New commander for 212th MPs By Adrienne Anderson Staff writer
The 212th Military Police Detachment’s Capt. Jerell Singleton relinquished command to Capt. Caroline Baldwin in a change of command, Jan. 11 at Wood Theater. Baldwin, the new commander, said she was honored and privileged to be able to command the unit, and serve with Lt. Col. James Matheson, Headquarters Battalion commander. To her daughters, she said they were her primary motivation each day. “You make me want to be the best version of myself, to give you a positive role model to look up to,” Baldwin said. She also thanked Singleton for the effort she made to help her adjust to her duties at Fort Belvoir. Matheson said, as the commander, he expects Baldwin to continue the 212th standards. “Capt. Baldwin, you are now in charge of the detachment that is ready and capable,” he said. “I, and the Army, charge you with the
training, maintenance, and welfare of your fine Soldiers. I know that, with your history and preparation, you are ready and trained to command this detachment. I look forward to working with you and continuing working at a level of excellence.” Matheson said that ever since Singleton took over the unit, the 212th has done many great things, like being part of two State of the Union security details, an Inauguration and provided support to many other missions. The unit also continued to train to prepare for deployments to places like China and Iraq. “You and your unit have provided the security that we enjoy here at Fort Belvoir,” he said. “You patrol our roads, protect the people and man the gates at all times, including holidays, weekends and throughout the year.” The 212th Military Police Detachment is a phenomenal organization, Singleton said. “During my 19 months in

Veterans, family members invited to resource fair By Adrienne Anderson Staff writer The Department of Veterans Affairs’ resource fair is 10 a.m. to 2 p.m. today at the Belvoir Main Exchange. The event is for active duty, Reserve, or National Guard veterans and their family members. The fair will include resources and vendors including the Veterans Benefits Administration, Veterans Health Administra-
tion, and the National Cemetery Administration on burial and memorial benefits. People can also get enrolled through VBA. It’s an all-encompassing fair that happens quarterly around various military installations, said Timothy Menzel with the VA/DOD Coordination Office. “If they have questions about anything related to Veterans Affairs, it’s a one-stop shop, so to speak,” he said, adding they are excited to continue supporting veterans and
their family members. Those who attend can also get information on disability compensation, education services, 9/11 G.I. Bill and housing. People are encouraged to attend because “a lot of people are in a transitional period and it’s good to be proactive as you wind down from your military career and transition to becoming a civilian.” For information, contact Menzel, timothy. menzel@va.gov, 202-461-4022.

Army Combat Readiness Center releases its annual safety report with fatality, mishap data By Communication and Public Affairs, U.S. Army Combat Readiness Center The U.S. Army Combat Readiness Center released its Fiscal Year 2017 Annual Assessment of the Army Safety Program, offering a comprehensive review of mishap and fatality data across the Army last fiscal year. The USACRC begins production of the assessment at the close of every fiscal year, analyzing trends for two to three months before Army-wide release. The goal is to provide senior leaders and commanders at all levels an overview of safety issues affecting the force, according to Brig. Gen. David J. Francis, USACRC commanding general. “We often get caught up in numbers in safety,” he explained. “This assessment offers context behind those numbers, which ultimately represent Soldiers lost in preventable mishaps throughout the year. When leaders understand the causal factors behind various mishaps, they can then work to prevent similar losses in their formations.” Mishap fatalities increased 11 percent between fiscal years 2016 and 2017, rising from 110 to 122, but remained 10 percent below the below the five-year benchmark recorded in fiscal 2013, when 136 Soldiers died in mishaps. An increase in off-duty fatalities, primarily those involving private motor vehicles, was

On-duty mishap fatalities, meanwhile, remained stable with record lows recorded the last few fiscal years. “We’re losing Soldiers at a rate of 3-to-1 off duty versus on duty,” Francis said. “Most of
those mishaps involve Soldiers driving fourwheeled vehicles, with indiscipline as the primary causal factor.” As in years past, a majority of the indiscipline-related PMV fatalities in fiscal 2017 involved speeding, failure to wear seat belts, and/ or drinking and driving. Motorcycle fatalities actually fell 18 percent for the year, but speeding and failure to wear personal protective equipment remained the most-cited indiscipline factors in those mishap reports. “The Army has been fighting off-duty indiscipline a long time,” said USACRC Command Sgt. Maj. Ernest D. Bowen. “We’ve certainly gotten better, and training and leader engagement are having a positive effect on motorcycle safety. This assessment serves as another reminder that we all must remain vigilant and encourage good risk decisions.” This year’s assessment includes a brief discussion of the Army’s safety performance during the past 35 years, highlighting spikes in fatal mishaps occurring at the beginning of operational deployments since Grenada in 1983. “This assessment offers a first look at the work the USACRC is doing toward long-term safety trending,” Francis said. “The Army is continuously training for future contingencies and, with knowledge of what’s happened in the past, we can hopefully prevent another surge in mishaps during our next operation.”

Career Skills Program: a bridge to your future More commonly referred to as DoD Skillbridge, the Army’s Career Skills Program is a valuable tool for the transitioning Service member. In a bid to help Soldiers make the leap into the civilian world, the Career Skills Program aims to turn military skills into post-service careers. The CSP includes opportunities for pre-apprenticeship/apprenticeship; internships; job shadowing; onthe-job training; and employment skills training. Fort Belvoir offers one of the most sought after CSPs in the area, the U.S. Chamber of Commerce Corporate Fellowship, Hiring Our Heroes. With an 80 percent success rate and many host company partners, Hiring Our Heroes is seeing an influx of quality applicants. According to Crystal Cochran, program manager, the latest round of applications for the Cohort starting in January was upward of 80 for the 30 available slots. She hopes to expand the number of available slots to accommodate more transitioning Service members. There are other CSPs offered in the National Capital Region that are promoted through Fort Belvoir. FDM Group, a CSP at Joint
Base Myer-Henderson Hall, with training in Reston, offers free IT and Business Management courses to Service members, with a 2-year commitment to FDM Group after training, which requires geographic flexibility. Through Embry-Riddle Aeronautical University at Quantico, Service members looking to join the ever growing cybersecurity field can apply for the Microsoft Software and Systems Academy Cybersecurity Administration course. There is a nominal fee which Service members can use their GI Bill toward. While the Career Skills Program is still in its infancy at Fort Belvoir, the CSP Installation Administrator, CSP Coordinator, the Soldier for Life staff, and the Barden Education Center staff are working to bring more programs and courses to the area to give transitioning Service members the best chance at starting their civilian endeavors on the right foot. More information about the above-mentioned programs and eligibility requirements can be found at the Barden Education Center, Room 149. JPPSOMA downs 249th in intramural hoops By Rick Musselman Sports Editor
Joint Personal Property Shipping Office – Mid Atlantic again demonstrated its legendary unit cohesion and prowess on both sides of the ball, when it downed the highly capable 249th Engineer Battalion, 65-42. JPPSOMA, a perennially top-ranked squad with multiple championship titles at its headquarters and a roster full of veterans of the elite WAMAC league, won Jan. 9 at Wells Field House. JPPSOMA’s starting offense— consisting of guards, Deonte Bleach, Henry Funn and Chad Canady; forward, Mack Purvis; and center, Tyrone Leggette—wasted no time racking up early points with a string of buckets from every area of the court. Right out of the starting gate, it appeared the squad would, again, quickly overwhelm its opponent and secure another sweeping victory. But the 249th Engineers—a highly cohesive team that books top-5 Commander’s Cup finishes every year—would not go down without a serious fight. Guards, Jeff Bevington, Jeremy Schifer and Andonijah Malone, unleashed a rapid-fire passing game around the perimeter, connecting with forward, Ryan Robertson, and center, James Wayenberg, in the paint for some scales-balancing buckets. On defense, the Engineers employed a half-court press that limited the three-point fortunes of Purvis and Canady at the arc. JPPSOMA, not a team to allow an opponent to threaten an established lead for long, kicked the offense into high gear and a string of drives inside by a fast-breaking Bleach and a series of clean jumps from Purvis, Funn and Legette, ultimately sent the Engineers to the bench trailing 24-38 at the half-time horn. After a low-scoring, defenseheavy start to the second period, JPPSOMA focused its efforts on the perimeter, booking another 9 off the fingertips of Canady and forwards, Darwynn McPherson and veteran, John Russell and reestablishing a comfortable advantage. But the Engineers quickly responded with some surgically precise maneuvers in the lane to enable Wayenberg to shine in the rebound and follow-up

One day last week I got it into my head to go up into the attic and do a little exploring. I’m known to do this sort of thing a couple times a year, just to see if there’s anything that needs to come back down because it’s gotten cool again with time. Well, as it happens, leaning against the back wall, I came across something I’d nearly forgotten about—my old original Flexible Flyer sled I got from the Western Auto store back in 1973. It was a little on the rough side—rusty runners, some cracked boards and a nearly rotten steering-bar rope—but it surely brightened my day rediscovering it and it took me down a sloping snowcovered lane of memories I thought had all but vanished. As with a lot of fun-related equipment I grew up with, I’ve always found it interesting (if not a bit disheartening) never seeing modern-day kids riding traditional sleds. With a specific type of snow being needed for the “rail sled” to be functional, as well as the advent of saucers, snowboards, plastic toboggans and inflatable tubes, the Flyer has all but disappeared from the landscape. Still, way before those new toys emerged, the rail sled was just about all that was available for speed-hungry kids on snowy days. Its design alone stimulated the young imagination. We learned we could stand up on those sleds and steer with the rope with the same maneuverability as a water skier, and for the more adventurous, you could abandon the steering line altogether and ride it like a surfboard. Certainly, the ideal place to ride a Flyer (after slickening up the rails with common soap) was on street pavement after the plows had come through and packed the snow down. I always had this vision of traveling to the Swiss Alps, starting at the top of a winding freshly plowed road and sledding all the down to the base. It probably would’ve taken all day. So, my next project is completely restoring that sled and taking it down the street the next good snow we get. Who knows, maybe I ignite a new craze with an old sled.

Required for local boaters Submitted by Coast Guard Auxiliary Flotilla 25-08 Get ready for a fun-filled, accident-free boating season by taking one of the About Boating Safety classes from the U.S. Coast Guard Auxiliary Flotilla 25-08 in the Mount Vernon section of Alexandria. Classes are available Feb. 24, March 24, April 28, May 19 and June 23 at the Washington Farm United Methodist Church, 3912 Old Mill Road, Alexandria, Va. 22309. Learn about boat handling and regulations, nautical “rules of the road,” trailering and required equipment - knowledge that can prevent mishaps on the water. While Virginia, Maryland, and D.C. have varying requirements for boaters before they may legally operate certain motorized vessels on their respective waterways, each jurisdiction has a requirement for a safe-boating class. Register for the class via e-mail to Moses “Top” Pettigrew, msgtop@ verizon.net or 202-616-8987. The Coast Guard Auxiliary also has free boating safety tools and materials at the site, https://www.cgauxa.org/auxa/

2018 tax season is quickly approaching By Capt. Leigh Leduc Fort Knox Tax Center With the start of this New Year, tax season is once again upon us. Here are some essential tips to ensure tax preparation goes as smoothly as possible: Get organized now. Spend this time gathering important tax documents and creating a document file. This could include documents such as daycare receipts, proof of education expenses, charitable donation receipts and gambling receipts. Then, as W-2s, 1098s and 1099s become available, add these to the filing system. Collecting all wage and income documents is essential to successfully preparing a tax return. For Soldiers, this means a W-2 from DFAS, available electronically through MyPay early this month. The W-2 is the document summarizing wages for the year. Those who have a savings account that pays interest will likely need a 1099-INT. Taxpayers with a mutual fund or a stock brokerage account will need a 1099-DIV. W-2s and 1099s are typically not available until late January. Submit a correct tax return the first time. When preparing taxes, not accounting for certain income (e.g. income from a second job or gambling winnings) could trigger

the IRS to adjust or reject a tax return. Preparing taxes once can be difficult enough; doing it twice is even worse. Also, an adjusted tax return can result in penalties and accrued interest that a taxpayer would not otherwise have had to pay if the tax return was complete the first time. Take the time now to create checklists, such as listing out all jobs held, all sources of retirement payments, and all sources of interest or dividend payments. Then as W-2s and 1099s become available, match them up with the checklist to ensure all the necessary documents are in order. The previous year’s tax return is a great starting point for the checklist. For example, a Form 1040 tax return and the other forms with a 1040 identify the sources of income based on the 1099s and W-2s. If a taxpayer has not had changes in sources of
income, credits or deductions, last year’s tax return can serve as a roadmap for the documents needed for this year’s return. Married couples filing a joint return must personally sign the tax return. If one person cannot sign, the other person is required to have a valid power of attorney to file the other person’s tax return for that tax year. If having taxes prepared, the preparer will need to see the power of attorney. The power of attorney must be notarized and list the tax years authorized. A power of attorney is available at the Fort Belvoir Legal Assistance Office for those eligible. Tax filers will also need Social Security cards for all family members on the tax return, including dependent children. Active duty Service members, including Guard or Reserve if on active duty orders for 30 days or more, their family members, and retirees and their family members, are entitled to receive tax center services, subject to certain limitations. For instance, the tax center cannot file a business tax return or a return for someone who is selfemployed with a job that requires purchasing inventory. The Fort Belvoir Tax Center opens soon and is looking for volunteers to help staff the center. Training is provided. Call 703805-1057 to volunteer or for more information.
Belvoir Briefs Continued from page A8 Card Facility is closed from 2-4 p.m. on the second and fourth Wednesday of each month, for training. Only emergency services are available during these times.
Gate changes coming Access at Belvoir access control points is changing. Drivers will be able to scan the chip or have ID cards’ bar codes read at the driveup kiosk. ACP personnel will be close by, ensuring the generated image matches the driver’s face. Eventually, the barrier will be down between cars, which automatically raise, allowing access once the vetting process is over. More details will follow in future issues of the Belvoir Eagle; on Facebook at Fort Belvoir; and on www.belvoir.army.mil.
Military history club The Saint Martin Military History Club meets at the Belvoir O’ Club on the second Tuesday of each month, beginning with cocktails at 6 p.m., followed by dinner and a military history presentation at 6:30 p.m. Some lectures scheduled this
