INSCOM welcomes new commanding general By Melony Bagwell Army Intelligence and Security Command Members of the U.S. Army Intelligence and Security Command, INSCOM; senior leaders and distinguished guests, including some from partner nations; gathered for a change of command ceremony at the Fort Belvoir Community Center, Monday. Maj. Gen. Christopher S. Ballard, who previously served as the deputy assistant chief of staff, C/J-2, United Nations Command/Combined Forces Command, U.S. Forces Korea, Republic of Korea, took command from Maj. Gen. George J. Franz III during the ceremony. “We are fortunate to welcome Chris and Michelle Ballard back to the INSCOM family,” said Lt. Gen. Robert P. Ashley Jr., U.S. Army deputy chief of staff for intelligence (G2), and the ceremony’s reviewing officer. “They are the perfect choice and there is no better successor to command this organization.” During his remarks, Ashley also spoke of the many INSCOM accomplishments under Franz. “Know that, during your tenure as

Most Belvoir MWR facilities are closed Monday for Independence Day. The ones that are open are: Graves Fitness Center, 9 a.m. to 5 p.m. and Outdoor Recreation, 8 a.m. to 8 p.m., with canoes, kayaks, fishing poles, lawn games and live and frozen bait. Van Noy Library, Specker Field House and the Body Shop are closed from Saturday through Monday. The Bowling Center, Marina and RV Storage offices are closed Sunday and Monday.

Newcomers’ orientation
Belvoir’s next monthly newcomers’ orientation is July 12, from 9 a.m. to noon, at the Community Center. The orientation is followed by resilience training, starting at 1 p.m. Mission-partner organizations are also asked to tell their employees, new and ‘old,’ about the event. The U.S. Army Legal Services Agency’s Brig. Gen. Paul Wilson relinquished command to Brig. Gen. Stuart Risch June 22, during a change of command ceremony. “This organization is, in many ways, reflective of what it is that we do as a JAG Corps,” said Lt. Gen. Flora Darpino, the Judge Advocate General. “It truly is reflective of the diversity of practice that we have in our JAG Corps, and, it’s when you’re assigned here as commander that you really are charged with two things … to learn and to lead.” When you have experts in your agency who know so much, you also get to learn as a commander, she said. “It’s that dual hat you wear as a commander, not only the litigation portion of the portfolio but that military justice portion of the portfolio, and you balance those two, knowing that you hold in your hand the globe and the guidon of the worldwide mission,” Darpino said. The Installation Voting Office encourages all Service members, spouses, voting-age family members and civilians to register to vote in the upcoming election. Belvoir’s Voting Installation Office is in the Welcome Center, Bldg. 1155. Belvoir’s Army Community Service hosts its 51st birthday celebration July 22 from 11 a.m. to 2 p.m. at ACS, 9800 Belvoir Road, Bldg. 200. The free event includes pizza, fruit, cake, ice cream, prizes, a scavenger hunt, face painting, and recognition of the longest working Fort Belvoir ACS employee.
