What can you do to help, reduce costs Garrison Public Affairs After weeks of temperatures around 90 degrees, the National Weather Service predicts higherthan-average temps will continue through September in this area. What can you do at home and in the office to save energy, especially in weather-trying times? Conserving energy is not just helpful for the environment, but it’s good for wallets and helps homes, companies and organizations save money. Energy conservation doesn’t have to be hard. According to the U.S. Department of Energy, energyefficient lighting is one of the quickest ways to conserve energy. Choosing halogen incandescent; compact fluorescent lamp light bulbs; or LED light bulbs conserve more energy than regular incandescent light bulbs. Investing in alternatives could save a person $50 a year with little effort. Other ways to cut down on energy use: Unplug your gadgets. Unless you need to charge them, keep outlets free of chargers, because they still use energy being plugged in, but not charging anything. The old adage of “The last one out gets the lights’ still plays true, as it’s still beneficial to turn off lights and equipment that aren’t being used. Use sleep mode on your laptops when they aren’t in use. Using a single power strip for all electronics makes it easier to cut off power all with one switch. Keep vents unblocked. Do not put things in front of vents, because it makes it harder for the air to
circulate, increasing the amount of energy needed. Fix leaks. Leaks, no matter how small, can mean water and energy wasted. According to the U.S. Department of Energy, one drop per second wastes more than 1,600 gallons of water a year and cost $35 a year. Water heating uses a lot of energy, and it accounts for about 18 percent of utility costs, according to the Energy Department. Besides
fixing leaks, aim to have energy efficient appliances, faucets, and showerheads in your home. Regardless where you are, if you want to stay cool – be aware of the most efficient way to do so. Make sure filters in air conditioners are replaced often and keep windows closed and covered to block the sun from heating up a room. While driving, keep idling to a minimum, as idling wastes gas and energy. Idling can make drivers lose
one quarter to half a gallon of fuel per hour and pollutes the surrounding air. Being a responsible driver will also save you money. Speeding and hard braking can use up gas. Clean out your trunk to prevent extra weight in your vehicle which can make your car work faster – using up more gas. Opt for telecommuting, public transportation, or carpooling instead of driving your own vehicle. Doing so reduces your carbon footprint while saving on gas.
Belvoir court site of al-Qaida hearing Garrison Public Affairs Belvoir’s Office of the Staff Judge Advocate hosted an international hearing, July 12, for Ibrahim al Qosi, a Sudanese man who’d been a member of al-Qaida. The hearing on Belvoir was the first post-9/11 military commission hearing outside of Camp Justice on Guantanamo Bay, Cuba; and the first on U.S. soil, according to the Miami Herald. “Normally, these types of hearings … are held in Guantanamo,” said Capt. Regina Wind, chief of the Military Justice Division at Belvoir’s OSJA. “This case was unique because it was a post-trial matter. The subject is not in custody at the time, so there was no need to have security measures in place for him. It was just the attorneys, for the most part, just getting together to take care of the legal issues.” Located close by, the U.S. Court of Military Commission Review looked at courtrooms in the area when trying to find a location for the hearing. “They chose Belvoir,” Wind said. “Our courtrooms are a little bit bigger than other ones in the area.”
Belvoir’s Hill Hall, which houses the Office of the Staff Judge Advocate. For these particular proceedings it was determined that Belvoir would be suitable on a one-time basis, as long as certain measures had been put in place, Wind said.

On July 25, 1965, Gen. Harold K. Johnson, Army chief of staff, dispatched a letter to all major commanders announcing the approval and establishment of the Army Community Service, or ACS, program. The volunteer spirit and the tradition of “caring for our own,” both characteristics of the Army way of life, are the foundations on which ACS is built. Later that year, a regulation was issued outlining the procedures for establishing Army Community Service at Army installations throughout the world. Lt. Col. Emma Marie Baird, ACS founder, initiated work to establish a program addressing the growing needs of military families. She recognized, as the composition of the Army

DLA group learns to ensure blind, visually impaired have equal access By DLA Information Operations Defense Logistics Agency participants in a recent workshop learned to use special software to ensure blind and visually impaired users can read and navigate web pages easily. The Web Page Testing Using Job Access with Speech workshop, June 7-8, in Lorton, was the first in a planned series of events to familiarize employees with assistive technology. Through JAWS software, users can read a computer screen through text-to-speech output or a refreshable Braille display. DLA’s Section 508 Office, named for the section of federal law requiring government websites to be equally accessible to users with disabilities, hosted the workshop. “The 508 Office considers system developers the tip of the spear in the accessibility battle,” said Curtis Williams, the senior 508 representative at the workshop. “Developers have a firsthand opportunity to effect change.”

Although automated testing can offer valuable information, manual testing will always be needed, Williams said, and the workshop gave DLA testers and developers a chance to hone their skills. In addition, the 508 Office plans to recruit volunteer embedded accessibility managers to help implement the new software and train employees, he said. These volunteers “will take the knowledge and training back to their teams and train them, kind of like a hybrid trainer,” Williams explained. “We see great benefit of implementing the software in the manner … a win-win situation for everyone.” The 508 Office will offer the workshop again at various DLA locations beginning this fall. DLA’s ultimate goal is to design content, products and services so that all people, regardless of disability, have equal access to information and services. Living the ‘Golden Rule’: The story behind the viral photo of a Soldier’s funeral salute By Tennessee National Guard In a viral photo that hit the internet last week, a Soldier saluting a funeral procession while standing in a torrential downpour has finally been identified as Col. Jack L. Usrey, the senior Army adviser to the adjutant general at Tennessee National Guard Headquarters in Nashville. While driving last week from Fort Knox, Ky., the colonel met a funeral procession, stopped, got out of his vehicle, and paid his respects to the deceased. “I didn’t really think,” said Usrey, a native of Martin, Tenn., with more than 29 years of military service. “I just did what my parents taught me to do growing up. I stopped, got out, saluted the police escort and held my salute as the hearse and family passed by, then went on my way and didn’t give it a second thought.” The photo was taken and shared on Facebook and Instagram by Erin Hester of Vine Grove, Ky., on July 6. Since its initial posting, the photo has garnered more than 187,000 “likes;” been shared nearly 130,000 times; and generated more than 8,600 comments. Hester wrote in her Facebook post, “I was so completely touched by this today. A funeral procession was passing by and this Soldier got

contacted Hester and said the fort knew the identity of the Soldier in the photo, and then contacted Usrey. Hester expressed her appreciation personally to Usrey by phone once the two were connected. Since enlisting in the National Guard in 1988, Usrey has served in multiple roles, ranging from tank platoon leader to executive officer to the Assistant Secretary of the Army (Manpower and Reserve Affairs.) His numerous operational and combat deployments have taken him all over the world, including serving during Operation Enduring Freedom in Afghanistan and Operation Iraqi Freedom in Iraq. Throughout his nearly three decades of service, the moral values that Usrey learned from his parents have only been strengthened by his time in the Army. For Usrey, who strives to demonstrate humility, honor, and respect in his daily life, the rapid ascent of the photo was surprising. “Two days later, I saw the photo hit Facebook -- since then, it’s exploded,” Usrey said. “It’s baffling to me that something so simple caused so much attention. Fort Belvoir has a lot of family amenities, but its location provides a unique facility … the Fort Belvoir Marina. The facility, on a Dogue Creek inlet and next to Walker Gate, gives local boaters and sailors access to the Potomac River. The marina offers affordable slip fees and facilities where boaters can trailer their vessels. “This is the gem of the Potomac, at such a great spot, and it’s a great benefit for military people,” said Dave Doane. Doane came to the marina with his recently purchased runabout to perform a “de-naming ceremony.” Following ancient traditions, the name is removed from the stern. Then some champagne is poured – east to west – into the water, as an
appeasement to Poseidon who, boating legend has it, keeps the names of all the vessels in a ledger of the deep and protects all ships at sea. Doane planned to christen his boat with a new name the next day. Out by the docks, Bradley Wood, a DoD family member, was with some of his friends on a sailboat. Wood tries to go sailing a couple times each month, and said of the marina, “It’s great. It’s not very busy, has all the amenities I need, and it’s such a convenient location.” With sunny skies and a light breeze, Wood cast his lines from the pier, and then motored out toward the Potomac, with friends thrusting a celebratory fist in the air for the afternoon ahead. The Fort Belvoir Marina is open Wednesdays through Sundays, 9 a.m. to 5:30 p.m., and is closed Mondays and Tuesdays. The Marina can be reached by calling 703-781-8282.

Belvoir youth learn skills at basketball camp

By Rick Musselman Sports Editor Nearly 100 Belvoir youth athletes joined coaches and trainers at Specker Field House, last week to polish their skills and build their fitness levels in the installation’s yearly basketball training camp. The 10th annual event, sponsored by Child and Youth Services for children ages 5-14 and hosted by Sherman Sherin, head coach of the Belvoir Lady Eagles Washington Area Military Athletics Conference basketball team, introduced players to the game and provided training in ball handling, shooting, defense and maintaining physical fitness. “This event teaches the basic fundamentals of basketball. But, we’re here to have fun at the same time we’re developing those skills,” said Herb Marshall, Fort Belvoir Eagles head coach and senior instructor for the 2016 camp. “We do this camp every year and some of these athletes will use this training to prepare for the post’s House league and Barracudas basketball teams.” Belvoir’s House basketball league is for beginner-level athletes who are interested in learning the funda-

Now that summer has reached its midway point, athletes and sports fans are turning their thoughts to the next installment of America’s game. The Belvoir Bulldogs youth football program, unquestionably one of the most popular and dynamic in Child and Youth Services’ extensive selection of athletic offerings each year, draws hundreds of players to the gridiron, across every weight division, to compete against local clubs in the Fairfax County Youth Football League. The FCYFL, founded in 1966, is the largest independent football league in Virginia and one of the most successful in the country, according to the organization’s mission statement. It serves the Northern Virginia region and is comprised of 23 youth football programs from Arlington, Fairfax, Prince William and Loudoun counties and the City of Alexandria. All of the programs run on a not-for-profit basis. Annually, FCYFL fields hundreds of teams and thousands of players. According to Julie Libert, CYS sports and fitness assistant director, registration deadline for the 2017 season is approaching and the installation still needs players to fill the ranks of these title-winning squads. The 2017 Belvoir Bulldogs officially begins with preseason practices, Aug. 7. Registration is at Parent Central Services, 9800 Belvoir Road, Bldg. 200. Players ages 7 – 15 are eligible to participate and the cost is $95. A couple days ago, while fighting my way through morning traffic that had been compounded by heavy rain, I realized it’s been a while since I last pumped out the ship’s bilge that collects all my astonishments, frustrations and disappointments that rapidly accumulate as I observe my fellow commuters. I probably revisit the topic too often and I know there’s little that can been done to transform this Roman gladiatorial arena back into a leisurely drive up the road. Nevertheless, I find these discussions have a way of exorcising the anxiety demons I now associate with driving a car. The topic for today is lane changing, which really shouldn’t be a difficult maneuver to pull off. One simply checks the mirrors, activates the turn signal, waits for a safe opportunity, and slides on over, making sure to wave to the person who let you in. Well, somehow, as the result of some strange (and deadly) shift in the functioning of the human brain, none of that happens today. Indeed, people have almost regressed to the age (and attitude) of a toddler, driving like a child walks—connecting a visual line between where they’re standing and where they want to be and making a beeline for it, never once evaluating what might be in their way. I honestly don’t know why car manufacturers even bother installing turn signals anymore because, evidently, no one knows what they’re for. Something else I’ve noticed is how pleased people look after refusing to let you in, even if you’re lane is ending and you’re about to slam headlong into a concrete abutment. (And, yes, let’s admit we always look over at a discourteous driver, just to see if they look as stupid and/or insane as they drive.) If there’s anything that aggravates me the most, it’s that leering expression of triumph these selfish drivers wear once they’ve put you in your place. Based on these observations of steadily deteriorating road behavior, I wonder if my son’s theory of de-evolution is correct—that man peaked somewhere in the 1940s and we’ve since been growing increasingly primitive and uncivilized ever since. At this rate we’ll be back in the trees by Thanksgiving.

Trainers and coaches stressed the importance of maintaining physical fitness when engaging in the highly demanding sport of basketball. Warming up and stretching the muscles before taking to the court is critical to avoiding injuries and properly preparing the body for intense activity. After engaging in a rigorous warm-up session of stretches, jumping jacks and wind sprints, the athletes spent the 90-minute clinics engaging in full-court dribbling exercises, learning how to pass and shoot the ball, and developing defensive skills before squaring off in 3-on-3 and 5-on-5 match ups.

Upcoming Tennis Clinics and Drop-in lessons The Fort Belvoir Sports and Fitness Program offer beginner, intermediate and advanced tennis clinics and single-hour drop-in lessons. Clinic start dates are Aug. 1, and Sept. 5. Clinics will consist of warmup, technical, practical and sports conditioning segments. In Progress Walking Across the USA Walking across the USA is a 12week program in which participants record their miles each day after using a treadmill, elliptical, bike, track or outdoor trail. The program runs through Aug. 27. Each participant uses log-in sheets to track their progress. Miles are tracked at the Body Shop and Graves Fitness Center. In addition, a map of the USA will pinpoint locations and be updated Mondays. There are three categories: elliptical, bike, and walking (treadmill, track, or outdoor trail). First-place finishers with the most miles in each category win a Fitbit Flex. Eligible participants are military, DoD civilians, retirees, and family members. Fire personnel graduate from state academy Submitted by Fort Belvoir Fire and Emergency Services The Fort Belvoir Directorate of Emergency Services-Fire and Emergency Services Division and the Virginia Fire Chiefs Association announce that Lt. Kurt Johnson; Firefighter Sean Case; and Firefighter Terry Souers graduated from the 2017 Virginia Fire Officers Academy. The Belvoir personnel were selected from hundreds of applicants through a highly competitive selection process. The VFOA is sponsored by the Virginia Fire Chiefs Association and had the inaugural residency course in 2007. They introduced a modular program this year to provide maximum flexibility and allow people to complete the program in multiple modules over a year. More than 600 students have since graduated from the academy. The VFOA residency academy is a week-long, interactive, challenging, educational initiative delivered in an on-campus style environment at the University of Richmond. In the modular program, participants had to display leadership; safety; leading under stress; employee coaching; effective communication; correcting unsafe behaviors; managing conflict and managing mental and personal health concerns. Additionally, the FES Division and the Virginia Fire Chiefs announce that Battalion Chief Stephen McDoniel and Battalion Chief
Russell Pearson have successfully graduated from the Virginia Chief Officer’s Academy. The academy is designed to build professional relationships and provide high-performance leadership and coaching resources to current and future chief officers of Virginia’s Fire Service. The VFOA curriculum, whose mantra is ‘Safety through Leadership,’ is designed to improve firefighter safety by recognizing that safety is, at its core, a leadership and cultural issue. “This training advances the fire officer’s leadership techniques and personal accountability, and fosters the cultural changes required to improve firefighter safety and health,” said Belvoir Fire Chief Richard Monroe. Selected students of these leadership academies represent a balanced mix of Virginia’s fire service, including personnel from career; combination; volunteer; rural; metropolitan; and suburban departments. Fire personnel from counties and cities in Virginia provide significant planning, organizational and operational support. These developmental programs offer FES leaders a chance to learn from nationally recognized experts, while also gaining insight into federal, state and regionally specific needs and opportunities. The students are continually engaged by staff and challenged by experienced lecturers that are federal, state, and regional experts.

The ideal candidate will have a record of success in sales positions, preferably in a business-to-business environment, as well as a willingness and ability to develop new leads and make cold calls on businesses throughout Northern Virginia, including Fairfax, Arlington, Prince William and Stafford Knowledge of ad design and Adobe Creative Suite is preferred. This is a full-time position working out of our Woodbridge office with a small base salary, a book of existing business, and unlimited commission opportunities.
