for free? Or, have you ever wondered if there was a way for you to commute via transit, which would free you up to spend your commute focusing on something other than the road? For all of those who feel their commute is less than desirable, the Fort Belvoir Commuter Center hosts its Commuter Fair, Sept. 13. The event is from 10:30 a.m. to 1 p.m. under the Oktoberfest tent on Fremont Field. “The traffic surrounding Fort Belvoir is pretty notorious for being the worst in the nation,” said Chris Landgraf, deputy director of Public Works. “The commuter fair offers employees an opportunity to learn about the options to alleviate the frustration of the traffic every day.” This is the second annual Commuter Fair put on by the Commuter Center, a partnership between Belvoir and the Northern Virginia Regional Commission. The fair serves to educate base employees and empower them to improve

Employees commuting to Belvoir could be getting to work for free, but I’m afraid that not enough people know about it.” The fair will also feature representatives from a variety of the region’s transportation services, including the Fairfax Connector, Metro, PRTC, REX and VRE. “Transportation is all about options,” explained Peggy Tadej, NVRC director of military partnerships. “Different commuters have different
needs. We hope that everyone who participates in the Commuter Fair will leave understanding what options they have and what options fit their needs.” The commuter fair will also have information about some alternative transportation options, including van- and carpooling, ride-sharing, carsharing and more. The Commuter Fair and Commuter Center were both created to help reduce the rate of base employees commuting via single occupancy vehicles, or SOVs. In plans outlined by the National Capital Planning Commission, the target rate of SOV commuters is 60 percent. The current rate is 86 percent, but the Garrison hopes to reduce that number by 3 percent annually. vRide has offered two shuttles to circulate the base to pick up and drop off those who want to attend the commuter fair and to have a chance to test drive in the vans. In the event of rain, the Commuter Fair will be held inside at Specker Field House. “We all know how frustrating commuting in this region can be,” Tadej said. “And, the traffic congestion is wearying to do every day. It’s worth it to come out and learn about what options you have, so you can make commuting better for everyone.”
