Historical project works to identify local Black history By Maria Basileo CULPEPER TIMES
In an effort to shine a light on more of Culpeper’s past, a local historian jump started a project to identify lost parts of local Black history to further educate the public. “Righting the record, in that sense, has been something I’ve been doing for 30 or 40 years, but I didn’t put it under any larger umbrella,” Zann Nelson said. As an umbrella program, Right the Record’s mission is “to create an all-encompassing umbrella for projects large and small that share a common purpose to correct, add, and/or amend the histories that have been ignored, denied and excluded. These activities will enable individuals and communities to advance reconciliation and foster a more knowledgeable community.” In the public’s view, she continued, past projects in the community were isolated as one time successes. “(The public doesn’t) understand the bigger mission to help a community learn more about all of its
ancestors and all of its history and embrace it.” The program consists of multiple projects, Zann explained, including the recent dedication of a portrait of retired Judge Susan L. Whitlock in December and getting a resolution passed by Culpeper Town Council. In January 2021, Culpeper Town Council adopted a resolution recognizing the contributions of Black Americans throughout Culpeper’s history via commemorating Black History Month, expressing regret for any historic inequities and acknowledging the impact of these inequities on generations of Black families solely because of their race. Finally, the resolution read the council pledged to work with local individuals and or groups to promote, recognize and commemorate local Black heritage. Currently, the group is working with the town’s tourism department to highlight the 200 block of East Davis Street, formerly buzzing ➤ See Record, Page 6

Spanberger visits Culpeper ➤ Spanberger hosts campaign kickoff
Spangerger, a Democrat, served as a case officer with the Central Intelligence Agency (CIA) before joining Congress in 2019. She currently serves on the U.S. House Committee on Agriculture and the U.S. House Committee on Foreign Affairs. The kickoff and petition signing event was hosted by the Culpeper Democrats. “It was very quick,” said Culpeper Democrats Former Events Coordinator Carolyn Walker, “We had very little notice.” Even with very little advanced notice, the event still garnered close to 50 attendees.

“We’re really pleased,” Walker continued. Spanberger will host a similar event in Madison County from 10noon on Feb. 12. The group received notice nine days before the event that Spanberger was interested in hosting a petition signing in Culpeper, which was meant to be centrally located in the former tri-county area turned quad-county area. In December, Virginia’s 7th Congressional District was redrawn, along with others around the Commonwealth. impacted due to COVID-19. “We’re serving half the people we were serving before,” said Rappahannock Rapidan Community Services Executive Director Jim LaGraffe. Since the COVID-19 pandemic hit in March 2020, the Center has been working at a lower capacity, further putting a damper on efforts to address regional substance use issues. “We are dealing with an epidemic during a pandemic,” said Senior Director of Behavioral Health Ryan Banks. Last year, the Congresswoman introduced a bipartisan bill to create a permanent federal funding stream for addiction recovery services. Following her visit at Boxwood, Spanberger toured the S.E.E. Recovery Center, a facility run largely by peers who offer support through groups and meetings for mental health or substance abuse recovery. Director Cory Will led the tour by showing Spanberger some of the spaces available in the center for visitors to get support, relax, work on computers, play Ping Pong or grab a cup of coffee. In a digital age where it seems even snapping a photo can gain anyone notoriety, a business card belonging to a Rixeyville man went semi-viral on social media in January due to some of his unconventional services. A photo of Randy Sheads, 70, business card was shared on Jan. 15 to a public group with over 69,000 members. It garnered over 1,000 shares and 200 comments before making its way to local Culpeper County group pages where discussions continued about the bizarre nature of the offered services, which include talent scout, goats and pigs castrated, fence post broker, missing wives located and snake catching. “Most of those things I have done,” Sheads said. “I can attempt any one of them, but they're not what I do on a full time basis.” Sheads has worked as a qualified gas science technician for 40 years, repairing gas water heaters and gas fireplaces. He said he doesn't have to continue working but chooses to. “I like meeting people,” he said. “I’ve collected hundreds of customers. They call me back every year.” As for his card, though, Sheads doesn't know who posted it and suspects someone may have passed it over to someone else who may have posted it. “That card was only supposed to go to close friends and acquaintances,” he explained. “It was never supposed to go on like it did.”

We’ll provide it for ourselves.’ And they did.” The strip had department and grocery stores, doctor’s offices, morticians and taxi services. In phase one, workers on the project identified six sites that will be adorned with a plaque with brief introduction and a QR code for interested readers to scan to learn more about the location. “It’s a way to preserve that history and share that history and make that part of our community a normal part of our community through a broader knowledge,” Nelson said. maria@culpepertimes.com

Sheads has received calls from people in Texas, Michigan and Florida. Even his grandson in Colorado Springs saw it. Despite its wide audience, Sheds said business stayed the same. “I’ve been kind of neutral (about the success of the post) but my family, they were kind of positive. They thought it was neato that it got blasted up like it did and gone viral.” Sheads’ wife, Donna, he said, thought it was funny and was amused. Despite the list of unique services, Sheads admits some of the listings were used to “tickle (people’s) interest” like the tap dance lessons, but explains if he had to teach somebody tap dancing, he certainly could. Other services, though, like neutering farm animals, catching snakes and selling fence posts are within his wheelhouse. Sheds moved to Culpeper from Fairfax County in 1959. He grew up on a dairy farm where learning how to do and work on just about anything and everything was a necessity. “Anybody knows that anybody raised up on a dairy farm, you learn how to do everything,” Sheads said. “You learn how to deal with everything.” “You had to be innovative and you had to make things work because you couldn't depend on finding somebody else to get things fixed for you.” Between his new found fame and ongoing career, Sheads still finds time to reflect and cherish his faith. “God has been good to me and that's something in my daily word i always try to pick out a way to give Him the praise maria@culpepertimes.com

Land Trust of Virginia has record year for conservation easements ➤ Culpeper property among 3,000+ acres statewide protected from development
From contributed reports The Land Trust of Virginia announced a record year of conservation easements 2021. In 2021, LTV staff completed 16 easements for a total of 3,041 acres, compared to 1,765 acres in 2020 and 1,730 acres in 2019, according to a recent news release. These easements expanded the organization into six new Virginia counties including nearby Page and Shenandoah, plus James City, Augusta, Bath and Lee. “We now hold 26,109 acres in conservation across an incredibly diverse Commonwealth,” said LTV Chair of the Board Childs Burden. “Included in those easements are the permanent protection of acres of forests, water corridors, farms, and important historic landmarks that suburban sprawl would permanently destroy. That is an amazing accomplishment for the future of our landscape and a testament to our work. Our sites are high for 2022.” This comes as the group’s related national association, the Land Trust Alliance, has embraced President Joe Biden’s “30x30” campaign, calling for the conservation of 30 percent of the U.S. land base by 2030 and has engaged land trusts across the nation to help reach this goal. There were no new Land Trust-related easements in Rappahannock last year, but in nearby Culpeper County landowners Seth and Caroline Heald put their 21.06-acre Rixeyville property into easement through the organization. It is in the vicinity of several other conserved properties, including another parcel owned by the Heald family. “We wanted to help preserve the rural nature of our corner of Culpeper County and help keep the Hazel and Rappahannock River watersheds clean by ensuring that best agricultural management practices are followed,” said Seth Heald. “We knew that LTV would help us draft easement language to achieve those goals and would ensure good stewardship of the land.” There are numerous water resources now preserved on the Heald property, including over a quarter mile of a perennial stream which flows through the central portion of the property. The property also contains approximately 8.9 acres of FEMA-designated floodplain associated with the perennial stream and the nearby Hazel River, and approximately 0.65 acres of wetlands. The Heald property is in the watershed of the Hazel and Rappahannock Rivers, both State Designated Scenic Rivers, as well as the Chesapeake Bay. “We are thrilled to work with the Heald fam-

Culpeper police report minute decrease in calls for service By Maria Basileo

A departmental activities report from the Culpeper Police Department showed a steady, consistent rate of calls for service throughout 2021 in comparison to 2020. According to the submitted report to the Public Safety, Public Works, Planning and Community Development Committee of the Town Council, the department responded to 14,716 calls for service in 2021, compared to 15,067 in 2020, a 351 total difference. “When you look at numbers, I always take them with a grain of salt,” said Police Chief Chris Jenkins. “The numbers don’t keep me up at night.” Every reported category in the crime section of the report showed a decrease in calls in 2021 except for motor vehicle thefts. In 2021, 23 thefts were reported compared to 10 in 2020. There were decreases in aggravated assaults, arsons, burglaries, domestics, rapes, homicides, larcenies and robberies. In terms of traffic-related calls, every reported category saw an increase. The categories reporting the biggest jump in calls were traf-

fic summons and parking tickets in lots. Staffing, COVID-19 and weather are all contributing factors to call totals, Jenkins said. “When I look at them, in truth, there’s nothing that’s alarming me,” he continued. “There is noth-
ing that is shocking me.” Buried in the numbers, he continued, is the upswing in calls related to mental health, substance use or a combination of the two. Jenkins expects the department to address the rate of calls for service in multiple ways including the
success of its co-responder program as well as creating better access to social services. Last spring, the department welcomed its first co-responder, an employee of Rappahannock Rapidan Community Services who works to de-escalate scenes with clients in crisis and provide resources for further help. A few weeks ago, the department welcomed its second co-responder. Jenkins explained by the co-responders following up with repeat clients, the number of times police are called to assess the same clients will decrease. Similarly, Jenkins continued, if the community is more in tune with the routes to applicable social services, there will be less calls to police. maria@culpepertimes.com

Student cases, quarantine totals remain high By Maria Basileo CULPEPER TIMES
Over 360 Culpeper County Public Schools students have been infected with COVID-19 over the past two weeks, according to data reported by the district. A weekly COVID-19 report, accounting for Jan. 15-21, confirmed 183 cases among students and 28 among staff across all 12 county schools, according to data published by the district. Floyd T. Binns Middle School sustained the highest number of confirmed student cases with 31.
Another weekly report, accounting for Jan. 22-28, confirmed 186 cases among students and 31 among staff. Culpeper County High School reported the highest number of confirmed cases with 37. CCPS began publishing a weekly report of the impact of COVID-19 in its schools on Aug. 27. Reports also include the number of students and staff who are newly quarantined due to close contact with an infected person at school or outside of school. The Jan. 15-21 report showed 273 students in quarantine - 114
from close contact in school and 159 outside of school. Eight district teachers entered quarantine - two from close contact in school and six from outside of school. The Jan. 22-28 report showed 106 student quarantines due to exposure from outside of school. Quarantines rooted in exposure from close contact in school were not reported. Five district teachers entered quarantine from close contact outside of school. Again, quarantines rooted in exposure from close contact in school were not reported. Data collection for the report be-
gins on Saturday and runs through Friday. Reports are published on Friday afternoons and can be found online at www.culpeperschools.org. According to the Virginia Department of Health, there have been 10,832 cases and 104 deaths in Culpeper County. There were 31,090 confirmed and 15,987 probable cases statewide on Nov. 7, according to data from VDH. Bee shop owner expanding business By Amy Wagner

Despite being a beekeeper, bee educator and owner of La Bee da Loca, Felecia Chavez will add another feather to her hat BY becoming a bee supplier as she opens another store later this month. Operating under the same name, the new shop at 106 Waters Place in downtown Culpeper will solely sell beekeeping supplies. The closest supply shop, Chavez said, is in Shenandoah. Although she has been beekeeping since a very early age, Chavez began working with the United Farm Workers when she was 13-years-old. In doing so, she witnessed the detrimental effects of pesticides to people, food, birds, bees and ultimately, the earth. Her desire to educate people grew strong and her vision for La Bee da Loca was born. “We need to educate people that without bees, our lives would be directly impacted,” Chavez wrote on
her website www.labeedaloca.com. Near the end of her over 30 years with the American Red Cross - where she served on three tours in Iraq and four in Afghanistan Chavez shared the idea of opening a bee shop with her sister. “She pushed me to do this because she said, ‘I’m tired of praying for your safe return every time you deploy,’” Chavez recalled. “That was my last deployment. I opened the shop just a few months after, in 2015, but she never got to see it come to fruition. She was my constant supporter.” Chavez’s first shop, which can be found at 236 East Davis St., has everything from honey to candles to shirts. “Some people say, I’m a little too passionate and they are 100% correct.” The second floor boasts a live indoor observation hive to provide visitors with an informative display about beehive culture. The hive, Chavez said, is the heart and soul of the shop.
“It’s not just a hobby. It’s a lot of work,” she continued. “We need to help take care of them. They know how to take care of themselves; we are just providing the essence of a good livelihood.” While visiting La Bee da Loca recently, Mandie Sayers wandered upstairs to see the hive. “It’s awesome,” she said. As a Culpeper local and returning visitor of the shop, she said, “It’s always fun to check out what they’re up to.” Chavez hosted two beginner bee-
keeping classes in January and has another scheduled for February 12 and 13 from 10-5 p.m. Three pound Italian bee packages are available to order until the end of February. Both classes and bee packages can be ordered on her website. Chavez plans to host a field day at a bee yard this spring, so beekeepers of all levels can get into the hive and see what all the buzz is about. “It takes a special person to be a beekeeper,” she said. “We are looking for more of those.”
Culpeper police investigate isolated shooting, injury The Culpeper Police Department is investigating a Jan. 29 shooting that sent an injured man to the hospital via helicopter. At approximately 7:24 p.m., the Culpeper County E-911 Center received a 911 call about a possible shooting with injuries in the area of the 1300 block of Lightfoot St, police said. Prior to law enforcement’s arrival, the suspect or suspects fled the scene in a vehicle. Based on the initial investigation, it was determined the shooting had taken place in the area of Old Fredericksburg Road and Wolford Street. The suspect - driving a vehicle described as possibly a small dark colored SUV - made contact with the 46-year-old male victim and shot him. Upon being injured, the victim fled to Lightfoot Street where he was found and emergency services contacted. The suspect immediately fled the area in the vehicle.
Officers quickly responded to the scene and located the victim, who had non-life threatening injuries. Due to the nature of his injuries, he was airlifted to the University of Virginia Health System University Hospital. He is cooperating with the investigation. Detectives with the Culpeper Police Department responded to the incident scenes and hospitals to collect evidence and interview witnesses. Mutual aid was provided by the Culpeper County Sheriff’s Office. Based on the current information available, it is believed that this was an isolated incident. Let’s be like Carl Laemmle
Over the past decade, I have been researching and writing about Carl Laemmle, the German-Jewish immigrant who founded Universal Pictures in 1912. His life offers a harrowing tale of resilience and success. But what lesson could we glean from a person who lived a century in the past? I think there is a big one. Laemmle is most celebrated for liberating filmmaking from the clutches of Thomas Edison and paving the way for Hollywood. But during World War I, he joined other Hollywood Cory studios to produce MacLauchlin propaganda films at the request of the U.S. Government. These popular movies depicted Germans as murderers and rapists, stoking Americans into an anti-German hysteria. Parents burned German books outside schools. School boards banned German language programs. The U.S. Army used these films for “hate-ups.” And in one case in Iowa, salesman E.C. Kelly, overcome with rage at the image of the Kaiser, fired two shots at the screen in a crowded theater. Movies, a new immersive media at the time, helped morph patriotism into violent nationalism. After the war, Americans tended to forget these events.
But Germans remembered. When Laemmle returned to visit the nation of his birth, he found hunger and despair. He tried to distance himself from his production of antiGerman propaganda, as he helped rebuild towns and funded charity organizations for the German people. And he turned to promoting peace through his movies, including the 1930 anti-war film All Quiet on the Western Front. Despite his efforts, the nationalists rising to power in post-war Germany tied Laemmle’s wartime filmmaking to his Judaism and branded him an enemy of the state. But for all their indignation, they had learned from the United States that movies could be used to convince the people what to think, what to do, and most importantly, who to hate. As we all know, the Nazi regime carried propaganda to a new and more devastating effect. Laemmle spent the last decade of his life ringing the alarm on Hitler and the Nazi Party while providing a passageway for Jewish refugees to come to America. In the final years of his life, the U.S. State Department thwarted his efforts with its shifty interpretations of immigration law. At the time of his death in 1939, Laemmle had saved over three hundred people from Nazi Germany, people who went on to live successful and productive lives in the United States. He would have saved thousands, had the U.S. Government not blocked him. Of course, studying the rise of
the Nazi regime is an unsettling experience. But my mind keeps going back to that Iowa salesman, E.C. Kelly, gun in hand, firing at the screen and the police who deemed him “a true patriot.” I want to believe we would unequivocally condemn such behavior today, but it seems we are becoming accustomed to distorting threats and violent acts as signs of “patriotism.” And the great trick is that when these moments happen, whether by intention or under the pretense of “figurative speech,” there is a media echo chamber ready to distort it, to justify it, to offer people a way to normalize it. We all have the potential to be that salesman in Iowa, running towards the screen, guns blazing if we opt to submerse ourselves in voices that stoke bitterness and anger. Don’t get me wrong: there are real battles that must be fought. Real injustices that must be addressed. But at the end of the day, I do not want to be like E.C. Kelly, two bullets lighter with a pat on the back for being a patriot. I want to be like Carl Laemmle, perhaps having made some mistakes, but still, in the end, fighting for something good, something real, something that gives people hope. Pearl Sample’s Michael Nenyuk is the CCPS Spelling Bee Champion The Culpeper County Spelling Bee took place on Wednesday, January 19, 2022 at Yowell Elementary School. Students from all six elementary schools participated in the event. Pearl Sample 5th grade student Michael Nenyuk won first place after eleven rounds with the winning word, “millennial”. Emerald Hill 4th grader Sydney Smith came in second place and the third place winner was A.G. Richardson 5th grader Ashlynn Demory. Public invited to give input on school budget The Culpeper County School Board has scheduled a “TAB Time” for the 2023 fiscal year budget year for 5:30 p.m. on Feb. 14 at the County Administration Office, 302 N. Main Street, Culpeper. TAB, which stands for “Talk about Budget,” is when the School Board invites all members of the public to come to an informal ses-
sion and share ideas or concerns about education needs and the school budget for school year 202223. The School Board believes strongly that community input is vital to the budget process. All concerned Culpeper County citizens are encouraged to attend the session.

Retired school bus goes up in flames; blocks traffic on U.S. 29 A retired school bus went up in flames on Jan. 31 on U.S. 29 near the Culpeper-Fauquier line, closing the northbound lanes for more than two hours. The Culpeper County Sheriff's Office said there were no injuries in the incident, which happened after 6 p.m. about five miles from Route 28. The sheriff's office said the school bus was retired and privately owned. All northbound lanes of U.S. 29 reopened about 8:50 p.m.
Police ask for information on missing, runaway teens The Culpeper Police Department is seeking assistance in attempting to locate two missing runaway juveniles who disappeared late last year. Edwin Morales-Velasquez, 17, was last seen at his cousins’ residency in the Town of Culpeper on Oct. 31. He is described as a Hispanic male, 5 foot 5 inches, approximately 131 lbs., with black hair and brown eyes. It is unknown what clothing Morales-Velasquez was last seen in or what belongings he may have taken with him. Attempts to contact him via phone have been unsuccessful. His means of travel are unknown, however, it is possible he may be traveling with an unknown friend trying to get to Florida. The department is also seeking assistance in attempting to locate Juan Carlos, 17. He was last seen at his uncles’ residency in the Town of Culpeper on Monday, Dec. 10. Carlos is described as a Hispanic male, 5 foot 2 inches, approximately 130 lbs., with black hair and brown eyes. It is unknown what clothing Carlos was last seen in or what belongings he may have taken with him. Attempts to contact him via phone have been unsuccessful. His means of travel and possible destination are unknown. If anyone has any information on the whereabouts of either teen, contact Sgt. Det. N. Boosalis said developing the site plan will take anywhere from three to five years with construction starting after that. The development will still have to go through the process of getting permits from the county. The owners want to work with the cur-
rent tenants to see if they want to lease space in the new development or another shopping center the company owns, Boosalis said. Grace Street Properties plans to build 2 million square feet for a mixed-used development, which will include retail space for lease. The developer wants to work with the county to consider a pedestrian bridge from the development to the VRE and Amtrak station across U.S. 1.

Town clerk for Town of Culpeper retires Town Clerk for the Town of Culpeper Kimberly Allen is retiring, effective March 31. Allen joined the town in April 2008 from the City of Manassas. During her tenure, she has worked with four mayors, approximately 24 different council members and alongside six Town Managers. Allen's letter to the mayor and council read, “This resignation was not an easy one. However, it is the right time for me to do so. I have a beautiful family and want to spend more time with them.” Mayor Frank Reaves Jr. stated, “I appreciate Kim’s dedicated service these past 14 years. As town clerk, Kim has been an asset to the town and will be missed. We wish her all the best as she transitions to retirement.” At a special meeting on Jan. 27, town council appointed current Deputy Town Clerk Ashley R. Clatterbuck to assume the role of Town Clerk effective April 1. Clatterbuck has been with the town since May 2014, serving over seven years in the clerk’s office.

The new creature in my house
IMAGINE my surprise to find a new creature in my house! No one consulted me about adding another four-legged resident to my kingdom. There were no dinner table conversations. No vote. But there it was in the back storeroom. I must explain the back storeroom is where I go to catch a patch of morning sunlight and meditate. Humans think cats sleep a lot. Not true. We do close our eyes and curl up in warm places. However, the curling-up and eye-closing is an ancient form of meditation passed down from generation to generation. Humans learned about meditation from cats, and we are infinitely more advanced in the practice. While we are on the subject, I want to add that we seldom do deep sleeping. Mostly we doze. If you watch closely, you’ll see a paw flex, then relax – a tail twitch – an ear move hither and yawn. Not to boast, but I do have 32 muscles in each ear and I can rotate them – sometimes a full 180 degrees to be sure I’m not blindsided. Another thing. Scientists, who claim to know everything, say that

Michael R. Williams went to be with his Lord on Saturday, January 22, 2022 at UVA in Charlottesville. He was born January 20, 1968 to the late Melvin O. Williams and Gladys M. Williams. Mike was known for his big smile, loving ways and giving heart. He worked for Merchants Grocery and Farm and Home. His favorite pastime was hanging out with his second family at Rusty’s Towing. In addition to his mom, Gladys Williams, he is survived by his sisters, Marjorie Lee Williams and Melissa Richardson (Charles); his niece, Cassandra Richardson; and his nephew, Stephen Richardson. A celebration of life was held on Thursday, January 27, 2022 at 12:00 p.m. at Found and Sons Funeral Chapel, 850 Sperryville Pike, Culpeper with Pastors Art and Norma Jean Fellows and Rev. Judy Johnson officiating. The family received friends two hours prior to the service.
