On Jan. 3, Culpeper County residents approached the area’s first snow of the season and of the year in different ways. Some bundled up and braved the cold to have snowball fights and make snowmen while others hunkered down with some hot chocolate and comfortable clothes.

Culpeper County celebrated the beginning of the new year with its first snowfall of the season on Jan. 3. While some grabbed their sleds
and headed for the hills, others braved loss of power and treacherous roads. The National Weather Service expanded its winter storm warnings on Jan. 2 as it expected more
snow to fall. Nearly 8-14 inches of snow was possible under some storm models. A coastal low pressure system moved through the night and dropped temperatures into upper
20s and low 30s, bringing heavy snow from D.C. to the Virginia suburbs. With Culpeper’s first snow of the season in 2020 was Dec. 16, residents saw a late start to this snowy

season. Due to the snowy conditions in the morning, all 12 Culpeper County Public Schools were closed to both students and personnel. Due to the overnight freeze and other storm-related hurdles, schools were closed to students the following day as well but open for essential staff. Culpeper County offices, courts and dump also faced closures. Many residents reported losing power for hours as Rappahannock Electric Cooperative took to social media to reassure customers crews were working to restore their service. REC, who notified customers it would be a multi-day repair op-
eration, also utilized helicopters to patrol over parts of Lousia and Goochland. Bealeton restaurant Grioli’s Italian Bistro & Pizzeria offered local families with children and the elderly without power refuge in their dining room the day after the store. The restaurant suspended its dine in services, but continued to offer curbside and delivery services. Virginia State Police provided

updates throughout the storm on their agencies efforts. From 12:01 a.m. through 8:30 p.m. on Jan. 3, VSP emergency communications centers across the Commonwealth fielded more than 2,600 calls for service. During that time, the VSP Culpeper Division responded to 71 disabled vehicles and 32 traffic crashes. From 12:01 a.m. through 10 a.m. on Jan. 4, the VSP Culpeper Divi-
sion responded to and cleared 11 disabled vehicles and four traffic crashes. Culpeper Town Police encouraged residents to stay off roads throughout the storm and following while public works crews worked to clear roads. A year in review: A look back on 2021

It’s no secret 2021 was one for the record books. With a second year of COVID-19 under the belts of Culpeper County residents, they all seemed to rise above it and make the best despite bumps in the road. The changes throughout the county be it social or political, are palpable. Here’s a glance back at Culpeper spanning the last 365 days.

A same report showed 213 students in quarantine - 129 from close contact in school and 84 outside of school. Five district staff entered quarantine due to close contact at school. Data collection for the report begins on Saturday and runs through Friday. Reports are published on Friday afternoons and can be found online at www.culpeperschools.org.

Following committee meetings, the name Lake Culpeper was decided upon, however, during a May 11 meeting, council members voted in a split vote not to change the name. After announcing he would not seek reelection in the Spring, Mayor Mike Olinger’s seat was up for grabs. Come November, council colleagues Reaves and Russell went head to head in a battle of old versus new Culpeper. Just after 8:40 p.m. on Nov. 2, Reaves defeated Russell with 2,755 votes compared to Russell’s 2,374 - a difference of 381. Reaves said he has “several” main goals following being sworn into office. “One of my main priorities is for the council and I to get on the same page,” he said. “It is very important to me that the council and I have a great working relationship and that we are able to work together for the betterment and enrichment of the entire town. We may not all agree all of the time but we should be able to communicate that in a safe, courteous and respectful manner.” Three new council members

Culpeper community leaders celebrated the dedication of the state-of-the-art Culpeper Technical Education Center with a ribbon-cutting and grand tour of the $17 million facility on Aug. 5. The facility on Frank Turnage Drive features a sleek design with modern amenities. The entrance welcomes visitors with a 428-footlong hallway illuminated by skylights. The hallways are lined with classrooms for automotive, building trades, cosmetology, culinary arts, cybersecurity, computer drafting, diesel, emergency medical technician, maker space, nursing and industrial maintenance courses. “The career and technical education theme has been something that our county board of supervi-
sors has been interested in for a great number of years,” Culpeper County Administrator John Egertson said at the ribbon cutting. “They have focused on that, as has the School Board. It’s safe to say it’s an entire community that has pulled together and it’s a reality that we can be proud of.” On a cold November morning, over 100 community leaders and Culpeper residents watched the ceremonial breaking of ground of the Culpeper Field House near Eastern View High School. The construction of the 17,000-square-foot building, which officially began days before the ceremony, is expected to open this fall. The building will have a fullsized gym, classrooms and an aerobics studio. Earlier that November, two incumbent Culpeper County Supervisors were defeated at the ballot box. David Durr defeated incumbent C. Jack Fraizer in representing the Cedar Mountain District with 1,255 votes compared to Fraizer’s
1,151. Susan Gugino beat out incumbent Bill Chase with 1,415 votes compared to his 715. Chase came in third place behind challenger Laura Rogers, who received 843 votes. OTHER
On May 2, Culpeper Town Police talked a man down who they say was “yelling suicidal statements” as he climbed the 250-foottall Verizon cell phone tower off Old Brandy Road. Officers were able to de-escalate the situation and the man was safely returned to the ground and transported to the hospital for a mental health evaluation and treatment of self-inflicted injuries. The town terminated its lease with Regal Cinemas in February after a long stint of closure as well as financial and operational struggles courtesy of COVID-19. The movie theater has operated out of a building on the town property at 210 S. Main St. since 2000, but closed October 8, 2020. The contractual details allow the lease to be terminated if Regal Cinemas ceases operating a movie theater for 120 days. Mitchells man sought in Christmas Eve shooting The Culpeper County Sheriff’s Office is asking the public for help in locating a Mitchells man wanted in connection with a Christmas Eve shooting. Shortly after 9:00 p.m. on Dec. 24, deputies responded to the 25000 block of Somerville Road for the report of a shooting, according to a post on the office’s Facebook page on Dec. 25. Once on scene, deputies found a 36-year-old Hispanic male from Reading, Pennsylvania suffering from multiple gunshot wounds to both knees. He was flown to a trauma center for treatment. The incident, the post continued, occurred during a Christmas party where numerous

UVA hospitals in Culpeper, Manassas and Haymarket restrict patient visitation With COVID-19 cases surging, UVA Health on Dec. 30 announced visitors will not be permitted in inpatient units, emergency departments, outpatient clinics and outpatient procedural areas at UVA Culpeper Medical Center, UVA Prince William Medical Center and UVA Haymarket Medical Center. In addition, public spaces – including hospital lobbies, cafeterias and waiting areas – are closed to members of the public. “UVA Health also continues to encourage all community members to receive COVID-19 vaccinations
and booster shots. Booster shots have been shown to increase the effectiveness of vaccines against COVID-19 and the highly contagious omicron variant. Data shows that a booster increases omicron infection protection from ~30% to 70%-75%, makes symptoms much milder and dramatically reduces the risk of severe disease or hospitalization,” the health system said in a statement. Limited exceptions for specific patients can be made if the visitor is not COVID-19 positive and does not have symptoms of COVID-19 or other contagious illness. All vis-
itors must be screened before entering the hospital, must always wear a mask and must remain with the patient at all times. Health department, hospital leaders urge those with mild COVID-19 symptoms, non-serious illness to avoid emergency rooms As the Omicron variant spreads and COVID-19 cases and hospitalizations increase, Virginia public health officials and hospital leaders are urging individuals with asymptomatic or mild coronavirus cases, or other non-serious illnesses, to avoid unnecessary trips to already burdened hospital emergency departments, and to get vaccinated if they have not already done so. Hospitals across Virginia have recently experienced an influx of patients seeking emergency department care for asymptomatic or relatively mild COVID-19 infections, as well as cases of the flu or other seasonal illness. In many cases, a hospital emergency department is not the appropriate venue for patients with mild to moderate COVID-19 symptoms to seek medical care. Most individuals who contract COVID-19 do not need to visit the hospital’s emergency department and can effectively recover from their illness at home, or by seeking primary care treatment and/or speaking with their primary care provider People with severe COVID-19 symptoms such as significant difficulty breathing, intense chest pain, severe weakness, or an elevated temperature that persists for days unabated are among those who should consider seeking emergency medical care for their condition. Individuals should not visit the emergency department if the symptoms of their illness are mild to moderate – including a cough, sore throat, runny nose, or body aches –

Infections have spiked this month – the Commonwealth recently eclipsed 1 million total COVID-19 cases and has documented more than 51,564 new infections since Dec. 24. Meanwhile, daily
COVID-19 hospitalizations have risen from 922 on Dec. 1 to 2,101 as of today (Dec. 30), a 128 percent increase in that time. While these numbers are elevated, they remain below the peak hospitalization numbers Virginia encountered this time last year. That is thanks in large part to the widespread availability of COVID-19 vaccines. Data continues to show that the majority of patients currently hospitalized in Virginia for COVID-19 care are unvaccinated. That is among the reasons why the health care community continues to urge unvaccinated individuals to make a plan to get the vaccine and to get boosted. U.S. adults 18 and older are eligible to receive a two dose course of either the Pfizer-BioNTech or Moderna vaccine. The Pfizer vaccine has also been approved for use in children ages 5-12 and adolescents up to age 17. Adults 18 and older are also eligible to receive a single dose of the Janssen/Johnson & Johnson vaccine. The available vaccines offer strong protection against illness from COVID-19. And for those who contract a breakthrough case of the virus after being vaccinated, the vaccine reduces the risk of serious illness that leads to hospitalization or death. Confirmed and probable cases of COVID-19 exploded in homes across the Commonwealth as families came together to celebrate Christmas and New Year’s Eve. According to COVID-19 statistics reported by the Virginia Department of Health, there were 30,244 confirmed cases during the week of Dec. 25, nearly doubling the amount of cases reported from the previous week. probable cases since VDH began to keep track of COVID-19 cases in February 2020. In Culpeper County, there have been 8,433 total cases and 96 deaths. Statewide, there have been
over 1.16 million cases and over 15,000 deaths. As of Jan. 3, the total number of currently hospitalized patients confirmed positive for COVID-19 is 2,339. There have been over 78,000 patients hospitalized and discharged. There have been 246 hospitalizations in Culpeper County. Free drive-thru COVID-19 testing to be hosted in Brandy Station Rappahannock-Rapidan Health District has partnered with Culpeper County to host a free drive-thru COVID-19 testing site from 4-7 p.m. on Jan. 6 at Brandy Station Volunteer Fire Department located at 19601 Church Road, Brandy Station. The parking lot will open at 3 p.m. and the first 300 individuals will be tested. This one day testing site is open to everyone at no cost and the event will happen rain or shine.
You don’t have to be experiencing symptoms or have a referral to be tested. “We are working together to meet the needs of those looking for a PCR test after any potential COVID exposures during the holidays,” said Culpeper County Emergency Manager Bill Ooten. Rappahannock-Rapidan Medical Reserve Corps volunteers will help staff the testing site. Please be prepared to complete paperwork in your car while you wait.

Spending the holidays alone is actually not that bad “You’re going to be alone on Christmas? That’s sad.” “Actually, I prefer it.” With the holiday season now behind us, I can’t help but Maria Basileo think of how many times I got the sad eyes this year from someone when I told them I’d be spending Christmas and New Year’s Eve alone. Whenever I spill the beans, I always get the same reaction: pity, which forces me to break out in a full soliloquy about why it isn’t so bad. Holidays for me as a child meant being bussed around from parent to parent across state lines and back, lots of loud people packed into a small space and eagerly awaiting “the look” that meant it was time to go. Also, I don’t think I even have to mention the agony of engaging in awkward interactions with relatives I hadn’t seen since last Christmas.

When I turned 18, I thought, “Aren’t holidays supposed to be something you look forward to?” I don’t think I ever looked forward to spending three hours stuffed in the back of my dad’s car in a dress next to my brother who, no matter what time of the day it was, would always fall asleep on my shoulder. It was then I decided maybe I just don’t enjoy the traditional holiday experience. For Christmas this year, I made myself dinner, ate ice cream and watched Shrek in my pajamas. Don’t get me wrong, I love my family and I love to see them, but not under the stress of who is going where, who is cooking what and who isn’t speaking to who over an argument that happened a decade earlier. In hindsight, if I really, really wanted to, I could have spent the holidays with some of my family this year. However, with half of them now living in Oregon, my dad in Connecticut and my sister and I in Virginia, surprisingly, it takes a bit of bravery and planning to get all of us together. In the end, I don’t think I’ll regret

Despite my reasons for spending the season alone, some people spent the holidays alone because they were sick, feared becoming sick, family was too far away to visit or they simply didn’t have family to visit. I’m here to say it’s okay to spend a holiday alone. Make your own traditions. Also, you shouldn’t let people tell you how to spend the holidays, be it with 40 of your closest family members or alone with Ben and Jerry.
Cally and Tiger December 24th was very eventful for me here in Culpeper. One of the granddaughter humans accepted a marriage proposal, and that is great news because her husband-to-be has a cat. Her name is Tiger and, like me, she is a rescue who walked into his life as an orphan, pleading for mercy. In my case, I spent a cold night in wet weeds by the side of a busy road and only came out in the early morning hours when my tummy began to growl. I smelled something wonderful. Later I found out it was only canned tuna, but at the moment it seemed like a delicious mouse filet prepared by a French chef. I cast all caution aside and stepped out of my hiding place into the arms of a cat-loving human. She transported me to the warm house of a widow who needed me as much as I needed her. I am still there. Tiger on the other hand played

a game of hide-and-seek with her human. She pretended to be searching for a new home and food service, but kept running away whenever it was offered. He had to drag bits of turkey from her hiding place to his house. Over and over again. When I heard about that, I wondered why Tiger was so slow to spot a good food offer when she had one. The mystery was soon solved when I heard him say he had taken her to the vet for a wellness checkup and found out she had already been “fixed” as the humans put it. That is an experience girl cats do not like to remember. Trust me, it can be traumatic. No wonder she had second thoughts about accepting handouts for a strange human. Did I mention that Tiger and I look like we are related? I am a calico, a tortoiseshell calico. Tiger has the look of a tiger. Her human wanted to name her Tigger, but somehow the vet’s humans misspelled it, and she became Tiger. Nevertheless, we are color coordinated in the yellow and white family. Then in the age department, I am the senior cat at age twelve. Tiger is a mere youngster, with only a few years
under her fur. I may be able to teach her a thing or two. If she comes for the wedding in April, I will do my best to give her a few pointers for the trials and challenges of her adolescent years. I assume she is teachable, since her human is one terrific guy. More about Tiger when I learn more. By the way, my Widow still calls me her “Four A.M. Cat,” which she means I purr in her ear every morning at 4:00 and act starved. For variety, I knead her pillow with my paws. I am truly doing her a favor as she needs to stretch her muscles and move a bit. It’s not good to be motionless for long periods of time. She doesn’t mind as much as you might think because she usually needs to use her own private litter box about that time. Then while she’s up, she feeds me a morning snack, and we both go back to sleep. Being a Four A.M. Cat isn’t such a bad title to live with. I prefer to be called by my proper name, Cally or maybe, Gorgeous, in reference to my coloring. But I really don’t want to hear anything like, “Hey you with the whiskers!” That is totally uncivilized. Happy New Year! Purrfectly yours, Cally.

Culpeper County Public Schools amends mitigation plan Culpeper County Public Schools has amended its COVID-19 mitigation plan based on recent changes in guidance from the Centers for Disease Control. The complete plan will be reposted with the amendments online at www.culpeperschools.org on Jan. 3. EXCLUSION DUE TO SYMPTOMS
Students, staff, substitutes, and volunteers who have symptoms of a possible infection of the coronavirus will be excluded from being present in a school, a school activity, or at a work location. The person excluded may only be readmitted to school, school activities, or work with approval of the school nurse. If coronavirus test kits are available, the school nurse may test the person (with parent permission if a minor) for infection with the coronavirus. EXCLUSIONS DUE TO A CONFIRMED CASE
Regardless of vaccination status, persons testing positive for the coronavirus will be excluded from attending school, school activity, or work for at least five (5) calendar days. If no fever is present on day six, the person can return to school, school activities, or work provided they wear a properly fitted mask and remain at least six feet from other persons when unmasked for five calendar days upon their return EXCLUSIONS DUE TO EXPOSURE AS A CLOSE CONTACT OF AN INFECTED PERSON
If a person is identified as having an exposure to the coronavirus as a close contact, the person may be excluded from attending school, school activities, or work. The exclusion period and mask-wearing requirements will depend upon vaccination status and any previous infection with the coronavirus as noted below: PERSONS WHO ARE FULLY VACCINATED OR BOOSTED:
If the person can present evidence of being fully vaccinated within certain timelines or has had a booster vaccine, NO exclusion from school, school activities, or work is necessary. To be considered fully vaccinated the person must be within six months of completing the Pfizer or Moderna series or within two months of the Johnson & Johnson vaccine. In all cases, the person will have to wear a properly fitted mask and remain at least six feet from other persons when unmasked for 10 calendar days after the close contact exposure
PERSONS NOT VACCINATED, PARTIALLY VACCINATED, OR WITH WANING VACCINE PROTECTION:
Persons who are not vaccinated, partially vaccinated or have waning vaccine protection will be excluded from attending school, school activities or work for at least five calendar days. The person may return on day six after their exposure if they remain without symptoms or have a negative test on day five. The person will have to wear a properly fitted mask and remain at least six feet from other persons when unmasked for the next 10 calendar days upon their return. PERSONS WITH A PREVIOUS INFECTION
Persons with a previous documented coronavirus infection more than three months ago who are identified as a close contact will be excluded from attending school, school activities, or work. If the person has tested positive for the coronavirus within the previous three (3) months and is asymptomatic (no symptoms) the person will NOT be excluded from attending school, school activities, or work. The person must wear a properly fitted mask and remain at least six (6) feet from other persons when unmasked for 10 calendar days after their close contact exposure IMPACT ON PERSONS INVOKING A MASK WEARING EXCEPTION
The invoking of a religious or health exception to wearing a mask in schools or facilities will NOT be honored during the mandated mask wearing periods as noted above. MUTUAL WEARING OF MASKS INSIDE SCHOOLS, FACILITIES
The exclusion of students and staff who are close contacts of an infected person inside schools and facilities is NOT necessary if: 1) they can show evidence of wearing properly fitted masks over the nose and mouth during their exposure; 2) the infected person was also properly wearing a mask during the exposure; 3) the exposed person remains without symptoms; 4) the exposed person continues to wear a properly fitted mask and remains at least six (6) feet from other persons when unmasked for 10 calendar days after the schoolbased close contact exposure. MUTUAL WEARING OF MASK ON BUSES
The exclusion of students and
staff who are close contacts of an infected person on buses is NOT necessary if: 1) they can show evidence of wearing properly fitted masks over the nose and mouth during their exposure; 2) the infected person was also properly wearing a mask during the exposure; 3) the exposed person was seated more than three feet away from the infected person; 4) and the exposed person remains without symptoms; 4) the exposed person continues to wear a properly

Remington, a small unincorporated town less than half a mile from Culpeper County, has 598 residents, according to the 2010 U.S. Census. What it lacks in population, though, it makes up for with a caring, giving attitude. Remington Little Free Pantry, Library and newly introduced Fridge provide a need to Remington residents and others by creating easily accessible food, books and now produce thanks to a grant from the PATH Foundation. The property at 150 West Bowen Street, Remington was able to get electricity and buy a large, used, commercial refrigerator with the grant funds to house perishable food for those who may need a dozen eggs or a gallon of milk in a pinch. “We were limited to the kinds of the things we could put in the Pantry,” said MaryBeth Waldeck, a facilitator of Remington Community Garden. “This is going to afford us the opportunity in the winter to put things in there that may otherwise freeze.” Remington, Waldeck said, is con-

sidered a food desert. A food desert is an area with limited access to affordable and nutritious food. A food oasis is an area with access to supermarkets or vegetable shops with fresh food. “There’s no grocery stores, just a small deli really and a couple of places to buy minimal groceries.” The closest big box grocery store is 15 minutes away. On Christmas, the Fridge officially opened to house fresh fruits and vegetables, milk and eggs. “We’ll see how it goes,” Waldeck said. “Hopefully, it’s going to allow people to make donations directly into the refrigerator and then (give
people) access to things that otherwise would not have been available to them.” Remington Pantry, Library and Fridge are on the grounds of the Remington Community Garden. It is operated by Remington United Methodist Church. The Garden first began as a way for residents to grow their own food in a community that doesn’t have a lot of open space, Waldeck said. Plots are rented out to people on an annual basis. “When the pandemic hit a few years ago now, we decided that we should devote part of the land there (to) growing vegetables for the community and we opened a Little Free Pantry.” “The Pantry was extremely successful,” she continued. “We give away around 30 pounds of food every day.” During the summer months, the Pantry can give away up to 80
pounds of fresh produce a day. The operations, however, don’t work as a food bank where eligibility is required. The Fridge joins other food pantries in town like the Culpeper Food Closet, which boasts an even bigger operation that gives away thousands of pounds of food every week. A hurdle that both the Food Closet and the Fridge have seen is a lack of transportation. With a lack of private or public transport, those in need of food find it nearly impossible to get the services they require. Despite hurdles, though, Remington always comes together to help their neighbor. “The community of Remington has been incredibly supportive,” Waldeck said. “We have received really a 100 percent of the funding for the food pantry has been donations.” maria@culpepertimes.com
Investigation into deadly pursuit, shoot out continues

Virginia State Police continue to work to investigate a car chase and shoot out that resulted in the death of a 21-year-old Culpeper man the night of Dec. 17. According to Virginia State Police Public Information Officer Brent Coffey, the Town of Culpeper Police Department issued a “be on the lookout” to regional law enforcement for Jeremy A. Yates at 5:30
p.m. An emergency custody order had been obtained for him and it was believed that he was armed with a gun. Following a chase that involved Madison and Rappahanoock sheriff deputies, Yates approached the Culpeper County line where he began shooting at deputies who were stopped in the roadway, according to police. Yates’s car then ran off the left side of the road, collided with an embankment, and overturned.
Deputies attempted to render first aid, but Yates died at the scene. Yates’s cause and manner of death have not yet been concluded as the investigation remains open, according to Jennifer Smith, the northern district administrator of the Chief Medical Examiner’s Office. Investigations can take between eight and 10 weeks. According to Coffey, once the investigation has concluded, VSP will turn over its investigative
files to the Rappahannock Commonwealth Attorney’s Office for review and adjudication - a formal judgment. Town of Culpeper Police would not comment on any prior interactions with Yates as it may interfere with the investigation. Sheriffs arrest Culpeper teen with shooting in Rappahannock County The Culpeper County Sheriff ’s Office arrested a Culpeper County teen in connection to an incident in Rappahannock County where shots were fired into a home. Cameron Merlot, 18, of Pettie Lane in Rixeyville, was charged
with shooting into an occupied dwelling in Rappahannock County and reckless handling of a firearm. On Dec. 18, Rappahannock Sheriff ’s Deputies learned of a complaint where a subject shot into an occupied home in Rappa-
hannock County. No injuries were immediately reported from the incident. After further investigation, an arrest warrant was issued for Merlot. On Dec. 30, Culpeper Sheriff ’s Deputies executed the arrest war-
rant at Merlot’s home. He was located in his bedroom with two guns next to his bed. Merlot was taken into custody without incident. Merlot was taken before a magistrate, who ordered that he be held without bond.
Grant opportunities for nonprofits in Culpeper, Fauquier, Rappahannock counties open The Community Assistance Grant opportunity is open to those nonprofits based in Culpeper, Fauquier and Rappahannock. Because of the size of the awards - $5,000 - $25,000 - this is
the only grant cycle that Northern Piedmont Community Foundation runs with a Letter of Inquiry component. In other words, this is a two stage grant process. NPCF grant evaluators will read letters and then make the difficult deci-
sion on whether to invite the organization to continue and submit a full application. Letter of Inquiry will remain open until Jan. 19. For those proceeding to the application, that time frame will be from Jan. 27
