Nearly 100 Yowell Elementary School students wrote letters and drew pictures for some of Culpeper’s greatest and bravest first responders and front line works to celebrate Kindness Week. “I wanted to do random acts of kindness for our community just because of everything going on in the world,” said Yowell Elementary School Counselor Brandy Gibson. Momentos were given to doctors and nurses working at Culpeper Medical Center as well as Town of Culpeper Police Officers. “I think they were thankful,” she continued. “I think they were surprised.”

Culpeper man teaches skateboarding to youth Dorien Williams aims to put local kids on the path to potential stardom.

When he’s not working his two jobs, Dorien Williams can be found in Yowell Meadow Park sparking a passion for skateboarding in Culpeper’s youth. “All the kids that I work with now, they love it,” he said. “They’ve gotten to a point where now they feel comfortable going out to the skate park by themselves.” Williams, 26, started skateboarding when he was about 10-years-old around his neighborhood with his brother and cousin. Now that he’s older with his own children, Williams wants to instill the hardwork and perseverance he had when he dreamed of turning professional. “My biggest thing was that I always wanted to go pro” he said. “It didn’t work, so my thing was if I didn’t do it maybe I could help another kid do it, eventually become pro. I just wanted to help other kids who wanted to skateboard.” “Till this day, I skateboard as hard as I possibly can.” Williams, who obtained his bachelor's degree in information technology with a concentration in cyber security, works as a data engineer during the day and an IT support specialist at night. He

started his skateboarding school six months ago, but put his lessons on hold when the number of COVID-19 cases locally spiked around the holidays. However, he started back up again as recently as Feb. 26. Lessons are free, but donations

are accepted and given to area groups such as Services to Abused Families, Inc (SAFE). Students, ranging in ages from 4 to 24, follow William’s lead as he teaches them balance, how to ride and, eventually, how to ride the

pipe. He even uses his lessons to get more advanced involved in teaching others who may be having a bit of trouble. “I know that a lot of kids want to come down but with the stigma of how skateboarders are that’s been put out there,” he said. “My main goal from starting was to get more kids involved…and making more parents comfortable.” Although his class size fluctuates, he has four students who routinely attend besides his daughter who he is working on getting more interested in the sport. “I honestly think that it’s good because it gives the kids something to do,” Williams said. “It gives kids an outlet.” Williams recently attended a town meeting to discuss the skatepark and asked that the grinding rails be removed and additions made to help riders learn such as manual pads, a quarter pipe with a bank and stair set as well as benches so parents can watch their children. Town staff have been asked to study the skatepark and determine the cost of these potential improvements. maria@culpepertimes.com

Historian recalls Culpeper’s finest women March is National Women’s History Month. Started in 1987, Women’s History Month is a celebration of women’s contributions to history, culture and society. March 8 is also International Women’s Day. BY

As I engaged in research about the women of Culpeper, I wondered: perhaps I should write of the women of national fame? I could tell you about George Washington’s sister, Betty Lewis, who died while visiting her daughter who lived near Stevensburg and was buried on the property. Or I could mention Clara Barton, the founder of the American Red Cross who served her first field duty in Culpeper after the 1862 Battle of Cedar Mountain. Then again, maybe it would be more interesting to hear about Ellen Lewis Herndon who was born at her uncle, Dr. Brodie Herndon’s house on Main St. and would later become Mrs. Chester Arthur. “Nellie” Arthur would die before her husband became the 21st president of the United States. I was determined to stay true to the women who called Culpeper home. Two striking women come to mind: “Jack” Stearns and Ruby Beck. Despite their very different backgrounds they possessed similar characteristics: determination, resilience, and ingenuity. Edith “Jack” Stearns-Gray, born in 1891, grew up in Brandy Station at the historic estate known as Farley. “Jack” was an undaunted free spirit, dining with Teddy Roosevelt at the White House; loving horses and refusing to ride side saddle. A voice

for women’s rights, she helped steer the suffrage movement in Culpeper. But she is best remembered for her unquenchable quest for flying. By 1912, she had already caught the “flying” bug and while in NY she approached a fellow by the name of George Gray, trained as an aviator in the Wright Brothers School of flying. He was in town with an air show and she offered him $50 to take her for a ride. He refused, saying it was too dangerous for a woman and that was not nearly enough money. Jack figured it was the woman thing; she dressed in a masculine-looking riding habit, showed up at the airfield and

wrote Gray a check for $50. Later that afternoon she was setting new records as the first woman to fly over the Adirondacks. George Gray never cashed the check and in 1913, they were married. Jack was the first woman from Virginia to ride in an airplane and the first to take off in an airplane from Virginia soil. Jack and George became a barn storming duo performing up and down the East Coast in a plane named “Up.” Following WWI, Jack published her memoirs of the first days of aviation titled “Up,” A True Story of Aviation. Ruby Harrison Beck, an African American, was born to poverty in Madison County, VA in 1909. Though their circumstances were very different, Ruby and Jack shared a vision, a determination to succeed despite the obstacles. Married in 1936, she worked as a beautician, cook, and house keeper often juggling multiple jobs in order to put her son and daughter through

college. Mrs. Beck’s own education ended at the third grade and one of her highest achievements was the education of her two children, both college graduates, one retired as a Colonel from the military, the other became a CPA. Ruby never lost sight of her dream to own her own restaurant. In 1964, at the age of 55, Mrs. Ruby Beck defied all odds, bought a less than desirable piece of land on route 29 south and built what would become a highly successful restaurant business. The Boxwood House, as it was known, was an integrated establishment from staff to guests and served the best rolls you would ever put in your mouth. In 1971, Ruby Beck’s success garnered her the coveted, “Virginia Small Businessman of the Year Award.” Ruby was the first woman in Virginia, only the 2nd woman nationally and the first minority business owner in the South to receive the prestigious award. Ruby retired at 75.

Building company proposes age-restricted housing development Housing opportunities for seniors in Culpeper County may become plentiful with the approval of the project. BY

The Culpeper County Planning Commission will soon hear from a Maryland-based home building company who intends to build over 270 age-restricted homes in the Stevensburg District. Caruso Odin LLC by way of Manager Jeffery Caruso submitted an application in May 2021 to rezone approximately 121 acres of RA (Rural Area) to R-3 (Residential) with the proposal to

use the property for the development of a 55+ residential community. The commission is set to hear the rezoning application during a meeting at 7 p.m. on March 9. Final decisions about whether the project will be permitted to move forward will be made by the Culpeper County Board of Supervisors at a later date. The property, to be called Williams Mill Village, is located along Route 667 (Nalles Mill Road). It will be limited to 274 units of detached single family housing each designed with aging residents in mind with ground level bedrooms and bathrooms. All units will be restricted to housing for older persons as defined by the Virginia Fair Housing Law. Homes will range in size from approximately 1,400 square feet to over 2,700 square feet with options to

add second floor lofts or a basement. Residents will have seven layouts to choose from. All homes will have two bedrooms on the first floor: a master bedroom and a second bedroom to potentially accommodate a caregiver. The property is proposed to host a pool, clubhouse, nature trails, dog park, pond and seating areas. All streets in the community will be private and maintained by an HOA, whose establishment would be forthcoming. Caruso Homes, Inc. was formed in 1986 and has achieved designing and building homes that would meet the needs of the growing Metropolitan Washington DC region as well as multiple homebuilding entities located throughout Maryland, Delaware, Central/Southern Pennsylvania and

North Carolina. According to a case analysis from the county’s Department of Development Planning and Zoning, these types of developments will allow seniors to move into a home with lower maintenance, paving the way for potential first-time home buyers to buy home seniors are vacating. In general, the analysis continued, an adult age-restricted community demands fewer public services (such as education) than other types of residential developments and therefore can have a positive impact on the local economy. Amazon proposes building data center in Culpeper Project has seen push back from local residents, praise from elected officials. An Amazon data center may be on the horizon in the Stevensburg District as a rezoning application submitted by a Woodbridge-based development firm moves forward in resizing nearly 245 acres for over 400,000-square-feet of structures. Marvell Developments LLC, a subsidiary of Amazon Data Services, Inc. submitted the rezoning of 20420 Germanna Highway from an A-1 (Agricultural) to LI (Light Industrial). The site, approximately 233.63 acres, is currently home to the Magnolia Equestrian Center. The commission is set to hear the rezoning application during a meeting at 7 p.m. on March 9. Final decisions about whether the project will be permitted to move forward will be made by the Culpeper County Board of Supervisors at a later date. According to the application, Marvell Developments intends to build two structures spread across two phases. Phase A would consist of a single-story structure totalling 245,050-square-feet. Phase B would consist of a second single-story structure totalling 182,140-squarefeet, for a total of 427,190-squarefeet. Each data center will require between 15 to 30 months of site work and about 365 construction personnel at various times, the application continued. Additionally, a six acre electrical

substation would also be constructed on site. The typical hours of operation for the data center will be 24 hours a day, seven days a week. The total number of employees in each building will be approximately 45, but only approximately 32 employees for each will be on the property at any given time. Employees will be comprised of engineering technicians, data center operators, security personnel and logistics personnel. Along with application materials posted online prior to the planning commission’s meeting, two pieces of public comment opposing the project were attached. “I am contacting each Supervisor and the Planning Committee to share my opinion that the zoning on Rt. 3 should not be changed from agricultural to industrial to accommodate the proposed data center,” Kathy Ellis wrote. She continued she has served on the Germanna Foundation in the past and is concerned about the consercation of of Salubria, an 18th century Georgian-style manor house built by the Reverend John Thompson in close proximity to the proposed site. “Salubria is unique to Culpeper; guests come from all over the state and even the country to see it,” Ellis continued. “To allow the surround-

ing environment to change to industrial would destroy the setting—and thus the ability to understand the function-of such an important historical building.” “I write to express my strong opposition to allowing the construction of the Amazon Data Center in Stevensburg,” wrote Jane Pease. “Not only would the data center and its inevitable follow on construction destroy another swath of agricultural land.” She also shared concern about Salubria. “There are places in the county that are already zoned for such use,” Pease continued. “Why not put the facility in one of those. I am sure that planners have the imagination to find a way to make the project fit in parcels already zoned for that kind of building.” “Why spoil yet another bit of the rural beauty which causes us to live in Culpeper county?” On Feb. 23, Culpeper County Board of Supervisors Chairman Gary Deal posted his thoughts on the project on social media on the heels of some criticism of the plan. “Since there is opposition to this project, I would like to outline why I feel this is a good Economic Development project for our community, he wrote. Healthy economic development keeps local tax rates low, he said.

As an example, he outlined Equinix Data Center (Formerly Terremark) contributes as approximately $3-$4 million per year in personal property taxes and $370,000 a year in real estate taxes in conjunction with bringing quality jobs. “Amazon Web Services will be a great partner for Culpeper,” he continued. “Should we just turn our backs on what could be millions of dollars per year in revenue coming into the county and its taxpayers? Shouldn't we be thinking about what is in the best interest of our community as a whole? Should we not be open and listen going forward into these deliberations, versus having a mindset of NO to this project at this point?” Conversations about development of economically stimulating projects, he continued, need to be had in light of talks to either refurbish or build a new middle school as well as several enhancements needed for fire and rescue crews. “I understand the desire to protect the rural character of our community along with its historical value,” Deal wrote. “Rural and historical character is important.” Deal continued the project is not high intensity industrial development, but he understands the close proximity to Salubria. maria@culpepertimes.com

Area swim team opens doors for lifelong friends For Culpeper Barracudas, summer is filled with hard work.

Despite being around for more than 15 years, the Culpeper Barracudas Swim Team continues to come together every year and create a place for local swimmers to thrive and achieve goals. “It is a great family centered, fun swim team that the kids have the opportunity to really make lifelong friendships,” said Membership Director Jill Denham. CBST is a summer recreational swim team that swims at the Country Club of Culpeper. CBST is a member of the Jefferson Swim League and competes on Wednesdays during the season against other league teams. The JSL comprises 17 teams, spanning from Culpeper to Charlotees-

ville. The team routinely has spots available for 100 swimmers, separated into three practice groups and in different lanes based upon ability. “That keeps us with enough kids in each lane to the point that it's safe and the coaches can really keep an eye on each individual swimmer,” Denham said. All swimmers, who are as young as 5-years-old and as old as 18, must be able to swim the length of the 25yard pool in one stroke. “We want these kids to feel comfortable in the water,” Denham said. “We don’t want them scared.” Swimmers learn best techniques while challenging their abilities and

improving their comfortability in the pool, she continued. All of Denham’s six children currently swim or have swam with the Barracudas since joining the team in 2018. Despite her children’s interest in swimming, she played college volleyball while her husband played basketball. Registration to join the team for this upcoming season, which runs from June 1 to July 30, is opening soon. Last year, the team had a waitlist of 15 swimmers, but were unable to accommodate them. Swimmers come from homeschooled families, public and private schools. The team is welcoming Matt Mor-

gan as its new coach for the 2022 season. Morgan has previous experience coaching swimming. At meets, swimmers compete in individual events as well as relays, which include four swimmers. Events range from a 25-yard freestyle up to a 100-yard breast or butterfly stroke. “It's all going to be based on the kids’ skill level,” Denham said. Practices occur four times a week in conjunction with weekly meets. “It is an amazing opportunity for socialization,” she continued. “It’s getting kids doing things that are physically active.” maria@culpepertimes.com

Coronavirus cases and quarantines among Culpeper County Public Schools students, faculty and staff have dropped to pre-holiday season numbers as the district alters its mask wearing guidelines In accordance with changes in Center for Disease Control guidance, the district wrote, mask wearing will now be optional on school buses and district-owned vehicles, effective Feb. 28. On Jan. 18, school health services staff ceased close contact tracing for school, school bus and workplace exposures, an email sent to district families read. Therefore, most school, school bus and school activity exposures will not be quarantined. Per Governor Youngkin’s executive order, masks also became optional for students, staff and visitors inside district buildings. A weekly COVID-19 report, accounting for Feb. 12-18, confirmed 42 cases among students and 14 among staff across all 12 county

CCPS began publishing a weekly report of the impact of COVID-19 in its schools on Aug. 27. Reports also include the number of students and staff who are newly quarantined due to close contact with an infected person outside of school. The Feb. 12-18 report showed

28 students in quarantine due to close contact outside of school. Three district teachers entered quarantine. The Feb. 19-25 report showed 16 student quarantines due to exposure from outside of school. Three district teachers entered quarantine. County reports hundreds of COVID-19 cases, deaths

have been hospitalized and 141 have died. During the week of Feb. 19, the county reported 39 confirmed and 29 probable cases. Also reported were two confirmed deaths. During the previous week, the county reported 85 confirmed and 69 probable cases. Also reported were six confirmed deaths. Over 34,000 cases, 1,000 hospitalizations and 400 deaths have been reported in the Rappahannock Rapidan Health District, which includes Culpeper, Rappahannock, Orange, Madison and Fauquier counties. Statewide, there have been over 1.6 million cases, 47,000 hospitalizations and 18,000 deaths. There have been 80,000 vaccine doses administered in Culpeper County. UVA Health recently joined a nationwide study evaluating two repurposed medications in the search for effective, safe treatments for mild-to-moderate COVID-19. Repurposed medications are already approved by the U.S. Food and Drug Administration for the treatment of other diseases or conditions. The nationwide double-blind study, called ACTIV-6, is expected to enroll nearly 15,000 participants from across the country. A double-blind study means that both study participants and researchers do not know which medication participants are receiving as part of the trial. Culpeper County votes to allow marijuana retail sales County supervisors voted not to hold a referendum vote this November, paving the way for retail sales to begin in 2024. BY

Culpeper County Board of Supervisors on March 1 failed to pass a resolution to begin preparations to hold a referendum this November on whether to allow the retail sale of marijuana within county limits. In a 4-3 vote, Supervisors Tom Underwood, Susan Gugino, David Durr and Kathy Campbell voted not to hold the referendum and Chairman Gary Deal, Paul Bates and Brad Rosenberger voted to hold the referendum. The board’s rules committee brought forward the motion that the board authorize the County Attorney Bobbi Jo Alexis to take steps necessary to hold a referendum during the November 2022 election regarding whether or not the county should prohibit local retail sales of marijuana. “Localities are not required to hold a referendum at all and simply allow

the retail sales when such sales are finally authorized by the Commonwealth,” said Culpeper County County Administrator John Egertson. “If you want to hold a referendum about whether that should be prohibited in this community it has to occur this year.” “(The committee decided) we want to give the people the opportunity to decide whether they think it should be sold or it shouldn't be sold,” Rosenberg said. “Let’s hear what the people have to say and we not make that decision. Let them make it.” Bates explained he disagrees with the Commonwealth when it comes to the use of marijuana and supports the move to host a referendum where the potential to halt sales in the county may become attainable. Not basing his decision on his personal views on marijuana, Underwood said his vote against the referendum stemmed from minority rights. “Whether you are for or not the utilization of marijuana or the retail sales of marijuana, there is some portion of the population that is,” he said. “For us to think that we should depend upon who shows up in November, which may be a different segment of the population than the aggregate voting population, and even then, should we agree with the major-

If the retailers do not have successful sales, they will relocate their business. If the board supported moving forward with the referendum, she asked whether the wording of the question could appear differently on the ballot as to not cause confusion among voters, citing the “double negative” of the proposed statement. “It’s very painful for all the poll workers trying to explain but not explain what they’re trying to vote for,” she said. “We’re restricted about what we’re allowed to help them with.”

Alexis informed Gugino the wording would need to be the exact wording as according to the statute, but neutral language voting materials would have been made to make clear the consequences of either choice. Since no referendum will be held, retail sale of marijuana will be permitted as allowed by Va. Code Sec. 4.1-629 enacted last year, beginning operations as soon as January 2024. Sales will also be permitted within the Town of Culpeper unless a referendum is held and constituents vote to prohibit sales. If the referendum vote is no - sales should not be prohibited - then stores would be permitted to operate as soon as January 2024 and no subsequent referendums could be held on the issue. If the vote is yes then stores would not be permitted, however, a subsequent referendum could be held, but not within four years. maria@culpepertimes.com

Logic and mortality in question at art show Digital artist Jim Serbent’s “Transcendence,” will be featured at his first major show at The Middle Street Gallery this month. BY

The Middle Street Gallery in Washington, Va. is pleased to announce an exhibition of works by the digital artist and printmaker Jim Serbent. “Transcendence,” his first major show at the gallery, will run from Feb. 25 through April 3. Other members of the arts cooperative will show works there as well. “Transcendence” describes works that are other-worldly yet accessible, inspired by ideas associated with Zen and the possibility of spiritual enlightenment, Serbent said. “You will see selections from diverse series that can provoke mind-stopping introspection, from faces peering out of rocks to architectural compositions that defy the laws of physics. At the very least, you are likely to leave with a lasting impression.”

The titles of several of his works include the word “koan,” from Zen Buddhism, a paradox or riddle that can’ be solved by ordinary logic. One work appears to show a cliff of eroded brown sandstone, but on closer inspection reveals the faint impressions of human faces and other mystical shapes. The artist says of it, “Faces out of the distant past along with cultural icons peer out of sea-eroded rocks to confront viewers as reminders of their own mortality.”

Another work shows convergent strips, seemingly created by frozen video clips, in fantastic shades of blue, purple, and red, all running to an eye-like structure at the middle. “Here, an all-seeing eye dominates converging buildings from around the world as city lights twinkle in the vortex,” Serbent said. “It’s an example of an art piece, during its creation, guiding the artist toward a surprising conclusion.” He leaves it to the viewer to decide just what that conclusion might be.

Much of Serbent’s work has been influenced by time he spent in Japan, he said. “Intuition, imagination and experimentation provide the basis for my artistic efforts. Rixeyville EMS lieutenant dies from COVID-19 Little Fork Volunteer Fire & Rescue Company announced on Feb. 24 on social media EMS Lieutenant John Donohue has passed away due to COVID-19 complications. According to the post, Donohue joined the Rixeyville company in 2004. He was promoted to lieutenant in 2012. Prior to passing, Donohue was admitted to Fauquier Hospital where he passed surrounded by family and friends.

“Please keep John's wife Pat, family, friends and the coworkers from his other family -- Fairfax County Police (John was a Lieutenant) in your thoughts and prayers,” the post continued. “John brought a unique sense of humor to our organization,” wrote Little Fork Fire Chief Doug Monaco. “Our volunteer providers thoroughly enjoyed running calls with him. Conservation district offers scholarships to college, camps Each year, the Culpeper Soil and Water Conservation District awards up to $4,000 in educational scholarships to students who plan to pursue a career in a conservationrelated field. These scholarships are available to eligible students living in the five-county area the Culpeper SWCD serves — Culpeper, Greene, Madison, Orange and Rappahannock counties. Individuals should apply who are full time students enrolled in, or who have applied to, a

college undergraduate or graduate program in an area that supports soil and water conservation, natural resource management, environmental science or a related field. In awarding scholarships priority will be given to graduating high school seniors, but current undergraduate and graduate students will also be considered. Consideration will be given primarily to achievement and demonstrated interest in natural resources.

This year’s college scholarship applications are due on April 15. Culpeper Soil and Water Conservation District also offers up to four scholarships for area students to attend summer camp. Camp Woods & Wildlife (formerly Holiday Lake Forestry Camp) Returning to Holiday Lake 4-H Education Center within the Appomattox-Buckingham State Forest on June 20-24. Students ages 13-16 are eligible for this camp, which is coordinated by the Virginia Department of Forestry.

Topics include sustainable forest management practices, timber harvesting and reforestation. Applications are due April 1. Youth Conservation Camp July 10-16 at Virginia Tech. Students in grades 9-12 for the current school year are eligible for this camp, which is coordinated by the Virginia Association of Soil and Water Conservation Districts. Topics include lake ecology, fisheries management, forestry and wildlife issues. Applications are due to Culpeper SWCD by March 29.

190 grams buckwheat flour 43 grams oat flour 1 teaspoon baking powder 1⁄2 teaspoon baking powder 1 teaspoon kosher salt 1 teaspoon ground cinnamon 1⁄2 teaspoon ground allspice 1⁄2 teaspoon coriander 1⁄4 teaspoon nutmeg

75 grams honey 99 grams neutral flavored oil 2 flax “eggs” 4 very ripe bananas; mashed 1 teaspoon vanilla Topping* optional 85 grams walnuts or pecans, chopped

COOKING INSTRUCTIONS Preheat oven to 400°F. Weigh/measure all dry ingredients into a medium sized mixing bowl. Stir with a whisk to combine and set aside. In a separate bowl add wet ingredients. Use blender or food processor to combine all of the wet ingredients. Scrape mixed wet ingredients into the dry mixture. Stir with a spatula until smooth. Portion batter into lightly greased or paper lined muffin tins. Fill cups about two thirds of the way full. Place muffins into preheated oven and bake 18 - 22 minutes, until a toothpick inserted into the center comes out fairly clean. Remember muffins will continue baking for a few minutes longer once removed from the oven due to residual heat. Let muffins cool in tin for about ten minutes, then remove to a cooling rack to finish cooling completely. Store covered at room temperature for 3 days.

Beer Hound Brewery celebrated National Chili Day on Feb. 24 with a chili cook-off to raise money and awareness for the Culpeper County Volunteer Fire Department. The competition was fierce and delicious with 10 entries, ranging from mild to hell fire. Judging was done by Beer Hound Brewery staff and customers. Tastings were sold by a 4 oz cup or a 12 oz bowl. All chili sales totalling $475 were donated to the Culpeper

County Volunteer Fire Department. “It’s a 50/50 chance of winning,” said Will Rook. “I’d like to think I’ve got the best.” Rook tied for third place along with Keith Seningen and Michael Babbitt. Lorie Dial-Bowie took home the silver medal, and Janet McDonnell won the first-place trophy. “I’m just a generic chili maker,” McDonnell said prior to the announcement of the winners. “I make chili that everyone can enjoy – mild.” Culpeper County Volunteer Fire Department attended the event to answer questions about volunteering and the services they provide to the community. Aging Together is joined with the Regional Commission, the Community Services Board, and other key community programs and stakeholders in a new mobility management model called the Regional Transportation Collaborative (RTC). During 2021 partners in the Collaborative worked to address transportation needs of aging adults and those with disabilities, collect comprehensive data, strategically plan mobility projects, and source diverse funding. These efforts have enabled Aging Together to expand and dedicate staffing specifically to support transportation goals identified through the RTC and ultimately improve mobility for older adults. In January 2022, Aging Together welcomed Julie Johnston for the newly created part-time Project and Outreach Assistant. Julie is from Culpeper and is already familiar with the region and some of the partner organizations. She will use her graphic design background to build specialized outreach and marketing support to the various RTC partners, helping spread the word to the target population about the RTC and its services. In February, Aging Together welcomed Sarah Gillespie, part-time Volunteer Driver Recruiter. Sarah is familiar with recruitment and supporting organized groups through her past corporate experience. Her outreach role will help expand the

audience of Aging Together and the RTC at community events and groups throughout the region, and especially to recruit volunteer drivers for the various RTC partners. The RTC relies heavily on volunteer drivers to provide transportation. In Fiscal Year 2021, the equivalent charitable donation from volunteer driver hours and miles driven contributed over $350K and provided rides to over one thousand individuals throughout the five-county region. The RTC model was created in August 2020 to mitigate losses and limitations from state funding and policies. Comprehensive data collection highlighted unique needs that fall through gaps in broader systems and supported acquisition of alternative funding sources to assist with growing transportation deficits. “The newly formed RTC represents an important initiative that addresses and responds to community voices, something Aging Together has always considered paramount to improved conditions at a more local level,” said Aging Together’s Executive Director Ellen Phipps. Community Conversations, a project completed in 2019 around the entire region, identified transportation as both a strength and a challenge in each of our five counties, especially affecting the older adult population. “So, this innovative model for transportation collaboration epitomizes expanded programs in our region that positively impact needs of older adults and people with disabilities, specifically reacting to community feedback. Ultimately, that’s the goal,” said Phipps. Having staff on board who target increased transportation outcomes enhances the opportunity for our region to offer livable communities for everyone. The mission of Aging Together is, through partnerships, to connect people to communities and resources to improve quality of life as we age. Aging Together serves the counties of Culpeper, Fauquier, Orange, Madison and Rappahannock.

Multiculturalism is just part of loving America BY

The year was 1991 when my flight took off from India and 22 hours later it touched down in Boston. The wedding hubbub of the previous week was still ringing in my ears. Boston in January is not the best port of entry for a shivering Indian. From there, I traveled to Virginia, which has been my home for the past 30 years. I am often asked about immigration, culture shock and adaptation; my unique situation was that I was a Christian (part of India’s 2% minority population). Thus, my English language school, my English language church and my multilingual home provided me more than a traditional experience of India, but my roots still carried the intractable soil of memory, norms, and traditions. A strong sensory memory of my daily life back home that lingers is the early morning routine of heading to school and college. I would pass homes with women drawing kolams or designs in front of each home as strong smells and sounds of sizzling spices being fried in hot oil wafted my way. I would indulge our penchant for adventure by braving the first hour of strong winds and rain, before better sense prevailed. This experience came to an abrupt halt when I moved to America in 1991. The cold air of January sent my body into shock. My tropical blood froze when I was outdoors and thawed only when I cranked up the heat in the house to 75! My former houseful of family included grandparents, cousins and maids now gave way to my immediate family, a vacuum cleaner, washing machine, dryer, and a pristine surrounding. The lack of noise and extended family were eerie. After the initial adjustment of running a home in America, I one day dusted off my degree certificates: a double Masters’ in English and pondered what I would do in this new country. The last job I had in India was that of an English lecturer in an all-girls college, Stella Maris. One day 17 years ago, with a couple of young ones in tow, I was approached to fill an adjunct position in Germanna. As a nervous driver, I ended up at the wrong campus for my interview. Flustered, I asked the dean at the Locust Grove Campus if I could use their phone to call my interviewer. The friendly voice on the other end of the phone line rescheduled my appointment and gave me directions how to get to the Fredericksburg Campus (This was pre-GPS!!) Let me just say that call and the subsequent meeting sealed the deal.

The first day, as I arrived at the Fredericksburg Campus, I saw the sun rise behind the building. What an auspicious welcome! Nancy Noel was the chair of the department, and she would explain all the nitty gritty stuff that other Americans could take for granted. I would ask Nancy: do you follow my accent? “Yes, Girl! You’re fine! Go break a leg.” “Break a leg?!!” I dashed off to my American idiom dictionary, and the smile reappeared. Multiculturalism is sometimes looked upon with suspicion, but to me, it’s simply enhancing one’s knowledge of another culture. I like to give my students an opportunity to have a sensory experience of various cultures as we interpret nuanced language, different customs and outlooks. As a first-generation immigrant, I found in Germanna the conduit to being successful even as I encountered my own cultural bumps. Friends, committees, and students became part of my new rhythm. The ethos of inclusion is so important. One day, when I retire, I will leave knowing that the sun will always rise above Germanna. It is the beginning of the 2022 season of fun with Culpeper Renaissance Inc, a 501 (c) (3) organization charged with supporting the growth and revitalization of Culpeper’s historic district. We are entering our active season where the more volunteers we have, the better our community looks to visitors. In March, we have restaurant week, a time for you to enjoy our local restaurants in the downtown area. The restaurants will offer a special menu at a reduced price. This is a great time to enjoy our community with great food! One of our future opportunities for participating in the community is “Gnarley Hops,” held on the last Saturday in April. It is the eighth year for this successful fundraiser. We have

The concert series runs through August. The evening includes a night out for great dance music, local food vendors as well as volunteering to help our concert series be a success. From May until the end of October, CRI sponsors the farmers market, which offers many different local vendors where locals can come shop and visit with their neighbors in our community. Another restaurant week is offered in the fall as we move onto our

fall festival, “Hop n’ Hog,” another day in the depot area of downtown Culpeper. This is the last hoorah for locals as well as people who choose to visit our community. Taste the many choices of barbeque, decide on the one that is your favorite and vote. Then, of course, we have all our exciting festivities from the weekend before Thanksgiving until Christmas. CTE opportunities benefit students, community BY

Business and community partnerships are key to a high quality Career and Technical Education (CTE) program. In Culpeper, this key to success is opening the doors for many students. In August of 2021, Culpeper proudly opened the new, state of the art, Culpeper Technical Education Center (CTEC). With thirteen courses that lead to state licensures and industry credentials, these students along with thousands of other Culpeper County Public Schools CTE students, are gaining invaluable employability skills, technical knowledge and hands-on training that they need to thrive in

today’s workforce. This cannot be accomplished without strong teachers and our many partners. Our business and community partners offer their time and classroom resources, scholarships and their expertise through field trips and guest speakers. They also allow our students to intern, participate in clinical experiences and job-shadowing and our first registered youth apprentices will soon be working and learning in Culpeper. Work-Based Learning (WBL) is growing by leaps and bounds which helps our students make the important connections between their education and the workforce. Whether students permanently enter the workforce

directly after their high school graduation or after other postsecondary goals, the technical and soft skills learned through CTE will benefit the student and our community now. Every student developing interpersonal skills, respect for others, problem solving and critical thinking skills is one more person able to strengthen our local and regional community. Our CTE educators and students are grateful for our business partners and community leaders who have allowed us to be innovative and forward thinkers. Rabies outbreak sparks vaccination education BY

Since the recent rabies outbreak in Madison County, resulting in the euthanasia of 20 to 30 feral cats so far, let us focus on the importance of getting your household pets, community cat (feral) and barn cat colonies vaccinated. Most rabies cases in the US occur in wildlife, but humans are most likely to be infected by a domestic animal. That is why it’s so critical to vaccinate our pets against rabies and ensure they are kept up to date. This is especially important for the community cat and barn cat colonies in our care because they

are the most likely to encounter infected wildlife. Most cases of rabies in cats come from areas where there are large populations of raccoons, foxes, skunks and bats, the most common carriers of rabies in the wild. How can you tell if an animal is potentially infected with rabies? The only definitive diagnosis comes from laboratory testing, but according to the CDC common warning signs are: An animal may act aggressively; conversely, a wild animal may move away slowly, appear shy or tame (the ‘dumb’ stage); and “Foaming at the

mouth.” If you suspect an animal has rabies DON’T APPROACH IT. Call Animal Control immediately, 540-727- 7900. If you or a family member has been bitten, seek IMMEDIATE medical attention. If your pet has been bitten, isolate them from family members and other pets and get them to your veterinarian ASAP. A rabies booster shot within 48 hours in vaccinated animals will help to boost their immunity. Culpeper Humane Society’s TNR (Trap-Neuter-Release) program provides spay/neuter, a wellness

I have been working in the field of aging for the past 40 plus years so. One would think now that I am turning 65, I would know exactly what to do in terms of signing up for Medicare, however, like many people approaching this milestone, I am confused. Understanding Medicare, as it turns out, is not straight forward. Here ere are some basic tips from AARP that might help you or a loved one. When you apply for Medicare, you will automatically be enrolled in Part A. It covers hospital stays, hospice care and some skilled nursing care that you may

need after being hospitalized for a stroke, a broken hip or other episodes that require rehabilitation. Most people don’t have to pay a premium for Part A. You’ve already paid into the system in the form of the Medicare tax deductions on your paycheck. However, Part A isn’t totally free. Medicare charges a hefty deductible each time you are admitted to the hospital. It changes every year, but for 2022 the deductible is $1,556. Unlike Part A, Part B involves more costs, and you may want to defer signing up for it if you are

still working and have insurance through your job or are covered by your spouse’s health plan. Medicare Advantage is the private health insurance alternative to the federally run original Medicare. Think of Advantage as a kind of one-stop shopping choice that combines various parts of Medicare into one plan. Most Medicare Advantage plans also fold in prescription drug coverage. Not all of these plans cover the same extra benefits, so make sure to read the plan descriptions carefully. Finally, there is a “window” of

time to sign up for Medicare, and not signing up during this window could potentially cost you down the road. The window is 3 months prior to the month you turn 65; the month you actually turn 65, and 3 months after the month you turn 65. Warbird tour schedule announced The Capital Wing of the Commemorative Air Force (CAF) based in Culpeper in conjunction with the Delaware Aviation Museum Foundation (DAMF), announced its Warbird Showcase 2022 Tour Schedule. WWII aircrafts will be flying at 12 cities in six states as a tribute to the thousands of men and women who built, serviced and flew them. The public will have the opportunity to purchase warbird rides in all the aircraft. Warbird rides in any of these aircraft allow the public to sit in the exact same seats as did those of another generation 80 years ago. Several new event programs have been added to this year’s Warbird
