Project management office celebrates 50 years By Adrienne Anderson Staff writer Project Manager Expeditionary Energy and Sustainment Systems celebrated its 50th anniversary last week, making it one of the oldest project management offices in existence. Personnel there dedicated and named a conference room after Lt. Col. Joseph Rochefort, the first project manager for Mobile Electric Power. Today, PM E2S2, a Belvoir mission partner, provides power generation and distribution, and force sustainment solutions that support warfighters. The Department of Defense established MEP in 1967 to create standardization of generators, which, at that time, had around 2,000 different types of generators on the battlefield. The organization worked to create the first military standard generator sets followed by a second set of generator called the Tactical Quiet Generator. In 2014, MEP changed its name and mission to Project Manager Expeditionary Energy and Sustainment Systems. Col. Adrian Marsh, project manager of PM E2S2, said this milestone was very important and highlights the relevance of the project management office, despite geological and technological changes. “That is definitely something to be proud of,” he said. “It’s fitting that we named our conference room after Colonel Joseph Rochefort, since his team’s efforts were so impactful at that time that the program not only lived through the Vietnam conflict but remains vital today.” PM E2S2 should take pride in the past 50 years and look toward the future. Fifty years from now, there will be exponential growth similar to what they faced beginning in 1967, he said. Brig. Gen. Brian Cummings, Program Executive Officer for PEO Soldier, also said it was important to look at the past and think about all of the hard work that’s been done over the years and to compare it to where they are today. “You guys are the ones that give our folks, men and women downrange — our contractors, our men and women in uniform of all service branches — the comforts that

The amount of work the office gets done is invaluable and valued by leadership who appreciates what the staff does. “Thank you for living up to the core values that you espouse as an organization — integrity, commitment, quality and innovation, because that is the foundation of excellence and that is what I think you represent today,” said Steffanie Easter, acting Army Acquisition Executive. “So, as you think about your 50 years of accomplishment, you should be proud. You should feel a sense of accomplishment and pride. But, you also have to think about what’s ahead of you. You have to think about the foundation that has been raised for you by the people in the front row and those up here on the podium.” She thanked the organization for its numerous accomplishments. “Have that same resolve that got you through the 50 years, have that same resolve as you go toward your next 50 years because there’s no doubt in my mind as I look out at each and every one of you — you are the best that the Army has to offer,” she said. “You’ve shown commitment; you’ve lived your values and there’s nothing better than that.”

Belvoir, Springfield celebrate community with BridgeWalk By Adrienne Anderson Staff writer Despite the rain, an indoor version of the Springfield BridgeWalk still happened Tuesday at the American Legion Post 176. Community members, and civilian and military leadership showed up to honor the partnership between Fort Belvoir and Springfield. “This is a representation of community,” said Lt. Col. Christopher Tomlinson, Belvoir’s acting garrison commander. “The interpersonal relationships between all of our organizations on the installation interact each and every day, from the schools to the businesses to the restaurants.” The Springfield community and Belvoir rely on each other to work together, he said, and walking across the bridge – something that’s happened every year up until now – was symbolic of the relationship. “We’re here today to celebrate community, and I hope that all of us are keeping in our thoughts and prayers the people in Texas in what they are going through today; and our award-winning Virginia Task Force 1 from the Fairfax County Fire and Rescue Department who are in Texas now, helping with support in saving people’s

Visitors must enter Belvoir through Tulley Gate and get a one-day pass at the Visitors Center, unless they have a military ID. Visitors need a valid driver’s license to be granted access to Belvoir. Retiree Appreciation Day Sept. 8 By Adrienne Anderson Staff writer Each year, Fort Belvoir honors retirees with Retiree Appreciation Day. This year, Belvoir’s Retiree Day starts at 8 a.m., Sept. 8 at Specker Field House. “It’s an event to keep the veterans abreast on changes to their benefits and what they are entitled to as a military retiree — them and their dependents,” said Gwendolyn Lott, retirement services officer. From 8 a.m. to 12:45 p.m., vendors from a variety of organizations, and a health fair, are at Specker. Depending on availability next week, the health fair may offer flu shots. One vendor will be Kappa Lambda Chi, a military fraternity, who will hand out school supplies to
active-duty Soldiers who show up in uniform. Mission Barbecue provides lunch from 11:30 a.m.-12:30 p.m. After lunch, starting at 1 p.m., activities move to Barden Education Center and include briefings from TRICARE Express Scrips and Benefit Assistances Services. Door prizes will also be available. At 3 p.m. participants can go to the Exchange for a cake-cutting, prize drawings and special discount sales for retirees. “It’s a great event that we host every year,” Lott said. “Our goal is to bring out the vendors to put out information that retirees should know about.” Those interested in attending do not need to register, and simply show up at Specker Field House starting at 8 a.m.

1st IO Command supports Belvoir Fisher House By Spc. Derek Christensen 1st Information Operations Command (Land) 1st Information Operations Command (Land) Soldiers and civilians delivered food and companionship to residents of the Fort Belvoir Fisher House, Monday. The effort is a monthly tradition for 1st IO Command and dates back to 2012. The events focus on sharing a meal with military families who are going through challenging times. Sgt. 1st Class Michelle Sison, equal opportunity adviser, 1st IO Command, has led this mission since 2015. “Our goal is to help families who are away from home by removing a burden, one cooked meal at a time,” she said. Sison’s labor has been invaluable to the 1st IO Command’s community outreach program. “Col. Skelton and I are immensely grateful that we have a Fisher House here at Fort Belvoir and that we have a plethora of dedicated volunteers,” said Command Sgt. Maj. Michael Dodson, 1st IO Command. “It’s about supporting those who serve, during their temporary stay in our community.” Overall support from 1st IO Command has been diverse and all-encompassing. Nearly every Army rank on the spectrum has contributed in some way, in addition to countless civilian personnel. Whether it’s via a jar of peanut butter, a gallon of lemonade or a warm batch of macaroni and cheese, 1st IO Command volunteers have been stocking the cupboards and dinner tables of the Fort Belvoir Fisher House since it opened in 2012. The Fisher house helps Service members and their families by providing housing close to loved ones during hospitalization for an illness, disease or injury. In total, there are 72 Fisher Houses on 24 military installations and 29 VA medical cen-

MWR hosts Performance Triad Coaches seminar By Rick Musselman Sports Editor Unit leaders representing several mission partners assigned to Belvoir learned and refined the principles and applications of the Army’s Performance Triad during a special training seminar last week at the Kawamura Human Performance Center. The event, coordinated by Joe Castro, KHPC supervisory sports specialist, gave 12 people on post a chance to learn about and share with Soldiers in their respective units the principles of the Performance Triad (P3), a keystone element of the Total Army and Ready and Resilient doctrines that stresses the importance of maintaining a balance between sleep, physical activity and nutrition.

Now that Fort Belvoir’s intramural sports teams have wrapped up the bowling and golf championships, the installation’s annual Commander’s Cup title race is entering its most dynamic and competitive stretch, which includes the swim meet and the season-culminating cross-country run. This year’s finale promises to be a nail-biter showdown between a seasoned champion and an up-and-coming challenger that’s showing no signs of intimidation. These two critical contests are known for making or breaking units’ campaigns and FY17 looks to be no exception. Belvoir Hospital, at the top of the field with 193 total points, has led the rankings throughout the season after booking victories in Combatives, flag football, tennis and soccer; and the runner-up trophy in bowling. But, FBCH’s successes have hardly put the powerhouse unit in the clear for its third consecutive title. Nipping at its heels this season has been an up-and coming squad that has demonstrated its resolve since it finished third last year.

Bird talk By Rick Musselman Sports Editor Last week, I covered the intramural golf tournament and about an hour into it, as I was framing a photo, I saw this medium-sized black bird with a bright orange beak and equally radiant yellow feet dart past. A great feeling of dismay and consternation immediately blossomed, transporting back to my college days and an event that still haunts me. That year, there was a girl in my writing course who happened to own a Mynah bird (with a bright orange beak and radiant yellow feet) which she frequently brought to school with her. Usually, he’d sit peacefully on her shoulder, occasionally throwing his two cents into the discussion in staccato chirps or high-pitched whistles. As such, he became a popular attraction on campus. Well, about halfway through the class, a thunderstorm kicked up outside. When a particularly sonorous clap rattled the windows, this bird decided to freak, taking to flight (which I didn’t know they could do) while unleashing one of the most articulately delivered fusillades of profanity (all the words) I’d ever heard. As he flapped around, getting into people’s hair and knocking papers on the floor, the classroom became a hornet’s nest of panic. It was then I remembered something I’d read somewhere, how sprinkling salt on a bird’s tail is, in fact, no way to catch him; indeed, you’ve got to wet his feathers so he can’t fly. I noticed a wisteria plant on the windowsill, along with a sprayer bottle. Always one committed to restoring order and, at that age, making an impression on the ladies), I grabbed the bottle, waited for him to light on a desk, and then I gave him the works, leaving him indignantly walking around on the desk. Suddenly feeling invincible, I presented my index finger and he climbed up onto it (no hard feelings either, I thought). “There, y’all, everything’s gonna be al—,” was all I managed before he dug his talons in, shook his feathers off and flew over to his owner’s shoulder again. What he called me would make your hair stand on end. So, if we do indeed have a Mynah bird running around here (well, flying), we’ve got trouble coming.

Post-level hoops teams forming By Rick Musselman Sports Editor With a new Washington Area Military Athletics Conference basketball season right around the corner, Belvoir athletes will get a chance to showcase their skills and aim at securing slots on the installation’s elite Eagles team rosters, when tryouts run Sept. 18 - 21, and Sept. 25 – 28, 7 – 8:30 p.m. at Wells Field House The Fort Belvoir Eagles men’s and women’s basketball teams are perennial contenders in the WAMAC and field some of the area’s finest athletes each year. League coordinators are planning the season and coaches will have their eyes open during tryouts for the best talent to represent the post. WAMAC is the official athletics organization for Service members and civilians representing several area military installations from every service branch. The Belvoir basketball teams — the Eagles and the Lady Eagles— compete annually in match ups played Saturdays and Sundays throughout the winter. The WAMAC season ends with a major double-elimination championship. During the tryout cycle, Herb Marshall, Eagles head coach, gives new and returning players a chance to demonstrate their abilities in an extensive array of drills that in-
clude three-man down-court passing; free throws; layups; mid-range and three-point jumpers and manto-man exercises; and grueling defensive maneuvers. Marshall said playing sports in the WAMAC is the highest achievement a military athlete can reach and as such, every player who comes out each year has to show him they’ve got what it takes — and that includes roster veterans. “The returning players have an edge, but they still have to show me they can do it,” he said. “With new units and organizations in town, there are a lot of new athletes; there can always be a new player who can perform as well or better,” he said. “Our mission is first getting a full team together and to practice on a consistent basis so we can work on the game plan and correct some of the deficiencies from previous games. Practice also builds the synergy needed for military basketball at this level. You have to be prepared; it’s more than just a game at this level.” The Belvoir Eagles WAMAC basketball teams play home games at Wells and Graves Fitness Center on North Post. The focus of the Performance Triad is on Sleep, Activity, and Nutrition, key actions that influence health in the “lifespace” of time not spent with a healthcare provider. As a result, the biggest impact on health is made by making better choices in our lifespace. Sleep is critical in achieving optimal physical, mental and emotional health; however, demands often make it difficult to get sufficient sleep. In training and on the battlefield, inadequate sleep impairs many mission-essential abilities, like detecting and determining threat levels and coordinating squad tactics. Getting optimal sleep starts with learning and practicing good sleep habits before, during and after deployment. Physical fitness and activity are crucial to ensuring our Soldiers perform as elite athletes.

Practicing principles of safe and effective training are vital to maintaining physical readiness, preventing injuries and improving general health. The Triad informs Soldiers and leaders on how to practice safe running, use proper resistancetraining techniques, prevent overtraining, and increase daily physical activity, among other key topics. Eating or fueling for performance enables top-level training, increases energy and endurance, shortens recovery time between activities, improves focus and concentration and helps leaders and Soldiers look and feel better. For Soldiers, it is especially imperative to build an eating strategy that complements the mission’s requirements. The Triad’s guidance on nutrition for performance teaches Soldiers about the key nutrients needed to complete mission tasks, describes refueling techniques, and details strategies for creating a nutrition plan. Commander’s Cup, continued from page B1 After taking home first-place prizes in formation run, bowling and golf, and earning runner-up trophies in tennis, soccer and softball, the unit has amassed 184 points heading into the last two events. Sitting in third place, the U.S. Army Legal Services Agency has stayed in the hunt with a victory in racquetball, a runner-up distinction in formation run, and a third-place finish in tennis to carry 148 points forward. If history is any indication of things to come, both FBCH and DLA still have their work cut out for them. For all intents and purposes, DTRA is unbeatable in the water, bringing down 10 consecutive swim-meet titles. However, DTRA’s current point tallies have effectively (and uncharacteristically) taken the most successful unit on the installation out of contention for the Cup this year. That means FBCH and DLA swimmers will need to show up with full rosters and every ounce of resolve they have in their respective arsenals to secure the runner-up title, unless, of course, one of the current rankings leaders can pull of an unprecedented upset. DLA took second place behind DTRA in FY16, with USALSA coming in third. In terms of the cross country run, USALSA fields some of the ablest runners on the installation, having claimed back-to-back titles in 2013 and 2014, and formation run victories in 2012, 2013 and 2015. The legal team remains the undisputed favorite going into the season closer. Will FBCH be able to cling to its shrinking advantage and take possession of a third victory in four years? Has DLA decided it’s time to take its place in the hall of champions? Can USALSA claim back-toback late-season wins to pull off a miracle comeback? However the culminating events

Annual Pooch Plunge set for Sept. 9 By Rick Musselman Sports Editor Fort Belvoir’s Connelly Outdoor Pool at the Officers’ Club “goes to the dogs,” Sept. 9 when MWR wraps up another summer swim season with the Pooch Plunge, a chance for canine community members to get in one last dip before fall. The event runs from 9 a.m. to 1 p.m. and the cost is $3 per dog. “This event is an opportunity to give patrons and their dogs a little fun in the outdoors,” said Romel Voellm, Community Center director. More than 50 members of Belvoir’s canine community enthusiastically took to Connelly Pool to celebrate the Pooch Plunge dog swim in 2016. Dogs great and small — from Saint Bernards, German shepherds and golden retrievers to pugs, poodles, terriers and Yorkies — spent the day enjoying the end-of-summer celebration with more than 100 of their human family members. According to Voellm, the event is one of the year’s most popular celebrations. “We usually have at least 50 dogs come to this,” he said. “This is one of my favorite events. We also have some contests, like the ice cream eating, best costume and best trick events. It’s just a lot of fun.” The event usually proves to be just as enjoyable among the dogs’ owners as it is for the canines. “He loves this,” said Shelly Pond of her white Labradoodle, George. “We did the Pooch Plunge last year. He’s been swimming since he was a puppy.” “Orly took a little time to get used to swimming,” added Sarah Ettinger of her black and grey retriever. “We got her in September, so we kept trying to get her to swim in the middle of winter, in ponds. Orly spent most of her time retrieving her main toy—a duck decoy—and Ettinger added that the choice of playthings was no coincidence. “Her natural-aptitude test is coming up in a couple of weeks so we hope she continues to challenge herself.” The Pooch Plunge is the one day out of the year

In progress Walking Across the USA Walking across the USA is a 12-week program in which participants record their miles each day after using a treadmill, elliptical, bike, track or outdoor trail. The program runs through Sunday. Each participant uses log-in sheets to track their progress. Miles are tracked at the Body Shop and Graves Fitness Center. In addition, a map of the USA will pinpoint locations and be updated Mondays. There are three categories: elliptical, bike, and walking (treadmill, track, or outdoor trail). Texas Guardsmen assist, rescue fellow citizens from Harvey’s flooding By Jim Garamone Defense Media Activity Weather forecasters report the remnants of Hurricane Harvey are causing “catastrophic flooding” in Southeastern Texas, as 3,000 Texas State Guard and Texas National Guardsmen have been called up to help their fellow citizens, Texas Gov. Greg Abbott said during a news conference in Austin, Texas. Harvey has been downgraded to a tropical storm, but the National Weather Service says the rain will continue. “This is really going to be an event that is going to continue to worsen,” said Daniel Porter, of the National Oceanic and Atmospheric Administration. Harvey is the strongest storm to hit Texas since 1961, Abbott said. The governor said the federal government has provided all the assets the state has asked for to combat the storm. The Federal Emergency Management Agency is the lead federal agency working with the state and local officials, as 19 counties in the region have been declared disaster areas. During a National Incident Communication Conference Call on Hurricane Harvey Saturday, FEMA requested the Defense Department provide a search and rescue package to the area. This consists of two planners; nine helicopters; two, fixed-wing
aircraft and refuelers; and pararescue teams to operate from Joint Reserve Air Force Base in Fort Worth, Texas. In addition, DoD was asked to provide 11 generators and 50,000 gallons of gas and 50,000 gallons diesel to Fort Hood, Texas. Hurricane Harvey made landfall in Corpus Christi late Friday, bringing fierce winds and heavy rain. About 900 members of the Texas Army National Guard were positioned throughout the state ahead of the storm at the governor’s request. The activation includes members of the Texas National Guard, the Texas State Guard with the Texas Military, officials said. UH-60 Black Hawk and UH-72 Lakota air crews remain in position and on standby in Austin and San Antonio to help with emergency search and rescue, swift-water rescues and emergency evacuations. In addition, multiple Texas Army National Guard ground transportation teams have been activated to support local and state agencies with any request for swiftwater rescues, high-water ground transportation and personnel evacuation needs. “This is what we train for,” said Brig. Gen. Patrick M. Hamilton, commander of the Domestic Operations Task Force. “And we’re proud to stand beside our civilian partners, first responders and volunteers to serve the citizens of Texas.”
