material that we purchase as well as helping to build sustainability into our programs. After purchasing ”hundreds of thousands” of dollars worth of plant materials such as trees and shrubs every year to support their restoration program, FOR made the leap in purchasing a greenhouse with the help of a monetary grant. Despite the greenhouse not yet being constructed, over 1,000 trees are currently stationed at the space, waiting to be grown inside. Hofmann expects it to be constructed and operational within the next month or so.

LO C A L N E W S Commission recommends denial of Amazon data center County supervisors will make the final determination on the project. In a 5 to 4 vote, the Culpeper County Planning Commision voted on March 9 to recommend the denial of a rezoning request from Amazon to construct a data center in Stevensburg. During the nearly five hour meeting, the commission not only heard from applicant Marvell Developments LLC, a subsidiary of Amazon Data Services, but many members of the public who spoke both in favor and against the project. “The Germanna Foundation has worked tirelessly to maintain the historic landscape of Salubria that people from all across Virginia and the country want to visit,” said Executive Director of the Germanna Foundation Timothy Sutphin. Many spoke about the conservation of Salubria, an 18th century Georgian-style manor house built by the Reverend John Thompson, which sits about a half mile from the proposed site. “How are we to protect these priceless and irreplaceable resources against the effects of such a massive construction project?” Sutphin asked. Commissioner Catherine Reames made the motion to recommend denial based upon not being consistent with the comprehensive plan, the area character and will negatively impact the surrounding community. As an advisory board, the planning commission’s recommendation for denial will move to the Culpeper County Board of Supervisors for a final determination on April 9, tentatively. The Woodbridge-based development firm submitted the
rezoning of 20420 Germanna Highway from an A-1 (Agricultural) to LI (Light Industrial). The site, approximately 233.63 acres, is currently home to the Magnolia Equestrian Center. According to the application, Marvell Developments intended to build two structures spread across two phases. Phase A would consist
of a single-story structure totalling 245,050-square-feet. Phase B would consist of a second single-story structure totalling 182,140-squarefeet, for a total of 427,190-squarefeet. Additionally, a six acre electrical substation would also be constructed on site. The typical hours of operation

SWaM grant launch announced The Town of Culpeper Economic Development and Tourism Department announced the spring 2022 round of SWaM grants that total approximately $250,000. To date, the Culpeper Recovers The Small, Women-owned, and Minority-owned Business (SWaM) Grant has awarded over $850,000 to Culpeper businesses and organizations. It is made possible through a Virginia Department of Housing and Community
Development (DHCD) Community Development Block Grant (CDBG). Applications opened on March 10 and the deadline to apply is 11:59 p.m. on April 14. All applications will be processed through Lenderfit. The CDBG grant enables Culpeper to help businesses and organizations in the Town and County of Culpeper to pay their rent or mortgage. Each business/organization is eligible for up to $15,000 or six
months of rent/mortgage costs (whichever is reached first). This is a reimbursement grant. You will be required to supply proof of payment and supporting documentation during the application process. Average approval time is currently running 90+ days from application completion notification. Home-based businesses and 501c3 non-profit organizations are eligible to apply. Home-based
operations are only eligible to receive twenty-five percent of their monthly rent/mortgage. Businesses/organizations need not be SWaM certified, however preference will be given to those that are. Professor to discuss race in workplace at Germanna As a part of its Community Conversations series, Germanna Community College will be hosting bestselling author and professor Dr. Ibram X. Kendi as he talks about race in the workplace at 7 p.m. on March 21. Kendi is a New York Times bestselling and National Book Awardwinning author of "How to Be an Antiracist" and Andrew W. “As much as I can, I will help my town.” Artist raises money for Ukraine conflict. BY

While the conflict in Ukraine may seem like a half a world away for some, for Lake Anna resident Kateryna Smith, she’s watching her home country be destroyed from afar. Born and raised in Novyi Buh, a southern city with a population of approximately 12,000, Smith put her hobby as a painter to work as she tries to raise much needed money for not only the family she has that still lives there but also her whole community. “My parents always taught me to love my country,” she said. It was only three years ago, though, that Smith picked up a brush. “I never painted ever in my life,” she said. Although regularly working with oil paints, Smith switched to acrylic when she began to make Ukrainianthemed and other paintings to sell to send money back to her loved ones. In Smith’s honor, local artists gathered pieces to sell in order to donate money to humanitarian efforts in Ukraine. Mineral-based restaurant Callie Opie hosted the event called The Sunflowers for Peace Art Fundraiser where $5,420 was donated via sales to help people in Ukraine with medical and humanitarian relief. Sunflowers, the national flower of Ukraine, have become a symbol of the war. The symbol arose out of a viral video of a woman in Ukraine confronting Russian soldiers. She told them to put sunflower seeds in their pockets so flowers can grow after they die. In a local effort to raise money directly for Smith’s hometown, she is also selling paintings at The Vintage Nest in Culpeper. “When the tragic events started occurring in Ukraine I reached out to Kateryna to see how I could help,” said owner Bonnie Shank, who noted her paintings have been sold at the shop for a year. In the first week, $650 was raised.
“We will continue to feature her paintings and other select artisans products for sale with all proceeds going to Ukraine,” Shank continued. Culpeper Times will be donating a portion of the proceeds accumulated through advertising sales through a “Support Ukraine” section to The Salvation Army for its continued relief efforts. After earning her teaching and law degrees in Ukraine, Smith moved to the United States 11 years ago after

marrying her husband. After moving eight times, the pair and their two children settled in Virginia for his job at Quantico. Smith remembered the night Russia began its invasion into Ukraine because she sat with a local women’s group while Russian troops began to cross the border. Smith remembered a member of the group repeatedly asking her how her parents were doing. “When this sudden war hit in Feb. 24 when Russia attacked, nobody did not expect it,” Smith said. “I know there was talk in the media for the last two months, ‘Russia, Russia, Russia,’ but I was very optimistic.” During the early morning of Feb. 24 Ukraine time, Russian President Vladimir Putin launched what he referred to as a “special military operation.” He claimed the Russian military sought to rid out the “demilitarization and denazification” that permeated the country. Since the invasion, over 2 million people have fled the country of 40 million. According to the UN Human Rights office, at least 636 civilians have died, including a pregnant woman and her unborn baby after ➤ See Ukraine, Page 6

➤ Ukraine, from Page 4 the maternity hospital in Mariupol she was in was bombed as well as a veteran videographer and a 24-yearold Ukrainian journalist both working for Fox News were killed after their vehicle came under fire outside of Kyiv. Although Smith’s family has not seen any destruction in their own neighborhood, Smith refers to the area as a “hot spot,” as a nearby city’s downtown has been completely destroyed. Also, since they live in such close proximity to Crimea, Smith’s parents often hear planes and helicopters overhead, prompting them to hide in their cellar. Russia has shut down the internet in her hometown, Smith said, so staying in touch with her family has been difficult. When she spoke to them recently, they told her they had packed their things and would try to leave for the western border with Poland. Smith explained her parents do not intend to leave Ukraine due to Smith’s younger brother who must stay in the country due to Martial Law, citing all men ages 18 to 60-years-old must stay in Ukraine. Her mother won’t leave her brother behind, she continued. As her parents don’t have a car to drive, they must take a train to western Ukraine. First, however, they need to travel to the train station, which is about 100 miles away. A childhood friend, Smith said, is attempting to arrange a car to transport her parents to the station. Since the town is so small in comparison to the capital Kyiv and second largest city Kharov, Smith said it's up to community members to defend themselves by setting up block posts in the streets with tires and sand bags. “Territorial defense is farmers, local small business owners, photographers, correspondents,” Smith explained. “Everyone is doing what they can.” Residents stand guard in 12 hour shifts before switching. Others help in different ways like cooking meals for those who work to defend the town. All of the money Smith gathers goes directly to these people. “It’s small money here, but it’s big money in Ukraine.” Grocery stores are open but the food deliveries come every five days and usually fly off the shelves. Although helpful, Smith said, larger organizations such as the Red Cross don’t necessarily visit small villages like her hometown. “I’m happy that the money will help someone but at the same time, in little towns like where my parents live, they don’t get any help.” “I’m the patriot of my little town and I want somewhere to come back to one day,” Smith said tearfully. “As much as I can, I will help my town.”
Reflecting on the relationship between Ukraine and Russia prior to the invasion, Smith said, Ukrainans viewed Russia as a proverbial “big brother,” as residents moved to Moscow for better, high paying jobs. Now, though, Smith said, opinions have changed. “Ukraine needs to close the sky,” she emphasized. “They can’t beat us on the ground, so they throw bombs.” mariabasileo@culpepertimes.com

Town manager presents budget, options The fiscal year runs from July 1 until June 30, 2023. BY

Town of Culpeper Manager Chris Hively presented the draft fiscal year 2023 budget to the Town Council with two options reflected in differences with merit pay. “The draft budget presented herein is the result of many hours of effort from a dedicated staff and input received by Council,” Hively wrote in his introduction. “I look forward to reviewing the budget with Council and making the revisions necessary to mold it to Council’s vision for Town
services in FY23.” Option one, excluding pandemic expenses and transfers, represents a 4% or $822,125 increase over the fiscal year 2022 amended budget. Option two represents a 5.6% or $1,157,692 increase. According to the budget’s General Operations Fund Summary, the Human Resources Department recommended a 6-8% merit pay or approximately between $640,000 and $850,000 be added to the budget to address “pay-to-market slippage” for long term employees. The recommended merit pay includes a cost of living increase. Option one was developed to include a 6% merit pay while option two budget was based on an 8% merit
pay as well as customer service web improvements, an additional motorcycle for the police department for $32,900, replacement crew cab truck for $70,000 and limited cameras in Yowell Meadow Park and Rockwater Park for $27,580. In moving forward with option two, the town’s budget would total $55,426,920, in comparison to the fiscal year 2022 amended budget that totaled $53,433,367. The majority of increases in the budget are related to salaries and benefits, the summary continued. Several positions were eliminated as part of the fiscal year 2021 budget and significant employee turnover resulted in net higher salaries to fill vacancies.
Other items included in the budget include: • A proposed 31.6% increase in funds allocated to police overtime from $190,000 in years past to $250,000. • A proposed 333.3% increase in funds allocated to Culpeper Media Network for machinery and equipment - a controller upgrade and cameras. Previously $3,000 was reserved in this line item but it now stands at $13,000. • In corridor improvements, $3 million is proposed to be allocated to East Spencer Street Public Parking. maria@culpepertimes.com

Coronavirus cases and quarantines among Culpeper County Public Schools students, faculty and staff have dropped into single digits, according to data published by the district. A weekly COVID-19 report, accounting for Feb. 24 through March 4, confirmed seven cases among students and zero among staff across all 12 county schools.
Farmington Elementary School sustained the highest number of confirmed student cases with five. Another weekly report, accounting for March 5-11, confirmed four cases among students and three among staff. Culpeper Middle School reported the highest number of confirmed cases with two. Planning commission OKs age-restricted housing development Hundreds of local seniors may soon have a place to call home. BY

A Maryland-based home building company has become a little bit closer to building over 270 age-restricted homes in the Stevensburg District with the seal of approval from the Culpeper County Planning Commission on March 9. “The people that move into active adult communities are either already retired or they are transitioning, they are pivoting from their working lives into a life of retirement,” said Bruce Clark, a representative of the appli-
cant. “That pivot can sometimes be a very difficult thing.” In a 7 to 1 vote – with Keith Price being the stand alone no vote – Caruso Odin LLC will now head to the Culpeper County Board of Supervisors for a final determination. Commissioner Doug Grover shared he had a conflict of interest with the agenda item as he is employed by the applicant’s engineering firm. He sat in the public audience as discussions and voting took place. Manager Jeffery Caruso submitted an application in May 2021 to rezone approximately 121 acres of RA (Rural Area) to R-3 (Residential) with the proposal to use the property for the development of a 55+ residential community. The property, to be called Williams Mill Village, is located along Route 667 (Nalles Mill Road). It will be limited to 274 units of detached single family housing each designed with aging residents in mind with ground level bedrooms and bathrooms. Pastor Patrick Lane is a new minister and joined Mitchells Presbyterian Church last fall. He was ordained in his home church in Mississippi last October, and his Installation Service by the Presbytery of the James was on Sunday, Feb. 27. David Reardon is the Central Virginia SBDC connection to our northern counties. Based in Culpeper, David works primarily with clients in Madison, Culpeper, and Rappahannock counties. As a U.S. Army Veteran, David especially enjoys working with our Veteran clients and the many more businesses starting, growing, and thriving in the northern central region. David holds a Bachelor of Science degree in Accounting from Franklin Pierce University and has worked in accounting with major

Culpeper receives $80,000 for electric school buses Over $1.5 million in federal funding was awarded to school districts across Virginia in order to replace old, diesel buses with clean vehicles. As a part of the endowment, Culpeper County Public Schools received $80,000 for four buses as part of the Diesel Emission Reduction Act (DERA) School Bus Rebates. The funds were administered through the Environmental Protection Agency (EPA) as part of two programs: the 2021 American Rescue Plan Electric School Bus Rebates and the annual 2021 Diesel Emissions Reduction Act (DERA)

In 2007 he was the head waiter at Fotti's in Culpeper, VA. During this period, he was manager of his family's quarter horse farm in Woodville, VA and became an excellent horseman later working as a groomsman and trainer for the Blue Rock Inn and Polo facility. In 2008 he worked in food service in Washington, NC before returning to Virginia Beach working as a waiter in La Bella's, Best Western Grill, and Tempt Restaurant and Lounge. He enjoyed fishing, crabbing, and particularly golf with his father at the Bow Creek golf club in their neighborhood and at the Broad Bay Golf and Country Club where they were founding members. Survivors include his father, Buck Rish MD; step-mother, Mary; and brother, Monty Rish of Lexington, SC. His outgoing personality and humor will be missed by the many friends he engaged along the merry journey of his life. Memorial and funeral services will be privately conducted by the family. Let me introduce myself. I am a transplanted Ohioan, moving to Culpeper in 2016 to be near my grandchildren. I am a Lion. What is a Lion you ask? A Lion is a member of a local club of Lions Club International, the largest service organization in the world with clubs in over 200 countries and territories. What does a Lion do? “We Serve” as in our motto. Our main focus is vision after being challenged by Helen Keller in 1925 to be Knights of the Blind. Culpeper Mid-Day Lions Club has been a part of the community since 1960. Along with the Culpeper 92 Lions Club we collectively screen 2,500-3,000 students for vision and hearing each

year at the public and private schools in our community. We also provide eyeglasses and vision exams to income qualifying residents of Culpeper County. Referrals come to us from Sam’s Place, the Free Clinic and the school nurses. We have approved over 50 eyeglass referrals in the past 6 months. When you multiply these numbers by 60 years, you realize that we have provided thousands of eyeglasses and screened generations of school children. Eyeglass recycling is another project of Lions Clubs. There are eyeglass recycling boxes located around the area with the most accessible box being in Walmart
near the Vision Center. They are also located at Culpeper United Methodist Church, St. Luke’s Lutheran Church and various eye doctor offices. The eyeglasses need to be intact with unscratched lenses. We cannot use loose lenses or broken frames. The glasses are washed, the prescription is read with a lensometer and they are packaged to be distributed around the world. There has been much to do about the war in Ukraine, and let me be clear in that my heart goes out to the Ukrainian people in the midst of an unjust, inhumane invasion. What we are seeing is the dismissal of human capital as civilians who have nothing to do with the politics of war, always end up paying the price for war. The cries for their freedom, for their protection, even for their vindication do not fall on deaf ears. I wholeheartedly agree with their right to autonomy and self-governance. But you can’t miss the commentary trafficked across media airways. “This is a civilized European Nation, this type of thing might happen in the Middle East but not here..” Why not when the history of Europe (and the history of the world in fairness,) is littered with violence and barbarism? We valiantly come to their aid to make sure as many people who can get out are evacuated, except African students and migrant workers who reside there. Things that make one go, “Hmmm..” Even as The New York Times reported it, what was staggering was watching images of soldiers barring Brown bodies from fleeing imminent danger, using force and holding others at gunpoint to make sure they stayed behind. Black people again left behind, because other lives mattered more.

The time has come BY
My Golden Years have arrived. It’s time to start my memoirs and reveal my most embarrassing moments. The earliest thing I remember is a dark rainy night and car lights coming at me. It was scary, and I ran like a silly goose to the side of the road. A human approached but I curled up like a worm and squeezed my eyes shut. Time passed, morning came, and my tummy growled. When I smelled a new smell and decided to investigate. A rescuer was offering tuna, and it was irresistible. Before I knew it, I was wrapped up tight and moved round about and finally eased into the arms of the human who was almost as needy as me. She was called a Widow by my rescuer, and her house was so warm and comfortable that I decided to settle in. At least for the night. Instinctively, I knew the box in the corner was for my waste products, but the lack of privacy was appalling. The best I could do under the circumstances was to turn my back and hope the Widow would do the same. Eventually she did.

When a dollop of yogurt was approved by the veterinarian, I quickly became a health food cat. I still am. The vet also said I was a tortoiseshell calico, but others say I couldn’t be because “torties” are not supposed to have white fur anywhere — only black and ginger. But I have white paws, a white belly, and a white bib that gives me a maître d’ look. I also have a freckle on my nose and a gorgeous white belly that is irresistible to humans. Naming me
Cally was a no-brainer. But I also answer to Gorgeous, and Cal Pal. Just not “Hey, you.” About my age. I am twelve plus, which means nearly seventy in human years. Many of my bosom buddies have gone over the Rainbow Bridge. My first real buddy and mentor was Precious, a tuxedo cat, who always seemed to be dressed for an evening at the opera. Precious gave me wonderful advice about capturing mice and avoiding hair balls. Max, on the other hand, was the rugged outdoor type and an outrageous flirt. He said things that made me blush. He listened to my rants about the chipmunks that mocked me for being an inside cat. Then he clobbered the head chipmunk and laid him out, mafia
style, at my doorstep. I will be forever grateful. Oliver, on the other hand, lived two doors down and often pretended he was a lion in the Serengeti. Actually he was only in the front yard, crouched down in the grass. Nevertheless, he often got so carried away with his Serengeti fantasy that he had to be picked up, carried back inside, and told to resume his duties. Then there was Herbie, whose life mission was to find a warm place to sleep for the night. He thought he was in Cat Heaven when he discovered the laundry room, the clothes dryer, and a load of warm towels left behind by his humans. I will tell you the rest of the story next month. Warmer weather invites book lovers outside BY
Recently, we have had a few days of spring like weather with temperatures in the sixties and seventies. This brought on the realization that spring officially begins very soon on March 20. For me, this means the outdoor season will be beginning for myself and many others. Spring brings to mind one of my favorite means of escape and relaxation, reading outside. I have spent many pleasant hours at several of the overlooks on Sky Line

Drive in Shenandoah National Park sitting in my folding chair reading and looking around at the beautiful mountains and valley scenery. There is usually a nice breeze or even strong winds which I find very refreshing as I read. I enjoy the sound of the birds and wind as I am reading. I usually prefer a novel I have checked out from our own Culpeper County Library, so I can escape the real world for a time, as I simultaneously enjoy the
great outdoors. I will sometimes download a good book to my cell phone from the Library’s Libby app to read while spending time on the Sky Line Drive. This year I plan to expand my horizons a little bit by reading in some of our local parks such as Yowell Meadow Park, Mountain Run Lake Park, and Lenn Park. I plan to revisit an old hobby of mine, nature photography as well. I love taking photographs of birds and the Mountain Run in Yowell Meadow

Benefits of data center don’t outweigh negatives I am writing in response to the letter titled, “Amazon proposes new data center in Culpeper,” published in your newspaper on March 9, 2022. In this article I see there is a main issue of the Amazon data center coming to Culpeper because of the potential for the construction and building

to ruin the beautiful agriculture around the area. In response to this issue, the County Board Supervisor has said that this benefit from the data center will outweigh the negatives and create a much more stable economy for the people of Culpeper. I believe the problem with this response is
the clear disconnect between the citizens of Culpeper and the people who are making decisions of this potential project. Money may bring a temporary happiness to the people of Culpeper, but I feel as if preserving the nature and scenery is more important to the people of a historically beautiful place.
Highlighting this disconnection between the people of Culpeper and their decision makers could make for a better effort to reverse the decision of bringing an Amazon data center. Jake Eagen Oakton, VA

School board opts to discontinue virtual learning The Culpeper County School Board decided the district will no longer offer a remote learning option for the 2022-2023 school year. By law, Virginia school divisions are required to offer in-person learning five days a week for all students and are not required to offer remote options. In response to the pandemic, CCPS offered a remote learning option during the 2020-2021 and 2021-2022 school years. Secondary students currently enrolled in remote learning (Virtual VA or Edgenu-
ity) must register for in-person classes for the 2022-2023 school year. No action is required for elementary school students who are currently enrolled in remote learning as they will automatically be included in class scheduling at their base school for next year. CCPS will continue to utilize distance learning platforms at the high school level for individual courses to resolve scheduling conflicts or for courses that we do not offer locally.

2022 Healthy Living Grants Program applications are now open Culpeper Wellness Foundation will award $120,000 in grants for health and wellness projects serving Culpeper, Madison and Orange counties. Applicants can request funding up to $10,000 to support projects or activities that will be completed by March 31, 2023. Volunteer members of the Foundation’s Community Grants Advisory Board will review the applications and determine which requests are funded. “The Foundation’s mission is to improve health and promote wellness in Culpeper, Madison and Orange counties,” states Shari Landry, President of Culpeper Wellness Foundation. “The Healthy Living Grants Program allows us to support the efforts of local nonprofits that are passionate about making our communities healthier and stronger.” Applications will be accepted until 5 p.m. on April 22. Applicants will be notified of the status of their application by May 31, 2022. Grant recipients must be organizations recognized as tax-exempt under Section 501(c)(3) of the Internal Revenue Code, or be a school, municipality or other subdivision of government. Organizations that do not have public charity status may apply for grants if a public charity acts as a fiscal sponsor.
